is
the
first
in
a
series
of
the
six
programs
that
explore
Asheville
in
the
1980s
and
the
institution
and
the
people
that
helped
reimagine.

city
center
might
be,
after
some
of
the
big
stores
that
fled,
and
so,
as
we
started
thinking
about
doing
the
series,
we
had
lots
of
conversations
with
people
who
lived
here.
We're
born
here
raised
here
we're
working
here
here
in
the
80s
and
our,
and
they
were
all
involved
in
civic
life
and
social
activism
and
advocacy,
and
in
starting
new
businesses
and
civic
engagement
and
in
our
memory-
and
that
includes
me,
I,
moved
here
1980.

The
idea
that
there's
never
abandoned,
and
so
as
we
got
talking
about
you
know
this
time,
we
started
realizing
that
here
in
the
North
Carolina
room,
which
you
know
is
where
we
archive
some
of
history.
We
have
much
more
information
about
the
1887
these
programs.
These
six
programs
are
going
to
help
us
begin
documenting
and
archiving
this
time
and
actual
history,
because.

was
a
critical
turning
point
where
lots
of
decisions
were
made
that
affected
the
way.
Asheville
is
now
so
I,
just
wanna
think
there's
so
many
people
who
put
their
hearts
into
this
and
moved
away
there
and
their
expertise.
And
tonight
we
have

moved

Asheville
within
the
last

people

moved
here
within
the
last
five

around
that's
a
lot
of
people,
that's
probably
almost
maybe
at
least
a
quarter.
How

people

lived
in
Nashville
for
ten
years
or
less
our
board
years?

years

so
more
people
would
be

How

people
have
made
your
twenty
years
ago.

Born
here
she
was
about
three
years
old
when
they
came
for
Evelyn
to
eat.
Well,
actually
they
came
from
Savannah,
where
my
great-grandfather
and
his
brother
spent
about
two
years
because
they
had
an
older
brother
there,
and
then
they
came
up
to
the
mountains,
because
I
health
reasons
it
was
too
hot
whatever
they.
They
were
very
prolific
with
my
great-grandfather
and
his
brother.
They
had
lots
of
children.
That
would
be
my
grandmother's
generation
and
they
all
had
stores
in
downtown
Nashville
from
the
1880s
really
until
our
last
store
got
sold
from
our
family
in
2006.

So
and
this
not
my
immediate
family,
but
that
was
money
dealing,
but
lots
of
stores.
During
that
whole
time
period,
I
worked,
I
was
a
fourth
generation
person
from
my
family
to
work,
and
our
business
is
down
and
business
at
the
corner
of
Patton
and
Lex.
The
South
Lexington
called
the
booter
e
and
the
dancers
I.

Julie,
who
introduced
me
said
told
me
today
that
when
she
first
moved
to
Asheville
the
first
thing
she
ever
bought
in
Asheville
was
a
pair
of
boots
from
the
big
reason.
That's
pretty
cool
and
thank
you
for
remembering
because,
as
you
know,
I
meet
so
many
people
now
and
had
no
idea
about
the
beauty
or
the
family
name
or
anything
and
I
think
everybody
has
been
here
a
long
time
sort
of
feels
that.

just

known

time
we
were
little
like

family

of
naturally,

in
a
little

west
Candler

his
family
married
into
a
family
and
Schlueter
furniture
company,
and
he
worked
there
for
many
years
and
still
is
his
sister-in-law
and
peons.

They
sold
their
buildings
downtown
a
few
years
ago
and
moved
over
to
Chestnut,
Hill
and
Wayne.

business

upstairs

pretty
crowded

There's

empty
blocks
for
parking
lots.
This
is
a
bustling
city,
downtown
Asheville,
very
quick
history.
The
population
of
Asheville
moved
in
1880.
Before
the
train
arrived,
the
train
arrived
in
1880.
Before
the
train
arrived,
there
are
2400
people
in
Nashville
the
decade
between
1880
and
1890,
1890
and
19
and
18.

years
later
there
were
twenty
twelve
thousand
four
hundred,
so
it
went
from
twenty
four
hundred
to
twelve
thousand
four
hundred
and
ten
years.
Why
did
people
arrive
people
run?
Well?
Why
did
you
arrive?
It's
really
beautiful.
The
mountains
are
here.
They
run
because
their
doctor
sent
them
for
the
fresh
mountain
air,
which
was
a
cure
tube
for
all
kinds
of
diseases,
mostly
lung
disease
and
tuberculosis,
and
they
arrived
because
they
might
have
already.

Family
members
here
who
had
companies
in
the
health-
and
they
also
came
because
there
was
a
very,
very
good
opportunity
for
business.
It
was
a
small
place,
wasn't
very
populated
and
there
was
a
good
opportunity
for
a
bustling
booming
town
for
people
to
arrive.
This
was
around
1890,
we
had.
You
know
the
town
grew,
but
another
big
influx
of
people
came
the
GIS
right
after
World
War
two
came
and
opened
a
lot
of
businesses
downtown
because
they
had
money
from
the
GI
Bill
and
there
was
a
lot
of
opportunity
at
that
point.
So.

people
all
the

down

and
all

college
to

Broadway.

there

a
lot
of
people

painted

What's
now,

lobster
trap,
crest

this
whole

the
man's
story

down
that
got
torn
down,
but
this
is

half
a
block
down
looks
like
this.
Not
too
many
people
not
too
much
going
on
the
city
center
was
for
all.

We
got
mauled
and
pretty
much
every
city
had
a
mall
and
pretty
much
every
mall
drained
away
an
awful
lot
of
businesses
from
the
downtown's,
and
many
downtown
still
have
not
recuperated,
mostly
that
only
the
chain
stores
could
afford
to
go
there
because
the
rents
are
very
high.
So
some
of
the
small
all
this
pretty
much
all
the
smaller
mom-and-pop
businesses
state
in
downtown
most
of.

The
lake
middle
to
late
seventies,
they
had
been
in
business
for
30
35
years
and
their
kids
didn't
want
to
work
that
hard.
They
wanted
to
be
professionals
most
most
of
the
time,
so
there
was
they
didn't
they
just
close
up
shop
and
some
state
like
Wayne,
was
the
next
generation,
so
he
got
involved
in
his
business.
I
was
the
next
generation
I
got
involved
in
my
business.
My
parents
worked
well
into
their
80s,
but
we
did
get
mauled
and
you
know
what,
if
you
can't
be
done
well,
just
gonna
have
to
join
them.

Center
right
over
there,
which
was
you
know
this
was
all
across
the
country
and
everybody
wondering
about
the
station.
How
are
we
gonna
revitalize
our
downtown?
Everybody
was
great
about
this.
All
the
time
and
one
city,
planner
Richard
Thornton
gave
this
incredible
presentation
that
knocked
the
socks
off
of
everyone.
I
think
most
people
were
stunned
and
didn't
know
how
to
deal
with
it,
but
it
basically
was
renovate
the
buildings
that
are
here.
It's
just
like
in
Europe
have
different
neighborhoods,
whether.

Cafes,
which
did
not
exist
at
that
time
and,
of
course,
I
have
always
been
preservation,
I
loved
it
and
I
think
a
lot
of
people
did,
but
no
one
really
knew
how
that
was
gonna
happen.
So
nothing
did
happen
and
because
of
that,
this
is
what
was
really
presented
to
the
to
Asheville
as
a
solution,
and
it
did
seem
to
many
people
that
it
was
the
solution.

It
turns
up
College,
Street
and
Goods
I'm.
Sorry
walnut,
yes,
walnut
goes
along
hand
with
Street
comes
back
down
on
College
Street
takes
in
a
little
bit
a
patent
Avenue
kind
of
next
to
the
crest
building
in
between
Crescent
Wachovia
comes
back
up
to
two
Broadway
from
college
Street.
This
is
a
lemon
to
square
blocks
of
downtown
that
was
going
to
be
leveled
for
that
with
a
suburban
mall,
but
in
the
middle
of
it
and
personally
for
me,
the
architecture
of
old
buildings
versus
the
architectured
moment
of
the
mall.
That
was
my
main
reason.

this
literally
tore
families
apart.
There
were
people
on
all
o
walks
of
life,
some
loved
it.
This
was
I'm,
sorry,
it
says
the
asheville
commercial
center
won't
cost
taxpayers
a
dime.
But
yes,
this
was
for
the
group
for
it
obviously
building
building
for
a
better
Nashville
that
was
on
November
3rd
1982,
and
this
was
one
of
our
propaganda
pieces.

take
a
little
make

little
change

scenery

the
lights
come
up.
We're
gonna
arrange

chairs
that
we
can
have
a
little
presentation

everyone

a
discussion
I'm
going

and
we'll
talk
a
little

in
a

Wayne
Caldwell
is

say
no
to
Nashville.

look
right
here

four
buildings
right
through
here's,
our
family,
no
on
Broadway,
and
then
we
learned
that
the
city
was
interested
in
taking
those
by
eminent
domain.
If
necessary,
we
took
offense
of
that.
We
just
didn't
think
that
was
American
over
any
of
that
sort
of
thing.
So
I
remember
my
mother-in-law,
looking
at
me
and
saying:
well,
what
are
you
gonna
do
about
this
and
for
those
of
you
who
remember
Sarah
long,
my
mother-in-law,
you
did
something
about
that.

And
he
helped
us
incorporate
and
we
were
running
and
there
was
maybe
at
that
first
meeting
there
were
35
or
40
people
I,
don't
really
honestly
remember,
but
you
looked
at
us
and
at
least
I
looked
around
and
put
myself
in
the
position.
What
are
these
people
gonna?
Do
you
know
we?
Can
we
really
fight
city
hall?
Well,
in
my
better
moments,
I
decided
yeah.
We
can
do
this,
but
then
I
didn't
know
that
the
next
year
and
a
half
I
was
gonna,
be
scared
and
some
level
that.

Sort
of
thing
it
wasn't
really
until
we
knew
that
they
were
gonna,
have
to
have
a
referendum
on
it,
that
I
relaxed
I
just
want
to
read
you
a
couple
of
things
here
from
a
timeline
that
will
show
you
that
this
was
not
an
idea.
The
city
just
had
all
of
a
sudden,
and
you
know
didn't
do
anything
about
it.
They
were
doing
things
about
it
as
a
matter
of
fact,
on
March
20th,
the
1980
council
appropriated
$9,500
of
Community
Development
feasibility
study,
and
normally
you
may
remember
this.

It
was
calling
himself,
then
the
chairman
of
something
called
a
committee
of
36,
never
did
figure
out,
hey
those
36
exactly
were
but
Thank
You
counsel
$20,000
toward
this
feasibility,
private
money.
That
was
coming,
I
guess
out
of
people
with
monies
pockets
sake,
downtown
Asheville
didn't
have
that
kind
of
money.
But
this
committee
of
36th
announced
itself
as
X
player,
oxen
writer
called
Ramsey
with
ax
own
little
sister.

But
we
decided
we
tried
in
April
of
1980.
It
was
reported
that
the
Housing
Authority
would
contribute
staff
time
to
to
this
project
and
I'm
sure
they
will
say
something
about
that
in
Berlin
Rick.
Who
was
then
the
planning
director
announcements
in
paper
that
70%
of
the
buildings
in
this
area
replied
now
never
mind
that
we
had
CEO.

Baby
council
accepted
another
$10,000,
the
committee
of
36
and
then
on
April
19th,
my
Betty
Peggy
Gardner
did
something
about
this.
She's
gonna
tell
you
about
the
rap
advocacy,
and
this
is
just
barely
a
month
after
the
project
had
been
announced.
We
learned
later
the
council
had
known
bad
assistant
since
January
and
had
been
telling
us
anything.

Jim
Presley
and
Bob
Anthony
sent
a
letter
to
council
saying
that
they
were
very
distressed
at
how,
slowly
that
the
city
was
perceived
on
his
broadcast
and
we'd
like
to
think
it's
safe,
downtown
Nashville.
We
had
a
little
something
to
do
with
that
lack
of
progress
sunbeh
either
I
or
somebody
in
the
organization
went
to
every
single
count
for
a
year
and.

We
went
to
be
NZ,
we
went
to
every
place
that
we
thought
as
we
call
them,
then
corrupt
city
officials
and
keeping
an
eye
on
them
with
something
that
was.
It
was
really
important,
counsel,
the
day
after
they
got
this
letter
from
from
Jim
Presley
Bob
Anthony
approved
the
concept
of
the
proposal.
This
was
July
1980
and
also
in
the.
G

Center
of
the
downtown
service
senator
it
was
the
Stephanie
other
kept
changing
identity
in
November
of
1980
and
the
Planning
and
Zoning
Commission
that
designated
the
area.
Blinded
and
that's
one
of
the
things
you
have
to
do
to
establish
a
an
urban
renewal
area
redevelopment
area
under
North
Carolina
statute,
so
it
took
them
from
announcement
and
Marvel
to
November
to
get
that
for
with
it.

In
December,
the
council
approved
a
memorandum
of
understanding
with
a
straw,
sprinkler
company
and
they
appropriated
two
hundred
and
twenty-five
thousand
dollars
toward
this
feasibility
study.
That
they've
been
talking
about
doing
for
six
months
or
more.
But
finally,
that
was
going
to
get
underway.

City
resolved
the
540
dollars
the
general
obligation
bonds.
Now
this
is
really
important
because
they
had
been
wanting
to
finance
this
with
revenue,
bonds
and
I'm,
not
quite
sure,
all
of
the
machinations
of
that,
but
somehow
the
local
government,
commissioner,
always
said
no.
You
can't
do
that.
We
incentive
safe,
downtown
Nashville
they've
been
arguing,
can't
do
this
project,
we
didn't
know.

would
really
like
to
know
whose
idea
this
original
applause
decided
there
would
there
would
all
be
a
town
meeting,
and
this
is
the
meeting
that
dam
described
was
happening.
The
First
Baptist
Church
happened
on
October
22nd
of
81
and
I,
just
have
to
say:
I
saw
planting
on
the
street
about
a
week
or
that
meeting
what
was
going
to
be
talking
promo.

Now
this
one
that
we're
talking
about
would
have
been
total
clearance
in
terms
of
the
entire
project
area
and
the
process
for
doing
that,
and
Wayne
touched
on
it
that
the
General
Statutes
Urban
Renewal
law,
160
a
500
in
case.
You
have
trouble
getting
to
sleep
at
night,
picked
it
up
and
you
can
read.
It
has.
B
The
feds
came
up
with
the
urban
renewal
concept
in
the
40s
because
of
the
blight
in
the
central
city
areas,
and
a
lot
of
this
was
due
and
there
was
an
article
in
the
paper
or
I
guess
a
couple
of
months
ago,
where
people
were
saying
that
is
interesting,
that
urban
renewal
projects
were
the
same
areas
that
were
redlined.
If
I
knew
what
red
lightning
is
in
terms
of
Morganton
back
in
the
30s
and
40s
and
50s.

Independent
corporate
entities-
they're
not
City,
they're,
not
state
they're,
not
federal,
however,
and
the
commissioners
are
appointed
in
North
Carolina
by
the
mayor.
So
five
commissioners
are
appointed
to
handle
the
redevelopment
programs
in
the
state
of
North,
Carolina
and,
of
course,
that's
still
in
place,
but
the
redevelopment
program
or
urban
renewal
was
incorporated
into
a
overall
Community
Development
Block
Grant
Program
in
the
70s.
So
redevelopment
projects
were
not
totally
funded
by
the
federal
government,
except
through
Community
Development
Block
Grant.
Now
we
got
to
confuse
okay
moving.

Of
the
project
is
the
use
of
eminent
to
acquire
real
estate,
which
means
that
property
can
be
taken
adversely.
Now
the
utilities
Commission's
governmental
entities
can
do
this.
The
railroad
and
any
public
utility
can
use
eminent
domain.
However,
with
urban
renewal,
the
process
is
a
little
different
in
that
not
only
do
the
utility
companies
had
what
they
call
a
quick
table
where
they
can
deposit
the
money
with
the
court.
Investing
possession
put
people
in
the
street
and
move
on
with
the
project
urban
renewal
law
requires.

The
right
equalization
until
you've
had
a
hearing
to
determine
price,
fair
market
bag
and
worked
out
the
details
for
rehabilitation.
So
anyway,
the
process
for
redevelopment
is
that
the
Planning
and
Zoning
Commission
has
to
determine
and
my
resolution
that
two-thirds
of
the
area
within
the
project
area
is
blinded
and
in
terms
in
the
terms
of
the
statute
fairly,
very
clear
as
to,
and
it's
fairly
broad
that
in
terms
of
what
is
blind
and
I
think
the
survey
that
was
made
actually
was
about
seventy
five
percent
of
the
actual
structures,
because
there.

At
least
75%
of
the
buildings
in
this
particular
period
and
the
planning
zoning
commission
I
resolution
declared
that
area
is
plated
in
terms
of
the
the
state
statute
we
went
to
work,
we
got
the
instructions
from
the
city
to
proceed
as
the
Redevelopment
Commission
and
here
in
Nashville,
and
to
follow
up
with
those
studies.
Work
with
the
planners
to
come
up
with
the
plan
come
up
with
a
financing
plan,
and
this
is
the
real
key
to
terms
of
the
redevelopment
plan.
It
has
to
have
a
feasible
financial
plan.

The
original
concept
was
to
go
with
revenue
bonds,
which
did
not
require
a
referendum.
It
was
basically
a
done
deal
until
the
interest
rates
went
up.
Conventionally
interest
rates
went
up
and
in
or
don't
make
the
deal
work.
It
required
general
obligation,
bonds
and
the
gamble
was
the
bankers.
Everybody
said:
let's
do
this:
let's
do
the
referendum.
If
they
didn't
know
these
folks
were
lining
up
against.

Part
of
it
was
covered
after
the
ball
left
that
the
downtown
was
becoming
an
area
that
was
becoming
the
value.
The
value
of
the
properties
downtown
were
decreasing,
median
Asheville's
residential
areas
having
to
pay
more,
but
one
of
the
things
that
was
missing
in
the
disk
in
the
initial
comments
was
the
Depression
in
1929.
What
does
that
have
to
do
with
1980s
in
1929,
with
Nashville
in
Mobile
County?
They
probably
came
the
deepest
and
dead
of
any
community
in
the
nation.

Instead
of
declaring
bankrupt
and
everybody
not
getting
paid,
a
sinking
fund
was
developed,
and
every
year
until
1976,
the
city
of
Nashville
was
paying
approximately
a
million
dollars
to
pay
off
the
bankruptcy
of
the
20s,
the
another
problem,
and
it
continues
to
be
a
problem.
If
anybody
near
as
a
state
legislator
is
I've
always
said,
most
communities
didn't
have
a
problem
in
the
state
that
national
did.
Our
legislators
could
count.
There
were
more
people
living
outside
the
city
than
inside
the
city,
so
they
went
to
get
elected.

Did
not
end
until
1977
or
somewhere
right,
there
was
an
ad,
so
a
whole
discussion
needs
to
be
done
on
understanding.
Warming.
Annexation
is
important
to
city
residents
that
it's
a
whole
new
form
in
itself,
but
because
of
lack
of
throat
lack
of
having
to
pay,
we
had
a
city
that
was
in
financial
problems.
We
had
police
cars,
they
were
obsolete,
they
might
break
down
when
it
was
inconvenient.
We
had
a
water
system
that
was
leaking
Marty
because
some
of
the
money
from
the
water
system
it
had
to
be
helped
pay
for
the
dead.

We
had
a
police
and
fire
department
that
had

shameful

taxes

meet

move
a

bit
away
and
be

city

have
to
pay
them,

the
taxes,
so
the
revitalization
committed
and
been
mentioned,
starting
in
late
seventies,
and
came
up
with
lots
of
ideas.

Unfortunately,
and
to
some
degree,
fortunately,
this
project
was
came
to
life,
simply
think
the
property
that
was
devalued,
make
it
more
profitable,
make
it
more
valuable
assistant.
All
the
taxpayers
of
the
city
of
Asheville
and
I
will
say:
I
did
support
it,
but
I
will
also
say
that
it
didn't
succeed
for
two
reasons:
one
it
brought
the
people
together.
As
has
been
mentioned
for
thinking
for
unity,
we
had
a
national
plan,
a

plan
of
2010
plan.
Wayne
was
involved
with
that.

Just
little
sidebar
comments,
the
state
legislature
did
impose
a
50-year
or
toriel
on
the
annexation
in
the
city
of
Asheville.
And
yes,
as
you
can
tell
everybody
moved
into
the
county
and
the
actual
city
school
system.
The
boundaries
are
the
same
as
the
as
the
city
of
actual
limits
in
1930.
That's
why
we
have
seven
County
Schools
in
the
city
of
Asheville
today.

So
but
again,
the
population
of
actual
in
1930
in
1980
increased
very
slightly
until
the
moratorium
was
over
and
we
could
annex
the
properties
and
every
annexation
since
1980
had
gone
all
the
way
to
the
state
Supreme
Court,
but
only
one
and
that's
a
Biltmore
Lake
is
the
only
one
that
succeeded
in
getting
the
city
total
back
off.
So
that's
a
interesting
little
sidebar
there
and
another
important
thing
is
that
the
citizens
in
the
city
of
Asheville,
with
this
debt.

hardware
store

it
wasn't

I

going

all
my
life,

it
was
also
some
things
that
were
new
and
happening.
That

starting
to
be
involved
with

graduate

college
and
I
was
going
to
work
at
I
was
to
photographic
sand.

was
on
Walnut
Street
for
Ralph
and
Bridget
Burns
John
Reed
was
a
friend
of
mine
and
he
was
working
on
Lexington
Park
and
we
all
met
down
there
and
had
beers,
and
you
know
it
was
a
place
we
lived
and
it
was
vibrant
to
us,
even
if
other
people
thought
it
was
falling
down
a
little
bit
when
I
got
to
the
meeting
and
Wayne
talked
more
and
more
about
these
buildings.
I
just
got
increasingly
alarmed
and
at
some
point,
I
realized
that
the
buildings
included
where
my
grandfather's
shoe

had
been.

projects

to
really

impact

set

my

my
sister
must
have

think
she

said

the
next
day
I

nervously

me
a
lot

a

industry

he

comfortable

I
went
in

they
sensed
that
it
was
a
protest

build
a

you

go

a
design
review
process
which
is
mandatory,
but
compliance
is
voluntary,
and
these
things
worry
me
because
I
realized
at
the
planning
office
that
the
people
working
there
under
similar
pressures
that
they
must
have
been
in
1980.
It's
like.
Let's
don't,
let's
make
sure
the
tax
base
is
okay.
Let's
make
sure
we
don't
step
on
any
developers
feet.
You
know
we
don't
want
to
run.
Anyone

know
that
the
Preservation
Society
Jack
Thompson
is
helping
individual
buildings
get,
will
protect
them
and
they
did
three
last
December
so
that
those
buildings
in
the
downtown
area
are
protected.
But
there
are
a
lot
of
buildings
downtown
and
if
something
major
was
to
happen,
I
mean
I,
hope
the
climate
doesn't
change
in
that
direction.
But
it
does
worry
me
a
little
bit
and
I
would
like
to
see
the
protections
be
solidified
for
downtown.

want

close

some
historical
perspective
this
this
event
and
all
these
events
are
to
encourage
people
to
give
their
living
history
documents.
They
might
have
your
photographs,
your
business
records
to
the
North
Carolina
room.
They
take
really
excellent
things,
care
of
things
and
I've
done
in
it,
my
negatives
and
the
ones
Jeff
Davis
gave
his
and
John
says
he's
looking
for
some
I
think
more
thing.

puppy

lasted

two
weeks

there
were
around
200
people
involved
and
it
lasted
for
fifteen.
To
thirty
minutes
I
mean
it
took
them
two
weeks
to
arrange
and
then
30
minutes
to
actually
do,
and
we
all
had
a
great
time
the
people
that
were
there
and
we
got
some
attention.

media
attention,
then,
