provide
updates
from
dr.
mullendore
buncombe
county
medical
director
and
interim
public
health
director
browny
newman,
chair
of
the
Buncombe
County
Board
of
Commissioners

and
Human
Services

preparedness

We
will
begin
with
an
update
from
dr.
Mullen
door.

people
are
being
sickened
by
Kovan
19
each
day
across
our
country,
more
than
13,000
people
in
our
nation
have
already
lost
their
lives
to
this
highly
contagious
disease,
Haven
19,
who
represents
a
health
crisis,
unlike
any
that
we
have
faced
during
our
lifetimes.
While
there
is
not
currently
a
vaccine
for
this
virus.
The
good
news
is
that
we
have
a
strategy
that
is
proven
to
significantly
slow
the
transmission
of
this
virus.

look
forward
to
the
day
when
we
can
begin
to
reopen
more
businesses
to
reopen
our
public
schools
to
restore
traditional
services
within
a
within
our
houses
of
worship
and
resume
public
gatherings.
But
the
focus
for
the
time
being
must
be
on
limiting
the
spread
of
kovat
19,
the
more
effective
we
are.
As
a
community
and
suppressing
Kovan
19,
the
more
feasible
it
will
become
to
restore
public
activities
in
the
future.

the
city
of
Asheville
is
joining
with
the
county.
In
extending
the
stay
home
stay
safe
declaration.
Our
number
one
priority
is
to
keep
everyone
in
our
community
safe.
Please
continue
to
take
these
measures
very
seriously.
As
commissioner
newman
shared,
we
know
that
staying
home
is
the
most
effective
way
to
slow
the
spread
of
curve
at
nineteen
leaders
in
Asheville
in
Buncombe
County
are
working
hard
to
support
all
of
those
in
our
community.

Through
this
pandemic,
I
am
proud
to
say
that
we
have
had
a
successful
launch
to
the
one
Buncombe
fund,
which
has
raised
over
eight
thousand
dollars
to
date
to
support
the
basic
needs
of
individuals
who
have
lost
employment
due
to
Kovan
19
and
to
provide
bridge
funding
to
our
small
businesses
during
the
kovat
19
crisis.
If

So
the
stay
home,
safe,
stay,
safe
order
that
went
into
effect
on
March
26th
will
continue
as
written
until
6:00
a.m.
tomorrow,
Thursday
April
9th.
At
that
time,
this
new
order
would
go
into
effect
and
it
will
stay
in
effect
until
it
is
repealed,
replaced
or
rescinded
before
I
get
into
the
details.
I
want
to
talk
about
the
big
picture
of
what
we're
trying
to
accomplish.
With
this
new
order.

We
are
adopting
certain
sections
of
governor
Cooper's
executive
order,
number
121,
which
is
his
stay
at
home
order,
with
some
notable
exceptions
in
which
Buncombe
County
will
be
either
more
restrictive
or
more
specific
and
I'll
detail
those
exceptions.
In
a
moment,
the
three
sections
we
are
adopting
from
governor
Cooper's
order
are
sections
1,
2,
&,
3,
section
1
is
his
stay
at
home
guidance,
which
mandates
that
everyone
stay
home
and
only
leave
the
home
on
essential
business
or
for
essential
functions.

The
second
point
where
Buncombe
County
is
more
restrictive
than
the
governor's
orders
is
in
section
2,
dot,
C,
28,
hotels
and
motels
for
Baulkham,
County,
hotels
and
motels
beds
and
breakfasts
short-term
rentals
less
than
30
days,
home
stays
and
campgrounds
are
instructed
to
cancel
currently
scheduled
leisure
travel
reservations
and
refrain
from
scheduling,
future
leisure
and
other
non-essential
travel
reservations
for
as
long
as
the
governor's
emergency
order.

have

checked
in
and
guests
who
are
Buncombe.

County
residents
are
permitted
to
stay
any
employees
who
work
for
businesses
or
organizations
defined
as
essential
may
also
stay
in
any
lodging
and
to
comply
with
this
order.
Operators
of
these
lodgings
must
document
the
essential
business
occupations
and
nature
of
business
of
any
new
residents,
making
reservations
from
outside
the
county.

The
third
significant
area
in
which
Buncombe
County
is
more
restrictive
than
the
governor's
ordinance
orders
are
in
section
3,
damask
gathering
guidance
and
Baulkham
County.
There
shall
be
no
mass
gatherings
as
long
as
executive
order.

effect
all
public
or
private.
Gatherings
of
any
number
of
people
are
prohibited.

Also
in
section
3
of
the
governor's
order,
he
allows
for
up
to
50
people
to
be
in
attendance
at
a
funeral
for
Buncombe
County.
What
Inns
and
funerals
are
permitted
but
may
include
no
more
than
10
persons
to
include
staff
and
clergy,
while
observing
social,
distancing
requirements
to
the
greatest
extent
practicable.

All
visitors
travel
in
to
Buncombe
County
from
outside
the
state
of
North
Carolina,
upon
arrival,
most
quarantine
at
their
place
of
residence
for
14
days
before
entering
the
community.
This
does
not
apply
to
visitors
traveling
to
Buncombe
County
for
purposes
defined
as
essential
any
manufacturer
who
retool
so
that
a
substantial
part
of
their
business
is
for
the
purpose
of
manufacturing
and
producing
parts
for
ventilators,
personal
protective
equipment
or
another
good.
Supporting
medical
response
such
as
sanitizer
or
disinfected,
is
considered
to
be
a
central
business.
Under
this
order,.

All
essential
grocery
and
retail
operations
are
expected
to
implement
social
distancing
measures
to
the
greatest
extent
possible.
These
may
include,
but
are
not
limited
to
limiting
the
number
of
patrons
allowed
inside,
at
any
time,
marking
six-foot
intervals
for
checkout
lanes
and
service
desks,
modifying
layouts
to
allow
for
six
feet
of
social
distance
in
implementing
single
direction.

Shopping
lanes,
sanitizing
with
increased
frequency
screening
employees
for
illness
and
symptoms
of
cope
in
nineteen,
as
they
report
to
work,
require
me
requiring
any
employees
who
are
sick
or
have
symptoms
of
koban
19
to
stay
home
posting
signage
with
social
distancing
and
hygiene
guidelines
and
all
employers
are
strongly
encouraged
to
have
public
facing
employees.
Wear
cloth
face
coverings.

Also
in
our
order,
the
public
is
recommended
to
wear
cloth,
face
coverings
and
public
settings
where
social
distancing
measures
are
difficult
to
maintain
these
cloth.
These
are
cloth,
face
coverings
and
should
not
be
surgical,
masks,
air
loot,
masks
or
n95
respirators,
as
these
are
critical
supplies
for
health
care
workers
and
first
responders.

In
addition
to
online
worship
services,
religious
entities
may
conduct
drive-in
or
park
parking
lot
services,
however,
patrons
must
stay
inside
their
vehicles
for
the
duration
of
their
time.
At
a
point
of
congregation
and
personal
interactions
must
be
avoided.
There's
more
guidance,
I'll
go
over
on
that
in
the
interpretive
guidance
and
finally,
long-term
care
settings,
including,
but
not
limited
to
you,
skilled
nursing
facilities,
adult
care
homes,
family
care
homes,
assisted
in
independent
living
facilities,
are
instructed
by
this
order
to
prohibit
visitors
from
accessing
their
facilities
unless
to
provide
critical
assistance
or
for
end-of-life
visitations.

So
I
want
to
go
over
first
and
say
that
for
the
most
part,
this
new
order
is
fairly
closely
aligned
with
the
previous
order
that
we've
been
operating
under
for
the
last
two
weeks.
The
exceptions
highlighted
a
moment
ago,
but
I
want
to
revisit
what
can
you
do
and
what
you
should
not
do
under
this
order?

E
You
can
go
to
the
pharmacy
to
pick
up
medications
and
health
care
necessities.
You
can
visit
a
health
care
facility
for
medical
services,
but
you
should
call
first
and
see
if
that
can
be
done
virtually
you
can
go
to
restaurants
for
take-out
delivery
and
drive-thru
service.
You
can
care
for
and
support
friends,
family
members
and
pets.

You
can
walk
your
pets
and
take
them
to
the
vet.
You
can
help
others
in
obtaining
necessary
supplies,
and
you
can
receive
deliveries
from
any
business
that
delivers
what
Buncombe
County
residents
should
not
be
doing.
You
should
not
leave
your
home
at
all.
If
you
are
sick,
you
should
go
to
work
unless
providing
essential
services
she's
not
going
to
work
unless
you're
providing
essential
services
as
defined
in
this
order.

You
should
not
visit
friends
and
family
if
there
is
no
specific,
an
urgent
need,
and
you
should
not
be
closer
than
6
feet
to
others.
We
went

public.
You
should
refrain
from
visiting
loved
ones
in
the
hospital,
nursing
homes
or
nursing
facilities,
except
for
limited
exceptions,
as
provided
by
that
specific
facility.

should
not
travel
unless
that's
for
essential
travel
and
activities,
and
you
should
not
organize
in
person
group
activities
such
as
group
hikes
group,
exercise,
classes,
parties
or
yard
sales,
and
you
should
not
engage
in
door
to
door
soliciting
now.
I
want
to
talk
about
some
general
categories
of
activities
that
are
defined
as
essential
and
again,
there's
more
detail
in
both
the
order
and
the
interpretive
guidance.

Instructions
for
making
these
can
be
found
on
the
CDC
website.
Again,
these
face
coverings
should
not
be
surgical
or
n95
respirators,
because
those
are
critical
medical
supplies
for
health
care
workers
and
first
responders,
and
regardless
of
the
recommendation
to
wear
face
coverings,
you
still
need
to
maintain
hygiene,
sanitation
and
physical,
distancing
guidance
when
out
in
public.

So
if
you
live
outside
of
Buncombe
County,
how
does
this
affect
you?
If
you
work
in
Buncombe
County,
then
your
business
and
employer
must
comply
with
this
order.
You
are
allowed
to
travel
through
Buncombe,
County
and
conduct
essential
activities
within
Bochum,
County
and
return
home,
and
you
should
also
follow
the
guidance
of
your
county
of
residence
if
you
live
in
Buncombe
County,
but
you
work
in
another
County.

How
does
this
affect
you
so
Buncombe
County
does
not
have
the
authority
to
regulate
employment
activities
outside
of
Baulkham
County,
and
while
we
encourage
everyone
to
stay
at
home
and
stay
safe
residents
who
are
employed
outside
the
county
can
go
to
that
work,
regardless
of
the
nature
of
that
occupation.
But
when,
in
another
County,
you
should
again
follow
their
guidance
locally.

Do
I
need
a
pass
or
other
documentation
to
travel
on
the
roads.
Buncombe
County
is
not
taking
any
actions
to
disrupt
transit
or
block
roads.
We're
only
asking
people
to
limit
themselves
to
essential
travel
only
at
this
time.
Nobody
for
essential
personnel
or
businesses
need
any
form
of
documentation
to
be
out
on
the
roads,
but
the
bottom
line
is
that
if
you
don't
have
an
urgent
or
pressing
need,
you
should
stay
at
home.

This
means
that
you
can
take
a
family
together.
Fishing
or
roommates
can
go
to
it
for
a
run
together,
but
we
don't
want
groups
of
friends
from
different
households
getting
in
a
vehicle
together
to
go
hiking.
We
don't
want
people
hanging
out
in
a
parking
lot
together
outside
of
a
Greenway
and,
as
always,
should
adhere
to
any
and
all
Park
closure
guidelines
is
moving
an
essential
function.

Yes,
moving
is
an
essential
function
if
you
haven't
yet
scheduled
to
move
and
you
can
delay
it
that
is
recommended,
but
if
not,
please
ensure
you're
doing
your
very
best
to
avoid
close
contact
and
sanitize
any
common
touch
surfaces
as
we're
moving
into
this
new
order.
We
are
allowing
some
exceptions
to
some
previous
restrictions
and
loosening
some
restrictions.
I
want
to
go
over
some
specific
expectations
for
some
business
sectors
where
we've
relaxed
restrictions.
E
The
first
is
for
driving
worship
services,
so
religious
entities
may
conduct
drive-in
or
parking
lot
services.
However,
the
leaders
of
these
services
are
responsible
for
ensuring
that
their
congregations
stay
inside
of
their
vehicles
for
the
duration
of
the
time
spent
on
the
premises,
and
they
also
must
observe
this
following
guidance.

Only
people
from
a
single
household
should
be
in
each
vehicle.
There
should
be
no
carpooling,
no
church
buses,
no
children
hopping
from
car
to
car
vehicles
in
these
parking
lots
should
be
part,
six
feet
or
more
from
each
other.
There
should
be
no
passing
of
anything
between
vehicles
to
include
communion,
offering
plates
notes
or
hymnals
etc,
and
there
should
be
no
physical
contact
or
passing
of
the
piece
to
include
handshakes,
hugs
or
kissing.

No
more
than
10
people,
including
customers
and
employees,
are
allowed
in
a
showroom.
At
any
time,
hand,
sanitizer
and
sanitizing
products
must
be
readily
available
for
all
employees
and
customers
and
no
test
drives
are
permitted
unless
expressly
requested
and
only
conducted
in
adherence
to
several
requirements
which
are
detailed
in
this
guidance.

Previous
real
estate
restrictions
are
relaxed
and
now
full
real
estate
services
can
continue
on
the
condition
they
are
complying
with
CDC
and
Buncombe
County
guidance,
legal
activity,
support
of
any
essential
business.
An
essential
function
is
inherently
essential
and
for
businesses
with
multiple
departments,
some
businesses
have
a
combination
of
lines
of
operations
or
departments
where
some
are
essential
and
some
are
non-essential.
These
businesses
can
operate
which
had
closed
or
otherwise
limit
the
essential
parts
of
their
business.

Additionally,
some
businesses
focus
on
specific
types
of
products
and
have
a
very
limited
offering
of
other
items
that
may
be
an
essential
business
would
sell.
This
does
not
make
them
in
essential
business.
For
example,
a
retail
store
that
primarily
sells
home
decorations
cannot
be
considered
essential
just
because
they
sell
a
few
books
or
you
can
purchase
set
snacks
on-site.
