If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
A
Finally,
director
Duncan,
let's
get
this
thing
across
the
Finish
Line
all.
B
B
Point-
and
we
do
have
a
lot
to
do
today
before
we
start
I-
do
want
to
recognize
what
a
fantastic
team
we
have
this
year
so.
B
The
permanent
staff
we've
we
had
a
fantastic
temp
team
this
year,
so
that
really
concerned.
We
had
lots
of
improvements
this
year.
They.
A
All
contributed
to
that
director
if
I
could
piggyback
on
that
real
quickly,
because
I
did
omit
something.
I
really
appreciated
the
participation
of
our
guests
throughout
this
process.
Those
who
are
here
on
purp
in
person
and
those
who
are
participating
online
having
the
public
participate
in
our
work
is
crucial
to
our
success,
and
you
being
here
so
regularly
has
really
been
a
plus
for
us.
Glad.
You're
here
today
hope
that
everyone
who's
here
has
had
an
opportunity
to
sign
the
guest
register.
A
B
Now
I
I
very
much
agree.
I
think
that,
just
on
a
philosophical
letter
thought
level,
words
are
hard
at
this
point
that
that
voting
is
about
conversation
and
having.
C
A
C
Answer
was
yes,
even
if
it's
just
one
or
two
of
you
sitting
out
there
I
feel
even
more
accountable,
even
though
I
always
feel
accountable.
So
it
makes
a
difference
to
me
knowing
that
you're
there
you're
keeping
your
eye
on
things,
I
appreciate
it
when
the
questions
come
about
process
and
just
like
another,
just
other
sense
of
eyes
making
sure
it
goes
well
so
and
I
can't
believe
you
stay
as
many
hours.
I
am
amazed.
A
And
that's
that's
one
of
the
reasons
that
I
remind
everyone
that
we
do
put
our
meetings
online
and
you
don't
have
to
stay
here
to
view,
but
I
Echo
secretary
blocks,
sediment
on
that
having
people
here
in
person
reminds
me
that
there
are
also
people
viewing
online,
always
and
so
having
you
here
is
a
very,
very
helpful
reminder
that
we're
always
being
watched
as
we
should
be.
Thank
you.
We're
always
being
watched.
B
A
Do
but
the
next!
The
first
thing
here
was
minutes
and
I
wanted
to
knock
them
out.
Real
quick
I
wanted
to
check
with
my
colleagues,
everybody
get
a
chance
to
review
the
minutes
of
November
4th
November,
7th
and
November
8th.
E
A
Sorry,
14th
and
I
did
notice
as
I
reviewed
them
that
the
clerk
to
the
board
did
sneak
some
interesting
little
tricks
in
there
for
us
to
catch
and
I
hope
they
were
all
caught
the
colleagues.
Anyone
have
any
questions
or
comments
about
the
minutes.
F
A
A
I
A
Those
in
favor
of
approving
the
minutes
of
November
8th,
please
say
aye
aye
aye,
all
those
opposed,
nay,
thank
you.
Those
minutes
are
approved
and,
finally,
all
those
in
favor
of
approving
the
minutes
of
November,
the
14th,
please
say
aye
aye,
all
those
opposed,
nay,
thank
you.
Those
minutes
are
approved
and
we
are
almost
completely
up
to
date
once
we
get
tomorrow,
yesterday's
and
today's
stuff.
Thank.
B
All
right,
so
what
we,
what
I'd
like
to
just
go
over
today,
is.
I
B
Then
we'll
start
with
the
challenge,
hearings
and
and
Devin
will
lead
us
through
that
that
process.
These
are
all
of
the
things
that
you
have
heard
about
along
the
way
today
is
the
day
that
we
finalize
those
than
any
tallies
that
need
to
be
made
for
manual.
I
B
Since
that
was
a
really
quick
short
meeting,
you
know
we
wanted
to
freak
out
that,
for
you
do
a
summary
for
that,
then
we
will
take
break,
which
will
hopefully
coincide
with
lunch
time
and
that's
where
Bria
and
Devin
and
their
team
will
print
all
of
the
reports
and
the
final
abstract
for
you
to
review
and
and
and
then
we'll
finalize
with
signing
the
certification
for
the
election.
A
A
J
A
That's
out
of
order
to
do
today,
according
to
North
Carolina,
General
statutes.
If
you
want
to
proceed
and
protest
this
election,
the
time
to
do
that
is
after
we
have
completed
canvas,
but
the
foreclose
of
business.
Next
Tuesday.
I
J
I
J
So
our
question
is:
if
we
we
don't
think
that
the
poll
workers
brought
this
material,
we
don't
think
that
they
would
give
them
their
training.
We're
wondering
who
did
where
did
this
material
come
from?
Why
was
it
at
the
polling
section?
Why
were
the
County's
documents
in
favor
of
the
foundation
handed
out
and
voters
encouraged
now
I?
Don't
think
that
whatever
the
outcome
of
this
is
would
change
the
result
of
the
election,
it
was
a
two
on
both,
but
this
is
not
properly
behaved
should
be
looked
into.
A
Well,
I
I.
Thank
you.
I,
do
appreciate
you
bringing
this
to
the
board's
attention
and
I
agree
that
this
is
something
that
the
Board
needs
to
discuss
just
not
right
now,
and
so,
if
we
could
explore
the
issue
later
on,
perhaps
in
this
meeting,
I
do
want
to
explore
it
soon
and
I
appreciate
all
the
work
you've
done
in
collecting
affidavits
and
collecting
information
about
this.
A
I
A
H
Mr
chair
Mr
aceto.
If
it's
an
order,
may
I
ask
that
Mr
Black's
matter
the
placed
on
the
agenda
as
a
new
business
at
the
close
of
the
of
the
of
the
after
the
certification
of
the
election
I.
A
I
A
K
Is
in
follow-up
to
the
the
challenge
challenges
that
were
entered
on
Election
Day
for
the
list
of
Voters
that
you
have
in
front
of
you,
and
so
what
we're
looking
for
here
is
the
voters
have
been
sent
to
notice
each
of
them
versus
a
letter
via
USPS,
and
now
it
is
time
to
conduct
again
so
I
have
them
in
order
buy.
What's
on
the
list.
Thank.
L
F
A
A
A
A
's
had
an
opportunity
to
review
this
challenge
ballot.
Anyone
have
any
questions,
issues
I,
move
that
the
board
formally
disapproved
this
ballot,
because
the
voter
was
not
a
resident
of
Buncombe
County
on
Election
Day
having
deceased.
A
I
A
A
A
I
H
A
Yes,
it'll
be
the
same
motion
that
we've
already
heard:
I
move
that
we
disapprove
the
ballot
of
John
Haynes
due
to
the
fact
that
he
no
longer
resided
in
Buncombe
County
having
deceased.
All
this
in
favor
of
the
motion,
please
say:
aye
aye,
all
those
opposed,
nay.
Thank
you.
K
This
next
one
is
moving
into
early
voting,
and
this
is
the
the
partial
yeah
we
did
three
three.
K
I
K
One
is
the
partial
where
the
voter
was
given
the
wrong
battle
style
and
voted
in
the
National
City,
races
in
which
they
were
not
eligible
for
so
there
is
another
ballot
in
here
that
the
team
can
duplicate.
C
K
We're
going
to
have
to
do
the
30-day
sword,
30-day
Precinct
sort
for
so
to
have
the
ballot
duplicated
with
all
the
applications.
We
won't
have
to
do
a
manual
edit
for
it
and
plus
that
ballot
has
spoil
written
all
over
it.
That's
not
going
to
scan
right.
K
M
L
K
Yeah,
the
the
ballot
style
that
she
voted
on.
She
voted
for
all
Races
she
was
eligible
for,
except
for
the
national
city.
So
the
only
thing
that
we're
doing
on
that
is
just
removing
this
races.
C
A
It's
all
right,
colleagues,
a
move
that
we
partially
approve
the
challenge
to
ballot
of
Brenda
Guilfoyle
and
that
we
request
staff
to
duplicate
the
ballot
on
the
for
the
races
for
which
the
voter
is
eligible.
A
A
A
A
A
Oh,
thank
you
I
know.
I
neglected
to
ask,
is
Jeffrey
Donald
owenby
here
today
or
representative
for
Jeffrey
owenby.
Thank
you.
M
M
M
H
So
Mr
Quinn
ernestrocito
you're
on
this
one
we're
going
back
to
a
devotional
reading
from
the
book
here.
A
little
red
book
of
chairman
Quinn
and.
H
A
H
I'm
looking
at
the
election
laws
and
yeah
wait
just
to
be
clear.
There
are
nine
categories
of
reasons
of
that
that
a
that
a
challenge
can
be
sustained
and
just
where
exactly
does
this
one
fit
in?
Because
we
have
our
incident
report
and
the
summary
of
the
matter
is
that
this
is
a
voter
who
declared
that
they
did
not
live
where
they
were
registered
right,
but
they
would
not
give
a
their
current
registration
address
correct
so
and
the
staff
has
checked,
go
back,
you
don't
mind.
H
Before
we
vote
on
this,
I
just
want
to
be
certain
that
the
vote
and
the
motion
on
the
vote
Records
the
correct
statutory
reason
and
that
we've
got
the
the
and
we've
got
the
evidence
to
support
that.
A
H
Three,
and
that
is
cross
referenced
from
hang
ons
I.
I
H
183.89,
which
is
the
procedures
for
challenge?
No
I'm.
Sorry,
though,
that's
not
the
right
one,
so
that's
it
challenge
other
than
on
day
of
a
primary
election.
H
L
I
made
some
notes
from
the
meeting
where
we
passed
these
on
to
to
the
challenge
hearings.
So
I
don't
have
the
following
front
of
me,
but
as
I
understand
it,
the
voter
came
in
with
a
companion.
L
L
L
H
L
C
C
Documented
here
by
Negi
refused,
we
have
a
voter
who
refused
to
State
his
residential
address
when
checking
in
to
vote
on
November
1st
during
the
morning
shift
because
he
refused
worker
was
unable
to
confirm
who
he
was,
and
the
voter
left
incident
report
attached.
C
The
same
voter
spoke
to
me
that
Negi
and
complained
he
was
denied
the
right
to
vote
after
explaining
to
voter
that
what
the
worker
was
asking
was
required.
He
stated
he
did
not
want
to
give
up
his
give
us
his
address
due
to
things
being
mailed
to
home,
address
and
error.
He
insisted
that
his
business
PO
Box
was
sufficient
and
I
explained
that
he
does
not
live
and
sleep
at
the
PO
Box.
The
conversation
ended
same
I
love
that
too
I'm
ready.
C
C
C
C
Is
not
a
valid
One-Stop
application
because
the
voter
did
not
attest
to
residing
where
the
application
indicates
he
resides
the
board
would
need
to
deny
the
application
and
challenge
the
ballot
is
the
fact
that
address
was
not
updated.
The
fault
of
the
One-Stop
worker-
and
that
was
my
question
because
of
how
it
was
worded.
But
no
because
it
wasn't
a
complete
address,
is
what
I'm
hearing
and
that's
what
the
worker
wrote
on
here.
But
this
person
here
in
the
state
didn't
know
that.
C
Paul
Cox
legal
and
see
State
Board
of
Elections,
so
if
it
was
a
fault
that
one
stop
worker,
he
says,
if
so
the
voter
want
and
the
voter
wanted
to
update
that
address.
We
should
contact
him
and
ask
him
to
return
update
the
registration
at
one,
stop
and
vote
him
provisionally
discount
the
first
ballot
and
count
the
provisional.
C
L
It
seems
there
must
there
must
be
a
statute
on
what
constitutes
appropriate,
One-Stop
application.
I'm
sure
there
is
somewhere
in
here,
see
I,
don't
have
it
just.
C
F
F
A
F
A
That's
why
all
nine
of
these
challenge
ballot
voters
were
noticed.
H
H
Good
and
Glenn
what
what
I
was?
What's
your
I
think
your
question
is
the
voter
shell.
The
person
seeking
to
vote
shall
enter
the
voting
enclosure
through
the
appropriate
entrance.
A
Precinct
official
assigned
the
check
registration
Charlotte
once
asked
the
voter
to
State
current
name
and
resident's
address
the
voter
shall
answer
by
stating
current
name
and
residence
addressed
and
president
and
presenting
photo
identification
right.
Didn't
say
that
that.
A
H
State
there
for
current
name
and
residence
address
and
that's
the
relevant
part
of
the
statute
can.
H
The
right
yeah,
the
citation,
is
one
two
one
section:
163-166.7
A,
which
is
title:
checking
registration.
A
Well,
but
the
voter
first
said
that
they
do
not
reside
at
the
address
where
they're
registered,
so
that
that
was
an
important
Revelation
by
the
voter
and
so
election
staff
immediately
asked.
Oh
well.
If
you
don't
reside
there,
where
do
you
reside?
So
we
can
make
sure
we
give
you
the
correct
ballot
and
that's
when
the
voter
refused
to
provide
that
additional
information
leaving
the
Board
of
Elections,
simply
not
knowing
where
the
voter
resided
the.
H
F
Sounds
like
the
voter
has
some
burden
to
alert
Board
of
election
staff
as
to
their
street
address,
so
they
can
confirm
the
residency
and
if
they
did
not
do
that,
then
I
think
the
presumption
is
that
they're,
not
a
resident
of
that
Precinct
so
I,
would
I
would
say
it
falls
under
number
three.
The
third
rounds
for
for
challenging.
F
A
All
right,
any
more
questions,
comments,
I,
move
that
we
disapprove
the
challenged
ballot
of
Jeffrey
Donald
owenby,
due
to
the
fact
that
the
voter
is
not
a
resident
of
the
precinct
in
which
the
voter
is
registered.
C
C
C
A
C
A
A
A
A
Thank
you
very
much
is
Gwendolyn
Fulkerson
here,
representative
of
Gwendolyn
falkerson.
Thank
you.
A
A
All
right
colleagues
I
move
that
we
disapprove
the
challenge
ballot
of
Gwendolyn
Ferguson
as
she
no
longer
resided
in
Buncombe
County
having
deceased
all
those
in
favor
of
the
motion.
Please
say.
I
N
A
A
Okay,
okay
is.
K
F
A
A
Colleagues,
I
move
that
we
disapproved
the
challenged
ballot
of
this
unknown
voter,
as
there
is
no
application
to
vote
for
this
ballot.
All
those
in
favor
of
the
motion,
please
say.
I
A
K
A
A
B
And
so
there's
three
three
types
absentee
by.
A
B
Early
voting
election
day
and
provisionals
so
we'll
talk
about
all
of
those
and
there's
different
ways
that
each
of
those
are
reconciled.
You
all
went
through
absentee,
which
are
all
retrievable
ballots.
So
there's
the
challenge
process
and
we
can.
We
know
which
ballot
went
with
each
ATV
or
One-Stop
application
during
or
absentee
application
during
that
period,
so
so
that
there's
a
clean
process
for
provisionals.
You
all
did
that
auditing.
B
Yesterday
we
made
sure
that
all
of
that
balanced
and
I'll
give
you
a
summary
of
that
here
shortly
and
then,
just
as
a
reminder
on
Election
Day
ballots
are
not
retrievable.
We
don't
have
that
same
same
process
that
we
do
for
so
I
will
give
you
the
summary
of
provisional
applications,
and
we
probably
should
have
someone.
I
B
B
B
So
these
are
all
of
the
provisionals
that
that
you
processed
yesterday
do
we
process
581
provisionals
this
election.
We
were
120
and
a
half
thousand
voters.
So
that's
half
a
percent.
I
B
You
see
the
pie
charts
on
the
next
few
pages
and
it
kind
of
gives
you
an
idea
of
what
you
know.
What
categories
within
the
categories
voters
were
so
on.
The
partially
approved
vast
majority
is
incorrect
Precinct.
So
these
are
voters
that
showed
up
to
a
Precinct
that
they
weren't
assigned
to
and
that
Precinct
did
not
have
the
ballot
style.
That
was
was
related
to
them
same
with
unrecognized
address,
that's
the
same
same
concept,
same
thing.
A
B
Went
to
the
address
wasn't
recognized.
They
were
given
the
about
style
that
was
closest,
but
it
was
not
the
correct
Mouse
I.
Also,
it
also
had
to
be
part
for
the
approves.
We
have
a
more
of
a
balance
between
incorrect,
Precinct
and
unrecognized
address.
The
unrecognized
address
is
partially
a
result
of
Buncombe
County
growing
so
quickly.
So
when
a
new
new
address
house
is
built
or
a
new
apartment,
complex
is
built.
I
I
I
B
Getting
addresses
in
our
system,
but
still
with
growing
it's
difficult.
Those
systems
are
different,
so
there's
some
inherent
inherent
lag
in
them.
Then
we
also
had
incorrect
Precinct.
So
more
people
were
going
to
the
incorrect
precincts,
but
they
happened
to
go
to
one
that
had
the
ballot
style
that
was
appropriate
for
them,
and
so
it
fully
counted.
B
But
then
the
other
categories
are
much
smaller
previously
removed
would
be
those
voters
who
were
taken
out
of
the
system
for
not
voting
for
in
two
Federal
elections.
That's
an
automatic
removal.
If
there
was
no
evidence
that
they
actually
moved,
then
they
were
reinstated
not
previously
registered.
The
poll
worker
was
unable
to
find
them,
but
when
it
was
brought
to
our
office
we
were
able
to
find
it.
H
H
Just
so
that
we
don't
hear
about
right
from
people
who
don't
have
to
explain
ourselves
in
venues
where
we
may
not
have
a
chance
to
explain
ourselves.
C
A
C
H
B
After
action,
this
is
exactly
the
kind
of
stuff
we
want
to
hear
not
approved
vast
majority.
A
C
A
B
C
B
And
that's
that's
whether
you
know
you
saw
some
of
those
earlier
where
the
an
absentee
voter.
Well,
you
will
see
when,
when
Bria
presents
yeah,
it.
A
B
You
and
you
probably
saw
someone-
you
were
processing
the
provisionals,
where
there
was
a
person
who
voted
and
then
they
said
oh
wait.
I
wanted
to
do
something,
do
something
different
right,
and
so
then
they
voted
provisionally
well
they've
already
voted
so
there's
you
know
that
the
already
votedism
is
a
category.
That's
not
necessarily
delicious.
Okay,
Mr.
F
A
I
I
actually
thought
the
not
approveds
were
a
higher
percentage
than
we
normally
see.
In
my
experience,
it's
usually
half
of
them
are
not
approved.
Half
of
them
are
fully
approved.
A
quarter
of
them
fully
approved
a
quarter
of
them
partially
approved,
but
this
would
would
very
heavily
or
not
approve,
and
you
know
overwhelmingly
folks
not
registered
in
Buncombe
County.
I
A
K
Okay,
well,
that
is
being
printed.
I'll
sit
around
the
critique,
One-Stop
summary
reconciliation
summary
to
be
able
to
see
you
by
dating
One
Stop
balances,.
K
Yeah
One-Stop
balances.
There
are
as
many
ATVs
sorry
One-Stop
applications
as
there
are
voter
history
as
their
RDS.
I
F
K
Bread
there
they
use
their
emergency
Bend
twice
during
one
stop
and
the
first
time
they
didn't
clear
it
out
all
the
way.
So
that's
why
there
is
one
additional,
better
history
and
one
less
D,
the
s-200
on
the
25th,
and
then
they
discovered
it
when
they
used
the
emergency
pen
again
on
the
30th,
which
is
why
that
one
is
up.
Ds200
number
can.
K
Yes,
the
emergency
band
is
a
drawer
underneath
the
scanner,
the
ds200
scanner.
That
is
open.
So
in
times
where
you
know,
there's
things
like
a
jam
or
say
the
power
goes
out
and
it
loses.
You
know
always
backup
battery
power,
that's
just
something
that
the
voters
can
put
in.
So
it's
secured
and
then
Precinct
officials
once
power
is
restored
or
the
jam
is
fixed,
we'll
take
them
out
and
insert
them
into
the
s200.
K
The
same
thing
happened
again,
the
next
day
31st.
They
had
to
use
the
emergency
ballot
again
and
forgot
one
until
the
next
day.
I
C
K
H
If
you
would,
please
just
talk
a
little
bit
about
about
the
voter
view,
people
program,
how
it
how
it
functioned
in
this
case,
you
know
what
what
that
column
represents
was.
K
The
voter
view
column
represents
that
is
so
when,
when
the
One-Stop
early
voting
laptops
at
the
site,
the
people
books,
whenever
somebody
hits
a
vote
that
is
sent
back
to
a
central
server
and
then
just
recorded
back
to
this
program
called
voter
view,
which
is
the
state
program
which
is
our
kind
of
mostly
common
used
one
for
voter
registration
stuff.
But
it
also
includes
absentee
by
mail
and
one
stops
functions
in
there.
H
K
L
K
And
I
will
spreadsheet
that
we
use
during
so
that
same
day,
registration
number
will
fill
up
depending
on
how
many
registrations
there
are
during
the
day
we
check
the
day
after
for
the
total
number
in
voter
View,
and
then
that.
F
A
L
K
No
I,
don't
I,
don't
have
a
total
number
of
safety
registrations
that
would
work.
Okay,.
L
K
Know
that
when
you
account
for
what
was
reported
in
voter
view,
based
on
the
voter
history
of
registered
voters
that
voted
and.
H
It's
understanding
that
voter
scan
is
is
the
that's
where
the
authorization
authorization
comes
from
and
and
the
same
and
the
rich
and
the
application
for
the
for
the
one
stop
Yes.
K
Voters
and
is
the
program
that
we
use
to
process
documents
pretty
much
and
we
have
to
scan.
You
know
the
same
day.
Registration
forms
at
the
end
of
each
night
to
process
them.
So
these
voters
can
do
that.
B
K
C
N
L
B
Oh,
like
a
chart
of
them
yeah
that
is
going
to
be
shown
in
this
sheet.
C
A
G
G
I
can
go
through
these
one
by
one
at
8.2
for
the
abandoned
ballot.
The
ballot
was
spoiled
and
not
put
into
the
ds200.
H
H
L
I
I
C
B
C
That's
so
they
spoiled
it
incorrectly.
Whatever
she
voted,
even
though
it
was
abandoned,
we
knew
who
it
was.
We
knew
who
the
ballot
belonged
to.
It
should
have
been
counted
and
they
spoiled
it.
It
was
not
counted,
so
we
replica
duplicated
it.
So
the
marks
were
readable
and
passed
it
through
the
machine.
Again,
okay
got
that.
I
G
G
G
A
C
B
I
M
G
C
G
G
I
I
I
A
G
C
A
G
Did
know
yeah
I
went
through
these
ballots
four
or
five
times
to
make
sure
that
I
had
the
right
four
ballots
out
of
all
of
them.
There
were
only
four
that
did
not
have
a
front
side
or
a
backside,
so
I
was
able
to
match
them.
One
of
one
person
their
marks
were
very
distinct,
so
I
was
able
to
tell
it
was
lucky.
Yes,
we
were
able
to
correct
it.
A
G
G
I
G
I,
don't
get
it
either.
I,
don't
understand
what
happened.
I
will
explain.
Okay,
please,
whoever
the
ds200
attendant
was
was
expecting
to
see
some
screen
when
the
ballot
was
cast.
He
didn't
realize
it
was
just
thank
you
for
voting.
So
we
thought
that
the
machine
didn't
count.
Three
ballots
told
the
chief
judge,
so
the
chief
judge
pulled
those
three
ballots
out
and
put
them
back
through
the
machine,
so
they.
G
C
G
They
did
not
need
a
new
machine
right,
they
were
just
misreading
the
machine,
but
the
machine
was
replaced.
They
were
three
ballots
over
because
they
scanned
three
ballots
twice.
D
H
G
G
G
We
have
one
more
voter
history
than
we
do
ballots.
I
talked
to
the
chief
judge,
one
voter
left
the
precinct
with
a
ballot
and
did
not
return.
G
A
G
G
As
you
can
see,
I
don't
have
an
explanation.
I
have
no
idea
what
happened.
We
spent
three
days
trying
to
figure
it
out,
but
they
have
755
ballots
on
the
ds200
752
physical
ATVs
and
753
voter
history.
None
of
those
numbers
match
and
I.
Don't
know
why
the
chief
judge,
both
party
judges
and
workers
all
have
no
idea.
F
I
G
We
use
voter
history
for
election
day
in
what
is
called
One
Stop
System
Manager.
Does
it
make
sense
because
one
stop
is
early
voting,
but
that's
where
all
of
election
day
voter
history
is
stored,.
C
G
Also
have
I
I,
say
752
ATVs,
but
there
are.
There
are
four
extra
ATVs
without
a
signature,
some
of
them
have
a
number
and
some
don't.
Some
of
them
are
duplicates
I.
There's
no
way
to
figure
out
what
happened.
We
just
have
extra
forms.
How.
H
Does
the?
How
does
the
that
check-in
count
can
compare
to
the
ATV,
and
that's
to
that
that
that's
the
Builder
history
compared
to
the
ATV?
That
is
a
two
different
database
is
two
different
entries.
The.
G
H
Is
okay,
okay
and
the,
but
the
the
voter
history
is
this
separate
record
that
is
kept
in
the
laptop
that
that
is
that's
there
at
the
desk?
Yes,.
L
This
this
comes
from
precinct
54.2,
which
is.
L
F
G
H
G
G
They
do
not
know
what
happened.
How
about
ATVs.
C
N
A
Like
that
and
then
go
vote
in
person,
well,
it's
just
it's
a
shame
that
we
get
these
discrepancies
and
if.
H
G
Atvs
are
authorization
to
vote
forms,
that's
what
each
voter
gets
and
has
to
sign
before
they
can
go,
get
their
ballot
voter
history-
that
is
voter's
record
history
of
voting
for
that
election
in
our
system
s.
G
H
B
L
B
Well,
it's
a
it's.
It's
both
the
state.
Does
some
maintenance?
You
know
list
maintenance,
I
think
is
what
you
are
referring
to
and
then
the
counties,
everyone
all
100
counties-
are
responsible
for
different
parts
of
the
list
maintenance
also.
But
it
is
a
state
system.
We
only
have
access
to
our
piece.
B
L
So
once
the
if
I
recall
correctly,
there's
a
from
that
training
session,
there's
they
hit
a
button
to
say
issue
the
ballot
on
the
on
the
laptops
and
that
will
enter
the
person
into
the
voter
history.
B
That
that
will
make
them
eligible
for
that.
So
after
we
audit
and
present
to
you,
then
voter
history
can
be
applied
so
right
now,
if
you
look
up
yourself,
obviously.
H
A
Right,
if
you
go
to
the
State
Board
website
right
now
and
look
up
your
voter
registration
you'll
see
a
link
for
your
sample
ballot
for
the
general
election
sometime
really
really
soon.
You
won't
see
that
link
for
sample
ballot
anymore
instead,
further
down
on
that
page
you'll
see
that
you
voted
on
the
November,
8th,
2022
election,
either
absentee
or
in
person,
or
something
like
that.
But
it's
not
there.
Yet
if
you
go
check
right
now,
there's
there's
no
indication
in
in
the
public
facing
database
that
you've
already
voted.
F
C
G
C
A
E
H
A
The
third
place
it
was
top
two
finishers
would
get
elected
and
under
our
election
rules.
If
you
finished
in
third
place
and.
A
The
the
difference
in
votes
between
that
third
place,
finisher
and
the
second
place
finisher,
was
31
or
fewer,
and
that's
you
take
the
total
votes
cast
for
each
of
those.
Two
candidates
add
them
together
and
then
you
compute
a
half
a
percent
of
that
and
be
31
votes
and
the
margin
right
now
I
think
is
46
or
47.
Something
like
that.
So
the
two
votes
in
question
here
wouldn't
swing
that
one
way
or
the
other
and
the
two
votes
were
not
and
not
in
the
right
jurisdiction.
A
H
A
C
Just
I
just
cannot
only
imagine
the
level
of
detail
that
you
have
to
pay
attention
to
for
this
process.
It.
G
Is
it
is
unbelievable.
B
I
B
So
so
this
this
is
a
very
helpful
Vlog
for
us
to
have.
M
A
Point
out
to
my
colleagues
that
staff
has
made
a
lot
of
materials
available
for
our
review.
I
know
that
staff's
got
to
do
some
work
now.
A
B
B
B
A
I
A
A
A
I
A
All
right,
the
button
County
Board
of
Elections
is
going
to
go
into
recess
and
we
will
reconvene
in
this
room
at
2
15
this
afternoon.
Thanks
everybody
come
on
back
because
the
best
is
yet
to
come.
A
215,
why.
C
I
A
I
A
Black
you,
okay
with
that
I
thought
you
might
be
all
right.
Well,
we
are
now
emerging
from
Recess
that
recess
that
refresh
that
one
minute
recess
was
refreshing,
I
feel
re-energized
and
earlier
in
this
session,
Mr
Dan
Black
raised
a
question
about
information
that
was
made
available
at
various
polling
sites
during
the
2022
election
general
election
of
Malcolm
County
Mr
Black.
If
you've
got
materials
you
wanted
to
share
with
the
board.
Now
would
be
a
good
time
to
do
so.
Sir,
thank
you.
A
A
A
H
H
H
H
A
A
C
A
D
D
E
E
E
A
Well,
I'm,
guessing
that
everyone's
had
a
chance
to
review
the
basics
of
the
of
the
issue
here
and
I
will
ask
well,
as
Mr
Black
stated
earlier
in
the
meeting.
A
There
are
some
members
of
the
community
who
took
issue
with
the
provision
of
information
about
the
two
Bond
issues
that
appeared
on
the
ballot.
These
information
provided
at
polling
places
was
information
that
was
created
and
published
by
Buncombe
County
and
before
we
proceed,
I'm
hoping
that
director
Duncan
can.
B
I
had
a
report
that
there
was
information
about
the
bonds
at
a
at
an
early
voting
location
and
I
asked
that
location
to
remove
that
material
and
then
later
I
got
another
report.
That's
when
I
reached
out
to
Negi,
who
was
overseeing
the
early
voting
procedures
and
learned
that
some
of
the
captains
requested
information
on
the
bonds
so
that
they
could
let
voters
know
where
to
find
more
information,
and
so
this
was
given
to
the
captains
of
the
ones
sites
for
them
to
be
able
to
know
where
to
send
voters
to
go,
find
information.
B
So
that
is
where
it
stopped
from
our
office.
It
does
appear
that
some
of
the
captains,
perhaps
did
you
know
I
posted
them
or.
L
B
In
general,
when
people
ask
if
they,
if
a
voter,
comes
and
asks
about
something
on
the
ballot,
we
are
never
to
give
suggestions,
and
they
all
know
that
so
the
the
captains
were
seeking,
where
can
I,
tell
them
to
go,
find
that
information
there
themselves
so
other
issues
that
there
there
are.
You
know
we
say
things
like
newspapers
and
and
things
like
that.
We
try
not
to
be
specific
about
things
and
but
this
this
Bond
referendum
pets
and
information
sheet
that
was
reviewed
by
the
county
for
to
be
not.
H
The
limitation
on
activity
in
the
voting
place
and
in
a
buffer
zone
around
it,
the
buffer
zone,
section
A,
no
person
or
group
persons
shall
hinder
access,
harass,
others
distribute
campaign,
literature,
Place,
political
advertising,
solicit
votes
or
otherwise
engage
in
election
related
activity
in
the
voting
place
or
in
a
buffer
zone
which
shall
be
prescribed
by
the
County
Board
of
Elections
around
the
voting
place.
That's
the
50-foot
Zone.
H
So
this
this
statute
significantly
doesn't
say
what
to
do
to
people
who
violate
this.
Should
they
be,
you
know,
should
they
be
made
to
chew
aluminum
foil
or
what
there's
there's?
No,
there's
there's!
No!
It's
not
like
other
statutes
where
this
it's
a
misdemeanor,
there's.
H
That
there's
no,
it
just
says
nobody
shall
do
this.
It
seems
that
distribute
campaign,
literature
or
police
political
advertising
is
operative
here.
If
that's
not
campaign
literature,
it
is
somebody.
H
H
H
Well,
director,
one
thing
that
observes
to
Focus,
which
is
that
our
captains
tell
people
where
to
find
information,
and
you
know
perhaps
that's
something
that
we
want
to
go
on
to
want
to
examine
and
because
that's
a
pretty
slippery
slope.
It's
well
intentioned
and
someone's
sitting
here,
asking
you
a
question.
Well,
how
do
I
find
out
about
this?
It's
so
hard
not
to
answer
yeah
I,
understand
that
you
know,
and
but
it's
just
not
that
far
from
that
to
this.
I
H
Either
so
it's
just
something
to
consider
for
our
for
our
election
worker
training
and
that
we
could
carefully
explain
where
the
line
is
and
I'm
not
sure
that
the
line
is
very
bright.
Okay
and
that's
that's
often
the
case
with
our
election
laws
yeah
we
have
to.
We
have
to
use
some
common
sense
and
and
provide
some
room
to
maneuver
so,
but
but
they're
here,
I
have
no
I.
H
Don't
know
that
with
any
is
there
any
action,
Mr
Black,
that
you
would
request
of
this
board
or
anything
in
particular
that
that
anything
remedial
that
you
that
you
or
the
Republican
Party
would
like
to
to
see
this
board
do.
As
far
as
addressing
the
situation
well,
I'll
skip
the
half
hour
presentation
that
I
had
because
I.
J
Think
you've
all
granted
the
issue,
but
we
want
it
to
impact
worker
training
so
that
this
sort
of
thing
was
not
handed
out
again
and
I.
Think
that
we've
answered
the
one
question
we
had:
where
did
they
get
pieces
of
paper?
They
were
handing
out
because
it
was
not
a
simple
one
piece
of
paper
posted
up
at
Tanger.
J
F
J
F
Little
further
fall
than
investigation
to
determine
who
was
handing
out
where
it
was
happening
and
the
source
of
of
this
information
being
handed
out
at
the
polling
place.
I,
don't
know
who
does
that
investigation
I,
don't
know
if
that's
our
role
or
what,
but
it
does
raise
question
is
for
me
that
I'm
not
sure
I'm
satisfied
with
here
today.
M
I
C
C
A
I
I
want
you
to
know
that
this
I
mean
this
had
been
brought
to
director
Duncan's
attention
and
I
know
that
she
was
determined
that
this
was
not
going
to
happen
again.
I
appreciate
members
of
the
community
coming
before
the
board
and
describing
a
situation
and
seeking
relief
or
finding
ways
to
take
advantage
of
this
and
and
I
appreciate
it
very
much.
But
we
at
director
Duncan
had
already
determined
ever
again,
yeah.
B
M
C
I
E
C
I'm
I'm
grateful
that
you
brought
it
like
I,
said
we're
not
everywhere,
and
so
so
I
wouldn't
have
known.
I
really
appreciate
learning
from
this.
Thank
you
for
towards
time
and
I
will
supply
you.
A
A
A
Calling
back
to
order
the
meeting
of
the
button
County
Board
of
Elections
on
this
fine
Kansas
day,
November,
18
2022.,
hope
everybody
had
a
nice
opportunity
to
be
fresh
and
recharge.
Colleagues,
have
you
had
an
opportunity
to
review
the
materials
that
the
that
staff
has
made
available
to
us?
B
H
N
E
K
Okay,
so
what
do
you
all
have
in
front
of
you
because
official
results
of
election
summary?
K
And
the
the
one
with
all
the
lines
on
it
is
the
block
style
reporters.
I
K
This
one
that
has
these
things
and
names
spread
out
is
in
the
manual
a
couple
pages.
Long
is
the
manual
edit
log,
so.
N
C

H
I
H
M
H
H
C
H
M
H
H
E
M
M
M
A
A
A
A
A
Colleagues,
I
think
we've
all
had
a
chance
to
review
the
materials
provided
by
staff
as
well
as
the
reports
that
were
provided.
Does
anyone
have
any
questions
hearing
none
I
would
like
to
proceed
and
move
that
we
adopt
the
report.
Titled
November,
8,
2022
general
election
results
by
contest
all
those
in
favor
of
the
motion.
Please
say:
aye
aye.
I
A
A
Zero
I
will
point
out
that
one
of
the
interesting
things
about
these
two
first
reports
we
adopted
is
that
they
do
include
the
write-in
votes
for
anyone
who
perceived
five
or
more
write-ins,
and
so,
when
you
look
at
things
such
as
the
Asheville
city
council
race,
you
will
see
many
many
more
names
than
you
saw
on
the
ballot
very
interesting
report.
Sorry
for
that
little
editorialization
next
I
move
that
the
board
adopt
report
el-45a,
which
is
the
Buncombe
County
general
election,
November
8th,
2022
official
results.
I
A
Those
opposed,
nay,
thank
you.
I
will
tell
everyone
in
the
audience
that
this
report
will
be
available
to
you
at
the
conclusion
of
the
meeting.
You'll
love
it
because
it's
got
the
most
detail
on
a
county-wide
basis,
including
undervotes
and
undervotes,
but
you
won't
see
all
those
write-ins.
That's
on
the
southern
report.
A
Next
I
move
that
the
board
adopt
report,
El
68,
which
is
Martin
County
general
election,
and
it
is
the
reporting
of
the
manual
edits
that
staff
made
pursuant
to
directions
by
the
sport.
All
those
in
favor
of
adopting
report,
El
68,
please
say
aye.
L
A
All
those
opposed,
nay,
thank
you.
The
report
has
adopted
5-0.
Finally,
I
move
that
we
adopt
the
block
style
report,
which
is
the
only
one
left
and
it
is
titled
general
election,
November,
8th,
2022
and
then
in
the
upper
left
hand
corner.
It
says:
11,
18,
22,
203
pm,
all
those
in
favor
of
the
motion.
Please
say:
aye
aye
aye,
all
those
opposed,
nay.
A
Thank
you.
The
report
is
adopted
5-0
in
adopting
these
five
reports.
This
board
has
essentially
certified
the
2022
general
election
in
Buck,
County,
North,
Carolina
and
I,
move
that
the
board
formally
certified
the
general
election
of
November
8
2022
in
bunk,
County,
North
Carolina,
all
those
in
favor
of
the
motion,
please
say:
aye
aye,
all
those
opposed,
nay.
Thank
you.
The
motion
is
approved
5-0
and
this
election
is
concluded.
Thank
you.
A
A
Yeah
and
here's
the
thing
that
I'm
really
I
I've
been
wondering
and
I'm
sure
there's
the
bottom
of
the
pot.
What
is
the
certification
of
a
battle?
Question?
I
know
you
do
it's
just
because
you
really
do
this.
Young
law
says
you
do
but
I
just
don't
know
what
it
looks.
A
Do
you
sign
those
checks
or
who
are
they
signed
by
yeah
the
board
chair
signs
to
use
it's
actually
one
of
the
happiest
things
you
can
do
on
the
board
because
not
away.
You
have
good
news
for
these
friends.
C
M
I
I
N
A
You
find
that
thing
no
certificate,
two
certifications
need
to
be
generated
for
the
ballot
question.
Okay,
following
our
agenda,
Mr.
G
A
All
righty,
yes,
okay,
all
right!
There's
only
one
more
item
on
the
agenda
for
today's
meeting
and
that
is
to
settle
on
our
next
meeting
day
and
I
propose
Tuesday
December
13th
as
our
next
meeting
date.
Director
Duncan
is
not
available.
The
previous
Tuesday
but
she'll
be
back
for
the
13th,
and
that
will
be
the
meeting
where
we
can
do
a
post-election
review.
A
B
I
B
H
And
I
have
another
special
request
and
not
necessarily
that
meeting
just
if
you
got
too
much
going
to
do
it
later,
but
I'd
love
to
update
and
discuss
Karen's
attrition
report
on
poll
workers
yeah.
Oh
great.
A
H
A
B
B
B
H
What
do
you
think
is
easier
for
the
public
I
just
kind
of
in
general,
and
let
me
just
at
Great
risk
to
all
this
time.
Yeah.
Some
of
you
will
do
you
have
an
opinion
about
what
you
think
works:
better
3,
30
or
5
30.,
because
you're
the
people
who
are
interested
enough
to
show
up
do
you,
you
know:
do
you
like
3
30,
better
than
5
30
or
some
other
time
you
want
to
meet
at
midnight?
Or
you
know,
what
do
you
want
to
do?
3,
30.
A
A
A
C
F
B
A
Well
and
it's
the
kind
of
meeting
where
we
might
come
in
thinking
about
discussing
two
or
three
things
and
they'll
lead
to
30
or
40
more,
it's
very
likely
so
am
I
hearing
any
sort
of
consensus
that
will
appear.
4
30
did
I
hear
430
is
a
compromise
going
once
going
twice.
Three
times
sold
okay
next
meeting
Tuesday
December
13th
at
4;
30
p.m!
If
that's
okay
with
fearless
leader!
Yes,
yes,.
