much
admiration

the
quality
of
work
that
came
out
of
the
register
of
deeds.
While
you
were
there
the
quantity,
we
appreciate
the
revenue
you
generated
for
us

most

heart

public
service
and

and
on
a
personal
note,
thank

for
all
the

kindness

you've

good
thing
for
me

him

politics

buncombe
county,

good
things,

things

we
needed
to
be
doing,

he
encouraged
me
over
time
to
have
an
interest
in
buncombe,
county
politics
and

particular
in
being
a
commissioner.

looked
at
him
as
the
senior
political
person
in
this
county.

appreciated
his
direction.

appreciated
all

good
things

he
said

me

all
the
encouragement
that
he
gave
to
me.

him

his
office
whenever
I
wished
and
he
would
offer

seat

offered

day

commissioners

briefly
this
afternoon
april
is
public
health
month
and
we've
just
received
the
county
rankings
for
this
year,
so
the
county
health
ranking.
So
I
thought
it
was
a
good
opportunity
to
update
the
commissioners
on
where
we
are
in
the
county
and
the
work
that's
being
done
around
this.
I
think
one
of
the
things
just
to
remember
is
that
public
health
is
not
the
health
department.
K

If
you,
if
you
look
at
the
role
of
the
local
health
department,
you
there
there's
three
main
areas
where
we
focus
our
work.
One
is
an
assessment
and
I'll
be
talking
about
that
some
today,
so
it's
looking
at
our
community
and
providing
us
with
an
opportunity
to
prioritize
the
work
that
we
do
and
think
about
how
we
assure
that
everyone
in
our
community
has
an
opportunity
to
be
healthy.

So
it's
a
it's
a
broad
perspective
on
health
that
really
again
looks
at
prevention
and
how
we
assure
health
as
opposed
to
treating
illness.
Just
a
reminder:
2010
was
the
completion
of
our
community
health
assessment.
We
had
six
priority
areas.
There
were
over
700
individuals
in
our
community
that
were
engaged
in
that
process.

I
think
everyone
would
agree
that
if
our
children
are
going
to
have
healthy
lives
and
are
going
to
be
productive
in
our
communities,
they
have
to
have
a
good
start
and
if
they
don't
have
a
good
start
through
a
healthy
pregnancy,
they're
not
going
to
have
a
good
start.
It's
just
the
way
it
is
so
we
want
to
focus
more
on
women's
health.
We
have
issues
with
teen
pregnancy.
We
have
issues
with
unintended
pregnancies
and
we
have
issues
with
sexually
transmitted
diseases,
so
we'll
be
focusing
on
that
as
we
move
forward.

We
also
know
that
having
a
good,
solid
education
is,
is
critical
for
our
youth
and,
if
they're
not
healthy,
it's
difficult
for
them
to
learn.
What
we've
discovered
through
research
is
that
children
who
have
dental
issues,
don't
learn
well
in
school.
Children
who
have
asthma,
don't
learn
well
in
school,
so
making
sure
that
they
have
those
issues
treated
and
taken
care
of
so
that
they
can
be
productive
in
school
is
important,
also
making
sure
that
we
focus
on
working
with
our
families.

We
can
teach
our
children
all
day
long
in
school,
but
if
they
don't
have
the
option
of
implementing
those
things
that
they
learn,
whether
that's
being
active,
whether
that's
eating
well,
if
they
can't
do
that
at
home,
then
it
doesn't
matter
what
we
teach
them
in
school
and
the
other
areas
where
they're
exposed
to
that
information.
So
we
also
need
to
support
the
families
we
need
to.
We
need
them
to
be
in
a
position
to
provide
good
environments
for
their
children
to
grow,
and
so
that
became
one
of
our
focus
areas.

So
this
is
the
second
year
these
rankings
have
come
out
and
the
thing
that's
important
about
this
slide
is
they
looked
at
two
things:
they
looked
at
health
outcomes,
which
is
more
to
morbidity
and
mortality.
So
that's
how
well
we
live
and
how
long
we
live.
They
looked
at
that
those
particular
issues
and
they
looked
at
health
factors,
and
the
research
shows
that
there's
four
main
areas
of
health
factors
that
impact
the
health
of
a
community.

As
you
look
people
think
of
the
health
of
a
community
by
how
many
people
have
a
doctor,
only
20
percent
of
the
impact
comes
from
clinical
care,
30
percent
from
health
behaviors,
40
percent
from
social
and
economic
factors.
So
when
you
think
of
the
health
of
our
community,
you
also
have
to
think
about
the
education
of
the
community.
The
poverty
within
our
community
housing.
That's
available.
How
many
children
live
in
single-parent
homes.

Those
sort
of
sorts
of
issues
quite
often
are
just
as
important
in
looking
at
how
healthy
our
community
can
be
as
anything
else
that
we
look
at.
So
how
did
we
do
well?
Last
year
we
ranked
25th
out
of
100
counties
this
year
we
ranked
17th,
as
you
can
see
in
that
map.
I
just
you
can't
read
that
really
well,
but
the
lighter
counties
ranked
in
the
top
25
percent
and
the
darker
counties
in
the
bottom
25
percent.

As
you
can
see
in
the
western
part
of
the
state,
we
have
a
mixture
of
counties,
so
we
have
neighboring
counties
who
have
more
difficulty
than
we
have
some
of
that's
due
to
the
wealth
of
the
county
and
the
resources
that
are
available.
So
we
look
forward
to
working
within
our
region
to
bring
all
of
us
up.

But
if
you
look
at
the
specific
rankings
and
the
information
that
we
received
from
them
more
mortality
and
the
morbidity
areas,
we
ranked
15th
in
the
state,
so
we
did
okay
in
that
arena.
But
again
this
is
the
current
health
of
our
community,
so
15
around
mortality
35th
with
morbidity.
So
there's
there's
quite
a
few
people
in
our
community
who
are
not
living
as
well
as
they
could
work
for
us
to
do
and
you'll
see.
You
see
the
little
red
sad
faces.

This.
These
are
things
that
we
have
in
place
that
will
make
our
community
healthy,
so
we
rank
third
in
the
state
which
is
not
bad.
That's
actually
pretty
good.
But
if
you
look
again
at
the
faces,
the
majority
of
them
are
red,
which
means
nationally.
We
do
not
do
as
well
as
we
would
like
to
do,
and
part
of
that
relates
to
the
fact
that
although
we
rank
17th
in
north
carolina,
north
carolina
ranks
35th
in
the
country
out
of
50..
So
it's
all
sort
of
relative.
You
have
to
look
at
the
big
picture.

I
think
the
good
news
is
that
buncombe
county
has
continued
to
improve.
There
are
lots
of
partners
in
the
community
who
contribute
to
this
and
continue
to
stay
and
engaged
and
involved
with
us,
as
we
continue
to
try
to
improve
the
health
of
our
community,
and
I
think
that's
the
main
message
for
us.
We
have
made
strides.

We've
got
a
long
way
to
go,
and
it's
important
for
us
to
remember
that
that
it's
the
leaders
in
this
community
who
can
make
a
significant
difference
and
it's
the
community
as
a
whole
individuals,
can
contribute
to
their
own
health.
But
if
we're
not
healthy
as
a
community,
it
will
be
more
difficult
for
them
to
be
healthy.
So
we
appreciate
the
leadership
that
the
commissioners
provide
in
this
arena
and
look
forward
to
continue
working
with
you
through
the
years.

think
if
we
benchmark
ourselves
against
ourselves,
we're
probably
better

move
forward

the
areas

we
made
improvement
last
year
and
some
of
the
things
that
affected
the
data
it's
a
little
challenging
because
they
changed
some
of
the
measures
from
last
year.

add

overweight

the
obesity,
that's
about
50
of
our
population,
so
it
looks
like
we
did
better
in
here,
but
it's
not
as
good
as
we
would
hope
it
to
be
some
of
the
other
measures
that
they
changed,
helped

might
have
brought
us
up
some,
but
I
think
in
some
cases
they
brought
others
down
more.

county

it
easier

us
to
follow
over

that

approval

proposed
ordinance
change

as
far
as
consistency
with
the
land
use
plan.

might

that
in

future

we

raise
revenue,

let's
change
the
language
again
and
go
the
opposite

we

to
look

tower
business

time
ago

what
it
looks.

issue

there's
that
reason
is
for
that

what
the
damage
is
to
the
people
nearby,

is
this
a
real
necessity
or
just
curious.

we've
had
an
opportunity
since
the
year
2005
to
be
a
leader
in
the
state
to
try
to
to
build
the
foundation.
That
brings
this
resolution
forward
in
this
opportunity
to
us.
There's
a
power
point
if
judy
can
bring
it
up
very
briefly.

First
slide
is
just
again
a
reminder
when
we
talk
about
human
services
in
buncombe
county
from
this
board's
perspective,
that's
included
social
services,
the
department
of
health,
workforce
development
parks,
greenways
and
recreation.
Child
care
services
also
includes
the
county
dollars.
We
expand
in
mental
health
and
aging,
as
well
as
the
animal
welfare
component,
the
sheriff's
responsible
for
animal
enforcement,
but
we're
responsible
for
the
management
of
the
actual
shelter
in
that
contract.

There
are
two
bills
that
are
currently
have
been
introduced.
These
are
two
very
positive
bills,
both
in
the
senate
and
the
house,
and
what
they
basically
do
is
give
local
counties
some
flexibility
about
how
they
design
the
governance
of
their
human
services,
as
I
want
to
show
on
the
next
slide,
because
I
think
this
is
really
relevant.

Human
services
is
a
single
largest
component
of
your
budget,
yet
you're
provided
under
the
law
very
little
flexibility
about
how
you
administer
those
dollars
for
those
programs
for
the
staff
who
deliver
those
services
in
your
community
and
that's
what
this
legislation
speaks
to.
If
judy
will
flip
to
the
next
slide.

think
this
is
a
really
relevant
point
I
want
to
make
tonight,
because,
while
we
are
the
single
largest
component
of
the
county
budget
at
35.1
million
dollars,
county
funding
is
a
very
small
portion
of
the
dollars.

at
it
across
the
specific
departments
and
again

just
includes
those
county
mental
health
dollars
that
we're
responsible
for
expanding,

our
animal
services
contract
for
the
shelter
and
our
aging
services.

interesting
things
in
the
current
economic
downturn
that
the
congressional
budget
office
has
done
is
they've
taken
federally
mandated
programs,
and
I
know,
as
the
economy
tightens
and
we've
been
challenged
across

nation.
More
and
more
people
have
had
to
rely
on
some
of
these
assistance
programs.
I
know
they
can
be
controversial.

think
that's
an
important
slide,
because
part
of
what
I
want
to
talk
about
tonight
is
the
scope
and
breadth
of
your
human
services
departments
and
the
responsibilities
counties
bayer
with
very
little
control,
and
I
think
the
two
bills
that
have
been
introduced
to
ford
county
some
additional
control.
If
you
don't
mind
judy
skipping
to
the
next
slide,
this
shows
you
the
history
of
this
issue
with
buncombe
county,
and
I
would
note
that
that
any
partisan
issues
have
never
been
relevant
to
this
discussion.

As
early
as
1992,
this
board
passed
a
resolution
or
the
board
of
commissioners
at
that
time.
Supporting
that
we
needed
a
simpler
way
to
administer
these
programs.
We
needed
more
local
control
and
more
ability
to
operate
in
a
more
efficient
way
passed
a
similar
resolution
in
2006
2007,
and
I
bring
to
you
again
tonight
a
resolution
in
2011
again
just
asking
for
counties
to
have
the
option
to
have
additional
control
about
how
they
administer
these
programs.

What
we've
seen
happen,
as
a
result
of
that
is,
we
have
built
very,
very
strong
private
public
partnerships
and
the
sport
is
given
very
strong
direction,
as
has
the
county
manager
that,
in
building
those
partnerships,
we
help
keep
the
community
safety
net
as
a
whole.
Strong
we've
also
always
entered
into
a
public-private
partnership
from
the
perspective
that
it
either
has
to
improve
the
quality
of
the
service.

Basically-
and
this
is
the
last
slide
north
carolina
county
commissioners
association-
has
adopted
this
issue
as
one
of
their
legislative
priorities
and
they
identify
the
following
benefits
to
this
change,
which
would
allow
much
greater
flexibility
on
a
local
level.
You
would
have
boards
of
social
services
and
health,
or
your
human
service
board
would
be
a
hundred
percent
appointed
by
your
local
commissioners.
Right
now,
the
governor
appoints
part
of
those
members
to
the
boards.
It
also
requires
consumer
representation
and
we
think
that's
a
critical
component
of
a
human
service
board.

It
increases
local
control
and
it
lets
the
100
counties
in
north
carolina.
If
they
choose
to
do
so-
and
this
is
not
a
mandate,
this
allows
for
flexibility
if
they
choose
to
do
so,
it
lets
them
design
how
they
deliver
human
services,
unique
to
their
own
individual
communities
and
that's
what
the
legislation
speaks
to
and
what
I'm
asking
you
to
support
tonight.

the
kind
of
class
response
that

would
like
to
have

view
of
the
peg
channel
issues
here
in
buncombe
county
to
update
you
on
your
funding
levels
and
some
legislative
changes
that
have
occurred.
Since
I
was
last
here
in
june
of
last
year,
I'm
not
here
to
discuss
the
merits
of
urtv.
That's
that's
not
my
my
job
here
or
just
the
funding.

As
we've
discussed
discussed
in
the
past,
there
are
two
stages
of
peg
funding
sources
from
the
department,
north
carolina
department
of
revenue
and
a
third
that
traditionally
has
come
from
charter.
AA
AA
Any
city
in
buncombe
county
could
certify
ur
tv
it
is,
it
has
fallen
to
buncombe
county
to
do
no
two
cities
or
the
county
can
can
certify
the
same
channel
that
occurred
early
on
and
what
happened
was
they
got
half
funding,
but
at
the
end
of
the
day,
everybody
got
their
full
amount.

So
you
guys
have
been
certifying
urtv.
Those
monies
that
come
in
from
the
supplemental
peg
funds
that
are
distributed
by
the
north
carolina
department
of
revenue
must
be
equally
divided
between
the
two
certified
channels.
You
don't
have
a
choice
in
how
that
money
is
divvied
up.
It
has
to
be
divided
evenly
between
buncombe
county
tv,
and
you
are
tv.

We've
heard
this
this
story
before
money
going
to
raleigh
and
somehow
getting
back
here
the
right
way
well
in
order
for
raleigh
to
know
how
much
money
to
send
you
back
or
they
hope
to
send
you
back,
you
had
to
fill
out
a
form
and
it
was
a
peg
certification
form
and
what
you
said
was
during
the
first
six
months
of
that
fiscal
y
year
we
received
x
number
of
dollars
in
franchise
fee
and
x
number
of
dollars
in
peg
support,
and
that's
money
that
you
had
been
funneling
from
charter
to
to
ur
tv
or
to
the
peg
channels,
I'm
sorry
to
the
various
peg
channels.

For
those
six
months,
that
amount
was
around
thirty
eight
thousand
dollars
a
little
less
than
that,
so
to
get
a
year
yearly
amount.
You
had
to
double
it
for
12
months
and
it's
about
75
000.
AA
The
state
then
said
set
up
that
as
a
ratio
as
a
percentage
of
what
your
total
franchise
fees
were.
Well,
that
percentage
was
5.79,
and
that
meant
that
going
forward,
not
for
anything
in
retros
retrospect,
but
going
forward,
the
county
had
to
fund
peg
channel
operations
at
5.79
percent
of
the
fees
that
you
received
from
the
department
of
revenue.

They
didn't
tell
you
who
to
give
it
to.
They
didn't
tell
you
when
to
give
it
to
them
or
how
to
give
it
to
them.
They
said
they
have
to
go
to
support
peg
channel
operations,
and
that
included
your
public,
your
educational
and
your
government
access
channel
it
could
be
equally
distributed.
It
could
be
given
all
to
one.
It
could
be
given
to
two
of
the
three
that
was
totally
up
to
you.

I
don't
know
how
many,
but
as
soon
as
they
offered
service
to
a
resident
in
buncombe,
county
charter
could
apply
to
the
secretary
of
state
terminate
their
franchise
agreement
and
and
with
it,
went
all
of
the
franchise
fees
that
you
used
to
collect.
The
state
began
collecting
those
and
they
use
it.
They
collect
it
as
a
sales
tax,
the
video
sales
tax
that
you
get
some
back
from
them.

I
failed
to
mention
that
the
currently
the
county
uses
the
5.79
that
you
receive
from
the
state
to
offset
expenses
that
you
incur
from
buncombe
county
tv
from
from
the
school
channel.
That's
out
there
and
and
you've
you've
done
that,
because
in
the
past
the
public
access
dollars
were
more
heavily
weighted
towards.
You
are
tv,
I'll
I'll,
lay
out
those
dollars
in
just
a
moment,
but
back
in
2002
when
we
negotiated
the
new
franchise,
it
was
supposed
to
last
till
2014..
AA
It
didn't,
but
the
terms
of
that
agreement
fortunately
withstood
this
termination
of
their
franchise
agreement.
Charter
was
to
fund
with
a
grant
peg
operations
in
the
county,
peg,
meaning
public,
educational
and
government
three
channels
they
had
to
make
an
upfront
grant,
and
then
they
continued
with
a
per
customer
stipend
that
that
was
passed
through
to
the
customers
and,
just
as
a
note
charter
has
lost
subscribers
in
buncombe
county
they've
lost
subscribers
nationwide.

Until
the
present
the
county
has
collected
over
1.1
million
dollars
from
charter.
That
was
to
be
used
for
all
three
channels
and
you've.
Given
you
rtv
the
bulk
of
those
dollars.
Urtv
has
received
nearly
775
000
of
those
monies
that
were
collected
from
charter
asheville
city
schools
and
buncombe
county
government.
Each
received
a
little
less
than
a
quarter
of
a
million
dollars.

You
are,
as
a
percentage
urtv
received
about
70
percent,
a
little
better
than
70
of
all
the
funds
that
were
collected
from
charter.

AA
While
the
franchise
was
in
force,
public
access
had
an
opportunity
to
generate
greater
revenues
by
having
a
greater
percentage
of
programming
created
locally
and
the
public
access
commission
had
a
seat
at
the
table
during
the
negotiations,
and
they
they
helped
us
benchmark
the
the
hours
that
they
believed
that
they
could
produce,
and
we
wrote
that
into
the
contract
for
additional
funding.
Unfortunately,
those
additional
hours
never
never
got
produced,
and
so
hence
I
guess
about
a
half.

A
million
dollars
was
left
on
the
table
that
the
charter
was
never
required
to
to
pay
to
the
county.
Urtv
could
have
received
additional
funding
from
other
municipalities
in
the
in
the
county.
I
did
not
do
that
research,
but
best
I
can
tell
I
don't
believe
additional
funds
of
any
substance
were
made
from
any
of
the
other
municipalities.

It
was
mentioned
that
the
county
has
received
millions
of
dollars
in
franchise
fees
that
should
have
been
distributed
to
you,
our
tv,
that's
that's
an
incorrect
assessment
of
of
what's
been
collected
and
what
should
have
flown
flown
out
the
door
franchise
fees
have
been
collected
by
this
county
since
the
60s
you've
always
collected
a
percentage
of
the
franchi
of
the
grocery
seats
of
the
cable
operator
that
was
operating
here
back
when
miss
toms
owned
the
cable
system.
Here
they
paid
the
county
three
percent
of
their
revenues.

When
charter
came
into
play,
we
moved
them
to
five
percent
of
their
revenues.
Those
dollars
up
until
2002
all
of
those
dollars
went
into
the
general
fund.

They
they
went
right
into
the
general
fund
and
to
be
used
for
the
operation
of
county
business
in
2002
that
changed
and
we
instituted
some
additional
funding
for
for
the
for
the
peg
channels.
The
number
that
was
mentioned,
I
believe,
once
at
least
once
I
reviewed
all
of
the
comments.
At
least
once
was
30
million
dollars.

The
county
may
have
collected
30
million
dollars
in
all
of
the
years
that
you've
been
regulating
cable
tv,
donna.
You
and
I
could
probably
do
a
little
digging
on
that,
but
I
don't
think
you've
managed
to
get
to
30
million
dollars
since
the
1960s
or
even
before
then,
when,
when
cable
first
came
out
annually,
you
receive
about
1.2
million
dollars.

Today
in
2002
it
was
700
000,
so
it
it
has
gone
up
in
recent
years,
but
remember
prior
to
2002,
your
percentage
was
three
percent
and
it
was
only
on
basic
tv,
which
was
a
15
charge,
as
charter
has
added
services
that
fee,
that
percentage
was
applied
to
the
additional
services,
and
then
we
took
it
to
5
in
2002..

The
state
collects
it
and,
as
I
told
you
a
little
earlier
that
formula
about
how
they
determined
how
much
you
get
back,
they
redistribute
that
to
us
quarterly
through
the
through
the
video
sales
tax,
just
as
they
distribute
just
as
other
sales.
Taxes
are
distributed.

That
said,
there's
a
lot
going
on
in
raleigh
these
days
and
you
can't
bank
on
anything
until
they're
done
and
come
home.
But
if
that
legislation
survives,
then
the
urtv
distribution
under
the
supplemental
peg
fund
would
be
about
34
thousand
dollars
annually
up
up
from
about
17
18
000
right
now
by
law.
These
funds
must
be
distributed
to
the
certified
peg
channels,
and
if
it's
8
500,
then
it's
I
mean
if
it's
34
000
it's
34
000..

It
is
what
it
is
when
we,
when
we
get
it
now
recapping
since
charter
no
longer
passes
through
a
peg
peg
fee
to
our
subscribers
and
we've
verified
that
we've
looked
at
bills,
we've
called
charter.
They
said
they
no
longer
are
doing
that
that
ran
out
sometime
third
quarter
third
calendar
quarter
last
year.

The
supplemental
peg
fund
will
be
the
sole
source
of
funds
for
urtv.
At
this
point
now,
in
preparation
for
the
meeting,
y'all
asked
me
to
re
review.
The
urtv
proposed
budget
for
2012..

budget
is
for
around
297
000
and
based
on
the
review
that
I,
what
I
saw
was
about
33
percent
33
000
of
that
or
11
percent
is
coming
from
internally
generated
dollars
and
the
balance
which
is
around
262
000
dollars,
is
being
requested
from
the
city
of
asheville
and
buncombe
county
split
down
the
middle
or
about
130
000
each,
and
that
may
have
changed.
They
may
have
fine-tuned
their
budget
a
little
this.

This
may
be
some
dated
dated
numbers,
but
I
don't
think
it's
changed
a
whole
lot
now
and
when
we
were
here
in
june
of
last
year,
commissioner
gant
asked
me
to
meet
with
urtv
and
sit
down
and
try
to
come
up
with
some
other
types
of
funding
sources
and-
and
I
had
a
very
productive
meeting
with
with
their
board.
We
met
for
several
hours
and
we
discussed
a
number
of
ways
that
urtv
might
increase
their
revenues
working
with
the
tourism
authority
working
with
the
chamber
of
commerce.

I
don't
know
if,
if
any
of
the
initiatives
that
we
discussed
have
been
instituted
or
instituted.
Yet
when
I
look
at
the
the
budget
of
internally
generated
revenues
this
year
over
the
last
four
years,
it
doesn't
seem
to
have
a
an
emphasis
on
that,
but
there
again
I
haven't,
haven't
met
with
them
since
last
july,
going
forward,
we
should
re.
We
should
expect
to
receive
about
68
dollars
from
north
carolina
department
of
revenue.

I
also
recommend
that,
as
the
county,
this
particular
funding
in
order
to
generate
this
funding
between
there
needs
to
be
an
agreement,
some
agreement
between
the
county
and
urtv.
We
had
a
management
agreement
and
I
believe
that
may
have
expired.
We
might
want
to
revisit

ours
is
going
down
and
we're
going.
Why,
and
I
think
the
problem
is
we
have
this
hang
up
on
the
supplemental
fees.

the
standpoint

funding
us,

we
can
keep
moving
on
and
be

progressive

expanding

community

citizens

be
getting
involved

wish
everybody

person

there
and

looked

these
mountains

voice

heard

not

of
a

but

there
is
one
thing
that
should

overlooked

exist
also
out
of
an
ethical
principle,
ethical

cannot
be
overlooked,
because

principle
itself

that

tv

not
only

people

financial
times
and
the
announcement
made
on
friday
that
the
western
north
carolina
community
media
center
will
close
its
doors
april
30th
unless
funding
is
immediately
forthcoming.

opportune
time

you

make
a
thorough
review
of
pig
channel
operations
and
funding
in
asheville
and
buncombe
county,
with
the
very
real
possibility
that
the
current
contractor
will
close
their
doors
three
weeks
from
saturday.

crucial.
The
work
begin
immediately
for
an
orderly
transition
which
allows
programs
to
continue
to
appear
on
public
access
channel
20.

Therefore,
I
ask
that
at
your
next
commissioner's
meeting,
you
approve
the
creation
of
a
joint
peg
channel
review
task
force
with
the
city
of
asheville
and
that
peg
channel
task
force
could
be
with
six
members
under
the
joint
direction

commissioners
in
the
city
of
asheville.

one
commissioner

one
county
staff
person,
one
asheville
city,
council,
member,
one
asheville

staff,

and
also

members

the

equipment
than
ur
tv,

as
only
one
editing
station
and

field
gear.

noticeably
less
than

produces,

noticeably
less

program
schedules
on

look
at
it,

see
how
every
day
it
has
at
least
six
hours
of
no

live

turn
