From YouTube: City Council Meeting - October 18, 2022
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
Good
evening,
everyone
I'd
like
to
welcome
everyone
to
tonight's
October,
18
2022
city
council,
meeting
I'd
like
to
ask
that
everyone,
please
silence
all
electronic
devices
during
our
meeting
at
this
time,
I'm
asking
if
everyone
would
bow
your
head
and
let's
have
a
prayer
Lord.
We
come
to
you
this
evening,
giving
you
thanks
for
the
abundance
of
blessings
that
you
have
bestowed
upon
us
Lord,
sometimes
through
the
lens
of
life.
We
only
see
things
that
are
that
are
going
wrong
or
maybe
not
going
our
way.
We
only
see
the
emergent
needs
before
us.
C
Sometimes
we
see
turmoils
strife
and
sometimes
we
see
the
hatred
acts
of
others
tonight
Lord.
We
give
you
the
honor
and
glory
for
the
many
positive
aspects
that
happen
daily
throughout
our
country,
throughout
our
state
and
throughout
the
City
of
Burlington,
and
for
the
countless
individuals
that
perform
acts
of
Bravery
acts
of
kindness
and
Lord
acts
of
Love
towards
one
another.
Each
and
every
day
and
God.
Is
this
season
transitions
fully
into
fall?
We're
reminded
of
the
beauty
of
this
Earth
that
you
created
the
many
fall
colors
that
are
abundant.
C
The
work
of
city
government
does
not
happen
without
the
activities
and
Leadership
of
many
people.
We
give
thanks
for
those
that
have
prepared
our
materials
and
those
that
help
educate
us
on
the
matters
that
are
before
us.
Please
continue
to
bless.
Burlington
bless
our
citizens
Lord
bless
our
staff
and
bless
this
Council
that
we
make
constantly
give
you
the
praise,
the
honor
and
the
glory
in
your
name.
We
pray,
amen.
C
At
this
time,
we'd
like
to
take
a
moment
not
on
the
agenda
but
we'd
like
to
recognize.
We
have
packed
in
Troop,
One,
Grove,
Park,
Baptist,
Church,
I,
think
they're
here
to
fulfill
some
requirements
for
communications
and
citizenship
in
the
community.
We
always
enjoy
having
our
scouting
folks
with
us.
So
I
don't
know
who
the
leader
is
troop
leader,
but
if
we
could
you
mind
introducing
everyone
or
having
everyone
introduce
themselves,
we'd
like
to
know
who's.
D
D
D
A
E
A
B
C
All
right,
okay,
moving
on
to
our
agenda,
we'll
move
on
to
code
of
ethics
at
this
time,
we'll
call
home
city
clerk,
Beverly,
Smith
members
of
council
is
my
responsibility
to
remind
you
avoid
conference.
If
I
ask,
if
there
are
any
potential
conversations
concerning
tonight,.
C
C
These
items
are
typically
non-controversial
if
anyone
has
any
questions
about
the
following
items.
Please,
let
us
know
item
a
is
to
adopt
a
resolution
authorizing
Burlington
Fire
Department
to
execute
an
equipment
donation
agreement
with
Alamance
Community
College
for
the
acceptance
of
the
donation
of
one
2001
Pilatus
pc-12
airframe
for
the
purpose
of
firefighter
training.
C
Item
B
is
to
approve
budget
amendment
2023-19
for
the
installation
of
air
conditioning
at
North,
Park
and
Fairchild
recreation
centers
and
item
C
is
to
authorize
the
city
manager
to
execute
a
design,
build
contract
with
Bobbitt
Construction
Inc
contingent
upon
approval
of
legal
review
by
the
City
attorney
and
approve
Associated
budget
amendment
2023-20
for
the
entertainment
venue
product
project
at
the
Burlington
athletic
Stadium.
At
this
time,
we'll
entertain
a
motion
on
the
consent
agenda.
C
C
C
F
On
behalf
of
City
of
Burlington
I'm,
here
to
present
Edo
Texas
amendments
4-22,
these
are
very
shorty,
so
I
will
try
to
go
through
them
fairly
quickly,
but
happy
to
answer
any
questions
that
you
might
have.
This
just
slide
just
summarizes
the
history
of
the
text
amendments
we
are
on
our
ninth
round
of
amendments.
As
you
know,
we
actually
actively
engage
the
community
for
feedback
on
the
Udo
and
the
Amendments
that
we
have
brought
forward.
F
So
we
have
three
one
is,
and
this
just
kind
of
summarizes
some
general
aspects
of
the
text
amendments,
but
the
first
one
is
to
add
automobile
sales
and
rentals
to
the
medium
industrial
zoning
District.
This
would
be
consistent
with
our
other
Auto
related
uses
also
allowed
within
that
district,
and
it
provides
more
flexibility
and
opportunities
for
business
expansion
and
growth.
F
The
second
one
addresses
accessory
dwelling
units.
We
are
recommending
to
increase
the
size
of
accessory
dwelling
units
from
35
to
50
of
the
total
amount
of
the
finished
floor
area
for
the
principal
structure
on
the
property.
We
are
hoping
that
this
will
encourage
additional
housing
choices
within
the
community
and
a
variety
of
housing
options,
and
then
the
third
and
final
one
addresses
the
distance
from
outdoor
speakers
dealing
with
drive-through
facilities.
F
So
these
text
amendments
are
consistent
with
the
future
land
use
designation
and
our
unified
development.
Ordinance
staff
is
recommending
approval
of
these.
The
Planning
and
Zoning
commission
heard
these
items
at
their
meeting
last
month
and
recommended
approval
422
as
well.
So
you've
got
your
consistency
statement
sheet
option
number
one.
The
staff
is
recommending
approval.
B
C
C
If
not,
this
is
a
public
hearing.
So
at
this
time
we'll
open
the
floor
for
any
public
comments
concerning
item
one,
the
the
Udo
amendments.
Anyone
from
this
side
of
the
room
like
to
speak
on
item
one.
C
G
C
Have
a
motion
and
a
second
all
in
favor
signify
by
aye
aye.
You
opposed
any
comments
or
questions
from
Council
or,
if
not
we'll,
entertain
a
motion
on
item
one.
G
The
City
of
Burlington
unified
development
ordinance
with
the
proposed
text
Amendment.
The
motion
is
based
upon
the
consistency
of
the
proposed
text
Amendment
with
the
comprehensive
comprehensive
plan
in
that
section
for
land
use
goal.
One
recommendation:
five
of
the
comprehensive
plan
calls
for
an
update
of
the
universe,
unified
development,
ordinance,
section,
4
land
use
goal.
1
recommendation
5
of
the
comprehensive
plan
calls
for
ensuring
Sound
Land
planning
decisions
that
are
consistent
with
the
vision
of
the
plan.
G
This
action
is
reasonable
and
in
the
public
interest
in
that
section
for
land
use
goal,
2
recommendation
4
of
the
comprehensive
plan
addresses
confusion,
conflicts
and
obsolescence
of
the
zoning
code
through
a
new
uniform,
unified
development,
ordinance,
section,
4,
land
use
goal,
2
recommendation
4
of
the
comprehensive
plan.
A
new
Udo
will
be
modern,
graphically
intensive
and
user-friendly
from
both
the
public,
petitioner
and
administrative
perspective.
G
C
Have
a
motion
in
a
second
all
in
favor
signify
bye
all
right
any
post.
Thank
you
item
two.
A
public
hearing
has
been
continued
for
city
council
to
consider
requests
to
rezone
property
for
medium
density
or
medium
industrial
Mi.
To
light
industrial
Li,
the
property
is
located,
Northerly
from
the
intersection
of
White's
kennel
Road
Old,
Trail,
Road
and
Anthony
Road
addressed
to
1601
Anthony
Road
and
consisting
of
Alamance
County
tax
ID
number
120395.
F
Evening
again,
so
this
item
was
a
request
through
his
own
property
for
medium
density,
I'm,
sorry,
medium,
industrial
to
light
industrial.
However,
as
a
result
of
the
recent
very
recent
text
amendments
that
were
adopted,
the
application
is
no
longer
needed
because
the
rezoning
is
no
longer
needed,
so
the
applicant
has
requested
this
item
to
be
withdrawn.
The
applicant
is
not
here
tonight,
but
I
am
happy
to
answer
any
questions
that
you
might
have.
B
C
Can,
if
Council,
if
at
the
request
of
council
member
Ward,
will
take
a
formal
motion
to
withdraw
I'll.
C
C
The
property
is
located
at
the
south
side
of
intersection
of
Danbrook
Road
and
Bonner
Bridge
Parkway
addressed
to
zero
Danbrook
Road
and
consists
of
Alamance
County
tax
ID
number
106
952.
This
item
has
continued
from
September
20th
22
city
council
meeting.
It's
this
time,
we'll
recognize
Jamie
once
again.
F
Good
evening
again,
so
this
item
is
also
a
rezoning
request.
We
did
receive
notification
also
from
the
applicant
who
is
here
tonight
who
you
may
want
to
hear
from
asking
for
this
item
to
be
withdrawn,
so
Mr
Wally
applicant
is
President
you'd
like
to
ask
him
any
questions.
Staff
is
also
available.
If
you
have
any
questions
for
us.
Okay,
okay,.
D
C
I
understand,
but
any
any
questions
on
item
three
for
Mr
wall.
C
C
Our
next
item
under
new
business
city
council,
will
consider
authorizing
the
implementation
of
proposed
recommendations
that
support
the
Recruitment
and
Retention
strategies
for
the
employment
benefits
of
the
Burlington
Police
Department
and
our
officers.
This
time
we'll
recognize
our
city
manager,
Craig.
D
Thanks
for
Miss
Grant
Council
at
this
time,
we
would
like
to
ask
that
we
have
an
additional
time
to
work
with
the
police
department,
legal
and
HR,
or
proposal
for
digital
Improvement
and
retention
strategy
strategies
for
the
police
department.
We
want
to
make
sure
that
when
we
do
make
a
good
recommendation
back
to
the
board
that
we
have
all
our
loose
ends
tied
up
and
that
we
have
all
questions
that
are
resolved
and
that
there's
no
concerns
looking
forward.
So
we
just
need
a
little
bit
more
time.
C
B
C
F
Okay,
so
we
had
a
couple
items
that
were
heard
at
the
October
10th
special
meeting,
the
first
one
you
can
see
here
shown
on
this
map.
Hatched
in
teal
was
a
request:
a
request
to
rezone
the
property,
medium
density,
residential
to
General
business,
limited
use
with
a
request
for
multi-family.
F
The
Planning
and
Zoning
commission
recommended
unanimous
approval
of
this
6-0.
The
second
request
is
a
rezoning
request
from
light
industrial
to
mixed-use,
limited
use
and
there's
a
number
of
limited
uses.
Apartments
restaurants.
F
Hotel
I
believe
that's
it.
These
are
included
in
your
packets
and
the
Planning
and
Zoning
commission
recommended
unanimous,
unanimous
approval
as
well.
So
staff
is
requesting
that
you
add
these
items
to
your
number
November
1st
meeting
for
consideration
for
a
public
hearing
any
questions
that
I
can
answer.
C
C
Right
that
concludes
our
agenda.
Items.
Next
item
is
our
public
comment
periods?
This
time
we
have
one
signed
up
to
speak
Alex,
Alfonso,
considering
disc
golf
at
the
valley.
Welcome
Alex,
please
state
your
name
and
address
for
us.
E
Hello,
thank
you.
Alex
Alfonso,
1100,
block
of
Hawthorne
Lane,
yes
I'm
here
to
talk
about
disc
golf
at
the
valley
golf
course,
and
last
time
I
was
here.
Meeting
I
spoke
about.
You
know
millions
of
dollars
that
have
been
lost
taxpayer
money
at
the
Golf
Course.
You
know,
since
the
mid
90s
tonight
I
want
to
talk
about.
E
You
know
the
economic
impact
that
disc
golf
pay-to-play,
disc
golf
course
at
the
valley
could
have
so
and
I'll
talk
about
the
nature
of
those
losses
a
little
bit
more
later,
but
the
disc
golf,
the
compound
annual
growth
rate
for
disc
golf
through
2028,
is
over
17
all
right
and
if
you
bring
like
a
major
this
golf
tournament
like
they
do
in
Peoria
Illinois,
they
have
the
leadstone
insurance
open,
I'm
100
positive
that
that
if
we
bought
a
pay-to-play
course
to
the
valley,
we
could
get
a
an
event
like
this
year
to
year
and
we're
going
to
see
something
like
this
at
Cedar
Rock
Park
next
year,
when
the
U.S
women's
Disc,
Golf
Championship,
is
hosted
there.
E
But
that's
going
to
be
a
one-time
event.
If
we
had
a
pay-to-play
course
at
the
valley.
This
could
be
a
yearly
event
that
generates
two
to
three
million
dollars
in
Revenue
tax
revenue
for
the
city
and
that
those
numbers
don't
come
from
a
disc
golf
course.
E
That's
from
the
visitors
bureau
over
in
Peoria
Illinois
that
hosts
the
ledgestone
open
every
year
and
that's
nothing
to
sneeze
at
that's
a
lot
of
money
and
that's
the
kind
of
thing
that
that
you
guys
in
here
talk
about
all
the
time
that
bring
an
event
like
that
to
the
city.
E
Also,
the
a
permanent
pay-to-play
course
it
for
the
local
disc
golfers.
They
want
to
play
the
courses
that
the
pros
play
at
you
know
what
I
mean:
yeah
I'm
sure,
that's
the
same
with
the
skinny
stick
and
tiny
little
ball,
golfers
and
and
I'm
saying
that
you
know
I
I
think
it
first.
Let
me
apologize
to
the
redundancy
tiny
little
ball
just
sounded
good
in
my
head
and
also
the
I
think
it
helps
put
the
the
descriptors
help.
E
Put
the
conversation
in
the
proper
perspective
here,
because
the
the
disc
golf,
the
the
permanent
course
there
for
the
local
disc
golfers,
could
generate
thirty
thousand
dollars
a
month.
That's
how
much
one
course
does
in
Jacksonville
Florida
and
their
business
is
70
out
of
state.
They
have
a
a
hybrid
course,
one
that
caters
to
disc
golfers
and
skinny
little
and
skinny
stick
and
tiny
little
ball
golfers
and
it's
thirty
thousand
dollars
a
month
again.
E
This
is
this
could
benefit
the
value
which
loses
on
average
200
000
a
year
now
the
nature
of
those
losses.
This
is
something
I
heard
from
the
mayor
last
meeting,
Parks
and
Rec,
even
from
our
local
reporter,
they
said
you
know,
losses
at
the
valley
are
expected
because
it's
a
public
park.
It's
like
the
soccer
fields.
The
softball
fields,
is
the
examples
that
were
given
to
me,
but
that's
not
the
case
right
of
the
soccer
fields,
the
soccer
fields.
You
can
also
play
lacrosse
there.
E
You
know
I
know
they
they
host
a
lacrosse
organization.
You
can
fly
your
kite
out
there.
You
can
walk
your
dog,
hopefully
you're,
picking
up
after
it.
You
know
you
can
do
all
kinds
of
things.
It's
a
public
part,
a
public
feel
that
the
soccer
fields
softball
the
same
thing
right.
You
can
host
kickball
games
at
the
softball
field.
E
You
can
host
t-ball
games,
I
I,
think
you
could
stretch
it
to
baseball
if
you
wanted,
or
vice
versa,
any
game
ball
game
that
it
can
be
supported
by
that
structure
is,
is
right,
there
I
couldn't
imagine
if
the
Kickball
guys
came
on-
and
you
know
there
was
somebody
there
saying-
hey
sorry,
softball
right,
it
just
doesn't
make
sense,
especially
for
a
public
park
that
we're
all
paying
for
right,
everybody's
paying
for,
but
the
valley
is
excluding
two-thirds
of
the
Golf
Community
right,
disc,
golfers
and
foot
golfers,
and
only
caters
to
skinny,
stick
and
tiny
little
ballgos
and
I.
E
Think
that's
where
the
disparity
is
here,
because
if
we
did
bring
the
valley
to
parity
with
the
other
public
parks
in
the
system,
that
I
think
we
wouldn't
see
these
losses
anymore
right.
It
would
be
a
net
positive
for
everyone.
This
you
know,
Rising
type,
miss
all
boats,
I,
think
that
would
be
a
great
thing
and
now
the
other
thing
I
heard
is
that
if
you
brought
or
introduced
disc
golf
to
the
valley,
then
the
skinny
stick
and
tiny
little
ball.
E
Golfers
they're
not
going
to
want
to
play
golf
there
anymore,
all
right,
I,
I,
I,
don't
think
that's
the
case
in
200
Municipal
courses
around
the
country
where
they've
introduced
this
called
the
skinny
stick
and
tiny
little
ball.
Golfers
play
right
alongside
the
disc
golfers.
It
all
works
out.
It's
mutually
beneficial
one
supports
the
other
and
vice
versa,
and
every
deference
is
giving
to
the
tiny
stick.
Skinny
stick
and
tiny
little
ball
of
ball.
First.
B
E
They're,
given
the
right
of
way
when
you
know
to
play
through
their
the
disc
golf
times,
are
restricted
on
every
course
to
only
certain
days
or
certain
hours.
The
least
busiest
times
for
skinny
stick
and
tiny
little
ball
golf
and
we
also
play
in
different
weather
differently
stay
off
of
the
Marines.
No
further
maintenance
costs
would
be
added.
The
initial
investment
is
less
than
twenty
thousand
dollars.
E
I
can't
for
the
life
of
me
understand
why
we
wouldn't
bring
this
here
to
Burlington
and
and
I'd
like
to
know
why
we
haven't
already.
We
introduced
this
plan
a
couple
years
ago.
It
was
called
premature,
then
I
think
it's
right
right
now.
It
would
be
a
great
addition.
It
would.
It
would
really
bring
some
enthusium
and
excitement
and
showcase
our
property,
that
we
have
there
that
we're
right
now
losing
a
lot
of
money.
C
C
Baby
I
do
have
a
couple.
One
is
I.
Do
want
to
remind
everybody
that
our
E-Waste
date
was
moved
from
I
guess
because
of
hurricane
Ian.
It
was
moved
to
Saturday,
October
22nd,
so
that's
at
234,
East,
Summit
Avenue.
That's
our
Public
Works
parking
lot,
I
believe
so
for
everyone
that
has
E-Waste
just
as
a
reminder:
Home
Electrics,
Electronics,
personal
computers,
personal
electronics,
other
electronics
are
accepted,
not
accepted
batteries,
white
goods,
air
conditions,
anything
non-electric
electronic,
so
that
is
moved
to
October
22nd
I
would.
B
C
To
say
also
that
I
did
get
an
opportunity
to
take
a
sneak
peek
at
the
carousel,
so
that
was
pretty
exciting
and
I.
Think
everyone's
going
to
be
extremely
pleased
with
that
I
did
learn
after
paying
attention
to
the
Carousel
we've
been
spelling
it
wrong.
Morgan,
it's
got
two
orders.
C
D
D
C
So
we
should
see
a
lot
of
activity
out
there
at
that
point
in
time.
So
that's
all
I
have
if
anyone
else
have
anything.
If
not
we'll
entertain
a
motion
to
adjourn
so
boo.
We.
