A
A
A
Good
afternoon
calling
to
order
the
meeting
of
the
Blount
County
Board
of
Elections
for
Tuesday
February,
28
2023,
thank
you
visitors
for
being
here.
I
hope.
You've
all
had
an
opportunity
to
sign
our
guest
register.
If
you
haven't
I
hope
you'll
do
so
before
the
end
of
the
meeting.
It's
our
official
record
of
attendance,
Mr
Whitney.
Do
we
have
anyone
participating
online
today,
all
right
virtual
participants?
Thank
you
for
tuning
in
just
a
reminder
that
we
stream
all
of
our
meetings.
A
You
don't
have
to
come
down
here
to
59
Woodfin
place
to
participate,
spread
the
word
because
the
more
the
merrier
alrighty,
let's
we've,
got
a
pretty
simple
agenda.
Today,
ladies
and
gentlemen,
I'm
happy
to
report
that
we
don't
have
an
election
for
months,
so
no
absentee
ballots
or
anything
like
that.
Today
we
will
start
off
with
the
review
of
the
minutes
of
our
last
meeting.
A
Did
everyone
have
a
chance
to
take
a
look
at
those
all
righty?
Thank
you,
Ms
Moore.
Did
you
get
responses
from
from
colleagues
and
stuff
people
give
you
feedback
excellent.
Thank
you.
Thank
you
for
letting
me
know.
B
A
Other
circumstances
I
will
move
approval
of
the
minutes
of
the
meeting
of
Tuesday
January
24th,
all
those
in
favor
of
the
motion,
please
say:
aye
aye,
all
those
opposed,
nay.
Thank
you.
The
motion
carries
five
zero
or
four
zero.
Did
you
vote?
Okay.
C
A
Carpenter
abstained
because
he
did
not
attend
that
meeting.
It's
really
good
to
have
you
here,
yeah.
B
D
A
We
encourage
attendance.
Thank
you.
Thank
you
all
right.
The
next
item
on
the
agenda
is
office.
Updates
director
Duncan,
what's
been
happening
down
here
at
the
office.
E
E
So
we've
got
a
lot
going
on
right
now.
Some
of
the
things
that
you
will
be
interested
in
is.
E
And
then,
if
that
project
does
get
supported,
the
Commissioners
will
need
to
formally
approve
it
by
resolution.
So
that's
how
that
process
will
go
through
the
normal
budget
process
get
approved
or
not
through
that
process
and
then,
if
it's
approved,
a
resolution
will
occur.
B
E
Are
actively
now
that
we
have
Morgan
and
Karen
with
us
we're
actively
developing
our
outreach
program?
We
already
met
with
Buncombe
County
schools
and
city
of
Asheville
schools
on
expanding
the
Student
Assistance
Program,
and
we
are
looking
for
the
network
for
the
private
schools
and
for
home
schools.
So
we
will
be
doing
a
lot
with
that
in
this
period
before
the
elections.
E
Another
thing
that
we
are
almost
complete
with
is
the
archive
project.
This
is
we
started
a
long
time
ago,
2017
long
time
ago,
and
this
is
where
we
are
scanning
the
old
minutes
and
abstracts
that
we
have
so
minutes
and
abstracts
are
something
that
gets
kept
indefinitely
and
so
we're
wanting
to
digitize
all
that.
A
E
Right
so
this
this
helps
helps
it
keeping.
E
Access,
it
is
a
and
right
now
we
want
easy
access
to
those
documents,
so
we
keep
them
in
elections
land,
but
once
they
are
accessible
online
we
can
put
them
in
the
permanent.
F
E
A
Record
those
dates
again
only
live
the
13th
through
the
15th
of
August,
where.
E
Interesting,
the
State
Board
is
keeping
that
secret
right
now
because
they
don't
want
us
to
take
up
all
the
hotels.
There
is
a
competition
that
happens
every
time
for
a
hotel.
So
we
don't
know
that
about.
A
We
lucked
out
on
both
of
those
as
far
as
I
was
concerned,
it's
the
wilmingtons
and
the
new
Berns
that.
A
B
E
We
are
also
oh,
so
the
board
is
already
aware
of
why
we
have
two
vacancies
now.
So
we
have
two
job
vacancies.
One
is
our
absentee
specialist
position.
That's
posted
they're,
both
posted
online,
so
spread
the
word
on
those
and
the
other
is
a
Bittersweet
one.
It
is
our
registration.
E
Another
update
that
I
should
give
is
that
we
at
the
commissioner's
briefing.
They
spoke
about
their
vision
for
the
housing
bond
funds
and
part
of
that
is
looking
at
a
location
for
affordable
housing.
E
Appealing
location
currently
is
Cox
avenue
where
the
warehouse
is
oh
and
there
So
at
their
meeting
tonight,
I
think
that
we'll
hear
more
about
what
they're
thinking,
what
direction
they're
thinking
but
there's
three
locations
and
Jake
went
to
the
briefing,
so
he
can
hear
more
about
it,
but
there's
three
locations,
Cox
Avenue,
and
it
takes
a
lot
of
boxes
being
near
the
bus
line
having
all
the
amenities
there
already
and
a
big
space,
the
allport
building,
which
also
impacts
us.
So
the
allport
building
is
another
location
and
then
the
parking
lot
of
35.
E
B
E
A
Yeah
I
got
a
heads
up
about
the
briefing
and
the
reason
I
went
was
because
I
heard,
what
do
you
mean
Cox
avenue?
We've
we've
been
promised
Cox
avenue.
After
hearing
the
briefing,
it
became
very,
very
apparent
that
I
mean
that
is
prime
space.
That's
Prime
real
estate
and
long
story
short
I
do
not
expect
to
see
a
county
office
building
there,
but
one
of
the
other
sites
that
they
talked
about.
A
A
In
the
discussion
it
was
noted
that
this
space
being
directly
across
the
street
from
the
county
jail,
might
not
be
the
best
place
to
build
residences,
low
income
or
otherwise,
and
we
might
have
an
opportunity
to
lobby
for
using
that
space
for
a
county
office
building
which
would
keep
us
in
the
downtown
footprint
and
and
and
we'll
see,
but.
F
A
I
A
The
the
estimate
that
they
provided
the
Commissioners
was
downtown
real
estate
having
a
per
acre
value
of
between
1.8
and
2.2
million
dollars
per
acre.
Now
A
lot's
going
to
hinge
on
where
you
are
downtown.
If
you're
across
from
the
jail.
It's
not
going
to
be
worth
as
much
as
50
Cox
avenue
for
a
host
of
reasons,
but
yeah.
A
Right
and
and
that
just
so
you
know
the
outfit
that
did
this
is
called
development
Finance
initiative
and
they
are
a
program
of
the
UNC
School
of
government
and
what
their
objective
is
is
trying
to
help
municipalities
develop,
affordable
housing
in
a
way
that
minimizes
the
expense
for
the
community,
and
that's
why
they're
looking
at
County
owned
property,
County
Land,
because
the
acquisition
costs
I
mean
we
just
talked
about
the.
What
downtown
acreage
is
worth.
A
A
A
A
Oh,
it's
a
pleasure,
you
know
I
actually
sat
there
silently
believe
it
or
not
and
well,
but
thanks
for
I
just
took
it
all
in
and
it
was
like
by
the
end
of
it.
You
know
just
reading
the
room.
There
is
very,
very
strong
support
for
the
housing,
so
we
should
expect
something
to
happen
along
those
lines.
I
believe-
and
it
looked
like
you
know-
really
well
considered
projects
here,
but
everything
is
just
on
the
drawing
board
at
this
point
anyway.
Thank
you,
director
Duncan.
It
was
a
ffordable
elections.
J
A
A
Don't
think
I
think
the
way
to
accomplish
that
is
to
be
elected,
chair
of
the
County
Commission
and.
A
E
A
I
A
Well
but
understand
what
they're
talking
about
is
affordable
housing
projects
that
are
100,
affordable
housing.
So
this
isn't
going
to
be
okay,
you
know
25
of
the
project.
This
is
going
to
be
100
of
the
project
and
as
director
Duncan
mentioned,
there
was
the
the
bond
passed
last
November
and
then
there
are
resources
available
from
from
other
entities
such
as
the
federal
government,
depending
on
how
the
project
Stacks
up,
there's
there's
different
elements
that
will
determine
the
amount
of
federal
subsidy
that
might
be
available
for
projects
like
this.
So
anyway,.
E
E
E
I
Mr
follow-up,
one
is
on
the
Ada
survey
we
have
had.
We've
had
some
conversation
about
our
backup
sites
and
the
fact
that
that
it's
probably
been
a
while,
since
we've
evaluated
in
a
lot
of
those
situations
have
changed
drastically,
particularly
the
EMS
related
sites,
because
there's
been
a
lot
of
moving
around
and
renovating,
and
things
and
I'm
I'm
wondering
if
it
would
be
a
worthwhile
suggestion
to
include
backup
sites
in
the
survey
and
and
maybe
merge
that
with
the
discussion
about
all
about
alternative
backup
sites.
I
Is
our
backup
plan
still
valid,
or
are
there
better
ideas
and
and
the
Ada
discussion
I,
don't
know
how
you
disentangle
it
from
that?
So
and
second
question
is:
is
there
some
certification
available
to
board
members
besides
our
our
besides
our
orientation?
K
A
A
A
Now,
just
so,
you
all
know
if,
if
you
go
ahead
and
do
the
certification
program-
and
you
take
the
test
author
testing,
you
on-
is
your
ability
to
do
legal
research
and
so
I
thought
it
was
very
valuable
for
Linda
and
me
to
do
this
because
you
know
we
don't
normally
operate
in
that
space.
You
all
have
a
ton
of
experience.
Doing
that,
and
just
so
you
know
when
we
took
the
test.
Linda
got
a
perfect
test
and
I
got
one
wrong.
A
A
I
I
A
I
And
and
and
and
it's
it
is
a
joy
to
see
somebody
full
of
joy.
A
I
A
A
A
E
So
the
backup
sites
that
are
currently
in
the
plan-
so
you
guys
have
all
heard
me-
talk
about
our
emergency
action
s
great
leaps,
every
single
year,
so
we're
doing
that
same
same
thing.
We
actually
have
a
meeting
with
them,
so
we're
already
starting
120
Minutes
and
the
current
backup.
I
Yeah,
this
is
what
some
of
the
Chief
Judges
several
brought
that
up
to
me.
It
was
something
that
was
on
their
minds
so.
A
Right
so
much
for
office
updates
next
up
list
maintenance
review.
A
Ms
brain
welcome,
I
I
did
enjoy
seeing
you
in
the
newspaper
the
other
day.
Yes,
good
luck!
That's
yeah!
Yeah,
not
that
that
that's
a
tough
road
to
help.
But
good
luck
to
you
sounds
like
you
guys
have
made
some
progress
over
there.
F
Just
yesterday,
the
State
Board
of
Elections
published
a
second
press
release
this
year
in
regards
to
list
maintenance
in
this
press
release
is
a
link
to
the
2017
document,
ing
the
voter
registration
database
in
North,
Carolina
and
board
members.
You
received
a
link
to
this
when
you
got
your
agenda
items
for
this
meeting.
F
F
There
is
also
an
updated
2023
version
that
has
already
gone
through
the
state
board's
legal
department
and
is
being
reviewed
by
the
voter
registration
Hub
tomorrow
in
a
meeting
and
so
I
don't
have.
F
For
that,
but
I
would
say
in
a
month
or
so.
This
document
will
be
updated,
I've
read
both
of
them
and
it's
not
a
lot
of
change.
It
was
some
of
it
was
just
reorganized
and
laid
out
better.
The
process
hasn't
changed.
It
they've
just
actually
I
like
the
new
version.
It
it
flows
better
through
the
through
the
document.
F
I'd
also
like
to
say
that
it's
not
just
me
maintaining
the
database
that
it
takes
all
of
our
staff.
I
mean
you
know
that
we,
you
know,
put
on
additional
temps
for
each
of
us,
but
even
now
in
the
off
season,
I
can
get
behind
and
then
I
want
to.
You
know,
get
all
the
registrations
caught
up
so
that
I
can
mail
voter
cards,
and
so
you
know
everyone
helps
me
and
of
course,
Devin
does
all
our
geocode
issues
and
Devin
and
Bria
and
their
team
handle
all
the
deceased
removal.
F
So
it's
not
just
me,
but
list
maintenance
occurs
on
a
daily
weekly,
monthly,
biannually
and
biennial
basis.
F
This
includes
registration
of
new
voters
updates
to
existing
voters
and
removal
of
Voters
removals
can
be
a
move
out
of
County
or
state
persons,
committing
a
felony
and
deaths
of
Voters.
F
F
So
it
goes
to
the
address
that
the
voter
gives
us
if
it
is
received
and
not
returned,
there's
a
15-day
window
for
that
card
to
be
returned.
If
it's
not
returned
that
voter
is
made
active
and
we
have
verified
their
address
according
to
statute.
F
That
card,
which
is
this
I'll,
show
you
your
voter
card.
You
know
what
your
voter
card
looks
like
that
card.
If
that
card
comes
back
with
a
post
office,
you
know
information,
then
if
it
has
an
updated
address,
then
we
would
we
barcode
the
back
of
the
card
and
we
put
in
the
address
the
post
office
gives
us
and
we
try
to
mail
it
the
person
again
to
reach
them,
and
it
does
happen
that
some
people
have
moved
in
between
registering
and
US
mailing
a
card.
F
If
it
comes
back,
if
it's
a
new
voter
and
it
comes
back
without
any
updated
information,
then
a
second
card
is
mailed.
We
try
again
because
you
know
the
post
office
machines
have
gotten
as
sophisticated
as
everything
else,
and
so,
if
your
name
is
not
listed
on
that
address
in
their
system,
their
system
will
kick
it
out
back
to
us,
and
so
maybe
in
that
span
of
time
you
have
gone
to
the
post
office
and
said
I
now
live
at
this
address
and
you've
been
put
in
in
their
system.
F
So
we
try
twice
for
new
voters
to
deliver
this
to
them.
F
But
this
this
all
happens
based
on
the
barcode
on
the
back.
That
is,
that
has
the
voter
registration
number
and
then,
after
that,
there's
a
a
dash
with
another
number,
and
that
indicates
the
number
of
mailings
I've
been
sent
when
this
card
was
printed,
I've
been
sent
17
mailings.
F
I've
only
moved
once,
but
anyway,
those.
F
K
F
No
I
mean
it's
still,
it
still
acts
as
an
update,
because
cards
will
still
come
back
with
possible
updates.
That
person
might
have
moved
out
of
that
Precinct
and
not
notified
us.
So
we
we
still
treat
whatever
information
we
get
to
try
and
and
keep
things
current
for
that
person
all
right.
Let's
make
sure
I
did
I
cover
everything
on
here.
F
B
I
F
Talk
to
each
other,
do
they
all
right
seams
is
an
umbrella
for
what
eight
or
ten
modules,
and
so
the
main
module
in
seams
is
voter.
View
I
tell
people
that
are
active
database,
then
another
module
is
voter
scan
which
I
call
our
working
database.
That's
when
we
scan
in
something
it
goes
through
that
you
know
gets
data
entered,
gets
reviewed
and
or
gets
rejected.
F
If
it's
missing
a
signature,
that's
our
working
database,
but
once
it's
reviewed,
then
that
record
goes
over
into
our
live
voter
View
and
then
there's
other
modules:
the
provisional
module,
the
petition
checking
module
ballot
Styles.
These
are
all
separate
modules,
but
for
registration
purposes,
it's
our
live
system
and
are
working
voter
scan.
Okay,.
K
B
K
F
B
F
It's
a
screen
that
then
on
that
screen.
You
can
like
filter
out
tap
fields
to
find
people
and
then,
when
you
find
that
you'll
find,
if
I
put
it
in
a
date
of
birth,
I
might
get
anywhere
from
10
to
25
records
and
then
from
there
you
go
and
select
the
voter.
You
want
to
look
at
and
open
that
voter
and
you
have
another
single
screen.
I
F
I
F
K
I
F
H
F
Tell
you
find
out,
you
call
her,
but
the
actual
date
of
birth
driver's
license
number
last
four
of
your
Social
email
address
and
your
signature.
Someone
could
come
in
the
office
and
view
a
signature,
but
anything
any
public
records
requests
that
wanted
a
voter
registration
form.
We
would
redact
the
signature.
F
But
any
of
the
reports
that
you
see
on
our
website
or
the
state's
website
will
you
know
we'll.
Have
you
know
that
those
fields
will
not
be
create
presented
on
the
on
the
report,
but
you
can
see,
but
I
can
see
him.
F
F
B
D
But
you're
talking
about
how
one
gets
registered
and
what
are
the
other
ways
that
people
can
become
registered
other
than
by
sending
the
form
sure.
F
So
the
national
voter
registration,
Act
of
92
or
93.-
that's
it
it's
known
more
for
a
as
the
Motor
Voter
act,
but
it
encompasses
All
State
entities
like
the
Blind
and
the
deaf
and
employee
assistance
commission.
They
are
all
required
by
law
to
ask
every
one
of
their
clients
if
they
wish
to
register
to
vote,
and
so
they
they
would
send
if
the
they
would
either
hand
the
person
the
form
to
fill
out
and
and
send
it
over
to
us,
I
get
them
from
DSS
I
get
them
from
through
County
mail.
F
F
F
B
I
D
A
At
least
two
of
those
words
wrong:
it
is
a
group
of
approximately
35
states
that
have
entered
into
a
compact
where
they
exchange
data
so
that
if
someone
moves
from
North
Carolina
to
South,
Carolina,
South
Carolina's,
a
participant
I,
don't
know
if
they
are
not
North
Carolina
would
get
information
from
South
Carolina
sent
through
Eric,
identifying
the
people
who
had
relocated
from
North
Carolina
South
Carolina.
It
would
enable
us
to
do
a
more
thorough
job
of
less
maintenance.
A
B
E
K
E
Okay,
it's
a
non-profit
organization
with
the
sole
mission
of
assisting
taste
to
improve
the
accuracy
of
America's
voter
rolls
and
increase
access
to
voter
registration
for
all
citizens.
Eric
is
governed
and
managed
by
the
states
who
choose
to
join
and
was
formed
in
2012
with
the
assistance
from
charitable
Trump.
A
A
Right,
thank
you
for
for
making
the
point.
There
are
different
state
agencies
that
have
their
own
rules
and
constraints
on
their
ability
to
share
private
information
and
in
order
for
North
Carolina
to
join
Eric.
There's
extensive
legal
review
going
on
right
now
and
a
review
of
the
different
state
departments
and
agencies
that
would
have
to
come
up
with
information
to
enable
North
Carolina
to
participate
fully.
L
A
K
A
The
State
Board
of
Elections
requested
it
the
governor
included
it
in
the
budget.
The
legislature
also
included
it
in
the
approval,
the
appropriation
approval
and
now
I
believe,
there's
a
combination
of
folks
in
the
legislature
and
the
executive
that
are
looking
at
the
sorts
of
questions
that
Ms
brain
raised.
D
Hasn't
seen
it,
there
was
an
article
in
the
last
week,
a
visit
to
Paris
headquarters
by
a
U.S
representative.
It
turns
out
that
their
headquarters
would
say
Renta
office,
which
is
also
used
by
each
one
of
these
places.
You
can
rent
and
give
us
your
address,
but
you
don't
have
to
actually
occupy
it
all
the
time
they
can
only
find
three
employees
of
America
and
none
of
whom
will
disclose.
Where
of
this
information.
If
it's
given
to
them,
it
will
be
stored.
D
A
M
M
A
This
Eric
facilitates
information
exchange
to
better
enable
the
state
boards
to
conduct
list
maintenance.
The
data
exchange
that
occurs
occurs
at
the
state
level.
It
does
not
occur
at
the
county
level
and
so
the
sorts
of
checks
for
duplications,
and
you
know,
people
moving
in
people
moving
out.
A
That
would
all
occur
in
Raleigh
and
then
to
the
extent
needed
they
would
update
records,
and
then
we
would
benefit
from
those
updates,
but
in
terms
of
how
it
would
affect
the
day-to-day
procedures
that
Ms
knavel's,
outlining
and
I
think
that
that
would
remain
to
be
seen
and
that'd
be
part
of
the
the
implementation
plan
for
the
State
Board
of
Elections.
You
know
if
they
actually
sign
the
contract
and
North
Carolina
is
going
to
participate
in
this.
A
Even
before
that
signature
was
put
on
the
piece
of
paper.
The
implementation
plan
would
have
to
be
in
place
here
and
all
the
participating
entities,
whether
it's
State
Board
of
Elections
or
DHHS,
or
the
Attorney
General's
office
they'd,
have
to
be
on
board
with
us,
because
they'd
all
have
to
be
part
of
it.
A
A
few
charitable
trust
apparently
started
this
thing
10
11
years
ago.
I
only
know
about
charitable
trust,
from
hearing
them
mentioned
on
PBS
programs,
but
I
I,
don't
know
they're
they're
their
interest
in
or
association
with
elections,
activity
director.
A
K
K
A
Well,
I
I
actually
have
the
number
of
the
State
Board
of
Elections
and
I
call
and
I
say
hey.
This
is
Jake
Quinn
from
Martin,
County
and
I
want
to
know
the
status
of
Eric.
Where
are
we
on
Eric?
Are
we
going
to
join
Eric
and.
B
A
I've
been
interested
in
this
because
I
heard
about
Eric
a
few
years
ago,
and
what
what
a
boon
it
would
be
to
list
maintenance
and
my
perspective
is
probably
a
little
different
than
a
lot
of
people
when
it
comes
to
list
maintenance,
I'm,
very
interested
in
voter
participation.
You
all
have
heard
it
from
me
more
times
than
you
want
that
I
think
the
biggest
performance
measure
that
we
have
is
voter
participation.
A
A
Some
some
of
those
registrations
aren't
good
anymore,
because
you
know
the
person
is
deceased
or
they've
moved
out
of
the
jurisdiction
or
something
we
don't
know.
Eric
is
going
to
help
us
get
a
better
number.
There
I
actually
think
the
voter
participation
is
higher
than
we
report,
because
I
think
the
denominator
in
our
computation
is
inflated.
K
K
F
A
F
Yes,
so
our
next
heading
is
removals.
How
do
we
remove
people?
Where
do
we
get
the
information
from
since
our
database
is
Statewide?
F
If
all
of
the
information
doesn't
quite
match,
or
you
know,
the
system
can't
figure
it
out,
then
we
have
a
monthly
duplicate
report
that
is
about
its
is
usually
ready,
the
15th
of
every
month
and
all
the
counties
do
it
and
we
determine
which
of
the
records
it'll
be
a
duplicate
record,
maybe
and
we'll
determine
you
know
which
record,
which
county
has
the
most
recent
activity,
whether
it's
registering
or
voting
and
or
voting,
and
so
therefore,
we
would
remove
people
that
the
other
county
has
more
current
information,
and
then
we
I
download
registration
forms
for
people
that
we
have
more
recent
activity
and
forward
those
to
other
counties.
F
So
they
can
double
check
against
their
record.
Sometimes
we
have
to
look
at
signatures.
I
I've.
Actually
just
did
this
last
Thursday
and
Friday,
and
someone
had
a
different
middle
name.
That's
especially
hard,
for
you
know.
Women
that
have
changed
married
or
divorced
changed
their
name,
but
it
appeared
that
this
was
the
same
person,
but
I
was
able
to
go
back
in
all
the
scans.
F
We
had
attached
to
this
voter
and
find
their
previous
name
and
so
I
knew
that,
even
though,
on
my
report,
the
name
was,
you
know,
the
middle
name
was
different.
I
knew
that
this
was,
and
indeed
the
same
person
and,
of
course,
the
the
biggest
help
on
that
monthly
report
is
the
last
four
of
their
social.
If
the
last
four
of
their
social
matches,
then,
yes,
you
know,
one
of
us
removes
that
person
we're
also
notified
by
voters.
Of
course,
anyone
that
you
know
move.
Sometimes
people
do
it.
You
know
initially.
F
Sometimes
people
forget,
but,
and
the
other
way
for
out
of
county
is
our
national
change
of
address
mailing,
which
we
will
still
talk
about
later
out
of
state.
We
receive.
F
They
then
certain
some
states
send
a
a
notice
of
each
person.
In
fact,
Tennessee
is
one
of
those,
and
so
I
will
get
a
piece
of
paper
that
has
one
person's
name
on
it.
In
fact,
some
of
the
counties
in
Eastern
Tennessee
mail
them
to
me
directly.
You
know
you
know
a
lot
of
a
lot
of
people
in
Buncombe
moved
to
Eastern
Tennessee,
but
if
not,
then
the
State
Board
sends
those
to
us
or
if
they
get
a
report
with
a
long
list
of
names.
F
F
They
would
have
had
to
it
well,
they
would,
if
the
the
easy,
the
the
most
we
get,
are
probably
through
DMV
registrations
in
another
state
if
they
list
their
previous
last
known,
address
previous
address,
then
that
would
be
on
that
report.
I
I,
don't
think
I'm,
not
sure,
but
I
don't
think
it's
anybody
where
they
register
I
mean
if
they
did
that,
then
we'd
have
clean
clean
roles,
but
it's
it's
through
DMV.
A
Knable
wait:
wait
hold
on
hold
on
you
mentioned
Tennessee
I'm
wondering
how
many
states
send
us
this
information,
all
of
them.
F
A
F
M
F
A
D
K
A
K
But
that
would
be
the
only
way
that
it
could
be
done
something
if
something
yeah
I'm,
trying
to
think
of
an
example.
But
it's
some
something
came
through
this
system
of
State
exchanged
information
that
would
indicate
that
somebody
has
moved
to
another
state,
but
it
hasn't
come
up
in
the
system
which
you
individually
analyze
that
person
and
they
do
it,
do
an
analysis
of
that
individual
circumstances
not.
F
I
So,
if
I'm
getting
ahead,
you
can
defer
this,
but
what's
the
interface
between
the
just
the
public
and
our
list
maintenance
as
to
kind
of
see
something
say
something
you
know,
I
I
know
we
have
better
challenges.
I
remember
those
is
that
the
only
registration
challenge
is
that
the
only
way
into
the
system
for
these
people,
if
they
believe
that
someone
is
improperly
registered,
is
is
there?
Can
they
make
an
informal
comment?
What's
that?
What's
that,
what's.
F
H
A
C
B
B
C
E
D
Two
questions:
we
have
a
couple
of
post-secondary
institutions
in
Buncombe,
County
and
Warren
Wilson
and
UNC
Asheville.
Our
registrations
from
those
institutions
examined
if
someone
registers
and
stays
on
for
six
years,
which
that.
D
The
other
question
was
there
was
a
reference
to
geocode
issues
that
Devin
has
handles.
What
are
geocodes.
F
Geocode
issues
are
addresses
that
don't
match
what
we
have
in
the
system.
A
lot
of
them
are
between
the
DMV
and
us.
The
DMV
allows
you
know
it's
it's
house,
Street
type,
you
know
Circle
Road
Lane,
you
know,
and
so
they're,
just
things
that
we
fix.
E
F
E
F
F
F
These
are
done
on
a
weekly
basis
when
we
are
off
season
and
then
once
absentee
voting
starts,
they
are
checked
daily
and
this
report
comes
through.
The
state
state
connects
to
the
Department
of
Public
Safety
website,
and
then
we
just
go
and
download
the
report
see
if
we
have
anyone
new
that
needs
to
then
be
notified
and
that's
a
30-day
process
of
mailing
them
a
letter,
and
they
have
five
days
to
respond
that
I'm,
not
a
felon
and
then,
of
course,
deceased
voters
which
we
could
be
notified
by
a
new
relative.
F
We
have
direct
communication
with
the
Buncombe
County
Register
of
Deeds,
and
so
we
can
work
off
of
a
weekly
report
there
and
then
once
absentee
voting
starts,
we
again
go
into
a
daily
report
method
and
then
there's
also
a
monthly
report
from
the
state
board.
F
F
So
then,
our
next
largest
mailing
is
our
national
change
of
address
mailing.
Oh
Devin.
We
need
a
new
slide.
F
Oh
okay:
well,
we
have.
We
do
have
the
data
on
your
second
sheet
there,
so
the
national
change
of
address
mailing,
the
State
Board,
sends
our
database
to
the
post
office
they're
compared
and
then
reported
to
us
when
they're
available
initially
years
ago.
This
was
planned
ideally
to
be
done
four
times
a
year,
but
the
the
twice
a
year
that
two
times
a
year
didn't
work
because
we
were
in
the
middle
of
an
election,
and
so
we
couldn't
be.
F
You
know,
processing
that
after
registration
deadline
and
things,
so
it
has
worked
out
to
be
twice
a
year
in
January
and
July,
which
of
course,
this
year
we
did
our
by
biennial
list,
maintenance
and
January,
and
so
we
have
just
now,
as
of
yesterday,
sent
out
our
national
change
of
address
mailing
because
both
of
them
have
a
30-day
window
for
the
voter
to
respond.
So
we
had
to
wait
for
the
biennial
list:
maintenance
30
days
to
then
start
the
bi-annual,
this
maintenance
and
so
I
have
just
sent
to
our
mail
house
3122.
F
F
A
Right
yeah,
thank
you.
I
understand
how
it's
working
in
23.
A
A
In
February
right,
but
that's
why
I
asked
the
question
yeah.
F
A
A
A
A
F
Anyway,
so
the
data
you
have
is
remember
that
I
just
went
back
five
years
right
and
so
that
first
total
of
number
is
two
mailings
and
you
can
just
pretty
much
split
it
in
half.
You
know
it
varies,
but
but
those
figures
are
for
the
January
and
July
mailing
then
return
for
processing.
Those
are
any
that
had
updates.
It
was
an
update
within
the
county
or
yeah.
K
I,
just
just
so
I
understand
the
numbers-
and
you
may
have
said
this,
but
for
2022
the
column
total
for
biennial
mailings.
These
are
these
include
the
people
or
it's
it's
a
set
of
people
that
the
post
office
notified,
the
County
Board
of
Elections
or
the
State
Board
of
Elections
said
had
provided
change
of
address
forms
is.
F
F
E
E
K
F
F
Ncoa
and
then
we
send
that
to
and
there's
two
boxes
on
the
card.
This
is
a
different
template
from
our
our
verification
card
and
box.
A
it
says
is
U.S
Postal,
Service
information,
box,
B
is
what
we
have
on
file
and
then
there's
questions
saying
my
residential
address
is
box
a
or
box
B,
and
then
you
know
they
tell
us,
and
so
we
either
update
their
information
or
we
remove
them.
So.
F
Yeah
yeah
state
board
does
says:
okay,
the
list
is
ready
and
we
go
in
two
seams
and
download
our
data
for
our
County.
F
But
yeah,
because
that
remember
we're
looking
at
who
has
does
the
post
office
has
more
recent
information
than
we
do?
So
that's
who
the
card
goes
to
goes
to
their
new
address
that
we
think
they
now
live
at
they
may
they
may
have
their
mail
forwarded,
so
they
may
say
no
I
still
live,
you
know,
or
they
may
say.
D
F
I've
moved
I,
don't
live
here
anymore,
so
they
and
they
you
know
they
can
also
change
their
name
on
this
form.
They
can
also
write
in
a
new
address.
You
know
say
it:
it
followed
them
this.
This
for
this
card
can
be
forwarded,
so
it
could
forward
to
you
know
if
they've
moved
twice
since
they
left
Buncombe.
F
If
this,
if
this
comes
back
to
us
undeliverable-
and
we
don't
get
many
because
we
are
using-
you
know
ninety
percent-
a
good
address,
then,
when
this
gets
bar
coded,
it
will
revert
back
to
a
confirmation
card
that
has
their
address,
that
we
have
to
try
and
then
we
mail
it
again
saying.
Maybe
this
person
is
still
here.
A
J
J
F
F
F
I
Sure,
where
in
the
world
would
you
get
a
database
of
citizens,
I
mean
I
could
see
felons
because
they
commit
a
crime
to
get
in
the
system
right
but
yeah,
but
you
know
I,
don't
know.
If
there's
a
list
I
didn't
know
there
was
a
list
of
our
post
office
addresses,
but
there's
really
a
list
of
us
somewhere.
That
could
be
compared.
I
mean
these
databases
are.
This
is
remarkable.
I
I
F
F
Yes,
okay
and
so
then
our
other
large
mailing
is
the
biennial
list:
maintenance
right
right
that
goes
out
after
every
Federal
general
election.
So
every
two
years
and
I've,
given
you
the
last
three
years
information,
and
so
this
mailing,
if
you
don't
respond
to
this
mailing,
then
and
your
card
gets
returned,
then
your
card
is
barcoded
and
you
go
inactive
inactive.
You
are
still
registered.
F
F
So
then,
if
you've,
if
you
didn't
respond
in
two
years
and
then
another
two
years,
we
had
no
contact
with
you
and,
like
I
said
it
doesn't
have
to
be
voting.
It
has
to
be.
It
can
be
any
contact
you
make
with
us.
F
F
F
B
J
F
Obviously
there
are
some
that
are
not
returned.
I
feel,
like
is.
F
No,
no,
they
would
just
go
inactive,
they
would
get
barcode.
We'd
go
and
active,
but,
like
I
said,
I
get
lots
of
out-of-state
people
in
that
mailing
and
and
they
return
it
because
it
also
has
a
business
reply.
Mail
card
I,
don't
know
if
I
did
the
other
side,
but
that
is
that
is
a
charge
on
our
end.
So
all
they
have
to
do
is
sign
and
return.
It.
K
But
if
somebody
is
inactive,
I
guess
two
questions
if
they're
inactive
and
they
show
up
at
the
polls
to
vote
and
say
I
still
live
at
four
Orchard
Street.
They
vote
provisionally
right.
No,
if
they're,
not
if
they're,
if
they're
inactive,
they
they'll.
F
K
A
A
A
N
F
Thing
I
have
to
talk
about
or
discuss
is
we
are
able
and
I
don't
even
look
at
Stats
I'm
too
busy,
but
I
can
run
a
report
of
how
many
registrations
get
processed
I
can
do
it
for
a
month.
You
know
six
months
a
year
whatever,
and
so
just
for
y'all's
benefit.
I
ran
it
for
2022.
F
and
there's
there's.
It
breaks
it
out
into
three
types
of
registrations,
which
are
new
new
registrations
duplicates
which
a
duplicate
means
that
person
was
already
registered
and
there
was
no
change
to
the
information
they
gave
us
or
changes
of
information.
They
updated
their
name,
they
updated
their
address,
they
updated
their
party.
F
K
F
F
That
makes
double
work.
For
me.
The
other
way
is
through
the
third
party
vendors,
that
mail
out
forms
to
everybody,
Center
for
voter
information
or
Center
for
voter
participation,
and
they
do
good,
don't
get
me
wrong.
They
are
trying
to
find
Loop.
You
know,
people
that
haven't
registered
or
people
that
have
moved
and
not
updated
us
and
they
do
do
good,
but
it
also
mails
to
a
lot
of
people
existing
people
that
don't
have
any
change
to
their
registration.
So
that's!
That's!
A
lot
of
the
duplicates.
A
O
Run
the
reports
I
think
it's
great
that
you
can
run
and
Report
adjustment
run
it
by
Precinct
as
a
Precinct.
Here,
if
I
come
into.
F
Of
just
you
can
you
can
filter
once
you
download
the
database,
that's
on
our
website
and
updated
every
night.
You
can
filter
out
your
Precinct
and
then
you
could
arrange
it
in
Regis
by
registration
date
with
the
most
current,
and
so
then
you
could
just
take.
You
know
the
group
of
Voters
from
the
last
date.
You
did
it
two
weeks
ago.
A
The
state
of
North
Carolina
does
an
outstanding
job
of
making
an
enormous
amount
of
data
available
to
the
General
Public
and
as
Miss
knevel
is
pointing
out,
you
can
go
to
our
website.
You
go
to
the
State
Board
website.
You
can
download
the
entire
voter
file
for
the
state
of
North
Carolina,
but
I
urge
you
to
get
a
computer
with
a
lot
of
memory.
A
A
B
F
I
get
all
the
bees
you
can.
You
can
filter
out
party
yeah,
you
know,
filter
out
your
Precinct,
then
your
party
and
party
and
or
Una
and
then
sort
in
ascending
order
or
descending
order
by
registration
date.
F
A
A
This
document
has
been
made
available
to
everybody
in
the
state.
The
State
Board
of
Elections
issued
a
press
release
in
the
past
few
days,
reporting
that
we're
doing
annual
list
maintenance.
This
document
is
linked
in
that
press
release.
Now
understand
the
date
on
this
document
is
July.
27
2017.
I've
been
on
the
sport
since
2018
and
the
whole
time
I
have
wanted
this
document.
A
So
anyone
who
wants
to
know
the
real
nitty-gritty
of
how
this
process
works.
It
is
outlined
here
and
as
we
heard,
this
is
being
updated
and
the
document
that
we'll
see
later
this
year
will
be
even
better
than
this
one
yeah.
This
is
extraordinarily
valuable.
I
sat
in
on
a
list
maintenance
Zoom
meeting
earlier
today
and
someone
I
was
very
disappointed,
said
and
they've
got
this.
Maintaining
the
voter
registration
database
in
North
Carolina.
It's
really
great,
if
you're
having
trouble
sleeping.
A
F
A
H
A
And
and
we'll
see,
but
those
of
us
who
have
been
operating
in
the
space
for
a
while
have
realized
that
trying
to
anticipate
judicial
decisions
is
it's
just
not
worth
the
time
and
energy
because
you
never
know
how
it's
going
to
come
out.
Did
you
have
a
question.
M
B
E
E
They
even
the
DMV
ones
and
there's
no
automatic
registration,
DMV,
wouldn't
come
up
human
two
humans
in
our
office.
Look
at
those
before
that
they
those
become
into
our
system
and
then
go
through
this
process
that
Joyce
talked
about
here
at
the
verification
process
for
removals
that
happens
at
the
state
and
the
county
level.
So
the
state
is
doing
removals
that
have
exact
matches
so
they're
sure
that
that
data
is
correct
and
they
do
automatic
removal.
So
that
happens
at
the
state
level.
E
And
then
we
have
the
county
level
which
Joyce
went
into
where
we
have
monthly
reports
for
deceased
School
s
felons
and
possible
duplicates
that
we
increase
to
daily
reports
during
voting.
So
once
absentee
starts,
we
do
that.
Then
we
have
the
by
annual
maintenance.
That's
the
national
change
of
address
that
Joyce
went
into
that
we're
doing
currently
because
that
time
for
us,
so
that
takes
care
of
changes
within
the
county.
If
they've
moved
to
another
County
or
if
they
moved
out
of
state,
and
then
we
have
the
biannual
less
maintenance.
E
E
Thank
you,
Joyce
yeah,
two
Federal
elections,
so
the
midterm
elections,
so
that
those
are
all
of
the
processes
that
go
into
registration
and
list
maintenance
at
the
county
level,
and
there
are
more
at
the
state
level
and
and
then
a
reminder
that
there
is
the
inactive
status.
So
the
inactive
status
still
means
that
you
are
registered
if
you're
still
registered.
We
just
have
not
heard
from
you
in
two
years.
C
A
Thank
you
for
making
that
point,
because
the
legal
references
are
included
in
this
document
and
it
can
help
everybody
understand
exactly
where
the
direction
comes
from
on
this.
These
list
maintenance
activities
and
the
following
director
Duncan's
comments
about
the
frequency
with
which
these
activities
are
conducted.
That's
in
the
in
the
appendix
here
with
all
these
different
reports.
It
tells
you
if
it's
daily
or
weekly
or
monthly
or
annually
so
I
encourage
everybody
who's.
A
L
E
E
A
Last
November
Federal,
then
you're
up
for
removal,
so
you're
gonna,
you're
gonna
be
inactive.
For
like
four
years
you
could
show
up
update
your
address
or
say.
No,
my
address
is
fine.
You
can
still
vote
and
stuff,
but
if
you
let
that
four
years
pass
and
then
you
still
don't
vote,
then
then
you
get
removed
and
if
you
show
up
to
vote,
you're
going
to
have
to
re-register
I
saw
a
hand,
no
good
thanks.
Anyone
have
any
more
questions,
comments
about
list
maintenance
activities.
A
A
M
H
M
A
I
A
But
for
March
April
and
May,
like
3
30,
is
a
good
time
to
meet
yeah.
O
A
A
D
A
I
A
A
C
A
And
and
it's
the
Commissioners
we're
not
going
to
mess
with
April
4th
11th
April
17th
April
24th.
Let's
shoot
for
April
24th
I
just
hate
to
mess
with
Easter
week.
A
M
A
Wait
on
June
and
I'll
give
Ms
block
a
shout
and
I'll
communicate
with
with
AK
and
she'll
coordinate.
That's
fine
working
with
the
board.
L
A
I
I
I
understood
understood,
which.
A
Right
and
actually
that's
one
of
the
reasons
that
we're
grateful
for
the
pandemic,
Silver
Lining
of
streaming
meetings,
I,
understand
no
I,
understood.
A
It
yeah
yeah
they're,
all
recorded
they're
they're
all
available.
It's
just
that
I
understand
what
you're
saying
and
and
and
be
aware
that
during
election
time
we
have
our
meetings
at
5
30,
because
we've
got
to
get
through
the
business
day.
A
Stuff
happens
during
the
business
day
that
can
affect
our
meetings
at
5
30.,
but
we
also
know
how
critical
it
is
for
the
public
to
be
able
to
come
in
and
observe
what
we're
doing
during
elections,
we're
processing
balance
and
that
sort
of
thing
we
don't
have
that
level
of
activity
right
now
we
don't
have
that
sort
of
work
going
on
and
I
understand
what
you're
saying,
I
just
hope:
people
who
are
interested
in
what
we
do
are
able
to
take
advantage
of
the
different
ways
of
participating,
whether
it's
in
person
virtual.
A
D
To
present
something,
or
is
there
a
moment,
is
there
time
after
a.
A
Meeting
when
comments
are
okay,
but
you
know
we
publish
an
agenda
and
I
would
expect
any
comments
to
be
related
to
items
on
our
agenda.
If
people
want
to
talk
about
stuff
that
is
not
on
our
agenda,
I
would
appreciate
just
getting
a
heads
up
in
advance.
You
know,
let
me
know
what
it
is.
You
want
to
talk
about,
how
much
time
it
would
take
that
sort
of
thing.
A
Some
things
are
just
outside
the
purview
of
this
board,
and
so
it
really
doesn't
make
sense
for
us
to
talk
about
them
a
whole
lot,
but
other
things
you
know
we
learn
a
whole
lot
from
people
who
come
in
and
ask
us
questions
and
make
suggestions
or
recommendations.
So
we
have
an
open
process
here.
We
value
participation
and
if
people
have
ideas
they
want
to
share
with
us.
We
welcome
them,
but
just
let's
try
to
set
up
in
advance.
We
don't
want
to
come
to
a
meeting
and
find
that
someone's
got
a
20-minute
presentation.
F
A
To
go-
and
we
haven't
prepared
for
that.
So
thank
you
and
thank
you
for
having
the
kind
of
interest
in
what
we
do,
that
you
might
have
a
a
bunch
of
stuff,
that's
not
on
our
agenda.
You'd
want
to
cover
but
Doug.
Let's,
let's
talk
about
it.
Some
more
anyone
help
have
any
more
business
to
come
before
this
board.
Today,
I.
A
H
I
K
A
Birthdays
can
be
tough
if
they
beat
the
alternative
every
single
time,
hearing
no
more
business
coming
for
this
board.
This
meeting
is
adjourned.
Thank
you.
Everybody
for
coming
good
to
see
y'all
and.
