that
the
board
support
moving
funds
presently
set
aside
for
the
construction
and
renovation
of
the
Asheville
art
museum
to
match.
$500,000
provided
North
Carolina
Wildlife
resource
commission
to
build
an
outdoor
range
in
Buncombe
County.
That
is
the
resolution
for
us
deduct.

have
is

resource

of

because

just
got

pistol
while

we

rifles

talking
about.
You
don't
have
to
have
a
permit.
The
concealed
weapon
people
can
Galkin,

buy
50
permits.

across
there

long
as

I'm

permits,

can
buy

probably
as
high
as

guns.

not
what

people

concealed

guns

never

can

ahead

money

money

people
bring

to

to

to

put

opens

weeks

and
stuff

guns

the
ones

light

budget
message
on

May
31st,

public
hearing
on
june,

7th
here
tonight
I
hope

adopt
a
budget,
and
so
I
thought
I'd
hit
the
highlights
of
what's
in
the
budget
and
any
changes
that
have
taken
place.
If
we
can
start
with
the
powerpoint,
we
are
bringing
you
what
a
total
413
million-dollar
budget,
308
million
of
that
is
in
the
general
fund.

that
is
the
non
non
general
fund,
that's
the
biggest
shift.
Since
the
the
budget
was
presented
on
the
31st,
we
pulled
out
the
article
40

and
lottery
funds,
or
40
or
42
that
had
been
going
through
the
general

moved

into
a
non
general
fund,
so
that
we
could
provide
the
assurance
needed
to
say
these
are
still
going
to
be
distributed.

increase

but
it's
also

the
non
general
fund.

retirement

health

bored

The
Board
of
Education
requests
include
opening
the
Intermediate
School
in
inka
for
a
million
349,
adding
the
third
year
that
a
Nesbitt
discovery
academy
for
199,
basically
200,000,
which
gives
us
a
total
need
for
facilities
and
staffing.
Those
facilities
of
a
million
549.

part
of
the
request
really
relates
to
the
state
budget,
and
I
will
tell
you
we
don't
have
a
state
budget.
Yet,
while
there's
discussions
ongoing,
they're,
very
quiet
in
terms
of
the
content
of
those
discussions-
and
we
still
don't
know
how
the
differences
between
the
House
budget
budget,
the
Senate
budget
will
will
settle
and
one
of
the
big
differences
from
the
two
budgets
where
the
the
salary
increases.
So
here
are
the
estimates
we
had
from
the
presentation.

salary
increases
using
the
house
number
at
five
percent.

speculation.
I've
actually
read
some
newspaper
articles
regarding
the
origination
of
Senate
bill
888.
It's
actually
legislation
that
I
started
back
in
2013
when
I
was
first
elected
to
the
state
house
in
2010,
one
of
the
first
things
that
I
did
as
I
researched
all
the
local
laws
that
were
pertinent
to
our
community,
simply
because
the
statewide
laws
are
one
thing,
but
local
laws
really
give
you
a
great
idea
of
where
you
are
from
a
statutory
and
lost
standpoint.

So
the
nice
thing
about
it
is
it
does
it
does
save
our
general
fund,
five
million
dollars
and
that's
something
that
I'm
particularly
proud
of,
and
it's
something
that
I
think
that
is
very
beneficial
to
the
folks
and
mr.
chair
with
that
being
said,
I
move
that
we
adopt
the
budget
with
a
few
recommended
changes.

adopt

budget

presented

following
changes.
First,
one

reduce
the
tax
rate
by
one
sent
from

provide
the
county
schools
with
1.6
million

school,

well
as
for
the
Martin
Nesbitt
discovery
academy.

provide
five
hundred
thousand
dollars
for
non-certified
school
employee
raises,

ask
or
suggester
instruct
Buncombe
County
Schools
to
use
their
12.5
million
dollar
fund
balance
to
make
up
the
difference
between
the
1.6
and
their

sent

provide

Buncombe
County
Schools

million
dollars
for
inka
intermediate
in

third
year.

Nesbitt
discovery
academy,
provide
500,000
for
non-certified
school
employee
raises
and
asked
that
the
Buncombe
County
Schools
use
their
12
million
dollar
fund
balance
to
satisfy
their
additional
request.

a
responsible

Buncombe
county
has
a
long
tradition
of
doing
forward-looking
financial
management
for
our
county.

is
a
very
responsible
budget
that
will
preserve
the
current
tax
rate,
so
no
tax
increase
for
Buncombe
County
property
owners
while
preserving
the
revenues
we
need
to
maintain
our
triple-a
credit
rating.
At
the
same
time,
we
do
have
a
great
opportunity
to
invest
in
the
important
priorities
that
the
community
wants
to
see
us
do.

in

number
one
at.
The
top
of
that
list
is
going
to
be
support
for
our
local
public
schools
and
teachers
and
I
really
appreciate.

Buncombe
County
School
Board
being

us
tonight

really
appreciate

great
work
that
you
have
done
to
take
a
look
at
this
issue
and
to
bring
forward
some
recommendations
that
are
that
that
really
will
go

long
way
to
reinforcing
to
the
educators
we
have
in
Buncombe
County
how
much
we
value
them
and
how
much
we
want
them
to
stay
in
this
most
important
profession
that
we
have
in
our
community.
So,
thanks

amendments
that
I

want

make
to
the
proposed
agenda
are
as
follows:
to
recommend
support
for
all
of
the
organizations
that
we
heard
from
earlier,
which
were
determined
not
to
meet
the
economic
development
criteria,
to
support
them
at
the
funding
levels
that
are
identified
in
the
budget
and
to
add
to
them.

forecast

fiscal

Buncombe
County
will
partner
to
invest

dollars

asheville

county
for
the
multimodal
design
elements
of
that
project,
which
will
serve
as
a
local
match
for
the
d-o-t
funding
of
the
recommended
design
of
that
project.

then,
finally,
I
want
to
make
sure
that
we
do
include
the
other
elements,
dr.

that
we
need
to.
