cares

our

our
economy,
our
mountains
and
all
the
other
aspects
that
make
buncombe
county
such
a
wonderful
place
to
live,
keep
your
strong
and
protective
hands
over
our
armed
forces
and
embassy
staff,
who
proudly
represent
us
around
the
world.

take
a
little
time

give
you
a
little
update
of
the
tax
office
and
then
look
at
the
schedule
for
adoption.
It's
that
won't
take
very
long.
Recently
in
August
we
mailed
out
our
tax
bills.
I
told
her.
At
the
time
I
told
you
guys
we
would
be
having
citizens
to
mail
their
taxes
to
35
woodfin
Asheville
address.
We
no
longer
use
any
out-of-town
address
on
our
tax
bills.

Now
the
process
we
have
on
posting
tax
payments
is
working
great,
so
citizens
shouldn't
see
any
addresses
for
Charlotte
any
longer
honor
our
tax
notices
on
reappraisal,
this
one's
going
to
be
a
little
bit
update
on
that.
That's
coming
along
great
we're
right
on
schedule.
Chool
we're
looking
at
the
neighborhood's
I
talk
to
you
a
little
bit
about
how
we
use
the
neighborhoods
to
do
mass
appraisal,
we're
still
gathering
data
from
sales
and
construction
costs.

at

most
current
information,

appraise
homes
for
2013
values
that
we're
going
to
do
we're
now.
Putting
land
figures
on
should
have
those
done
in
the
next
couple
of
weeks
and
we'll
come
back
doing

schedule
values
that
I'm
going
to
talk
to
it
a
little
bit
about
we're,
pulling
a
lot
of
data
out
some
of
the
numbers
that
we
can
go
ahead
and
begin
entering
into
our
tax
system
to
be
doing
the
pricing.

we've
got
that
we
sent
some
of
our
staff
back
out
in
the
field
to
update
on
new
construction
and
stuff,
that's
in
the
community.
So
we
keep
that
updated.
So
when
we
do
do
the
rebound,
we've
got
all
the
most
current
information.
That's
taking
place
this
year
in
our
county
commercial
property
owners.
We
had
a
great
meeting
recently.

had
a
close
to
15
of
them
to
show
up
in
her
office
had
a
great
meeting
where
they
sat
down
and
told
us
some
of
the
trends
that
they're
seeing
in
the
market,
how
they're
renting
different
allowances
they're
having
to
do
with
some
of
the
tenants
that
they
have
on
helping
us
how
to
value
those
properties.
It
was
a
great
discussion
will
do
that
with
some
other
different
sectors
as
we
get
moving
on
through
the
prevail
to.

beginning

get
asked

come
out

the
community
speak
about
rival's.

to
expect
any
questions
from
any
of
that
on
the
updates
that
I've
talked
about
so.

know
we
try
to
get
any
sales
or
construction
costs
all
the
way
up
to
the
last
moment,
we'll
keep
analyzing
the
data
when
I
say
the
data
is
kind
of
like
the
neighborhood's,
we'll
keep
looking
at
them
and
trying
to
get
the
best
information
to
put
the
most
I
guess
the
best
value
it
was
current
value
and
get
up
to
january.
First,
a
2013
so
honestly
cutting
it
off
is
going
to
be.

Some
are
probably
about
thanksgiving
for
us
now,
people
that
still
have
some
sales
taking
place
and
then,
when
you
use
that
information
only
repeals,
we
encourage
it.
But
now,
when
you
start
getting
past
January
first,
it
will
probably
look
about
maybe
two
to
three
months
after
that
we'll
have
to
cut
off
those
sales
are
still
pretty
recent.
If
somebody
comes
in
with
februari
sale
that
is
prevalent
to
January
one
and
we
could
use
it
so.

When,
when
we
do
the
reappraisal,
we
set
a
date
and
that's
what
the
schedule
of
values
is
tonight,
it's
a
document
that
allows
us
to
value
properties
based
on
a
specific
date
and
that
date
is
going
to
be
january,
first
2013.
So
if
we
value
any
property
in
2014-15
all
the
way
up
for
eight
years,
that
is
the
document
that
we
will
use
to
come
up
with
the
assessment
day
for
real
estate,
and
so.

little
bit
on
the
schedule
values
you
you
talked
about
that.
Just
you
know
it's
a
it's
a
book,
it's
real
detailed!
It's
got
the
rules
schedules,
the
methods
that
we
use
to
appraise
property.
It's
very
detailed
document
how
we
do
that
shows
a
lot
of
photographs
of
different
kinds
of
homes,
talks
about
grade
and
condition,
talks
about
commercial
properties,
industrial
land,
just
between
rules
got
our
present
use.
Ebuddy
has

forestry.
Horticulture
had
a
value
of
those
properties.

that
book
to
you
guys
on
August
thirteenth,
on
August,
fourteenth
Kathy
he's
our
clerk
advertised
in
the
paper
said
it
was
available
for
review
in
our
tax
office.
We
have
had
some
people
to
come
and
look
at.
It
made
some
comments
on
it,
which
we
greatly
appreciate.
We
had
a
public
hearing
on
September
forth
as
required,
and
then
tonight
before
you'd
asked
you
to
approve
the
early
adoption
of
the
schedule
of
values.

Don't
necessarily
to
tax
office,
there
is
a
group
out
there
that
does
work
with
the
farmers
and
foresters.
You
might
have
large
tracts
that
talk
to
them.
That
does
inform
them.
You
know
not.
Everybody
goes
into
those
programs,
there's
reasons
they
do
and
don't
people
that
buy
large
tracts
quickly
call
our
office
so
I
think
there
are
groups
out
there
that
contact
them
and
make
them
aware
of
it.

actually
give
them
a
lot
of
detailed
information.
We
give
them
a
brochure
first,
we
commend
the
application.
We
sit
down
to
an
interview
process
and
go
through
the
entire
program
with
them.
We
give
them
some
estimates
if
they
do
choose
to
go
into
program
what
to
expect
we
talked
to
them
about
if
they
come
out
of
the
program.
You
know
where
the
tax
implications-
maybe
you
know
unless
they
stay
in,
for
you
know
a
long
period
of
time.
So
we
do
cover
that
pretty
thorough.

those
heard
about
through
the
years
right,
each
of
those
programs
are
differently
and
have
different
tax
implications.
Depending
on
how
long
you
stay
in
or
when
you
come
out,
sometimes
you
have
to
pay
deferred
taxes.
Sometimes,
when
you
come
out,
you
don't
so
there's
different
programs.
There's
people
alrighty.

this

you
guys
approve
the
schedule
tonight
showed
you
we
will
work
with
Cathy
Hughes
on
advertising
the
schedule
once
a
week
for
four
additional
week,
so
that
citizens
know
there
is
opportunity
to
appeal
it
at
a
different
level.
After
that
point,
the
schedule
is
set
and
it
will
be
the
document
that
will
use
until
you
guys
choose
when
we
do
the
next
reappraisal.

There's
actually,
there
are
mr.
there's
different
counties,
use
different.
You
know
the
all
the
same
methods
but
different
schedules
depending
on
their
economies.
A
lot
of
the
smaller
rural
counties
will
wait
to
the
eighth
year.
More
larger
counties
have
gotten
to
where
they're
doing
for
years,
there's
two
large
counties
that
have
looked
at
doing
less
than
that
based
on
the
economy,
I
think,
as
the
recession
came,
they've
kind
of
gotten
away
from
that
at
least
stayed
at
the
four
and
six
year
period.

A
lot
of
them
dropped
back
from
four
and
at
least
went
to
six
years
and
then
how
you
guys
did
look
each
year
at
the
values
and
try
to
make
a
decision
from
that.
So
a
lot
of
counties
are
doing
that
taking
the
yearly
approach
and
trying
to
determine
do
they
want
to
do
it.
You
know
odd
years.
Do
there
is
an
economy
is
beginning
to
pick
up
so.

And
I
would
encourage
you
for
my
role
to
yours
to
get
back
on
the
plan
of
four
years.
I.
Think
the
citizens
really
like
that
plan.
We
had
a
lot
of
them
to
call
us
when
we
didn't
do
it
I
think
there's
a
lot
of
in
the
banking
world
insurance
attorneys
I.
Think
a
lot
of
them
had
that
mindset
for
that
that
it
was
something
was
going
to
happen.

I
didn't
foresee
that
when
I
came
to
you
and
asked
you
to
resend
that
and
delay
it,
I
did
talk
to
the
community
I
think
a
lot
of
the
people
said
they
understood
in
2010
why
we
were
not
doing
it
because
the
economy
had
really
not
had
a
bottom,
yet
I
think
sales
were
all
over
the
place.
I
think
they
were
is
worried
about
the
sales
that
we
were
going
to
use
to
do
the
reappraisal
with.

As
you
know,
what
we're
looking
at
today,
it's
a
lot
more
stable
and
like
the
commercial
group
that
we
had
the
other
day,
they
used
a
term
called
a
barbell
effect
and
meaning
that
there's
high,
very
extreme
sales
and
then
there's
very
low
sales,
which
one
are
you
going
to
use.
You
know
we
use
a.
We
can
try
to
use
a
mixture
of
those
we're,
certainly
not
going
to
pick
the
highest
sale,
commercial
sale
in
the
community
and
assess
every
commercial
property
by
that.

So
it's
it
is
something
I
think
that
each
county
needs
to
look
at
independently
and
decide
is
a
two-year
or
is
it
a
four
could
be
six,
but
you
at
least
have
all
the
way
up
to
eight
years
to
make
that
decision
as
our
governing
board
what's
best
and
and
when
you
guys
make
that
decision,
you're
making
it
for
all
the
municipalities
in
this
area,
the
fire
departments
and
school
system
too.
So
it's
a
very
important
decision,
for
you
guys
to
look
at
yearly
is
a
great
idea.

think
we're
very
fortunate
that
Gary
Roberts
keeps
us
informed
as
to
what
what
his
recommendation
is
as
due
to
the
fact
that
he
is
the
expert
in
this
field
and
we
rely
heavily

expertise

always
have
an
open
discussion
with
him
and
he's
willing
to
come
anytime
and
bring
us
up
to
date
on
on
what
he
would.

feels

we
should
do
as
far
as

tax

we

know
when

tax
office
finishes
the
reappraisal,
our
job
is
to
do
the
values
only
and
we
will
submit
those
to
you
and
the
other
taxing
districts,
each
board
yourself
and

others
have
to
look
at
that
and
determine
what
is
the
need
for
revenue
for
the
services
that
you
want
to
offer
or
currently
offering
and
in
depending
on
what
that
value
is
you
know
it
can?

In
the
issue
of
equity,
that
net
words
gets
used,
a
lot
and
I
think
it's
absolutely
appropriate
for
you
to
to
utilize
that
word
and
you're
talking
about
property,
equity
but
I,
think
down
the
road
when
we
do
have
to
do
that.
Part
of
the
job
that
you
that
it's
on
that's
on
this
side
to
do
in
terms
of
do
determinate
tax
wreck.

That's
when
the
equity
will
have
a
different
meaning
around,
basically,
which
taxpayers
are
kind
of
kind
of
how
that's
all
going
to
check
out
and
that
piece
of
the
equity
has
been
my
concern
in

concerned
about
it.

said,

I'm
supportive
of
the
process
going
forward.

felt,
like
you
know,
I've
laid
that
out
and
now

the
course

your
your
folks
are
doing
great
work
and
we're
educating
the
community
and

supportive

forward.

just
wanted
to
offer
that
nuance
around
that
word
equity,
because
you're
Joe,
you
are
absolutely
doing
your
job
around
the
property,
equity
and
I.
Think
at
the
elected
elected
officials
are
have
to
kind
of
also
balance
how
the
equity
will
play
out
with
the
taxpayers
at
the
end
of
the
day.
So
I'll.

Be
supportive
of
this
today,
that's
a
good
point
for
the
tax
department.
Our
equity
is
going
to
be
that
we
need
to
hit
market
value
of
what
a
person's
home
is
really
worth
at
the
point
of
what
they
could
sell
it
for
january.
First
2013,
a
lot
of
people
look
at
their
home
and
it's
just
that
it's
a
home.
It
doesn't
have
a
dollar
amount.

Begin
receiving
their
registrations
to
purchase
a
sticker
for
their
license
plate
the
running
the
renewal,
notice
or
DMV
calls
it
an
invitation,
but
it's
a
renewal
notice
that
our
office
will
actually
begin
assessing
values
in
March,
so
those
can
be
sent
out
in
june,
two
people
to
renew
their
tags
and
july.
So
buncombe
is
actually
in
a
pilot
program.

That's
going
to
actually
start
in
november,
using
the
new
software
and
working
with
the
state
to
make
sure
that
all
the
bugs
of
anything
that
happens
in
buncombe
county
of
all
the
vehicles
here
is
we
dumped
some
data
in
that
system,
they're
going
to
look
at
all
of
the
vehicle
registrations
and
stuff
and
see?
Is
there
any
unique
kind
of
vehicle
situations
that
might
pop
up
that
they
haven't
looked
at?

So
it's
really
great
buncombe
county
is
in
that
pilot
program
of
that
some
of
the
larger
counties
got
picked,
but
you're
you're,
exactly
right,
there's
going
to
be
a
big
change
and
I
would
expect
that
our
motor
vehicle
notices
that
we
send
out
later
in
the
year
it's
going
to
have
that
information
about
what
to
expect.
Now
we
won't
hit
every
owner
in
the
county,
but
the
ones
renewing
those
tags.
At
that
point,
we
will
which
we
hope
that
will
get
a
lot
Alba

state
the
Department
of
Motor,
Vehicles
and
I
should
say.

department
of
revenue
is
the
one
that's
guiding
the
prop
the
whole
project
and
then
the
ligamentous
penalties,
commissioners
Association
and
the
DMV
office
they're,

up
with
what
that
uniform
information
should
be
for
all
counties
to
use

see
that
later
in
the
fall.

repealing
the
fair
housing
Asheville
Fair
Housing
Commission
be
brought
up

mr.

tell
us

why
we're
repealing
the
Asheville
Fair
Housing
Commission.

members

the
Commission
back
in
nineteen,
ninety,
you,
along
with

city
of
Asheville,
created
a
joint
agency,
the
Asheville
buncombe
Fair,
Housing
Commission,
and
in
association
with
the
Asheville
buncombe
Community
Relations
Council.

They
basically
handled
all
the
fair
housing
complaints
in
the
area
under
you
know
that
would
go
under
the
HUD
program
and
they
did
this
basically
through
the
summer
of
two
thousand
eleven
and
that
HUD
decertified
the
Community
Relations
Council
and
basically
transferred
the
enforcement
and
the
peels
and
everything
to
the
state
of
North
Carolina
Human
Relations
Commission
on
when
they
did
that
they
basically
made
the
Fair
Housing
Commission
didn't
have
any
roller.
They
didn't
do
anything.
So
basically,
we
waited
until
the
city
of
Asheville.

just
lost

because
I
made
a
bet

somebody
that
I
wasn't
going
to
say
anything
tonight
and
I
knew
as
a
short
meeting,
but
I
can't
pass
this
opportunity
up
to
suggest
and
David
I.
Think
I'll
see
you
writing
this
down,
because
I
think
it's
a
very
good
idea
on
the
tax
page.
You
need
to
have
your
programs
IE,
forestry
and
farm,
and
you
need
to
have
the
basic
outline
you
got
to
do
this.
You
got
to
do

to
do
this
to
qualify
which
would
keep
people
from
applying
if
they
don't
have
the
background,
but
we
would
alleviate
you
from
saying
that
you
don't
tell
everybody,
because
it
would
be
there
for
everybody
to
see
and
I
think
that's
a
very
valuable
thing,
because
we
always
hear
about
the
quality
of
life
in
Buncombe
County,
and
we
always
so.
We
want
to
save
money
and
set
millions
of
dollars
aside
to
buy
conservation
easements,
and
we
know
that
green
spaces
are
valuable,
but
rather
than
floating
a
hundred
million
dollar
bond
by
green
spaces.

I
have
another
suggestion
that
I
would
like
for
this
board
to
evaluate
that
I've
been
talking
about
this
as
long
as
I've
been
coming
to
these
meetings.
If
somebody's
got
six
acres,
they
don't
have
enough
land
to
go
into
the
forest
conservation
or
the
farm
conservation,
but
it
may
be
a
man,
it
has
a
house
and
he
doesn't
want
to
develop
that
five
acres
and
if
he
doesn't
that
five
acres
should
not
be
taxed
at
the
rate
of
buildable
land,
he
should
be
able
to
do
the
same
thing
that
you
do
with
a
forestry
preservation.
I
I
But
the
issue
I
kept
hearing
coming
across
was
money
and
when
I
was
on
the
council
and
Fletcher
one
of
the
things
we
tried
to
do
when
we
started
our
Greenway
system
was
to
look
at
an
entrepreneurial
plan
for
a
greenway
system
to
interact
business-wise
so
that
you
begin
to
build
an
economic
model
for
the
Greenway
system
that
generates
a
revenue
base
that
can
build
long-term
long-term
resources
and
interact
with
volunteers
to
create
public-private
partnerships
that
build
a
new
format
for
economic
development
with
a
greenway
system.
I
want
you
to
think
about
that.
I
It's
called
an
entrepreneurial
plan.
There's
something
else,
though.
I
heard
in
that
meeting
that
I
want
to
convey
to
you
as
a
big
ivy
resident
for
over
three
years.
We
had
a
Smart
Growth
committee
going
on
up
there
and
we
created
the
big
ivy
rural
Preservation
Society,
which
got
shut
down
by
citizens.
I
In
complaint
and
frustration
at
even
harassment,
I
watched
it
in
those
meetings
where
20
to
25
people
became
so
irate
about
community
planning
that
they
came
into
our
meetings
and
literally
challenged
and
harassed,
no
finger-pointing
as
to
who
but
I
went
to
a
magistrate
about
it.
It
was
a
classic
tactic
of
harassment.
I
Now,
my
point
is:
is
that
there's
a
lot
more
going
on
in
this
community
that
gets
to
this
podium
greenways
a
good
example
of
it?
The
water
issue
is
a
good
example
of
it.
The
challenge
to
you
as
leaders
is
to
recognize
it
doesn't
always
get
to
your
face
to
understand.
What's
going
on
and
I
know
how
valuable
that
is
to
you?
I
That's
another
reason
why
this
podium
is
so
important
in
your
communication
and
interaction
with
the
people
who
stand
here
who
represent
this
community
and
who
are
our
leaders
and
citizens
because
the
citizens
are
the
authority.
You
are
representatives
in
service
to
us,
I
respect
your
work,
let's
keep
it
going
forward,
but
we
got
some
serious
economics
to
work
on
changing
and
I
want
to
add
one
last
thing,
because
I've
made
this
request
before
it
is
time
for
the
water
issue
to
get
dealt
with,
because
we
are
a
metropolitan
area.
