assessment
for
all
those
years.

grew
up
in
Mitchell
County,
okay,
so
yeah
Western,
North
Carolina
we're
all
neighbors.

it
is

to
ask
those
questions

information
out

So

providing
a
free
clinic
and

understand
the
property
value.

you
tell
us
some
more

how
did
this
come
about.

Yeah
so

I
I
did
sit
on
again
did
sit
on
the
ad
hoc
reappraisal
committee,
and
so
one
of
our
recommendations
to
the
County
Commissioners
was
that
we
wanted
to
partner
with
the
land
of
Sky
Realtor
Association.

In
order
to
to
put
these
clinics
on
so
that
residents
of
Buncombe
County
did
have
somebody
that
was
outside
of
Keith's
office
that
they
cut
could
come
and
ask
questions
of
and
sort
of
help
if
they
had
some
some
questions
around
the
reappraisal
process
or
if
they
did
want
to
to
start
the
process,
an
appeal
that
somebody
would
be
there
to
try
to
help
them
out
with
that
and
navigate
the
process.
Again,
that
was
outside
of
Keith's
office
that
somebody
felt
like
that
they
maybe
had
an
advocate
there.

the
ad
hoc
reappraisal

Can
you
justify
listeners

they're
not
familiar

What
was
kind
of
the
mission
of
it
I
heard
you
say
this
is
one
of
the
recommendations.
But
what
was
the
mission
of.

That
yeah
yeah,
so
it
was
a
group
of
and
I
think
it
was
eight
of
us
for
a
couple
of
real
estate,
a
couple
of
real
estate
professionals
or
one
real
estate
professional,
which
was
me
and
then
a
couple
of
of
folks
that
sat
on.

And
then
some
community
members-
and
so
it
was
all
centered
around
Equity
as
far
as
the
reappraisal
went
in
Boston
County,
and
so
it
was
a
a
process
that
we
initially
thought
would
take
two
three
four
months
that
it
ended
up,
taking
I
think
a
little
bit
over
six
or
eight
months.
And
so.
But
we
have
been
able
to
to
give
those
recommendations
to
the
the
County
Commissioners.
And
this
is
just
one
of
those
things
that
was
sort
of
born
out
of
those
recommendations
and.

with
that
recommendation
you
talked
about
Lando
Sky
Association
of
relatives.
Can
you
give
us
some
information
about
just
what
y'all
do
and
sure
made
up
of
that
position?
Yeah.

So
the
land
of
Scott,
Realtor
Association,
is
our
local
Organization
for
real
estate,
Professionals
in
really
in
Asheville
and
Buncombe
County.
So
how
it
breaks
down
is
is
lots
are
as
our
local
local
board
and
then
we've
also
got
a
National
Organization
and
a
state-run
organization,
and
so
that
so
the
land
of
sky
is
our
sort
of
local
board
that
and
they
provide
anything
from
professional
development
and
continuing
education
to
Opportunities,
like
this,
to
give
back
to
the
community
and
and
utilize
our
skills
as
real
estate
Professionals.

And
and
so
I
think
it's
important
to
really
look
at
it
really
on
a
national
level.
First,
and
so
you
know
going
into
the
pandemic.
We
had
super
low
interest
rates.
C
The
economy
was
very
strong
and
got
stronger
through
the
pandemic,
and
so
nationally
we
saw
property
value,
Skyrocket,
really
Nationwide
and
Buncombe
County
was
not
exempt
from
that
property
values
in
Buncombe,
County
tended
to
go
up,
I
hate
to
use
the
term
across
the
board,
because
there
are
certain
instances
where
things
potentially
didn't
go
up,
but
I
would
say
by
and
large
property
values
have
gone
up,
not
only
in
Buckingham
County,
but
really
Nationwide
and-
and
that
was
sort
of
you
know
those
factors
with
you
know
people
being
in
in
lockdowns
or
in
in
pandemic
sort
of
mode
and
then
low
interest
rates,
and
then
the
economy
going
as
well
as
it
did
really
sort
of
shifted.

Something:
that's

What
I
call
sticker
shot
and
I
think
a
lot
of
people
got
sticker
shock
when
they
got
their
their
their
reappraisal
a
couple
years
ago,
and
so
yeah
I
mean
I.
You
know
I
heard
from
from
folks
that
I'm
friends
with
or
colleagues
with
or
clients
of
mine,
that
called
them
and
were
like.
Oh
my
gosh,
our
property
value
went
up.
Xyz
percent,
you
know
when
we
got
our
our
reappraisal
and
fortunately
or
unfortunately,
however,
we
we
tend
to
look
at
that.
You
know
Keys
office.

It
just
has
to
to
sort
of
reflect
the
market
and,
unfortunately,
or
fortunately
again.
However,
we
want
to
look
at
it.
Market
did
make
a
big
uptick
in
the
last
two
or
three
years.
Oh
yeah,.

So
I
heard
you
I
heard
you
mentioned
the
market.
How
do
those
Market
changes
affect
people,
property
value,
so
yeah.

Collaborate
on
that
sure,
yeah
and
so
so
Keith's
office
has
to
you
know
by
Statute.

They
have
to
to
look
at
at
fair
market
value
sales,
and
so
when
these
fair
market
value
sales
are
happening,
they
need
to
to
be
able
to
reflect
that
as
far
as
the
appraised
value
goes
and
so
so
yeah
when
we
do
see
property
values
as
far
as
sales,
if
they're
up
taking
10
15
percent
a
year,
then
when
that
you
know
Keys
office,
does
a
reappraisal
every
four
years,
and
so,
let's
just
say
that
on
average
you
see
a
10
uptick
in
your
property.

Well,
when
you
get
your
reappraisal
after
four
years,
you
are
going
to
have
sticker
shot,
because
you
do
see
that
the
market
is
going
up.
You
know
five
percent
10
15
a
year
and
so
yeah
folks
are
starting
to
see
sticker
shock
and
I
totally
get
it,
because
if
you're
not
looking
at
the
market,
I
look
at
the
market
every
day.
That's
it's!

What
I
do
for
a
living,
and
so
but
a
lot
of
folks,
they're
they're
working
other
jobs
and
don't
really
keep
up
with
that,
and
so
when
they
do
get
that
property
assessment
every
four
years,
they're
like
whoa,
what
just
happened
and
so
I
totally
understand
that
and
that's
what
we're
sort
of
here
to
help
with
is
to
say,
okay.

Well,
if
you
do
feel
like
that,
your
your
assessment
is
too
high,
come
to
one
of
these
clinics
and
let's
take
a
look
at
it
in
a
real
estate
professional
can
help
you
pull
comps
and
look
at
those
things
and
just
see
if
Keys
officer
is
on
point
or
if
not.
If
not,
then
we
can
help
you
navigate
that
that
process
so.

Yeah,
thank

say
it

Everybody
knows
what
that
is.
So
a
comp
is
just
short
for
a
comparable
sale,
basically,
and
so,
and
that's
what
we
as
appraisers
and
as
a
real
estate,
professional
or
a
broker.
That's
what
we
use
to
to
determine
fair
market
value
is
what
other
sales
in
a
particular
neighborhood
have
seen
over
the
last.
For
me,
I
tend
to
use
something:
that's
happened
over
the
last
six
or
eight
months,
because
I
need
to
use
something.
That's
a
little
more
time,
sensitive
and
relevant.

I've
been
there
and
it's
like
oh
I,
got
a
new
house
across
the
street
new
house
across
the
street.
Everything
a
lot
of
people.
Think
oh
my
value
in
my
house
and
the
assessments
going
on.
Is
that
true?
Or
is
it
when
you
talk
about
comps?
Is
that
I'm
not
looking
at
other
established
homes
within
my
neighborhood?
Not
the
new
construction
that
just
popped
up
on.

Her
yeah
sure
so
and
I'll
answer
that
and
but
I'll
also
lean
on
Keith
a
little
bit
on
that
too.
But
so
my
understanding
from
Buncombe
County
side
is
that
they
wouldn't
necessarily
use
a
new
construction.

Unless
you
and
we'll
use
an
example
in
Kenilworth,
for
example,
I,
don't
think
Keys
office
would
use
a
brand
new
construction
that
they
like
on
an
infill
construction
lot
in
Kenilworth.
It's
built
in
2022
I.
Don't
think
that
they're
going
to
compare
a
1920s
house
to
a
brand
new
construction,
I
I
can
only
speak
for
me
professionally.

What
we're
going
to
look
for
is
in
the
in
the
neighborhood
you're
talking
about.
There
should
be
well
established
homes
in
that
year
range
that
when
they
were
originally
built,
maybe
been
within
a
10-year
range.
So
that's
the
market
in
that
neighborhood
itself.
So
it's
kind
of
hard
to
say
if
it's
five
years,
ten
years
or
two
years,
but
the
main
thing
is
that
the
well-established
homes
in
that
neighborhood
those
need
to
be
compared
to
those
homes.
Okay,
the
brand
new
homes
again
should
not
be.

Like
doing
all
these
things,
that
I
saw
so
how
do
we
as
a
community,
get
educated
on
these
things,
because
a
lot
of
us
have
bought
houses
and
we
just
picked
up
habits
from
our
parents,
but
we
don't
understand
assessments.
You
know,
I,
never
heard
my
parents
talk
about
assessments
and
I
own
property
in
another
state.
I
never
heard
my
parents
talk
about.
You,
know
taxes
it
going
up
or
anything
those
things
just
were
not
shared
with
us.
So
how
do
we
continue
to
educate
our
community?
You.

Know
we
we're
making
now
a
larger
effort
than
we
ever
have
to
get
information
out
to
the
residents
of
Buncombe
County
to
better
understand
this
process.
Yes,
but
one
thing
I
say
to
the
residents
is
that
you
got
to
seek
the
information
too.
Okay,
I
can
put
it
out,
but
I.
Ask
you
to
please
meet
me
halfway
and
seek
the
information
and
we'll
share
with
you
and
we'll
we'll
do
what
we
can
to
help.
You
better
understand
it
this
event,
even
from
the
appeals
Clinic.

Even
if
you
don't
decide
you
don't
want
to
appeal,
it's
a
great
place
to
start
being
educated.
You
can
ask
these
real
there's
a
lot
of
questions
and
they'll
be
able
to
answer
them
and
the
the
business
is
closely
related.
Okay,
we
may
be
doing
it
for
a
different
reason
than
they're
doing
it,
but
we're
still
all
after
the
same
thing
and
that's
market
value
of
the
property
can.

I
just
want
to
jump
in
real,
quick
and
that's
I'm
glad
you
brought
that
point
out
because
and
Leonard
sort
of
brought
it
up
too,
when
I
just
threw
out
the
word
comps,
and
so
there
are
a
lot
of
folks
that
don't
necessarily
understand
for
me
it's
what
I,
what
I
do
every
day
you
know
and
I
don't
think
twice
about
it,
but
sitting
on
that,
the
ad
hoc
reappraisal
committee
hearing
some
of
the
the
citizen
concerns
reading
a
lot
of
the
the
the
feedback
that
we
were
getting.

It
really
opened
my
eyes
to
the
fact
that
that
our
community
does
need
some
more
Outreach
and
education
around
real
estate
and
how
and
how
Keys
Office
Works
and-
and
so
that's,
why
I
thought
that
the
recommendation
to
bring
in
the
Realtor
Association
could
sort
of
help
with
exactly
what
you
said
is
to
bridge
that
gap
between
residents
and
Buncombe,
County
Keith's
office
and
then
just
bringing
some
knowledge
base
initiatives
to
the
residents
of
Buncombe
County,
so
I
hope
we
can
succeed
in
that
and,
like
Keith
said,
we've
got
a
number
of
events
that
are
coming
up
and
we're
hoping
that
we
do
get
a
a
nice
turnout
and
we
do
want
residents
to
come
out
if
they've
got
if
they
feel
like
they've
got

if
they're

they're
like
oh,

would
feel
so
dumb

be
doing
a
call-in
event.
So

you're,
homebound

don't
have
transportation
or
just
don't,
feel
like
getting
out
and
come
and
seeing
and
seeing
somebody
in
person,
we
are
going
to
do
a
call-in
event
and
so
keys
to
office,
as
well

the

Assuming

think
initially,

somebody
comes
in-

you

the
only
thing
that
we
would
ask
is
that
they
do
come
in

give
us
property
address
or
pin
number
of
their
property
and
honestly,
let
us
start
to
walk
them

first
we'll
pull
up
the
property
card
from
Buncombe
County
just
to
look
and
make
sure
that
all
the
information
is
accurate,
I
mean
the
bedroom
and
bath
count
square
footage
count
all
that
sort
of
stuff.

If
you
do
think
that
your
property
value
has
been
over
assessed,
then
we'll
look
at
comparable
sales,
not
also
known
as
comps
in
the
neighborhood
to
just
see
if
those
things
sort
of
jive
with
each
other
and
and
make
sense,
and
so
if
the
the
homeowner
says
you
know
what
it
looks
like
we're.

Fifty
thousand
dollars
over
assessed,
then
at
that
point
we
can
help
them
file.
That
appeal
come
up
with
a
comparable
sales,
send
those
to
keys
to
office
through
the
Buncombe
County
website
and
really
do
everything
that
you'll
need
to
do
as
far
as
an
appeal
right
there
within
I
would
say
within
a
half
hour.
So
so
it's
a
pretty
painless
process
and
we'll
walk
the
resident
through
the
the
appeals
process.

something
they
want

I've
been
to
you
know,
since
having
all
these
conversations
with
Keith
and
you
I
have
started
like
looking
more
on
the

everything
again.
I
pulled
my
Buckland
County
card
tax
card
and
just
went
through
and
ran
what
they
said.
My
house
was,
and
it
I
bought
my
house
15
years
ago,
but
it
had
I
didn't
have
a
fireplace
on
it.

that's
and
that's
what
we're
hoping
and
I'm
glad.
You
said
that
that's
exactly
the
folks
that
we're
trying
to
to
Target
are
the
folks
that
don't
really
think
about
that
until
they
get
that
that
tax
assessment
they're,

oh
gosh,
this
doesn't
look
right,
and
so
we
that's.

there's

lot
of
folks
in
the
community
that
just
don't
even
think

they

review
adjourns.
That's
what
closes
the
appeal
period
is
when
that
event
happens,
so
typically
between
January
1
and
mid-april.

window
opportunity
to
be
able

file

appeal.
