great
privilege

a
great
life
here
in
this
asheville
community.

family

moved
nine
times
in
ten
years.
Fortunately,
thanks
to
the

support

buncombe
county,

coffee
family

able
to
raise
the
first
wall
on
their
new
habitat
home
last
friday
to

comment

sweat
equity.
All
of
our
habitat
homeowners
invest
more
than
a
hundred
hours
of
time,
away
from
work
and
away
from
family
to
build
their
homes
and
to
be
a
part
of
this
community,
so
that
I
think
sweat
equity
is
a
valuable
thing
that
we
we
see
in
our
program.

habitat
works,
they're
excited
to
put
down
roots
and
raise
their
three
daughters
in
a
diverse
and
thriving
community.

we
need
to
find
a
solution
for
the
other

neighbors
here
in
buncombe
county.

county
leadership
on
housing.

the
recent
months,
they've
invested
at
36
percent
of
the
cobit
recovery
funds
toward
housing.
You
have
committed
to
build
and
improve
3
000
homes
by
the
year
2030.
you're,
bringing
county
land
to
the
inventory
table
with
visionary
development
like
on
ferry
road.
The
40
million
in
housing
bonds
will
be
presented.
Tonight
is
a
great
way
to
finance
these
improvements
and
bring
this
important
initiative
to
our
community.

bring

bond
question
to
the
voters

november,

friends
at
habitat
and
I
are
excited

housing
supporters

pass

bond
referendum.

commissioners

the
planning
department

Why
meet

frustrated
constituents
when
you
have
it

good
authority?

a

some
creative
solutions
will
emerge
at
the
commissioner's
briefing
on
code
compliance
issues,
march,

brandon,
freeman

the
legal
department
had
this
to
say
he
said:
we've
had

lot

success

creative
solutions
working
with
people
meeting
them
where
they
are
and
finding
a
solution
everyone
can
live
with.
We
do
try
to
work
with
folks,

we're

us

county

comprehensive
planning
process

can
learn

the

can't
fix

the

just
caveat
by
saying
we
have.
We
now
serve
more
destinations
also

greenville
spartanburg
down
the
road,
so
we
continue

grow
some
of
the
newer
cities.
I
won't
necessarily
routes
because
we
have
multiple
airlines
serving
multiple
routes,
but
some
of
the
new
cities
that
we
we
served
last
year
was
washington,
national
airport,
key
west
florida,
destin
florida,
las
vegas
and
minneapolis
to
name
a
few.

a
passenger
perspective,
we
had
1
million

thousand

passengers
serve
the
airport
that
was
up
102
percent
over
the
previous
year.
Obviously,
our
numbers
are
coming
back
from
covet
from
a
seat
perspective,
we
had
991

aircraft
seats
available,
which
is
up
58.7
percent,
just
as
a
comparison
back
to
2019.

We
worked
on
our
new
terminal
design
and
we
also
worked
on
the
new
tower
new
faa
control
tower
design.
Both
of
those
are
almost
coming
to
completion
on
the
design
phase
from
a
community
standpoint,
we're
able,
after
eight
years,

back
the
runway
5k.
We
had
over
a
thousand
plus
runners
on
the
airfield,
and
I
don't.
I
guess
we
shouldn't
really
call
the
runway
5k,
because
it's
now
on
the
airfield,
but
it
was
the
temporary
runway.

While
we
were
going
through
our
runway
rehabilitation,
which
actually
provided
a
greater
opportunity
because
you're
running
alongside
an
active
runway,
so
airplanes
were
taking
off
and
landing.
While
our
runners
were
on
the
taxiway
kind
of
a
neat
perspective
to
it,
we
had
we
raised
over
fifteen
thousand
dollars.

brought
back
after
covered,
we
brought
back
local
art
and
we
brought
back
musicians
into
the
terminal
building
and
they
were
highly
recognized
and
wanted
back,

then
we

started
a
new
program
called
avl
welcome
crew.

test
program

people
on
the
autism
spectrum
to
come
in
and
welcome
our
travelers
we're
seeing
how
it
works
so
far,
we've

very

reviews
and
comments
from
our
traveling
public
and
we're

to
expand
that

disadvantaged

underserved

overview

the
application
and

begin
by
addressing
the
reason
that
it's
time
sensitive,
which
is
that
a
notification
within
this
first
week
of
may
would
enable
this
project,
if
funded
to
begin

early
as
july
1.,
and
that
timeline
of
a
summer
start
date
is
really
critical
to
being
able
to
put
these
resources
in
place
and
in
motion
in
our
community
in
advance
of
the
in
many
ways,
the
sort
of
start
of
the
really
active
enrollment
period
in
august
and
september
each
year
for
our
pre-k
programs.

This
proposal
is
for
3.2
million
dollars,
plus
a
bit
more
to
fund
a
two-year
pilot
project
that
will
really
have
a
game-changing
impact
in
buncombe
county's
ability
to
expand
access
to
quality
pre-k
to
more
children
and
working
families,
and
to
do
that
by
ex
by
strengthening
infrastructure
around
our
nc
pre-k
programs.

This
comes
through
a
process
of
about
18
months
of
very
diligent,
hard
work
that
began
with
discussions
at
this
commission
level
around
how,
as
part
of
our
ongoing
commitments
around
early
child
education
and
particularly
equity.
In
those
issues,
we
could
really
accelerate
efforts
around
expanding
access
to
pre-k.

Our
early
childhood
committee
did
a
tremendous
job
through
the
work
of
an
ad
hoc
committee
on
diving
in
on
specific
recommendations
related
to
specifically
expanding
nc
pre-k
access
and
then
bunk
on
partnership
for
children
was
contracted
with
to
develop
a
very
in-depth
report
which
is
available
on
the
county's
website
detailing
specific
strategies.
We
can
use
in
buncombe
county
to
strengthen
the
infrastructure
of
nc
pre-k
and
prepare
our
systems
for
the
kind
of
serious
expansion
that
we
are.
I
think
such
firm
believers
in
as
we
move
forward
within
this
pilot.

What
they
do,
which
is
so
notable,
is
respond
directly
to
the
challenges
that
for
years
and
in
some
cases,
decades,
providers
and
families
in
our
community
have
been
trying
so
hard
to
navigate,
but
that
have
really
proved
intractable
in
some
areas,
and
this
two-year
pilot
takes
very
precisely
targeted
interventions
to
address
these
barriers.
Everything
from
ensuring
that
teachers
are
being
paid
with
the
dignity
that
they
deserve,
and
so
they
can
actually
stay
in
positions,
and
we
can
have
licensed
teachers
that
are
required
and
say
pre-k
classrooms
to
helping
to
offset
the
chronic
underfunding.

That's
a
result
of
the
some
state-level
funding
that
is
not
adequate
to
what
we
know.
Actual
costs
are
to
working
directly
with
families
to
solve
some
of
the
challenges
that
can
persist
around
transportation
issues.

I
am
very
excited
to
share
that
this
proposal
has
been
endorsed
unanimously
by
the
county's
early
childhood
committee,
which
has
also
endorsed
the
full
funding
of
this
project
and
to
just
take
a
moment
to
note
that
this
project
builds
upon
what
we
have
done
with
now.
Three
years.
Almost
four
years
of
grant
making
through
our
early
child
education
development
fund,
we
have
been
doing
targeted
work
around
pre-k
expansion
through
that
fund.
We've
also
been
doing
a
lot
of
upstream
work.

All
of
that
will
continue,
and
then
this
builds
sort
of
the
next
essentially
story
of
the
building
that
we're
creating
together
and
really
would
allow
our
community
to
take
bold
and
important
and
necessary
steps
in
strengthening
the
infrastructure
and
systems
around
nc
pre-k
and
ensuring
that
more
and
more
families
can
access
us
with
a
goal
of
ultimately
reaching
the
75
percent
mark
or
even
higher,
potentially,
but
certainly
at
least
the
75
percent
mark
that
has
been
set
as
a
statewide
goal.
So
that's
a
lot
of
technical
details.

this
means
really
in
the
lives
of
people
in
buncombe
county
is
that
we
have
a
chance
to
take
a
bold
step
towards
better
serving
more
children
and
ensuring
that
more
kids
in
our
community
have
access
to
the
quality,
education
and
care
and
learning
that
happens
in
pre-k,
and
particularly
that
we're
doing
that.

seriously
invest
in
it
and
I'm
so
proud
that
we
have
a
commission
that
has
taken
this
up

such
a
high
level
priority
recognizing
not
just
a
benefit
to
children,

also
that
this

a
necessity

working
families

a
driver
in
how
we
approach
economic

us

we've

it

steps
and
we've
done

now

think

the
next
step,
because
what
we're
doing
now
is
starting
the
foundation.

know
it's
great.
What
we've
done
in
giving
out
the
incentive
to
start
open
the
new
classrooms,
but
if
we're
going
to
have
true
universal
pre-k,
we've
got
to
have
the
foundation
in
place.

But
in
doing
that,
though,
it's
critical
that
we
have
and
timing
is
perfect
with
the
one-time
funds,
and
this
is
something
that
I
think
we
can
use
the
one-time
money
for
that's
going
to
help
the
community
and
more
than
that,
help
our
children,
because
folks,
I've
spent
24
years
16
years
on
two
different
university
boards
and
eight
years
on
the
asheville
city,
school
board
and
I've
seen
that
it
all
starts
in
that
first
2
000
days
of
life.
I've
seen
that
with
my
grandboys
and
especially
with
my
youngest
who's
16.

Now
I
saw
what
happened
when
my
wife
retired
a
few
months
after
he
was
born
and
she
had
him
at
home
until
he
was
ready
to
go
to
kindergarten,
and
when
I
picked
him
up
the
first
day
from
kindergarten,
it
was
a
blessing
for
me
to
do
it.
Mom
and
dad's
mom
and
dad
would
work,
but
it
was
the
most
frustrating
drive.
I've
had
from
vance
school
to
where
we
live,
and
the
reason
for
that
adrian
had
had
his
grandmom,
who
had
him
ready
colors.

All
of
that
he
was
ready,
but
he
was
telling
me
about
kids
in
his
class
who
couldn't
answer
to
their
name.
Only
a
nickname,
they
didn't
know
their
colors,
they
didn't
know
their
alphabet,
they
couldn't
spell
cat
a
dog,
and
that
made
that's
when
I
really
realized
that
what
I'd
been
reading
it
really
hit
me
over
the
head
first
hand
is
that
I
thought
about
his
kindergarten
teaching
and
what
she's
trying
to
do
of
the
kids
that
she's
trying
to
mold
and
prepare
for
education,
but
some
they
showed
up
at
kindergarten.

So
with
that,
I'm
like
robert
jasmine
and
the
other
commissioners,
we
are
100
behind
it,
and
this
is
a
must
for
us,
for
our
kids
and
for
the
future
of
buncombe
county.

pieces

excited

paying

teachers

parity

k-12

tech
who

in
the
early
childhood
program,
early
childhood
teachers
across
buncombe
county.

one
thing
that
I
continue
to
hear
is
they
just
want
to
be
paid
like
a
k-12
teacher
and
respected
like
a
k-12
teacher,
and
that
really
has
taken
me
aback,
because
we
know
that
our
k-12
teachers
are
not
paid
what
they
should
be
paid
and
they
are
often
not
treated
with
the
dignity
and
respect
that
they
deserve.
And
if
our
early
childhood
teachers
are
feeling
that
it
is
a
really
serious
issue
that
we
need
to
address,
and
I'm
really
proud
that
buncombe
county
commission
is
looking
particularly
at
that
issue.

there
are
three
potential
pathways
as
we
think
about
longer
term
funding.
The
first,
of
course,
is
we
want
this
pilot
to
do
the
work
of
a
pilot
which
is
helping
us
really
learn
which
of
these
strategies
are
working.

they're
working
at
the
end
of
this
period,
we'll
have
the
opportunity
at
the
commission
level
and
at
the
community
and
committee
level,
to
really
dig
into
that
and
figure
out
next
steps,
but
in
terms
of,
let's
suppose,
for
a
moment
that
these
strategies
are
really
all
work
in
impactful
ways,
and
we
want
to
continue
this
one
way
to
pursue.
That
would
be
through
leveraging
other
resources
philanthropic
dollars,
support
from
the
corporate
community.

may
also
see
movement
at
either
the
state
and
or
federal
level
discussions
around
universal
pre-k
at
the
federal
level
and
increased
support
for
early
childhood
and
pre-k
at
the
state
level
continue
to
be
very
fluid
and
dynamic.

there

be
opportunities
on
that
regard,
and
this
is
certainly
a
climate
in
which
we
see
both
foundations
and
some
members
of
the
business
community
really
embracing
these
as
priorities.

two
percent
growth
rate
baked
in
meaning

two
years
time.
It'll
be
close
to
about
four
million,
and
the
committee
will
continue
to
make
recommendations
will

a
decision
made
that
it
makes
sense
to
orient
some
portion
or
a
significant
amount
of
those
resources
towards

pre-k
work.

apartments
in
west
asheville
on
the
existing
housing
authority
properties,
the
affordable
housing
subcommittee
is
making
a
recommendation
for
an
arpa
grant
to
the
project.

compelling
projects

going

affordable

equity

buncombe
county.
The

review
project
is
the
total
project
project
is
expected
to
be
in
the
16
over
16
million
investment
in
affordable
housing
and
over
seven
million
dollars
of
the
cost
to
develop.
That
project
will
be
leveraged
through
tax
credit
equity
to
buncombe
county.

lakeshore
project
is
expected
to
be
a
total
investment
of
around
25
million
dollars
in
affordable
housing
in
the
community,
leveraging
almost
10
million
dollars
of
affordable
housing
tax
equity
to
buncombe
county.
So,
while
these
are
significant
investments
from
buncombe
county
taxpayers
to
support
the
projects,
they're
leveraging,
you
know
leveraging
a
very
significant
amount
of
additional
resources
to

community
between
the
two

obligation,
debt
and
resolution

certain
statements
of
facts.
So
it
sounds

the
board
has
given
direction
to
move
forward
with
pursuing
the
geo
general
obligation
bonds,
which
requires
a
referendum,
and
in
doing
so,
we
have
a
lot
of
different
steps
that
we
need
to
go
through.

key
dates
that
we
have
to
to
meet,
which
I
will
share
with
you.

we
need
the
board

adopt
a

directing

of

of
intent

resolution
making
certain
findings
of
fact.

three

we

will

us

forward

the

It
is
relatively
short:
it's
just
cleaning
up
a
small
portion
of
the
county's
ordinance
related
to
farmland,
preservation
on
july
22nd,
2021,
the
state
enacted
session
law
2178,
which,
among
other
things,
refined
the
requirements
to
be
certified
as
a
qualified
farmland
and
clarified
that
the
required
proximity
buffer
from
a
voluntary
agricultural
district
wherein.

don't
think
it's
elevated
volunteer,
commissioner
wells
enhanced
falling
voluntary
agricultural,
dick
district
is
half
a
mile,
so
you
can
tell
by
the
way
I
talked
through
this.
I
am
not
an
expert
on
this.
There
are
some
subject
matter:
experts
in
the
county
who
can
speak
to
this
more
eloquently,
but
I
assure
you
that
this
does
bring
our
ordinance
into
compliance
with
the
requirements
of
this
new
session
law.

really
just
an
adjustment
to
the
definition

this

he
was
unable
to
be
present
with

The
first
amendment
budget
amendment
before
you
is
related
to
our
occupancy
tax
special
revenue
fund.

So
that's
the
first
budget
amendment
request
paired
together
on
the
same
request
for
board
action
includes
a
request
to
add
1.5
million
dollars
to
our
special
taxing
districts
fund,
in
order
to
ensure
that
we
have
sufficient
budget
to
provide
the
sales
tax
revenue
distribution
to
the
fire
districts
again.
That
is
related
to
projections
that
are
exceeding
our
original
budgets.

Go
ahead,
I
know
that's
the
case
that
we're
not
discussing
policy
today,
but
it
does
seem
like
a
opportune
moment
to
discuss
policy
related
to
occupancy
tax.
So
I
just
want
to
kind
of
take
a
moment
to
say
that
I
continue
to
feel
that
what
we
need
is
restructured
legislation
around
how
the
occupancy
tax
is
allocated.
Buncombe
county
is
an
outlier
within
the
state
in
terms
of
the
extent
to
which
funds
for
local
projects
are
allocated,
and
there
is
by
all
accounts
legislation
that
is
pending.

That
has
strong
support
not
just
from
every
key
stakeholder
on
this
issue,
but
on
a
bipartisan
political
basis
that
has
been
stalled
out
at
the
legislature
for
many
many
months
now,
and
you
know
it
just
seems
like
an
opportune
moment
to
draw
attention
to
that,
and
just
in
my
capacity
as
one
commissioner
advocate
for
the
passage
of
that
legislation
and-
and
you
know,
I
think
our
we
have
many
many
partners
across
the
community
who
share
that
perspective
and
who
know
the
kind
of
impact
it
could
have
if
we
were
restructuring,
how
the
funds
were
allocated
and
had
that
much
more,
that
much
more
ability
to
respond
to
very,
very
urgent
issues
in
our
community,
not
least
among
them.

housing
needs.
Certainly,
so
I
did
just
want
to
take
a
moment
to
address
that
before
we
move
forward
with
sort
of
the
the
formality
of
of
to
your
point,
passing
ordinance
to
do
what
what
has
already
happened
or
what
we're
legally
bound
to
do
and,
under
these
circumstances,.

I
guess
I'll
just
throw
my
two
cents
in
and
just
advocate
that
or
argue
that
you
know
that
negotiated
position.
That's
been
debated
in
the
legislature
for
years
now,
it's
really
too
late
for
that.

In
my
mind,
we've
gone
beyond
that
point
to
where
we
can
expect
that
they're
still
negotiating
in
good
faith
with
us,
and
I
just
think
for
the
last
decade
we've
been
spending
millions
of
dollars
on
advertising
to
people
of
means
across
the
country
and
those
people
live
here
and
they
have
taken
a
lot
of
housing
stock
off
the
table
for
our
community
and
we
haven't
been
able
to
keep
up,
and
so
it's
it's
turned
our
housing
crisis
into
an
emergency,
and
so
I
think
it's
time
for
us
as
a
board
to
do
what
what
we
need
to
do.

cents
in
then
the
before
we
actually
go
back
to
the
thing
that
we're
voting
on,
but
it
is
hard
not
to
comment
on
the
larger,
related
public
policy
issues

mean
I'll
just

I
agree

I

current
distribution
of
these
taxpayer.
Dollars
is
outrageous
and
it
is
such
a
disservice
to
this
community,
and
so
one
of
the
main
reasons
you
know
I
support
the
idea
of
the
county.

Engaging
a
firm
to
represent
us
in
the
state
legislature
is
to
make
as
their
number
one
priority
is,
the
passage
of
legislation
to
reform
the
current
buncombe
county
hotel
occupancy
fee,
so
that
more
of
these
taxpayer
dollars
can
be
invested
in
true
community
needs
and
not
the
ever-growing
and
outrageous
amount
of
funding
that
is
spent
on
television
ads
and
other
advertising
for
for
the
tourism
industry.

completely
support
that
as
well
and-
and
hopefully
we
will
see
real
action
on
that
in
the
short
session
of
this
legislature
that
we're
is
about
to
open.

I
support
that
as
well.
I
just
want
to
throw
that
in
commissioner
wells.

fund

both
the
receipts
and
distribution
of
the
supplemental
tax.
That's
collected
for
asheville
city
schools,
in
addition
to
the
associated
sales
tax
revenue
on
behalf
of
asheville

schools

tax

their
collection
of
property
tax.
That's
what
is
all
encompassed
in
that
fund
for
distribution
back
out
to
those
entities.

budgeted

do
believe
that
the
projection
for
the

projected
shortfall
of
the
budget
estimate
is
associated
with
what
we
estimated
for
the
sales
tax
distribution
to
fire
