the
meeting
and
vote
on
the
resolution
that
we
have
today
so
Joe
and
Jasmine.

Think
we'll
just
start,
I'll
ask
mr.
wood
to
just
share
a
few
high-level
thoughts
about
the
issue
we're
addressing
today
and
then
I'll
read
the
resolution
that
we'll
be
voting
on
and
then,
if
there's
any
questions
or
discussion,
we
can
have
that
and
and
then
we
can
make
them
I'm.
Sorry,
what
I
think
I
did
I
think
I
said
welcome
to
the
special
meeting.

You
had
directed
us
to
review
all
of
the
contracts
with
Joe,
Wiseman
and
various
companies
that
he
had
been
associated
with.
We
did
that
we
met
the
next
morning
in
my
office,
had
several
staff
members
there
and
went
through
everything
mr.
Peterson,
that
solid
waste
did
an
excellent
job
along
with
Jim
Holland
of
nailing
down
every
open
contract
we
had
with
him.
We
went
through
all
of
those,
and
it
was
our
determination
that
we
needed
to
terminate
his
services.

Obviously,
given
the
fact
that
he
has
now
been
indicted,
I
mean
I
that
not
that
he's
been
indicted,
but
with
the
indictments
that
came
down
and
the
allegations
that
he
was
the
contractor
involved
in
all
of
this.
So
what
this
resolution
essentially
does
is
terminates
his
services
any
and
all
contracts
with
the
county
that
he's
affiliated
with
in
any
way
I
do
want
to.

Current,
the
one
we
have
the
one
right
now,
the
only
one
we
have
outstanding
is
a
bill
for
$8,000,
that
is
for
working
on
the
permit
to
operate
a
PTO
permit
to
operate
the
new
transfer
station,
and
so
he's
almost
finished
with
that
application.
But
we're
going
to
stop
it
and
transfer
that
to
another
engineering,
firm
and
I'm
gonna
withhold
payment
pending.
All
of
this
do.

Far
as
we
know,
they're
valid
I,
don't
think,
there's
been
any
issue
about
the
adequacy
of
the
services
he
provided
now.
I
can't
speak
to
whether
the
price
might
have
been
inflated
or
anything
like
that,
but
as
far
as
the
services
I,
don't
think,
we
have
any
reason
to
suspect
otherwise,
on
that,
do
you
Dane,
okay,
so
this
first
resolution
basically
says
that
all
current
contracts
with
Joe
Weisman,
jr.
and
all
entities
with
which
he
is
or
previously
was
affiliated,
including
CDM,
Smith,
Inc
and
environmental
infrastructure.

Consulting
PLLC
are
hereby
terminated
and
the
County
legal
services
is
directed
to
work
with
outside
counsel
to
affect
the
purposes
intent
of
this
resolution.
So
that's
the
first
one
and
that
takes
care
of
the
issue
of
any
contracts
we
have
currently
with
mr.
Weisman
or
anybody
he's
affiliated
with
now.
The
second
issue
that
we
had
is,
as
you
all
know,
we
had
gone
out
for
a
request
for
qualifications
to
hire
a
new
engineering
firm
for
the
solid
waste
operation,
and
that
was
basically
so
that
we
were
terminating
our
agreements
with
mr.
D
Weisman
and
about
I
think
it
was
June
Damon
and
his
group
made
a
recommendation
to
go
with
CDM
Smith
and
at
that
time
the
reason
the
primary
reason
for
that
is,
they
did
the
actual
initial
design
of
the
landfill,
so
they
probably
have
more
knowledge
about
it
than
any
firm,
and
so
they
had
selected
them
at
that
time.
Of
course,
we
didn't
know
anything
about
mr.
Weisman
or
these
allegations
that
have
come
out
in
the
most
recent
indictment.
So
Dane
and
Jim
were
negotiating
the
contract
with
CDM
Smith.

We
were
fortunate
that
contract
had
not
been
concluded
and
as
I
as
I
told
you
all
at
the
time
that
contract
would
have
to
come
back
to
you
for
approval.
So
we
are
not
at
that
stage.
We
were
still
in
the
negotiating
stage,
and
so
our
recommendation
to
you
is
to
pass
the
next
resolution,
which
is
a
resolution
terminating
negotiations
for
professional
services
with
CDM
Smith
Inc
and
to
begin
negotiations
with
the
next
qualified
firm,
and
that
is
in
keeping
with
state
law.

When
you
do
these
requests
for
qualifications,
you
select
based
on
qualifications,
not
price,
then
you
negotiate
the
price,
that's
the
stage
we
were
at.
If
you're
unsuccessful
in
negotiating
with
that
company,
then
you
move
to
your
second
highest
rated
company,
which
is
SRS
in
this
case,
so
we're
following
the
normal
procedure
in
state
law,
but
we're
asking
you
to
make
a
finding
that
you
want
the
negotiator
that
the
negotiations
are
unsuccessful
and
they're
unsuccessful,
because
we
think
obviously
there's
a
cloud
there
about
whether
or
not
there
was
any
involvement.

tie,

you
know,
just
because
we've
done
business
in
the
past
doesn't
mean
we
have
to
business
with
them
today.
Somebody
else
can
come
along.
Services
can
be
better.
You
know
due
diligence.
You

proves

out,
however,
if
we've
done
business
with
a
company
previously
and
they
match
somebody,
maybe
that
breaks
the
tie,
but
that
doesn't
need
to
be
one
of
the
biggest
reasons
for
doing
business
with
anybody
and
I
know
you're
working
on
changing
their
purchasing
policy
and
procedures
and.

might

logical,
but
to
me
that
would
be
the
only
reason
they
would.
They
would
break
the
tie.
I
mean
they
would
have
to
have
to
be
hands
above
everybody
else
in
order
for
us
to
chose
them,
so
just
want

make
sure

we're
looking
at
that
policy
and
that
we,
you
know,
we
look
at
the
last
decision
to
make
sure
that
you
know
we
can
learn
from
that
too.

entire
purchasing
manual,
so
we're
going
to
be
looking
at
all
of
your
purchasing
policies.

it'll
cover
every
facet
of
how
we
purchase
anything
and
it'll
all
be
nailed
down.

by
the
Board
of
Commissioners
for
the
county

including
CDM,

Inc,
an
environmental
infrastructure

are

that.

County

is
to

intends

file
a
civil
lawsuit
against
Joseph
Wiseman
jr.
and
affiliated
companies.

legal
counsel
to
initiate
a
civil
lawsuit
against
these
parties
related
to
the
most
recent
federal
indictments
involving
illegal
use
of
taxpayer
money.
