Description
Historic Preservation Commission Meeting - January 10, 2023
B
Chair
protemp,
I,
guess
Lion
King
here,
yes,
guys
here,
Mr
Hess
here
and
Mr
Williams
here,
Mr
Pennington
and
Mr
nms
Fielder
have
requested
as
as
Christina.
C
B
Right:
okay,
any.
A
A
B
And
everyone
present
here
has
the
opportunity
to
develop
on
the
minutes.
A
A
B
Number
one:
this
is
a
request
by
Miss
Carol
Lehman
to
remove
the
awnings
on
her
property,
which
is
located
at
419
fountain
place.
B
The
packet
includes
the
summary,
the
findings
or
facts
associated
with
this
item
and
the
COA
and
the
supporting
the
materials.
I'll.
Just
add
that
this.
This
item
is
included
on
your
agenda
tonight,
because
staff
nor
the
property
owner
could
find
any
evidence
in
terms
of
whether
or
not
these
were
original
awnings.
So
the
the
guidelines
stay
states
that,
if
they
are
not
original,
then
that's
considered
General
general
maintenance,
but
if
they
are
original,
then
they
have
to
come.
B
Then
an
applicant
has
to
make
a
request
to
the
HBC,
so
we
are
being
on
a
cautionary
side
and
and
I
will
also
attest
that
the
information
that
I
provided
is
the
truth
to
the
best
of
my
ability.
B
Of
Interest,
all
right
so
Miss
Lehmann
Layman
is
present
also,
so
if
you
want
to
come
up
and
to
the
podium
foreign.
B
And
so
you
are
certainly
welcome
to
supplement
anything
that
I
have
stated
or
any
of
the
materials
that
I've
provided.
But
do
you
even
blood
test
that
the
information
that
you're
provided
is
the
true
to
the
best
of
your
ability?
Okay
and
I
also
forwarded
to
the
commission
members.
The
additional
pictures
that
you
sent
it
on
to
me.
B
So
feel
free
to
elaborate.
D
On
your
application
right,
it
is
my
feeling
that
those
taughtings
are
inappropriate
at
this
time.
B
You
and
I
had
have
spoken
a
couple
of
times,
and
so,
if
you
wanted,
one
of
the
concerns
that
I
had
asked
you
about
was
how
the
awnings
were
fixed,
whether
they
were
affixed
to
The
Brick
or
whether
they
were
how
they
were
fixed
so
to
the
best
of
your
ability.
You
want
to
describe
that
and
then
also
describe
you
know
who
you
have
to
help
assist
you
and
what
the
intentions
are
in
terms
of
any
repairs.
D
B
And
you
had
in
our
discussion
as
well,
you
had
talked
about
just
visiting,
you
know
the
neighborhood
and
how
comparing
the
the
awnings
that
exist
to
the
neighborhood
you
had
mentioned
to
me.
I,
don't
want
to
speak
for
you,
I
appreciate
your
church
assistance.
You.
A
D
I
was
sent
a
picture
by
one
of
the
ellingtons
that
goes
back
quite
a
ways,
and
so
they're
pretty
old.
Ironically
they're
was.
D
B
Was
an
awning
and
in
front
of
the
porridge
in
the
picture
which
is
now
missing
right?
He
should
he
showed
me
a
picture
that
you
said
that
shows
an
awning
here,
but
it
doesn't
exist
anymore
right,
so
I
just
think
that's
kind
of
ironic
somebody
removed
it
yeah.
B
B
So
staff
did
not
receive
any
calls
or
emails
regarding
this
application.
There
is
a
member
of
the
of
the
public
in
the
audience.
I
would
just
ask
if
you
want
to
ask
if
there's
any
questions
or
comments
on
in
this
case.
Do
you
have
any
questions?
I.
A
Hearing
them
I
would
ask
for
a
motion,
sometimes.
B
A
B
Staff
will
issue
you
a
COA
certificate
and
also
a
yellow
card.
That'll
be
available
most
likely
tomorrow
that
you
can
come
and
pick
up
at
this
at
the
apartment.
Make
sure
that
it
is
the
yellow
card
is
visible,
while
you
guys
are
performing
work,
that's
good
for
six
months.
If,
for
some
reason
you
go
beyond
the
six
months,
just
email
us
or
contact
us,
and
we
can
request
an
extension.
F
B
Is
it
is
the
door
visible
from
the
street?
No,
it's
on
the
side.
Sorry,
okay,
most
likely.
If
it's
not
visible
from
the
street,
it
could
be
and
I'd
like
to
see
pictures
of
it
and
have
it,
for
you
know
more
formal
determination,
but
if
it's
not
visible
from
the
street,
then
most
likely
it
would
be
a
minor
COA
which
could
be
just
approved
by
staff
staff.
We
would
want
to
see.
Are
you
talking?
B
D
B
We
can
talk
more
about
all
your
different
projects,
but
the
installations
of
shutters,
where
they're
not
previously
existing,
may
be
considered
major
work
under
our
current
guidelines.
So
that
would
be
coming
back
in
front
of
this
commission
to
make
thing
requests.
A
B
So
included
in
your
packet
also,
is
the
staff
report
relative
to
this
application
and
the
findings
and
facts.
The
application
and
a
variety
of
different
pictures.
B
I
will
just
note
for
I
guess
the
record
that
when
staff
reviewed
the
national
register
report
for
this
property,
it
did
identify
that
the
property
was
built
in
the
1980s
or
so,
and
we
listed
the
property
as
an
intrusive
or
properties
that
have
a
This,
Is
How,
They,
categorize
it
not
by
the
city
a
definite
negative
impact
on
and
storage,
historical,
architectural
and
or
cultural
characteristics,
for
which
district
is
significant.
B
B
B
Do
you
test
that
the
information
that
you're
providing
is
the
truth
to
the
best
of
your
ability?
Okay,
thank
you.
Thank
you.
So
my
name
is
Nick
Wilson.
We
recently
purchased.
G
G
What's
on
the
house
right
now
is
a
masonite
siding
or
what
they
used
to
call
heartboard
it's
popular
back
in
the
80s.
It's
not
used
anymore,
because
water
got
in
behind
it
because
it
wasn't
a
you
know:
Vapor
Barrier,
so
it
brought
it
from
the
from
the
outside.
It
was
a
huge
legal
lawsuit
and
the
product's
no
longer
to
be
found.
G
Probably
the
closest
product
that
we're
using
these
days
is
called
LP
smartside.
It
is
a
engineered
foot
product
fairly
similar
to
Masonite,
but
it
has
a
lot
more
finish
on
the
outside
resins.
G
G
Has
a
beaded
lap
siding
which
I
would
prefer
not
to
compact
with
the
B
just
because
I'm,
a
bigger
like
it
better
and
the
lp
beaded
is
not
as
readily
available.
I
was
going
to
save
you
more.
Let
me
go
read
it.
G
I
will
and
probably
use
Hardy
versus
LP
smart
side,
but
that's
what
I'm
really
trying
to
do
is
I'm
just
trying
to
get
the
property
back
up
to
speed
since
the
hurricane
and
these
pictures
have
taken
it
took
a
bigger
toll
and
this
is
a
lot
of
rotten
posts
and
railings.
If
you
drive
by
right
now,
it's
basically
taking
them
off
the
course
all
that
has
to
be
put
back
as
well.
G
So
I
brought
a
couple
of
samples
of
LP
smart
side.
If
you
wanted
to
see
the
product,
how
it's
made
you
care
to
see
that,
but
this
one
isn't
actually
the
last
adding
is
the
shingle.
But
it's
made
the
same.
It's
just
a
engineered
wood
product
I
like
installing
it
better.
It's
thicker,
it's
more
plowable!
The
party
doesn't
break
it's
a
lot
easier
to
cut
because
you're
basically
cutting
wood
instead
of
cutting
through
concrete
better
for
the
installer.
G
But
that's
that's
exciting.
The
windows
I
would
prefer
to
go
back
with
something
that's
collated
on
the
exterior,
prevent
further
maintenance,
I'm,
not
sure
if
it
matters
to
two
guys
with
materials
on
the
inside.
G
So
when
it
comes
to
Windows
I
would
rather
have
it
collided
with
something
so
a
vinyl
or
aluminum,
clad
material
that
prevents
damage
from
the
exterior.
Those
windows
will
also
come
with
either
an
option
for
a
wood
interior
or
a
platted
interior.
So
I,
don't
know
if
you
care
about
that
part
of
it
or
not.
G
The
property
currently
has
you
can
see
all
half
of
it
at
having
svals
that
are
the
old
plastic
polygons.
So
on
the
left
side,
they're,
basically
all
broken,
I,
think
there's
one
or
two
that
I
put
back
when
that
tenant.
When
I
got
the
property,
I
moved
to
do
Kennedy
and
I
put
a
couple
back
that
were
able
to
go
back
so
they're,
not
sure
if
it's
deals
so
I'm
kind
of
on
the
further
lead
that
they
all
look
the
same
and
it's
conforming
to
the
area.
G
G
Right
so
if
I,
let's
just
say,
I,
have
one
go
with
one:
that's
readily
available:
it's
double
hung
it's
collided.
Maybe
they
don't
have
the
sdl
and
I
have
to
go
to
another.
You
know
luxury
product
to
get
the
SEL
when
they
can
buy,
calls
yeah
economically
more
and
take.
You
know
10
a
lot
longer
to
get
not
that
I'm
opposed
to
going
that
route.
I'll.
C
See
what
you
know
my
options
are
once
you
guys
kind
of
figure
out
what
I
can
and
can't
do,
but
right
now,
I
did
present
going
with
the
sdl
just
so
it
stays
someone
conforming
to
the
area
with
the.
G
G
Cheaper
easier
to
get
you're
going
to
have
almost
every
window
that
comes
with
the
gbg,
it's
probably
the
newer
age
of
Windows,
just
because
it's
easier
to
clean,
you
know
the
old
what
they
call
TDL,
which
is
what
you
probably
find
more
on
fountain
place.
So
those
are
true
divide
where
it's
all
painter
is
separate.
You
can't
really
get
that
anymore
simulated,
the
body
and
you
can
still
get
a
it
just
you
know
they're
typically
more
on
luxury
window
lines
than
you
and
you
know
not
more
economical
or
making
a
scripted.
G
Lots
I
would
be
going
back.
Double
hung,
something
that
wasn't
on
the
proposal
which
I
can
come
back
for
if,
if
I
need
to
is
the
shutters
are
in
pretty
bad
shape,
too
I
would
really
replace
those
go
back
with
the
same
exact
design
same
as
that
color,
but
they're
they're,
pretty
bad
shape,
I
thought
about
just
refinishing
them,
but
there's
quite
a
few
of
them
there.
That
are
just
not
example.
G
G
And
well,
and
originally
I
mean
some
of
the
windows
are
probably
could
have
really
could
have
probably
fixed.
But
if
I'm
going
to
be
taking
a
side
off
and
I
know
that
windows
are
going
to
be
in
the
future.
I
really
could
go
back
with
a
new
construction
window,
so
it
could
actually
nail
it
to
the
the
sheeting
and
instead
of
having
to
go
back
with
a
replacement
because
I'm
one,
obviously
to
put
a
house
wrap
on
it
too,
because
it
doesn't
want.
G
G
And
then
are
the
current
shutters
wood,
yeah
I
believe
here
they
are
because
there's
qualified
room
within
a.
G
F
H
B
B
It
would
be
material.
That's
similar
to
the
original,
especially
we
need
to
be
wood,
yeah.
B
And
then
would
you
call
there's
so
many
different
Technologies
dealing
with
this
siding?
Would
you
call
it
I'm,
probably
not
going
to
pronounce
analysis
right
but
sedimentatious
sightings?
This.
G
This
is
now
it's
more
of
just
an
engineered
wood.
It's
I
mean
it's
90
made
up
by
wood
particles,
and
then
it's
got
other
mixtures
and
additives
and
overlays
to
it.
So.
B
E
G
B
B
Products
too,
okay,
you
know
I,
guess
the
commission
has
to
weigh
the
age
of
the
property
with
respect
to
the
application
of
the
standards
yeah,
because
technically
what
I'm
proposing
is
the
same
thing.
That's
on
it
right,
yeah,
but.
B
And
we
have
had
other
cases
recently.
The
apartments
that
were
sort
of
down
the
street
on
the
other
side
could
have
been
in
the
same
category.
G
And
that's
just
recently
happened
after
this
application.
So
I
was
going
to
ask
about
that
too
I
mean
I
would
prefer
the
columns
are
going
to
have
to
go
back
to
Wood,
I
wasn't
doing
vinyl
or
anything,
but
I
would
prefer
to
put
a
powder
coated
aluminum
railing
there
again
from
the
street
you're
not
going
to
be
able
to
tell
the
difference
of
it.
It's
going
to
look
identical
to
that.
It's
just
not
going
to
rot
over
time
and
if
I
need
to
come
back
to
do
that,
that's
I'll
just
leave
them
off.
G
In
this
picture,
the
left-hand
side
is
currently
there,
but
I'll
I
would
tell
you
not
to
lean
on
it
right
because
it
might
go
through
right.
The
other
one
has
physically
blown
off
the
it
will
serve
while
that
blew
off
the
patio.
B
Addition
of
rails,
where
they
don't
I,
guess
you
couldn't
infer
where
they
don't
exist,
would
be
a
major
COA.
In
my
opinion,
if
you
HBC
can
defer,
but
my
opinion
is,
if
you're
just
maintaining
them
and
replacing
them
with
something
in
kind
that
that
can
be
just
a
general
idea.
Yeah
and
they'll
be
the
same
color
and
everything
we'd
rather
have
you
on
the
safe
side
for
your
temporary,
even
not
having
rails
there.
G
No
about
the
opposite,
there's
wood
there
now
and
it's
all
raw
and
I
would
prefer
to
put
something
back
down
there.
That
long
term
is
not
going
to
be
hazardous
and
non-maintenance
friendly.
So.
F
G
To
me
well,
my
bringing
one
up
here:
I
have
like
a
little
mini
railing.
Whatever
I
can
just
drop
off
another
use
of
your
clients,
it's
just
a
little
piece.
Yeah.
E
G
C
C
G
And
exterior
well,
it's
the
tenant
on
the
right
hand,
side
just
moved
out
this
this
month
and
so
I've
got
to
go
through
and
remodel
her
whole
unit
now
and
the
other
one's
already
does
I've
already
been
done.
G
I
was
actually
going
to
ask
you
another
question
too:
what
about
the
the
rear
of
the
house
so
there's
currently,
on
the
left
hand,
side
I,
believe
the
previous
owner
had
put
a
fairly
new
deck.
Oh
look
at
that,
so
she
put
that
deck
here.
G
On
the
other
side,
it's
it's
old,
it's
behind
the
fence,
so
you
can't
see
it
from
the
street,
but
it
is
taking
water
really
heavy
and
it's
gone
back
through
and
rotted
the
whole
outside
of
the
band
of
the
house
out,
which
is
now
going
into
the
crawl
space
and
we'll
get
rodents
in
there.
So
I've
banded
it
up
for
the
time
being,
but
it
is
I'm.
G
Gonna
have
to
cut
it
out
and
replace
the
band
because
it's
completely
wrong,
and
even
if
I
put
the
deck
back,
I'll
kind
of
take
it
off
to
repair
it
and
I
guess
so.
Some
previous
owner
painted
it
red
and
it's
all
flaking
and
doesn't
look
great
either
so
I
really
just
rather
get.
B
Get
rid
of
it:
it's
got
a
concrete
pad
up
under
it,
so
you
want
to
remove
the
deck
and
tire.
B
C
G
A
The
minor
works,
okay
and
then
you
know
I
would
suggest
another
application.
G
A
B
B
And
then,
just
so
you're
aware
the
administrative
reviews,
the
minor
coas,
those
can
be
applied
for
at
any
time.
If
you
don't,
you
know
and
we'll
review
them
within
a
day
or
two
or
most
likely,
so
that
that
can
be
worked
into
those
plans
for
modifications.
G
Is
there
anything
else,
I
need
to
be
worried
about
assuming
this
gets
proved
or
some
sort
of
siding,
I
start
taking
it
off
and
find
right,
cheating
run
framing.
Do
I
have
to
come
back
to
do
any
of
that
repair?
Okay,
I!
Just
keep
going
all
right.
B
Yeah,
the
only
thing
I
would
caveat
by
reaching
out
to
the
inspections
department
to
see
if
there's
any
other
inspection,
siding
replacement
may
or
may
not
require
an
additional
permit
depending
upon
and
amount
depending
upon
certain
characteristics.
So
they're
right
across
the
hall
s.
A
H
Does
the
do
the
windows
material?
Does
it
matter
since
it's
not
conforming
building
or
intrusive
building.
F
B
To
to
give
Insight,
if
you
have
Insight
that
you
would
like
to
provide
to
to
the
applicant
and
because
doing
it's,
the
entries
of
that
category,
to
hold
them
to
standards
similar
to
other
historic
properties,
way
back
to
you
know
your
take
weight
on
that
and.
B
Yeah
we
don't
the
HPC
does
not
review
or
provide
any
guidance
on
anything
interior,
okay.
So
we're
really
only
tasked
with
looking
at
exteriors
site
improvements,
modifications,
replacement
of
Windows
or
money.
One
of
those
items.
B
And
generally
speaking,
I
don't
want
to
speak
for
other
members,
but,
generally
speaking,
we're
we're
reactive
to
an
application
that
comes
in.
So
it's
helpful
for
you
for
an
applicant
to
to
know
what
they're
looking
to
install
for
us
to
be
able
to
provide
feedback
on
rather
than
you
know.
You
tell
us
what
you
think
is
appropriate.
Okay,
where
the
HBC,
the
historic
preservation
commission
is,
requires
a
Judicial
board,
so
they're
tasked
with
hearing
applications
as
presented
you're,
certainly
welcome.
You
know.
B
G
G
C
So
you're
looking
to
put
double
hung
Windows
vinyl,
clad
without.
G
The
millions
or
the
groups
I
mean
I
I
would
well
I
would
either
prefer
to
do
a
nicer
bottom,
clad
window
right
without
the
stls,
because
I
can't
get
them
in
that
product
got
you.
Four
I
would
rather
go
into
a
final
final
window
with
with
the
exterior
sdl,
which
is
going
to
probably
make
it
look
better
from
the
street
so
like.
If
you're
ready
to.
G
So
you
see
or
the
definition
from
the
outside
these
are
from
the
inside,
so
it's
no
different
than
a
gbg.
Okay
and
honestly,
since
they
don't
hold,
they
just
look
worse.
I
think
right
so
I
mean
I
would
prefer
to
go
back
with
probably
the
vinyl
window
with
the
sdl.
It
helps
me
more
on
the
maintenance
side,
long
term
and
it
gets
the
look
of
the
property
more
like
fountain
place
to
have
the
sdl
and
I
mean
I
brought
a
window,
so
we
could
talk
to
those
right
yeah.
G
So
it
would
have,
this
is
actually
a
vinyl
Wing
shirted
window.
It
has
this
sdl,
so
that's
kind
of
what
I
would
I
would
propose
is
instead
of
going
towards
and
SEO
means
simulated
divided
like
okay,
it's
just
stimulated,
because
it's
all
one
pain-
and
this
is
overly
gotcha.
G
And
that
current
the
current
windows
are
wood,
interior
and
wood,
exterior
and
half
of
them
don't
shut
half
of
them
or
have
gaps
in
them.
They're
having
a
rotten
the
rails
aren't
attached
to
the
glass
they're
bad
okay,
I
mean
it's
almost
time.
I'll
have
to
put
back
a
wood
wood
window
right,
I'll,
do
whatever
you
guys
so,
and
then
obviously
this
is
the
inside.
This
is
where
this
would
be
a
problem
with
interior,
but
you
can
also
order
this
window
with
the
with
the
clad.
C
G
B
So
we
we
did
not
receive
any
calls
or
emails
with
respect
to
this
application.
I'll
just
note
that
there
is
a
member
of
the
public
and
the
audience.
Do
you
have
any
questions
or
comments
on
this
application?
Yeah.
F
D
A
A
G
E
F
G
Placement
window
because
I'm
actually
putting
new
construction
windows
in
but
in
the
same
hole,
you're.
A
H
H
H
H
C
G
When
people
do
replacement
windows,
normally,
let's
say
about
class:
do
they
just
go
back
where
things
they
have
to
have
a
sash
made?
They
have
to
use
it,
but
they
all
have
to
go
back
to
the
Yale
later.
Somebody
had
to
physically
make
a
sash
with
true
divided
light,
or
do
you
just
let
them
do
simulated
By,
the
Light
sashes.
G
B
I,
don't
know
you
know,
I
understand
that
we
have
to
follow
the
rules
and
the
presidents
further.
It
seems
like
this
is
an
improvement,
and
this
is
unusual
property,
then
that
it
is
saying
intrusive.
That's
when
they
called
us
that
it's
nice,
not
from
you
know
it's
not
a
historic
property.
Basically.
B
Yeah
and
just
so
the
existing
members
and
those
who
are
not
here
in
December
for
the
nice
property-
that's
normally
Apartments,
where
that
was
the
also
intrusive
application.
B
There
was
a
lot
of
discussion
again.
I,
don't
want
to
speak
for
commission
members
because
ourselves
freely,
but
there
was
a
lot
of
discussion
about
the
positive
benefits
of
renovating
properties
in
the
historic
district
overall
and
different
character,
with
the
district
and
the
and
the
sort
of
nature,
but
kudos
to
property
owners
for
doing
so
as
well.
B
A
I
would
ask
the
commission
and
members
to
consider
making
a
promotion
to
appear
tonight
or
approval
conditions
of
the
application
for
this
item
with
it
noted
very
quickly,
with
the
nature
of
the
property
emitted
very
clearly
in
the
minutes
and
in
the
to
it
as
being.
B
Here's
the
language
that
was
included
specifically
in
the
National
register,
listing
if
you
want
to
refer
to
that
as
intrusive
or
a
property
that
definite
has
a
negative
effect
on
the.
H
B
G
B
As
was
mentioned
with
the
other
Apple
I'll
issue,
you
a
COA
which
one
sheet
that's
the
documentation
that
it's
been
approved
and
then
also
a
yellow
card.
It's
a
placard
that
just
gets
placed
in
a
window
or
somewhere,
that's
very
visible,
while
work
is
being
done
or
it
indicates
in
the
public
or
anyone
that
that
what
you're
doing
has
been
approved.
C
G
Is
so
this
is
their
Integrity
voltrex
window
wow?
You
know
it's
probably
one
of
the
the
hottest
selling
Marvin
items
right
now,
I.
G
Cloud
was
hot
for
a
long
time,
but
all
the
dark
colors
are
in
now,
but
they
fade
quite
a
bit
so
before
steering
away
from
the
cloud
plus
this
old
tracks,
which
is
basically
a
final
fiberglass
composite.
It
doesn't
move
as
much
as
the
cloud
foreign.
B
There
is
no
new
business,
no
no
just
included,
as
always,
are
the
minor
coas
and
just
a
reminder
to
to
attend
any
training
sessions
to
keep
up
with
the
CLG
status,
those
get
recorded,
and
it's
part
of
our
obligation
on
an
annual
basis.
E
B
Staff
will
it's
not
listed
here,
but
we're
going
to
be
reaching
out
to
the
Consultants
who
prepared
the
guidelines
to
to
have
some
training
sessions
now
that
we're
kind
of
in
the
midst
of
reviewing
applications
just
so
so
start.
Thinking
about
any
questions
that
you
might
have,
it's
always
helpful
to
get
those
questions
in
advance
that
we
could
send
them.
B
So
we'll
we'll
be
letting
you
know
when
that
will
occur.
The
postcards
went
out
to
all
of
the
property
owners
and
all
of
the
addresses
within
the
historic
districts
and
the
landmark
site,
so
we're
trying
to
work
out
I
think
we're
also
included
some
of
that
introduction
in
the
newsletter.
That's
going
to
be
it's
not
perfectly.
B
Much
as
possible
regarding
the
new
many
of
the
guidelines
as
well,
if
you
have
any
suggestions
on
on
groups
that
we
can
meet
with
I
know
that
there's
been
some
Outreach,
my
preservation
Burlington
for
us
to
to
include
them
on
work,
shirt,
workshops.
