A
B
Good
evening,
everyone
I'd
like
to
welcome
everybody
to
tonight's
May,
2nd
2023
city
council.
Meeting
I
would
like
to
ask
that
everyone,
please
silence
all
electronic
devices
at
this
time.
We'll
have
our
invocation.
Please
pray
with
me
Lord,
as
we
gathered
this
evening,
we're
so
very
thankful
for
our
many
blessings
for
the
blessings
of
Springtime
and
it's
full
Beauty
we're
so
thankful
for
the
longer
days,
the
warmer
days
and
the
beginning
of
new
growth
and
new
opportunities
to
spend
time
with
our
family
and
friends.
B
We
ask
for
your
knowledge
and
wisdom,
as
we
conduct
tonight's
business,
that
we
can
work
together
and
continue
to
improve
our
community
in
the
quality
of
life
that
we
so
dearly
enjoy
because
we're
in
the
midst
of
budget
time.
There
are
many
challenges,
but
where
there
are
challenges
there
are
also
lies
opportunities
Lord
help
us
find
the
opportunities
amongst
those
many
challenges
that
we
may
face
and
find
solutions
to
the
problems
that
we
encounter.
B
B
Thank
you.
At
this
time
we
have
a
special
group
with
us
we're
going
to
have
a
proclamation
for
citygate
Dream,
Center
soccer
team
championship,
we're
going
to
recognize
citygate,
Dream,
Center
sports
director
Armando
Camacho,
as
well
as
his
fellow
staff
and
team.
So
if
you
guys
want
to
meet
me
up
front,
we'll
read
the
proclamation
down
front.
B
2023.,
whereas
the
Dream
Center
is
a
hub
of
activity
for
our
community
and
creates
sense
of
belonging
within
our
community
that
inspires,
develops
trains
and
advocates
for
children,
students
and
families
in
Alamance
County
and
whereas
the
Dream
Center
crafted

showed
up

of
making
the
team
and

Very
talented
individuals
made
the
cut,
creating
two
separate
teams
of
10.
B
B
Therefore,
I'm
mayor
Jim,
Butler
of
the
Burlington
City
Council,
do
demon
and
honor
and
a
pleasure
to
extend
this
proclamation
in

to
these
young
men
who
have
sacrificed
trained
and
dedicated
themselves
to
their
sport,
their
academics,
their
family,
their

This
second
phase
of

Please
join
me
in
giving
them
around.

Congratulations:
that's
that's
a
wonderful
awesome
and
wish
you
the
best

is
the

any

about
the
following
items.

North

General
statute.
58-84-30
item
C
to
approve
budget
amendment
2023-35
for
critical
maintenance
and
capital
purchases
in
various
departments.
B
B
C
These
chemicals
cause
major
disruptions
throughout
every
system.
In
our
body,
the
vascular
immune,
endocrine
Digestive
and
reproductive,
we
are
learning
more
and
more
each
day,
as
research
has
continued
to
be
published.
On
these
chemicals
and
their
effects,
sadly,
Pittsboro
water
users
check
every
box
on
a
pfas
exposure
checklist,
as
well
as
showing
comorbidities,
which
research
also
here
locally
in
North
Carolina,
has
shown
and
proven
that
pfas
exposure
long-term
will
often
give
you
more
than
one
disorder
and
that
was
proven
throughout
the
entire
Cape
Fear
River
basin.
C
The
Gen
X
exposure
study
by
NC
State's
Jane
hoppin,
published
data
last
year,
showing
Pittsboro
ranks
the
highest
in
pfas
exposure
based
on
blood
serum
values.
We
are
four
times
higher
than
the
national
average.
We
have
adults
with
blood
values
so
far
off
the
charts
and
to
top
that
off
we
have
children
with
blood
values
higher
than
the
national
adult
average,
including
my
own
children.
C
C
C
That
pfna
is
in
my
children
and
it
comes
from
Burlington
because
of
how
my
how
high
my
family's
bullied
values
are.
The
National
Academy
of
Science
engineering
and
medicine
now
recommends
that
I
work
hard
to
reduce
their
exposure
daily
to
speak
to
their
doctor
and
monitor
their
cholesterol,
hypertension,
pregnancy
disorders,
breast
cancer
thyroid
disease,
kidney
testicular
cancer
and
ulcerative
colitis.
C
C
They
are
the
largest
source
of
pfas
in
the
city's
wastewater
treatment
plant
and
have
yet
to
show
decrease
in
their
levels
of
pfas.
According
to
current
published
research.
Impacted
States,
like
ours
are
not
only
battling
this
in
their
drinking
Waters
from
poorly
managed
discharge
permits,
but
they
show
it
in
the
food
chain
in
the
air
in
the
Rain,
the
soil,
in
locally
grown
plants,
because
it
moves
straight
through
the
root
into
the
actual
plant
and
it's
in
local
animals.
C
We
hunt
these
chemicals,
don't
leave,
they
build
up
and
we
are
just
waiting
for
fish
and
hunting
advisories.
That
will
certainly
come
for
Jordan
Lake
I
applaud
you
for
identifying
and
naming
the
three
main
industries
industry
abusers
like
unichem,
shamat
and
elevate,
and
while
they
both
are
moving
shamat
and
unichem
are
moving
forward
with
changes.
I
haven't
heard
anything
about
elevate
who's,
the
largest
contributor,
the
pfas
levels
coming
out
of
elevate.
Textiles
are
dangerously
a
high
and
have
been
for
a
long
time.
C
D
Sure
Dr
Jessica
Merricks
126
Evergreen
Drive
in
Pittsboro
good
evening.
My
name
is
Dr
Jessica
Merricks
I
am
an
assistant
professor
of
biology
at
Elon,
University
and
co-founder
of
clean
Hot
River
I'm
here
again
to
represent
My
Town
Pittsboro
North
Carolina,
a
community
exposed
to
Dangerously
high
levels
of
pfas
through
our
drinking
water.
As
you
are
aware,
extremely
high
levels
of
pfas
have
been
discharged
from
Burlington's
wastewater
treatment
plants
for
decades,
polluting
the
hall
river,
which
My
Town
draws
its
drinking
water
from.
D
In
fact,
98
of
the
pfas
being
detected
in
the
hall
river
is
coming
from
right
here
in
Burlington.
According
to
the
environmental
working
group
report,
in
2019,
Burlington
was
found
to
have
51
parts
per
trillion
of
pfas,
which
is
very
high
and
over
the
epa's
carry
guidelines.
If
you
drive
just
down
the
road
to
Graham,
the
levels
are
19
parts
per
trillion
head
down
a
little
further
on
Highway
87
and
you'll
hit
Pittsburgh,
which
has
a
whopping
845
parts
per
trillion,
and
that
was
in
2019..
D
But
this
is
not
new
information.
The
council
is
well
aware
that
its
poorly
treated
Wastewater
makes
its
way
to
the
hall
River
and
into
my
drinking
water
in
2020.
The
city
entered
into
an
agreement
with
the
Haw
River
assembly
to
Monitor
and
report
on
pfas,
and
also
one
for
dioxane
contamination
in
the
Hop.
I
am
grateful
for
the
work
that's
been
done
so
far
towards
that
special
order
of
consent,
but
until
all
polluters
have
done
the
responsible
thing
to
get
these
chemicals
out
of
the
river.
D
This
must
be
a
top
priority
of
the
council,
so
I'm
back
again,
I'm
here
to
put
a
face
to
those
data
points
I'm
here
to
serve
as
a
reminder
about
the
real
families
who
are
waiting
for
someone
to
prioritize
them
over
industry
profits.
We
know
that
some
Industries
have
moved
on
and
are
making
forward
progress
and
we're
grateful
for
that.
But
until
every
industry
does
the
right
thing,
it
is
your
responsibility
to
put
pressure
on
them.
D
What
are
you
doing
to
pressure
the
ones
that
are
still
dragging
their
feet?
According
to
elevate
textile
sustainability
report?
They
have
the
technology
to
produce
pfast
free
products,
yet
they
continue
to
produce
pfas
waste
products
and
that
is
still
getting
into
the
Hall
River
I
need
you
to
pressure
Elevate
textiles
to
comply
now,
not
later
their
waste
products
do
not
belong
in
my
body
or
in
my
sons.
While
this
may
be
a
simple
item
on
your
agenda,
these
are
more
than
just.
This
is
more
than
just
regular
order
of
business.
For
me
and
my
community.
D
If
this
is
an
emergency,
our
children
are
not
guinea
pigs.
They
are
worth
more
than
profit
margins.
All
we
ask
is
that
you
think
of
them
before
you
push
this
item
to
the
next
meeting
on
your
agenda.
We
expect
you
to
do
everything
in
your
power
to
be
part
of
the
solution.
So
what
are
your
plans?
I
sincerely
hope
that
it's
not
wait
and
see
and
wait
for
Elevate
to
make
the
next
move.
D
B
E
E
First
I'd
like
to
give
some
context:
This
Time,
by
telling
you
about
my
grandfather,
the
only
grandfather
I've
ever
known.
He
was
to
me
anyway,
a
towering
figure
with
a
beautiful
voice
who
loved
to
sing
and
he
made
The
Best,
Coleslaw
and
potato
salad.
Anyone
has
ever
tasted
the
week
before
my
wedding.
My
grandfather
collapsed
and
was
taken
to
the
hospital.
He
was
diagnosed
with
stage
four
prostate
cancer
and
we
weren't
sure
he
would
last
the
week
my
grandparents
didn't
make
it
to
the
ceremony.
E
So
my
husband
and
I
renewed
our
vows
almost
immediately
at
my
grandfather's
bedside
in
the
hospital
on
the
way
to
our
honeymoon
after
I
had
to
pull
the
car
over
trying
too
hard
to
drive.
My
grandfather
survived
that
initial
diagnosis
and
over
the
following
three
years
we
watched
as
he
deteriorated,
mentally
and
physically
in
so
much
pain.
He
could
barely
move.
E
My
grandfather
lived
not
in
Burlington,
but
in
another
area
of
this
beautiful
country,
where
the
drinking
water
is
contaminated
with
pfas
chemicals.
Pfas
exposure
is
linked
to
prostate
cancer,
as
well
as
kidney
cancer,
testicular
cancer,
high
cholesterol,
preeclampsia
and
so
many
other
adverse
Health
outcomes.
E
Maybe
one
of
you
suffers
from
these
diseases
or
your
family
has
its
own
story,
because
Health
outcomes
are
complex
and
linked
to
both
genetics
and
environmental
exposure.
We
rarely
think
about
the
cause
until
if
we
or
a
family
member
get
sick,
and
then
we
ask
why
Decades
of
evidence
clearly
shows
that
pfas
known
as
forever
chemicals,
because
they
do
not
break
down
ever
and
the
environment
are
not
safe.
E
E
Then
they
read
directly
from
the
epa's
website
that,
following
the
Safe
Drinking
Water
Act,
the
EPA
must
periodically
publish
a
list
of
contaminants
and
then
decide
whether
to
regulate
at
least
five
or
more
on
the
list.
Currently,
the
EPA
has
drinking
water
regulations
for
more
than
90
contaminants,
which
may
sound
like
a
lot
but
compare
those
numbers
to
the
numbers
of
new
chemicals
being
introduced
each
year
by
industry.
E
E
E
F
G
F
G
Class
we
discussed
these
negative
effects,
which
include
an
increase
in
birth
defects,
alteration
and
cholesterol,
levels,
a
rise
in
tumors
and
cancer
in
the
body
and
harm
to
the
reproductive
Health.
This
is
extremely
detrimental
detrimental
to
the
human
body
and
is
causing
a
growing
number
of
deaths
in
Pittsburgh's
communities,
as
well
as
here
in
Burlington,.
F
F
Many
students
at
Elon
do
not
realize
that
the
tap
water
they
rely
on
is
contaminated.
Every
time,
I
make
a
cup
of
coffee
using
the
water
for
my
sink
I
filter
it
through
my
Brita.
This
isn't
filtering
out
the
chemicals
that
matter
every
single
day,
we're
consuming
forever
chemicals
that
increase
our
risk
of
developing
chronic
diseases.
G
F
Currently,
Burlington
North
Carolina
controls
the
permits
that
allow
The
Dumping
of
pfas
and
other
chemicals
into
the
river
pfas
moves
from
elevated
textiles
to
the
Water
waste
treatment
plants
which
lack
proper
technology
to
remove
these
contaminants
from
there.
It's
then
discharged
into
the
river
and
even
used
in
the
biosolids
as
soil
conditioner
on
farmlands,
which
also
run
off
into
the
Hall
River.
G
This
is
now
our
community
and
at
the
community
we
need
to
come
together,
for
this
cause
a
cause
that
is
fixable,
but
we
need
your
help.
Pittsboro
and
Burlington's
drinking
water
will
be
out
of
compliance
with
the
Environmental
Protection
Agency
guidelines.
Due
to
these
activities,
pfas
levels
are
exceed
the
national
average
and
are
dangerous
above
the
new
EPA
guidelines.
F
The
Gen
X
exposure
study
conducted
by
Jane
hoppen
of
NC
State,
concluded
that
levels
of
pfas
are
four
times
higher
in
Pittsboro
residents
compared
to
the
general
population
in
the
United
States
children
who
grew
up
drinking.
This
water
are
more
vulnerable
to
the
effects
of
these
toxic
food.
If
you
or
your
family
are
drinking
the
water,
you
should
be
monitoring
yourselves
for
thyroid
problems.
High
cholesterol
levels
include
increased
blood
pressure
and
reduced
immune
responses
to
vaccines.
G
So
we
asked
the
boy
that
what
will
you
do
to
help
stop
Burlington's
keepass
contamination
Wastewater
being
sent
Downstream
to
Pittsboro?
What
will
you
do
to
help
solve
the
problem
of
pfas
in
Burlington
and
what
we
would
do
to
ensure
that
your
citizens,
our
communities,
May,
no
longer
be
affected
by
this
detrimental
outbreak?.
B
F
F
B
A
B
B
And
just
it's
a
complicated
pfos
in
general
is
a
complicated
issue.
It's
one
that
we've
become
Layman's
experts
on
over
the
years,
contrary
to
maybe
what
someone
may
think
that's
sitting
in
their
audience
or
participating
during
public
comments,
we're
very
sympathetic
to
all
municipalities
that
are
Downstream.
We've
worked
on
numerous
projects
as
long
as
I've
been
elected
for
over
16
years,
going
back
to
Jordan
Lake
and
some
of
the
things
that
comes
down
but
pfas
is
a
complicated
issue.
Food
packaging.
B
If
you
have
food
packaging,
you're
exposed
to
pfas
at
a
very
high
level,
significantly
high
level
dust
carpeting
pfest
is
all
around
this
mascara
lipstick
pfas
is
a
very,
very
well
exposed
chemical
for
all
of
us,
and
we've
learned
this
and
through
some
of
the
efforts
of
Bob
Patterson
and
our
consultants
and
our
City
attorney
David
Huffman
working
with
our
major
employers
that
do
have
some
discharge
into
the
system,
working
with
them
to
reduce
that
and
by
Pittsburgh's
own
eagerness
to
create
a
barrier
system.
B
Our
records
indicate
that
their
parts
per
tree
and
they're
under
two
parts
per
trillion
and
the
federal
guidelines
are
suggesting
Fuller.
So
apart
per
tree
and
is
a
grain
of
sand
in
an
Olympic
swimming
pool,
so
we're
very
at
the
at
the
very
Forefront
of
this.
The
City
of
Burlington
is
we're
often
called
upon
to
provide
feedback
to
others
as
to
what
we've
done
to
really
enhance
our
own
system
and
to
attempt
to
work
with
others
and
I
think
it
should
be
the
model
and
it
will
continue
to
be
the
model.
B
So
your
comments
are
greatly
appreciated.
We're
very
empathetic,
but
we
have
done
a
fair
amount
and
the
data
shows
that
the
reductions
in
finished
water
quality
in
Pittsburgh
are
very
acceptable
levels.
So
we'll
continue
to
work
on
that
and
I
think
David
and
everyone
and
I
think
Council
would
agree
that
we're
not
done
we're
we're
going
to
continue
to
move
forward
and
work
on
this
issue,
but
it's
not
just
the
City
of
Burlington
and
it's
not
just
the
water
discharge
into
the
Hall
River
read
up
on
p5s
there's
plenty
of
data.
It's
out
there.
B
It's
public
information
it'll
show
you
the
parts
per
trillion
that
you
can
come
in
contact
with
in
Virtual
everything
in
your
house.
It
all
matters.
So
let's
have
an
all-encompassing
approach
to
this
problem
and
I'll
assure
you
that
Burlington
is
certainly
going
to
do
its
part
to
continue
to
to
do
what
we
can
to
support
our
sister
communities.
B
A
Sir,
it's
Saturday
and
Sunday
this
weekend.
I've
got
a
lot
of
good
things.
That'll
happen.
Certainly,
I
carry
ourselves
a
future
brand
new
renovated,
Carousel
and
beautiful
new
buildings.
A
Clock
let's
go.
We've
got
a
lot
of
other
things
going
on
too
entertainment,
Saturday
night,
some
major
entertainment,
a
performers
coming
in
from
out
of
state,
and
we
have
a
lot
of
children's
activities
during
both
days.
So
everybody
will
come
out
and
enjoy
themselves
Tony.
B
B
So
I
know
we
had
a
lot
of
publicity
for
the
carousel
Festival,
so
hopefully
it's
going
to
be
a
well-attended
event
and
certainly
I
know
the
public
is
very
excited
about
it.
So
we
hope
that
all
goes
well.
I
would
also
like
to
congratulate
our
chief
and
police
department.
B
I've
received
some
comments
talking
to
Mr
Honeycutt
today
that
we
are
only
nine
officers
short
of
being
fully
staffed,
and
you
know
within
the
next
60
days
we
could
potentially
be
fully
staffed
and
I
would
dare
say
that
we
would
be
one
of
only
one
of
the
only
municipalities,
one
of
the
few,
that
would
be
holy
staff.
So
that's
been
an
ongoing
effort
that
we've
worked
very
diligent
at
so
congratulations
and
let's
get
that
thing
filled
up.
B
Let
me
also
mention
the
fire
department
is
fully
staffed,
so
in
terms
of
Public
Safety,
which
we
cannot,
everyone
is
estimate,
we're
very
fortunate.
I've
heard
the
most
communities
I
see
in
North
Carolina.
Does
that
mean
that
everybody
would
prefer
to
work
for
Chief
Fire
Department
than
the
chief
of
police?
Is
that
what
you're
saying
well
he's
back
there
smiling?
So
you
may
want
to
ask
him.
