be
trying
out
here,
meetings
get
organized
for
our
regularly
scheduled
visa.
We
hope
this
might
be
some
space

conversations

upcoming
issues,
issues
that
we'll
be
dealing
with
out
of
formal
meetings.
We've
obviously
won't
take
any
meetings.

medic
resolutions
board
approved
two
weeks
ago
to
grant
the
franchise
to
medic,
so
what
we
have
done
is
I
have
worked
with
mr.
Colley's
attorney
Derek
Jones
out
of
Henderson
County
to
draft
that
agreement.
I
believe,
looking
at
my
notes,
I
heard
the
Commission
talk
about
fees,
inspections,
a
one-year
term
GPS
units
radio
set
and
make
sure
that
Tollywood
be
located
goings
in
locations
selected
by
EMS.

Just

give
you
a
quick
bullet
point
so
for
one
year
term,
during
7
a.m.
to
9:00
p.m.
seven
days
a
week,
there'll
be
two
ambulances
available
for
the
emergency
and
convalescent
transport
from
9
a.m.
to
7
a.m.
it
would
be
one
ambulance,
such
transport
to
a
large
degree.
What
equipment
colleague
might
choose
is
needed
for
the
medic
sux
might
depend
on
what
options
he
feels
are
necessary.
We
do
know
that,
for
a
period
of
time
he's
been
dispatched
without
the
particular
equipment
for
a
VL
and
computer-aided
dispatch,
but
that
would
be
available.

Meeting
and
regular
meeting
sessions,
this
meeting
is
called
as
a
special

That's
not
a
regular
meeting
of
the
board.
So
the
purpose
of
the
next
item
on
the
agenda
for
tonight
will
be
the
setting

regular
three
meeting
scheduled
for
the
twelve
moon
first
and
third
Tuesday
of
the
month
and
continuing
with
the
regular
meetings
at
5:00
p.m.
all
those
same
dates.

the
Health
and
Human
Services
Board
the
last
time.
The
statute
for
the
combined
HHS
Board
allows
for
it
to
be
composed
of
25
members
or
more
than
25
members.
They
have
been
operating
for
a
few
years
of
23.
So
this
is
just
a
mechanism
just
to
pass
and
say
well,
it
can
be
up
to
25.
We
recognize
the
currently
have
23.
There's
no
plans
to
extend
that,
but
just
want
to
make
sure
that
that's
officially
in
place.

working
on
exploring
the
feasibility
of
restoring
passenger
rail
service
to
Western,
North
Carolina,
you
know
some
folks
might
recall
this
was
an
effort
that
was
getting
you
know
getting
looked
at
pretty
hard
about
ten
years
ago
and
then
the
you
know
the
recession
came
along
and
you
know
this
is
something
that
was
required
fairly.
Significant
infrastructure
upgrades
and
you
know,
in
light
of
the
state,
basically
be
broke.

it's
coming

so
there'll,
be
someone
with

this

part

the
effort
who
will

briefly

recent,

most
recent
NPO
meeting
and
the
indio
did
pass
a
resolution
in
support
of
basically
the
same
resolution.

believe
it's
also
been
adopted
by
the
town,
Marion
North
Carolina,
believe
Morganton
has
also
adopted
a
resolution.

that's,
basically,
what
they
want
to
do
is
to
try
that
out
from
Nashville
to
South,
Ferry
and
and
if
the
state
funds
that
then
that
would
be
done
for
some
period
of
time
and
then
based
on
the
success
of
that
it
would
be
folded
into
the
feasibility
for
really
looking
at
actually
restoring
passenger
rail
service.
So
that's
my
understanding
of
the
with
the.

Standardized
approach
to
working
with
Habitat,
working
with
Mountain
housing
opportunities,
and
so
there's
$180,000
worth
of
dollars.
Habitat

and
mountain
housing
has
gotten
through
strategic
partnership
grants
that
we

program

there
is
an
additional
one
hundred
and
fifty
one
thousand
dollars
that
we
used
the
strategic
partnership
to
budget.

questions
about
some

only

can't

you
are
trying
to
get
done

then
that's
kind
of
a
problem
right.

sort

working
on
the
assumption
that
we're
not
gonna
spend
a
lot
more
in
this
area
than
we
did
in
the
last
budget.

thinking

funding.

commissioners

thinking
about

agree

doesn't
make
sense

folks

year,

love
to
hear
from
staff
ideas
as
we
think
about
next
year,
so
that
we
don't
kind
of
find
ourselves
in
the
same
position.

these

organizations
that
we
have
supported
fairly
consistently
for
a
while,
you
know,
and
so
you
know,
one
thought
would
be
to
maybe
think
about
you
know,
there's
just
certain
organizations
not
to
say
they're,
just
a
shirt,
permanent
funding
that
maybe
we
do
want
to
look
at
doing
some
multi-year
funding,
even
though
we
can't
legally
bind
future
commissions,
but
for
the
ones
that
we
sort
of
anticipate,
there's
likely
to
be
support
or
look
at.

thinking
about
multi-year
arrangements
so
that
we
don't
sort
of
spend
so
much
of
our
staffs
time.

some
process
to
maybe
we
would
say
we're.
Gonna
have
limited
funding
for
new
initiatives
in
the
future
and
we
have
a
commission
subcommittee
or
something
to
kind
of
focus
on
that,
and
so
it
doesn't

burn

entire
Commission's
time.
Looking
at
you
step
it
up,
I
mean
I,
don't
I,
don't
feel
right
to
saying
we
mean
we
won't
even
consider
something.
There
might
be
some
great
idea
here
that
we
need
to
make
sure
we
can
hear
it.

matrix

thing
back

do
that
when
we
bring
in
a
packet

all

details

the
applications,

from
their

don't
like
to
use
the
term
political,
but
there
are
people
that
know
I
mean
they're.
They
identify
with
certain
things.
They
know
certain
groups
and
not
everybody
does,
and
so
sometimes
you

support
has
gravitated
to

areas

I'm
not
saying
they
don't
perform,
but
my
fault
would
be,
and
has
been
for
several
years-
is
that
there
should
be
a
certain
amount
of
money
associated
with
this.

should
be
certain
matrix-matrix,
a
certain
matrix.

things.

coming

county
manager
and
staff,
which
will
be
driven
by
community
input
because
we'll
give
the
input
you

whoever's,

putting
this

don't
want

they
could
be
much
more
efficient
at
delivering
the
services
plus
I'm
a
fan
of

people

helpful

we

representing

our
constituents,

shouldn't

just

community
and
nobody

be

we

bring

together,

more

long

guess

those
questions
like
how
are
we
gonna
analyze,
all
these
new
applications,
our
people
just
gonna,
agree
to
kind
of
voluntarily
kind
of
go,
read
that
information
and
then,

there's
something
that
really
sparks
interest,
that
it's
going
to
be
sort
of
up
to
commissioners,
to
kind
of
you
know
kind
of
elevate,
those
and
say
hey.
This
is
this
is
something
we
should
really
take.

look
at
work,
there's
something
that
the
staff
fine.

the
years
we've
tried
to
get,
you
know,
I
keep
saying
you
know
these
nonprofits,
where
once
it
did,
a
really
good
job
could
perform
the
services
less
than
we
could
perform
him
in-house,
and
then
we
we
wouldn't
do
this
with
those
we
would
expend
taxpayer
dollars
and
move
them
into
the
budget.
So
we're
not
fooling
with
this.
No,
it
becomes
a
smaller
project
and
they've
even
a
much
much
smaller
amount.

good

and
I'm
a
fan
of
a
lot
of
things
that
they
do,
but
just
because
they
have
a
con,
they
have
a
contract
with
the
counties
and
then
the
county
decides
that
we're
not
going
to
fund
all

that
contract
because
they
don't
have
an
either
they're,
not
not
meeting
the
inner
requirements.
Whatever
then
ok,
well,
we'll
just
come
over
here
and
ask
that's
what
we're
trying
to
avoid
and
so
I
think
you
know

that
sort
of
preaching
to
the
choir,
but
at
the
same
time
they
got
it.

It's
fun,
but
the
groups
that
go
through
this
process.
You
know
we
spend
a
lot
of
time
kind
of
wrestling
with
this
stuff
and
I
mean,
and
until
the
day
comes
when
we
decide
we're
just
gonna,
fully
delegate
this
to
staff,
which
there
are
some
arguments
for
I'm
personally,
not
there.
Yes,
I
think
that
there's
some
benefit
to
kind
of
wrestling
with
this
stuff
in
a
really
open
way,
but
I
just
want
us
to
be
really
transparent
about
the
projects
and
nonprofit
groups
that
do
get
funded
to
do
departments
through
contracts,
because.

And
so
to
do
that,
we're
asking
that
you
call
a
public
hearing
for
April
2nd
and
during
that
public
hearing,
just
like
any
other
economic
development
agreement,
you
would
vote
formally
on
the
agreement
that
we
present
to
you
in
order
to
call
a
public
hearing
in
April
2nd.
We
have
to
do
a
notice
of
public
hearing
which
requires
ten
days
notice.

So
basically
we're
telling
you
today
or
do
that
if
you're
in
agreement,
so
we
would
issue
the
notice
in
the
next
couple
days
that
way
we
hit
that
10-day
window
and
then
we
move
forward
with
the
April
2nd
public
hearing
so
real
quickly.
We'll
spend
much
time
just
in
terms
of
background
I've
presented
to
you
on
Linamar
on
number
of
occasions.
The
story
hasn't
changed
and
principle
with
the
company
on
an
actual
agreement
that
my
crew
and
I
worked
on
story
here
is:
we've
got
an
agreement
from
2011
and
2014.

We
bring
those
up
to
a
single,
consolidated
and
modified
agreement.
That
agreement
has
no
new
incentives.
It
has
no
new
capital
targets,
it
has
no
new
jobs
markets.
It
maintains
everything
at
the
same
as
the
original
agreement.
The
only
exception
is
that
we're
extending
the
time
off
so
we're
giving
a
little
more
a
couple
more
years
to
hit
their
targets.

The
reason
we're
giving
them
more
time
is
because
do
those
economic
impacts
related
to
Caterpillar,
leaving
Linamar
has
missed
some
other
targets
with
us,
and
that
was
publicized
last
year
and
we
deferred
a
1.5
million
dollar
payment
to
the
formula
and
a
commissioner
meeting
giving
them
the
opportunity
to
get
caught
back
up.
If
you
heard
them
on
the
radio,
there
you've
got
a
number
of
advertisements
taking
their
jobs,
so
it
seems
a
terrible.

There
is
one
item
left
for
consideration
in
terms
of
the
structure
of
that
agreement
and
that's
the
disbursement
schedule.
That's
the
how
the
timeframe
of
the
way
we
paid
county
funds
that
2
million
dollars
out
from
the
county
to
mountain
housing
staff
at
the
county
has
been
working
with
mountain
housing,
opportunities
to
identify
original
requests
and.

know
that
we
need
to
get
in
into
it
today,
but
there
was.
This
was
approved
on
a
on
a
split
vote,
not
because
we
didn't
like
the
project
or
it's
going
this
or
we
just
didn't
like
a
long
process.
We
discussed
coming
up

a
better
way
to
do
that,
so
I
just
want
to
put
that
out
there
for
the
new
you
know
county
manager
and
the
staff,
and
that
we
don't
let
that
you
know
are
that
we
and
we
put
some
into
it
and
make
that
happen.

talk
about
this
is
also
an
item-
that's
not
in
your
packet,
but
something
that
will
be
coming
before
you
I
think
in
the
next
couple
of
weeks,
but
we've
received
a
bunch
of
grants
were
that
they're
funding,
some
of
the
missions
I'm
in
the
county
and
these
these
grant
funded
positions
are
going
to
last
for
approximately
two
years.
Our
personnel
ordinance
is
relatively
silent.

You
know
whether
they're,
if
they're,
not
well
employee
and
basically
making
sure
that
there's
no
conflicts
between
the
so
that
the
employee
is
narrow,
what
they're
getting
into
you
when
accepting
the
job
and
also
hopefully
to
to
retain
them.
So
you
know
we're,
and
the
plan
is
to
give
them
basically
full
benefits
like
we
would
a
county
employee,
such
as
health
care,
which
we'd
have
to
anyways
under
the
Affordable
Health
Care
Act,
for
anybody
that
works
more
than
30
hours
a
week.

have
to
get
health
insurance
anyways,
you
know
we'll
also
be
giving
them
time
off.
Annual
leave
balances
they'll
be
able
to
participate.
The
401k
and
I'll
be
able
to
participate
in
the
state
retirement.
So
that's,
basically
sort
of
an
overview
will
have
a
distinct
policy
for
you
to
vote
on,
but
that's
pretty
much
the
highlights
of
it.

Duke
Energy,
also
PS
NC
voltage
doubt
before
easing
agreements
across
county
property.
Yes,
MSD
has
four
years
had
an
existing
line
across
the
western
boundary
of
the
Ferry
Road
property.
We
also
have
a
pump
station
down
their
necks
in
River.
The
line
goes
under
the
river
then,
along
that
way,
it's
all
the
Faro.
It
turns
out
that
there's
there's
a
there's.
The
map
back
there
you'll
see
the
green
line
there
to
shoot.
It
hits
the
county
property
in
three
locations,
and
the
real
purpose
of
this
is
to
abandon
you.

Easements
for
this
MSD
in
process
that
needs
to
abandon
those
and
then
dedicate
this
easement
agreement
on
an
ass
built
location.
So
it's
nothing
new
is
just
as
built
and
we
did
get
approval
of
the
party
that
carnita
holdings,
which
has
they
offer
the
purchasing
contract
and
we're
still
trying
to
sell
that
to
them.
Their
options
run
out
toward
the
end
of
June,
but
they're
still
in
play.

plans,
the
Duke
Energy
progress
out
of
the
bank,
Creek
area
they're
working
to
put
in
underground
utilities
out
there
because
of
all
the
limbs
and
trees
and
Falls
that
had
power
disruptions.
So
there
they've
been
working
for
some
time,
there's
also
an
image
back
booklet,
which
is
just
basically
a
GIS.
It
shows
from
do
they
look
dry
and
that's
the
community
places
to
the
club.

want
to
go
underground.

did
talk

legal
and
sort
of
clarified
that
you

they're
a
couple

brought

can
we
make

change

make
that

housing

community

foundation

liked

that
it's
also
a
place
where
people
can
bring
up
questions

ideas
more
spontaneously

sort

things

the
backburner

coming
back
up

wonder
if
we
can
build
in
some
process
and
and
if
that
can
happen,
spontaneously
Romney's
like
hey
I,
want
about
this
today
or
if
we
need
to
have
a
formal
process
around
a
commissioner
saying
these
are
items
I
just
like
follow
up
information
on.

it's
a
baby,
maybe
at
the
beginning
of
the
meeting,
we'll
have
kind
of
you.
Maybe
you
could
kind
of.
We
could
have
a
review
of
what's
planned
to
be
discussed
and
then,
if
there's
additional
things
folks

bring
up,
they
could
say:
okay,
here's
some!
You

we
have
time,
because
there
are
other
meetings
that
start
after
this
one.
So
in
some
cases
we
may
be
time
constraint,
but
if
there's
time
that
folks

say
hey

we
add
this

the
agenda
as
we
go
through.
