that

commercial,
limited
business
and
has
a

plan
designation
of
quarter
commercial,
a
landing
designation
intended
to
provide
small
pockets
of
neighborhood
serving
uses

allow
residents
the
opportunity

neighborhoods
to
meet
some
of
their
daily
needs.
Additionally.
The
product
side
is
surrounded
by
single-family
residential

the
South
and
West,
and
also
commercial
buildings

regarding
the
live
rooted,
restaurant.
The
restaurant
has
been
in
operation
since
or
has
been
operational
at
2202
North
Glen
Oaks
Boulevard,
since
January
2020.
they
provided
both
takeout.
They
provide
both
takeout
and
sit-down
restaurant
Services.
Over
the
past
two
years,
the
business
has
operated
Wednesday
to
Thursday,
4
pm
to
9
pm
and
Friday
to
Sunday

to
9
pm
in
the
summer
of
this
year.
The
business
temporarily
closed
down,
as
they
are
looking
to
revamp
their
operations
to
include
a
new
menu
as
well
as
covid,
conscious
practices.

thing
I'd

to
highlight
is
that
over
the
last
year
and
a
half
the
restaurant
operated
with
a
temporary
outdoor
seating
area
that
was
located
within
the
parking
lot.
The
area
of
the
outdoor
seating
is
identified
with
a
red
box.
The
outdoor
seating
was
permitted
as
part
of
the
city's
outdoor
dining
and
Private
Practice
in
private
parking
areas,
urgency
ordinance,
which
was
approved
by
the
city
council,
with
the
intent
of
providing
restaurants,
relief
and
expanded
outdoor
dining
options.

So
what
is
the
project?
The
applicant
is
requesting
planning
board
approval
of
a
conditional
use,
pyramid
or
acup,
also
known
as
a
cop,
to
allow
for
the
on
and
off-site
consumption
of
beer
and
wine.
In
conjunction
with
the
existing
restaurant,
the
restaurant
would
operate
as
it
has
been
since
January
2022,
with
the
exception
that
there
would
be
some
updates
to
the
hours
of
operation.
We
will
discuss
these
updates
in
the
next
slide.

of
operation
is
mentioned,
the
applicant
is
requesting
to
update
the
hours
of
operation.

note
that
the
staff
report
prepared
for
this
item
incorrectly
stated

hours

operation
would

to
remain
primarily

restaurant
alcohol
cells
would
only
occur
during
the
same
business
hours
as
food
is
sold
and
also
there
is
no
dancing
at
the
establishment.

alcoholic
beverages
would
be
allowed
to
leave
the
premises
and
the
applicant
would
be
required
to
provide
employee
training
in
alcoholic
beverage,
compliance
crime,
prevention
techniques
and
the
handling
of
violence.

addition

these,

are
other
operational
conditions
of
approval
included
as
part
of
exhibit
a
the
attached
resolution
to
the
staff
report.

pandemic

December

2019

rooted
specializes
in
Artisan
Pizza,
but
also
offers
sandwiches
delicious
appetizers,
fresh
salads
and
refreshing
drinks.

atmosphere

local
friends
and
family
to
enjoy
delicious
foods
with
both
indoor
and
outdoor
seating
to
stay
competitive.
The
owner
is
requesting
a
conditional
use
permit

beverages.
Life
rooted
is
updating

menu
selection
and
would

when

right

lot
falls

notice

we
very
intentionally
set
the
entire
second
floor
in
eight
feet
on
one
side
from
the
first
floor
about
the
same
from
the
front
on
the
right
side
were
probably
20
or
25
feet
in
there's
really
no
two-story
walls
anywhere
on
this
house,
the
we're
doing
a
prairie
style
house
and
typical
to
that
style
of
house
the
second
floor
kind
of
nests
in
the
roof
of
the
first
floor,
so
I
know
we're
talking
about
plate
Heights,
but
there
really
are
no
two-story
walls
on
this
house,
they're
all
set
in
and
in
the
back
there's
a
deck
that
breaks
it
up.

setbacks,
we're
exceeding
all

required
setbacks.
We're
not
like
right
to

limit

all
of
them,
there's
a
little
bit
of
breathing
room

them

look

slope
of
the

width
of
the
lot
and
you
look
at
the
fact
that
the
second
floor
is
set
so
far

all
sides.

There's

no
harm
in
the
additional
height,
but
when
you
look
at
the
exhibit
I
gave
which

had
up
on
the
screen,
but
I
always
think
it's
good.
When
you
have
something
in
your
hands.
If
you
look
at

upper

Line
it's
kind
of
like
a
seesaw
or
a
teeter-totter,
it's

18,
inches
below
the
maximum
height
on
one
side
and
18
inches
above
the
maximum
height
on
the
other
side,

it
being

kind
of
a
wash
and
then
the

like

very
well
intentioned

design

we've
been
having

time

our
project

well

our

attempts
at
finding
a
house
for
our
Pro,
our
family
and
building
this
house
and
I'll
also
like
to
thank

all

taking

our
application

Actually
a
33
year
resident
of
Burbank
I
grew
up
here
since
I
was
four
years
old.
Coincidentally,
I
grew
up
on
the
same
lot
same
block
as
where
we
actually
managed
to
buy
this
house.

went
through
Burbank
Public
Schools
I
have
a
lot
of
good
memories.
Growing
up
in
this
community
contributed
to
the
track
and
cross-country
teams
of
Burbank
High
excelled
in
my
class.
Suffice
to
say
I
think
I've
been
a
good
member
of
the
Burbank
Community,
hopefully,
and
I
look
forward
to
trying
to
build
Roots
here
and
allow
my
own
kids
to
to
take
advantage
of
the
same
opportunities
that
I
had
growing
up
here
and
and
and
appreciate
the
diversity
of
the
community,
the
educational
system
and
all
of
our
family
really
lives.

managed

find
a
house,

so
that's

brings
me

we
were
looking
to
buy

find

house

we

yard

our
kids
to
run

looked
for
five
years
house
hunting

market

find

can
appreciate
how
hard
it's

a
lot

down

step
down
living,
room
or
step-down
dining
room,
and
our
ambition
here
is
really
just
to
build
a
modest
traditional
style
house

that
could
accommodate
our
needs.

with
a
family

four

wife
and
I
both
have
to
work
from
home,
so
we
need
a
little
bit
of
space
for
that,
and
that's
really
all
we're
trying
to
accomplish.

August

we've

to
be

using
the

downslope

build
it

they
have
a
garage
in
a
side
yard
which
sets
their

project
coming

approached

north
back

our

Neighbors

compared
construction
tips,
talked
about
the

the
permitting

just
by
spending
an
hour

we
didn't
talk

all

any

questions
about
our

challenges
to
our
design,
none
whatsoever.

until
about
a
week
ago
that
I
found
out
they
plan
to
make
comments
in
opposition
to
our
cup
application.
Since
then,
I've
tried
to
meet
with
them
again,
but
they
refused
to
meet
with
me.

But

finding

week
ago,
we've
been
scrambling
to
try
to
prepare
for
this
meeting
and

make
our

actually
went
so
far
as
the

neighborhood

neighborhood
asked

understand,

project

them
and
understand
any
opposition
or
any
concerns
that
neighbors
might

trips
around
the
blocks,

Bellaire,
and
up
Valencia
during
that
we've
collected
36
signatures,
not
that
the
city
asked

sample
of
the
neighborhood

Neighbors

understand

support
our

more

percent
of
people
living
in
this
community,

people
that
didn't
sign
weren't
home

they

we
never
caught
them

design

buildings

less
energy
are
efficient
and
comfortable

mentioned
earlier,
the
installation
practices
we
have

going
to
have
a
fresh
air
ventilation
system
that
actually
preserves
energy,
like
as
the
air
leaves
it.

that's
coming
in,
so
we
don't

to
open
our
Windows
as
frequently
we
don't
have

use
our
AC

much

really
think
we're
gonna

cutting
edge,
efficient
home
and
there's

fire
hazards.

city
has
a
lot
of
concern
around
the
properties
in
the
hillside
area
and

risks
we've
seen
over
the
years
of
Bryce
Canyon

other

installation

to
use

house
is
made
out
of
a
mineral
fiber.
It's
actually
heat
resistant
up
to
1800,

degrees,
Fahrenheit,

is
highly
heat
resistant
in
case

But

know
these
are
the
type
of
things
that
we're
trying

do

our
new

would
just
take

piece
of

information,

of

they
would
just
open
up

accounts
all
for
the
purpose
of
trying
to
meet
the
numbers.

police

They
were
starting
from
the
ground

people
that
you

fresh
out

the

all
had
to
be
experienced

officers,

portions
of
the
city

fractured.

themselves
as
better

lateraling
from
other
organizations

broken

cultures

bringing
their
problems
into

newly

their
purpose
statement

they
came
up

deliver

experience

people
feel
unified,
engaged

you

understanding

perspective

it's

team

we're
really
happy

have
you
on

the
team
and
to
kind

steal

Jim

we

tag
along
for
the

a
sales
pitch

Jim,
but
we've
done
similar
trainings,
where
we
actually
go
through
and
develop
a
purpose
statement
and

some
of
you
have
probably
heard
it
when
we
say
that
we
seek
to
work
with
the
community
to
build
a
safe,
beautiful
work
together
to
build
a
safe,
beautiful
and
thriving
community.
So
you'll
heal
those
words
every
once
in
a
while
in
a
staff
report,
and
we
kind
of
our
chief
reminding
officers
within
planning
on
our
purpose
statement.
And
why
we're
here
and
I
I
will
say
whether
you
know
whether
there's
different
purpose
statements
for
different
groups
having
one
and
having
a
North
star
with
which
to
focus
and
having
a.

Why,
which
you
all
have
you're,
probably
personally,
driven
by
those
wise.
It
helps
you
to
kind
of,
as
he
says,
get
up
out
of
bed
and
do
the
work
and
I
think
what
you
guys
have
done
and
what
you
continue
to
do
day
in
and
day
out,
to
hear
the
different
opinions
and
the
different
perspectives
from
the
community.
When
an
item
is
brought
forth
is
really
important.

mean
it's
it's
more
important
than
the
work
that
staff
does,
because
what
you
do
is
you
help
to
guide
those
guide
people
through
a
process
and
in
many
instances
when
we
do
large
Civic
engagement
like
specific
plans,
you
are
also
a
soundboard
for
the
community
so
that
they
can
hear
that
you're
hearing
them
and
then
translate
that
into
feedback
to
staff,
so
that,
eventually,
when
a
long-range
planning
document
is
prepared,
and
that
goes
forward
to
council,
the
council
is
well
aware
that
the
board
did
its
job
right.

The
duties
you
looked
at
land
use
decisions,
you
evaluated
all
the
pros
and
cons.
Looked
at
the
code
and
combined
all
that
information
and
eventually
made
a
a
decision
that
was
vetted
that
was
considered
and
you
took
everything
into
consideration
and
at
the
same
time,
while
doing
all
that
you
showed
empathy
for
people
and
the
situations
on
the
different
perspective.
So
I
think
when
we
take
all
that
together,
you
guys
are
a
lot
further
along
in
the
effort,
even
though
it
was
a
good
thing
to
kind
of
hear
the
process
through
Jim's
voice.

But
really
you
guys
are
a
lot
further
along
in
that
effort
and
I
thought.
For
me,
it
just
kind
of
was
a
good
reminder
of
a
thing
we
did
collaboratively
with
a
diff
with
the
department
and
key
members
of
the
department.
The
executive
team
has
done
something
similar,
I
believe
council's
done.
That
also
so
it
was
good
to
kind
of
get
that
perspective
and,
like
I
said
whatever
you
gleam,
anything
anything
can
be
positive.
You
can
glean
components
out
of
it.

could
be
positive,
but
one
thing
that
really
in
my
mind,
when
I,
when
I
consider
the
board
is
just
the
very
important
work
that
you
do
day
in
and
day
out
to
help
to
build
that
safe,
beautiful
and
thriving
community.
So
that's
something
to
be
commended
of
you
all
and
we
thank
you
and,
as
we
get
close
to
the
holidays,
I
know
we're
going
to
see
each
other
again,
but
I
think
like
I,
said
I
I
commend
you
I.
Thank

effort

members

even
though
it

out

board

the
deliberation
and
the
consideration

purpose

side

board
