hearings
every
year

conformance
with
general

the

the
roads
that
we
can

the
program

roads

they
will

get
the
same
benefit,

think
it'd
be
a
useful
way
of
saving
some
money,

laws

change
them.

property

adjacent
to
neighborhood
service,
to
the
east
of

commercial
services,
on
the
south
of
the
property
and
there's
residential
zoning

of
the
subject
property.
The
requested
zoning
is
consistent
with
the
Buncombe
County
Land
Use
Plan
Update,
as
the
update
indicates
that
NS
is
designed
to
allow
for
a
mix
of
residential
commercial
business
and
service
uses
in
limited
areas
at
key
intersections
leading
to
residential
neighborhoods.

requested
zoning
would
be
consistent
with
the
developing
commercial
area.
Along
this
section
of
old
us
70
in
the
planning
department
has
recommended
approval
of
the
request.
The
Planning
Board
held
a
public
hearing
on
the
application,
June
twentieth.
The
board
received
one
letter
which
had
seven
names
that
was
against
the
rezoning.
The
letter
cited
noise
dust
and
negative
impact
on
the
neighborhood
as
reasons
that
they
were
against
the
rezoning.

Those
are
the
projects
that
we
would
typically
fund
in
our
capital
outlay
process,
we've
used
of
five
years
as
the
threshold
for
a
project
that
it
makes
sense
to
spend
funds
on
to
recoup
that
money.
This
project
is,
has
immediate
pay
back.
There
is
no
out-of-pocket
money
in
the
arrangement
that
the
board
will
consider
in
their
September
board,
meeting
I
needed
to
come
to
you,
because
the
rooftop
lease
that
the
board
will
consider
is
more
than
10
years.
A
lease
that
is
more
than
10
years
needs
to
be
treated
like
sale
of
property.

The
least
that
would
be
considered
would
be
for
20
years.
The
sale
of
property
process
involves
advertisement.
It
involves
an
RFP
that
goes
to
the
public
and
you
receive
responses,
and
it
includes
what
we
would
do
in
the
sale
of
property
if
property
was
declared
surplus
by
the
board,
we'd
bring
it
to
you
and
give
the
county
commissioners
an
option
to
purchase
it
or
or
take
it
for
the
county's
used.

So
with
that
I'll
describe
as
best
I
can,
because
it's
fairly
complicated,
it's
been
scrutinized
by
our
board
attorney,
but
the
arrangement
if
the
Board
of
Education
chooses
to
enter.
It
is
something
like
this.
A
developer
foots
the
bill
for
installing
solar
rooftop
equipment.
It
would,
in
this
case,
involve
both
PV,
which
is
electric
producing
and
solar
thermal,
which
is
hot
water.

They
don't
have
to
produce
it
if
the,
if
any
producer
in
this
room
sells
it
back
to
them
as
long
as
it's
properly
documented,
they
can
use
that
as
evidence
that
they
do
have
they've
met
their
their
goals
that
are
required
to
so
in
terms
of
the
the
electricity
that
electricity
will
not
be
directly
used
a
tanka
high
school.
The
solar
thermal
output,
however,
would
be
that
solar
thermal
that
hot
water
would
be
pumped
right
into
our
boilers
would
be
measured.

They
also
risk
that
developer
for
his
investment
receives
rec
payment
from
progress,
energy
and
buncombe
county
schools
will
agree
to
purchase
the
solar
power.
The
solar
thermal
power
that
produced
the
hot
water
at
a
lower
cost
than
what
we
would
pay
natural
gas
to
produce
that
so
we've
studied
our
use
of
solar
hot
water
through
the
year
and
through
you
know
several
years,
and
we
have
a
schedule
of
what
we
would
be
willing
to
pay
them
the
amount
of
solar,
hot
water
that
we
would
pay
them
on
a
month-by-month
basis
if
they
properly
produce
it.

The
solar
developer
is
required
to
maintain
the
system
and,
in
fact,
they're
motivated
to
maintain
the
system,
because,
if
they're
not
producing
power,
guess
what
they're
not
getting
paid
by
progress,
energy
for
the
power
or
the
Rex
and
they're
not
getting
paid
by
Buncombe
County
Schools
for
that
solar
thermal
output.
So
there's
a
good
confidence
that
this
system
is
going
to
be
operating.
Now
the
the
Buncombe
County
Schools
receives
a
lease
payment
for
use
of
that
rooftop.
Basically,
and
that's
the
sale
of
property.
Why
I'm
here,
Buncombe
County
Schools
would
receive
a
lease
payment.
K
In
addition,
we
would
have
predictable
and
lower
than
the
normal
cost
for
this
solar
thermal
output.
So
those
are
the
two
immediate
benefits
that
Buncombe
County
Schools
would
receive,
in
addition
to
educational
opportunities
for
the
students,
because
this
monitoring
system
is
available
on
the
internet.
It's
a
requirement
of
our
lease
that
our
folks,
our
teachers,
can
bring
into
curriculum.
Students
can
look
at
the
output
in
real
time
and
over
time
of
the
the
solar
equipment
up
there.
So
that's
a
you
know,
not
a
dollar
amount
that
you
can
put
on
that.

The
real
benefit
of
this
would
come
after
year,
number
six
on
come,
County
Schools
would
have
the
option
of
purchasing
this
equipment
at
fair
market
value
and
at
after
that
time,
Buncombe
County
Schools
would
receive
all
those
benefits
of
electric
power
production
racks
that
have
already
been
pre-negotiated.
Welcome,
County
Schools
would
basically
take
over
that
pre-negotiate
contract
and
and
receive
the
full
benefits
of
the
solar
thermal
output.
We
expect
the
the
warranted
lifetime
of
these
systems
are
20
years,
so
that
corresponds
with
the
lease.

However,
the
you
know
when
your
car
is
out
of
warranty,
you
don't
throw
it
away
right.
It
still
has
a
good
operating
life.
We
expect
the
system
to
easily
last
30
years.
It
does
have
reduced
output.
You
know
every
year,
there's
a
half
of
one
percent
that
you
lose.
So
we
understand
what
that
is,
that's
where
the
real
benefit
would
be
for
Buncombe
County
Schools
is
year
six
through
30
and
we're
right
now
evaluating
proposals
and
developing
a
schedule
for
return
on
investment.

If
you
will
we're
plugging
in
that
cost,
the
maintenance
costs
are
built
into
this.
We
can
take
over
at
year
six
the
defined
maintenance
contract
plug
that
into
our
cash
flow,
so
that
the
Board
of
Education
can
understand
the
the
real
benefits
in
a
nutshell,
it's
kind
of
complicated
I
covered
a
lot
of
ground,
but
that's
the
nature
of
the
arrangement.
It
is
not
a
direct
solar
purchase
like
you've
seen
those
paybacks
we've
seen
are
just
too
long.
It's
too
big
upfront
investment
with
a
return
that
is
from
10
to
20
years.

the
key
I'm
glad
you
brought
that
up,
because
the
cash
flow
that
they
receive
from
progress
energy
and
from
us
for
the
solar
thermal
doesn't
really
make
it
work.

The
tax
credits
that
our
federal
state
and
there's

accelerated
depreciation
tax
credit
for
any
type
of
capital
improvement
that
a
business
makes
that
that
sunsets,
but
they
can
take
advantage
of
that.
And

these

we

something
that
we

salute

Smart
smart
program
costs,
nothing,
you
get,
you
get
a
benefit,
it's
a
triple
win
so.

will
tell
you
that
enka
high
school
was
selected
because
we
have
a
28
year
old
mechanical
system.
In
there
it's
going
to
eventually
need
to
be
replaced,
so
we're
studying
what
we
can
do
to
make
that
school
more
efficient
when
we
put
a
new
system
in
there.
The
new
codes
that
are
out
there
that
require
a
lot
of
fresh
air
in
well,
actually,
even
with
more
efficient
equipment,
will
increase
the
operating
costs
of
that
school.
That
was
the
initial
motivation.

How
can
we,
you
know,
spend
money
to
put
new
equipment
in
and
update
the
school?
Now
we've
got
higher
energy
bills,
so
this
is
a
way
that
that
can
offset
that
we
are
also
in
the
process
of
reroofing
those
28
year
old
groups,
so
we'll
have
real
fresh
ruse
to
accept
30-year
equipment.
So
that's
something
to
consider
when
you're
looking
for
a
site,
you
don't
want
to
put
30-year
equipment
on
a
10
year.
Old
roof
doesn't
make
sense.

Encouraged
in
our
RFP
process,
which
was
open
to
the
public,
we
had
22
responses,
we
had
a
pre-bid
meeting,
some
were
local,
some
were
regional
and
we
got
a
variety
of
responses
and
we're
evaluating
them
will
bring
them
to
the
board
and
and
see
what
the
board
thinks
which
what
makes
sense
for
them.

that's

process

happening
on
this
building
here,
on
the
other
end
its
kind
of
same
kind
of
concept,
we're
okay,
we're
replacing
the
system
now's
the
time
to
take
a
look
and
see
what
kind
of
improvements
and
we're
putting
solar
panels.
On
the
end
of
this
build
an
all
pork
building
to
help
us
with
the
heating
and
and
the
water,
so
heating.

Our
plans
are
as
soon
as
you
know.
Obviously,
the
the
jail
across
the
street
is
16
years
old.
So
it's
not
going
to
be
long
before
it's
going
to
need
a
new
roof
and
figure
every
20
years.
You
can
pretty
much
plan
on
it.
I
have
a
system
over
there.
That's
20
years
old
and
we're
in
the
process
is
starting
to
look
at
that
that
down
the
road.
Then
we'll
do
those
kind
of
upgrades
over
there.
Any.
I
I
County
manager
asked
me
tonight
to
talk
a
little
bit
about
sprinkler
systems
what
the
county
has
and
their
buildings.
In
light
of
the
fire
that
we
had
last
week,
an
office
complex
down
a
bit
more
Avenue
County
has
about
60
buildings,
and
when
you
look
at
them,
they
range
everything
from
two
hundred
twenty
thousand
square
feet
to
the
courthouse
down
to
about
480
square
feet,
for
a
barn
that
we
house
horses
out
in
swannanoa.
So
we
have
a
large
range
of
buildings
and
for
the
most
part,
our
buildings
are
under
10,000
square
feet.
I
When
you
look
at
branch,
libraries
buildings
are
associated
with
pools.
Community
buildings
ball
field
buildings,
where
we
do
concession
stands
and
stuff
like
that.
A
large
part
of
those
buildings
are
small
buildings.
But
when
you
look
at
the
larger
buildings
that
we've
got
being
the
administration
building
where
the
county
manager
is
at
205,
College
Street
at
200,
College
Street,
that's
across
the
street,
the
dss
build
and
35
woodford
Street
that
used
to
be
the
health
department.
I
Those
are
large
buildings
and,
over
the
last
really
last
two
or
three
years,
we've
moved
to
start
sprinkling
those
buildings,
but
we
did
pack
library
and
finish
those
renovations.
Last
year
we
sprinkled
that
building
at
that
time,
when
we
upgraded
35
woodfin
from
health
department
to
move
in
taxes
and
and
the
register
of
deeds,
we
sprinkled
that
building
right
now
we're
in
the
process
of
upgrading
and
doing
the
sprinkler
system
at
DSS
building.
I
So
when
we
did
the
admin
building
where
the
county
manager
is,
and
that
was
probably
eight
or
nine
years
ago,
we
sprinkled
that
building
at
that
time.
So
really
in
there
in
the
recent
history,
we've
moved
to
two
sprinkled
our
large
buildings.
Naturally,
the
detention
facility
is
sprinkled,
sprinkled,
building
and
I.
Guess
the
real
poster
child
here
is
the
courthouse.
I
mean
right
now
we're
in
the
process
of
building
the
life
safety
Tower
and
back
in
the
early
90s.
I
Basically,
the
chief
jail
inspector
met
with
dr.
Rainey
and
said
you
know,
you're
going
to
move
the
jailers
at
the
jail
out
of
the
top
of
the
courthouse
and
building
new
detention
facility,
and
that
was
in
the
early
90s.
Then
the
big
concern
was
it
wasn't
sprinkled,
but
they
basically
we
did
not
have
two
means
of
egress.
We
only
had
one
real
fire
escape
that
went
from
top
to
bottom.
I
It
was
a
set
of
winders
being
winders
are
if
you
took
a
ribbon
off
of
a
roll
and
just
held
it
up
because
it
spirals
down
and
that's
the
type
of
fire
escape
that
we
got
it
goes
to
the
basement,
but
then
it
doesn't
empty
outside
you've
got
to
go
about
50
feet
to
wander
around
of
the
garage
to
find
your
way
out.
So
our
main
objective
first
is
get
those
means
of
egress
into
that
building
from
the
top
of
the
bottom
and
that's
a
process.

Building
the
structure
up
the
life
safety
tower
we're
putting
the
means
in
to
sprinkle
that
whole
floor
and
and
sprinkling
that
whole
area
and
what
our
plans
are
is
that
will
go
through.
The
second
phase
will
build
the
courts
addition.
The
third
phase
were
going
to
come
back
and
sprinkle
the
rest
of
the
building,
so
we'll
have
a
building
that
was
built
over
80
years
ago.
That
will
basically
bring
up
to
fire
safety
code
and
what
happened?
I
So
you
see
a
lot
of
those
buildings
and
it
you
know
obviously
we're
concerned
about
the
citizens,
our
employees,
that
work
at
DSS
and
and
the
Health
Department
of
Health
Department
building
and
things
like
that,
and
we
get
it.
We
get
a
discount
on
our
on
their
insurance,
so
it
just
makes
sense
all
the
way
around
to
bring
these
up
to
code
and
to
go
step
further
and
put
in
sprinkler
systems,
and
that's
what
we've
done
so.

Not
that
many,
because
they're,
not
very
large

mean
we
have.
We
may
have
exterior
standpipes
that
okay,
you
can
do
that
that

connection

but
you

Basically
one
story:
now

built
recently

connections
right

for
the
fire
department
to
connect
on
and
to
fight
the
fire
out

sprinkled,
there's
a
way
to
connect
to
hose
to
it
and
fight
fight,
a
fire
and
yeah
and
we've.

know,
as
all
of
you
know,
over
the
last
10
15
years,
we've
done.
Oh,
you
know:
we've
built
a
lot
of
facilities
in
in
the
county.

secondary
roads

start
with

hope.
We
see
them
here
every
year

a
lot

years
to
come.
Beauty
that
is
on
the
agenda

short
session
to
give
secondary
roads
to
counties
would
be
an
unbelievable
expense
for
us.
But
we
will
hear
about
that
in
short
session,
so
I
for
one
hope
to
see
them
back
every
year
for
a
lot
of.

to
give
you
an
update
on
cts,
we
have
made
some
progress
since
we
were
here
last
week,
we've
completed
the
asbestos
assessment
on
the
building,
we're
getting
a
second
bid
on
the
building
to
demolish
it.
Billy
Clark

attorney
for
Mills
gap
Association
and
one
of
the
things
that
did
surprise
us
a
little
bit
this
week
is.
We
are
having
to
get
a
consent
from
dim
for
demolition
from
CTS
because
they
carry
the
promissory
note
for
Mills
gap.

annual
tax
settlement

order

collect

highest

state

which
means
everybody
has
to
pay
less.

action
on
three
items.
First,
is
to
give
you
a
tax
settlement,
how
we
have
done
this
last
for
this
last
year's
collections
also
on
to
get
charged
with
the
tax
bills
for
2011
we've
got
those
ready
and
hopefully
will
be
mailing
them
next
week,
once
we
get
to
charge
and.

Have
a
presentation
now
I'd
like
to
go
through
and
show
you
our
collection
rates,
I'm
proud
to
tell
you
our
collection.
This
year
was
98
67.
You
can
see
our
regular
levy,
which
is
about
ninety
percent
real
estate.
We
had
98
99
percent
and
in
motor
vehicles,
which
is
12
monthly
levies,
beginning
in
July.
Those
collections
are
somewhere
around
98
to
the
last
couple
of
months
or
about
70
to
75
percent,
but
overall
it's
93%
collection,
which
is
very
good
in
world
tax
collections.
So
overall
98
67
right.

we

ahead
of

and

our

been
pretty
consistent

probably

was

a

outstanding

dollars

June
we
have
collected
425,000
of
that,
leaving
about
a
million
six
of
the
million
six
amount
that
is
to
roughly
200,000
is
in
bankruptcy.
Bankruptcy
has
been
very
good
this
year
with
much
less
amounts.

lot
of
things
are
getting
through
bankruptcy,
lot
more
accounts
in
bankruptcy,
but
we're
seeing
a
lot
of
you
know
good
collections
in
that
area,
payment
agreements
we
still
have
about
a
hundred
and
twenty-five
thousand
dollars
that
are
coming
in
what
to
do
and
in
legal
actions.

we're
doing
force
collections.
We've
taken
action
on
around
700,000,
so
we're
still
working
closely
on
about
a
half.

million
dollars
is
still
out
there
prior
year
collections,
though,
that
we
collected
from
some
of
the
accounts

still
outstanding

last
year
and
years
before
2.8
million.

we
had
very
good
in
the
area
of
dollars
coming
in.

we're
very
professional.
We
do
try
to
be
very
compassionate

our
citizens.

that

fence
taxes
this
year
are
up

six
percent
from
what
we
had
last
year,
great
effort
there
biltmore
forest,

we
reveal
we
only
collect
the
vehicles,
they
collect
their
own
real
estate
and
you
can
see
their
collections
were
broken
up.

a
little
bit
different.
The
fire
districts,
there's
23
districts
and
we
average
those
together
very
consistent
with
last
year,
and
then
city
schools
see
so
very
good
collection
rates
for
all
of
those.

year,
I
think
it's
important
to
look
at
highlights
of
things
that
you're
trying
to
achieve
and
goals
you
want
to
set
collection
methods.
No
doubt
is
probably
the
biggest
thing
for
us.
This
year,
we've
seen
a
lot
of
areas
that
has
caused
some
I
guess
for
us
issues
from
like
bankruptcies,
bank
foreclosures
unemployment.

There's
a
lot
of
issues
that
we've
tried
to
work
through
so
coming
up
with
collection
methods
to
help
citizens
fit
their
budget
where
they
can
pay
us,
we've
had
more
payment
plans
and
we've
probably
ever
had
over
the
last
couple
of
years,
so
I
think
we've
done
a
big
effort
there
to
help
to
get
our
collections
in
cross-training
in
our
budget
this
year.
No
doubt
we
cut
some
staff.

Think
cross-training
allowed
us
to
do
that
in
a
very
professional
way
that
the
citizens
will
get
better
service
will
be
more
efficient.

have
staff
now
that
are
when
you
have
specialized
type
duties
that
they
do.
We
have
more
people,
knowing
that,
so
it
makes
it
our
office
much
more
professional
and
better
run
improvement
in
the
area
of
mobile
homes,
mobile

the

is
something
where
citizens
list
those
on
an
honor
system,
so
there's
something
we
may
not
get
or
get
correctly
or
with
the
right
owner.

we
have
had
some
staff

out

create

property
record
card
today
on
a
mobile
home
as
though
we
would,
a
piece
of
real
estate
will
actually
take
a
photo
of
it

draw.

terroristic,

property
and
put
a
grade
in
condition
level
on

mobile
home,
so
we
can
better
value
it
as
we
go
forward.
So
it
gives
us
better
information
when
you
guys
are
seeking
information
to
for
manufactured
homes.
New
software,
we
have
been
working
very
well,
a
third
new
software.
It's
coming
along
I
think
very
well
not
to
say
that
it's
not
without
problems.

we're
on
an
old
mainframe.

some
issues

and
getting

cleaned
up

convert
it

good

Ganton
commissioners,

am
the
chair
of
the
Beckham
County
Community
Child
Protection
Team
child
fatality
review
team.
This
team
was
established
in
1991
by
General,
Statutes,
7b,
1406
and
part
of
that
statute
requires
that
we
present
an
annual
report
to
the
commissioners.
This
team
is
comprised
of
21
representatives
from
17
child
community
service
systems.
We
are
charged
with
reviewing
all
fatalities
in
the
county
for
the
previous
year,
as
well
as
reviewing
current
I've,
been
Child,
Protective,
Services
cases
to
identify
systems,
issues
and
offer
suggestions
for
solutions.

Since
I
came
to
you
last
August,
we've
reviewed
a
total
of
fifteen
fatalities
for
Beckham,
counting
seven
of
those
were
dt
prematurity.
Our
birth
defects,
one
was
for
SIDS
or
sudden
infant
death
syndrome
when
a
cause
of
death
could
not
be
determined.
One
with
suicide,
three
met
her
vehicle
accidents
and
two
due
to
illness,
specifically
cancer,
and
some
of
the
issues
that
we
identified
in
review.
You
mean
both
the
fatalities
and
cases
were
obviously
a
continued
need
for
education
for
parents
on
safe
sleeping
for
their
children,
co-sleeping
and
the
one
undetermined
case.

The
child
was
found
on
the
bed
on
a
pillow
facedown
and
so
that
that
still
a
cause
for
concern
I
brought
that
last
year
and
it
continues
to
be
an
issue.
The
SIDS
case,
the
child
was
also
found
and
propped
on
a
pillow.
So
I
think
that
is
an
ongoing
issue
for
our
community
and
a
new
issue
that
we've
really
spent
a
lot
of
time
on
this
year
is
the
issue
of
convicted
sex
offenders
in
our
community
and
their
release
orders
when
they
released
from
prison.

About
best
stops.
We
had
a
fatality
that
we
reviewed
around
a
young
child
that
was
hit
crossing
a
road
to
get
to
a
bus
stop
and
because
there
was
on
a
cross,
walk
there
and
ongoing
community
concerned
around
child
on
child
sexual
acting
out
where
children
are
actually
abusing
other
children
sexually
and
where
D
parents
and
caretakers
go
for
help.
With
that
situation.
Some
of
the
strategies
and
activities
that
the
team
is
used
to
address
these
and
other
issues.

We
sponsored
a
table
at
the
paws
for
kids
event
in
April
and
honor
of
child
abuse
prevention
month,
and
we
handed
out
positive
parenting,
information
and
information
on
how
to
make
a
child
protective
services.
Report
and
I
continue
to
sit
on
the
advisory
group
for
the
partnership
for
substance-free
students
in
vacuum.

had
a
presentation
from
Beckham
County
Schools
on
bullying
in
schools,
the
one
suicide
there
was
an
element
of
bullying
that
had
occurred
and,
of
course,
that's
been
in
the
national
media
as
well,
and
the
school
system
has
a
really
good
program
on
that
and
they
came
and
educated
our
team
about
that.
I
met
as
the
chair
with
officials
from
the
city
to
discuss
the
best
routes
and
the
issues
were
in
the
crosswalk
and
then
on.

is
upcoming.

Our
team
is
sponsoring
a
community
forum
on
child
on
child
sexual
abuse
and
acting
out
to
try
to
pull
together
a
community
response,
so
we
can
offer
more
referrals
and
resources
for
parents
and
caretakers
in
that
situation,

finally,
I
want
to

of

them

decisions

sound

in

wrong
direction,

strong
leadership
and

there

issue

are

access
issue

raised
the
questions
of
abilities,
of
how
trusting
and
how
effective
we
are
in
communicating
with

people.

real
challenge

responsibility

with

times

economically

backwards

really
establish
communication
with
the
people,
because,

you
look
across
the
state
and
I've
been
doing

homework

this,

seeing

food
assistance
demand
across
the
state.

health
service
directors
across

state,

seeing
issues
of
fracturing
socially.

much
difficulty
at

foundation
level

society

communities

having
discord

needed

economy

I
told
you
when
you
said
you
weren't,

property
until
eight
years,

I've

into
on
a
daily
basis
and
a
weekly
basis.

tax
office
is
running
the
mileage
on
the
cars
like
crazy
reevaluating
property
on
a
daily
basis.

something
they
used
to
do
as
much
as
they're
doing
it
right
now,
and
what
my
concern
is
is
the
property
valuation
tax
is
going
up
up
up
up
and
the
poor
people
like
the
doctor
is
talking
about.
We
are
living

poverty,

living
in
the
slums.
If
you
want
to
hear

words
it
makes
it
ring
and
I,
don't
believe
we're
getting
to

ears
of
the
commissioners
to
lower
the
tax
rate.

killing

community

bill
