are
at
the
resolution
of
intent
to
solicit
bills
for
sale
of
County
property,
who
wants
to
present
that

he
wants

inc.

commissioners,

number
of
years
ago,
we
leased
what
we
call
the
old
community
school
up
by
a
lotta
to
Irene
were
them
and
they
have
now
vacated
that
building.
We
don't
have
a
use
for
it

did
approach
a
lotta
to
see
if
they
had
an
interest,
but
at
this
point
in
time
there
isn't
an
expressed
interest
in
that
area.
So
we
are
asking
you
to
let
us
put
it
up
for
upset
bid
the
price
value
on
its
nine
hundred
fifteen
thousand
dollars.

to
get
at
them

as

pursuing
that

I
think
that

all
the
commissioners
appears
support
making
sure
that
those
within
the
county
are
taken
care
of,
especially
our
children
and
being
able,

there
is,

there's
buildings
out
there,

use
for
other

purposes.
That's
also
going
to
save
you
know
it's
going
to
be
it's
being
frugal
with
with
the
money,
because
that
you're
actually
going
to
be
able
to
take
a
structure
and
use
it.

help

kids
and
a
lot
of
home
if
I
laeta
is
able
to
acquire
this,
that's
a
perfect
match
for

every
goal
that
we
have
and
that
will

just
a
win-win
if

able

acquire

they
just
everything
they
do
mirrors.

work
with

we
try
to
do
with

children
and
buncombe
county.

coming
up
with
a
million
dollars

as
easier

we
were
to
recoup
that

have
to
be
child
care

money

to

next
item

resolution
authorizing
acceptance
of
applications
and
approval
of
housing
projects
for
the
Affordable
Housing
Services
program.

resolution
before
you
is
for
the
Affordable
Housing
Services
program
money.
This
year
we
had
750
thousand
dollars.
Most
of
that
was
program,
income
money,
but
we
advertised
that
in
August
and
we
received
the
applications
in
September.
So
we
had
10
applications
and
we
funded
seven
of
those
10
applications.

can
go
through
them.
We
had
we're
funding
and
we
have
all
the
nonprofit's
here.
We've
got:
Mountain
housing,
their
emergency
repair
program,
their
self-help,
homeownership
program,
kurt
booth,
bug,
catcher
commons
for
some
rental
units,
habitat
st.
single-family
housing,
construction,
evelyn
with
TBR,
a
mountain
housing,
the
east
haven
project
for
rental
units
and
arc
for
its
TBR.
A
for
individuals
that
are
intellectually
and
emotionally
challenged
and
our
recommended
funding
is
for
the
750,000.

and
it
comes
from
different
places.
We've
this
program
started
in
2004,
so
most
of
the
or
a
lot
of
the
time
we
fund
programs
that
are
that
are
all
alone,
so
they
pay
those
back.
It
could
be
down
payment
assistance,
it
could
be
the
single
family,
home
ownership.
It
could
be
some
developers.
A
lot
of
it
came
back
from
the
workforce
housing
program
that
we
did
so
every
year
we
get
in
some
some
years
we
get
in
more
than
others
this
year.
We
we
got
a
lot
back.

It
really
represents
this
kind
of
spectrum
of
need
in
housing.
I
mean
you've,
got
everything
from
repairing
houses
that
that
folks
are
into
the
construction
of
new
single-family
homes,
to
the
development
of
rental
units,
to
helping
folks,
hopefully,
escaped
homelessness
or
defer
homelessness,
hopefully
not
defer,
but
so
I
just
think
y'all
did
a
great
job
in
understanding
this
fan
of
needs
that
are
out
there.

to
housing,

so

wanted

note
that
as
well
as
it
is,
it
was
a
very
robust
year
and
I
think
that
that's
important
to
understand
that
sometimes
these
decisions
will
will
reap
in
the
future
that
we
might

here

this
table
to
see
that,
but
the
good
decisions
that
were
made
years
ago,
you

where
we're
benefiting
from
now.

board,
members
just
want
to
talk
to
you
about
the
rhododendron
project.
I
think
is,
as
everybody
knows,
all
the
current
things
that
are
in
rotor
dinner
or
going
to
be
moved
into
the
new
allied
health
building,
which,
if
you
haven't,
seen
the
building
or
been
in
it.
I
encourage
you
to
contact
me
and
we'll
set
up
a
time.
The
building
has
turned
out
extremely
nice
very
impressed
with
with
just
the
functions
and
way
it
works,
and
I
add,
and
how
it
looks
and
I
think
if
nothing
else.

First,
the
December,
where
they
have
open
house
you'll,
be
you'll,
be
really
impressed
anyway,
we're
emptying
rhododendron,
and
so
that
would
be
that's
one
of
the
next
projects.
That's
on
the
list
to
to
rework
the
building
was
built
in
the
mid
70s.
It
was
an
addition
put
on
it
in
the
80s
I
think.
If
any
of
you
have
ever
been
in
that
building,
obviously
I
think
the
first
thing
we
would
say
that
the
building
is
very
dated.
The
way
it's
laid
out
is
is
is
really
bad.

I
think
the
total
number
of
classrooms
in
the
building
is
right
at
45,000
square
feet,
I
think
there's
a
11
or
seven
rather
classrooms
in
the
building.
The
halls
are
in
the
wrong
location.
If
you
go
in
the
first
floor,
which
is
the
basement
that
you
enter
around
back
off
the
large
parking
lot,
it's
really
only
half
a
floor.
It's
about
5,600
square
feet
that
for
some
reason
they
never
did
anything
with
other
than
they
just
left
a
dirt
bank
there.
So
the
debate
is
now
that
I
just
got
the
program
for
the
building.

So
at
that
stage,
what
right
now
is
planned
as
Kozma
nology
will
move
in
a
large
section
of
the
building
and
then
basically
the
engineering
programs
being
engineering,
electrical
and
cad
will
take
up
the
rest
of
the
building
and
that
really
fills
the
building
right
now
that
allow
to
empty
some
space
and
elm
that
we
really
need
to
redo
some.
Some
things
in
that
building
it'll,
also
where
cosmetology
is
coming
out,
will
allow
the
craft
institute
to
move
into
that
building,
which
will
help
empty
the
the
Inca
campus.

The
the
budget
right
now
is
set
at
seven
million
before
I
can
start
spending
money
and
hiring
people
I
need
you
know,
I
need
a
budget,
and
in
this
case
that's
about
a
hundred
and
fifty
nine
dollars.
A
square
foot
basically
right
now,
everybody's
in
agreement
that
we
just
need
to
empty
just
rip
out
the
insides
of
the
building,
there's
really
nothing
from
the
electrical
to
the
roof.
That's
worth
salvaging.
It
allow
us
to
go
back
in
and
like
say
program
the
building
to
meet
the
needs
that
we
need
also
out
of
that
money.

need
to
hire
the
architect.
I
need
to
hire
engineers
and
pay.
The
CM
I
need
to
do
a
asbestos
abatement
and
also
I
need
to
to
hire
the
concrete
testing
people
so
that
person
that
per
square
foot
cost
comes
down,
but
I'm
dealing
with
the
unknown
building
the
building
is
very
in
it:
energy
inefficient.
It
has
single-pane
windows
in
it.
It
has
a
tar
and
gravel
roof
on
it,
so
the
structure
sound
it
just
needs
to
be,
it
needs
to
be
updated.
It
needs
to
be
updated,
so
we
can
use
it
another.

did
an
outside
building,
so
we've
turned
something
into
what
was
supposed
to
be
something
that
was
for
the
school
and
I
am
for
the
school
one
hundred
percent,
but
I
just

don't
know
who
could
get
their
head
around
that

numbers,
three
million
dollars
and
then
turn
it
into
seven
me
it
just
it's
it's
a

a
number.

picked

of

sky

present

to
take
that
kind

money,

project
ordinance

5th
2013
that
came
before
the
board.
All
this
stuff
was
on
it
and
rhododendron
was
on
this
one
at
three
million
dollars.
Tues

this
thing
come
out
it-
it
breaks
down
that
the
whole
package
comes
out
at
84
million
dollars.

from
a
BTech
said
to
these
things
that
they
were
looking
for,
that
you

this
is

was
the
breakdown
it
didn't
say
that
they
vtec
quarter
cent
sales
tax
would
be
forever
deal
they're
supposed

then
this

as

you're
standing

understanding
that
this
would
sunset
in

amount
of
years,
the
way
we're
going

it's
never
going
to

got
something

magnitude

probably
going

up
getting

type

in

plan
or
some
additional

not
everybody
