conducted
by

health
care
providers.
Since
the
start
of
the
outbreak,
Buncombe
County
Public
Health
is
notified
of
all
positive
test
results
for
kovat
19
in
Buncombe,
County
residents
and
travelers
temporarily,
residing
in
our
County
our
nursing
staff
contact
the
individuals
to
inform
them
of
their
results
and
provide
appropriate
guidance.

take
some
time

speak
to
the
declaration
hit

highlights

a

guidance
document
that
is
going
to
be
released
to
accompany
the
declaration
to
help
the
general
public
determine
you
know
whether
what
is
essential
or
non-essential
traffic.
What
is
essential
or
non-essential
business
so
start
off
with
with
our
supplemental
declaration
again
I'm
just
going
to
go
through
the
highlights
of
this.

It's
much
more
detailed
than
I
will
be
addressing
at
this
point
in
time,
but
this
is
being
pushed
to
our
media
partners

will
shortly
be
available
on
Buncombe
County

To
start
this
order
takes
effect
at
8:00
p.m.
on
Thursday
March,
26
2020.
That's
tomorrow,
at
8:00
p.m.
and
will
continue
through
6:00
a.m.
on
Thursday
April,
9
2020.

you
are
an
essential
business,
you
must
still
comply
with
social
distancing
guidelines.
Maintaining
six-feet
for
both
employees
in
general,
public,
all
public
gatherings
and
private
gatherings
of
any
number
of
people
occur
in
outside
of
a
single
household
or
living
unit
are
prohibited
for
the
duration
of
this
declaration.

visitors,
traveling
to
Buncombe
County
from
areas
experiencing
community
transmission
of
kovat
19:00,
notably
New
York
State
Washington
State
in
California,
must
self
quarantine
at
their
residence.
Upon
arrival
for
14
days
before
entering
the
community,
all
elective
medical,
surgical
and
dental
procedures
are
prohibited
in
Buncombe
County
now
I'm
going
to
speak
a
little
bit
about
the
what
defines
essential
and
non-essential
activities
in
essential
and
non-essential
business.

That's
the
employees
must
comply
with
social
distancing
requirements
to
the
greatest
extent
feasible,
while
carrying
carrying
out
these
minimum
basic
operations.
But
these
are
activities
to
maintain
the
values
of
a
business's
inventory
to
serve
the
condition
of
business's
physical
plant
and
equipment
to
ensure
security
process,
payroll
and
employee
benefits
or
other
related
functions.

I

an
interpretive
document
as
being
has
been
developed
and
accompanies
this
declaration

with
this
declaration

misdemeanor

a

You
can
go
outside
to
walk
ride
your
bike,
hike
and
jog.
As
long
as
you're
observing
the
social
distancing
measures,
you
can
walk
your
pets
and
take
them
to
the
vet.
You
can
help
others
get
necessary
supplies
and
you
can
receive
deliveries
from
any
business
that
delivers
what
Baulkham
County
residents
should
not
be
doing
it.
You
should
not
go
out
at
all.

If
you
were
sick,
you
should
not
go
to
work
unless
you
were
providing
essential
services,
as
defined
by
this
declaration
in
support
of
a
central
business.
You
should
not
visit
family
and
friends.
If
there
is
no
specific
and
urgent
need,
you
should
not
be
closer
than
six
feet
to
others.
If
out
in
public,
you
should
not
visit
loved
ones
in
the
hospital,
nursing
home,
skilled
nursing
facilities
or
other
residential
care
facilities,
except
for
limited
exceptions,
as
provided
by
that
specific
facility.

seen
many
jurisdictions
across
the
country,
order,
shelter
in
place,
declarations
and,
frankly
speaking,
I
think
those
declarations
were
little
in
their
use
of
that
term.
Shelter-In-Place
only
permits
emergency
travel
in
emergency
services,
so
it
is
fundamentally
more
restrictive
than
a
stay-at-home
order.

Buncombe
County
is
not
currently
planning
to
enact
a
shelter-in-place
order
if
I
live
outside
of
Buncombe
County.
How
does
this
affect
me?
If
you
work
in
Bochum
County,
then
your
business
and
employer
must
comply
with
this
order.
You're
allowed
to
travel
through
Buncombe
County
and
conduct
accentual
activities
within
Bochum
County
and
then
return
home
what's
considered
essential
travel,
any
travel
related
to
the
provision
of
or
access
to,
essential
activities.

Discussing
enforcement
activities
can
I
get
arrested
for
violating
this
order.
All
bunkum
County
law
enforcement
entities
will
enforce
this
order
through
education,
dialogue
and
seeking
voluntary
cooperation
from
all
restaurants
and
businesses.
If

cooperation
is
not
achieved,
Buncombe
County
law
enforcement
is
equipped
to
enforce
these
restrictions
through
citations
and
misdemeanor
charges.
Any
person
violating
any
prohibition
or
restriction
imposed
by
this

of
a
class
2
misdemeanor.

like

acknowledge
some
of
the
other
elected
officials
that
are
here

I,
don't
believe
they're

the

like
to
acknowledge
those
who
are
with
us,
including
County,
Commissioners,
Amanda,
Edwards,
Anthony,
Penland,
Joe
Belcher,
as
well
as
our
mayor
of
the
city
of
Asheville,
Esther,
manheimer
and
sheriff
Quinton
Miller
Buncombe
County
is
today
taking
additional
steps
to
slow
the
transmission
of
kovat
19
in
our
community.

We
appreciate
that
many
businesses,
organizations
and
families
have
already
taken
steps
to
practice
social
distancing
by,
for
example,
having
their
employees
work
from
home,
are
holding
their
church
services
online
for
the
time
being,
as
our
local
health
officials
have
said.
The
next
two
weeks
are
a
critical
period
in
the
effort
to
slow
the
spread
of
koban
19.
A
key
goal
is
to
limit
the
number
of
individuals
who
get
sick
and
the
number
who
require
intensive
medical
care
at
a
lower
level
so
that
we
do
not
exceed
the
capacity
of
our
local
medical
facilities
in
hospital.

want
to
assure
that
all
people
who
need
medical
care
will
be
able
to
receive
it,
and
we
can
only
do
that
if
the
numbers
of
people
who
are
sick
at
any
one
time
does
not
exceed
the
capacity
of
our
local
medical
facilities.
We
do
not
take
the
decision
to
issue
the
stay
home
stay
safe
order
lightly.
We
understand
these
measures
cause
more
than
just
inconvenience
for
many
local
businesses,
workers
and
families.

However,
the
steps
that
we
take
now
mean
that
our
community
will
get
through
this
challenging
time
in
better
shape.
During
this
two-week
period,
we
will
be
evaluating
strategies
that
can
enable
us
enable
more
businesses
and
organizations
to
safely
begin
resuming
some
operations
as
we
go
forward
and
make
progress
on
this
challenging
health
issue.
I
want
to
emphasize
that,
while
the
intent
of
this
order
is
to
encourage
everyone
to
stay
home
and
stay
safe,
this
does
not
mean
that
individuals
cannot
move
about
the
community
to
care
for
family
members,
neighbors
and
vulnerable
members
of
the
community.

the

Asheville,
I

express
my
gratitude
to
all
those
who
are
practicing
social
distancing
and
following
the
public
health
guidelines
during
this
pandemic.
Today
we
are
joining
with
the
county
in
enacting
further
measures
to
close
all
non-essential
services,
so
that
most
of
us
can
stay
home.
I
encourage
all
residents
to
take
these
measures
very
seriously.
We
need
to
be
successful
in
flattening
the
curve
by
staying
home,
as
the
chairman
mentioned.

I
am
hopeful
that
the
sweeping
aid
package
being
considered
by
Congress
as
we
speak,
will
immediately
provide
substantial
relief
needed
by
so
many
individuals,
especially
those
who
have
lost
their
job
right
here
in
Asheville
in
Buncombe
County
at
last
night's
City
Council
meeting,
we
voted
to
move
ahead
with
participating
in
the
one
Buncombe
fund,
a
partnership
with
Buncombe
County,
other
municipalities
and
corporate
and
individual
donors
to
help
small
businesses
and
individuals
who
have
lost
their
jobs.
The
one
Buncombe
fund
will
provide
immediate
assistance
supporting
both
individuals
and
business
community
members
in
Buncombe
County.

We
will
allocate
such
funds
and
shortly
you
will
be
able
to
find
out
information
about
this
assistance
on
the
Buncombe
County
kovat
19
website.

would

Health
Department

fund,

briefly
about
one
Buncombe
is
a
response

a
critical
need
in
this
community.
We
know
many
people
have
been
impacted
at
an
individual
level
and
at
the
small
business
level,
and
so
we're
responding
timely
in
order
to
make
sure
that
we're
filling
the
gaps
and
providing
support
for
those
folks
that
need
it.
So
what
is
one
Buncombe?
One
Buncombe
is
a
partnership.

It
includes
many
of
our
local
governments,
our
private
sector,
our
corporate
entities
and
many
of
our
community
partners.
Additionally,
one
Buncombe
is
a
donation
center,
we're
reaching
out
to
individuals
in
the
community.
Folks,
like
yourself,
watching
at
home,
we're
reaching
out
to
corporate
entities,
businesses
in
our
community
and
we're
reaching
out
to
our
local
foundations
to
give
financially
because
people
needed
one
Buncombe
is
also
a
Relief
Center.
We
are
targeting
in
individuals
that
have
lost
employment,
Dudek
Ovid
19,
as
well
as
small
businesses,
businesses
under
50
employees
that
have
been
impacted
by
kovat
19.

one
Buncombe
work
on
Friday?
We
will
have
a
press
release
when
we
will
launch
more
information
about
the
program
during
our
Friday
media
release.
Here,
we'll
talk
about
the
website
where
folks,
like
you,
will
be
able
to
go
and
donate
financially
to
the
one
Buncombe
fund,
with
those
funds
in
hand,
a
corporate
excuse
me,
a
community
board
will
make
decisions
on
the
allocation
of
that
funding
and
we
hope
to
make
that
funding
available
as
soon
as
possible.
