well

citizens
began
to
raise
some
concerns
about
the
cracks
in
the
walls.
So
what
we
did
was
we
contacted
the
design
engineer
of
record
and
he
said
that
was
normal
for
that
type
of
wall,
so,
as
time
went
on,
we
noticed
more
and
more
cracks
and
it
became
more
and
more
severe
and
the
foundation
drains
for
the
upper
wall
continued
to
drain
down
on
the
other
walls.
So
at
that
time
we
just
decided
to
contract
castle
engineering
to
evaluate
the
design
of
the
project.

that
time,
they
agreed
with
our
conclusions
that
there
were
some
long-term
effects
with
the
stability
of
the
wall.
So,
based
on
my
experience
for
these
projects,
we
decided
to
place
a
stop
work
order
on
the
job
today
and
it
was
processed
now,
once
that's
done,
they
will
have
up
to
five
days
to
make
an
appeal
with
the
North
Carolina
Department
of
Insurance.

seen

potential
fixes
anywhere

abutment

it

So
there
are
some
options
out
there
if
in
fact,
they
determined
that
that
is
the
next
course
of
action.
After
additional
studies
have
been
done
to
determine
the
long-term
stability
of
the
law.

the
three
folks
sitting
here
who
drives
that
stretch
of
road
every
day
out.
I
want
to

you
brought

recreation,

tell

their

wanted

trails

wanted

tell
me
about
their
dream
for
conservation
of
that
property.
We'd
like
to
share
some
of
that
information
with
you
today,
information
about
the
property
in
about
the
trails
and
I
ask
for
your
support
for
our
Parks
and
Recreation
trust
fund
application,
which
is
due
the
end
of
this
month.
I
With
your
support,
we
wish
to
begin
to
look
at
funding
opportunities
that
might
exist
for
us
to
turn
this
into
a
park,
to
conserve
this
property
and
to
work
with
the
Colliers
in
the
years
to
come.
So
I'd
asked

it

and
greenways

to

you
some

to

a
little
bit
about

Collier
property

we're

over
30
acres
of
land
in
between
the
mills
gap
neighborhood
in
the
Royal
pine
neighborhood.
This
map
shows
a
general
location
of
it.
It's
about
us
eight
miles
from

26,
it's
about
a
mile
and
a
half
from
Sweden
Creek
Road,
but
I
believe
this
picture
shows
a
much
better
description
of
what
kind
of
property
we're
asking
to
preserve.
With
this
grant.
The
Colliers
have
asked
that
if
we
purchase
it,
we
keep
it
as
parkland
and
perpetuity.

I'm

think

nearly
the
justice
that
they
deserve,

there

beautiful
trails,
beautiful
views
from

land

plenty

space

passive
recreation,

as
picnicking
and
just
being
with
family
and
loved

our
revised
draft
budget,
it's
different
than
the
one
that
was
in
the
packet
for
the
agenda,
in
that
the
monies
that
we
are
asking
to
be
obligated
by
the
county.
I've
been
lowered
by
about
forty
thousand
dollars,
and
that
is
because
we
are
whittling
away
at
the
costs
of
what
we
need
to
obtain
this
land
and
turn
it
into
a
park,
and
we
will
continue
to
do
so.

We
haven't
been
out
asking
for
cost
estimates
as
aggressively
as
we
will
be
once
we
are
finalizing
the
grant
application,
but
we
do
know
that
we
will
need
to
provide
parking
space
which
we
will
put
at
the
rhododendron
road
access,
which
is
on
the
east
side
of
the
property
I'm.
Sorry
on
the
west
side
of
the
property,
we
also
will
need
to
provide
signage
and
some
barrier
gates
that
will
block
off
some
trails
that
are
between
their
property
and
their
neighbor's
property.

But
if
we
were
to
win
the
part
of
grant,
we
will
have
three
years
to
pay
our
portion
of
the
obligated
funds
and,
in
the
meantime,
we're
seeking
additional
funding
mechanisms
and
fundraising
opportunities
and
partnerships
to
help
us
with
our
portion
of
what
we
would
owe
and
even
though
the
part
of
grant
is
a
fifty-fifty
style
grant.
Fifty
percent
match
needed
because
the
Colliers
are
offering
us
the
price
at
such
a
deep
discount.

can
use
that
discount
as
a
portion
of
our
match,
and
so
today
what
we
are
asking
for,
if
you
see
fit,
is
a
resolution
that
will
approve
are
applying
for
the
part
of
grant
and
also
a
resolution
that
will
approve,

placing
this
land
acquisition
on
the
parks,
greenways
and
Recreation
Department's
capital
improvement
plans,
and
that's
all
I

about
revisions
to
our
building

policy.
We
adopted
the
policy
back
in
the
1990s
and
there's
basically
two
things
in
it

we're
changing
one
is
that
you
can
name
a
facility
after
a
person
who
is
still
living
and
before
they
had
to
be
deceased,
and
the
second
is
to
expand
it
to
the
ability
to
name
a
portion
or
a
room
particular
like
a
training
room
or
conference
room
inside
one
of
our
buildings.
So
that's
the
basic
changes
to
the
naming
policy
there.
It's
not
extensive.

people

suggestions

changes

naming

buildings.

are
in
the
process

changing

fair
number
of
buildings,

hope

library
board

trustees
voted
at
their
September
meeting
that
the
Friends
of
the
library
bookstore
on
pack,
memorial,
mec
library's
main
level
be
named
for
Mary
Parker
the
be
named.
The
Mary
Parker
room,
Mary
Parker,
has
been
an
active
member
of
friends
of
the
library
for
more
than
60
years.

has
held
virtually
every
seat
on
the
friends
board
of
directors
and
served
twice
as
its
presidents
once
in
the
1950s
and
again
in
the
1980s,
she
played
a
leading
role
in
the
15
year
plus
campaign
to
build
a
new
pack
memorial
library.
Following
the
opening
of
the
new
pack
in
1978
Mary
Parker
became
the
driving
force
behind
the
library's
book
sales,
which
have
operated,
which
have
generated
several
hundreds
of
thousands
of
dollars
in
the
ensuing
decades.

volunteered
uncounted
hours
in
support
of
library
events,
including
the
libraries
to
talk
with
series,
and
she
served
his
honorary
chairperson
of
the
fundraising
campaign

the
new
north
asheville
branch
library

age

spent
the
great
majority
of
her
life
serving
as
the
library's
most
active
and
consistent
volunteer

cheerleader

remarkable
woman

activity

Ridd
bridges
began
his
library
career
in
the
1940s
as
a
high-school-aged
book,
shelter
left
to
pursue
his
education
at
Chapel
Hill,
but
returned

pack

1956
as
the
community
activities
director
serving
until
his
retirement
in
1986.

bridges
made
the
library
a
central
part
of
Asheville's
cultural
scene,
providing

variety
of
musical
programs,
film,
showings

supply
in
asheville
and

was
the

of
much
of
the
library's
children's
programming

the

spend

rent

utilities
without
being
cost
burdened,
and
those
families

cost
burdened
are
those
that
are
paying
more
than
thirty
percent
of
their
income
on
housing
and
utility
costs.

Assistance

be
provided
through
an
incentive
grant
to
be
calculated
on
the
increased
annual
property
tax
value
resulting

the
new

the
tax
value

the
improvements

considered

a
half

mile

the
old
CTS
property.
As
you
know,
that's
right
on
Mills
gap
that
there's
always
concern
about
the

contamination
of
it's
caused
because
of
that
the
EPA
people
have
been
sampling
all
of
the
wells
in
the
area
and
we
have
a
drinking
water.
Well,
we
we
have
our
own
house
water
supply
as
a
well
on
the
property.
They
have
been
continually
modern
monitoring
it
for
a
couple
of
years
and
they've
found
no
contamination
at
all.
