when
he's
a
year
ago,
when
I
took
over
as
mayor

year,
just
seemed
so
far
away
right-
and
here
we
are
a
year
later,
there's
been
a
lot
of
good
things
ever
happened.

There's
been
some
challenges
along
the
way,
not
only
this
past
year,
as
my
mayor
here,
but
the
last
12
years
as
well
being
on
Council
I've,
been
fortunate
enough
to
represent
the
city
three
times
as
mayor,
so
I've
been
honored
to
do
that.
I've
been
honored
to
get
reelected
and
you
know
a
couple
of
times,
obviously
being
able
to
serve
13
years.
You
just
don't
volunteer
to
do
it,
but
at
the
same
time,
when
I
first
got
elected
in
2009,
I
was
I
was
welcomed
by
the
end
city
manager,
Mike
Flatt.

so
you
start
doing
your
homework,
but
you
know,
like
I've,
said
many
times
before:
I
didn't
run
for
office
to
start
cutting
budgets.
I
want
to
create
programs.
I
want
to
maintain
the
programs
that
we
have
and
if
they're
not
working,
that's
okay,
let's
cut
them
and
start
something
new,
but
it's
always
to
it's
always
good
to
look
at
a
program
or
or
something
that
you've
got
under
the
umbrella
of
the
city.

people

me

always
tough

start
something

difficult

change

established

that's

way
we've

passed
away

year

half
ago.

was
obviously

I
got
elected.
She
was
very
proud.

gave
us

great
base

myself

brother
Louie
to
just
do
the
best
that
we
can
and
when
you
go
out
and
do
something
and
join
a
club
or
a
committee
give
it

percent,

shortchange
what
you're
doing

help
whatever
the

committee

commission

whatever

organization
is
you're
there
to
help
make
a
difference

I
I
feel
like
I
kept
met
that
standard

my
mom

set

because
I
felt
that
I'm
leaving
the
city
better
than
I
found
it
back
in
2009.

going
through
that
financial
disaster
at
the
time
you

everything
was
going
downhill
and
the
reason
to

the
city
council,
congratulations,
here's

books
and
we
have
to
cut
nine
million
dollars
from
them,
but
I
followed
the
Boy
Scout
motto:
you
know
they
say:
there's
one
other
sayings

leave
it

you
found

you
go
camping
campsites,
leave
it
better
than
you

Since
my
both
of
my
boys
are
Eagle
Scouts,
we
spent
a
lot
of

lot
of
sleep
sleeping
nights,

Stars
all
over
so
I'm,
very
proud
of
that
and
I
feel
now
that
I'm
leaving
it
better
than
I
found
it.
So
I
want
to

her

public

participation

the
city's
decision-making

manage
all

city's

this
year
your
office
completed
the
digitization

historic
records

make
them
accessible
to
staff
and
the
public.
You
launch
a
passport
acceptance
facility,
listen
to
this
over
five
years
ago,
which
was
generated
over
2.8
million
dollars
in
revenue
for
the
general
fund.
Most

election
official
who
ensures
the
Democratic
process
is
conducted
with
integrity
and
transparency.
During
your
time
of
city
clerk,
you
have
increased
voter
registration
Outreach
amongst
the
youth.
The
City

Burbank
was
ranked
16th
among
53
LA
County
School
District
and
46.9
percent
of
new
18
year
olds
registered
to
vote.
We

plus
years
of
Public
Service

of
those

in
City

Burbank.

retirement

Journey
as
a
newly
elected
city

our

continue
to
help
residents
fight

legacy

prisoner

elected
and

enjoyed

part

high

enough

elected

city

their
student

middle

School

entrance

yellow
jacket
in
the
ground

my
ninth
grade
year,
we
paid

art
instructor

together

install

principal
in

school

installed

in

entrance

turned

people

hour
trying
to

them

they
should

Burbank

for

He
is
the
biggest
Burbank
booster

think
you're
leaving

passed

new
city
clerk
and
she

As

there's
been
a
lot
of
change.
In
the
past
13
years,
City
staff
continues
to
get
ahead
breaking
ground
on
new
infrastructure
have
approved
or
in
plant
checks
several
thousand
housing
units
that
will
see
completion
of
the
coming
years.
Our
parks
department
is
still
maintaining
a
focus
on
our
youth
and
Senior
population,
as
well
as
all
the
parks
in
in
the
facilities
we
Face
Financial
challenges
and
heartbreaks
the
pandemic,
and
one
of
them
was
the
passing
of
Mayor
Will
Rogers
that
we
never
expected.

In
collaboration
with
Jamie
Keyser
of
the
Burbank
chamber
in
her
own
Community,
Development
Department,
we
continue
to
focus
on
retention
and
recovery
of
our
business
community
over
the
years.
It
was
a
pleasure
to
see
so
many
of
our
community
members
supporting
and
benefiting
from
our
local
nonprofits
I've,
often
said
that
business
is
the
backbone
of
our
community
and
the
residents
are
the
heart.

So
please
consider
both
when
making
difficult
decisions.
Colleagues,
a
few

Us
many
a

many
of
our
accomplishments.
This
past
year
were
successfully
negotiating
in
elimination
of
the
city's
pension
obligation,
medicine,
Square,
Garden,
mgn
Studios
came
to
town.
That
said,
golf
ball,
looking
like
structure
over
by
the
airport.

So
they're
going
to
be
doing
a
lot
of
filming
over
there
in
that
structure.
There's
one
here,
there's
one
in
New
York
in
in
Las
Vegas,
so
they
only
have
three
locations.
The
fiscal
year
budget
was
balanced
with
increases
in
the
city's
formal
reserves,
as
well
as
an
increase
to
the
city's
115
pension
Trust.

We
updated
our
development
impact
fees
that
haven't
been
done
for
many
years,
enacted
a
moratorium
and
additional
Firearms
retailers
enacted
a
moratorium
on
drive-through
locations
and
establish
a
new
sister
city,
arezo
Italy.
So
that's
a
big
commitment
and
I
want
to
thank,
like
I,
said
Miss
Elizabeth
Goldman
for
driving
that
and
making
a
reality.

would
like

share
some
food
for
thought
that
our
city
manager
will
share
with
a
new
Council
to
my
colleagues

incoming
council
members
consider
issues

how
they
affect
the
community
as
a
whole.

You
represent.

you
personally

open-minded,
because
if
you
don't
come
up
here,
open-minded
you've
already
closed
the
doors,

you
can't
hear
anybody
else's
good
discussion

wary

those

see

council
divided.

council

be
divided
on
issues,
but
once
the
vote
is
taken
should
be
unified.
As
a
team
council
is
a
team

five
individuals
working
collaboratively
toward

common
goal

improving

their

mean

votes
need
to
be
unanimous
when
once
a
vote

taken,
we
should
move
forward.

Burbank

City
that
it
is
because
we
all
want
Burbank

best
Burbank
possible

believe
that
the
more
we
collaborate

more
we
move
towards
that
common
goal,

that
has
been
my
experience
as
a
longtime
community
advocate
here
in
Burbank
and
in
my
professional
life.

making

predict

the

move
forward,

even

more

lot

hard

rolling

sleeves

we

agree

fact,
healthy
disagreement
means
better
outcomes,
and,
in
my
experience
so
here
we
have
some
work
to
do.
We
have
work
of
increasing
housing,
accessibility
and
affordability,
especially
for
our
Workforce
young
families
and
seniors
and
decreasing
homelessness.

these
are
just
some
examples
of
the
work
we
have
ahead
of
us
and
I'm,
confident
that
we
will
make
positive
strides
in
these
areas
and
so
much
more
and
in
the
spirit
of
collaboration
and
open
doors,

I
commit
myself

city
that
had
given
me
so
much
already?
I
spend
the
next
30
plus
years
in
government
service,
which
allowed
me
to
help
serve
the
community
I
love
so
much.
This
also
helped
me
gain
valuable
expertise
in
budgeting
fiscal
accountability,
public
safety
issues,
Community
planning
and
Outreach
and
Personnel
issues,
and,
more
all
those
through
decades
that
I
learned
the
importance
of
capturing
the
needs
of
all
citizens
and
the
community
members
this
to
ensure
that
our
government
works
in
alignment
with
the
people.

It
serves
as
your
new
council
member
I
plan
on
merging
all
of
my
experiences
to
make
sure
I
serve
the
citizens
of
this
community.

you,
the
voters,
put
me
here

it's
my
job
to
listen.
Listen

suggestions

even
listen

Whether
or
not
we
agree

everything

feel

Burbank

blessed

Responders

other

Burbank
shines

compassion

surrounding

goal

is
to
enhance,
not
reduce

funding
and
maintain
this
level
of
Excellence
taxes
create
Revenue
that
support
the
vibrant
City.
If
done
haphazardly,
we
can
attack
the
very
segments
we
are
trying
to
attract.
It
is
our
job
to
wisely
balance
these
revenues
and
services
without
creating
undue
burden
to
budgets
of
the
Citizens
homeowners
and
businesses.

quality

neighborhoods

leader

selected

some
time

decade

finally
got

legit
papers,

long
journey
for
me,
and
so
today,
I
become
the
first
diagnosed
autistic
mayor
in
the
country.

Most
people
don't
know
that
when
I
meet
them
because
I've
had

lot
of
support
and
help
and
services
growing
up,
but
my
brain
is,
it
doesn't
work
the
same
way
as
other
people.
I
think
in
pictures
and
in
imagery
imageries
are
important
to
me:
symbolism
iconography!

It's
no
accident
that
I
wore
these
colors
today.
The
red,
white
and
blue
is
very
important
on
a
day
of
this
magnitude
because,
as

leader
of
a
city

it
is
important
to
me

we

blue,

independence

moderates.
Everyone
who

every
political
Spectrum
needs
to
understand
that
we
are
a
community
as

whole.

about
a
single

faction.

in
your
backyard

housing

homelessness

first

year-round
homeless,

adding
thousands

thousands
of
units
of
affordable
housing
across

city

measured

responsible

and
that

something
we
absolutely
must
provide
to
our
residents.

with

school

disconnect
between
this
body
and
that
for
many
years
and
I
want
to
bridge
that
Gap
I
like

see
this
Council
work
closely
with
our
school
district
in
the
coming
year

a
huge
piece
of

agenda,
not
only
because
my
son
is
currently
in
the
school
district,
but
because
I
see
so
many
families
that
absolutely
need

see
that
bridge
that
Gap
bridged.

need
to
raise
wages
in
this
city.
People
are
not
able
to
afford
the
basic
necessities
of
of
life.

has
gotten
very
expensive.
We
know
that
there's
inflation.
We
know
that
there's
supply
chain
issues
cost
of
living
issues
all
of
these
things,
so
we
need
to
bring
good
paying
jobs
to
Burbank.
We
need
to
get
folks
the
jobs
that
they
demand
and
require
and
I'm
hoping
that
we
can
do
that.

lastly,
just
personally
I
would
like
to
continue
the
the
grace
and
the
what
I
saw
during
I
have
to
say
what
I
saw
during
this
last
election,
the
five
candidates
who
were
running
and
the
three
that
got
up
here
and
won
there
was
something
else
happened
in
that

that
race
that
I
had
never
seen
before.

the
Burbank
election
there
was,
there
was
no
mud
slinging,
there
was
no
backbiting,
there
was
no
animosity.
There
was
no
infighting.

me

especially
when
you
look
at
other
elections

races
across
the
country,
so

hoping
that
Mr
Schultz

myself
can
jump
in

that
same
collaboration

have
the

you

sleep

I
was
thinking

contemplating
what

say
if
I
was
called
to
serve
my
city
in
this
capacity,
Mr

Mayor,
council
members,
I'm
extremely
humbled
and
honored
that
you've
chosen
me
and
I
commit
to
give
my
very
best
over
the
next
few
years.
I
You
know
I've
spoken
with
a
lot
of
our
residents,
many
of
you
in
this
room
over
the
last
few
years,
and
we've
heard
a
lot
today
about
where
we
have
been
and
in
the
moment
the
significance
of
this
moment,
and
so
I
want
to
close
us
out
today
by
really
just
talking
a
few
minutes
about
what
I
see
as
burbank's
future
I've
thought
long
and
hard
about
our
City's
biggest
challenges
in
the
year
ahead.
The
first
one
that
comes
to
mind
is
City.
I
Services
Burbank
offers
unrivaled
city
services
from
our
police,
fire,
water
and
power
workers,
Public
Works,
and
so
many
employees
in
every
Department,
but
we
are
facing
significant
issues
with
recruiting
and
retaining
those
positions
in
the
coming
year,
I'm
committed
to
working
with
all
of
you
to
make
the
necessary
Investments
that
we
need
to
retain
these
employees
as
our
city
grows.
We
have
to
ensure
that
our
departments
and
our
staff
are
growing
so
that
we
can
meet
the
demands
of
a
growing
constituency.
I
Economic
Development
I
would
submit
that
the
state
of
our
economy
is
overall
strong.
Both
businesses,
both
large
and
small,
are
continuing
to
recover
from
the
pandemic,
but
I
agree
with
our
mayor.
There
is
inherent
economic
inequity
and
uncertainty
with
the
potential
recession
on
the
horizon.
We
must,
of
course,
continue
to
exercise
fiscal
responsibility
in
maintaining
the
balanced
budget
that
we
have
sought
fought
so
hard
to
achieve,
but
we
also,
we
can't
just
rely.
We
can't
rest
on
our
Laurels.
I
We
have
to
look
at
new
Partnerships
and
opportunities
to
strengthen
our
standing
as
the
media
capital
of
the
world,
while
also
providing
that
critical
support
to
our
mom
and
pop
small
businesses
that
are
the
backbone
of
our
local
economy
and
I'll.
Note
one
other
thing
in
terms
of
Economic
Development.
Our
mission
should
be
this.
I
We,
we
may
have
a
three
to
one
jobs
to
housing
ratio
in
the
City
of
Burbank,
but
every
job
that
comes
here
should
provide
a
fair
livable
wage
for
an
honest
day's
work
that
provides
health
care
that
provides
Child,
Care
Resources,
because
you
know
what
folks.
That
is
how
we
grow
our
community.
We
have
jobs
that
can
support
families
and
families,
support
and
move
our
community
forward.
I
Housing
Burbank
is
in
the
midst
of
a
housing
crisis.
We
need
more
housing
period
and
in
the
coming
year,
it's
imperative
that
our
Community
Development
Department
pursue
every
available
opportunity
to
promote
the
general
density
that
best
fits
our
neighborhoods,
for
example,
pre-approved
Adu
floor
plans
and
in
terms
of
growing
home
ownership
opportunities.
We
can't
forget
about
the
vast
majority
of
our
constituents.
We
are
nearly
60
percent
renter
and
we
must
strengthen
our
protections
and
our
resources
for
tenants
in
our
community.
I
With
regards
to
homelessness,
we
finally
approved
a
homeless
action
plan.
That's
going
to
guide
our
City's
efforts
for
the
next
five
years,
but
you
know
what
that's
the
easy
part
writing
it
down
on
paper.
The
hard
part
is
funding
it.
It's
implementing
it
and,
in
my
view,
in
the
greatest
richest
society
that
a
world
has
ever
known,
it
is
absolutely
not
acceptable
that
you
can
walk
outside
your
door
and
see
somebody
camping
in
the
park
or
on
the
sidewalk
or
living
in
their
vehicle.
I
I
agree
with
the
mayor.
We
do
need
a
shelter,
but
more
than
that,
we
need
a
safe
overnight
space
in
our
community,
where
those
who
are
experiencing
homelessness
can
be
safely
and
they
can
connect
with
the
resources
that
they
need
and
climate
change.
We
adopted
a
greenhouse
gas
reduction
plan
last
year,
it's
very
impressive
and
it's
aggressive.
But
again
the
difficulty
is
going
to
be
in
implementing
that
plan
and
finding
the
funding.
I
In
closing
colleagues,
there
is
an
important
lesson
that
I
feel
I
have
learned
over
the
last
two
years
and
I
don't
say
it
today
to
lecture.
But
again
it
comes
from
a
place
of
deep
meditative
prayer
and
reflection.
I
We
can't
be
so
focused
on
keeping
our
jobs
that
we
forget
to
do
our
jobs.
We
have
to
be
bold,
we
have
to
be
Innovative
and
we
have
to
be
unafraid
to
fail
in
this
job.
The
voter's
choices
in
this
election
and
in
2020
to
me
send
one
clear
message:
the
status
quo
isn't
working.
We
must
do
more
to
my
colleagues.
I
will
look
forward
sincerely

working
openly
in
collaborative
with
collaboratively
with
each
one
of
you
to
find
Solutions.
