Thank
you
virginia
very
good
for
those
of
you
listening
at
home
and
for
those
for
those
of
you
who
might
be
here
as
well
that
youth
leadership
program
is
spectacular
and
if
you
know
any
kids
that
would
be
interested
in.
That
is
great
great
training
for
what's
going
to
face
them
when
they
get
a
little
bit
older,
it's
spectacular
and
and
before
the
the
sign
ups
are
complete.
You
should
tell
your
friends
and
neighbors,
so
I'm
so
sorry
I
neglected
to
read
another
announcement,
that's
very,
very
important.
A
We
would
like
to
apologize
that
we're
experiencing
technical
difficulties
with
the
phone
number
listed
on
the
agenda
for
public
comment.
If
you
wish
to
speak
during
public
comment,
please
call
this
number

I'm
going
to
repeat
that
if
you
wish
to
speak
during
public
comment,
please
call
eight

Eight
two,
three,
eight

eight

A
Sorry
I
missed
out
on
that
before
okay,
so
we
have
no
presentations
tonight.
I'd
now
like
to
introduce
marissa
garcia,
our
department
director
for
a
department
director
report.
A
A

how
much
time
is
left.
A
A
A
A
G
G
If
you'd
asked
me
five
years
ago,
is
artificial
turf,
a
good
idea,
I
would
have
said
yes,
I
would
have
thought.
Oh,
it's
it's
wear,
it
has
long
wear,
it
saves
water
and
it's
just
off
the
top
of
my
head,
because
we're
so
inundated
with
plastic
is
a
good
thing,
but
we've
done
some
research
and
people
have
started
looking
at
artificial
turf
and
it's
not
a
benevolent
product.
It
is
a
toxic
product,
not
heavily
toxic.
I
mean
you
won't,
you
won't
die
instantly,
but
it
does
stay
in
your
bloodstream,
artificial
turf.
Is
you
have
pfas?
G
You
have
leeched
chemicals,
you
have
whatever
might
be
in
the
infill.
You
don't
know
what
it
is.
It
could
be
crumb
rubber.
It
could
be,
although
I
think
you're
looking
at
organic
rubber
on
on
your
design.
But
you
don't
know.
What's
in
the
content,
people
haven't
studied
it.
We
just
know:
there's
chemicals
in
it.
G
There
was
a
report
mentioned
that
the
sustainable
burbank
commission
from
teter
engineering
that
report
was
before
people
knew
that
there
were
pfas
in
artificial
turf.
The
I
did
a
public
records
request.
G
The
parks
department
was
the
same
as
I
am.
There
was
no
mention
of
thinking.
It
was
an
environmental
issue
until
it
was
raised
last
june
and
I
don't
think
that
care
was
taken.
G
G
I
did
find
the
consultant
is
verde
designed,
and
I
looked
at
the
rfp
and
the
there's
nothing
in
there
in
the
rfp
or
the
contract
about
studying
environmental
impacts.
It
wasn't
considered-
and
I
don't
blame
the
staff
for
doing
this
because,
like
I
said
I
would
have
done
the
same
thing,
but
I
want
to
read
a
comment
from
teeter
engineering
that
they
sent
on
july,
2nd
2022.
G
It
is
important
to
note
that
verde
design
is
a
landscape
architecture
and
civil
engineering
firm,
and
we
make
no
claims
related
to
the
products
identified
related
to
their
chemical
properties.
We
have
several
clients
who,
due
to
public
concerns
over
use
of
synthetic
turf,
have
arranged
with
third-party
testing
consultants
and
engineers
that
specif
specialize
in
specific
issues
related
to
stormwater,
runoff
potential
contamination
or
exceeding
threshold
levels
established
by
the
state.
G
A
H
H
I'm
also
here
to
speak
on
agenda
item
number
one,
like
mr
eisenberg.
The
proposals
to
put
artificial
turf
in
as
the
brace
canyon,
ball
fields,
improvement
project
and
I
just
wanna.
I
know
you
have
a
lot
of
great
material
that
mr
eisenberg
and
others
have
provided
you
about
the
science
and
the
condition
of
the
products,
but
I
just
wanted
to
look
at
it
a
little
bit
from
a
from
a
holistic
point
of
view.
H
I
really
appreciate
that
the
parks
and
recreation
staff
took
a
look
after
hearing
some
of
the
comments
of
the
sustainable
commission.
I
really
deeply
appreciate
that
we're
looking
at
three
options
on
your
staff
report
and
and
not
one,
I
support
number
three,
which
is
to
pursue
natural
turf
or
at
least
take
time
to
pursue
natural
turf.
I
think
there's
a
lot
of
common
ground
among
the
participants.
In
this
conversation,
we
all
want
the
kids
to
be
able
to
play
lots
of
sports.
H
H
We
do
not
want
to
contaminate
25
million
gallons
of
potable
drinking
water
in
the
reservoir
number
five
underneath
we
want
to
comply
with
laws
and
we
want
to
be
efficient
with
the
budget,
so
I
think
we're
all
trying
to
get
to
the
same
place,
but
maybe
with
with
different
roads.
There
are
concerns,
as
others
have
shared
about
injuries
and
burns,
and
health
risk
hazards
lots
of
hazards.
As
far
as
safety
for
kids
we
understand,
pfas
is
not
currently
regulated
for
drinking
water.
H
It
is
beginning
to
be
regulated
by
federal
and
state
in
other
products,
and
this
is
a
long
time
project.
It
would
really
be
a
shame
if
it,
if
midway
through
the
project-
or
we
just
put
the
thing
in
and
it
got
regulated
and
we
had
to
start
over.
As
mr
eisenberg
mentioned,
there
are
lots
of
consultants
on
this
particular
issue.
H
Artificial
turf
versus
versus
natural
other
cities
throughout
the
country
are
looking
at
this
there's
a
lot
of
information
to
learn,
and
I
would
encourage
us
to
take
time
to
do
that
and
not
make
a
decision
right
now
that
that
may
seem
expeditious,
but
but
in
the
long
run,
could
be,
unfortunately,
a
poor
use
of
the
city's
resources
which
are
limited
and
and
perhaps
not
be
the
right
solution
for
the
kids
on
the
fields.
Thank
you
for
your
consideration.
A
I
Board
members
and
city
staff
good
evening,
thank
you
for
the
opportunity
to
speak
with
you
tonight.
My
name
is
jim
frankian
and
I'm
calling
to
express
my
strong
support
of
option
number
two
for
the
proposed
grace
canyon
ball
field
improvements
as
lifelong
residents
of
spurbank,
my
wife
susie
and
I
have
participated
on
coached
managed
and
sponsored
dozens
and
dozens
of
youth
and
adult
teams.
I
Many
of
them
have
played
their
games
at
brace
park.
In
fact,
I
can
remember
the
first
time
I
ever
crossed
one
plate
and
scored
a
run
at
an
organized
baseball
game.
It
was
nearly
50
years
ago
at
bryce
park
as
a
member
of
the
burbank
catholic
federation,
I'm
keenly
aware
of
the
importance
of
the
grace
park,
fields
for
the
residents
of
burbank
and
for
the
neighboring
communities
as
well
the
thought
of
losing
the
use
of
these
fields
either
permanently
or
during
significant
periods
of
time
for
the
reoccurring.
I
Inspiration
of
grass
turf
seems
unthinkable
instead
for
you
tonight
the
opportunity
to
not
just
maintain
the
existing
sports
programming,
but
to
allow
much
needed
increase
in
programming
for
our
adults
and
youth
sports
with
replacing
the
grass
with
synthetic
turf.
The
multi-sports
fields
will
create
opportunities
for
new
programming
to
support
multiple
sports,
such
as
soccer
football,
lacrosse,
softball
and
baseball.
To
name
a
few.
I
I
I
personally
have
seen
the
firsthand
benefits
of
synthetic
turf.
I
was
a
varsity
football
coach
at
village,
christian
high
school
for
nearly
30
seasons,
and
I
currently
serve
on
the
board
of
directors
of
the
school
for
the
last
nine
years.
We
practiced
every
day
on
synthetic
turf
fields
and
played
the
majority
of
our
games
on
synthetic
turf
fields.
Based
on
my
own
personal
observations.
Over
that
period,
I
thought
fewer
twisted
ankles
and
knees,
fewer
cuts
and
scrapes
fewer
injuries
due
to
the
impact
of
being
tackled
onto
grass,
turf
underlain
by
hard
and
compacted
soil.
J
Thank
you.
Thank
you,
commissioners,
for
this
opportunity
to
speak
tonight,
I'm
on
the
board
of
directors
with
safe,
healthy
plainfields,
which
is
a
5013c3
nonprofit,
that
is
national
and
we
also
have
international
membership.
I
hope
you
had
an
opportunity
to
review
the
two
documents
that
were
sent
to
you
last
evening.
K
J
Me
a
couple
of
things
I
want
to
mention.
Not
only
do
you
need
to
be
aware
of
current
laws
regarding
contamination
of
water
and
violations
of
the
federal
clean
water
act,
you
need
to
be
prepared
for
the
upcoming
future
regulations
and
laws
all
of
pix
and
cork.
J
Organic
simply
means
that
it's
carbon
based,
even
though
these
pits
are
supposedly
california,
olive
pits
does
not
mean
that
they
were.
These
trees
were
did
not
have
pesticides
in
them
and
therefore
they
would
be
in
the
pits
and
add
to
your
contamination.
Cork
is
generally
resourced
from
northern
africa
and
portugal,
where,
in
fact,
pesticides
are
heavily
used.
J
J
I
have
documents
from
all
across
the
country
that
have
been
gathered
by
various
individuals
where
he
has
been
involved.
The
I
would
suggest
that
you
engage
independent
experts
who
will
speak
to
you
gratis
and
provide
you
with
information.
This
is
their
field
of
study,
pfas
and
the
other
chemicals
they
are
known
to
leech.
They
are
known
to
enter
waterways,
air
and
soil.
J
Plastic
fields
is
not
going
to
enhance
their
opportunities
and,
in
fact
the
national
football
players
association
is
calling
for
a
return
to
natural
grad
school,
as
well
as
other
organizations,
including
many
universities.
Thank
you
for
your
time
this
evening.
I'd
be
happy
to
provide
you
with
any
additional
documentation.
You
need.
A
Thank
you
for
your
comment.
Miss
walkey.
Now
it's
time
for
response
to
com
public
comment.
Any
board
members
have
a
comment
board.
Member,
miss
michelin.
L
Yeah,
I
appreciate
everyone's
comments
and
opinions.
I'm
actually
happy
to
hear
we
had
comments
from
both
sides,
because
it's
always
good
to
kind
of
hear.
Both
you
know
perspectives.
You
know,
I
think
for
me
personally,
just
to
address
everyone.
You
know
the
comments
that
were
made,
I
think,
obviously,
first
and
foremost,
you
know
I'm
not
a
grass
expert
or
anything
of
that
nature,
and
I
don't
claim
to
be
so.
L
I
think
for
me
personally,
just
I'd
love
to
at
some
point,
hear
more
pros
and
cons
and
a
deeper
dive
of
you
know
the
natural
grass
versus
the
synthetic
turf,
but
you
know,
first
and
foremost,
a
top
of
mind,
for
everyone
should
be
the
kids
safety,
but
I
also
see-
and
obviously
we
want
to
keep
the
beautification
of
of
the
of
the
city
through
you
know,
trees
and
natural
grass
and
whatnot,
but
I
also
see
the
other
side's
point
in
terms
of
programming
and
I'm
a
big
advocate
of
you
know,
keeping
kids
active
and
offering
various
types
of
programming
which
I
think
the
synthetic
turf
offers.
L
So
I
think
I'd
love
to
hear
why
or
why
not
again,
I'm
not
an
expert
in
this
area.
Why
or
why
not
natural
grass
can't
potentially
offer
I
I
kind
of
know,
but
you
know
I'd
love
to
hear
more
at
some
point
of
why
natural
grass
can't
offer
multi-use,
I'm
sure,
there's
some
costs
and
stuff
associated
with
that.
But
I
just
wanted
to
address
that.
L
I,
like
I
appreciate,
hearing
both
sides
and
I
think
we
at
the
first
and
foremost,
we
need
to
put
the
kids
safety
at
the
top,
but
also
keep
in
mind.
You
know
costs
associated
with
things,
as
well
as
the
ability
to
enhance
and
improve
the
city's
offering
for
sports
programming
and
whatnot.
So
I
think
it'll
just
be
that's
kind
of
what
I
don't
want
to
feel
like
I'm
teetering
here.
I
just
wanted
to
offer
my
you
know
that
I
understand
both
sides.
A
A
If
you
were
tuned
in
last
month,
you
saw
that
we
had
a
similar
conversation
about
another
park
that
that
we
are
in
the
process
of
trying
to
remodel
and
that's
isaiah
park
on
on
olive
avenue,
and
I
will
tell
you
I
too
am
not
an
expert
when
it
comes
to
natural
turf
versus
artificial
turf,
but
I
will
tell
you
that,
in
my
opinion,
our
staff
is
doing
the
best
they
can
to
try
and
fit
within
the
regulations
that
the
state
has
provided
us.
A
One
of
the
things
for
those
of
you
who
are
not
familiar
with
the
entire
process.
One
of
the
issues
in
this
in
at
brace
canyon
park
is
that
that
turf
covers
a
reservoir
now,
whether
or
not
the
natural
turf
or
the
artificial
turf
or
the
better
solution
to
that,
I
don't
think
we
have
the
answers
to
that.
Yet
I
think
we're
still
looking
for
those-
and
we
have
you-
know,
discuss
this-
the
baseball
fields
at
isaiah
park.
The
plan
is
for
them
not
to
be
artificial
turf.
A
The
plan
is
for
them
to
be
natural,
turf
and
stay
as
natural
turf.
I
know
this
department
is
doing
the
best
they
can
to
try
and
figure
out
the
puzzle
to
to
protect
our
reservoir.
Our
fresh
water
is
crucial,
and-
and
thank
you
for
the
comments
from
the
sierra
club
and
those
people
who
are
interested
and
just
to
let
you
know
that
we're
doing
what
we
can
or
they're
doing
what
they
can.
I'm
not
doing
anything.
A
A
F
So
I
just
wanted
for,
for
the
record,
want
to
make
it
known
that
staff
did
receive
some
pieces
of
email
as
well
as
e-comments,
that
were
provided
to
the
board
earlier
today.
Prior
to
today's
meeting
and
those
will
be
included
for
the
record.
A
F
If
I
made
sure
just
want
to
thank
the
the
community
members
who
who
were
here
today,
those
that
have
been
engaging
staff
for
the
last
actually
several
months
since
we
began
our
community
engagement
process,
we
absolutely
value
everybody's
thoughts,
opinions
our
feedback.
I
know
it's,
it's
not
an
easy
topic,
but
we
I
just
wanted
to
to
thank
everybody
and
and
assure
them
that
we
are
listening
to
to
their
comments
and,
as
you
mentioned,
we'll
be
presenting
options
for
council's
consideration.
A
A
M
A
N
N
The
ball
fields
were
built
on
top
of
a
city-owned
working
reservoir
in
2019.
The
parks,
department,
parks
and
recreation
department
was
notified
by
burbank
water
and
power
that
the
state
of
california
was
no
longer
permitting
the
application
of
fertilizer
of
any
kind
or
chemical
products
on
top
of
a
potable.
N
N
N
N
Fields
are
obviously
used
for
various
sports,
youth
and
adults,
softball
baseball
up
soccer
football
and
other
passive
recreational
activities
year
round
athletic
programming
and
activities
take
place
and
the
ball
fields
will
continue
to
impact
the
longevity
of
the
current
turf
conditions
to
continue
with
the
extensive
use
that
we
currently
have
going
and
the
inability
to
use
any
of
the
fertilizers
or
chemical
products
staff
estimates
that
the
ball
fields,
useful
life
will
be
another
couple
years.
So
we
anticipate
that
the
ball
fields
will
no
longer
be
of
service
around
2024-2025.
N
On
november
20,
in
november
of
2021,
the
council
approved
the
selection
of
the
landscape
architecture
and
civil
engineering,
firm
verde
design
to
to
start
doing
the
research
and
start
doing
the
work,
and
they
were
mainly
one
of
the
reasons
that
they
were
selected
was
due
to
their
extensive
experience
and
prior
work.
Designing
and
constructing
projects
built
on
top
of
a
critical
infrastructure.
N
In
june
of
22
june
of
2022,
the
department
initiated
an
extensive
community
outreach
and
engagement
process
for
the
improvement
project,
specifically
to
redesign
the
field
to
include
that
synthetic
turf,
two
community
workshops
were
held.
These
workshops
were
heavily
marketed
all
throughout
social
media.
The
city's
website
the
department
monthly
newsletter.
N
It
went
out
to
all
the
boards
committee
commission
members
that
the
city
has
all
of
our
user
groups
that
utilize
neighboring
residents
announced
at
any
boarded
commission
meeting
the
city
had
and,
of
course,
at
city
council
meetings
yeah
it's
kind
of
hard
to
talk
with
the
mask
okay,
so
june
5
we
have
a
in
person
workshop
and
in
june
20
on
june
21.
We
had
a
virtual
workshop
and
in
total
we
had
about
17
participants,
those
that
were
there
were
neighboring
residents.
N
N
The
project
was
also
going
to
include
additional
spectator
seating,
a
an
approved,
walking
path
that
is
currently
there,
but
more
improved
for
those
who
utilize
that
and
we
found
that
a
lot
of
folks
do.
N
From
that
proposed
plan,
we
obviously
the
feedback
that
we
received.
There's
a
high
need
for
soccer
in
the
city.
That
was
a
big
thing.
Folks
wanted
to
see
scoreboards
out
there,
obviously
just
catch
a
score
when
you're
out
there
playing
a
game
or
a
league.
N
N
N
N
While
some
sport
fields
can
be
repurposed
into
other
products,
they
cannot
be
used
to
produce
new
synthetic
turf
since
the
resin
is
not
homogeneous,
synthetic
turf
will
reduce
maintenance
costs,
we've
estimated
about
nearly
80
percent
and
the
use
of
potable
water.
Again
drinking
water,
fresh
drinking
water
will
be
reduced,
as
the
field
will
only
be
required
to
use
water
once
a
week
to
be
cleaned.
N
The
first
option
is
to
leave
the
condition
to
leave
the
ball
field
in
its
current
condition,
and
under
this
option
the
department
and
user
groups
will
be
able
to
use
the
current
fields,
as
is
for
the
next
couple
years,
and
once
that
field
deteriorates
the
pr
the
department
will
be
closed
to
close
it
down,
it
will
no
longer
be
able
to
be
used.
N
That
would
be
pretty
impactful,
as
we
can
imagine,
and
primarily
for
all
again
users
that
use
it
folks,
little
league
ayso,
just
kind
of
some
big
groups,
of
course
in
our
department
programs,
that
we
have
option
two
it's
to
convert
the
natural
turf
into
the
synthetic
turf
and
propose
and
create
this
multi-sport
complex.
N
This
will
improve
the
future
safety,
playability
and
appearance
of
the
field
at
race,
since
the
city
does
not
have
any
soccer
fields.
This
will.
This
complex
would
enable
the
city
to
accommodate
soccer
league
play,
in
addition
to
softball
baseball
football
and
other
sports
and
again
continue
to
views
the
walking
the
walking
path
and
other
activities
at
this
location
alone.
The
city's
youth
and
adult
sports
section
programs
they
program
about
thirteen
thousand
games
every
year
with
over
twenty
thousand
participants
that
are
out
there,
staff
estimates.
N
With
this
new
complex
we
would
bring
in
about
another
fifteen
thousand,
more
spectators,
permit
groups
and
other
visitors.
With
this
new
complex
option.
Three
is
while
it's
still
in
the
exploration
stage,
it
would
be
obviously
to
resaw
to
the
existing
field.
N
So,
every
few,
every
about
three
to
four
years
we
would
resod
and
naturally
great
idea,
but
the
downside
of
that
would
be
that
the
time
that
it
would
take
out,
but
the
field
couldn't
be
used
until
we
resawed
and
because
it's
still
on
top
of
the
reservoir
it
hasn't
changed.
Potable
water
would
still
have
to
be
used
and
other
fertilizers
can't
be
so
again.
It
would
be
on
this
like
three
to
four
year
basis
that
it
would
have
to
be
changed
out
or
resolded.
N
N
We
currently
have
funded
for
this
project,
our
measure,
eight
dollars,
2.5
million
and
development
impact
fees
about
almost
a
million
dollars
and
919
000
that
is
going
towards
this
project,
so
the
excess
or
the
money
that
we
don't
have
yet
is
we're
planning
on
obviously
looking
at
other
grants
and
other
avenues
to
make
that
up.
N
In
conclusion,
the
parks
and
rec
department,
the
professionals,
obviously
we
recommend
option
two
for
all
the
reasons
I
have
stated.
N
N
N
This
can
also
be
not
only
great
for
burbank
but
outside
of
burbank.
This
can
bring
a
lot
in
for
us
just
to
have
something
like
this
in
our
city.
It's
the
first
one.
N
So
because
again
it's
on
top
of
the
reservoir,
it
feels
like
it
would
be
the
most
viable
option.
Again.
Staff
understands
the
department
understands
that
there
are
concerns
related
to
the
synthetic
turf,
but
we
believe
that
the
benefits
outweigh
that
and
we
would
be
excited
to
have
the
first
synthetic
turf,
multi-complex
sport
complex
in
our
burbank.
L
Yeah,
my
question
is,
obviously
all
the
benefits
you
laid
out
completely
makes
sense,
and
I
think
it
there's
a
lot
of
benefit
to
it,
but
obviously
to
address
the
some
of
the
concerns
that
obviously
from
the
opposition
of
wanting
to
keep
natural
turf
or
resot
it
have
you
guys,
I'm
sure
you
have,
but
have
you
looked
at
some
of
the
other
artificial
turf
in
the
city?
Obviously
I
know
burbank
high
school
utilizes.
I
know
it's
not
apples
to
apples
because
one
is
on
a
reservoir.
L
The
others
aren't
so
there's
some
differences
there,
but
have
you
guys
or
the
the
company
or
whoever
has
it?
Was
there
a
study
done
and
did
that
prove
that
it's
not
really
as
harmful
as
it
may
seem
to
be
like
what
are?
What
are
some
of
the
studies
that
have
been
done
and
some
of
the
other
artificial
turf,
that's
in
the
city
or
surrounding
areas?
I
know,
there's
a
big
soccer,
complex
right
off
the
five.
I
don't
know
if
it's
glendale
or
technically
city
of
la,
but
do
you
guys
have
any
things
on
that.
O
If
you
don't
mind
I'll,
take
that
question
so
currently
we
do,
we
did
reach
out
to
our
partners
in
busd.
We
asked
them
questions
about
the
safety
and
playability.
There
were
other
concerns
that
were
also
raised
associated
with
injuries,
and
so
we
wanted
to
have
a
more
clear
understanding.
O
The
staff
from
the
school
district
did
provide
us
some
studies
that
they
used
to
to
weigh
the
pros
and
the
funds.
It
was
a
dated
report
from
the
city
of
beverly
hills
that
supported
artificial
turf
that
they
used
to
move
in
this
direction,
and
so,
but
that
that
the
turf
was
not
similar
to
the
products
that
we're
proposing.
So
for
those
reasons
we
needed
to
really
make
sure
that
that
we
were
comparing,
as
mentioned,
to
apples,
to
apples
here.
So
from
from
that
perspective,
we
have
had
those
conversations.
O
Empirical
statistical
research
data
was
not
available
from
the
school
district
side
to
tell
us
to
help
us
inform
the
decision.
P
F
Good
evening
vice
chair
convenient,
I
will
attempt
to
answer
a
question.
I
I
think
I
understand
the
concern,
or
I
think
I
understand
your
question
so
in
terms
of
of
the
considerations
of
heat
island
effect,
we
absolutely
recognize
that
that
is
an
issue
that
we
will
not
be
able
to
avoid
in
terms
of
of
going
with
artificial
or
synthetic
turf
versus
natural
grass.
I
will
mention
that
and
just
kind
of
clarifying
what
what
paul's
presentation
is
a
couple
of
factors
right.
We
we
know
that
the
environmental
issues
are
valid.
F
We
we
understand
them,
we
value
them
and
our
job
as
part
professionals
was
trying
to
balance
the
community's
needs
with
the
environmental
impacts
so
clearly
to
us
option.
One
is
is
not
something
that
we
would
absolutely
recommend
because
to
us
in
parks
and
recreation.
Losing
two
ball
fields
is
not
ideal
in
any
way
shape
or
form
right
so
option.
Two.
F
The
reason
we
we
went
with
and
we're
recommending
option
to
the
artificial
is
is
because
of
one
the
the
playability,
the
longevity
of
of
the
ability
to
use
these
ball
fields
pretty
much
365
days
out
of
the
year.
We
understand
that
there
are
those
environmental
impacts,
the
you
know,
it's
made
of
plastic,
which
we
get.
F
We
know
that
it's
going
to
be
hot,
which
we
get,
which
is
why,
in
working
with
our
consultants,
we
are
looking
for
what
is
from
what
we
understand
the
most
environmentally
friendly
product
out
there
plastic
is
not
any
way
you
look
at
it,
we
get
it,
it's
not
environmentally
friendly.
We
understand
that
the
product
that
our
consultant
is
recommending
is
a
product
that,
once
the
the
grass
blades
we
exceed
the
useful
life,
they
can
be
repurposed
to
make
more
artificial
grass.
F
So
that
was
one
the
in
terms
of
the
heat
island
effect,
the
product,
the
infill,
that's
being
proposed
with
this
project
and
just
again
to
clarify,
because
I
want
to
make
sure
we're
not
misstating
and
we're
being
factual
is
approximately
30
degrees
cooler
than
your
traditional,
artificial
turf,
not
cooler
than
grass.
Grass
is
certainly
the
the
best
option
in
that
regard
in
terms
of
the
heat
and
then,
lastly,
you
know
again
it's
balancing,
which
is
why
we
came
up
with
the
third
option
of
you
know.
F
If,
if
sustainability
and
going
with
natural
turf
is
the
way
to
go,
we
wanted
to
make
sure
that
that
was
on
the
table
as
well.
Again,
we
didn't
want
it
to
be
an
all
or
nothing
we
wanted
to
think
about.
You
know
what
other
options
are
there
and
certainly
option?
Three
is
the
most
environmentally
friendly
option.
F
F
We
are
prohibited
from
using
recycled
water,
so,
while
all
of
our
parks
and
the
golf
course
are
on
recycled
water,
brace
ball
fields,
just
the
ball
fields,
not
the
park,
those
ball
fields,
we
cannot
use
recycled
water.
So
that
is
the
other
right
that
balance
it
we're
really
stuck
between
a
rock
and
a
hard
place
here
right
we
have
what
our
water
and
power
general
manager
calls
liquid
gold,
our
drinking
water,
potable
water
is
scarce.
F
It's
not
going
to
get
better
any
time
soon,
and
so,
when
you
have
these
two
bald
fields
that
we
cannot
use,
recycled
water
and
we're
forced
to
use
drinking
potable
water,
that
is
a
serious.
You
know
item
for
us
to
consider
right
so
you're,
balancing
drinking
water
versus
plastics
and
the
heat
island
effect,
and
so
it
it's
not
an
easy
decision.
I
I
you
know.
I
know
it
was
very
difficult
for
us
as
staff.
F
I
know
it's
a
difficult
conversation
for
the
board
and
even
more
difficult
for
the
city
council
who
will
ultimately
be
making
that
that
decision.
So
I
just
wanted
to
make
sure
that
the
the
entire
picture
was
presented
that
either
way
we're
going
to
be
impacting
our
environment
either
by
utilizing
potable
water
or
having
plastics
and
the
heat
island
effect.
I
will
mention
that
traditionally-
and
I
know
these
last
two
weeks
are
anomaly
and
it
may
be
a
norm.
I
do
not
know.
F
Typically,
our
our
games
are
in
the
evenings,
obviously,
some
on
weekends,
other
park,
users
and
field
users,
but
almost
everybody
has
temperature
thrust
threshold.
So
when
it
reaches
a
certain
temperature
games
are
traditionally
canceled
or
everybody's
on
this,
like
advisory
right,
making
sure
that
the
kids
or
participants
are
drinking
enough
water
and
being
hydrated.
So
while
we
get
that
the
temperature
is
going
to
increase
with
artificial
turf,
we're
hoping
that
we'll
be
able
to
find
that
sweet
spot
in
that
balance,
so
I
hope
that
helps
address
that
question.
F
A
Q
Thank
you.
Thank
you
for
your
presentation,
paula.
I
do
have
a
couple
of
questions.
So,
as
far
as
I
know,
the
fertilizer
is
a
no-go
because
of
the
reservoir.
Is
there?
Are
there
alternatives
or
is
it
it's
just
a
nothing?
Don't
don't
do
it
at
all?
It's.
N
Q
Okay,
I
I
figured
as
much
I
just
wanted
to
clarify
and
then
how
long
is
the
artificial
turf
expected
to
last
before
replacement
is
needed?.
F
I'm
happy
to
answer
it.
Obviously
the
vendors
are
telling
us
you
know
about
10
years.
We
know
that,
based
on
the
demands,
our
fields
are
going
to
get
a
lot
of
use,
so
we're
we're
estimating
about
eight
years,
okay
with
proper,
and
I
will
mention
with
proper
care
which,
which
were
obviously
responsible
for
the
maintenance
of
our
field.
So
we
are
going
to
be
committed
to
ensuring
the
proper
maintenance
and
all
that
to
extend
the
life
of
those
fields.
As
long
as
we
can,
okay.
Q
F
So
we
have
some
very,
very
rough
estimates.
I
I
hesitate
to
to
you
know
to
share,
but
I
a
couple
well
just
also
going
back
a
little
bit
the
estimate
that
paulette
had
shared
in
the
slide
that
three,
approximately
three
million
dollars,
that's
an
estimate
from
2019
or
2020..
So
it's
dated,
we
know
that
the
cost
for
the
artificial
turf
is
going
to
be
greater
than
that
3
million
we're
actively
getting
a
cost
to
for
option
three.
What
is
it
going
to
cost
to
scrape?
F
What's
currently
there
bring
in
sufficient
soil
and
the
the
irrigation
and
and
and
the
sod
the
grass
we
have
generally
calculated
estim
estimated
savings
in
in
maintenance,
whereas
we
are
we're
figuring
it'll,
be
about
23
000
dollars
for
maintenance
of
grass
versus
eight
thousand
dollars
of
maintenance
of
the
artificial
turf.
Now
again,
this
is
very,
very
rough
estimates,
but
we
do
anticipate
a
significant
savings
in
the
maintenance.
F
We
hope
to
have
a
little
bit
more
concrete
information
when
we
present
to
city
council
but
we're
estimating
that
every
four
or
five
years,
however
often
we
have
to
replace
the
the
saw,
the
grass
it's
going
to
be
about
five
hundred
thousand
dollars,
so
that
includes
removing
the
grass
bringing
in
the
grass
also
something
that
isn't
we
don't
think
about.
But
we
have
our.
You
know
mike
del
campo,
landscaping,
forestry
superintendent,
who
is
all
all
about
maintenance,
there's
also
the
disposal
of
the
grass.
We
cannot
send
our
grass
to
our
landfill.
F
A
Thank
you
one.
Second,
ms
durbin,
would
you
repeat
for
me
how
many
years
you
think
the
artificial
turf
would
last
before
replacement.
F
Artificial
turf
will
last
about
eight
to
ten
years
and
when
you
have
to
replace
it,
it's
just
the
top,
not
the
infrastructure,
so
it
it
has
a
greater.
I
anticipate
a
greater
upfront
cost,
but
the
the
replacement
will
be
less
right,
where
the
turf
again
not
knowing
and
and
if
mike
wants
to
chime
in,
but
on
a
go
forward
basis
and
natural
turf
is
just
gonna,
be
more
costly
yeah.
If
we're
talking
about
500,
again,
really
really
general
figures
about
five
hundred
thousand
dollars
every
three
four
three
four
five
years.
M
Thank
you.
So
most
of
my
co-chairs
have
asked
questions
that
I
had
wanted
answers
to,
but
you
know
it
is
it's
rocking
a
hard
place
and
I
mean
we're
such
an
environmentally
friendly.
M
You
know
you
are
this
department
and
burbank
in
general,
and
my
first
thought
is
like
why
not
way
to
wait
a
little
bit
and
I
understand
there's
20
000,
you
know
people
are
going
to
be
impacted
by
not
being
able
to
play
a
sport
on
the
field,
and
you
know
I
still
play
sports
on
fields
and-
and
I
get
that,
but
you
know
in
lieu
of
like
our
current
climate
situation,
it
just
seems
like
a
it
needs
to
be
a
very
deliberate
and
thoughtful
process.
C
M
Study
says
up
as
much
as
30
degrees.
You
know,
and
I've
stepped
on
turf
in
the
summer
and,
like
think,
are
you
crazy?
This
is
you
know
so
intensely
hot
and
we're
gonna
have
kids
on.
You
know
fields,
and
so
I
mean
I
understand
both
sides,
and
you
know
I
think
ara
you
had
mentioned
before.
I
I'm
just
it's
a
really
tough
decision
and
I'm
I
feel
like
you
guys,
have
been
working
on
it
for
you
know,
months
and
months,
and
you
know
we
just
get
it
presented
now.
M
I
just
feel
like
for
me
personally.
It
is
just
going
to
be
more
of
a
process
to
determine
you
know
just
give
it
some
more
thought,
because
I
think
it's
a
really
important
decision.
I
just
think
this
is
a
really
big
commitment,
either
way
going
turf
up
at
brace
or
doing
it
old
school
and
waiting
and
seeing
what
that
looks.
Like
so
sorry
to
say,
I
have
no
answers
and
no
other
nothing
else
to
say
other
than
that
it.
I
agree.
It's
a
rock
and
a
hard
place,
and
it's
going
to
take.
L
Apologize
final
question
I
know,
but
I
know
this
is
an
important
topic
for
everyone,
so
I
want
to
make
sure
that
you
know
the
public
gets
whatever
questions
they
need
to
answer
just
to
feel
comfortable.
My
question
is,
and
my
questions
will
be
reflective
of
the
fact
that
I'm
not
a
turf
expert
in
any
way
shape
or
form.
So,
just
like
you
would
a
pool.
You
know
you
have
someone.
That's
regularly
checking
the
status
of
the
water,
the
quality,
the
chemicals.
Is
it
safe
to
go
and
yada
yada.
L
All
that
stuff
is
with
artificial
turf.
Is
there
a
similar
type
of
process
where
you
check?
Is
there
a
way
to
check
like
oh
it's?
This,
like?
I
don't
know
if
it's
monthly
yearly
whatever
it
is
that
the
status
of
the
turf
is
safe.
There's
no
chemicals,
I
don't
know,
know
I'm
asking
very
weird
questions,
but
is
there
a
status
check
on
that
just
to
go?
Yup
good
feels
good
to
go
clean,
we've
washed
it
there's
no
chemicals,
nothing
like
that.
R
Hello
board
mike
delcampo
parks.
Yes,
that's
something
we
could
absolutely
do.
I
mean
it
would
just
be
an
extra
cost,
but
there's
it's
not
a
problem.
It's
just
right!
Now,
it's
a
maintenance
thing
and
you
know
we
go
and
make
sure
the
church
safe,
it's
playable
and
usable.
So
that
is
that
that
option
is
there
and
that's
something
we
could
definitely
put
in
and
do
it
every
two
years
or
every
year.
R
However
much
the
council
would
like
us
to
do
it,
then
we
can
definitely
get
an
outside,
unbiased
consultant
to
come
in
and
do
those
studies.
One
thing.
I
would
like
to
remember
about
option
three
with
the
real
turf.
I
love
real
turf,
absolutely
big
fan
of
it,
but
where
we're
at
that's
why
the
artificial
turf
is,
I
think,
the
best
bet
remember.
R
We
just
got
put
into
the
california
drought,
water
restrictions
and
no
potable
water
for
weeks,
so
that
just
is
a
new
and
I
don't
think
the
california
drought
professionally
scientifically,
is
going
away
anytime
soon.
So
I
think
that
this
two
week
or
one
month,
water,
no
potable
water
and
outdoor
use
will
affect
having
real
turf
up
there.
So
I
don't
know
how
parks
is
going
to
be
able
to
program
a
field
not
within
it,
with
just
drying
out
it's
going
to
kill
the
turf
real
quickly.
R
So
I
think
that
the
three
to
four
years
is
what
all
the
turf
experts
have
told
me
that
they'd
come
in
in
a
turkey
last
and
change
and
program
being
programmed
and
used.
But
if
there's
not
water
for
two
weeks,
that
might
change
that
whole
scenario
that
you
know
that
just
that
just
came
up
prior
after
this,
the
staff
report
was
submit
or
you
know
develop.
So
I
want
to
make
sure
that
you
we're
all
aware
of
that.
R
M
Yeah,
if
I
could,
just
while
you're
at
the
podium,
ask
you
a
question
or
two
my
two
questions.
I
have
are
this:
the
synthetic
turf
it
says,
reduce
maintenance
costs
by
nearly
80
percent.
What
in
in?
What
is
that
dollar
wise
difference.
R
So
good
question:
well,
water
is
one
of
them
right
and
then
you're
not
getting
you're
not
going
to
be
mowing
it.
So
the
staff
time
is
the
majority
of
it
fertilizers,
which
we
can't
use.
So
that's
a
natural
reduction
anyway,
but
if
we
were
using
and
keeping
that
turf
for
longevity
and
permanent
turf,
that's
the
cost
of
all
the
the
fertilizers
herbicides
pesticides
stuff
that
some
stuff
we
can't
use
can
use
step
time
again,
all
that
all
that
kind
of
stuff.
So
it's
just
like
the
the
maintenance
cost
of
doing
that.
R
Absolutely
yes,
so
there
are
going
to
be
basically
called
quick,
couplers
or
water
hoses
where
the
parks
team
will
go
out
and
clean
the
turf
as
needed
sports
teams.
If
there's
an
accident,
someone
hurts
themselves
blood
vomit
that
kind
of
stuff.
I
don't
know
if
I
can
say
that,
but
I
do
so
it's
it
happens.
Exactly
so,
diego's
team
will
get
some
rubber
gloves
and
some
masks
and
they'll
go
out
there
and
scrub
it
off
at
that
time.
Park
staff
will
be
out
there
daily,
maintaining
it.
R
So
there's
there
is
a
there.
It's
not
a
artificial
turf
is
not
a
non-cost
product.
You
still
have
to
fluff
it.
You
have
to
add
more
organic
infill.
You
have
to
keep
an
eye
on
it.
It's
like
carpet.
So,
if
corners
come
up,
you
have
to
tack
it
back
down
all
that
kind
of
stuff.
Is
there
and
yes,
we
will
be
washing
it
as
a
as
needed
and
that's
part
of
the.
What
we're
looking
at
is
we're
going
to
get
taught
how
to
maintain
that
properly
by
companies
that
actually
do
this
for
a
living.
R
A
R
L
Just
my
my
final,
like
kind
of
recommendation,
I
guess,
as
this
eventually
goes
to
city
council,
as
you
mentioned,
you
said
every
couple
years
you
can
bring
like
experts
to
and
that
might
be
an
extra
cost.
I
would
just
see
if
one
you
present
to
city
council,
if
you
can
present
that
option
and
what
that
cost
would
be
just
so
they
have
the
full
picture
of
what
the
possibilities
are
just
to
address
the
concerns
of
that
from
a
health
standpoint
of
the.
L
F
Sorry,
if
I
may
one
other
thing
that
I
want
to
add
to
to
the
very
valid
concerns
right
so
right
now,
the
state
allows
us
to
build
artificial
turf
over
the
the
reservoir,
as
as
you've
heard
through
public
comment
and
we've
heard
through
community
input,
is
that
there
is
legislation
out
there,
the
potential
you
know,
regulations
or
where
bwp
will
have
to
test
the
water
in
in
the
reservoir,
to
make
sure
that
it
doesn't
have
contaminants
so
valid
concern
that,
while
today
artificial
turf
is
allowed
not
to
say
that
it
won't
be
allowed.
F
But
what
will
happen
is
burbank.
Water
and
power
will
be
required
to
test
the
water
for
contaminants.
We
don't
know
what
those
contaminants
are
with
regard
to
the
plastic,
the
artificial
turf,
and
we
don't
know
you
know
how
much
leaching
and
that's
really
the
concern
how
much
is
going
to
leach
into
that
water
reservoir.
F
So
again
after
in
in
speaking
to
you,
know
receiving
those
those
we've
been
just
also
to
note.
We've
been
working
very
closely
with
burbank
water
and
power
on
this
since
2019.
F
In
these
conversations,
so
in
speaking
with
our
consultant,
you
know
and
planning
for
in
the
event
that
the
state
is
gonna,
require
testing
to
make
sure
that
there
are
no
contaminants
of
the
drinking
water,
which
I
think
at
the
end
of
the
day.
We
all
that
is
our
number
one.
Priority
is
protecting
that
that
drinking
water
in
the
reservoir.
F
There
is
a
a
gosh
like
like
a
barrier
that
can
be
placed,
so
you
have
the
water
reservoir,
the
concrete
tink
there's
a
barrier
that
is
in
the
mark
on
the
market.
That
would
be
an
extra
layer
of
protection
to
prevent
any
leaching
into
the
the
water
reservoir
lots
of
options
and,
at
the
end
of
the
day
you
know
we
don't,
and
we
don't
know
what
levels
of
you
know
are
going
to
be
acceptable
or
not.
F
Even
a
one
season
of
not
having
those
two
ball
fields
is
going
to
impact
thousands
of
of
our
program,
and
that
is
again
if
that
is
something
that
the
board
wants
to
recommend
that
council
wishes
to
do.
That
is
okay.
We
just
all
need
to
make
sure
that
we're
going
into
this
I'd
wise,
though
eyes
wide
open
that
there's
some,
you
know
unintended
consequences
and
we
all
need
to
be
a
little
more
tolerant
to
the
impacts
that
waiting
is
going
to
have.
A
A
Reservoirs
to
to
if,
if
that
was
the
case,
and
what
I
heard
might
simply
be
someone
wishing
that.
F
Yeah
or
or
that's
that's,
a
really
good
question
and
I'll
be
making
some
phone
calls
tomorrow
for
sure.
Okay.
A
F
Yes,
and-
and
I
will
just
mention-
certainly-
we
would
love
a
recommendation
if
the
board
does
not
feel
comfortable
making
a
formal
recommendation.
We
would
value
any
input
right
so
and
I
get
it
that
it
may
not
be.
You
know
if
we
can
get
at
least
a
majority
on
certain
things
that
are
are
of
concern.
It
would
be
a
value.
F
This
process
is
part
of
our
community
engagement
process,
so
this
is
an
opportunity
for
the
park
and
recreation
board
who
you
are
our
advisory,
the
council's
advisory
board
to
to
them
with
regards
to
parks
and
recreation
facilities,
and
it
also
allows
the
community
another
opportunity
to
provide
their
input.
So,
yes,
we
we
would
love
a
recommendation,
but
at
a
minimum
would
love
some
just
general
feedback.
Thank.
A
You
so,
as
I
sat
here,
I've
listened
to
my
colleagues
here
and
I
seem
to
find
there
are
three
different
directions:
do
you
think
we
can
reach
a
consensus
as
to
some
kind
of
a
recommendation
to
city
council
from
our
from
as
a
standing
representative?
What
we
think,
or
do
you
just
want
to
note
and
file
this
and
let
them
hash
it
out
or
what's
the
pleasure
of
the
sport.
Q
If
I
may,
I
personally
don't
feel
quite
ready
to
make
that
recommendation.
Okay,
just
based
on
every
okay.
A
Q
A
M
No,
that's
fine,
I
I
I'm
very
torn
I
I
mean
I
readily
admit
that
I
mean
I
have
I
play
my
kids
play.
We
use
field
all
the
time
here
in
burbank
and
if
I
was
told
I
didn't
have
you
know
if
I
had
to
wait
a
year
and
I
couldn't
use
a
field,
I
would
not
be
thrilled,
and
so
I
understand
both
sides
of
it
and
you
know
I
would
defer
to
my
other
colleagues
to
see.
M
A
I
understand
I
understand
that
I
think
if
everybody
had
their
choice,
if
everybody
had
their
choice,
my
guess
is
everybody
would
vote
to
have
beautiful
green
grass
growing
on
top
of
the
reservoir
and
the
ball
fields
and
the
parks-
and
I
have
some
family
members
who
are
in
the
middle
of
that
dispute
right
now,
trying
to
figure
out
what
they
want
to
do
with
their
home
and
the
study
that
my
son
has
done
just
to
figure
out
what's
best
for
his
toddler
and
what's
best
for
him.
A
L
I
think
for
me
originally,
I
was,
I
mean,
hands
down.
Of
course,
I
want
grass
everywhere,
but
after
hearing
more
about
this
and
after
putting
a
lot
more
thought
into
it,
I
think
I'm
fine
with
going
with
the
direction
of
the
rest
of
the
board
to
note
and
file,
but
I
do
think
my
recommendation
would
be
to
if
this,
if
and
when
this
does
goes
to.
L
City
council,
as
I
mentioned,
is
to
make
sure
that
there
are
additional
costs
accounted
for
to
test
regularly,
whatever
that
means
annually
biannually
whatever
to
test
the
the
the
chemicals,
the
the
quality
of
the
turf
just
to
ensure
continued
safety,
and
also
I'm
not
sure
if
that
barrier
talking
about
is
included
in
that
three
million
dollar
cost
tonight.
If
it's
not,
I
would
highly
recommend
adding
that
to
the
cost
as
well.
L
So
then,
when
city
council
is
taking
making
a
vote
on
this,
and
if
the
staff
is
recommending
the
turf
that
the
city
council
has
all
the
options
in
front
of
them
to
ensure
that
all
safety
measures
and
precautions
are
taking
effect,
if
that's
an
extra
I'm
just
making
this
number
of
an
extra
million
dollars
that
they
know
that
all
those
things
are
happening
so.
But
I'm
find
a
note
and
file
with
the
rest
of
the
thing.
But
that
would
just
be
my
personal.
A
F
So
there
has
been
a
change.
As
my
understanding,
I
just
had
some
conversations
with
my
staff
yesterday
or
a
couple
days
ago.
At
the
time,
the
last
year,
the
leadership
of
ayso
and
burbank
little
league
were
in
support
of
the
artificial
turf.
F
Hence
you
have
those
letters
of
support
that
were
attached
as
there's
been
more
and
more
well,
there's
been
a
change
in
leadership,
both
ayso
and
little
league,
and
the
the
new
leadership
leadership
was
not
fully
aware
of
some
of
the
facts.
So
myself
and
mr
cevallos
had
a
conversation
with
a
couple
of
members
of
a.
Why
is
so
I
don't
believe
they
have
board
members,
and
so
it
is
their.
F
So
we
just
answered
questions
and
they're
going
to
take
it
back
to
their
board,
to
see
if
the
new
board
of
ayso
wants
to
provide
a
a
letter
of
support,
or
you
know
a
feedback
representing
that
organization,
but
the
letters
that
we
did
receive
were,
I
think,
from
the
spring,
as
we
were
gearing
up
for
for
community
engagement,
we're
applying
for
some
grants,
and
so
you
know,
I
think
it's
just
more
communicating
and
educating
and
helping
the
new
leadership
of
those
two
groups.
You
know
make
make
a
decision
so
great.
F
D
C
A
And
if
any
of
you
have
things
to
say,
council,
you
know
where
to
find
them.
B
Good
evening,
chair
gasal
and
members
of
the
park
board,
my
name
is
grace
coronado
administrative
officer
with
the
parks
and
recreation
department
in
alignment
with
city
council's
goals.
The
purpose
of
tonight's
presentation
is
to
provide
the
board
with
a
brief
overview
of
the
staff
report
that
has
been
provided
to
you
regarding
the
replacement
of
playground
equipment
at
valley
park
in
overton
park.
B
I
would
like
to
highlight
that
the
department
maintains
its
commitment
to
council
and
the
community
in
replacing
playgrounds
on
a
like
for,
like
basis
or
even
more
so
augmenting
them
for
this
project
staff,
augmented
the
playground,
design
elements
to
that
end.
The
department
understands
the
value
and
benefits
of
park
playgrounds.
B
B
B
Therefore,
it's
necessary
to
replace
the
playground
equipment
to
ensure
compliance
with
the
consumer,
product
safety,
commission
guidelines
and
current
americans
with
disabilities
act
requirements,
as
mentioned
in
the
report.
Currently,
the
department
utilizes
the
design,
build
project
delivery
method
which
facilitates
a
smoother
coordination
of
design,
demolition
and
installation
of
the
equipment
by
synthesizing.
The
design
and
construction
components
together
through
the
design,
build
method.
B
B
B
B
B
B
B
But
before
concluding
my
presentation,
I
would
like
to
know
that
the
additional
playground
equipment
for
you
know
kind
of
shifting
gears
here,
george.
As
a
park,
playground
has
been
delayed
due
to
some
supply
chain
issues,
while
staff
anticipates
receiving
the
playground
equipment
in
december
2022,
it's
not
ideal
to
close
the
playground
during
the
holiday
season,
as
we
presume
that
many
will
be
out
and
enjoying
the
features
that
we
have
so
therefore,
we're
scheduling
the
installation
to
start
january
2023
and
hopeful
of
a
completion
month
of
march
2023
so
end
of
february
march
2023.
B
A
Thank
you
miss
coronado,
and
I
am
shocked
to
hear
that
there
is
some
kind
of
a
supply
chain
impact.
I
can't
understand
where
that
would
come
from
all
of
a
sudden,
so
board
member
masalian.
L
Sorry,
I'm
just
talking
a
lot
tonight.
We
noted.
No,
obviously
you
know
we
ran
into
what
we
ran
into
with
the
george
is
a
park
issue,
and
now
city
council
have
to
approve
budget
to
replace
it
and
all
that.
So
I'm
guessing
that
when
looking
at
these
obviously
renderings
or
renderings,
I
can't
I
can
only
tell
so
much
that
similar
things
were
taken
into
consideration
to
avoid
certain
community
responses.
L
That
would
be
like
what
is
going
on
here
and
we
all
know
when
the
playground
equipment
company
says
age,
five
to
twelve.
You
know
they're
just
doing
their
due
diligence
and
stating,
but
we
all
know
from
an
eyeball
test
as
well.
What
is
for
five
to
year
olds,
and
we
know
for
a
ten-year-old
on
some
certain
things
is
not
it's
really
probably
for
a
four
or
five
year
old.
L
B
No,
and
thank
you,
those
are
all
valid
comments
I
can
relate.
I
have
a
seven-year-old
son
and
we
go
through
all
the
playgrounds
and
I
see
it
from
a
parent
perspective,
but
then
also
as
a
parks
and
rec
professional,
especially
in
light
of
the
recent
occurrence,
but
most
certainly
those
are
things
that
we
took
into
consideration.
I've
had
conversations
with
our
superintendent
regarding
the
height
of
the
slides,
just
to
make
sure
that
our
playground
equipment
continues
to
be
engaging
and
exactly
how
you
mentioned
for
the
appropriate
ages.
B
We
did
address
all
those
concerns
and,
as
I
mentioned,
we
are
committed
to
replacing
like
for
like,
if
not
augmenting.
I
will
tell
you
that
both
playgrounds,
we
augmented
both
significantly
from
what
they
currently
are,
and
I
don't
know
if
you
wanted
to
add
anything.
No
thank
you.
P
These
are
exciting
designs.
I
I
always
appreciate
understanding
a
little
bit
more
about
the
thought
process
and
I
believe
our
residents
too,
can
you
just
walk
us
through
some
of
the
one
environmental
con
matters
that
you
took
into
consideration
and
also
the
matter
of
inclusion
and
considering
some
of
our
children
with
special
needs
as
well.
I
see
some
design
elements
that
include
that,
but
maybe
just
walk
us
through
your
thought
process.
R
Could
you
like
more
clarify
that
question
more
sure.
P
R
That
might
not
be
the
actual
brand
name
for
this
company,
but
it's
a
an
all-inclusive
spinner.
We
have
I
like
to
call
them
mommy
and
me
swings
that
also
use
that
also
for
the
inclusion
factor
where
you
know
kids
can
go
in
and
it's
not
going
to
be.
No
playground
is
really
set
up
to
be
for
ada
acceptance
to
let
them
go
play.
R
Free,
there's
always
needs
to
be
a
supervisor
involved,
so
we're
trying
to
implement
some
of
those
aspects
and
make
sure
there's
enough
fun
play
that's
going
to
include
every
single
type
of
kiddo
out
there,
big
small,
whatever
type
of
issue
they
have.
I
mean
it's
just
that's
we're
looking
at
and
we
were
working
with
the
with
the
developer
designer
the
company.
That's
putting
this
slide
in
there
they're
one
of
the
top.
R
R
Well,
the
the
environmental
I
mean
it's
we're
getting
rid
of
all
the
sand,
which
is
you
know
it's.
I
don't
know
if
that's
more
of
an
environmental
thing,
but
I
think
it's
more
of
a
hygiene,
more
of
a
hygiene
thing
which
could
be
environmental
as
we've.
We
are
finding
in
the
parks
today
and
every
day
people
are
hiding,
not
nice
stuff
in
the
in
the
sand
and
doing
transactions
using
we're
utilizing
our
sand,
people
breaking
glass
and
throwing
it
in
the
sand.
R
People
are
letting
their
cats
and
and
dogs
go
on
the
sand,
so
sand's
gone.
We
are
going
to
go
to
100
percent
port
and
place
the
rubberized
surfacing,
which
is
gonna,
be
a
lot
safer.
You
know
cleaner
and
all
around,
so
I
guess
you
can
consider
that
for
the
environmental
aspect
of
it.
P
F
And
if
I'm,
if
I
may,
also
in
addition
to
like
the
the
poor
and
play
the
rubberized
surfacing,
also
helps
with
our
for
accessibility
for
children
who
who
are
individuals?
Who,
who
have
you
know
wheelchair
or
you
know
or
otherwise
have
some
challenges?
F
Additionally-
and
this
is
a
stretch
maybe
on
the
environmental
but
valley
currently
does
not
have
any
shade
structures,
so
this
project
will
be
adding
shades.
So
it's
it's
not
it'll
keep
our
our
play
equipment,
cooler
and
a
little
bit
more
provide
a
better
environment
for
our
kids
when
they're
playing
playing
there.
So
I
hope
that
hope
that
adds
a
little
sure.
Q
You
answered
my
question.
Actually
I
was
going
to
ask
about
wheelchair
accessibility,
so
I
think
thank
you.
You
answered
that
perfect.
A
F
Yes,
so
as
part
of
our
our
proposed
tour,
that's
on
the
agenda
foy
park
is
is
on
that
agenda.
That
park
playground
was
renovated.
Gosh
for
2018.
yeah
right
four
years
ago,
2018.
F
It's
it's
the
one
with
the
big
slide
over
on
victory
in
hollywood
away.
So,
while
that
playground
is
not
going
to
be
renovated
or
replaced,
it
does
give
you
an
idea
of
some
of
the
unique
pleat
features
that
that
are
out
there.
A
So
my
understanding,
of
course,
we've
discussed
this
before
and
and
these
play
structures
have
changed
dramatically
since
I've
been
on
this
board.
I
mean
that
there's
been
a
tremendous
metamorphosis
too
much
more
extreme
and-
and
I
actually
took
my
grandson
to
one
last
week-
and
it
was
amazing-
the
different
components
for
even
a
little
toddler
was
was
great
and
and
they
have
no
fear,
but
I
was
under
the
impression
that
most
of
those
pieces
of
equipment
had
a
10-year
lifespan,
because
that
was
the
warranty
period.
F
So
oops.
F
Great
great
question,
so
for
us
there
is,
you
know,
there's
a
life
cycle
for
for
playgrounds.
I
will
tell
you
here
in
burbank
in
park
and
iraq,
we
absolutely
value
kids
having
a
great
experience
as
well
as
mike
and
his
team.
They
have
to
repair
these
these
playgrounds
when
you
know
things
break
a
slide,
cracks
or
whatnot.
F
We
internally
develop
this
10-year
replacement
cycle.
There's
nothing
necessarily
out
there.
That
says
you
have
to
replace
it.
Every
10
years
we
determined
that
10
years.
Is
that
sweet
spot
for
us
to
replace
it?
Because
that's
when,
at
a
certain
point
the
warranty,
I
don't
know
what
the
warranty
the
warranty
is
for
a
certain
period
of
time,
but
really
where
the
replacement
schedule
that
we've
developed
really
comes
into
place
is
when
it
becomes
really
difficult
to
find
replacement
parts.
F
So,
as
you
noted
a
chair
gusts
out
the
playgrounds,
the
designs
you
know,
get
cooler
and
better,
and-
and
so
it's
difficult
for
mike
and
his
team-
to
find-
let's
say
a
slide
is
cracked
and
they
need
to
order
a
new
slide
that
slide
may
or
may
not
be
available
so,
but
to
the
reason
why
those
have
been
delayed
is
because
there
was
a
number
of
years
where
we
weren't
able
to.
We
didn't,
have
funding
adequate
funding.
F
I
will
tell
you
that,
just
a
few
years
ago,
our
we
were
budgeting
about
350
000
per
park
playground
these
two
playgrounds
combined
as
almost
a
million
dollars
so
which
again
goes
back
to
why
we
had
the
challenges
that
we
had
at
isaiah,
because
we
were
trying
to
be
a
good
responsible
and
complete
our
projects,
and
our
dollars
can
only
go
so
far,
and
I
guess
just
in
hindsight
you
know
you
know
that
was
a
great
learning
opportunity
for
us
to
to
not
just
move
forward
but
to
stop,
and
we
heard
very
loud
and
clear
what
the
community
wants
in
our
playgrounds,
which
is
why
we
are
making
sure
that
our
playgrounds
are
being
replaced
like
for
like,
if
not
expanding,
where
it
makes
sense
and
we
get
community
feedback
on
a
daily
basis.
F
One
a
lot
of
our
employees
live
in
the
city,
they
have
young
kids,
they
they
provide
feedback,
but
also
you
know
parents
will
go
into
the
rec
center
and
say:
oh
my
gosh.
This
is
really
cool
or
gosh.
I
really
wish
you
had
this.
We
know.
Sly.
Sorry,
swings
are
super
important,
so
we've
added
additional
swing
set.
I
think
at
valley,
so
we
again
just
to
you
know
reiterate
that
from
a
staff's
perspective
we
absolutely
value
community
input
and
we
we
do
our
best
to
meet
all
the
needs.
A
R
Just
then
in
the
curtail
on
what
marissa
was
saying:
yes,
the
ten
year
is
a
is
an
inside
burbank
standard,
but
if
the
play
equipment's
not
damaged,
it
still
would
should
be
replaced.
Not
you
know,
plastics
crack
they
they.
You
know
she
had
no
parts,
but
if
we
can
get
134,
it's
like
why
not
it
said
there
you
go,
there's
there's
an
environmental
aspect
right
there,
because
we're
not
just
replacing
them
to
replace
a
perfectly
good
playground.
We'll
go
through.
R
Marissa
asked
me
to
prioritize
what
playgrounds
need
to
be
done
every
year
and
if
one
can
get
pushed
off
or
other
one
or
like
if
one
is
due
on
a
10-year
cycle,
and
it
can
last
another
year
or
two-
you
might
put
that
one
off
where
another
one's
been
damaged,
because
some
parks
get
utilized
heavily
more
heavy
and
they're
more
destructive
than
other
parks
are.
So
we
gotta
consider
that
a
lot
too.
So
I.
A
A
I
S
We
are
yes
good
evening.
My
name
is
john
mcginley
and
I'm
currently
working
as
the
recreational
manager
for
sports
and
aquatics
section
it's
great
to
be
here
in
person.
I
think
the
last
time
I
presented
to
you
guys
was
a
zoom
meeting,
so
it's
been
been
a
while
it's
nice
to
be
here
and
we're
excited
to
start
recognizing
park
and
rec
teams
back
to
the
board.
We
used
to
have
teams
coming
in
here,
so
we
definitely
love
to
start
doing
that
again,
but
yeah
like
barry's
mentioned.
S
S
S
In
april
2022,
the
department
worked
closely
with
the
marketing
section
to
create
an
engaging
mobile
wreck,
vehicle
design
that
resonates
with
the
pre-teen
and
teen
target
audience.
S
Once
a
conceptional
design
was
created,
the
artwork
was
presented
to
the
burbank
youth
board
and
the
burbank
athletic
federation
board
for
feedback
and
support,
then
based
on
extensive
feedback.
The
marketing
team,
augmented
the
design
to
include
pictures
of
female
athletes
along
with
an
image
of
a
disabled
athlete
key
rebranding
elements,
included
designing
a
vibrant
and
inclusive
vinyl
vehicle.
S
The
department
also
used
the
city
and
department
logos
in
the
city
branding
guidelines
to
complete
the
design
and
it's
funny
as
we
look
up
at
the
the
design.
Now
you
know
we
did
a
poll
with
the
adults
and
I
think
all
the
adults
picked
the
gray
mine
included.
Then
we
did
a
poll
with
the
kids
and
it
ended
up
with
the
blue
design.
So
it's
it's
good
that
we
went
to
the
kids
and
got
their
feedback
again.
S
S
S
So
here
we're
looking
inside
the
van
in
this
van
we're
pull
up
to
an
event
and
we're
ready
to
go
it's
easy
setup
and
take
down.
We've
got
a
good
system
going
where
we're
well
organized
with
labeled
storage,
bins,
we've
got
hooks
and
bungee
cords
in
there
and
we've
got
a
big
variety
of
play
equipment.
I
know
it
doesn't
look
like
a
lot
right
there,
but
you
know
we're
able
to
to
pack
a
lot
in
there.
S
We've
got
soccer,
volleyball
basketball,
track
and
field,
we've
got
corn
hole,
lacrosse,
we've
got
baseball,
we've
got
throwing
nets
and,
as
you
guys
can
see,
exciting
thing
is,
we
can
add
a
lot
something
we're
looking
into
is:
adding
portable
skate
ramps,
some
active
gaming
stations
and
just
additional
play
equipment.
S
So
with
that,
we
were
ready
for
service.
Our
inaugural
event
was
the
police
and
fire
service
day
on
may
7th,
and
this
was
a
quick
turnaround,
one
of
the
fastest.
I
can
remember
as
far
as
a
program
from
an
ideal
to
in
actual
pictures
and
doing
stuff
was
you
know
months,
which
a
lot
of
this
stuff
normally
takes
a
lot
longer
than
that.
S
But
for
this
specific
event
we
had
about
1500
people
come
through
and
you
know
we
really
built
some
interest
in
the
van
people
are
asking
a
lot
of
questions
and
again
this
is
with
a
big
partnership
with
the
burbank
police
department,
and
obviously
this
is
one
of
their
bigger
events,
but
they've
totally
bought
into
this
program,
and
they
want
to
be
a
major
contributor
moving
forward.
S
We
recently
met
with
pd
and
they
want
to
bring
the
van
to
elementary
schools
on
a
monthly
schedule
and
they
already
came
up
with
a
slogan
like
play
with
police,
something
that
they
want
to
do
with
the
van.
So
we
were
very
happy
to
hear
that
and
we
will
help
schedule
those
and
we're
already
looking
for
next
month
to
get
them
out
to
some
of
the
after-school
sites.
S
But
it's
great
we've
got
we
a
really
good
relationship
with
pd
so
far
and
they've
been
willing
to
help
and
be
at
these
events
with
us,
and
we
actually
talked
about
a
possible
bike
event
on
chandler.
So
it's
nice
to
hear
their
ideas
come
in
along
with
the
with
the
van
here
as
well.
S
So
we
went
to
work
several
special
events,
including
national
night
out
and
the
ymca
back
to
school
event.
All
kids
received
backpacks
for
the
upcoming
school
year.
Both
events
were
heavily
attended
and
the
van
was
a
vocal
point
at
both
events
and
and
kept
a
real
fun
play
atmosphere.
S
S
So
girls,
on
the
run
girls
on
the
run,
is
a
new
partnership
with
the
city
of
burbank.
These
pictures,
you're
seeing
was
our
first
official
pop-up
community
event
of
hopefully
many
that
we're
going
to
be
doing
was
to
promote
healthy
living
for
young
women.
We
partnered
with
fleet
feet
burbank
with
hoco
apparel
and
with
girls
on
the
run
to
provide
information
on
upcoming
programs.
We
did
shoe
fitting
and
demos
and
a
volunteer
led
running
one
in
three
mile
run
and
exciting
we're
actually
starting
rec
classes
with
girls
on
the
run.
S
Our
first
class
is
going
to
start
on
saturday
september,
4th
sorry
september
24th
at
johnny,
carson
park
and
girls
on
the
run
inspires
girls
of
all
abilities
to
recognize
their
individual
strengths,
while
building
a
sense
of
connection
in
a
team
setting
volunteer
coaches
facilitate
lessons
that
blend
physical
activity
with
life,
skill
development,
to
enable
girls
to
adapt
to
whatever
comes
their
way
so
again.
Another
great
partnership
that
we're
excited
to
get
going
here.
S
So
burbank
housing
corporation,
so
I
mentioned
the
kids
that
play
van
the
kids
at
play
van
used
to
frequent
these
sites
back
in
the
day
and,
like
I
say
in
the
late
90s
to
the
early
2000s,
the
burbank
housing
corporation
is
a
local
non-profit
developer
that
owns
and
manages
over
300,
affordable
housing
units
in
burbank
bhc's
mission
is
to
preserve,
rehabilitate
and
develop
new,
affordable
housing
opportunities
in
burbank
and
provide
a
safe
service,
enriched
environment
for
residents
in
our
communities.
So
that's
kind
of
where
we
stepped
up
this
past
summer.
S
So
during
this
first
four
months
of
the
mobile
wreck,
vehicle
pilot
program
staff
were
able
to
secure
initial
funding
to
launch
the
program.
So
we
got
the
funding
through
the
burbank,
athletic
federation
board,
identify
and
prioritize
neighborhoods
in
need.
We
worked
with
bhc
to
program
at
three
focused
neighborhoods,
created
robust
offerings
of
activities
to
serve
a
variety
of
age
groups.
S
Our
activities
range
from
traditional
sports
like
soccer
football
and
volleyball
to
non-traditional
sports
like
we've
got
frisbee
golf
lacrosse,
badminton,
cornhole
and
ladders.
So
at
these
events,
you'll
see
little
kids
all
the
way
up
to
the
adults
playing
with
our
equipment.
So
it's
kind
of
fun
develop
multiple
community-based
partnerships,
so
we
have
quickly,
you
know,
made
multiple
partners,
including
the
burbank
police
department,
the
burbank
housing
corporation
burbank
ymca
and
girls
on
the
run.
S
Train
staff
and
recruit
volunteers,
develop
additional
community-based
partnerships,
secure
reif,
reoccurring,
funding
for
the
program
and
identify
grant
opportunities,
while
the
city
of
burbank
has
a
healthy
inventory
of
parks,
recreation,
amenities
and
programs.
The
department
recognizes
that
there
remains
an
unmet
recreational
and
program
need
for
many
families
and
youth
within
the
city.
S
The
goal
of
the
mobile
recreation
vehicle
program
is
to
extend
past
the
systemic
barriers
to
allow
the
department
to
connect
with
the
community
providing
comprehensive
programs,
services
and
recreational
activities
in
underserved
areas.
That's
it.
Thank
you
guys
for
your
time
and
we'll
hope
to
see
you
guys
at
the
next
event
here
yeah
any
questions.
M
M
My
one
question
would
be
because
I
know
that
this
you
know,
takes
staff,
and
I
know
that
was
part
of
the
original
issue
why
it
was
stopped,
among
other
things,
what
what
are
we
doing
different
as
we're
coming
into,
because
I
now
it's
hard
tough
to
find
staff
in
general,
for
you
know
other
not
just
park
and
rec,
but
across
all
you
know
venues
what
do
what
will
be
done
differently
to
address
that
challenge.
S
Well,
I
think
I'll,
let
diego
said,
but
as
far
as
our
staff,
I
think
it's
perfect
because
we're
using
our
sports
staff.
So
as
you
guys,
I'm
I'm
in
the
sports
office,
I'm
working
out
of
class
but
I'll
be
going
back
to
the
youth
sports
supervisor
next
week
and
using
that
staff.
I
think,
is
ideal
because
you
know
we
train
these
guys.
You
know
they're
out
on
fields
every
day,
so
I
just
think
that
relationship
really
really
induces.
You
know
for
these
guys
driving
the
van
and
going
out
to
these
activities.
S
M
S
L
Have
you
guys
considered-
and
I
don't
know
if
it
makes
sense
or
not,
but
have
you
guys
considered
partnering
with
like
any
of
the
ptas
in
burbank,
because
I
think
you
know.
K
L
A
parent
of
someone
that's
in
school,
like
I,
can
see
the
ptas.
They
have
a
lot
of
different
events
that
they
do
and
I
could
see
that
being
this
event,
showing
up
at
whatever
pta
events
and
kids
having
a
lot
of
fun.
With
these
things,
I
think
sometimes
they
are
lacking
activities
that
are
interesting
for
kids,
sometimes
at
these
things.
So
if
something
like
this
just
based
on
pictures.
S
To
be
honest,
that's
great
feedback
yeah
for
sure
we
I
mean
ptas,
that's
an
awesome
avenue
to
hit
yeah,
because
it's
nice
with
our
after
schools,
but
you're
right,
the
you
know
again,
I'm
a
lifelong
burbank
resident.
I've
got
a
son
at
mckinley,
so
it's
nice
to
be
on
board
with
a
lot
of
these
things,
but
yeah
no
pta.
I
think
that's
a
great
recommendation.
P
Given
the
mission
of
the
program,
how
do
you
identify
which
which
organization
or
maybe
which
communities
are
best
to
partner
with.
S
We
had,
I
think,
with
the
burbank
housing
corporation
was
a
past
relationship
and
you
know
they
hit
a
lot
of
our
our
marx's,
whereas
you
know
the
different
families
are
in
need,
I
want
to
say-
or
you
know
where
again,
where
there's
families
that
don't
have
transportation
or
there's
issues
to
getting
the
parks.
You
know,
I
think
those
are
the
some
of
the
big
issues
on
that.
P
O
P
O
We
are
working
with
what
we
call
commun
focused
neighborhoods,
okay
and
neighborhoods-
that,
as
john
mentioned,
that
have
a
have
two
parents,
a
two-parent
household,
both
working
parents,
limited
child
care
resources,
limited
park,
space
and
access.
If
you
live
next
to
the
olive
rec
center
fantastic,
you
can
just
walk
across
the
street,
but
what
we've
identified
is
that
you
know
lacking
transportation,
kids
being
homebound.
O
You
know
they're,
taking
full
advantage
of
the
services
that
they're
at
off
being
offered
at
the
burbank
housing
corporation,
and
so
it
was
really
important
for
us
to
bring
those
programs
to
them
and
and
during
the
pandemic
it
was.
It
was
in
very
stark
contrast
with
what
folks
that
had
the
resources
that
can
take
them
to
a
sports
field
that
can
drive
up
to
brace
with
absolutely
no
problem.
O
What
we've
also
identified
is
that
the
folks
that
are
living
in
those
focused
neighborhoods
have
difficulty
that
they're
they're
the
most
challenged
in
like
a
learn
to
swim
program,
having
a
pool
that's
in
very
close
proximity.
So
what
we're
looking
to
do
is
also
work
with
other
partners,
the
lucille
cal
school
that
has
new
partners
there
to
maybe
potentially
look
at
inroads
that
we
create
to
help
them
offer
services
where
kids
can
just
walk
over
to
the
pool
and
take
swimming
lessons.
So
these
partnerships
are
absolutely
valuable.
O
These
inroads
that
we're
creating
we're
trying
to
do
something.
That's
absolutely
strategic
as
we
learn
more
about
these
underserved
communities.
So
it's
not
just
the
park
and
play
vehicle
coming
out
to
them
is
really
learning
how
we
connect
them
to
other
city
services
working
with
our
libraries
partners,
working
with
pd
to
clearly
identify
what
those
needs
are.
So
this
is
this
is
for
us,
as
how
do
we
get
our
foot
into
the
door
to
then
really
understand
what
those
needs
are.
P
C
Good
evening,
chair
augusta
members
of
the
board,
my
name
is
noah
altman,
recreation
supervisor
and
I'm
here
tonight
to
go
over
the
item
of
election
of
officers
and
board
liaison
assignments
on
an
annual
basis.
The
board
engages
in
a
discussion
resulting
in
the
election
of
officers
for
the
position
of
chair
vice
chair
and
secretary
due
to
the
burbank
municipal
code,
changes
approved
by
city
council
in
march
2016,
the
election
of
officers
shall
occur
every
august.
The
positions
are
held
for
a
one-year
period.
C
As
part
of
the
board's
annual
election
of
officer
pro
offices
process,
staff
recommends
the
board
elect
a
new
chair
vice
chair
and
secretary
for
a
one
year
period.
It
is
also
recommended
that
the
board
update
its
liaison
assignments
for
the
various
board
committees
and
commissions
within
the
parks
and
recreation
department.
A
Thank
you
so
much
noah
appreciate
that,
so
I
will
listen
to
any
motion
for
any
appointments
or
nominations.
Anybody
have
anything
they'd
like
to
say,
discuss.
L
Yeah,
I
think
I
would
like
to
nominate
maisha
for
chair.
I
think
I
know,
barry
you've
stated
that
you've
done
it
for
a
while
and
you
you've
done
a
fantastic
job
and
we
all
for
me
my
first
year
I've
really
enjoyed
working
with
you
and
it's
been
a
great
learning
experience
and
as
much
as
I'd
love
to
have
you
continue
to
do
it.
L
I
know
you
kind
of
hit
a
point
like
all
right,
I'm
good,
but
I
know
you
still
want
to
contribute
to
this
board
as
long
as
you
can,
but
I
know
maisha's
been
on
the
board
for
a
while
and
she's
put
in
her
time,
and
I
think
I'd
like
to
nominate
and
see
if
she's
interested.
A
I'd
like
to
say,
you
were
very
patient
waiting
in
the
wings
and-
and
I
think
you
deserve
this
opportunity
so
seeing
no
further
discussion.
I
will
call
for
the
vote.
All
those
in
favor.
K
A
P
I
accept
the
nomination
and
I'm
pleased
to
move
into
this
position,
and
I
I
just
have
to
thank
you,
chair,
gesell,
still
chair,
serving
under
your
leadership,
and
I
think
we
all.
I
could
speak
for
all
of
us-
that
we
really
appreciated
you
in
this
role.
Couldn't
ask
for
anything
better
as
you've
mentored
us
through
this.
So
thank
you
for
all
of
your
leadership
for
so
many
years,
and
we
appreciate
you
not
going
anywhere.
P
P
M
Is
there
any
other
people
that
want
to
be
nominated,
I'm
happy
to
accept,
but
also
open?
If
anybody
else
has.
P
P
A
Thank
you,
madam
chair.
I
would
like
to
nominate
board
member
miss
earlier
secretary.
P
L
I
will
gladly
accept
the
nomination.
Thank
you.
A
P
A
A
Positions
that
I
had
they
interfered
with
work,
and
you
know
so
I
probably
didn't
do
a
very
good
job
for
either
the
cultural
arts,
comm,
commission
or
the
senior
board.
I
would
like
to
try
one
of
them.
It's
it's
during
you
know,
but
if
somebody
would
like
to
take
a
different
one,
one
of
the
others
I
I'd
be
happy
to
be
an
alternate,
but
I
just
can't
take
two
boards
during
the
working
hours.
A
I
probably
would
prefer
the
burbank
cultural
arts
commission,
because
it's
at
9am,
as
opposed
to
1pm,
but
I'm
probably
more
suited
for
this
senior
board,
so
I'll
accept
either
one
of
those
two
and
if
there's
somebody
would
like
to
have
one
of
the
either
one
of
the
others.
I'm
happy
to
make
an
attempt
at
being
more
diligent
in
taking
that
one
and
I'm
happy
to
take
an
evening
board
position
as
well.
M
I
I
mean
I
will
just
say:
like
barry
said
I
I
it's
tough
during
working
hours
for
the
morning
in
the
middle
of
the
afternoon,
I
could
probably
be
an
alternate
for
you
know
one
of
those,
but
it
would
be
difficult
for
the
primary
position.
M
P
Okay,
so
you
would
prefer
this:
the
burbank
cultural
arts,
commission,
correct.
P
P
P
M
I'm
happy
to
continue
in
that
position.
I'm
enjoy
that
one.
It's
seven
o'clock,
it's
in
my
sweet
spot,
where
I
can't
where
I
can
get
to
it,
but
if
anybody
else
is
interested
in
it,
that's
also
fine.
L
P
L
I'd
like
to
say
something
yeah
that
one
I
would
like
to
continue
just
because
for
a
couple
of
reasons,
one
I
don't
feel
like.
I
really
got
the
the
notch
happened
last
year
and
I
want
to
make
sure
that
I
have
somewhat
of
an
impact
there
in
some
way,
shape
or
form,
and
I
just
like
there
was
some
turnover
and
there
just
wasn't
enough
happening,
and
I
want
to
kind
of
continue
on
that
one.
I
personally
like
that
venue.
L
A
P
Q
I
timing
may
be
an
issue,
but
I'm
happy
to
I
mean
I
can.
I
think
I
can
usually
make
that
swing.
Okay,.
P
Q
And
I
actually
would
like
to
stay
on
if
that,
if
there's
no,
if
no
one
else
wants
to
do
that,
okay,
I've
I've
enjoyed,
I
would
like
to
attend
more,
but
I've
really
enjoyed
seeing.
P
Their
meetings,
I
bet
it's
a
very
youthful
vibrant
board,
right
yep.
So
that's
great
thank
you
board
member
ramsey
and
then
the
alternate
is
mr
venery.
M
I'm
happy
to
stay
on
and
here's
the
question:
if
you're
not
able
to
make
it
does,
am
I
notified
like?
Are
you
supposed
to
call
me?
Is
that
the
way
this
works,
because
I
didn't
know
if
I
was
ever
supposed
to
go.
F
Yes,
and
we
can
certainly,
I
know
that
we
have
some
some
challenges
with
with
notification
to
to
some
of
the
board
members
we'll
make
sure
that
both
the
the
primary
and
alternate
are
on
the
distribution
list.
F
So
you
get
the
agendas
and
both
of
you
can
attend
if
you'd
like
to
there
isn't
a
brown
act
conflict,
but
certainly
amongst
yourselves,
you
can
you
know
if,
if
a
board
member
can't
attend,
you
can
certainly
reach
out
and
just
say
just
give
that
other
person
a
heads
up,
we
aren't
always
notified
so
as
much
as
I
would
be
happy
to
from
a
staff's
perspective
to
to
assist
facilitating
the
communication,
we're
not
always
notified,
so
I
think
it
would
be.
F
P
L
L
So
what
I
would
just
urge
is,
if
we
can,
someone
from
staff
can
just
keep
up
with
the
general
manager
there
and
just
make
sure
that
they
do
actually
schedule
the
quarterly
meetings
and
that
he
knows,
I
think
he
knows
now,
but
like
that
I
am
a
board
member
and
I
should
be
notified
of
when
a
meeting
is
because
I
just
want
to
make
sure
if
I
can.
If
I
will,
I
went
to
two
of
them.
L
F
Absolutely
and
we've
already
communicated
with
with
the
general
manager
to
to
clarify
that.
But
yes,
those
meetings
should
be
quarterly,
so
you
would
have
four
meetings
and
you
will
be
notified
for
sure.
P
P
All
matters
listed
under
the
cons
sent
calendar
are
considered
routine
by
department
staff
and
may
be
enacted
by
the
board
by
one
motion.
There
will
be
no
separate
discussion
of
these
items
before
the
board
votes
on
the
motion
to
approve
the
recommendation
board,
member
staff
or
public
requests,
specific
items
to
be
removed
from
the
consent
calendar
for
separate
action
removed,
consent
items
will
be
discussed
separately.
P
So
under
the
consent.
Calendar
are
the
approval
of
minutes.
The
facility
tour
site
schedule
scheduled
for
october
27th,
I'm
looking
forward
to
that
city
council
agenda
items,
update
contract
compliance
park,
patrol
report,
departmental
operations,
update,
and
that
is
it
for
the
consent
calendar.
Do
we
have
any
items
that
you'd
like
to
remove
from
the
consent
calendar?
M
P
A
Thank
you
so
much
madam
chair,
two
things
one
and
nothing
formal,
but
we've
had
a
transition
for
the
animal
shelter,
and
I
think
it
would
be
great
if
we
just
heard
a
little
bit
of
an
update
as
to
how
that's
going
I'm
assuming
it's
going
great
and
it
doesn't
have
to
be
tonight,
it
could
be
next
month's
meeting.
Just
a
minor
update
problems
surprises
things
like
that.
A
Q
I
don't
know
if
this
is
the
appropriate
time
to
ask,
but
do
we
know
when
we
might
get
sorry
do
you
know
when
we
might
get
a
re-hash
of
the
of
the
part
of
the
ball
fields.
F
Our
our
plan,
certainly
if
the
board
would
like
us
to
put
this
on
the
agenda.
We
were
happy
to
do
that
for
october.
We
do
have
already
scheduled
for
council
to
bring
this
item
before
of
council.
I
want
to
say
end
of
october,
beginning
of
november,
I
don't
recall
the
exact
date,
but
we
definitely
want
to
get
some
get
some
direction,
so
we
can
move
forward
with
a
project.
F
So
if
it's
the
board's
desire
to
revisit
this
item,
we
can
well
okay,
so
we
will
probably
have
to
discuss
this
at
the
special
meeting.
The
tour
well.
F
Yeah,
so
so,
just
kind
of
going
back
a
little
bit
the
october,
our
regularly
scheduled
october
meeting
we're
going
to
have
some
training,
it's
a
two-hour
training
with
the
facilitator
that
is
being
coordinated
through
the
city,
manager's
office
and
the
city
clerk's
office.
So
that's
already
a
two-hour
meeting
we're
more
than
happy
to
put
the
the
ball
fields
on
that
agenda.
Just
knowing
that
it's
going
to
be
a
little
bit
longer
meeting.
F
L
I
would
just
say
that,
if
we're
going
to
discuss
it
again,
I
guess
there
should
be
new
information
given
to
us
or
something
from
new
for
us
to
consider
to
think
about.
Otherwise,
if
it's
just
a
point
of
discussion
of
the
same
thing
that
we
just
heard
tonight,
I
don't
know
like
what
that's
gonna,
not
that
I'm
trying
to
curtail,
but
I,
if
we're
gonna,
do
that
which
is
more
than
fair,
I
think
there
should
be
some
new
piece
of
information
that
we're
looking
at.
That,
then,
will
help
us
go
okay.
L
P
F
Yeah,
I
will
tell
you
probably
at
that
point:
the
only
new
information
we
we
would
have
would
be.
Probably
I'm
hopeful.
We
would
have
some
some
cost
information,
but
otherwise
I
it's
not
like
we're
hiring
a
consultant
or
anybody
to
do
an
analysis.
So
really
maybe
a
more
structure,
differently,
structured
staff
report
to
tell
you
what
was
either
written
in
the
staff
report
or
what
we
communicated
verbally
to
the
board
this
evening.
So
I
don't
know
if
that's
substantial
enough,
but
certainly
we
can
we
can
provide.
F
I
I'm
happy
to
provide
an
update,
perhaps
during
the
director
director
comments
at
the
beginning
of
the
meeting,
I'm
happy
to
give
you
an
update,
then
and
again,
if
it's,
if
it's,
we
want
to
make
sure
that
the
board's
input
is,
is
a
value
and
we
can
you
know
we
would
have
to
may
or
may
not
have
to
push
the
the
council
meeting
at
that
point.
A
I'm
sorry,
you
probably
said
this
before.
When
do
you
plan
to
take
that
to
council.
A
L
Yeah
and
if
there
is
new
information
like
the
cost
of
the
stuff
that
michael
talked
about
whatever
the
case,
maybe
that
would
be
helpful,
but
if
more
than
anything,
I
think
it
just
there's
a
lot
to
digest
for
everyone.
So
maybe
it's
just
a
matter
of
time
for
everyone
to
just
think
about
it,
or
just
have
conversations
with
people
that
you
know
just
to
get
a
sense
of
just
to
help
them
form
their
opinions
a
little
better.
Maybe
that's
what
it
takes.
L
So
I
think
yeah,
it's
worth
bringing
up
one
more
time
just
to
see.
You
know
four
weeks
later
that
if
people
have
formed
a
different,
you
know
at
least
a
more
concrete
opinion
to
then
feel
comfortable,
getting
a
recommendation
or
not
yeah.
F
P
That,
okay,
is
there
any
introduction
to
of
new
agenda
items,
we
discuss
the
animal
shelter
and,
if
there's
new
gen,
a
new
information
about
brace
canyon
park,
is
there
initial
other
items?
Yes
board
member
durban.
F
Correct
so
just
debelle,
I
believe,
is
is
on
our
november
november
agenda
and
one
of
the
places
that
we
will
be
visiting
on
our
tour
is
the
bourbon
kennel
shelter.
So
that
will
be
a
great
opportunity
for
for
staff
to
introduce
suburban
animal
shelter
to
to
all
of
you
to
the
board
and
if
there's
a
desire
at
that
meeting
to
come
back
with
a
more
detailed
report
at
a
future
agenda,
a
future
meeting
we're
more
than
happy
to
do
to
do
that.
But
you
will
you
will
hear
about
the
transition?
F
What's
what's
worked,
what
you
know
some
of
the
obstacles?
If,
if
any,
it's
been
a
really
smooth
transition
that
we
we're
excited
about
that?
That
visit.
