From YouTube: Board of Commissioners Pre-Meeting (August 20, 2019)
Description
Pre-Meeting of the Buncombe County Board of Commissioners from August 20, 2019.
A
Still
quick
review
of
the
agenda
we've
got
ten
he's
gonna,
give
us
an
update
on
strategic
planning,
Jim
pikes
gonna.
Do
the
monthly
collection
report
and
we've
got
an
update
on
the
East
Astro
library,
visa
agreement.
Federal
folks
will
help
us
out
with
that
Michael
Prugh
talked
to
us
about
some
technical
Corrections
for
contracts.
A
A
I
shouldn't
have
the
email
to
the
commissioners
this
morning
about
some
possible
changes
to
the
public
comment
process
too,
and
I
put
a
copy
of
that
on
your
yeah
and
so
I'd,
like
you,
just
have
like
a
preliminary
discussion
of
that.
As
with
everything
else,
our
very
discussion
are
there
any
other
items
that
we
sure
would
like.
B
A
B
Right
so
joining
us
this
afternoon,
it's
dirt
Wilma
and
Dennis
King
from
Ivy
Tech.
That's
in
your
packet.
You
will
see
that
they
had
made
a
request
of
additional
funding
from
the
county.
It
was
a
deficit
of
about
five
hundred
thousand
in
going
through
that
budget
request,
so
that
I
came
up
with
the
idea
with
the
fun
didn't
suggestion
for
the
recommendation
of
the
board
of
two
hundred
and
fifty
thousand,
which
will
go
towards
cellular
phones
and
communication
expense
for
the
college.
A
A
So
the
staff
county
manager
has
a
recommendation
for
possible
additional
funding
levels.
So
could
you
share
with
us
kind
of
your
current
perspective
on
and
they've,
been
looking
at
different
options
for
how
to
address
the
gap
so
with
the
recommendation
from
the
county
manager
that
the
Commission
has
received?
What
are
your
updated,
which
are
updated?
Thinking
on
on
that
recommendation
and
whether
that
be
sufficient.
G
E
G
E
We
work
on
adding
another
200,000
in
cuts
had
been
made
that
had
not
been
made
by
that
time,
and
so
we
were
still
reflecting
a
500,000
dollar
deficit.
At
that
time.
I
spoke
at
the
time
and
I'm
I
really
regret,
not
realizing
that
press
was
in
the
room
and
I
mentioned
a
couple
of
pretty
draconian
ideas
about
eliminating
police
force
at
nighttime
about
perhaps
some
layoffs
and
I.
Don't
the
price
was
there
and
I
thought
about
that?
I
never
would
have
said
you
think.
D
B
E
E
When
we
sharpened
our
pencil,
we
came
out
with
two
hundred
and
forty
eight
thousand
dollars
of
additional
savings,
so
there
should
be.
If
everything
worked
properly,
there
should
be
a
little
bit
of
a
surplus
at
the
end
of
the
year.
Problem
is
that
some
of
our
numbers
are
weak.
We
can't
control.
One
of
them
is
an
energy
efficiency
program
that
we're
going
to
start
at
the
college
very
shortly.
I
can't
promise
you
that
the
what
is
it
forty,
forty.
D
E
D
E
D
E
G
E
E
E
That
gives
you
more
money
to
be
able
to
look
at
other
things.
It
does,
but
you
got
to
remember
you.
D
J
E
E
E
A
D
D
E
D
K
I'm
glad
you
say
that,
because
when
we
talk
Friday
the
three
of
us,
you
mentioned
the
problem
that
you
have
with
the
HPA
systems
green,
that
one
in
the
new
bill
which
surprised
me
but
I
really
am
concerned,
and
you
start
to
cut
out
the
HVAC
position.
That's
just
gonna
make
matters
worse.
I,
don't
think!
That's
that's
the
way
to
go,
because
that
is
sick.
Serious!
K
E
D
D
For
an
outside
life,
I
about
had
a
stroke,
cuz
I
got
a
zillion
lights
in
the
in
the
Hat.
You
know,
let
me
get
a
lot
of
light,
but
I
didn't
pay.
Two
bucks
at
both
for
these
LED
bulbs
to
led
60
bucks,
yeah
I
think
they
were
less
than
that
yeah
and
we
just
finished
their
ordinances,
but
we
lose
to
the
project
that
are
a
new
church,
essentially
20,000
square
foot.
Think.
G
D
E
E
D
Rather
see
personally
I,
don't
I,
don't
like
am
I
speaking
for
himself
I
like
people
having
jobs,
yeah
I,
don't
have
I,
don't
have
problem
with
physicians.
My
position
should
probably
take
as
long
as
there
is
an
opportunity
to
make
sure
that
here
the
performance
is
there
everybody's
doing
a
good
job.
There's
good
communication
I
think
you
particularly
have
been
facility
or
between
business
said.
You
know,
work
with
a
full
partner
that
you
can
look
at
these
type
of
investments.
D
Many
times
you
can
keep
a
lot
of
the
physicians
people
that
are
kind
of
critical
to
them,
to
the
whether
it
be
a
business
or
whether
it
be
a
college.
I
mean,
though
you
know,
I,
don't
always
agree
with
colleagues
on
how
that
is
to
be
done.
But
there's
no
question:
you
know
as
you're
looking
long-term
investments.
E
E
H
E
A
A
But
the
in
that
this
is
all
for
the
Victoria
campus,
so
there's
been
pretty
good
assessments
done
a
Victoria
campus
to
look
at
what
the
opportunities
are
for
lighting
and
lighting
upgrades
boiler
system,
replacements,
control
systems
and
commissioning
of
systems,
insulation,
etc.
So
that
all
looks
really
promising
that
I'm,
certainly
supportive
of
doing
the
low-hanging
fruit
as
soon
as
possible
in
distance
seem
like
there's
any
reason
to
hold
off
on
doing
all
the
ones
that
have
have
really
great
paybacks
on
them.
A
A
G
A
L
L
A
A
L
L
A
That
are
needed,
then
you
know.
Obviously
a
lot
of
people
would
like
to
keep
them.
You
know
keep
the
presents
over
there,
so
my
understanding
is
at
the
current
position
of
the
college
is
to
keep
the
Inka
keep
at
least
parts
of
Inka
campus,
the
other
building
when
building
this
on
the
market.
But
what's
the
in
the
in
the
facilities
that
you
have
now
they're
still
there's
still
a
lot
of
spaces?
That's
not
utilized
at
all
right.
What.
A
E
No
colors
of
bus
transportation.
Any
of
my
students
rely
upon
bust
expectation
because
of
that,
what
we
try
to
do
is
put
programs
out
there
that
are
self-contained.
They
don't
have
to
move
from.
Building
to
building
an
example
is
the
brewing
program.
90%
of
the
brewing
classes
are
right
there
in
that
building.
The
other
10%
are
general
education
classes
that
the
student
has
got
to
come
over
to
the
a
BTech
campus
or.
H
E
E
E
A
H
E
G
E
Three-Story
piece
of
equipment,
I
can't
even
tell
you
what
it
did,
but
I
think
it
made
thread
or
something
like
that.
It's
I'm
sorry
Mike
through
it,
okay,
it
stuck
in
the
middle
of
the
building
and
we
got
to
get
that
thing
out
of
there
and
and
it's
it's
hard
to
tell
you
in
the
end,
how
much
of
the
40%
is:
unutilized.
E
I'm,
sorry,
not
unutilized,
but
prepare.
G
L
D
No,
no,
this
schools
don't
pay
for
your
main
campuses,
hey
all
the
students
50%,
so
you
know
we're
talking
about
things
right
now.
Let's,
let's
get
it
before
it,
you
can
make
stuff
work.
Then
these
plans,
you
were
talking
their
bike,
one
to
ten
twenty
or
fifty
year
plan,
the
main
thing.
Yes,
let's
get!
What
we're
gonna
do
tonight
to
try
to
get
you
three
hundred
thousand
dollars
out
of
the
way
and
try
to
make
this
work
right
now
we're
pulling
the
energy
down
by
while
they're
doing
the
porch.
My
name
is
Owen
Dennis.
E
E
E
E
D
You
you
and
I
are
talking
about
the
same
thing
here.
Exactly
the
main
thing
is
we
need
to
wait
and
see.
What's
that
we
we,
as
a
group
up
here
now
it
all
contained
next
election.
It
can
change
at
any
time
largest
group,
but
the
main
thing
I
wanted
to
get
you
into
tonight.
Get
you
to
wear
your
boots
on
the
ground.
Are
they
solid,
probably
not
totally,
but
at
least
they'll
be
closer
to
your
soul
and
then
we'll
talk
about
the
energy
side
of
the
thing
in
a
different
day.
So.
D
Disagree
with
requires
comments
at
all.
It's
just
revealing
to
me.
You
know
some
great
information
on
justly.
You
know
that
even
campus
and
energy
and
wish
a
lot
of
other
people
are
here
in
this
conversation.
Actually,
but
you
know
you
know
when
it
comes
to
the
Inka
campus
and
the
you
know
that
additional
utilization
in
space
don't
think
it
requires
a
five-year
plan,
10-year
plan,
whatever
I
just
think
it
requires
some
some
some
action
and
it
can
be.
It
can
be
very
simple.
D
You
know
if
you're,
if
you're
removing
of
that,
you
know
that
piece
of
equipment,
if
you're
expanding
warehouse,
you
know
opportunity
in
there
and
you
just
you
know,
that's
a
goal
when
you
wanted
to
do
that.
You
want
to
hit
that
hit
the
ground
running
on
that
and
then
that
work
gets
out
and
other
people
are
going
to
want
to
utilize
that
space,
that
additional
space
I
think
it
requires
some
sort
kind
of
some
sort
of
commitment.
D
E
D
E
E
E
The
future,
too
independent
to
a
degree,
depends
on
the
interest
in
property
out
there
we
were
not.
We've
got
a
gold
mine,
and
you
know
we
had
one
one
person
who
came
a
hair
away
from
buying
a
large
portion
of
it
from
us
who
said
it's
the
best
property
west
of
I
26
in
this
state.
Well,
gee.
You
know,
we
know
what
we've
done
out
there.
We
want
to
utilize.
D
It
properly
well,
you've
got
Hakan
out
there.
Now
you,
you
know
additional
jobs
out
there,
there's
going
to
be
more
jobs
and
yep
County
I'm.
Just
saying
that
we
need
to
see
something,
some
sort
of
definitive
plan,
short
term
and
long
term.
For
for
the
cameras,
all
that's
going
to
do
is
attract
business.
Okay,
you
got
that
plan
in
place.
You've
got
a
brochure
associated
that
plan
that
you
that
we
can
give
to
potential.
D
B
M
Good
deal,
so
what
we
wanted
to
do
today
was
take
a
few
minutes
to
recap
on
the
strategic
planning
workshops
that
you
all
participated
in
last
July
last
month
from
there.
We'd
also
want
to
talk
about
next
steps.
So
what
are
the
specific
things?
What
we're
doing?
What's
the
schedule
look
like?
Are
we
gonna
engage
employees,
the
public?
M
M
This
is
kind
of
a
snapshot
of
those
results
and
to
walk
through
this.
So
on
this
left
side
here
you
have
academic
CSU.
So
that's
Commissioner
frequency,
though
we're
in
two
tables,
so
we're
Commissioner
frequency
is
two.
That
means
those
commissioner
tables
were
unanimous
in
the
trends
that
they
felt
were
highest
impact
and
high
certainty
down
here
at
the
bottom,
you
see
a
one.
That
means
one
out
of
the
two
tables
sort
of
coalesced
around
a
trend,
but
those
did
not.
That
doesn't
mean
that
you
didn't
spend
time
thinking
through
that
trend.
M
You
just
didn't
put
it
in
that
top
quadrant
on
the
far
right
here
we
have
sfq,
that's
staff
frequency,
so
the
department
heads
and
participated
in
the
same
exercise.
They
all
did.
They
were
split
into
six
tables,
and
so,
where
you
see
a
six,
that's
where
all
six
of
morphine
head
tables
rank
the
trend
as
high
certainty.
I
am
really
as
we
go
down.
There's.
M
G
M
N
M
This
is
a
high
certainty,
high
impact.
What
was
unanimous
among
staff
and
I
think
this
is
interesting,
just
to
kind
of
show
us
that
you
know
from
our
places
where
we
sit.
We
see
your
world
slightly
differently,
no
one's
wrong,
right,
I
think
I'm,
a
cyber
security
standpoint,
that's
top
of
mind
for
us,
because
you
know
we
see
government's
that
are
sort
of
ransomed
sort
of
high
certainty
high,
but
just
wanted
to
give
you
kind
of
a
quick
snapshot
of
some
of
the
areas
overlap,
but
also
some
of
the
areas
were
there
work
there.
M
M
M
M
Culture
of
collaboration
in
terms
of
values
that
you
aspire
to
known
for
these
are
direct
quotes,
but
the
first
is
that
you
would
like
to
be
known
as
restoring
public
trust
through
honest
and
ethical
decision-making,
transparency,
fiscal
responsibility,
impactful
policymaking
and
good
governance.
A
more
succinct
version
of
something
to
be
known
for
was
that
simply
would
fix
it,
meaning
sort
of
corrected
something
some
of
the
issues
of
the
past.
M
So
those
are
quick
recap.
What
we've
done
since
then
is
we've
had
a
few
internal
conversations,
becca
ryan
and
her
team,
as
well
as
donna
and
they've
provided
back
to
us.
A
very
draft
sort
of
summation
of
you
know
how
do
these
trends?
How
do
these
values
come
together
in
sort
of
a
single
single
document,
single
sort
of
framework
that
you
could
look
at
again?
This
is
draft.
It's
not
meant
to
be
something
final,
really
an
opportunity
for
feedback
and
we'll
walk
through
that
process
here
insight,
but
wanted
to
turn
it
over
to.
B
Thanks
Tim
and
to
Commissioner
prior
to
just
do
it
for
me,
you
asked
what
are
they
gonna
come
back
with,
and
these
were
the
focus
areas
that
we're
back
up
that
together
for
us
to
consider
a
focus
area
of
educated,
active,
capable
community,
in
that
she
created
a
vision
for
us
to
look
at,
and
this
is
what
she
wants
to
get
in
from
you
guys
when
you
talk
about
coming
back
from
the
26
into
20th
Congress
next
week.
Is
that
vision,
what
you
these
are
her
words?
B
So
when
you
talk
to
Rebecca
on
2,620
I
know,
some
of
you
have
not
yet
found
your
dates
scheduled
with
her,
but
she'll
be
gone
through
those
pigeons
and
making
sure
she's
been
reflected
of
what
you
would
want
to
see
those
visions
to
say
and
what
hopeless
areas
apart,
the
other
focus
area
would
be
education,
environmental
stewardship
and
that
vigil
yeah
high
quality
here
water
farmland,
I
renewable
energy
for
future
generations.
Those
are
again
you've
began
Awards
with
this.
B
The
additional
trends
are
aware:
you
are
one
table
part
of
the
place
on
staff
note,
but
those
additional
trends
which
were
it
was
one
vehicle
versus
to
the
vibrant
economy.
It's
a
third
focus
area
and
a
roadless,
a
sustainable
economy
that
builds
on
homegrown
industry,
its
talents
and
provides
economic
mobility
and
the
last
focus
group
be
safe,
healthy,
any
age
residents.
So
those
were
the
four
big
buckets,
I
called
them
and
she
would
put
our
two
golfers
and,
as
you
forward,
so
the
vision
eat,
something
you
guys
would
define
of
what
we
want
to
see.
B
Water
and
future
state
would
look
like,
as
you
define
that.
So
when
you
talk
perfectly
this,
that's
where
she'll
focus
on
those
the
right
digits
is
that
pretty
up
on
it
it's
a
community,
and
then
we
can
start
to
fill
out
those
that
come
notice
on
the
bottom
of
that
chart.
There's
our
resources,
our
people
and
our
organizational
infrastructure
for.
O
B
Accomplish
the
four
focus
areas
we
need
that
foundation
plates
and
that
foundational
their
founder
people,
our
resources,
issues
financial
and
are
built
into
our
mission
structure,
so
that
vision
as
she's
laying
out
there.
That's
why
we
as
a
community
internal
to
the
county
and
then
the
external
subdue
ones
on
the
top,
the
education
unit,
be
environmental,
stewardship,
vibrant
economy
and
safe
and
healthy
Gators
I,
see
some
nods
and
I
also
see
some
look.
So
are
there
any
questions
around
what
it
is
she's
laid
out
so
far.
D
H
G
D
O
D
B
D
F
B
It's
a
earth
ball.
Thank
you
on
a
fast
or
go
to
the
Commissioner
feedback,
quickly,
again
he's
four
to
date.
So,
if
find
out,
she
has
a
meal,
but
we
can
sign
up,
and
these
are
some
of
the
places
that
she'll
discuss
it
with
you.
Beautiful
Viserys,
fairly
reflect
what
we
discussed.
Our
division
say
most.
What
we
want
to
see
what
is
missing,
because
this
was
a
two-day
kind
of
intensive
workshop.
So
have
you
thought.
B
What
is
missing,
what
focus
areas
do
we
need
to
include
us
not
included,
and
what
are
we
utilize
it
as
best
practice?
It's
why
you've
started
can
add.
This
is
come
here
and
they
she's
fine
for
us
to
do.
But
how
did
we
start
seeing?
What
is
it
we
want
to
be
known,
front
future
state,
but
the
next
by
then
we
talked
a
little
bit
about
the
next
steps
and
I'll
go
to
your
the
schedule,
and
this
is
when
you're
asking
about.
B
G
M
Right
so
our
next
big
event,
so
phone
calls
with
Rebecca
next
week,
followed
by
a
workshop
on
September
17th,
we're
working
through
a
couple
times,
thoughts
with
you
that
would
be
commissioners
and
department.
Heads
together,
provide
additional
comments
on
plan,
we're
looking
at
public
input
and
employee
input
processes
which
we'll
talk
about
a
little
bit
more
here,
a
second
but
a
completed
plan
in
December.
M
A
The
planning
sessions
we
had
this
12,
it
I
thought
I
was
you
know
a
good
process
in
many
ways,
a
lot
of
interesting
data
and
all
the
trends.
But
you
know
in
some
ways
the
the
way
the
meetings
were
structured
like
whether
you
believe
that
the
trends
that
were
written
down
on
all
the
pieces
of
paper
are
the
most
important
trends
or
the
right
friends
kind
of
trove.
A
The
process
right
because
we
were
we
didn't,
come
up
with
the
trends
they
were
sort
of
given
to
us,
and
then
we
sort
of
you
know
kind
of
rank
them
and
provided
feedback
on
them.
But
you
know
there
are
a
couple
of
things
that
I
think
would
have
been
interesting
and
we
only
have
so
much
time.
So
you
can't
do
you
can't
do
everything
right,
but
my
hunch
would
be
that
if
the
Commission
were
asked
well,
what
do
you
think
are
the
important
trends
happening?
There
would
probably
have
been
some
different
things
in
there.
A
I
think
that
sounded
like
the
way
those
trends
were
developed
was
through
the
Chamber
of
Commerce's,
doing
the
process
and
they've
had
some
community.
You
know
kind
of
sessions
to
do
that
and
that's
and
that's
great
I'm,
glad
they're
glad
they're
doing
that,
but
that
does
kind
of
represent
a
particular
perspective
in
the
community
right,
like
primarily
the
business
owners
but
anyway.
So
now,
that's
kind
of
like
the
only
kind
of
high-level
kind
of
critique
I
would
have
it
just
kind
of
how
the
process
work.
A
A
J
B
There
are
trends
that
are
distant
from
what
we
got
from
the
community
in
viña,
that
chamber
led
yeah
and
she
also
did
some
fashion
TransAm.
He
also
got
transformed
what
we
see
there
today
in
our
operations,
so
if
they
are
transmitted
not
that
portátil,
let
me
talk
Rebecca
next
week
under
26
and
28.
That's
the
central
question
that
she's
gonna
be
asked.
B
What
else
did
you
tell
RC
that
we
didn't
include
and
then
we
can
actually
back
those
and
get
those
into
the
buckets
before
we
start
talking
to
the
public
and
today
avoids
know
how
to
fill
those
sessions
out.
So
one
of
our
goals
will
be
to
find
out
from
you
guys
next
week,
what's
missing
what
focus
areas
and
what
trends
are
you
seeing?
That
is
not
yet
included
addressed
in
a
photograph
you
sent
back
so
so.
B
D
D
That's
my
thoughts,
but
you
know
there's
areas
that
probably
was
left
out
there
is,
it
probably
would
be,
but
it's
not
a
you
know,
I,
look
at
it
as
perspective,
one
of
the
people
thing
and
we
we
have
staff
that
have
an
understanding
and
what
they
think
the
people
are
needing
it.
So
I
want
a
listen
to
them
as
much
as
I
do.
M
M
The
Commission
gives
us
kind
of
here
the
focus
areas
of
our
ace
as
an
organization.
We
would
then
work
internally
with
staff
and
departments
around
those
focus
areas
to
develop.
You
know
action
steps,
sort
of
that
were
the
next
things
to
do
in
those
areas.
We
also
want
to
make
sure
that
we're
speaking
to
the
public
on
this
and
in
discussions
with
the
county.
M
Thought
process
there
is
to
use
our
existing
boards
and
commissions
and
sort
of
get
their
input
on
these
focus
areas
and
really
focus
on
you
know
what
does
success?
Look
like
not
change
my
focus
areas
within
these
focus
areas.
How
do
we
know
that
we'll
be
successful
the
population
of
folks
that's
already
dialed
in
and
interested
because
they're
participating
on
a
board
and
Commission
and
then
finally,
we
want
to
make
sure
that
we're
then
get
back
to
employees
to
commotions
friars
point
1500
folks,
I
have
to
make
to
help
them
discuss.
M
You
know
how
do
we
accomplish
the
plan
now
we
know
what
the
goals
are.
We
know
what
success
looks
like
to
the
public.
How
do
we
actually
make
this
happen?
So
that's
kind
of
plan
forward
would
welcome
any
feedback
at
any
point.
This
is
clearly
not
the
end
and
then
we'll
transition
to
a
next
step
slide
again,
reminding
you,
commissioner
interviews
around
the
26th
and
the
28th.
We
are
looking
to
determine
when
we're
gonna
do
the
workshop
with
y'all
all
right.
Now
we
caught
it.
We
definitely
do
it
on
the
17th.
M
G
D
D
G
A
P
G
P
P
P
So
you
see
the
first
table
is
going
to
be
current
here
and
that's
going
to
grow
as
we
move
through
the
year,
because
you'll
see
the
the
levy
that
was
built
in
August
you'll,
see
that
for
next
month
and
then
there'll
be
a
subsequent
billing
in
early
fall
service
and
catching
up
on
some
personal
property.
So
you'll
see
an
additional
increase
involved.
The
second
table
is
represents
what
we've
collected
in
July
or
prior
textures.
So
we
they're
still
an
effort
to
like
I'm
firing
here
so
you'll
notice.
P
The
next
item
that
I
want
to
bring
this
you
to
do
yes,
there's
a
total
representative
for
the
property
tax.
That's
been
released
in
July
you're
used
to
seeing
their
release
amounts
on
a
detail
for
poor
we're
going
to
keep
those
reports
within
the
collections
office
that
will
be
available
at
any
time,
but
we're
giving
a
summary
total
for
this
report.
P
There's
also
a
line
for
refunds
processed,
so
the
refunds
can
be
as
a
result
of
a
reduction
to
taxable
value
or
overpayments.
This
is
a
pretty
frequent.
Someone
will
send
them
more
than
they
owe
or
the
one
spouse
may
send
a
check
on
that.
Second.
Payment,
additionally
included
in
that
refund
amount
are
registered
motor
vehicle
preparations.
If
someone
sells
their
people,
they've
already
paid
the
tax
for
they
either
we
prorate,
but
are
there
any
questions
on
the
monthly
reporting?
B
P
So
the
next
topic
is
gap-filling.
This
this
one
has
been
discussed
for
quite
a
while.
So
I
wanted
to
take
this
opportunity
that
feeling
of
property
taxes
occurs
when
there
are
one
or
more
months,
a
gap
in
built
property
taxes
between
the
expiration
of
a
vehicle's
registration
and
a
renewal
of
that
registration
or
the
issuance
of
a
new
registration.
P
So
during
that
one
register
and
the
taxes
have
been
built
for
that
gap,
so
a
property
notice
is
a
property
tax
bill
to
bring
through
that's
between
the
expiration
of
vehicles,
registration
and
renewal
of
that
registration
or
the
issue
of
new
construction.
We
have
not
been
assessing
or
billing
for
that
gap,
so
we're
starting
that
process.
So
with
this
new
process,
I
start
to
think
what
do
we
need
to
be
aware
of
it?
This
isn't.
This
new
process
will
be
confusing
taxpayer
and
I'd
like
for
explain
why?
P
Because
when
they
state
the
North
Carolina
Department
of
Motor
Vehicles
began
billing
in
play,
I
think
for
registered
motor
vehicle
property
taxes.
They
took
all
of
it.
So
now
that
we're
going
back
to
say
now,
you
need
to
pay
the
county
for
this
portion
for
the
gap
portion
when
taxpayers
have
been
used
to
working
with
the
Department
of
Motor
Vehicles
for
their
registered
motor
vehicle
accident,
going
to
create
a
little
bit
of
confusion.
D
P
P
So
if,
for
example,
if
I
have
a
vehicle,
don't
drive
for
six
months
and
I
turn
it
into
plate,
then
at
the
end
of
that
six
months,
our
brief
register
that
six
months
hasn't
been
taxed
in
any
way
it
wasn't
taxed
as
registered,
and
it
wasn't
like
this
personal
property.
So
that's
what
we're
going
to
be
billing.
B
D
P
The
average
Buncombe
revenue
for
these
bills
is
very
low
compared
to
compared
to
a
regular
regular
property
tax
bill
than
average
is
around
$1,375.
These
will
be
be
very
low,
which
limits
the
collection
remedies
that
that
we
have
about.
We
do
not
have
tank
block
available
on
thise,
because
there
weren't
registered
at
the
time,
so
we
can't
block
back,
which
was
a
remedy
that
was
used.
P
A
O
I
Back
to
the
county
tax
collectors,
over
I
mean
it's
been,
the
lawsuit
has
to
attempt
to
comply.
What's
always
confusing
is
that
the
machinery
act
for
taxes,
you
have
real
property,
you
have
personal
property,
then
you
have
an
entirely
different
beast,
which
is
motor
vehicle
taxes.
That's
what
the
state
collects,
they
don't
renew,
they
don't
throw
in
the
tag
it
becomes.
Personal
property
and
a
lot
of
those
are
worth
under
$500
some
whole
theater,
there's
not
a
whole
lot.
You
can
do
to
force
collective
in.
A
P
A
A
A
L
C
I'm
here
to
talk
about
the
East
natural
vibrate
of
long-term
peace,
the
City
Council
Asheville
approved
the
lease
I'm
going
to
talk
about
today.
I'm
just
gonna
go
over
the
highlights.
As
you
can
see
there,
the
the
lease
fee
is
$1
per
year
in
the
term,
lease
is
$4.99
here,
it's
in
exchange
for
that
the
county
is
responsible
for
a
number
of
elements,
one
being
the
existing
buildings.
Excluding
fire
stations
remain
on
the
property
construction
of
the
new
library.
C
D
B
So,
commissioners,
we
can't
approach
the
OT
and
ask
for
any
feminine,
but
as
far
as
our
lease
agreement
we're
responsible
to
making
sure
that
there's
a
pedestrian
so
how
we
fund
it
is
not
part
of
that
deal.
So
we
would
reach
out
with
made
and
planning
and
help
us
to
navigate
what
a
not
a
DDOT
was
put
across,
walking
and
strike
the
crosswalk
and
the
button.
B
D
B
Would
approach
them?
Let
me
get
to
that
part
of
the
funding
conversation,
but
right
now
they
tell
you
that
that's
something
that
city
has
put
on
us
to
make
sure
that
there
is
a
crosswalk
and
there's
property
access
across
town
over,
but
so
that's
just
part
of
the
lease
agreement.
Right
now
we
have
agreed
out
that's
something
that
we
need
for
safety
for
our
patrons,
but
we
will
look
at
funding
opportunities
and
civility
across
that.
D
C
The
least
area
maybe
was
highlighted.
It
read
there
currently
see,
there's
the
two
existing
buildings
which
fall
within
that
which
are
the
library
and
also
the
community
center.
The
fire
station,
which
is
there
sort
of
tear
out,
remains
ambition
towards
the
back
of
the
property
you
can
see
where
the
existing
part
is
in
the
basketball
courts
and,
basically
why
we
shift
back
towards
the
rear
property
as
well.
Current
square
footage
is
2700
square
feet
and
the
new
building
would
be
15,000.
A
I
Policy
contracts,
policy,
procurement,
cars,
meals,
medium
gift
cards,
traveling
surplus,
so
the
procurement
policy
clearly
and
unequivocally
delegated
to
this
board
to
the
county
manager
or
/
designee.
The
authority
for
inter
interests,
contracts
and
agreements
for
supplies,
service
agreements,
HVAC
all
that
sort
of
stuff
everything
that
the
board
approves
through
the
budget
cycle
in.
I
I
So
we
would
just
suppose,
as
a
technical
correction,
for
this
board
to
take
it
up
at
the
next
agenda
to
modify
the
contract
policy
to
say,
as
set
forth,
the
county
manager
has
that
authority
has
set
forth
in
the
procurement
policy
and
just
strike
that
language
in
that
should
fix
it.
All
it
in
no
way
changes
the
board's
authority
which
you
cannot
delegate
or
which
would
have
to
paint
things
like
your
legislative
duties,
formal
contracts
to
go
over
$500,000
to
come
to
the
board
many
rucksacks
materials.
A
A
B
A
N
M
D
F
N
Where,
where
do
you
go
from
here,
I'm
moving
to
South
Korea
timber
I
got
a
scholarship,
United
States
State
Department?
It's
the
national
security
language
initiative,
scholarship,
so
I'll
be
acting
as
a
cultural
ambassador
and
studying
Korean
over
there
for
nine
months
and
then
George,
Washington,
University
and
Washington
DC.
A
G
A
A
To
talk
to
us
about
what's
on
the
consent
agenda
and
usually
be
considered
in
as
a
bunch
of
fairly
routine
things,
that's
why
it's
only
consent
agenda,
but
sometimes
there's
things
on
there
that
people,
don't
necessarily
agree,
are
just
consensus
kind
of
things.
People
might
you
know
how
much
is
our
concern,
so
I
think
I
think
it's
not
good
for
us
to
vote
on
approving
the
whole
consent
agenda
without
public
comment.
So
my
suggestion
is
we
move
the
public
comment
to
prior
to
the
consent
agenda,
so
Hina
will
come
in
welcome
Pledge
of
Allegiance.
A
You
know,
but
we'll
go
ahead
and
take
public
comment
before
the
conception.
So
that's
one
change.
The
other
thing
is
that
you
know
if,
for
every
public
hearing
that
you
schedule
you're
required
to
take
public
comment
on
all
public
hearings,
and
so
all
public
hearings
will
have
content,
but
my
suggestion
is
that
basically
moving
the
public
come
in
to
the
beginning
of
the
session,
we
would
ask
people
to
comment
on
any
items,
except
for
items
that
have
hearings
would
ask
for
them
to
go
ahead
and
comment
on
any
items
on
the
agenda
at
that
meeting.

The
downside
of
doing
it
at
the
very
beginning
is
that
if
there
are
some
items
that
there's
a
lot
of
public
interest,
so
if
the
rings
you
know
full
of
people
who
want
to
comment
on
some
item
or
maybe
even
a
couple
items,
so
maybe
the
rooms
really
full
babies.
Lube
is
nice.
Where
we're
dealing
with
some
stuff
that
there's
a
lot
of
public
interest
in
then
you
need
to
process.
You
need
to
go
through
that
whole
public
input
process.
A
Before
you
get
to
some
other
items
on
the
agenda,
which
may
even
the
even,
for
example,
the
consent
agenda
that
may
be
relatively
routine
instead,
the
folks
who
are
there
for
those
and
the
staff
we
were
there
for
this
kind
of
routine
items.
They're
gonna
have
to
wait
for
us
to
get
through
the
public
comment
stuff
before
we
take
up
those
items
and
then
you
know
most
will
probably
leave
after
that,
but
the
flipside
and
that's
also
true.
A
If
there's
people
who
want
to
come
for
public
comment
most
of
the
time
people
have
to
arrive,
you
know
they
arrive
early
in
the
meeting
because
they
never
know
how
long
our
meetings
are
gonna
go.
So
they
have
to
sit
through
all
that
other
stuff
to
wait
till
the
end.
So
I
think
it's
no
net
disadvantage,
but
it's
just
someone's
either
waiting
till
the
end
or
people
are
waiting
more
at
the
beginning
to
get
to
the
other
stuff.
I
think
it's
all
kind
of
a
wash
honestly.
A
D
J
G
J
Already
had
this
at
the
beginning
before
yeah
when
they
began
with
here,
and
we
was
able
to
ask
questions
about
the
consent
agenda
in
publicly
and
on
done
many
times,
so
it's
not
something
hasn't
been
done,
and
that
was
in
front
of
me.
That
was
not
a
public
comment.
It
was
just
asking
a
question
about
it.
F
Thing
that
would
be
helpful.
Maybe
a
cart
of
the
sign-in
sheet
or
be
publicly
posted
somewhere
is
just
the
guidelines
around
public
comment.
I
get
a
lot
of
questions
from
folks.
You
know
affects
you
a
comment,
a
regular
basis
like
is
it
three
minutes?
What's
the
process
through
which
I
think
it's
eight
people
can
see
their
time?
Oh
so
maybe
if
we
just
had
a
really
accessible,
clear
presentation
of
that
information,
oh
we
kill
the
time.
I
D
D
O
All
right:
well,
thanks,
yeah
I
mean
I
kind
of
like
to
see
it
first.
I
hope
I've
owed
it
for
it
to
go
to
me,
but
now,
after
seeing
it
I
like
it
at
first,
but
one
thing
to
kind
of
move
things
along
a
little
bit
quickly
is
take
the
front
two
rows
ashore
at
the
front
row
over
next
to
podium
and
whenever
they're
coming
in,
if
you
don't
have
come
up
there
and
say
I
know
Jerry.
He
can't
do
that
because
these
family,
but
you
said
anyone
that
happens
on
there.
O
O
A
I
think
I
think
I
think
the
points
about
let's
try
to
have
some
of
this
stuff
written
down,
and
so
where
people
are
signing
in,
they
can
see
it
and
maybe
on
the
screens
to
just
reinforce
it
and
with
some
some
good
language,
they're
saying
with
the
rights
lights
red
your
time
is
up
and
you
need
to
stop
in.
We
want
to
make
sure
everyone
has
the
same
amount
of
time.
D
D
D
D-Unit
to
the
decorum
of
the
process
that
it's
important,
you
know
we're
not
just
winging
it.
You
know
this
is
public
comment.
This
is
short
time.
Here's
the
structure,
you
know
stay
within
to
be
fair,
you
know,
and
any
visuals
that
you
do
is
just
going
to
add
credit
I,
think
in
credibility
to
it
all
right,
very
good,
hey
thanks
for
it's.
