favorite

sandwich,

I
picked
up
a
copy
of
the
latest
Entrepreneur
Magazine
and
in
the
editor's
note,
Amy
cost
baroque,
something
that
inspired
me
to
press
on
with
reinventing
and
improving
our
Register
of
Deeds
office.
Amy
wrote.

We
hear
a
lot
about
reinvention
in
business,
politics,
science
and
technology.
It's
the
mantra
of
the
age
reinvent
over
lent
businesses
that
failed
to
consistently
challenge
and
remake
themselves
from
the
very
real
risk
of
becoming
irrelevant.
Sometimes
reinvention
involves
remaking
a
brand
or
rethinking
a
product,
sometimes
the
simplest
shoes,
maybe
something
sometimes
it's
recreating
an
experience
like
the
simple
act
of
buying
shoes.
It's
anyone's
guess
why
some
some
companies
don't
reinvent
opting
instead
to
crumble
towards
obsolescence.
Sometimes
arrogance
prevents
it,
sometimes
the
risks
of
change
or
just
too
daunting
to
present
to
shareholders
or
investors.

Sometimes
the
psychology
of
change
is
inhibiting,
but
mostly
it's
just
fear.
After
reading
Amy's
words,
I
was
encouraged
by
the
idea
of
moving
forward,
in
spite
of
our
fears.
To
be
frank
with
you
all,
the
politician
in
me
is
concerned
about
upsetting
those
documents
in
our
office
every
day
who
are
comfortable
with
how
things
have
always
been,
but
I
do
see
this
new
technology
being
a
great
asset
to
our
office,
and
let
me
tell
you
the
three
reasons
why
you're
recording
saves
time
and
it
saves
money.

What
you
should
take
is
just
what
used
to
take
a
few
days
for
some
of
the
record
can
now
be
done
in
just
a
few
minutes.
Your
recording
is
good
for
the
environment,
no
more
fossil
fuels
to
transport
documents
across
the
county
or
across
the
country.
Some
of
your
recording
documents
don't
even
need
to
be
printed
at
all,
so
you
have
that
environmental
aspect
of
printing
last
paper.
The
third
thing
is
ear
accordance
convenient.
There
are
no
lines
and
you
can
do
it
without
leaving
your
office.

for
all
these
reasons,
we're
excited
to
announce
that
we
will
begin
recording
documents
starting
today,
buncombe
county
is
growing
even
in
this,
in
the
struggling
economy
is
vital
that
we
continue
to
encourage
that
growth
and
investment

our
community

leaders
of
Western
North
Carolina,
it's
our
responsible
to
move
our
region
forward.

the
past
two
weeks,
we've
been
recording
documents
with
a
handful
of
pilot
submitters
across
the
state
and
across
the
country
they've
been
blown
away
by
how
user-friendly
the
system
that
used
that
simplify
has
set
up.

of

has
vision

of
North

make
a
recording
and
a
notary
a
viable

county

with
someone
here
from
Black
Mountain
figured
out
30
miles
round-trip
about
20-25
minutes
before
they
can
get
in
the
door
here
to
do
something,
what
a
time
saver
and
what
an
energy
saver
that
will
be
for
somebody.
Well,
anybody
in
this
county
today,

of
deed,
drew
Reisinger,
is
building
on
the
strong
office
development
of
auto
de
Brule
I'm.
Sorry
I
wasn't

last
month.

fact,
I
was
halfway
around
the
world
when
that
retirement
event
took
place,
so
I
have
to
give
a
shout
out
to
to
Otto,
but
today
officially
giving
the
people
in
business
of
buncombe
county
of
the
choice
and
the
empowerment
to
upgrade
big
time.
I
knowi,
recording
actually
makes
doing
filings
here,
look
easier.
It
will
be
the
customers
will
see
the
ease
and
don't
forget
what
you
see
today
is
actually
the
culmination
of
a
lot
of
hard
work
by
his
office.
The
mechanics

this
process

robust
and
well
vetted.

there's
a
hundred
percent
success
rate
with

the
36th
county

this
state

people

believe
every
county
that
has
done
it

hugely
popular

census
maps,
but
I
do
know
that
North
Carolina's
addition
to
the
e
recording
revolution
will
make
it
that
a
majority
of
the
people
of
North
Carolina
now
live
in
a
county
where
this
is
possible
for
them
through
their
Register
of
Deeds
office.
I
can
tell
you
that
every
county
that
has
implemented
it
loves
it,
and
once
you
get
the
hang
of
ear
according
options,
there's
no
way
you
will
want
to
roll
back
the
clock
to
do
it.

only
system
which
is
really
good
because
North
Carolina
and
its
counties
cannot
afford
the
luxury
of
simply
doing
things
the
way
they
were
done
a
generation
ago
or
100
years
ago,
and
we
know
some
of
our
laws
regarding
land
recordation
goes
back
almost
to
the
King's
grant.
So
we've
got
a
long
history
in
land
records,
but
we're
moving
fast
into
the
future.
We
are
taught
that
lesson
every
day
as
we
get
the
latest
economic
news.

bottom
line
is,
we
need
to
utilize
the
best
most
modern
tools
available
to
compete
in
this
global
economy,
and
that's
what
we're
seeing
here
today,

according
technology,
puts
you
on
par
with
every
other
county
in
North
Carolina,

deals
can

in
Asheville
as
easily
as
they
can
in
raleigh
or
in
charlotte
or
in
New,
York
or
Chicago.

I'm

this

it's
because
the
Secretary
of
State's
office
has
its
own
very
distinct
ties
to
land
records
by
statute.

administer
the
electronic
recording
Council
in
this
state.
We
set
the
standards
by
statute
for
many
aspects
of
land
recording
indexing
also,
and
we
have
the
only
function
in
state
government
to
assist
land
records,
mappers
and
folks
of
that
type
at
the
county
level.
I
also
have
to
make
a
quick
plug
that
my
department
has
developed
the
twin
to
e
recording
land
records
and
that
is
ino
turi.

This
is
a
notary
public,
with
special
training
and
status
to
put
an
electronic
seal
on
an
electronic
document,
so
the
Nitty
Gritty
question
of
all
this
is:
is
e,
recording
a
filing
as
good
as
doing
it
by
the
old
slow
way
on
paper,
then
delivering
it
by
hand
or
mailing
it
to
the
courthouse
hands
down.
Absolutely
yes,
I
assure
you
an
electronically
filed
recording
is
not
a
second
tier
or
second
class
document
compared
with
the
traditional
ones.
They
are
both
equal
in
the
eyes
of
the
law.

We
have
spent
the
better
part
of
the
last
decade
in
developing
the
legal
structure
so
that
there
are
no
gotchas
there
for
ear
according
starting
with
the
federal
act,
recognizing
digital
signatures,
then
doing
North
Carolina
laws
that
permit
and
allow
and
protect
the
document.
That's
ear
accorded
giving
it
appropriate
just
de
fication
and
respect
in
court.
All
of
those
laws
are
in
place,
plus
we
also
vet
and
approve
certify.

If
you
will
the
vendors
in
this
area,
there
are
there's
a
competitive
vendor
field,
but
all
of
those
have
been
vetted
by
the
technology
staff
of
the
secretary
of
state's
department
to
make
sure
that
they
are
in
compliance
with

standards
so
that
some
County
does
not
inadvertently
due
to
software
problems,
get
out
of
standardization
and
get
out
of
their
legal
boundaries.
So
we
feel
very
comfortable
by
that.

will
be
no
difference,
though,
however,
in
how
we
regulate
traditional,
paper-based
or
electronic
recording
activities
when
it
comes
to
any
County
or
any
area
in
the
state.
I
hope
you
already
know
this,
but
we
in
government
have
always
demanded
the
highest
standards
in
these
areas
for
North,
Carolina
citizens
and
businesses.

North
Carolina
has
a
sterling
reputation
in
this
kind
of
regulation,
and
rest
assured
that
that
demand
for
high
standards
will
be
met
in
every
case
as
we
go
forward,
which
again
means
when
you
look
at
traditional
versus
electronic
filing,
the
only
real
difference
becomes,
which
one
do
you
want
to
use.

County

satisfaction

it

we

we
record
it

time

any
other

with
mail
or
fedex

we

have

be
a
regular
notary,
then

an
additional
course
that
you
can
sign

take
the
course
to
become
certified
in
the

notary,
because
there
are
certain,
basically,
technological
and
legal
aspects
to
that
that
that
goes
in
in
the
training.
So
it's
not
required
that
a
notary
move
up
to
e
notary.

be
an

notary,
you
have
to
do

foundation
step
of
a
regular
notary.

courses

can
collect
their

whatever.

is
that

they're
very
happy
about

notary,

never
thought
that
you
know
the
media's
outlets
of
the
world
would
be
one
of
our
target
audiences,

it's
always
fascinating
to
as
people
put
their
brain
to
it
to
figure
out.

was

requirement

electronic
notary
and
as
Miss
Marsh
was
saying,
certain
documents
are
being
recorded
with
electronic
doc
of
notaries,
but
mostly
it's
only
in
the
case
of
satisfactions
or
substitution
and
trusty
documents
that
are
fairly
simple
documents
that
can
be
created
electronically,
that
be
to
be
a
notarized
document.
It's
got
to
be
what
they
call
a
level
three
document
where
it's
created
electronically,
so
it
would
be
a
fairly
simple
document
like
a
satisfaction
where
you
maybe
are
filling
in
four
or
five
fields
and
the
documents
created
electronically.

digitally
sign,
electronically,
sign
and
electronically
notarized,
and
then
it
can
be
Eva
corded
in
the
real
world
with
closings
and
attorneys.
Paralegals
would
know
better
than

The
deed
of
trust
needs
to
be
signed.

to
be

don't
have

has

a

of
the
survey
community
incredibly
happy,
instead
of
walking
around
from
this
office
to
that
office
to
the
next
office
to
get
different
sign
offs
on
these
things,
so
the
surveying
community
is
is
getting
on
board
and
doing
the
electronic
transfer.

it
becomes
storage
and
size
of
files
become
issues,
but
those
are
manageable
issues.

delinquent
taxes,
they'll
reject
it

then

to
the
submitter.

they
accept
the
document,
it

the
register
of
deeds
office
or

to
another
queue,

then
it
just

you

is
always
going
to

take

will

those
options
every

day

mail
comes,

we
don't
give
mail
priority
over
any
lawyer
who's

come
in

a
paralegal
who's

we
always
take
person
at
the
counter.

distinction
for
y'all
to
know.

that
make
sense

minutes

wouldn't
know
till
three
days
later,
when
they
potentially
get
it
back
in
the
mail
saying
we
rejected
it,
because
there
was
insufficient
funds,
so
they
can
know
immediately,
which

an
amazing
business
tool
to
have
on
their
side.

for
you
recording
the
automated
clearing
house
ACH,
it's
kind
of
like
a
debit
card
system.
We
have
a
it
comes
directly
to
our
bank
account
and
someone
actually
can
say
if
they
want
to
pay
twenty-six
dollars
for
a
deed,
they
can
actually
put
in
more
than
that,
so
we
don't
have
to
send
it
back
if
they
need
to
get
that
document
recorded
immediately.

They
can
say
that
we
will
put,
you
know,
will
allow
up
to
fifty
six
dollars
for
this
document
to
be
recorded,
so
there's
a
little
actual
extra
leeway
on
their
ear
according
side.
So
you
have
this
maximum
amount.
Where
you
can,

it
realistically,
it's
only
going
to
cost
twenty
six
dollars
if
you're
concerned
about
something
being
outside
of
the
lines,
if
you're
concerned
about
something
being
wrong,

we
need
to
charge
you
more

computer
and
an
internet

account

documents
set
up
an
account
with
you.
We
you
have.

trusted,
submitter
agreement
that
has
to
be
signed,
and
then
we
also
get
your
payment
for
your
account
information
and
that
would
be
operating
account,
not
a
not
a
trust
account,
as
the
Bar
Association
doesn't
want
you
to
give
us

accounts.
So
we
don't
want
to
back
sit
and
we
don't
want
to
access
to
that.

bank

no

money
gets
them

easy
to
use
reports
that
you
can
run.

can
either
run
them
off.

calendar
banking
detail
report
a
recording
report.
You
can
actually
set
up
a
subscription
in
our
system
when
you
put
your
email
in
there
and
you'll
have
you'll,
have
it
in
your
email
every
night
now
or
in
the
morning
anyway.

going
to
create
a
package
to
record,
let's
say
it's
a
DD
to
trust,
an
assignment
each
item

you
go

run
the
report,

this
will
show

your
queue
as

to

particular
County
in

filed

all
my

showed

that
they
didn't
have
an
electronic
notary
up
