and

the

findings
of
facts
associated

some

recommendations
for
the
hpc
to

added
on

that

can
do
the
interior
panel
or
you
can

exterior

it's
got
a
finish

that

occurred,

depending
upon

type

work
that
is
done
when
there's
a

there

no
yellow
card

there
was
work
being
done
without
any
notification.

been
some

inquiries
for
property
owners
in

the
area.

house

district,
and
I've
have
houses
with
siding.
So
I
do
understand
what
it
takes
to
maintain
those
types
of
properties,
and
when
I
was
looking
at
this
application,
I
went
back
to
the
secretary
of
interior
standards,
which
is
the
federal
guidelines
that
govern
that.
Our.
I
The
primary
consideration
in
when
you
have
a
replacement,
siding
situation
on
a
historic
building
is
the
potential
loss
of
those
features
such
as
the
beaded
edge
or
the
drop,
where
one
piece
of
siding
overlaps,
the
other
it
creates
a
shadow,
and
so,
if
you
use
vinyl
sliding
it
diminishes
those
shadow
appearances,
the
inappropriate
use
of
substitute
signing
is,
it
says
especially
dramatic
where
sufficient
care
is
not
taken
by
the
owner
to
match
the
width
of
the
clapboards
again
to
match
the
shadow
reveals
and
the
impact
that
it
has
on
the
trim.
The
corners
are.
I
Loss
of
an
architectural
feature
on
this
house,
the
other
thing
that
I
thought
was
really
interesting
in
the
secretary
of
interior
standards.
Article
was
that
it
says
changes
to
character,
defining
features
of
the
building,
such
as
distinctive
platform,
other
wall
services
and
decorative
trim
always
have
an
impact
on
more
than
just
that.
Building.
I
But
if
you
start
changing
a
bunch
of
them,
the
entire
picture
is
going
to
change,
and
so
imagine,
if
all
of
the
houses
in
this
historic
district
were
covered
in
violence,
it
would
look
like
a
very
different
place.
If
we
really
use
our
character
and
I'm
concerned
that
you
know
if
a
house
like
this
is
permitted
to
fit
in
by
exciting
violence,
to
my
knowledge,
that's
never
been
allowed.
As
long
as
I've
been
in
the
district,
and
I
previously
served
on
the
commission
and
I've
never
heard
of
that
being
permitted.
I
But
imagine
you
know
how
would
you
ever
deny
the
next
allocation
that
came
along
and
it
would
just
be
a
domino
effect,
so
I
think
there's
a
real
risk
here
to
you
know.
I
know
people
think
was
just
this
one
house
and
you
know
it
may
fix
some
issues,
but
it
will
create
others.
The
other
issue
to
think
about
is
you
know
when
insulation
and
vinyl
is
replaced,
you
know
sometimes
people
say
well.
I
If
you
put
vinyl
siding
or
some
type
of
substitute
over
top
of
the
wood,
you
can
always
take
it
off
later,
but
the
problem
with
that
is
that
creates
a
moisture
problem
and
if
it
is
taken
off
later,
you're
really
substantially
harmed
the
building.
Underneath
to
echo
what
this
guy
said
earlier,
that
this
type
of
platform
is
readily
available,
it
elements
longer
and
there's
other
places
around,
that
that
carry
these
types
of
materials
and
it's
made
to
be
replaced.
The
windows
are
made
to
be
repaired.
I
Because
a
lot
of
these
smaller
houses
didn't
survive,
you
know
the
big
mansions
people
maintained
them,
but
these
quaint.
This
is
just
a
gem
of
the
house
and
I'm
really
happy
that
you
know
it
was
going
to
be
fixed
up.
It
definitely
needed
somebody
to
come
along
and
work
on
it,
but
I
think
the
house
and
the
neighborhood
would
really
benefit
from
having
a
proper
restoration.
I
And
I
think
you
know
I
I'm
also
a
volunteer
with
preservation,
we're
always
going
to
have
resources
that
we
can
provide
to.
You
know
for
perhaps
people
that
work
on
wood
windows.
We
also
have
a
grant
program
if
this
is
going
to
be
an
owner-occupied.

couple
things
to
add
one
thing
I
think
this
house
was
built
in
1901
is
that
correct.

so
it's
over
100
years
old
and
one
thing
that
you'll
find
in
that
the
wood
is
old
growth,
pine,
usually,
and
it's
so
durable
that
you
replace
the
ones
that
are
rotten,
but
they
don't
make
wood
like
that
anymore.

the
other
thing
is-
and
I
don't
know
if
I'm
supposed
to
say
this-
alright,
but
if
you're,
not.
If
you
weren't
aware
of
the
historic
designation
for
this
property,
there
are
tax
credits
available
for
the
restoration.
So
