If
you
will,
life
stages
called
larvae
and
those
larvae
can
develop
in
a
matter
of
a
week
or
two,
and
so
it
doesn't
take
very
long.
These
are
very
temperature
dependent
sort
of
dynamics.
The
warmer
it
is
the
faster
those
mosquitoes
can
develop
in
their
aquatic
life
stages
for
ticks
ticks
are
a
little
more
tricky.
They
can
transmit
diseases
that
are
caused
by
bacteria.

They
can
transmit
diseases
that
are
called
by
viruses
and
then,
in
rare
cases
they
can
transmit
diseases
caused
by
parasites.
Here
in
western
north
carolina
are
really
concerned
from
a
tick
perspective
about
two
particular
diseases:
one
called
lyme
disease
and
the
other
one.
That's
historically
been
called
rocky
mountain
spotted
fever.
Both
of
these
diseases
can
cause
febrile
illnesses.
So,
where
people
have
fever,
they
can
have
rashes,
they
can
have
chills,
muscle,
aches
and
and
if
they're
not
treated
quickly,
they
can
cause
very
severe
complications,
including
rarely
death,
with
both
mosquitoes
and
tick-borne
diseases.

There
are
things
that
we
can
do
in
the
backyard
to
reduce
mosquito
abundance,
in
particular
getting
rid
of
standing
water.
Can
you
tip
that
item
over
and
get
rid
of
that
standing
water
or
recycle
or
toss
that
that
piece
of
equipment
or
that
toy
in
your
backyard
that
you're
no
longer
using?
But
there
are
sometimes
where
you
might
need
a
little
help
with
mosquito
control.

Recommendations
so
the
isaac
coleman
grants
are
grants
to
nonprofit
organizations
in
our
community
working
to
champion
equitable
opportunity.
The
legacy
of
isaac
coleman
was
about
working
toward
justice,
including
racial
justice,
and
so
these
are
non-profits
that
are
working
for
more
racial
equity
in
the
community.
Some
of
the
kinds
of
projects
that
have
been
funded
through
isaac
coleman
are
jobs,
programs,
education
and
projects
that
help
create
sense
of
community
and
sense
of
space
and
culture.

When
we
talk
about
the
services
that
that
that
they
are
offered
and
the
things
that
the
community
needs
in
order
to
start
healing
and
to
be
better
so
bunker
county
department
of
health
and
human
services,
they
utilize
our
services,
we
have
a
contract
with
them
to
provide
domestic
violence,
intervention
for
offenders
as
well
as
survivors.
We
also
have
a
contract
with
united
way,
where
we
have
a
learning
center,
aka
learning
pod
first
grade
to
12th
grade
to
have
access
to
our
internet,
so
they
can
do
their
virtual
learning.

But
it's
more
than
that
for
us,
because
we
also
provide
trauma-informed
residency,
focused
care
for
all
of
our
students
with
that
as
well
because
of
the
eyes
of
coleman
grants,
we
were
able
to
start
developing
those
peer
support
specialists
that
we
need
to
be
in
the
communities
to
do.
The
work
peers
have
can
have
a
direct
positive
effect
on
their
peers
when
it
comes
to
people
being
able
to
serve
other
people,
people
being
able
to
talk
about
problems,
people
being
able
to
discuss
their
trauma,
so
the
isaac
coleman
grant
has
given
us.

To
succeed
is
a
local
literacy
non-profit.
We
are
on
a
mission
to
close
the
race-based
opportunity
gap
in
our
community
right
here
in
asheville
and
buncombe
county
through
community
powered
literacy
programming
that
involves
children,
their
families
and
our
community
partners.
So
the
isaac
coleman
grant
specifically
helps
us
look
at
the
opportunity
gap,
which
is
huge
between
black
and
white
students
in
our
community.

It's
not
about
intelligence
at
all,
so
isaac
coleman,
he
started
read
to
succeed
to
close
that
gap
and
receiving
this
grant
last
year
has
inspired
us
to
expand
our
work
in
our
approach
to
how
we
support
your
students
and
learning
to
read
and
we're
so
excited
to
see
what
this
work
can
be
moving
forward
and
getting
to
work
with
these
amazing
kids.
You
know,
as
the
cherry
on
top.

Impossible
drug
court
is
a
team
of
people.
You
know
it's
made
up
of
the
judge:
probation
district
attorney's
office,
public
defender's
office
treatment,
so
it's
just
a
bunch
of
people
coming
together
to
help
someone
get
through
their
recovery
journey.
There
are
five
phases
that
people
go
through
and
the
beginning
is
always
the
hardest.

I
never
think
I'd
be
in
this
place
in
my
life
because
of
previous
choices
I
made
they
gave
me
a
second
chance
looking
back
at
it.
That's
how
I
feel
drug
court
gave
me
a
second
chance
and
I'm
going
to
take
this
chance
as
hard
as
I
can.
You
know
I'm
saying
I'm
going
to
go
all
the
way
with
it.

I've
been
in
since
27,
so
yeah,
it's
been
a
rough
road.
The
team
definitely
had
my
back
like
they're
super
supportive
everything
was
focused
on
heroin.
I
lost
everything
because
of
it.
My
family,
my
my
daughter,
you
know,
was
homeless,
sleeping
on
the
side
of
the
road
and
in
the
back
of
cars,
and
I
just
didn't
care
about
myself
at
all.
Like
my
experience
with
drug
court
was
life-changing,
it
really
was
now.
I
love
my
life,
I'm
actually
happy
like
genuinely
happy.
I
got
my
daughter
back.

Just
in
time
for
summer,
we're
really
happy
to
announce
a
few
new
amenities
that
are
happening
at
some
of
our
parks,
including
the
grand
opening
of
the
public
of
the
east
asheville
library
site.
The
playground
at
the
east,
asheville
library
has
been
designated
as
a
project
of
excellence
for
meeting
the
best
practices
in
youth
fitness
through
sliding
swinging,
spinning,
climbing
raciating
and
balancing.
So
we
invite
everybody
to
come
out
and
take
a
look
at
it.

Actually
right
when
you
get
there,
there's
a
qr
code
that
you
can
scan
and
you
can
find
out
more
information
about
all
the
cool
things
that
there
are
and
the
specific
functions
that
they
serve.
If
you
live
in
east
asheville-
and
this
is
your
local
library
branch
and
your
local
playground,
please
come
out
and
take
a
look
at
it.
But
even
if
you
don't
live
on
this
side
of
town,
take
some
time
to
come
on
over
here
and
see
the
new,
exciting
things
that
are
happening
on
this
site.

In
addition
to
this
brand
new
playground
that
we've
installed
at
the
library
we're
replacing
the
playground
at
a
harmony
valley,
recreation
park,
which
is
over
in
inca
candler
that
playground,
that
was,
there-
was
probably
getting
close
to
25
years
old,
and
so
there
were
parents
who
have
10
year
olds
now
who
are
playing
on
the
same
equipment
that
they
were
playing
with
when
they
were
10.
And
so
it's
a
really
great
thing
that
we're
able
to
update
that,
enhance
it
and
bring
in
something
new
for
the
community
over
on
that
side
of
town
as
well.

There's
a
smaller
playground,
but
we're
also
doing
some
other
enhancements
out
there
to
the
basketball
court
and
to
the
fields
that
are
out
there
to
just
really
give
a
refresh
to
that
area.
Harmony
valley
pool
is
also
over
there
and
our
pools
are
open
for
the
summer.
So
it's
a
really
great
thing
to
be
able
to
sort
of
go
between
the
playground
and
the
pools
for
kids,
who
are
in
that
younger
age
group
at
buncombe
county
sports
park.

We
just
completed
putting
in
a
second
sand
volleyball
court
that
will
allow
leagues
to
use
both
of
them
and
have
up
to
four
teams
playing.
At
the
same
time.
Also,
whenever
there's
not
a
league
playing
members
of
the
public
are
welcome
to
go
out
there
and
take
advantage
of
that
wonderful
amenity,
as
well
as
our
pools
open
and
as
people
head
out
to
our
parks.
This
summer,
we
really
want
to
remind
people
to
grab
a
hat
stay
in
the
shade
as
much
as
possible.

The
buncombe
county
veterans
services-
we
assist
veterans
in
every
benefit
that
they
may
need
help
applying
for
whether
it's
a
federal
benefit
state
benefit.
We
also
work
with
our
local
partners,
the
charles
george
v.a
hospital,
the
veterans,
restoration
quarters.
We
assist
folks
with
all
the
monetary
benefits,
education,
home
loans,
homelessness.
We
help
veterans
with
that
are
dealing
with
homelessness,
so
pretty
much
a
full
array
of
any
benefit
that
they
may
need
help
applying
for
for
them
and
their
dependents.
A
lot
of
it
is
actually
for
dependents.

Most
of
them
are
federal
benefits
that
you
get
based
off
of
your
service,
so
whether
it's
a
disability
you're
incurred
in
service,
there
may
be
a
monetary
benefit,
there's
a
pension
benefit
and
then
different
healthcare
services
based
off
of
you
know
the
the
different
parameters
regarding
your
service.
Yeah
folks
fall
through
the
cracks
all
the
time,
but
you
know
we
get
referrals
from
the
hospital.
We
have
one
of
the
better
va
hospitals
here
in
buncombe
county,
and
so
we
get
a
lot
of
referrals
from
outside
the
county.

So
yeah
a
lot
of
veterans,
don't
know
about
it,
but
they've,
given
it
all
for
this
country,
so
I
mean
they
put
their
life
on
the
line.
They
go
to
protect
us
around
the
world.
So
it's
the
least
that
can
be
done
when
they
get
back
to
be
able
to
assist
them
with
with
getting
any
benefits
to
which
they
may
be
entitled.
It
can't
hurt
to
see
what
you
may
be
entitled
to
come
see
us.
We
try
to
provide
a
very
welcoming,
open
environment
to
veterans
of
all
walks
of
life.

Veteran,
the
current
situation,
about
foster
with
foster
care
in
buncombe
county
is
that
we
have
close
to
100
350
children
in
foster
care
and
they're
placed
primarily
in
buncombe
county,
but
also
all
over
the
state.
There's
a
shortage
of
foster
appearance
here.

Part
of
the
reasons
that
that
happens
is
that,
because
we
are
a
large
community
with
lots
of
resources,
sometimes
smaller
counties
have
their
kids
come
here,
and
so
the
foster
homes
that
are
here
may
seem
plentiful,
but
we're
serving
all
of
western
north
carolina
with
the
homes
here
in
buncombe
county
foster,
parents
play
a
vital
role
in
the
lives
of
these
children,
having
a
foundation
of
trust
and
stability
as
a
child
is
the
most
important
thing
for
them:
you're,
building
someone's
psychological
and
emotional
health,
so
that
they're
going
to
have
successful
relationships
and
successful
boundaries
with
folks
as
they
grow
older.

Experience
of
being
a
foster
parent
has
been
really
good.
We
started
fostering
back
in
2001
and
I've
fostered
off
and
on
since
I've
done
ages,
birth
to
12
years,
and
we've
had
a
lot
of
fun
and
really
enjoyed
it,
and
I
always
knew
I
wanted
a
big
family
and
I
think,
being
able
to
help
these
children
that
need
a
stable
home
has
been
a
real
pleasure
for
me
and
I
just
enjoy
having
them
around.
I
guess
really,
I
just
I
wasn't
prepared
for
how
rewarding
it
would
be.

Currently,
what
would
be
great
to
be
able
to
have
as
a
resource
in
this
community
are
foster
parents
who
are
willing
and
able
to
take
sibling
groups
they've
had
this
pretty
traumatic
experience
in
their
home
life
that
has
led
them
to
come
into
foster
care,
and
then
they
end
up
getting
split
into
four
different
foster
homes
or
sent
to
group
homes.
It's
an
uneasy
situation,
so
those
homes
are
extremely
important.

The
other
homes
that
we
are
really
in
need
of
in
this
community
are
homes
to
work
with
kids
that
are
12
and
older
12
to
21
and
through
our
extended
foster
care
program.
Sometimes
maybe
these
kids
carry
a
stigma
or
something
that
comes
with
them
like.
Oh,
these
kids
are
very
troubled
they're
more
than
I
can
handle,
but
that's
the
furthest
thing
from
the
truth.
Any
teenager
is
hard
to
handle.
That's
that's
the
virtue
of
being
a
teenager
learning
your
independence,
and
so
these
kids
are
just
like
that
and
they're.

To
start
off
with
a
course
that
we
teach
here
at
buncombe
county,
it's
a
free
course
to
the
public,
it's
six
weeks
and
what
it
does
is
teach
foster
parents
all
kinds
of
things
from
the
get-go
kind
of
like
what
is
it
these
kids?
What
kind
of
issues
are
they
going
to
have
when
they
come
to
you?
What
is
your
relationship
with
the
biological
family
going
to
look
like?
What
does
it
look
like
for
these
kids,
for
long-term
planning
and
for
courts,
and
what
other
folks
are
going
to
be
working
with?

Sexual
violence
as
a
serious
issue
affecting
the
health,
safety
and
well-being
of
those
impacted
by
it,
awareness
of
sexual
violence
and
its
causes
are
fundamental
to
believing
all
survivors
and
imagining
a
world
free
from
sexual
violence.
Our
voice
provides
support
to
all
primary
and
secondary
survivors
of
sexual
violence
and
human
trafficking
in
buncombe
county.
We
offer
counseling
case
management,
court,
legal
and
medical
advocacy
and
education.

society
often
blames
the
victim
for
their
assault,
which
inhibits
many
from
coming
forward
due
to
worry
that
they
will
not
be
believed
or
will
be
criticized
for
the
activities
they
were
engaging
during
the
assault.
Also,
our
society
tends
to
have
a
common
narrative
for
who
is
sexually
assaulted,
typically
white
cisgender,
female
straight
young,
middle
class,
able-bodied
and
conventionally
attractive.

Our
goal
is
to
be
accessible
to
everyone,
so
all
our
services
for
survivors
are
free
of
charge,
they're
also
confidential.
We
do
not
even
share
your
information
unless
we
have
your
permission,
we
do
not
ask
for
documentation
our
name
affirming
and
have
spanish-speaking
staff
and
language
interpretation
available.

So
a
comprehensive
plan
is
a
long-range
vision.
It's
a
20-year
plan
for
how
a
community
will
grow
a
vision
for
the
future
it
discusses
needs.
It
looks
at
issues
and
challenges,
so
a
comprehensive
plan
has
some
basic
tenants.
If
you
will
of
those
would
be
infrastructure,
transportation.
Things
like
affordable
housing,
hazard
mitigation
environment,
but
it's
not
limited
to
just
those
items
it
can
be
whatever
the
community
decides
it
needs
to
be.
P
We
have
a
number
of
challenges
here
that
that
are
not
experienced
in
other
areas
of
the
state
and
the
country,
and
so
coming
up
with
a
unified
plan
is
absolutely
critical,
working
not
only
with
residents
but
also
our
business
community
and
and
many
others.
We
we
have
to
come
up
with
a
way
that
we
deem
appropriate
for
us
to
grow
in
the
future.

So
the
idea
is
that
you
have
to
plan
now
in
order
for
your
ability
to
look
out
and
think
of
what
things
and
technology,
what
emerging
trends
are
going
to
take
place
within
that
long-range
cycle,
otherwise,
you're
essentially
planning
in
a
vacuum.
Community
input
is
paramount
for
this
process
because
it
is
a
conversation
with
residents.
All
across
our
far-flung
regions
across
the
county,
we
we
need
your
help.
This
is
a
very
large
labor-intensive
process.

fully
capture
what
the
issues
and
challenges
are
across
this
county,
we'd
like
