correction

believe
I'm
listed
under
good
news,
and
that
should
read
great
news.
Oh
back
in
January
I
came
to
you
because
we
had
a
problem.
We
had
the
ability
and
the
capacity
to
perform
health
screenings
for
the
county
employees
and
to
do
a
lot
of
health
promotion,
but
we
didn't
really
have
a
means
to
bring
people
in,
and
so
that's
where
you
came
in
and
you
approve
the
know.

Your
numbers
incentive,
whereby
employees
who
come
in
for
health
screenings
could
earn
four
hours
off
from
work
and
then
employees
who
improved
or
in
maintain
good
numbers
after
four
to
six
months
would
qualify
for
another
four
hours
off
and
we
called
those
healthy
hours
earned
well
I'm
here
to
tell
you.
The
program
has
been
a
tremendous
success
so
much
so
that
it
about
killed
us.

The
the
program
was
announced
the
afternoon
after
that
January
meeting
and
immediately
our
phones
were
shut
down.
Nobody
could
call
to
get
an
appointment
because
there
were
just
messages.
Messages
I
want
to
come
in,
I
want
to
come
in
want
to
come
in
now.
Never
mind
that
the
announcement
had
come
out
and
said
this
program
is
going
to
start
februari.

Three
months
out,
we
said
help
and
the
school
nurses
came
to
the
rescue
and
a
few
of
the
school
nurses
came
and
helped
us
out,
so
we
could
increase
our
capacity,
and
that
was
really
great.
As
of
last
week,
we
had
seen
523
employees
for
know
your
numbers
visits
and
seven
hundred
and
some
with
the
because
some
of
them
were
coming
back
for
their
second.
We
had
a
187
who
have
come
back
for
their
second
know,
your
numbers
of
the
187
people
who
have
come
back
for
their
second
know.

So
the
big
news,
literally
the
big
news,
is
our
participants
lost
576
pounds
and
I
thought
about
bringing
in
some
sort
of
visual
aid.
That
would
be
like
69,
gallons
jugs
of
water,
but
that
seems
like
a
lot
of
trouble,
so
let's
just
take
a
minute
and
visualize
it,
but
we
lost
an
average
of
3.1
pounds
each
or
a
half
a
point
of
BMI
body
mass
index
on
the
average.
All
the
numbers
decreased.

Our
systolic
and
diastolic
blood
pressures
were
down
total
cholesterol,
bad
cholesterol
or
down
the
glucose
and
good
cholesterol
numbers
only
changed
one
point
each
on
the
average
and
I
doubt
that
statistically
significant,
but
it's
a
very
exciting
start.
In
january
I
had
told
you
guys
that
if
we
prevented
one
heart
attack
or
stroke
with
this
program,
the
program
would
pay
for
itself
and
it
may
have
already.
We
had
some
super
star
performers.
There
were
a
few
folks
that
lost
between
20
and
35
pounds
and
improved
on
all
their
numbers.

I
can't
say
if
these
people
would
have
had
a
critical
event
or
not,
but
they
were
certainly
at
increased
risk
and
all
the
categories
and
they
were
able
to
bring
down
all
their
numbers
into
the
normal
range.
So
that's
really
great
news
and
those
folks
were
very
motivated.
Employees
who
had
already
started
making
changes
but
I
don't
mind
taking
credit
for
them
they,
but
they
they
did
say.
You
know
they
said
that
you
know
hey.
This
is
really
great.
You
know
it's
helpful.

You
know
sure
I'm
trying
to
do
all
this
stuff,
but
you
know
to
have
that
support
from
y'all
is
really
meaningful.
It's
been
so
rewarding
helping
people
on
improving
their
health.
When
people
come
in,
we
sit
down
and
we
talked
with
them
about
what
their
goals
are
and
what
improvements
they
would
like
to
make.
We
spend
time
reviewing
their
results.
You
a
lot
of
times
you
go
into
the
doctor
and
you
have
your
lab
tests
done
and
they
mail
you
the
results
and
okay.
You
know
what
did
that
mean?
What
were
they
checking
for?

What
do
you
want
those
numbers
to
be?
What
things
can
you
do
that
have
an
impact
on
those
numbers,
and
those
are
all
things
that
we
review
at
that
visit.
We
help
people
with
making
changes.
We
encourage
tobacco
cessation,
like
I,
said
that's
kind
of
we
didn't
talk
about
that,
but
I've
told
people,
because
if
you
do
quit
tobacco,
it
has
a
positive
impact
on
all
your
cholesterol
members.
So
I'll
tell
people
you
know
you
want
an
easy
way
to
do.
It
go
ahead
and
quit
tobacco
I'm
afraid
I'll
gain
weight.

So
we've
connected
people
with
dieticians,
with
Weight
Watchers,
with
tobacco
cessation
programs
with
Jim
reimbursement
and
without
the
other,
some
of
the
other
incentives
that
the
County
offers
blue
points
because
I
feel
like
if
we're
going
to
lose
weight
or
if
we're
going
to
exercise,
we
shouldn't
have
to
pay
people.
People
should
pay
us
and
with
blue
points,
you
get
to
or
walk
a
hundred
miles.

You
approve
this
program
because
of
the
cost
of
doing
nothing
and
the
cost
of
doing
nothing
is
that
if
we
do
nothing,
the
average
employee
will
gain
three
to
six
pounds
a
year,
preventable
illness
and
chronic
illness
in
costs,
employers
in
2002
twenty
eight
hundred
dollars
per
month
per
unhealthy
employee.
That's
a
huge
cost
of
doing
nothing.
You
did
it
because
preventable
illness
makes
up
ninety
percent
of
health
care
costs.
You
did
it
because
the
return
on
the
investment
for
prevention
is
two
to
six
dollars
for
every
dollar
spent.

conducive

are

I
think
county
government
North
Carolina
delivers
services
that
are
so
critical
to
our
citizens
and
to
the
sustainability
of
our
communities
at
large
and
a
piece
of
how
we
do.
That
is
the
professionalism
and
dedication
of
our
staff,
but
equally
important,
our
community
volunteers,
who
serve
as
our
board
representatives
them,
bring
their
effective
and
their
passion
and
their
expertise
in
their
voice.
And
that's
a
perfect
description
of
many
Jones.
Many
served
on
the
western
highlands
board
for
two
terms,
which
is
all
that's
allowed
by
law.
As
I've
explained
to
her.

We
can't
the
commissioners
can't
reappoint
her,
because
the
state
legislature
will
not
allow
that
she
has
served
in
one
of
the
most
difficult
periods
regarding
our
mental
health
system.
Statewide,
as
we
transitioned
from
an
area
authority
to
an
le
me
to
an
MCO
and
the
danger
in
the
MCO
environment
is
that
all
of
our
discussions
can
become
focused
on
dollars
and
outcomes
and
risk
management
and
I
think
the
voice
that
many
always
is
is
for
the
people,
the
people
that
were
intended
to
serve
and
how
well
we
do
serving
them.
I
think
every
board.

on
the
Western
Holland
boards
relies
on
her
to
always
bring
us
back
to.
Why
are
we
here
what's
important
about
our
work,
she
served
on
the
human
rights
committee
and
the
Quality
Improvement
Committee,
two
of
the
most
difficult
committees
and
time-consuming
to
serve
on
she's
she's,
always
there,
no
matter
how
late
or
how
cold
or
how
snowy
or
how
dangerous
the
road
she
always
comes
and
always
has
a
strong
and
passionate
voice
on
behalf
of
consumers
and
their
families
in
our
community
and

clinic

the

October
is
young
adolescent
month,
whereas
the
period
of
early
adolescents,
ages,
10
through
15,
is
a
distinct
developmental
period
between
childhood
and
full
adolescents
and
whereas
the
importance
of
this
period
has
been
little
understood
or
recognized,
and
whereas
youth
between
the
ages
of
10
and
15
undergo
more
extensive
physical,
mental,
social,
moral
and
emotional
changes,
with
the
possible
exception
of
infancy
than
in
any
other
time
of
life.

initiative

partnership

many
non-profit
schools
out
of
school
care
professionals,
businesses
and
individuals,
work
to
improve
opportunities
for
quality,
out-of-school
time
activities

adolescents

adults

share

own
middle
school
stories

photos

social

contest

entries
were
very
much
showcasing

awkwardness

the
funny
situations

middle
school.

hope
that
this
campaign
will
encourage
individuals
in
our
community
to
connect
with
the
middle
school
students

their
own
lives

really
show
them

middle
school

whereas
approximately
400,000
Americans
have
down
syndrome
in
about
six
thousand
or
one
in
every
691.
Babies
with
down
syndrome
are
born
in
the
ush
year
and
whereas
individuals
with
Down
syndrome
are
becoming
increasingly
integrated
into
society
and
community
organizations
such
as
school
health
care
systems,
work
forces
and
social
and
recreational
activities,
and
whereas
due
to
advances
in
medical
technologies,
individuals
with
Down
syndrome
are
living
longer
than
ever
before.

the
Commission,
thank

very

this
Proclamation.
We

them

members

the
Western
Down
syndrome.
Alliance
just
got
done
with
our
15th
annual
buddy
walk.

had
over
700
people
come
out
on
saturday.
We
also
raised
over
twenty
thousand
dollars,
so
it
was
a.
It
was
a
really
good
day
for
us
and
we
just
hope
that
we
can
keep
working
and
making
things
better
for
so
kids
like
Bodie
and
others
will
have
more
opportunities
to
interact
in
the
community.

Stein
decided
I'm
delighted
to
present
the
proclamation
for
long-term
care
residents
rights
month
and
it
reads,
whereas
long
term
care
facilities
and
agencies
in
our
community
have
accepted
responsibility
for
providing
quality
care
and
a
quality
of
life
for
our
frail
elderly
and
chronically
ill
citizens,
and
whereas
the
federal
nursing
home
reform
act
of
1987
guarantees
residents
their
individual
rights
in
order
to
promote
and
maintain
their
dignity
and
autonomy.

whereas
there
are
approximately
50,000
individuals
living
in
nursing
homes
and
forty
thousand
individuals
living
in
adult
care
facilities
in
North,
Carolina
and
whereas
all
residents
should
be
informed
of
their
rights.
So
they
feel
empowered
to
live
with
dignity
and
self
determination.
And
whereas
buncombe
county
reaffirms
the
rights
of
long-term
care
residents,
including
participating
in
decisions
about
their
care
and
their
right
to
vote
and
to
be
politically
active.
And
whereas
individuals,
groups,
long-term
care
facilities
across
our
nation,
will
be
celebrating
residents
rights
month
to
promote
the
importance
of
affirming
these
rights
through
facility
practices.

County

city
of
asheville,
the
airport
authority

the
western
north
carolina
agricultural
center.
It's
a
result
of
session
law,
2012

21,
which
removed
the
actual
asheville
regional
airport
and
the
wnc
AG
center
from
the
zoning
jurisdiction
of
the
city
of
asheville,
and
it
also
removed
the
wnc
AG
center
from
the
city
limits
of
asheville.
It
left
the
main
airport
facilities
within
the
city,
but
gave
the
zoning
authority
to
the
county.

will
be
a
rezoning
for
some
of
the
properties.
Some
of
the
properties
are
partially
zoned
now
and
the
remainder
being
unsound,
and
then
the
majority
of
them
are
unsung.
Now
the
properties
that
are
currently
zoned

were

early

ash
product
coming

from
progress,
energy
and
another
look
plastic
liner
on
top
heat,
sealed
and
shrunk,
it's
totally

impenetrable

to
any
debt,
type
of
damage

environmental
getting
to
the
ash
product.

sealed.

know
what
members
of
the
Sierra
Club
and
other
environmentalists
have
been
out

the
airport.

process

project
and
they're
quite
pleased
with
what
they've
seen
so
we
don't

any
problems.

said,
the
ownership
of
the
ash
and
the
environmental
issues
maintains
with
progress
energy
for
eternity

the
airport
and
the
city.
At
this
point,
the
property
will
be
transferred
from
the
city
at
some
point
to
the
airport
authority.
Then
we
maintain
ownership
of
that
along
with
progress
energy.
So
there
shouldn't
be
any
issues
and
we're
not
anticipating
anything.

Energy
has
two
ways
right
now
to
dispose
of
their
fly,
ash
wounds
and
wet
ponds
that
they
currently
have
on
their
property.
The
other
is
by
putting
it
dry,
storage

airport

environmentally
recycling
and
sound
product.
We're
used,
fly
ash
is
used
in
many
products
such
as
asphalt,
drywall
construction,
that
type
of
thing.
So
this
is
a
good
reclamation
of
fly
ash
and
we
don't
anticipate
any
problems
with
it
in
the
future.

filled
in
we're
almost
done
probably
another
years
worth
of
work,
but
we
are
filling
in
roughly
3
million
cubic
yards
of
dirt
and
fly
ash
within
this
project,
bringing
up
the
ground
elevation

runway

runway
taxiway
project
that
will

fourth
tech
coming
saving
the
airport

estimated

to
ten
million
dollars
that
we're
not

for

constituent

county

almost

years.

father's
living
on
Social
Security,
now
he's
retired,
but
he
pays
his
property
taxes
in
full.

He
pays
his
state
and
federal
taxes
as
well,
so
I
find
it
deeply
disturbing
to
learn
that
without
notifying
my
father
in
any
way,
buncombe
county
officials
have
gone
behind
closed
doors
and
have
effectively
confiscated
my
father's
property
by
placing
a
lien
on
it.
I
understand
that
Buncombe
County
has
got
to
make
up
for
budget
shortfalls,
but
it
shouldn't
be
on
the
back
of
your
senior
citizens,
my
father's
83
years
old.
He
doesn't
have
the
capability
with
the
ability
to
fight
you
for
his
property
rights
and

tried
desperately

over
six
years

try
to
get

only

want

many

serve

that
board

the

the
human
side
to
a
lively

They've

money

years

kept

people

front
and

county
manager's

good
job,
and

know

composition

that
board

very
serious.

state

trying
their
best
to
change

composition

they

thing

I
fear
is
when
people
goes
on

new
people

older
ones
go

the
state

North
Carolina

take
advantage
wherever
they
can
and
I
think
changing
the
composition.
That
board
I
think
it's
very
intentional
to

something
in
that
nature
is

get
people
that
don't
know

vote

know
what
your

to
give
that
to
