Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Good
evening,
everyone
I'd
like
to
welcome
everybody
to
tonight's
February,
7th
2023
city
council.
Meeting
I
would
like
to
ask
that
everyone,
please
silence
all
electronic
devices
at
this
moment,
we'll
have
a
prayer.
Please
bow
your
heads
with
me
father.
We
come
before
you
tonight,
so
very
thankful
for
our
many
blessings
father,
the
City
of
Burlington
is
a
very
special
place,
a
place
where
we
call
home
where
we
interact
with
our
friends
and
our
neighbors
in
a
place
to
experience
all
the
many
opportunities
that
you
have
provided
to
us.
B
As
we
continue
to
work
to
improve
our
city
and
the
services
we
provide.
We
ask
your
guiding
hand,
we
ask
for
your
wisdom
and
our
decisions
and
we
ask
for
your
continued
blessings
across
this
world
tonight.
There
are
many
dealing
with
tragedy
tonight
we
ask
for
your
grace
and
your
mercy
on
those
specifically
impacted
by
the
earthquake.
Turkey
and
Syria
police
provide
comfort
and
relief
to
those
who
lives
have
been
torn
apart
by
such
a
tragedy.
B
B
Thank
you
for
our
First
Responders
Lord.
Please,
look
over
them.
Keep
them
safe,
continue
to
guide
our
city
staff
and
their
respected
programs
of
work
that
we
may
be
both
efficient
and
effective
to
those
we
serve
bless
this
meeting
and
my
colleagues
on
Council,
as
we
collaborate,
create
action
plans
and
respect
one
another,
and
all
that
we
do
in
your
name.
We
pray,
amen.
C
C
Thank
you
very
much,
Mr
Mayor
members
of
the
council's
pleasure
to
be
here.
I
know
this
is
the
North
Carolina
initiative
the
year
of
the
trail
in
the
state
and
we're
proud
to
be
a
part
of
that.
But
I
want
to
talk
a
little
bit
about
Burlington
and
and
their
activity
and
our
trails
and
Greenways
across
the
city.
C
Melissa
who's
couldn't
be
here
tonight,
she's
our
outdoor
Specialists
and
she's,
the
one
that
was
mentioned
in
here
that
we
have
at
least
one
a
month,
hiking
type
activity
to
celebrate
the
year
of
the
trail
and
some
months
we
got
more
than
one
so
so
we're
very
proud
of
what
Melissa's
doing
and
getting
people
out
on
our
Trails.
C
We
are
very
proud
of
the
of
the
green
weights
and
trails
that
we
have
in
in
our
city
worked
hard
for
those
most
of
our
major
Parks
have
not
only
a
walking
trail
exercise,
type
Trail,
but
also
a
Greenway
that
either
goes
through
the
park
or
around
the
perimeter
of
it,
and
and
that's
all
in
all
of
our
major
parks
and
some
of
our
smaller
parks
in
just
about
every
every
park
has
at
least
some
kind
of
walking
trail
through
it
and
we're
we're
very
proud
of
working
on
our
Greenway
master
plan.
C
The
downtown
Burlington
to
Elon
was
the
first
project
of
that
that's
been
completed
very,
very
well
done,
Trail
along
Davis,
Street,
Woodland,
Avenue
and
Front
Street,
and
a
separate
part
at
Front
Street,
that's
separated
from
the
two-lane
traffic
Lanes
so
that
the
bikers
and
hikers
on
the
on
the
trail
will
not
be
in
the
traffic.
C
So
very
well
done,
project
all
done
by
City
employees,
so
very
proud
of
that,
and
we've
got
a
new
bike
and
trail
that
we
put
in
from
Town
and
Country
Nature
Park
to
downtown
Burlington.
So
we're
proud
of
that.
That's
a
couple
of
the
projects
we've
completed
in
the
greenway
plant
and
we're
working
on
others,
so
we're
very
happy
to
have
the
support
of
the
city
council
and
our
citizens.
We
we're
in
the
process
of
doing
our
master
plan.
We've
already
had
a
lot
of
public
input
meetings.
C
One
of
the
things
we
heard
were
people
love,
Greenways
and
and
trails,
and
getting
out
and
walking,
especially
since
the
pandemic,
limited
indoor
use
there
for
a
while,
and
so
people
got
used
to
going
out
in
the
Parks
and
they
opened
spaces
and
enjoying
nature
and
and
getting
a
little
exercise
and
getting
away
from
their
stress
of
the
day.
C
So
we're
glad
to
have
our
trails
and
we
appreciate
all
the
support
we
get
from
city
council
and
also
other
City
departments
that
help
us
install
these
trails
and
maintain
them
like
Public,
Works
street
department
and
others
that
have
a
big
hand
in
that
engineering,
designing
them
and
so
forth.
So,
thanks
to
all
of
you,
fellow
city,
employees,
we
very
much
appreciate
it
and
thanks
to
the
city
council,
for
all
your
support.
Thank.

the

We

We
have
motion

a

all

favor
signify
by
aye
aye
and
you

I.
Think.
Your
next
item
is
the
consent
agenda.
These
items
are
typically
non-controversial
if
any
council
member
has
any
questions
about
the
following
items.
B
B
A
public
hearing
has
been
scheduled
to
consider
a
voluntary
annexation
petition
to
Annex
into
the
City
of
Burlington,
two
Parcels
of
land,
which
are
contiguous
to
current
city
limits,
located
Southwest
of
the
intersection
of
zero
Bonner
Bridge
Parkway
and
1729
University
Drive.
The
properties
are
combined
approximately
48
acres
in
size
and
consists
of
Alamance
County
tax
identification
numbers,
106,
949
and
107.041.
At
this
time,
we'll
recognize
our
planning
director,
Jamie
Lawsons,
welcome
Jamie.
E
E
The
applicant
is
seeking
Water
and
Sewer
associated
with
this
request
to
support
a
development
that
was
approved
by
the
technical
Review
Committee
for
214
single-family
attached
dwelling
units
in
a
clubhouse,
and
that
was
approved
in
December
of
2022.,
so
staff
recommends
the
annexation
as
this
being
contiguous
to
the
existing
City
Limits.
If
you
recall,
this
was
presented
back
to
you
at
your
work
session
on
January
3rd,
where
you
also
set
a
resolution
to
set
the
public
hearing
for
tonight.
This
has
been
advertised
in
accordance
with
the
requirements
and
again,
staff
is
recommending
on
the
annexation.
B
B
F
Mr
I'll
make
the
motion
too
to
to
improve
the
annexation
for
the
contiguous
voluntary
session
of
two
Parcels
located
1729
University
Drive
is
zero
money,
Bridge
Road,
effective
at
midnight,
February
7th,
2023.
B
B
A
public
hearing
has
been
scheduled
to
consider
a
voluntary
annexation
petition
to
Annex
into
the
City
of
Burlington,
a
portion
of
a
parcel
of
land
which
is
contiguous
to
current
city
limits
located
on
the
northwest
side
of
1111
Huffman
Mill
Road.
The
property
is
3.11
acres
in
size,
0.092
Acres
inside
the
city,
limits
in
2.19
acres
outside
of
the
city
limits
and
consists
of
Alamance
County
tax
identification
number
112628.
This
time,
we'll
recognize
Jamie,
Lawson
again.
E
E
The
expansion
is
going
to
be
roughly
9
700
square
feet
for
a
medical
office
Edition,
and
this
was
approved
by
the
technical
Review
Committee
in
December
of
2022.
Also
again,
this
being
a
contiguous
request,
staff
is
recommending
it.
It
was
also
presented
to
to
you
on
January
3rd,
where
you
set
the
resolution
or
adopted
a
resolution
setting
the
public
hearing
date
and
it's
also
been
properly
advertised.
There
is
a
representative
from
the
applicant
hold
on
Mr
Carpenter
is.
G
E
B
H
B
B
A
H
B
E
Good
evening
again,
thank
you.
So
yes,
this
is
a
request
for
a
limited
use,
rezoning
request.
The
parcel
is
shown
on
the
map
here
in
teal.
The
future
land
use
designation
for
this
area
is
regional
commercial.
The
proposed
rezoning
for
General
business,
limited
use
is
consistent
with
that
request.
It
does
complement
the
existing
residential
uses
in
the
area,
and
you
are
familiar
with
this
area,
because
you've
experienced
a
number
of
requests
that
you
have
approved
with
respect
to
General
business,
limited
use
just
in
this
adjacent
to
this
site.
E
In
this
proximity,
the
Planning
and
Zoning
commission
recommended
a
unanimous
approval
of
this
request
on
December
19th.
This
item
was
briefed
to
you
at
your
work
session
on
January,
17th
and
staff
is
recommending
approval
with
consistency,
statement
sheet
option
number
one
shown
in
bold
and
read
in
your
packet.
There
is
a
representative
from
the
applicant
here
in
the
audience
too
in
case
you
have
questions
for
him
and
again
I'm
available.
If
you
have
any
questions
for
me,.
E
Sure
so
this
area
here
this
is
a
Interstate
40.
You've
come
South
onto
Huffman,
Mill
Road,
the
property
that
I'm
kind
of
circling
is
the
area
that
you
just
had
the
annexation
request.
E
And
so,
if
you
travel
South
and
go
down
Whitesville
Drive
headed
west,
you
will
come
to
the
area
where
you've
got
the
rezoning
requests
and
you
have
had
one
two.
Three
at
least.
E
Is
the
fourth
I
believe
rezoning
request
and
it's
you
know
my
understanding
that
they're
interested
in
developing
the
the
area
as
a
whole
for
multi-family
Apartments.
I
E
Yeah
there
may
be
one
or
two
still
pieces
out:
sanding
I'm,
like
sure
you
can
ask
him,
but
but
this
definitely
helps
have
those
north
side
of
the
properties
being
contiguous
with
each
other
yeah.
B
Thank
you,
yep.
Thank
you,
Jim,
any
other
questions
for
Jamie
or
for
the
petitioner
on
this
side.
Okay.
Item
number
three:
this
is
a
public
hearing,
so
at
this
time
we'll
open
the
floor
for
any
public
comments.
B
B
F
Mr
Mayor
I
make
a
motion
to
create
a
request
to
result
properly
from
media
density,
residential
MDR
to
General
business,
limited
use,
gblu
properties
located
on
the
north
side
of
Whitesville
Drive
West
of
the
intersection
of
Whitesville
drive
and
Huffman
Mill
Road
addressed
as
3245
Whitesville
drive
a
consistent
of
Alamance
County
tax
identification
number
of
112477.
The
motion
is
based
upon
the
consistency
of
the
proposed
rezoning
with
the
comprehensive
plan
in
that
the
future
land
use
map
in
section
4
land
use
of
the
comprehensive
plan
calls
for
this
area
to
have
a
reasonable
commercial
uses.
F
The
request
is
compatible
with
the
adjacent
residential
and
Commercial
uses
the
action.
This
action
is
reasonable
in
the
public
interest,
in
that
the
comprehensive
plan
calls
for
residential
and
Commercial
uses
in
this
area
and
the
request
is
compatible
with
the
existing
zoning
and
land
uses
in
this
area.
B
B
Next
item
is
our
new
business
item
number
four
city
council
will
consider
approving
the
following
request
for
the
seventh
annual
St
Patty's
Day
bash
special
event,
hosted
by
the
Burlington
Recreation
and
Parks
Department
on
Friday
March,
17
2023.,
temporary
street
closure,
beginning
at
2
pm
to
11
p.m,
on
Front
Street
from
Spring
Street
to
worst
Street
and
Main
Street
from
Davis
Street
to
Front,
Street,
premises,
extension
for
the
service
of
alcohol
and
a
designated
area
of
the
event.
So
at
this
time
we'll
recognize
our
supervisor
special
events,
Sean.
J
Good
evening,
mayor
council,
how
are
y'all
doing
yes?
So
again,
this
is
the
seventh
annual
St
Patty's
Day
bash,
hosted
by
the
Burlington
Recreation
and
Parks
Department.
During
that
time
of
the
street
closure
request,
the
roads
will
be
filled
with
all
sorts
of
fun
activities
for
the
community
that
will
be
including
dance
performances,
bagpipers,
stilt,
Walkers,
all
sorts
of
fun
stuff
and
going
along
with
that
request
was
on
Front
Street
and
Main
Street.
J
Typically,
at
our
special
events,
we
are
able
to
have
alcohol
permitted
on
the
historic
Depot
I
call
it
the
courtyard,
the
brick
Courtyard,
and
we
are
requesting
permission
to
extend
those
premises
during
the
duration
of
this
event.
We
would
like
to
have
alcohol
present
on
the
entire
footprint
of
the
event,
which
includes
Front
Street,
Main
Street,
as
well
as
that
historic
Depot
Courtyard.
J
If
you
have
any
questions
regarding
the
event
or
the
request,
I'd
be
happy
to
answer
them,
and
this
request
is
not
anything
new
in
that
regards.
We
did
have
the
same
thing
last
year
and
it's
also
a
similar
layout
that
we
had
for
our
Phoenix.
Fourth
Friday
back
in
September
of
2022.
B
All
right,
good,
listen,
always
a
fun
event.
Is
there
a
motion
on
the
request,
as
presented.
A
B
B
Next
item
under
city
council
comments,
I've
got
a
few
that
I
do
want
to
bring
up
and
under
and
our
work
session
last
night
and
certainly
tonight
in
the
consent
agenda,
we
established
some
boundaries
with
ACTA
as
far
as
public
transit
in
Burlington
and
I
did
meet
with
Peter
today
and
one
of
our
County
Commissioners
and
we're
committed
to
act
and
supporting
their
programs
and
Peter.
We
appreciate
you
being
here
and
David
just
for
clarification
for
those
that
may
want
to
know.
A
B
So
I
did
want
to
be
sure
that
we
came
full
circle
on
that
and
this
council's
committed
to
working
with
all
transit
authorities
to
be
sure
that
the
City
of
Burlington
Alamance
County
serviced
well.
We
appreciate
what
ACTA
does
and
I
appreciate
the
time
to
meet
and
discuss
that
today.
Thank
you.
B
The
other
item
that
I
wanted
to
mention-
and
we've
talked
about
it
last
night
at
our
work
session,
but
I
did
want
to
get
it,
and
the
minutes
of
tonight's
meeting
is
the
meeting
that
we
have
with
our
legislative
bodies
from
Raleigh
and
from
Washington
is
a
wonderful
meeting
at
the
Carousel
and
we've
talked
about
how
well
the
event
was,
how
well
run
it
was
how
very
informational
it
was,
and
thanks
to
City
staff
and
for
our
legislative
body
for
being
there
I
think
the
framework
when
they
left.
B
They
were
asking
for
give
us
your
priority
list
and
there
we
could
tell
they
were
ready
to
go
to
work
and
and
help
us
out
with
that
and
then
last
night
I
mentioned
some
of
the
concerns
that
was
brought
to
my
attention
on
Rainey
Street
and
the
particular
area
over
there
and
some
initiatives
that
I'd
like
to
see
the
city
provide
from
a
standpoint
of
increased
policing.
We
talked
to
Chief
long
about
that
and
then
Public
Works.
We
talked
with
Gary
and
his
staff
about
what
we
could
do
to
help
out.
B
B
I
B
Appreciate
if
we
could
sort
of
craft
an
action
plan
and
I
do
want
to
reiterate-
and
chief
you
mentioned
last
night
Burlington
connected-
is
a
great
resource
for
criminal
activity
to
be
sure
that
we're
following
up
with
the
Burlington
connected,
getting
the
information
out
there
and
then
really
celo
sitting
here,
but
Kathy
talked
about
his
commentary
last
night.
If
you
see
something
say
something
that
was
celo's
catchphrase
for
everyone
when
he
was
up
here
and
that's
what
our
community
needs
to
do.
B
This
is
our
community
and
it
takes
all
of
us
to
reach
out
and
communicate.
I've
met
with
two
individuals
that
live
in
that
area.
It
was
very
informational
and
I,
appreciate
the
dedication
and
concern
from
those
that
live
in
that
area
and
I
think
body
and
as
our
staff.
We
owe
the
level
of
service
that
our
citizens
really
ask
us
for,
and
that's
the
basic
needs
of
cleanliness
and
police
protection
unless
I'm
sure
that
we
can
deliver
that
at
a
high
level
and
I'm
committed
to
it
in
any
way.
I
need
to
be
I.
F
It
really
is
the
public
sometimes
need
to.
Let
us
know
first
because
live
in
those
communities
are
the
first
ones
that
might
see
these
issues,
issues
that
people
fly
and
grow
and
and
really
create
challenges
for
the
neighborhoods
for
people
of
all
ages.
So
you
know
Rachel.
We
still
obviously
have
the
opportunities
for
people
to
contact
us
with
situations.
Do
we
not?
F
F
I
I
K
K
I
agree:
I
just
want
to
say
that
they're,
you
know,
there's
evolutions
of
technology
that
are
getting
better
and
better
at
that.
Unfortunately,
they're
not
getting
cheaper
and
cheaper
or
very
affordable,
but
we
certainly
could,
if
requested,
you
know,
provide
more
information
on
some
technology
that
allows
police
to
respond
immediately
to
the
sound
of
gun
shows
sorry.
H
F
Ron
with
that
being
said,
with
the
changes
we've
made
in
terms
of
Police
recruitment,
just
how
far
have
we
come
in
a
short
period
of
time
in
terms
of
Staffing.
K
H
K
Send
an
additional
13
or
14
to
this
led
class
that
started
in
January
and
this
past
Monday.
We
started
lateral
hires,
we,
we
onboarded
four
lateral,
hires
and
pipeline
of
about
five
more
right
behind
those
remarks.
It
says
a
very
positive
we're,
seeing
increased
applications
continue
and.
