The Buncombe County Sheriff's Office selected five individuals from different divisions of the agency to comprise a team for thirty days to address an ill structured problem in the Enka-Candler Community. The team is made up of self motivated, hard working, and knowledgeable individuals. They work as a team and independently. Team facilitators assisted as needed.

I've
been
with
the
sheriff's
office
for
seven
years
in
full
time,

in
the
jail
when
I
signed
up
for
the
cops
team.
I
didn't
know
what
to
expect.
This
experience
took
me
out
of
my
comfort
zone,
the
problem-based
learning
most
law
enforcement
officers.

When
our
enforcement
action
started,
the
experience
brought
back
a
lot
of
memories.
For
me,
when
I
was
on
patrol
with
another
agency,
thought,
they'd
kept
running
through
my
mind
was
I
was
really
missed.
Working
patrol
I
missed
community
interactions,
I
missed
a
sense
of
pride
when
I'm
able
to
assist
citizens.

We've
had
several
citizens,
thank
us
for
being
in
the
community.
What
the
cops
team
is
about
as
the
sheriff's
office
is
trying
to
move
the
move
from
good
to
great
our
servants
command
staff
want
the
department
to
shift
away
from
the
mentality
of
just
being
report
takers
to
they
have
a
problem
solver.
The
constant
objective
is
to
get
involved
in
the
community
and
the
help
address
the
problems
that.

community
problem
that
was
given
to
us
is
as
follows:
community
members
and
business
owners
have
complained
of
constant
issues
of
on
the

corridor,
where
laundering
and
unusual
spin-off
crimes
associated
with
are
occurring
in
anchor
community.
The
community
of
businesses
along
the
corridor
have
come
in
and
that
they
do
not
feel
safe
within
the
area.
Open
air,
alcohol
and
public
intoxication.
Our
moon,
some
of
the
complaints
in
the
area,
the
break-ins
and
the
Inca
candler
area
are
down,
but
two
pair
groups
have
serviced
in
the
area
that
may
be
responsible.

public
perception
of
us
when
we
first
entered
the
candler
inca
area
was
what
are
we
looking
for?
Oops
start
with
what
we're
looking
for
somebody
hurt.
Is
there
an
accident?
Is
there
a
robbery
and
once
we
explain
to
them
that
was
actually
the
cops
team
in
there
for
30
days.
They
wanted
us
to
solve
all
their
problems
and
they
were
all
very
happy
and
open
for
us
to
be
there
and,
with
this
I'm,
going
to
turn
this
over
to
Detective
Davis
for
his
part
of
the
presentation.

Our
area
happened
to
be
Inca.
Kammler
Scott
held
a
community
meeting
to
identify
problems
within
the
camera
area.
This
information
was
forwarded
to
the
cops
team.

consisted
of
loitering
at
bojangles,
mountain
energy,
gang
activity
and
open-air
drugs,
businesses
speak.
We
went
out
and
talked
with
all
the
business
owners
along
the
one-mile
stretch.
These
are
photographs
of
some
of
the
area,
businesses
and
some
of
the
ones
that
for
the
target
areas
we
first
looked
at.
The
community
problem
is
stated:
the
law
during
gang
activity,
drug
activity
and
property
appearances.

We
next
stopped
at
each
business
within
a
mile
circumference
of
bojangles
on
smokey
Park
highway,
which
came
to
approximately
50
businesses.
We
talked
with
the
businesses
about
any
perceived
problems
such
as
those
stated
in
the
original
problem.
The
majority
of
the
businesses
did
not
see
any
problems
at
all
because
they
had
taken
care
of
the
pest
problems
and
dress
them
by
installing
alarm
security,
fences
and
security
lighting.
We
photographed
each
location
and
included
aerial
photographs
for
each
problem
area,
while
taking
photographs.
We
found
several
businesses
that
were
closed.

we
were
out
there

identified
three
gangs
in
the
candler
area,
outstanding
warrants
enforcement
actions
and
the
army
surplus
appearance
concerns
Bojangles
their
problem
stated
problems
were
lowering
drug
use,
safety
concerns
by
the
public
same
situation
with
mountain
energy.

The
way
this
business
started
out
and
how
it
moved
over
to
there,
this
property
here
was
being
rented.
They
took
this
property
and
got
flooded
out.
They
were
using
both
these
properties
for
renting
them.
One
year
that
got
flooded
out,
they
moved
across
to
this
property.
They
went
to
buy
this
property.
The
property
here
was
being
rented
and
Joan
that
owns
property
died.

Paying
the
taxes
on
it,
you
will
get
that
proper.
If
no
one
else
tries
to
take
possession,
they
had
two
years
left
before
they
will
own
that
property
just
for
paying
taxes
perception
versus
reality.
We
did
surveillance
on
the
list
of
problem
areas
and
found
that
there
was
very
little
ordering
at
mountain
energy
or
bojangles.

We
found
not
two
but
three
gangs
in
ink
candler
area,
Oct
blood
clots
in
the
inca
mafia.
These
will
be
discussed
in
detail
later
perception
versus
reality.
Open-Air
drugs
because
sent
an
undercover
officer
into
a
local
business
that
intelligence
said
was
selling
drugs
out
their
back
door.
The
officer
did
not
find
any
signs
that
this
information
was
true.
Army,
tents,
calm,
property
concerns.
The
other
businesses
in
the
area
have
complained
about
the
clutter
on
the
property
and
near
the
road.

We
found
that
no
one
had
actually
been
talking
with
the
owner
of
the
business.
We
stopped
and
talked
with
the
management
of
the
surplus
store
inquiring
as
to
any
problems
that
might
be
having.
We
found
out
that
much
of
their
reason
for
the
disarray
was
based
on
their
way
business.
They
only
take
internet
orders,
they
do
not
allow
walk
in
sales,
their
drive
through
areas
where
they
stretch
and
dry
tent
merchandise
for
inspection
and
shipment
people
were
driving
through
this
area
and
destroying
merchandise.
They
now
use
the
inventory
to
block
this
area.

Other
problem
we
were
given
was
complaints
of
loud
noise
on
kintel
Road.
Those
of
you
that
have
lived
here
a
while
will
be
familiar
with
Legion
of
Doom
motorcycle
club
from
years
ago.
They
still
have
a
member
that
lives
on
that
property
and
still
have
a
little
bit
of
an
area
there
kintel
Road
reality.
After
eight
hours
of
surveillance
done
over
several
days,
we
did
not
find
any
noise
ordinance
violations.
We
spoke
with
Elodie
member
Chris
case
who
stated
the
he
often
had
friends
drive
by
and
read
their
motorcycles
to
say
hello.

He
asked
if
we
found
there
to
be
a
problem.
Please
come
to
him
and
he
will
happily
address
it.
Cops
team
found
that
we
should
do
surveillance
to
verify
the
complaints.
What
we
found
was
that
a
surveillance
camera
system
could
do
the
required
surveillance
at
a
fraction
of
the
cost
of
personnel.
That's
on
static
locations.

Let's
talk
a
little
bit
about
surveillance
surveillance
is
the
monitoring
of
the
behavior
activities
or
other
changing
information,
usually
of
people
for
the
purpose
of
influencing
managing
directing
or
protecting
them.
It
can
refer
to
simple,
relatively
no
or
low
technology
methods
such
as
human
intelligence
agents.
That's
what
we're
doing
we're
the
low
technology,
because
we
were
using
cameras
and
we're
using
binoculars
in
the
United
States,
the
Department
of
Homeland
Security
Awards,
billions
of
dollars
per
year
in
Homeland
Security
grants
for
local
state
and
federal
agencies
to
install
modern
video
surveillance
equipment.

let's
talk
a
little
bit
about
social
network.
Many
US
government
agencies
are
investing
heavily
in
research
involving
social
network
analysis.
The
intelligent
intelligence
community
believes
that
the
biggest
threat
to
us
power
comes
from
decentralized,
leaderless,
geographically
dispersed
groups
during
our
investigation.
We
use
social
networking,
Facebook
and
Twitter
to
help
identify
gang
members
active
in
ink
and
candler
area.
We
also
used
SRO
information
to
gather
further
investigative
leads
during
the
Inca
high
school
homecoming
game
property
crimes.
As
noted
earlier
in
the
community
problem,
property
crimes
are
down
in
the
Inca
candler
area.

Current
versus
historical
data.
Sixty
days
prior
to
the
cops
team,
the
previous
60
days,
be
any
reports
were
29
in
the
s3
area
that
equaled
out
2.48
per
day.
During
the
cops
team
in
the
s3
area,
there
were
five
which
came
out
2.26

day
previous
60
days
in
theft
reports,
there
were
35
in
the
s3
area,
which
equaled
out
2.58
per
day
during
the
Cox
team

deployment.
There
were
five
in
the
s3
area,
which
you
call
out

I'll

this

first
time
it
really
hit
me
was,
we
were
out
making
arrests
on
two
subjects,
as
we
were
out,
making
the
arrest,
I
just
happened
to
look
up
and
I
noticed
that
there
was
about
30
eyes
staring
at
me
watching
our
every
move
coming
in
coming
from
inside
the
jail.
This
was
uncomfortable
feeling
for
me,
I
knew
I
was
outside
of
my
comfort
zone.
My
point
being
that
several
times
during
this
assignment
I
have
been
outside
of
my
comfort
zone.

happened
several
times
throughout
throughout
the
deployment
and
from
these
experiences
I
believe
I
was
able
to
grow
and
expand
and
become
a
better
officer
from
these
tough
challenges.
I
was
able
to
lie
on
the
experience
with
my
team
members
to
help
me
get
through
these
challenges
and
I
was
able
to
see
the
bigger
picture
of
what
kind
of
challenges
that
they
experienced
out
on
the
road.
I
just
wanted
to
share
that
with
you
guys
today
I'll
be
covering
gang
activity.

None
of
us
on
the
team
that
had
much
experience
in
dealing
with
gangs,
so
the
first
thing
we
decided
to
do
is
educate
ourselves
on
some
possible
gang
signs
possible
tattoos
that
we
might
see
and
what
we
might
be
dealing
with
out
there
below.
Here
I
have
a
known
gang
member.
He
has
the
blood
crowns
tattooed
above
his
eyes,
and
the
dogs
paw
print
on
his
right
arm,
which
is
very
typical
of
a
blood
gang
sign.
There
was
obviously
areas
of
concern
for
the
community
about
the
possible
gang
activity.

Our
first
step
to
make
contact
was
to
make
contact
with
all
the
business
owners
and
use
the
school
resource
officer
from
mika
camera
high
school
curtis
walls.
He
was
able
to
help
us
identify
three
games,
Oct
also
known
as
old
Cameron
town,
a
group
that
calls
themselves
the
blood,
clots
and
inca
mafia.
Another
way
we
were
able
to
identify
these
members
was
by
using
social
media.
Lots
of
young
people
participate
in
social
media.

were
actually
able
to
find
and
sees
do
to
it,
not
having
a
tag,
and
he
was
drivable
without
any
insurance.
These
two
guys
here
are
two
members,
and
this
is
just
an
example
of
what
we
were
able
to
look
up
without
even
having
a
Facebook
account
and
we're
able
to
find
information
on
these
guts.
We
went
out
into
the
community
and
look
for
tagging
and
other
common
indicators
of
gang
activities
on
businesses
abandoned
buildings
and
sidewalks.

found

the
parking
lot
next

the
old
flower
shop.
This
is

we
found

Inca
high
school,
while
working
in
the
football
game.
This
right

is

was

actually

old
post
office
off
of
smoky
Park
highway,
and
we
found
this
tag

Doing
a
warrant
service
on
Dylan
O'sullivan,
which
I'll
get
into
a
little
bit
more
later.

were
also
able
to
identify
some
of
the
oct
members
because
they
all
drove
loud
trucks
and,
like
he
said
before,
there
was
some
water
and
going
on
in
the
bojangles
parking
lot.
We
have
to
make
contact
with
these
members
by
stopping
them
when
they
went
through
when
they
went.
There
are
checkpoints
and
question
them
right
then,
and
there,
during
that
time,
is
when
we
check
for
common
tattoos
and
other
indicators
amongst
them
to
recognize
them
as
a
game.
This
is
an
individual
we
stopped
coming
through.

Our
checkpoint
he's
got
some
tattoos
and
markings
on
him
here,
and
this
is
one
of
the
guys
we've
actually
was
able
to
make
an
arrest
on
and
put
inside
the
jail
he
has
a
very
similar
tattoo.
He
also
has
a
five-point
star
what
we
ended
up
finding
out
about
these
gains,
where
they
were
more
of
what
you
call
a
hybrid
game.
Hybrid
games
are
new
youth
gangs
engaged
in
illegal
activities.
They
start
out
as
party
cruise
at
local
high
schools.

Good,
the
local
gang
activity,
as
we
talked
about
before,
was
caught,
causing
some
problems
with
the
community
they
were
loitering
is
some
the
Intel
we
got
at
the
bojangles
in
mountain
energy
area,
which
is
obviously
bad
for
business
participating
in
open-air
drug
deals,
tagging
buildings,
which
is
an
eyesore
to
the
community
school
fights.
We
had
some
intelligence
that
a
lot
of
these
guys
were
responsible
for
the
big
fight
we
had
at
irwin
high
school
they're,
more
inclined
to
commit
crimes.

also
had
some
intelligence
that
these
guys
were
the
ones
going
around
trying
to
do
some
of
the
Breaking
and
Entering
of
the
local
businesses.
In
some
cases,
these
games
can
develop
into
full-fledged
violent
street
gangs.
In
order
to
combat
this,
we
had
to
continue
to
raw
heavily
on
help
from
our
school
resource
officers.

included
was
not
limited
to
serving
warrants
finding
subject,
subjects
with
open
warrant,
setting
up
checking
stations
to
see
if
they
would
come
through
and
most
of
all
by
talking
to
the
community
and
interviewing
some
of
these
suspects
that
we
came
in
contact
with.
As
you
can
see
here
on
my
slide,
we
were
able
to
identify
several
of
these
subjects.

of
them
we
were
up.
We
were
able
to
also
put
in
jail
during
our
deployment
in
that
area.
We
are,
we
frequently
altered
our
shifts
in
order
to
continue
our
surveillance
and
be
able
to
gather
further
intelligence
on
these
guys.
We
also
wanted
to
keep
up
with
their
late-night
loitering
and
try
to
catch
them
in
the
act.

One
of
the
biggest
resources
we
were
able
to
use
was
lieutenant
Ron
right
in
the
detention
facility
he's
the
head
of
the
GIS
you
or
as
what
is
known
as
the
gang
intelligent
in
it.
Lieutenant
right
was
able
to
help
us
with
our
surveillance
any
of
these
taggings
some
of
the
vehicles
that
we
were
able
to
take
pictures
of
taggings
tattoos.
We
were
able
to
bounce
back
to
him.
He
was
able
to
decipher
him
for
us.

Let
us
know
if
it
was
anything
affiliated
with
a
more
organized
crime
gang
or
if
we
were,
we
were
dealing
with
these
hybrid
games.
He
we
also
ran
into
the
problem
with
limited
interaction
due
to
their
age.
A
lot
of
these
guys
are
still
juveniles.
They
have
a
limited
police
record
and
there's
limited
information
available
at
Adam
just
because
they
are
juveniles.
Also,
a
lot
of
these
games
that
we
were
able
to
interview
and
talk
to
a
lot
of
them
were
just
basically
refused
to
talk
to
us.

Coming
into
this,
obviously
we
had
the
Intel
that
we've
been
given
throughout
our
problem,
the
community,
the
community's
perception
in
this
game,
or
that
these
were
actually
organized
games.
More
of
your
well-known
gangs
out
there.
What
we
come
to
find
out
was
there
more
hybrid
gangs,
basically
like
we
talked
about
before.
A
lot
of
these
guys
are
local
high
school
kids.
We
found
on
most
of
them
had
been
suspended
for
Mika
high
school,
and
they
were
basically
all
just
hanging
out
and
they
were
more
of
a
party
crew,
and
yet
they
were
taking
put
taken.

They
probably
were
taking
part
in
illegal
activities.
The
community
saw
them
is
criminally
early,
but,
like
I
said
they
were
more
or
less
just
students
or
ex
students
that
were
troublemakers
in
the
community,
the
community
Solomon's,
possibly
being
organized.
They
were
more
loosely
organized.
What
I
mean
about
this?
Is
these
hybrid
games.
Some
of
the
people
that
we
identified
as
blood
clots,
for
instance,
would
mingle
with
the
guys
from
Oct.
So
basically,
unlike
an
organized
game,
they
wouldn't
stay
within
the
confines
of
their
game.
They
kind
of
work
together.

They
run
together
and
this
can
sometimes
be
a
problem
to
police
officers.
My
last
one
is
action
versus
talk.
The
community
saw
them,
you
know,
is
a
pretty
big
threat,
as
we
got
out
there,
the
more
the
more
work
we
put
in,
which
we
put
in
a
lot
of
work
towards
this
area,
and
we
made
sure
that
we
worked
on
this
very
hard.

So,
basically,
even
though
we
were
dealing
with
the
hybrid
gang,
we
went
into
this
with
the
with
the
stance
that
we
were
going
to
we're
going
to
do
our
best
to
locate
these
guys
best
to
identifying.
We
were
going
to.
Let
them
know
that
we
were
looking
at
them
and
that
we
were
that
we
were
there
and
they
had
caught
our
attention.

These
individuals
will
be
known
to
us
now.
If
other
law
enforcement
have
interactions
with
them,
then
we
will
know
what
we're
dealing
with
we
identified
several
members
of
who
they
are,
how
these
troublemakers
are
in
the
community,
what
they,
what
they're
up
to
and
basically
we'll
be
able
to
know
who
they
are.
We
flag
these
individuals
and
RMS
and
JMS,
which
is
what
we
as
police
officers,
use
to
look
up
records
and
whatnot.
They
will
now
be
flagged
and
alerted
as
gang
as
known
gang
members
so
that
other
police
officers
come
in
contact
with
them.

They
will
be
they'll
know
who
they're
dealing
with.
While
we
were
out
there,
we
did
it.
We
decreased
the
hybrid
gang
activity
towards
the
end
of
an
appointment.
These
guys
were
nowhere
to
be
found.
There
was
little
to
no
Lord
ring
at
all
going
on.
There
was
no
complaints
from
the
businesses
about
the
trying
to
break
in
and
enter
the
flower.
Shop
above
had
had
some
complaints
and
there
was
nothing
going
on
there,
so
we
definitely
impacted
these
guys.
They
definitely
knew
that
we
were
looking
into
him.
They
knew
we're
asking
questions
about.

Last
but
not
least,
this
information
again
was
given
a
lieutenant
run
right
with
GIS
you.
It
would
be
loaded
into
his
gang
database
and
Lieutenant
right,
we'll
be
able
to
disperse
this
information
through
our
inter
agencies
and
possibly
gain
some
more
information
on
these
hybrid
gangs.
That
brings
me
to
my
portion
of
the
presentation
to
the
two
and
then
I
would
like
to
think
the
sheriff

the

teen
and
giving
me
this

situation.

trying
to
identify
people
well
gang
members,
don't
always
like
to
talk
to
law
enforcement.

the
information
we
got
from
them
was
good
information,
it
wasn't
the
information
enough
to
satisfy
silly
come
up
with
another
way
of
identifying
some
of
these
people
and
the
way
we
did
this
all
right.
We
saved
you
second
stations.
My
chicken
stations
are,
is
what
other
people
in
the
old
days
used
to
refer
to
as
roadblocks
license
checks.

Now
we
call
them
checking
station
purposes
for
this,
a
bit
of
identify
motor
vehicle
enforcement
law
enforcement,
identify
persons
of
interest
and
identify
any
safety
conditions
that
may
be
you
know
in
the
vehicles
and
to
have
an
officer
presence
in
the
community.
These
checking
station
was
set
up
or
set
up
in
several
different
locations
in
the
counter
area,

different
locations.

we

we

the
community

that

look

eye
on
people's
residents,
check
anybody
walking

streets

basically

area

many
police
officers
as
possible.

weeks
prior
patrol
had
written
18
citations
three
weeks
that
we
were
out
there
doing
their
enforcement.
We
read,
we
wrote
95
citations,
which
is
an
increase
of
about
77,
with
over
five
hundred
percent
increase.
We
also
Patrol
had
written
19
morning
citations
in
that
area.

There
were
two
alcohol
violations
open
container
and
the
vehicles,
and
there
were
20
miscellaneous
is
as
I
put
it
down,
such
as
maybe
an
expired
inspection.
It's
been
out
for
a
few
days
or
you
know
something
like
at
a
vehicle
mechanical
problem.
We
had
a
total
of
a
hundred
and
fifteen
charges
within
those
95
citations.

we

move
around
a
couple
of

During
the
day,
with
more
than
one
check-in
station,
you
can
actually
send
in
a
text
message
to
relay

is

public
is
getting
mass
texts
telling
you
telling
them
where
we
are.
We
tried
this.
We
put
this
in
our
cell
phones

to
be
narcotics
which

be

methamphetamine

was
charged
with
that

was

passenger

him

deals
who
had
outstanding
warrants.

warrants
were
served
and
he
is
also
charged
for
the
possession
of
the
drugs.

need
to
keep
in
mind
is
these
numbers

where
patrol

dealing
with
this
three
weeks
prior,
make
sure
that

remember
