Description
The Buncombe County Sheriff's Office selected six individuals from different divisions of the agency to comprise a team for thirty days to address an ill structured problem. This team was assigned to address the problem with absent parents not paying their child support. The Child Support Enforcement staff assisted the team in collecting money owed. The team is made up of self motivated, hard working, and knowledgeable individuals. They work as a team and independently. Team facilitators assisted as needed.

for
those
of
you
that

familiar
with
what
com
stands
for,
it's
community
oriented
problem
solved
the
first
day
we
were
together,
we
learned
about
problem-based
learning
the
techniques
that
are
used.
Now
these
techniques
are
used
properly.
You
can
take
a
business,
an
organization,
an
agency
and
catapult
it
from
being
good
to
great.

Now
some
of
you
might
be
thinking
child
support.
How
does
that
affect
the
community?
Is
that
really
a
community
problem?
Well,
the
answer:
simple
you're,
all
taxpayers
remember
the
108
billion
dollars.
I
talked
about
that
was
owed
out
of
all
that
money.
Forty-Nine
percent
of
that
is
owed
back
to
the
taxpayers.

Now,
the
first
day,
the
sheriff
tax,
his
team
with
the
prof
300
unserved
child
support
papers
that
could
be
show
cause
orders
the
more
importantly
quarters
for
a
rest,
the
void
left
by
parents
who
do
not
pay
their
child
support,
directly
impacts,
their
children
and
a
negative
way
and
indirectly
affects
all
of
us.
That's
quoting
the
sheriff
himself
now
civil
process
division
is
who's
hatched.

With
this
trying
to
hunt
down
Oh
a
face
with
limited
manpower,
overwhelming
numbers
of
papers
and
the
inability
to
spend
the
time
to
investigate
the
location
of
these
deadbeat
dads
allow
many
of
them
to
escape.
We
were
tasked
to
think
outside
the
box
to
use
this
problem
based
learning
techniques
to
best
implement
a
plan
to
serve
as
many
of
these
papers
as
possible,
but
not
just
that
to
come
up
with
a
solution,
something
that
can
improve
the
current
process
is
utilized
now
any
good
comp
steam.

support
looking
at
the
process
and
everything
coming
together
as

brainstorming
trying
to
come
up
with
different
solutions,
locate
these
targets,
of
course,
more
importantly,
make
arrests,
bring
these
people
to
just
make
them
responsible
for

they're,

they're

planning
coordination

we've
done
those
two
different
dates
and,
of
course,
the
future
sustainability.
Where
we're
going
to
be
five
ten
years
down
the
road
analyze
and
address
issues,
look
at
different
options
identify
untapped
research
outlets.
All
this
has
to
come
together
in
an
action
plan
to
succeed.

The
first
thing
that
jumped
out
to
me
when
we
began
this
was
the
overwhelming
amount
of
child
support
warrants.
We
had
outstanding,
we
pretty
much
have
deputy
fish
and
corporal
wilds
that
are
trying
to
do
this
day
in
and
day
out
it
was
a
huge
amount
of
work.
I
appreciated
the
opportunity
to
serve
on
the
team,
because
it
gave
me
the
chance
to
find
out
what
my
friends
were
dealing
with
I
had
no
idea
that
we
had
a
situation
that
was
in
this
battle.

Now,
given
one
of
the
first
things,
we
noticed
was
the
overwhelming
amount,
but
then
we
saw
that
the
information
that
there
were
oftentimes
you
withhold
some
of
these
warrants
and
therefore
the
addresses
associated
with
him
for
the
1990s
people
are
no
longer
there,
so
we
knew
we
needed
to
get
better
information
in
order
to
have
a
chance
to
locate
these
subjects.
What
about
that
in
few
different
ways?
Rms
are
one
solution,
record
management
system?
That's
why
I
started.

went
to
rms
first
to
verify
that
the
outstanding
child
support
warrant
was
in
fact,
still
there
we
get
a
crystal
report.
That's
got
all
these
names
on
it.
Every
week
there
were
a
few
names
on
here
that
when
I
checked
in
RM
s
they
had
paid
they've
been
recalled,
whatever
the
was
no
longer
there.
The
next
thing
that
I
wanted
to
do
was
check
to
see
who
the
people
were,
that
we
were
going
after
see.
If
there
were

third
thing
was
to
go
into
our
mess
and
look
at
our
address
list
now
the
average
deputy
on
the
road
when
he
pulls
up
subjects
file,
he
looks
at
it.
He
sees
that
that
main
address
he's
going
to
think
that
that
is
the
current
address,
or
at
least
the
most
recent
when
we
found
out
that's
not
the
case,
one
guy
in
particular
that
I
looked
at
his
address
that
was
showing
us.
His
current
address
was
I
believe,
four
years
old
and
going
into
his
history.

was
one
from
last
month,
but
it
had
not
been
updated,
so
we
knew
we
had
for
our
first
problem.
We
had
to
deal
with.
We
contacted
CDE
and
Pat.
Freeman
is
working
on
the
issue
on
their
end.
To
try
to
get
him
updated
and
also
the
child
support
office
is
now
sending
the
warrants
directly
to
sergeant
mum,
and
she
has
taken
those
and
checking
them
herself
and
making
any
changes
need
to
be
done.
We've
already
done
something
to
try
to
fix
that
next
I
went
to
see.

we're

offenders

apprehended
by
the
utilization

different
apprehension.
Tactics

individual
officer
apprehension,
dual
officer
apprehension,
as

entire
cops
team,
coming
together
with
other
outside
agencies,

Vulcan
County
reserves
to
formulate
around
the
team.
This
would
better
saturate
the
areas
of
bumping,

and
surrounding
counties
to
Africa

child
support
offenders,

other

putting
a
lot

paid

big
struggle
this

full
custody

daughter

trying
to

everything

support

needs

be

problems,

evaders,
the

running

wanting
to
pay
their
child
support
to
family
and
friends
of
those
evaders,
harboring
them
hiding
them
and
helping
them
out
and
another
one
being
them
needing
more
boots
on
the
ground.
To
find
these
folks
again,
we
met
with
child
support.

little
later
on.

Issues
that
were
brought
up
is
that
child
support
office
of
the
pinion
work
release
has
not
worked
in
the
past
for
child
support
issues,
electronic
monitoring
and
it
gates
content
and
can
only
be
used
in
criminal
matters.
We're
still
looking
into
part
of
that
through
leanne.melton
and
very
monsters.

We
learned
that
for
the
non-custodial
parents,
as
I
may
refer
to
as
NCP's
later
on,
there's
three
types:
we've
got
your
willing
and
able
you're
willing
and
unable
and
you're
completely
unwilling
you're
willing,
enable
someone
would
be
completely
compliant
want
to
fulfill
our
obligations.
Take
care
of
children
do
what's
expected
over
willing
and
unable
parents
who
are
willing
to
accept
that
responsibility
who
want
to
take
care
of
their
kids
but
for
some
odd
reason,
some
type
of
something
that's
happened
to
them
in
life.
Whatever
is
not
able
to
you're
unwilling.

These
mcps
are
unwilling
to
comply
with
their
responsibilities
as
old.
They
make
up
for
ninety
percent,
who
are
in
a
quart
and
a
regular
basis
that
you
folks
see
regularly.
Approximately
1.2
million
is
collected
in
child
support
monthly
in
Buncombe
County
over
13
billion
has
been
collected
as
a
June
thirtieth
of
this
year.
This
past
fiscal
year,
North
Carolina
ranks
number
24
in
the
nation,
Pennsylvania's
number
one
court
process.
Again
we
started
from
the
ground
up
to
learn
all
we
could
july.
First,
we
sat
in
on
court
hearings
to
establish
child
support
for
these
ncps.

Very
passionate
about
the
city
should
be
completely
up
for
a
feasible
program
and
would
be
willing
to
bulldoze
the
effort,
depending
on
what
she
had
on
her
plate
at
that
time,
and
she
was
able
to
she's
a
big
fan
of
fathers
forever
program
out
of
Wake
County.
It's
a
program
where
parents
avoid
jail
by
continuing
to
work
at
their
jobs
while
wearing
an
electronic
GPS
monitoring.

nice
to
meet
with

with
the
public
defender's

agreed
to
any
program
that
is
started

it's
brought

issue
would
be
finding
the
right
candidates
considered.
Not
everybody
would
be
the
right
candidate
for
that
workplaces.
We
need
to
be
found
for
the
ones
who
are
not
employed
if
somebody's
already
employed
their
employer
will
have
to
agree
to
this
work
with
them
or
three
of
other
ways.

could
find
workplaces
who,

they

there

application
process
for
them

meet,
one
speed
bump

be
insurance

transportation
on
those
folks

type
of
work
they're

could
be
an
attorney
making.
Hundreds
of
thousand
dollars
a
year
or
they
could
work
at
McDonald's
for
minimum
wage.
They
have
to
pay
a
twenty
dollar
per
feet,
flat
rate
each
day
to
go
to
work.
We
also
talked
about
garnishing
inmates
accounts.

Any
deposits
were
made
into
their
inmate
account
need
a
request
from
child
the
court
and
the
judge
and
major
mighty
Elvis
was
so
kind
to
say,
not
a
problem
doing
it.
We
can
take
it.
That's
all
we
need
free
trial.
Jason
Ratcliffe
shed
some
light
on,
so
we
weren't
aware
of
their
everybody,
is
aware
of
GPS
monitoring,
ankle
bracelets
things
of
that
nature.

The
idea
we
thought
of
also
was
the
reserve
deputies.
We
understand
it
they're
assigned
to
certain
tasks
within
six
sheriff's
office
if
they
were
able
to
break
free
or
were
caught
up
or
something
of
that
nature,
to
break
free
for
a
day
and
could
assist
with
child
support
warrants.
But,
as
we
know,
that's
not
completely
feasible
as
a
long
term
or
a
permanent
thing.
Talk
to
several
other
counties
as
far
as
how
they
handle
with
child
support
warrants.
Haywood
County.
They
only
have
one
officer
assigned
to
child
support,
warrants
completely
Henderson
County.

There
weren't
division
of
five
officers-
and
this
is
not
only
child
support,
but
all
their
warrants
that
they
handle
through
the
sheriff's
office
or
done
by
those
five
officers,
including
child
support.
Rutherford
County,
their
warrants
are
served
by
the
road
officers,
show
cause.
Orders
are
handled
by
the
one
civil
process
officer
who
can
help
with
Oh
F
face
when
he
is
called
it.
The
NC
county
warrants
are
served
by
patrol
units
as
well.
They
actively
seek
out
child
support
warrants
and
in
fact,
have
a
detective
working
with
them
from
time
to
time.

Mecklenburg
and
charlotte
has
two
officers
assigned
to
child
support,
and
before
long
I
was
told
they
were
getting
four
more
to
make
them
six
total
for
child
support.
Homeland
wake
county
in
raleigh
has
two
officers
who
serve
the
show
cause.
They're
warrants
are
served
by
Patrol.
There
are
over
100
caseworkers,
however,
for
child
support.
They
do
a
lot
of
the
legwork
as
far
as
finding
these
folks
tracking
them
down
and
then
go
back
to
the
warrants
to
where
they
can
be
brought
in
Gaston
County.

As
sort
of
goes
mentioned,
my
name
is
Joseph
Farrow
I'm,
a
deputy
son
to
the
jail
I've
been
with
the
sheriff's
office
for
one
year
in
10
days,
when
I
SAT
here.
Yes,
thank
you
when
I
SAT
here
the
first
day,
I
was
just
overwhelmed
with
the
experience
that
was
in
the
room
and
the
least
being
nine
half
years
and
didn't
have
an
excuse,
but
I'm
here
for
a
year
and
ten
days,
I'm
thinking
for
the
opportunity
to
be
on
the
comp
steam.

The
things
that
I've
learned
from
team
up
with
copal
wilds
and
deputy
Mormon
are
going
to
stay
with
me
throughout
my
career
running
along
with
them.
First
couple
days,
corporal
wilds
taught
me
how
to
use
the
computer
generate,
calls
through
mct
and
then,
after
that
he
would
always
turn
the
computer
over
me,
which
I
was
thankful
for
that
and
riding
with
deputy
Mormon.
He
knows
everybody
in
the
county,
pretty
positive,
they're,
all
his
facebook
friends
and,
if
you're
not
get
with
him
afterwards.

So
with
that
I
got
to
serve
Oh
a
phase,
you
know
order
for
wrist
and
I
got
to
arrest
people
in
the
whole
process,
which
was
really
exciting.
For
me,
the
first
day
we
were
asked
to
come
up
with
ideas
to
combat
this
issue
of
child
support
to
get
the
money
owed
to
the
custodial
parents,
just
like
you
saw
with
Miss
Turner
and
I
mentioned
a
work-release
type
program
and
after
meetings
with
judge
capital
and
Amy
Griffith
and
leanne.melton,
who
the
day
that
we
met
her
said
that
she
had
a
candidate
at
the
moment.
E
That
was
a
good
person
for
this
idea
that
we
were
coming
up
with.
We
also
learned
that
there
has
been
a
work
release
program
in
the
past
and
we
want
to
kick
start
that
program
again.
Of
course,
the
candidates
need
to
be
willing
to
work
or
already
have
a
job.
One
thing
they
learn
is
North.
Carolina
established
the
first
prison
work
release
program
in
the
nation
in
1957.
E
This
allows
prisoners
to
leave
prison
each
day
to
work
for
a
business
in
the
community
and
as
the
fiscal
year
of
2013-2014,
the
North
Carolina
DLC
has
received
12
million
two
hundred
forty
six
thousand
six
hundred
twenty
dollars.
Fourteen
cents
from
work
release,
programs
of
that
a
total
of
160
3106
3202
dollars
and
ninety
seven
cents
has
been
collected
for
child
support
just
to
break
that
up-
and
this
is
the
courtesy
of
Gary
Coxe
and
Ruby
Bedingfield
from
the
Department
of
Public
Safety.
They
broke
it
down.
E
For
me,
a
court-ordered
child
support
of
that
82,000
was
brought
in
social
services
requested.
Child
support
was
10,000.
A
number
that
I
thought
was
an
interesting
voluntary
child
support.
These
people
that
are
incarcerated,
sixty
nine
thousand
dollars
was
brought
in
to
pay
out
to
them.
Those
custodia
parents
are
take
care
of
the
kids,
and
that
is
our
concern.
This,
the
parent
who
is
in
need
of
this
money,
as
we
saw
physically
they
need
it.
They
needed
to
take
care
of
these
kids
and
a
work
release
program
that
is
coordinated,
does
work
through
this.
E
E
However,
a
sentence
of
imprisonment
up
to
120
days
may
be
imposed
for
a
single
act
of
criminal
contempt,
resulting
from
the
failure
to
pay
child
support,
provided
the
sentence
is
suspended
upon
conditions
reasonable,
reasonably
the
rate
related
to
the
continuous
payment
of
Child
Support.
So
these
people,
which
makes
up
ninety
percent
of
the
people
that
come
into
court,
can
be
put
to
work
through
community
service,
something
that
we
can
make
them
do
and,
of
course,
if
they
do
not
do
this,
we
can
impose
sanctions
on
them
for
various
reasons
and
next
by
statute.
E
Nor
kind
of
statute
is
declared
to
be
the
public
policy
of
milk.
The
policy
of
the
state
of
North
Carolina
that
all
able-bodied
prison
inmates
shall
be
required
to
perform
diligently
all
work
assignments
provided
for
them
for
them
and
just
like
sergeant
Gill
set,
the
idea
of
monetary
was
mentioned,
and
access
to
these
devices
is
available,
and
so
right
now
I'm
going
to
go
through
the
rha
reentry
services
plan.
E
E
Non-Compliance
will
have
consequences
on
they'll
enter
into
a
community
partnership,
whether
it
be
a
job
through
goodwill
or
something
like
that,
and
they
will
be
responsible
for
working.
The
district
court
judge
reason
motivate
the
offenders
towards
success
and
that's
what
we
want
to
do.
We
don't
just
want
to
lock
these
people
up.
We
want
to
if
they
are
willing
to
get
a
job,
so
they
can
further
themselves
and
also
help
out
the.
E
However
many
kids
they
have,
so
they
don't
fall
back
into
the
same
rhythm
of
being
picked
up.
Every
couple
months,
rha
will
coordinate
with
the
defense
counsel
and
child
support
enforcement
to
help
support
these
people
and
their
compliance,
and,
of
course,
there'll
be
a
case
manager
assigned
pretrial
release
to
monitor
these
offenders
progress
and,
of
course
they
are
not
going
to
go
unchecked.
We
there
is
it
through
this
program.
E
And,
of
course,
let
them
know
that
there
will
be
consequences
and
a
court-appointed
defense
attorney
will
ensure
the
rights
of
the
affinia
are
protected
and
they
will
aid
the
achievement
of
the
fenders
long-range
rehabilitative
goals
and,
of
course,
County
Sheriff's
Office
will
agree
to
make
referrals
to
jail
diversion
staff
when
appropriate
and
encourage
the
warrant
squad,
prioritized
services
of
our
phase
and
warrants
when
workload
allowance
I
know
when
I
was
in
court,
a
lot
of
them
they
had
dumps
and
they
wanted
to
keep
them.
But
it
was
just
you
know.

Daily
life
was
was
was
getting
to
him,
so
they
were
trying
their
best
to
do
something,
and
we
can
work
with
those
individuals
to
make
sure
that
they
pay
what
they
need
to
pay
and
with
that
I'm
going
to
turn
it
over
to
sergeant
mum.

Good
afternoon,
I
just
want
to
share
something
with
you
before
we
start.
I
returned
a
phone
call
just
before
I
came
in
here
from
a
young
lady
who
had
asked
about
the
facebook
page
and
asked
if
her
ex
could
be
placed
on
the
page
and
I
said
absolutely.
She
also
said:
well,
he
won't
be
back
in
the
town
until
Saturday
he's
on
cruise.
J
She
says
he
can't
pay
his
child
support,
but
he
can
go
on
vacation.
These
are
the
people
that
we
want
to
put
on
the
facebook
page
that
on
Monday
we
will
be
making
a
diligent
effort
to
pick
up
cops.
Teen
17
began
a
30-day
assignment
with
the
intention
of
serving
as
many
civil
location
for
non-support
as
possible.
It
was
apparent
in
the
beginning
that
there
were
other
obstacles
that
needed
to
be
addressed.
J
We
encountered
dozens
of
warrants
with
fight,
addresses
and
addresses
that
were
not
updated
by
CDE
when
warrants
for
being
entered,
requiring
additional
research
by
the
serving
deputy.
This
directly
impacts
the
deputy's
ability
to
efficiently
serve
warrants
and
require
significant
down
time,
researching
whereabouts
of
offenders.
Information
regarding
wanted
offenders
was
not
shared
with
the
public.
Public
was
not
encouraged
to
participate
in
locating
offenders
in
the
past
jail
housing
for
offenders
drains.
The
jail's
operating
budget
jails
are
not
reimbursed
by
the
state
for
civil
warrants
and
buncombe
county
taxpayers
absorb
that
cost.
J
As
recently
as
2012
programs
for
monitoring
and
work
release
for
offenders
were
in
place,
but
were
unsuccessful.
Joint
cooperation
between
Buncombe
County
child
support,
public
defender's
office
rha
Buncombe
County
Detention
Facility
in
Buncombe
County
Courts,
has
been
absent.
The
courts
were
essentially
releasing
offenders
for
a
small
fraction
of
their
purge
amount.
For
an
example
on
Tuesday
the
last
tues
we
were
in
court,
the
judge
reduced
an
offender's
purged
from
forty
thousand
dollars
to
five
hundred
dollars,
so
he
could
be
released
from
jail.

Our
recommendations
after
30
days
among
County
Sheriff's
Office
child
support
enforcement
members,
will
continue
to
utilize
all
research
options
available
to
locate
hard
to
find
offenders
to
include
TLO,
RMS
and
CJ
leads,
and
we
will
enlist
the
assistance
of
child
support
services
to
provide
additional
information
as
needed.
The
mungkin
County
Sheriff's
Office
child
support
fugitives
Facebook
page,
will
be
maintained
and
kept
current
by
child
support
enforcement.
Members
myself,
corporal
Shawn
wilds
and
deputy
Shannon
fish
by
updating
arrest,
statuses,
uploading
offender
wanted
posters
providing
links
to
useful
child
support
information
and
replying
to
Facebook
posts.

However,
community
participation
is
the
key
to
this
tool
being
success,
so
we
will
definitely
have
to
keep
up
with
that.
We
will
continue
to
provide
offender
information
for
dissemination
to
mountains,
Most
Wanted,
which
we
do
on
a
monthly
basis
to
miss
Natalie
Bailey.
We
will
post
my
wanted
posters
for
hard
to
find
offenders
in
areas
where
he
or
she
lives
and
works.
As
an
example,
corporal
Shawn
wilds
posted
a
wanted
poster
at
the
citgo
on
amboy
road.
It
got
the
attention
of
offender,
give
you
apartments
and
subsequently
he
turned
himself
in.

We
will
continue
to
investigate
the
use
of
monitoring
and
work
releases,
viable
tools
for
collect
the
unpaid
child
support
and
the
past.
These
programs
have
not
been
successful,
but
we
would
like
to
bring
the
stakeholders
together
to
iron
out
any
wrinkles
that
may
be
present
with
the
use
of
these
programs.
Additionally,
these
programs
are
successful
to
jail,
who
potentially
be
reimbursed
for
housing.

will
follow
up
with
pumpkin
County
Sheriff's
Office
Reserve
Program
supervisors
to
enlist
the
assistance
of
permanently
assigned
reserve
deputies
in
serving
out
sending
civil
illa
phase
for
non-support
during
evening
and
weekend
hours.
Reserve
deputies
would
be
beneficial
in
helping
to
locate
offenders
not
home
during
regular
work
hours.

will
provide
a
brochure
out
laying
the
role
of
the
Buncombe
County
Sheriff's
Office
as
it
pertains
to
child
support
enforcement.
Intern
Taylor
Mosley

instrumental

well

surrounding

folks
living

we
could
just
go
over
there
and
get
them.

also
like

a
little
research
into
a
federal

force
in
case
you
weren't
aware
you
can
charge
someone
federally

failing

pay
the
child
support
and
we
also
research
the
availability
availability
of
grant
funds
to
find
such
a
program.

arrests,
yet
ten
folks
come

pay
