meeting
for
july
18,
2013
of
the
Buncombe
County
Commission,
to
order
this
is
a
special
meeting
that
has
been
adopted
to
have
been
called
to
adopt
the
2013-2014
budget
and,
as
such,
our
agenda
does
not
include
well,
actually,
we
go
through
Pledge
of
Allegiance
invocation,
ethics,
old
business
and
announcements,
since
it
is
a
special
meeting
we
do
not
have
public
comment.
Is

consensus
with
the
board
we've,
this
is
a
this
is
actually
our
fifth
meeting
on
the
budget.
I
found
we've
we've
definitely
talked
about
the
budget
and
we've
had
three
community
meetings
where
that
was
a
big
topic
of
the
of
the
community
meetings.
So
actually,
if
you
count
those
we've
had
seven
meetings,
let's
go
ahead
and
start
with.

make
decisions

wonderful
people
that
live
in
Buncombe
County.
We
are
so
blessed
to
live
in
such
a
beautiful
place
that
offer
so
much
for
all
of
us
help
us
to
remember
that
it's
our
job
to
provide
even
more
opportunities
for

wonderful
people
that
live
here.

spend

the

In
accordance
with
the
code
of
ethics
adopted
by
the
Commissioner,
it's
the
duty
of
every
Commissioner
to
avoid
actual
and
apparent
conflicts
of
interest
does
any
board
member
know
of
any
possible
conflict
of
interest
or
appearance
of
conflict
with
respect
to
the
budget
coming
before
the
board
today,
if
not,
we
will
proceed

busy

you

you
say

Well,
the
fifth
time
is
going
to
be
a
charm
for
us
today.
This
is
the
2014
budget,
even
though
we're
operating
on
an
interim
budget
right
now,
the
this
budget,
we're
asking
you
to
adopt,
will
be
effective
july,
the
first
and
run
through
june
35th
next
year.
Just
as
a
reminder,
it's
a
337
million-dollar
budget,
265
million
of
it
it's
in
the
general
fund.

When
you
look
at
our
core
services
of
Human,
Service,
public
safety,
education
and
then
the
things
that
were
mandated
are
contracted
to
do,
which
would
be
like
elections
and
tax
and
our
debt
service
you're.
Really
looking
at
ninety-four
percent
of
the
budget
being
committed
for
those
issues,
we
are
asking
you
to
set
a
56.9
cent
tax
rate.

This
ordinance
also
asked
establishes
the
Buncombe
County
culture
and
recreation
authority,
as
was
authorized
in
House
bill
for
18,
and
it
sets
that
tax
rate
at
3.5
cents
and
we
will
be
bringing
you
back
the
appropriate
documents
on
that
in
August,
because
there's
an
ordinance
it
has
to
pass
for
that
to
you
set
a
number
of
tax
rates
in
the
course
of
this
budget.
Oh
we'll
be
asking
you
to
set
the
actual
city
school
supplemental
tax
at
fifteen
cents,
which
is
the
same
as
last
as
last
year.

The
budget
also
includes
a
capital
plan
which
is
broken
out
between
the
Buncombe
County
government
and
the
Buncombe
County
culture
and
recreation
Authority
I
know
that's
not
much
information
but
I'm
happy
to
answer
any
questions
you
have

we
look
forward
to
any
directions
you
have
for
us.

put
before
the
board
because
of
a
lack
of
enthusiasm.
I
guess

the
best
way
to
describe
it,
including
the
sheriff
and
all
the
board.
Members
appear

like
to

remove
the
ten-million-dollar
indoor
range
and
and
it
in
an
effort
to
explore
other
options
that
would
be
suitable
and
provide
the
necessary
training
that
that
we
would
need
for
the
our
fine
members
of
their
Sheriff's
Department

by
Commissioner

a

by
Commissioner
Frost.
We
have
talked
about
this
quite
a
bit,
mostly
in
our
in
our
community
meetings.

there

discussion
about
the
shooting
range
and
our
desire
to
follow
the
recommendations
that
we
have
one,
but
to
take
this
particular
plan
for
10
million
dollars
of
the
indoor
range
of
our
community
are
off
our
capital
projects.

if
this
motion
passes
and
there
is
a
new
site
identified
in
the
near
future
and
an
outdoor
facility-
and
we
would
simply
bring
back
an
amendment
to
the
budget
to
add
that
specific
project
back
into
it,

think,
if
I
think
there's
agreement
that
if
we
find
a
good
site
at
a
reasonable
cost,
we'd
all
like
to
see
the
project
move
ahead.

the

that
this
particular
plan
for
ten
million

way

it,

sheriff
had
a
lack
of
enthusiasm
and

think
we,

we
do
recognize

need
to
have
the
shooting
range
and
are
open
for
other
options,
and
hopefully
they
will
present
themselves
sooner
than
later.

projects

just

the

on
the
