Description
Historic Preservation Commission Meeting - December 13, 2022
B
Business
is
to
wear
in
terms
okay,
if
Christina,
Wendy
and
Michael
will
please
stand
if
you're
swearing,
your
apartment,
you
can
raise
your
right
hand
and
then
place
your
left
hand
just
beside
you
and
then
you'll,
just
repeat
after
me,
so
I
State,
your
first
and
last
name
Michael.
B
B
C
A
B
G
Think,
just
according
to
the
folks
who
were
presents,
and
also
just
as
a
reminder
if
you
were
absent
from
the
meeting,
just
abstain
from
approving
the
meds
and
that
would
be
Wendy,
Michael
and
Christina.
G
We
didn't
do
a
roll
song
at
the
beginning.
You
can
do
that
yep.
So
chair,
Pennington,
here
Vice,
chair
peeler,
here,
commission
member
Benson,
is
absence
and
has
requested
an
excused
absence
so
we'll
have
to
hook
up
there.
G
A
So
Miss
Benson
a
message
yesterday:
she'd
Fallen
ill-shaped
plans
on
being
at
the
meeting
and
she
requests
an
excuse
and
I
have
an
emotionally
approve
for
request,
for
instance,
absence
Christina,
a
second
all
in
favor
all
right,
all
right,
we'll
move
to
our
applications
for
certifications
of
appropriateness.
Our
first
item
is
a
request
by
Mr
Stanley
haycott,
on
behalf.
F
A
Steel
doors
with
glass
top
panels
and
a
little
one,
walk-in
door
with
glass
panels
in
the
garage
at
518,
fountain
place.
Property
is
located
in
the
medium
density,
residential
and
in
the
local
historic
overlay
districts.
G
I
will
first
swear
that
the
information
I
provide
the
liability
and
I
would
just
present
briefly
the
items,
and
then
we
can
call
me
the
applicant
as
well.
D
G
Number
one
was
a
request
by
Miss
Carol
Lehman
to
remove
the
awnings
Ms
Lehman
emailed
me
today.
The
reason
why
this
was
on
your
agenda
was
it
wasn't
clear
whether
they
were
original,
awnings
or
not,
and
so
we
had
placed
the
item
on
the
agenda
just
for
being
precautionary
and
Ms
Lehman
was
has
been,
will
be
in
contact
with
the
son
of
the
car
owner
and
deals
that
she
might
have
additional
information
to
supply.
So,
ultimately,
her
case
may
be
withdrawn
if
it's
determined
that
her
awnings
are
not
original.
F
G
And
to
February
considering
what
we're
going
to
talk
about
January
later,
but
if
you
can
continue
the
item
to
January
in
February
this
way
we
don't
have
to
renew
and
in
the
event
that
it's
found
that
they
are
not
original,
then
we'll
just
I'll.
Send
you
an
email
requesting
that
it's
what
you're
off!
So
do
you
need
to
act
on
that
yeah?
Let's
just
do
that
first
and
get
that
off
of
your
employee.
A
G
G
Handcuff,
on
behalf
of
the
Warrens
to
install
two
nine
foot,
steel
doors
with
glass
panel
tops
and
One
locking
door
with
glass
panels
at
the
inner
garage
at
518
fountain
place.
The
staff
report
includes
the
findings
of
facts
associated
with
the
application
and
the
supporting
application
and
pictures.
G
We
did
just
before
the
meeting
that
chairman
and
I
reviewed
the
National
Registry
list,
and
it
did
not
mention
anything
pertaining
to
the
outbuilding.
So
my
feeling
this
is
not
original
structure
and
I
just
wanted
to
mention
that
as
part
of
this,
because
it
wasn't
in
the
sash
sport,
so
Mr
Hatha
is
present
as
well.
Mr
Warren,
so
I
will
ask
that.
Can
you
affirm
that
the
information
is
the
truth
of
the
best
of
your
ability?
G
G
Why
don't
you
the
board?
The
commission
has
my
packet
and
my
information.
Would
you
like
to
supplement
that
at
all
mainly
I
guess
if
there's
any
questions,
that's
the
existing
bill.
That's
that's
the
existing
garage
right
there,
the
way
you
know
the
way
it
is
now.
H
And
then
what
that
drawing
is
I
just
kind
of
I
did
that
drawing
just
to
show
you
the
kind
of
like
the
size
and
the
height
of
what
things
would
look
like
and
then
the
next
thing.
Well,
that
picture
is
of
a
door.
That's
going
down
the
steps
into
his
basement
right
now
into
his
mechanical
room,
and
we
were
going
to
take
that
door
and
use
it
on
the
garage
and
then
put
a
steel,
a
solid
panel
door.
There
they
don't
they
just
they
didn't
want
glass
going
down
into
that
Cellar.
H
So
we
were
just
going
to
switch
that
one
and
put
it
in
the
garage
and
then
and
then
do
those
kind
of
doors
right.
That's
the
look
that
we're
going
for
right
there
for
the
two
doors
and
that's
kind
of
Ray's
wife.
That's
what
she
sort
of
that's
the
picture.
She
came
up
with
what
she
kind
of
wanted
to
look
like
right
there
and
then
that
previous
picture
that
that
picture
right
there,
like
came
out
of
a
say,
a
magazine
that
picture
right.
H
G
It's
close
to
what
they
could
get
to
those
right
there,
and
can
you
just
describe
like
the
materials
of
the
door?
Well,
what
we're
talking
about.
H
Is
metal
a
metal
door
and
the
transom
well
I'm,
not
transom,
but
the
lights,
but
the
you
know
it's
three,
it's
three
separate
panels
and
the
lighting
is
the
you
know
the
third
panel
up.
So
that's
that's
pretty
much.
H
This
particular
look
right
here.
It's
not
that
I'm,
aware
of
we
did
some
for
Brian,
that's
similar,
but
it's
not
exactly
like
that,
but
it's
really
it's
real
similar
to
to
those
doors
same.
E
Materials
solid
panel
doors
or
they
they
also
had
light
features
as
well
like
yeah,
okay,
don't
y'all.
H
Have
light
right,
don't
y'all
have
a
light
in
the
top
panel
yeah
yeah
they're
they're
light
they're
light
design.
I,
don't
think
was
quite
like
that
one
right
there
I
think
it
was
more
straight
yeah.
Just
it
was
just
straight
instead
of
having
the
arch
look
and
if
you
go
back,
get
back
to
that
door.
D
H
H
If
you
and
one
other
feature
I,
don't
know
if
there'd
be
any
questions
on
this,
if
you
go
back
to
the
John,
that
I
actually
did
all
right,
so
the
walk-in
door,
that
was
that
panel
above
the
door
I
just
did
it,
because
that
door
is
actually
shorter
than
the
garage
doors.
And
so
we
thought
just
to
try
to
even
out
that
line
at
that's
just
basically
a
flat
panel
that
we
would
actually
build
above
above
the
door
to
just
make
it
to
make
it
straight
all
the
way
across.
H
H
I
I
D
E
E
H
D
H
H
C
More
questions
is
that
a
transom
light
above
the
door,
the
Locking
door.
No,
it's
just
wait
away.
It
says,
like
you,
wanted
it's
in
my
class
I'm
nine
line
class
I
come.
H
D
Wood
Wood
flatten
out
now
did
you
ever
consider
putting
the
doors
to
me,
the
Symmetry
is,
is
odd.
Did
you
ever
consider
putting
the
door
on.
H
The
side,
the
walk
in
and
out
door
and
then
having
well
yeah,
already
asked
the
same
thing.
The
only
problem
is
the
garage,
if
you
ever,
if
you
it's
kind
of
it's
kind
of
hard
to
see,
but
if
you
see
right
to
the
right,
the
Landscaping
comes
all
the
way
up
and
it's
it's
a
lot
higher.
The
Landscaping
is
a
lot
higher
at
that
point
right
there
and
it's
and
it
makes
them
a
real
Awkward
on
the
left
side.
Yeah
yeah.
Could
there.
H
Yeah
those
doors,
they're
they're,
actually
made
just
straight
lights,
and
then
they
just
put
those
inserts
in.
C
1923,
okay,
so
I
was
just
like
you
know,
kind
of
keeping
with
the
style
of
the
house,
which
I
don't
know
the
style
of
the
house,
but
keeping
it
kind
of
that
carriage
house.
Look
to
me
the
lights,
just
in
the
plastic
mullions,
is
that
what
they're
called
that's
a
good
term
for
it,
yeah,
okay,
yeah
and
then
the
door
to
me
the
door
bothers
me.
The.
C
Just
to
me,
it's
just
maybe
something
that's
more
solid,
looking
I.
C
I
H
C
C
F
C
C
I
A
Is
what
she
enjoys
and
what
she
likes
this
the
out
building
doesn't
appear
on
the
national
register
list
from
when
store
District
was
created.
H
So
it
looks
like
the
building:
wasn't
there
that
do
you
have
any
hints?
Can
you
tell
like
wiring
or
anything
when
the?
When
was
the
garage
built,
the
garage
built,
yeah
I,
don't
know,
there's
a
you
can't
see
it
in
the
picture,
but
there's
actually
a
quarter's
house
behind
it.
Like
a
service
quarters,
you
might
say
behind
it
brick,
it's
a
it's
a
brillionaire.
H
You
can't
see
it
from
the
road,
but
it's
right
directly
behind
it
and
I
felt
like
that
was
pretty
cool,
yeah.
Definitely
original
I
don't
know
if
they
have
that
on
the
records
or
not,
but
this
was
added.
This
was
added
in
front
in
front
of
it
at
some
point
yeah,
my
guess
would
be
probably
40s
just
looking
at
it
and
how
it's
built
and
everything
my
guess
would
be
in
the
40s.
E
G
G
I
Would
match
door
going
straight
across
on
the
top
of
that?
Just
like
the
picture
of
this
blow,
my
wife
saw
that
and
I
forgot
in
some
garage
door
design,
and
she
said
that's
what
I
like
and
she's
like.
Well,
the
exception:
the
bee
boarding
it's
going
up
and
down
like
a
carriage
door
with
wood,
so
it's
a
little
different,
but
pretty
close
to
that.
That's
she
just
liked
that
design
foreign.
C
G
G
B
I
F
I
G
G
H
Think
there'll
be
two
they'll
be
that
we
can
handle
separate.
You
know
yeah
carriage,
okay,
so
Cherry,
chair,
yeah,
I
may
I,
don't
know
if
this
has
any
effect
I
made.
What
I
might
do
is
go
back
to
the
garage
door
guy
and
make.
D
F
H
D
Okay:
okay,
Vice
chair
peeler,
hi.
G
G
H
E
G
To
install
siding
and
new
windows
I'm
not
sure
that
they're
here,
so,
let's
just
let's
just
check
the
call
and
upstairs
and
I
will
see
if
I
can
contact
them.
F
G
I
also
did
amend
the
staff
report
this
afternoon,
and
so
this
structure
was
built
in
the
80s,
so
this
is
it's
intrusive,
as
defined
definition,
yeah.
G
G
G
Wouldn't
I
definitely
wouldn't
do
that
I
think
it's
a
fair
burden
of
proof.
What
they're
requesting,
regardless
of
anything
else
and
so
I,
would
I
would
also
just
suggest
that
we
continue
their
applications
if
they're
not
able
to
requested.
D
A
G
G
Yeah
just
go
play
we
do
over
it,
but
included
in
the
packet.
Is
the
calendar
days
for
for
2023.
and
you've
also
got
the
completeness
base
in
there
as
well.
Okay.
G
So
that's
we
typically
ask
for
you
to
adopt
the
calendar
dates.
So
if
you
don't
mind
just
doing
that
for
my
question.
A
Okay,
I
think
this
comes
from
staff.
It
doesn't
require
that.
G
G
G
So
so
that's
going
to
be
coming
out.
If
anybody
wants
extra
postcards,
this
could
be
the
educational
opportunity.
If
you
guys
want
to
do
some,
we
will
have
them
available
here
in
the
planning
department,
CLG
training,
just
an
ongoing
reminder
to
keep
up
with
the
CLP
training.
And
if
you
attend
any
training
sessions,
let
us
know
so.
I
can
keep
a
record
of
that.
G
Okay,
then,
the
second
to
last
night
and
I'll
just
update
you
on
the
our
picketmail
site,
but
first
so
we
just
the
city.
Just
amended
city
council
considered
amendments
to
the
fee
schedule
across
the
board,
so
that
included
the
planning
department
too.
G
We
did
that
did
recommend
the
city
council
that
there
be
a
fee
for
major
coas.
Historically,
there
has
been
no
charge
for
major
or
minor
coas,
and
and
and
with
the
new
standards
in
place.
We
wanted
to
give
Property
Owners
from
applicants
the
we
want
to
encourage
people
to
do
things
on
their
properties.
G
We
want
to
encourage
upgrades
and
enhancements,
and
so
there's
no
there's
been
a
continuation
of
no
fees
for
minor
coas,
but
staff
did
make
a
recommendation
regarding
major
coas
and
the
reason
being
is,
as
you
recall,
with
the
standards
we've
made
a
lot
of
swaps
from
major
to
minor
and
minor
to
general
maintenance.
So
the
hope
is
that
we
will
be
working
with
applicants
more
on
on
minor
applications,
but
with
the
major
ones
we
do
have
to
notice.
G
We
do
have
to
prepare
the
staff
reports,
it's
very
similar
to
the
applications
that
go
in
front
of
the
Planning
and
Zoning
commission
and
the
city
council
for
rezoning
applications.
So
we've
got
to
do
a
lot
of
notification
and
and
publication
and
whatnot
so
so
that
is
the
reason
why
staff
made
the
recommendation
in
city
council
did
vote
in
favor
of
the
fee
schedule
in
general,
which
included
that
so
we're
going
to
and
the
understanding
what
city
council,
because
I
got
some
questions
about.
It
was
we'll
see
how
that
thing
goes.
G
C
Will
the
babies
look
like
it
will
be
a.
G
G
These
are
all
applications
that
again
go
through
a
rigorous
application
process
where
there's
a
lot
of
public
Outreach
notification,
but
time
and
effort
staff
reports,
notification
in
the
newspaper,
so
we've
added
these
to
capture
and
for
the
local
historic
district
Amendment.
G
You
know
we
had
a
consultant
that
had
to
prepare
their
report
to
as
part
of
that
item,
so
not
to
say
that
we're
recapturing
all
of
these
things,
but
we
are
now
and-
and
it's
we've
done
some
research
and
it's
it's.
It's
Unique
that
that
these
haven't
been
charged.
G
G
Faith,
that's
right,
but
like
a
one-time
fees
that
says
somebody
comes.
G
They
have
to
come
back
for
some
reason
already,
so
it's
not
it's
just
with
their
application
yeah.
So
like
the
issue
with
the
lights
here
in
the
garage,
absolutely
there's,
there's
a
one
charge
location
fee
just
like:
if
somebody's
applying
for
a
fence
permit
or
a
signed
permit
or
a
building
permit,
there's
fees
associated
with
with
all
of
those.
G
Okay
and
then
so,
the
last
item
is
just
Aurora
picket
Mill,
that
is
still
going
through
the
technical,
Review
Committee.
It's
probably
going
to
be
finalized
very
very
soon.
G
We
are
going
to
be
having
that
application,
because
it
is
a
rezoning
request
with
a
planned
development.
Although
there
isn't
much
change
to
the
building
except
for
the
interior
is
going
to
be
converted
from
a
you
know,
from
a
Industrial
manufacturing
site
to
Apartments,
there
isn't
going
to
be
any
change
to
the
to
the
structure
itself,
but
we
do
feel
that
it
should
come
in
front
of
the
historic
preservation
commission
just
for
a
review
and
then
it
would
go.
G
The
rezoning
would
follow
the
Planning
and
Zoning
commission
and
then
city
council
and
then
most
likely
come
back
and
continue
major
slip
away.
So
you
know
she's
kind
of
a
unique
one
because
they're
applying
to
our
plan
development
rezoning,
but
we
can
talk
more
about
that
at
another
time.
Yeah
so
I
know
there
is
a
member
of
the
public
here,
I,
don't
know
if
you
have
any
comments
here
just
here
to
oh.
G
We
were
recommending
it
I,
don't
know
if
you
heard
that
that
property
was
but
that
structure
was
built
in
the
80s
yeah.
So
it's
it's
not
original
to
the
district.
G
Didn't
move
forward,
we're
gonna,
try
reaching
them
one
more
time.
We'll
talk
about
January,
really
quick,
yeah
well
so
quickly.
Tomorrow,
night
is
a
holiday
party
for
boards
and
commissions
that,
hopefully,
those
who
are
available
are
able
to
attend
lead
down
here.
G
A
nice
opportunity
to
just
chit
chat
with
other
staff
members
and
other
boards
and
commissions
and
enjoy
some
food
and
catering
and
start
winding
down.
Hopefully,
and
then
there
was
some.
G
There
was
some
conversation
about
the
January
meeting
date
and
the
availability
of
commission
members,
so
we're
trying
to
kind
of
gauge
if
we
would
have
a
quorum
for
that.
So
I
guess
has
anybody
raise
your
hand
if
you
are
able
to
attempt.
G
Firing
and
how
do
we
meet
somebody
to
act
as
chair.
G
G
G
There's
been
a
lot
of
press
about,
and
obviously
you
guys
are
all
welcome
to
attend.
It's
on
the
22nd,
the.
G
Was
designated
Landmark
site
the
Carousel
and
it
was
in
the
old
building,
that's
kind
of
if
you
drive
by
the
Y
on
the
right
hand,
side
the
building
is
now
like
open
and
it
looks
like
just
a
pavilion.
G
That's
where
the
carousel
was
they've,
taken
the
gates
off
and
and
the
fencing
around
it
and
the
carousel
got
sent
to
I,
think
Ohio,
maybe
yep
to
be
refurbished,
and
it
is
now
been
returned
and
is
placed
in
a
brand
new,
beautiful
state
of
the
art
Carousel
Building,
which
the
building
itself
is
something
to
see.
G
But
but
Carousel
in
it
is
gorgeous,
and
that's
also
on
the
why
just
it's
attached
to
the
Y
building
they
expanded
to
what
building,
and
so
it's
it's
really
a
unique
Jam
for
the
city,
and
you
can
rent
that
space
for
parties
different
events
so
take
advantage,
if
you
think
of
that.
So,
but
you
know
we're
really
really
happy.
This
project
is
coming
yeah.
A
A
Yes,
yes,
yes,
can
we
have
a
motion
to
continue
item
number
three
I
think
it
was
Mr
and
Mrs
Wilson,
yes,
until
the
January
and
February.
So
all
in
favor.
