the

in
the
beginning
of
a
new
year
at
this

of

our

the

who

and
to

hard
work
that

needed

maintain

life

our

childhood
education
subcommittee

Commission

subcommittee

County
Commission,
which
was
approved
our
last
meeting
in
December

it
was
our
last
meeting

work

community
and
the
larger
Commission
and
staff
and
partner
organizations
on
early
childhood
education
efforts
and
commissioner

aligned
with

priority

pre-existing
strategic

an
update
from
the
county's
legal
counsel
on
this
matter.

thousand

fifty
nine
dollars
and
thirty
cents,
which
is
the
amount
of
money
necessary
to
make
the
county
whole
for
the
insurance
and
the
one
annuity
that
was
purchased.

recall
the
'those
items
cost
the
county
two
point:
three:
one
million
dollars
and
we've
already
received
by
way
of
settlement
with
a
third
party
to
me
and
eighty
eight
thousand
and
seven
hundred
and
some
dollars.

can't
remember

precise
number,
but
this
would
make
us
whole
insofar
as
that
is
concerned,
the
remaining
monies
would
be
in
the
amount
of
a
hundred
and
ten
thousand
nine
hundred
fifty
dollars.
Twenty
five
cents
would
be
a
portion
or
accounted
for
as
being
the
trips
that
Ms
green
may
have
taken
that
the
county
was
bill,
four
through
Joe
Weisman
or
his
company
environmental,
consulting
any
dinners
sporting
events,
spa
treatments,
wine,
whatever
else
that
may
have
been
purchased
through
mister
Wiseman's
company,
but
billed
back
to
the
county
through
the
billing
scheme.

has
been
a
part
of
the
last
indictment
that
came
down
in
which
she
John
Creighton
and
Mandy.
Stone
were
all
named
as
inventors
in
that
matter,
the
release
as
I
said,
would
be
limited,
which
means,
if
we
discover
other
misdeeds
by
Ms
green,
it
would
be
open
for
us
to
pursue
that
legally.

the
board
be
inclined
to
do

believe
this
will
bring
our
total
recovery
of
monies
actually
receive.
Once
we
get
the
750
which
I
expect
to
be
approved
by
the
board,
it
would
be
this
sometime

month

bring
us
up

thousand
dollars
that
we've
recovered
for
the
taxpayers
of
Buncombe
County.

thousand
dollars
would
make
the
county
fully
whole
on
the
whole
life
insurance
policy
in
annuity
policy,
and
then
the
final

thousand
dollars
is
associated
with
any
trips
or
entertainment
that
may
have
been
taken
in
conjunction
with
Joe,
with
Joe
Weisman
and
the
other
county
employees
that
were
not
on
legitimate
County
business.
That's
correct
and
it's
a
it's
a
limited
release
just
for
these
issues.

accept

addition
to
the
insurance
settlement
and
the
forty
thousand
dollar
settlement,

been

received

Michael

bring

Jennifer
Pike
and
I
your
tax
collector,
are
in
a
present
an
update
on
the
tax
collection
agreement
with
the
city
of
Asheville.
In
your
briefing
packet,
you
should
have
a
resolution
authorizing
the
county
manager
to
execute
this
agreement,
as
well
as
a
draft
agreement
that
has
been
worked
with
the
city
of
Asheville.
Finally,
there's
a
memo
that's
been
signed
by
interim
george
wood
as
well
as
Jennifer
Pike
and
myself,
recommending
that
you
move
forward
with
this.

So,
by
way
of
background,
the
city
of
Asheville
expressed
concerns
last
year
on
the
impact
of
the
recent
revaluation
on
the
fees
that
the
city
the
county,
was
collecting
for
city
tax
collection.
You
were
made
aware
of
that
through
a
working
session
with
the
city.
Based
on
that
working
session,
you
asked
staff
to
work
with
the
city
to
right-size
the
fees
associated
with
collections,
which
we
did
in
June
2018.

Key
elements
of
the
agreement,
I
won't
walk
you
through
the
entire
draft
agreement,
but
I
would
state
we've
been
working
with
the
city
for
about
four
months
on
this
agreement,
it's
been
reviewed
by
city
leadership
and
has
been
approved
by
the
finance
subcommittee
for
the
city.
This
is
not
gone
before
the
City
Council
at
this
point,
but
will
next
Tuesday
at
the
regularly
scheduled
City
Council
meeting
key
elements
of
the
agreement
are
a
three-year
term.
This
three-year
term
would
be
effective,
July,
1,
2019
and
would
would
then
expire
three
years
from
there.

do
have
flexibility
built
in
theater
into
the
agreement.
If
we
would
like
to
continue
to
extend
the
agreement,
we
can.
A
key
part
of
this
agreement
is
the
the
flat
rate.
Previously,
we
were
using
a
2%
rate
against
our
collections,
but
we
were
using
now
a
flat
rate
that
escalates
on
a
fixed
schedule,
so
on
an
annual
basis,
this
rate
would
escalate
by
two
and
a
half
percent,
which
is
meant
to
keep
in
touch
with
inflation,
as
it
relates
to
salary
and
benefits.

You
mentioned
we
thought
it'd
be
good,
just
to
refresh
some
of
the
services
that
my
team
does
provide
to
the
city.
Within
this
agreement
for
fiscal
year
2018
there
were
40
over
42,000
bills
that
did
have
the
city
billing
district
on
them
for
fiscal
2018.
We
also
achieved
a
collection
rate
for
the
city
of
99.94%,
so
that's
that's
an
exceptional
rate
that
the
city
enjoys
with
our
efforts.
We
also
offer
payment
plans
to
every
taxpaying
citizen,
so
there's
significant
effort
with
these
payment
arrangements.
It's
not
we
set
it
up
and
it
manages
itself.

At
the
beginning
of
fiscal
year,
2019
the
board
proved
a
$200,000
capital
project
for
the
replacement
of
the
late
Julian
marina
dock
staff
have
found
that
that
it
is
necessary
to
spend
an
additional
fifty
thousand
dollars
on
that
project.
The
parks,
greenways
and
Recreation
Department
has
identified
fifty
thousand
dollars
in
their
operating
budget
would
request
that
we
transfer
the
dollars
from
their
operating
budget
in
the
general
fund
to
be
paired,
with
the
already
authorized
two
hundred
thousand
dollars
for
this
project
in
the
capital
fund
for
a
total
expenditure
of
two
hundred
and
fifty
thousand
dollars.

number
four
and
five
are
related.
The
Buncombe
County
Office
of
Sustainability
has
been
awarded
one
hundred
and
fifty
thousand
dollars
as
a
grant
from
the
southeast
sustainable
communities
fund
for
the
blue
horizons
efficiency
Network
program.
This
is
the
second
year
of
this
funding
that
has
been
authorized.

Lastly,
number
six
in
the
general
fund
on
November
the
20th,
the
board
heard
from
interim
county
manager,
the
request
to
increase
the
salaries
of
ninety
two
employees
that
were
identified
as
a
result
of
the
pay
and
classification
study.
The
the
base
amount
that
was
identified
was
a
hundred
and
seventeen
thousand
four
hundred
and
fifty
dollars
collectively
when
we
add
the
benefit
portions
to
that,
the
total
is
140
140,
one
thousand
and
seven
dollars.
So
this
budget
amendment
is
Rick
a
request
to
appropriate
additional
fund
balance
to
cover
those
increases
in
the
authorized
salary.
