A
All
right
good
evening,
everybody
Welcome
to
our
special
board
meeting
executive
session
today
is
Monday
June
19
2023
I
would
like
to
call
this
meeting
to
order
and
then
Madam
Claire.
Could
you
please
call
the
roll?
Yes.
B
Teacher
Robertson
here
trustee
Andrew
Butler
here
Cassie
Manuel
godina
here
Vice
chairman
Travis
Manning,
it's
absent
Madam,
chair
Marisela
pesina
here.
A
Right
and
Madam
clerk,
if
you
could
please
let
us
know
of
the
board
meeting
agenda
postings,
not.
B
Interpacina
and
trustees
I
request
the
approval
of
the
Board
of
Trustees
special
board
meeting
and
executive
session
agenda
posting
for
Monday
June
19
2023.
The
agenda
was
posted
on
Thursday
June
15th
2023
at
409,
PM,
hey
Jenna
was
posted
at
these
locations,
the
school
district
website
and
the
Caldwell
District
office.
E
A
I
have
a
motion
in
a
second
trustees,
any
discussion
hearing
none
I
would
like
to
ask
for
a
vote
all
those
in
favor,
please
say
aye
aye,
any
opposed
name.
Okay
motion
carries
all
right.
So
tonight
is
our
special
board
meeting
and
I
do
want
to
just
say
that
today
is
a
holiday
Juneteenth
and
where
we
celebrate
the
I
guess
it
would
be
the
the
fact
that
the
slaves
were
finally
free,
primarily
in
the
state
of
Texas
and
I,
always
remember
1865,
because
that
was
100
years
before
I
was
born.
A
So
anyways,
that's
our
holiday
today.
So
we
have
on
our
agenda
the
first
one
is
the
roofing
contract.
So
I
don't
know
if
Dr
Frenchie
had
a
introduction
or
Bernie
if
you
Mr
Canada,
if
we
could
come
in
speak
to
us
about
those.
Thank
you.
F
Trustees
we
receive
both
bids
for
Van
Buren
Washington.
We
see
two
bids
for
each
project,
starting
with
Washington.
We've
received
the
low
bid
of
342
000
with
the
alternate
cost
at
120
5.88
and
then
a
alternate
two
for
11
600
700.
F
And
the
second
bid
was
388
995,
with
the
alternate
bid
for
122
thousand
eighty
two
dollars
and
with
the
alternate
two
at
twenty
thousand,
we
were
looking
at
going
with
signature
with
the
lower
bid,
and
we
were
looking
at
doing
the
alternate
two
and
not
looking
at
alternate
one
for
the
extra
120
000..
F
That
being
said
to
the
the
extra
120
000.
Would.
What
that's
doing
is
raising
the
millimeter
of
the
the
product
and
giving
an
extra
10-year
warranty
up
to
a
30
year.
But
because,
when
you
look
at
120
000
over
10
years,
you're
looking
at
approximately
12
000,
is
it's
really
hard
to
justify
that?
When
that
money
could
be
put
towards
a
good
maintenance
plan
where
you
could
make
sure
you
achieve
that?
20-Year
warranty?
So
that's
what
we're
recommending
for
for
Washington!
F
So
and
then
the
alternate
two
would
be
the
skylights
which
is
replacing
those.
So
that
would
be
something
that
we
want
to
definitely
pursue
and
make
sure
that
that
gets
put
into
the
bid
as
well
so
you're.
Looking
at
the
base
bid,
f342,
plus
the
alternate
2
of
11
6017.
C
F
Van
Buren
the
two
company,
the
same
two
companies
bid.
Those
and
signature
was
a
little
bit
on
on
that
project
as
well.
Their
base
bid
was
337
000,
even
with
a
alternate
one
of
120
588,
an
alternate
two
of
nineteen
thousand
same
situation.
There
we
were
looking
at
not
accepting
the
alternate
one
and
just
accepting
the
ultra
two
for
the
skylights,
so
that'll
be
a
total
of
337,
plus
the
19
for
the
skylines.
F
And
as
of
right
now,
they
still
have
they're
getting
everything
together
and
they
will
be
still
meeting
there.
September
15th
approachment
date
for
for
completion,
so
slightly
going
to
the
school
year,
but
we'd
be
getting
better
as
soon
as
possible
to
get
going
on
it.
F
We
just
be
looking
at
how
we
can
minimize
the
impact
on
the
on
the
classrooms
by
starting
at
a
certain
location
and
trying
to
work
with
the
the
roofers
and
then
trying
to
advise
them
on
best
case
scenarios
on
where
to
start
and
where
to
get
out
from
over
top
of
the
classrooms
as
soon
as
possible
to
work
over
the
gym
area
or
the
open
areas
where
it's
not
going
to
be
so
impactful.
A
F
E
F
E
F
Skylights
right
now
is
the
the
old,
the
older
model,
where
it
has
the
type
of
Plexi
that
it
is
it's
an
updated
one.
So
it's
those
are
the
original
ones.
So
it's
just
replacing
those
to
make
sure
that
they
don't
create
a
lake
when
we're
putting
the
new
ones
on
so
we're
just
replacing,
what's
they're,
keeping
the
openings
and
going
with
the
company
that
we
don't
have
to
redo
the
curbs
and
do
a
lot
of
structural
things.
D
All
right,
thank
you,
madam
chair
and
Bernie,
with
everything
going
on
in
those
contracts.
Are
they
are
they?
Will
they
be
done
by
by
September,
or
did
you
say.
F
17Th
I
believe
is
the
15th
they
are
and
they
do
have
in
the
in
the
contract.
I
know
there
are
some
conditions
as
far
as
if
they
go
over
some
some
fees
that
will
have
to
be
paid
if
they
don't
meet
that
date.
So
there
is
something
written
into
the
contract.
You.
D
Know
you
hear
a
lot
of
contractors
that
aren't
aren't
they're
they're
way
too
busy
to
take
on
more
work,
so
I
just
want.
You
know
just
looking
to
see
if
it's.
F
Right
now
they
were
pretty
confident
about
meeting
the
schedule
and,
like
I
said
we
have
some
things
in
the
conversation,
the
hard
part
about
Roofing
and
trying
to
hold
them
to
any
type
of
contract
is
substantial
completion.
So.
When
you
say
it's
substantial
complete,
you
can
go
in
the
building
and
then
so
there's
a
fine
line
of
trying
to
get
that
contractual
agreement
met
yeah
to
where
just.
F
These
are
structure
identical,
identical
buildings,
so
it
should
be
pretty
simple
as
far
as
keeping
track
of
which
one
how
the
progress
is
for
each
one
and
the
same
same
the.
A
All
right-
and
so
this
is
this-
is
an
action
item
correct
that
we
have
to
approve
the
the
roofing
okay,
so
trustees,
if
you
have
any
other
questions,
I
would
like
to
have
ask
for
a
motion
to
approve
the
roofing
contracts
for
both
of
these
schools,
for
Van
Buren
and
for
Washington
Elementary.
E
A
We
have
a
motion,
a
second
any
further
discussion
trustees.
Okay,
I
would
like
to
ask
for
a
vote
all
those
in
favor.
Please
say:
aye
aye,
any
opposed
name.
Okay
motion
passes.
Thank
you.
Thank
you,
Bernie
all
right,
Dr,
French
or
Teach
for.
C
America
agreement-
yes
Madam,
chair
and
trustees,
so
miss
file
will
present
that
thank.
A
G
Thank
you
for
you,
so
this
is
just
a
renewal.
It's
usually
a
two-year
agreement
that
we
have
with
TFA.
We
just
met
with
them
recently.
G
We
already
have
plans
to
hire
four
new
for
the
upcoming
school
year,
so
this
agreement
would
allow
us
to
fill
those
vacancies
with
TFA
candidates.
You
guys
have
a
copy
of
the
agreement.
I
believe
it.
G
About
the
basics
of
how
the
the
process
works,
with
hiring
any
of
the
fees
associated
with
that
and
all
the
little
legalities,
but
we
would
ask
for
your
permission
to
move
forward
with
that
TFA
contract
and
get
those
four
teachers
that
can
fill
those
vacancies
for
this
year
hired
and
retain
the
ones
that
we've
had
in
the
past.
Okay,.
A
G
Doing
well
so
I
think
some
are
in
their
second
year,
so
we
have
three
and
that
just
finished
their
second
year
and
or
three
that
will
be
finishing
their
second
year
and
then
upcoming
positions,
actually
so
I'm
trying
to
think.
As
far
as
our
meeting
with
TFA
and
talking
to
them,
we
did
have
one
of
their
candidates
that
right
towards
the
end
of
the
year,
didn't
didn't,
remain
in
their
position,
and
that
was
personal
choice.
Teaching
wasn't
their
thing,
and
so
once
you
find
that
out,
you.
G
Educator
preparation
program,
whether
it
be
University
or
non-traditional
like
this.
This
is
very
much
a
non-traditional
program
with
a
lot
of
support,
because
TFA
adds
in
that
layer
of
support
kind
of
like
what
a
university
would
do
in
that
they
work
with
them
regularly.
They
work
with
their
building
administrator,
their
instructional
coaches
to
make
sure
that
they're
collaborating
to
support
them.
This
year,
I
think
we
found
that
the
district
coming
off
of
covid
District
expectations
were
pretty
high.
G
Tfa's
expectations
were
really
high
and
those
teachers
felt
a
little
angst,
and
so
we
want
to
try
to
we're
trying
to
blend
our
expectations
of
that
candidate
so
that
we're
working
together.
So
that's
what
we're
going
to
work
hard
on
this
year
with
Tony
and
his
full
team
at
TFA
and
to
improve,
but
the
three.
F
G
Are
coming
up
here
for
Renewal?
Are
all
great
teachers
I
think
there's
some
areas
that
administers
like?
Oh,
this
is
an
area
we
can
work
up
a
little
bit
more
on,
but
I
think
that's
true
with
any
candidate.
Okay,.
F
G
Yeah,
that's
a
great
question:
well,
they
they
pull
candidates
in
from
Across
the
Nation,
so
they
are
in
Nationwide
educator
preparation
program
called
teacher
America
when
we
first
when
I
worked
with
them
at
the
state
department,
they
would
take
a
group
of
people
oftentimes.
They
were
out
of
Staters
and
they
would
put
them
in
their
boot
camp,
which
was
in
Oklahoma
for
the
summer
for
six
weeks,
and
they
would
put
them
through
this
rigorous
program
of
teaching
like
summer
schools
in
some
of
the
school
systems
out.
G
There
they've
now
migrated
that
process
to
Idaho,
so
they're
grabbing
people
from
Idaho.
One
of
the
candidates
that
we're
looking
at
is
actually
a
local
born
and
raised
his
his
father
was
a
also
a
teacher,
so
we're
getting
more
local
with
them,
because
they're
spreading
out
I
mean
it's
definitely
a
program.
You
have
to
qualify
for
it's
a
lot
like
a
university.
If
you're
going
to
enter
their
teacher
preparation
program,
you
have
to
have
the
right.
G
G
We
have
the
CSI
program
here
in
the
valley
that
a
lot
of
districts
are
using
too.
They
are
online
modules,
with
a
support
system
and
TFA.
They
they
love
each
other
I
mean
some
candidates,
don't
work
well
for
TFA,
but
they
might
work
well
there,
so
they
do
communicate
and
share,
but
they're
a
unique
program,
definitely
that
they,
their
expectations,
are
pretty
high,
and
so
we
know
we're
getting
quality
teachers
for
our
kids.
Okay,.
D
Flowers
the
support
does
it,
does
it
continue?
Does
it
continue
on
or
is
it
just
their
six
weeks
and
then
they're
done
or
is
it.
G
No,
so
they
do
that
little
boot,
camp
and
I.
Do
you
remember
Dr
French
Ware?
He
said
they
were
doing
it.
It
started
with
a
p
IC.
C
G
They're
they're
working
and
pay
out
this
year
to
do
a
summer
school
program
and
work
with
the
kids
there
and
they've
got
all
their
little
boot
camp
people
there.
It
sounded
like
a
really
neat
option:
I
wish
we
could
grab
them
and
come
company
Caldwell
use
us
but
yeah.
So
that's
where
they're
at
now,
and
then
they
support
them
throughout
the
whole
program
and
their
employment.
Here
they
have
some
teachers
that
are
still
here
with
us
that
have
been
here
for
years.
G
He's
going
to
get
some
statistics
for
us.
We
didn't
get
those
before
the
meeting,
but
we
got
some
sense,
but
not
all
of
them.
So
is
we
want
to
look
at
the
the
lifespan
of
a
a
Caldwell
TFA
teacher?
How
do
they
stay
with
us?
Because
in
the
beginning,
like
I
said
they
were
out
of
Stater,
so
they
would
stay
for
stay
with
us
two
years,
get
their
Idaho
certificate
and
then
go
back
to
their
home
state,
so
that
was
always
kind
of
a
discouraging
thing.
Now
they're
going
more
locally
hunting
for
local,
okay.
G
G
C
A
All
right-
and
this
is
also
this-
is
an
action
item
as
well,
and
so
trustees
I
would
like
to
ask
for
a
motion
to
approve
the
renewal
agreement
with
Teach
for
America.
B
Madam,
chair
I,
move
that
we
renew
the
Teach
for
America
agreement
with
the
Caldwell
School
District.
Okay,.
G
A
C
Madam
chair
interest
is
the
next
item
is
securing
our
future
Grant.
This
is
a
new
grant
that
was
offered
by
the
state
of
Idaho
to
improve
well
to
secure
buildings
and
just
schools
in
the
state
of
Idaho.
C
We
are
working
on
the
grant
as
part
of
the
grant
process.
We
need
to
have
board
approval,
or
that
has
been
on
the
agenda
and
that
you
are
aware
of
the
of
the
grant
that
we're
asking
for
so
Mr
Curry
I
want
to
speak
to
that
trustees.
F
Yes,
we've
been
looking
at
this
grant
it's
giving
approximately
twenty
thousand
dollars
per
school.
We
went
ahead
and
submitted
for
Windows
protection
film
for
each
of
the
schools.
After
we
submitted
it,
it
came
back
and
said
it
could
only
be
student
occupied
buildings.
So
when
we
put
the
dollar
amounts
in
and
we
put
it
all
together,
they
said
a
place
like
the
district
office.
F
Poplar
and
Indian
Creek
could
not
be
counted
so
we're
looking
at
some
of
the
funds
that
were
taken
over
we're
still
trying
to
get,
because
we
have
Boys
and
Girls
Club
and
we
do
have
children
in
any
group
we're
still
trying
to
get
that
one
approved,
but
we're
happy
to
do
the
paperwork
as
far
as
just
going
through
the
right
process
identifying
that
it's
not
a
student
billing,
but
there
are
still
students
in
them,
so
we're
going
through
that
process
right
now.
F
What
was
left
on
the
table
was
approximately
forty
five
thousand
dollars
that
we
were
looking
at
how
to
put
that
back
in
whether
it
be
new
film
new
other
security
items.
So
what
what
I
did
was
for
the
wrapper
system?
I
went
ahead
and
looked
at
the
Raptor
system
as
far
as
going
in
and
getting
the
new
updated
proposal
and
that's
approximately
20
000
and
then
I
also
have
some
critical
locations
when
we
went
around
and
we
picked
the
locations
at
the
entry
points
at
each
school.
F
That
still
leaves
some
other
areas.
That
could
be
potential
high
high
entry
points.
So
those
were
other
places.
We're
going
to
look
to
be
spinning
that
that
remaining
money,
so
right
now
we're
pretty
solid
for
the
20
or
school,
but
that
45
is
where
we're
just
deciding
on
whether
to
put
it
towards
the
the
visitor
management
or
the
remaining
or
part
partially
to
the
windows
that
or
upgrade
cameras.
So
there
are
some
some
options
there
for
what
we
can
do.
F
But
that's
what
we'll
be
looking
at
when
we
get
the
proposal
for
the
window
film
tomorrow
he's
supposed
to
be
out
and
give
the
remaining
windows
that
we
feel
that
may
be
part
of
it.
And
then
we
have
this
proposal
here
to
to
entertain
as
well
to
see,
but
we
can
balance
and
include
in
it
to
maximize
the
monies
okay.
A
Any
questions
for
Mr
karnea
trustees.
E
I
think
I
think
there
was
some
confusion
that
I
heard
based
on
like
twenty
thousand
dollars
per
per
School
versus
per
District.
But
there
was
some
some
confusion
there,
yeah.
F
If
you
look
on
the
the
grant
backs
on
the
page
that
was
put
in
there,
it
was
first
school
phase.
One
funding
will
be
twenty
dollar
twenty
two
thousand
per
school,
so
it
must
be
at
that
expended
school,
so
whether
it's
20
or
maybe
we
can
get
27,
and
we
have
to
take
some
of
that.
If
those
the
costs
are
a
little
bit
higher
than
get
it
down
to
20,
but
that's
kind
of
where
the
funds
went,
but
it's
it's
really.
Twenty
thousand
per
that
we're
looking
at.
E
A
Those
are
some
good
I
like
the
the
questions
and
answers
yeah
that
was
good,
okay
and
then
this
one
it
requires
the
required
support.
C
Approvals,
okay,
so
that
you
are
aware
of
it,
we
just
have
to
have
it
submitted
next
week,
correct.
F
And
and
what
we're
the
sooner,
we
can
get
it
we're
waiting
for
those
other
proposals
and
then
just
making
that
determination
on
that
remaining
45
and
and
hopefully,
with
the
proposal
for
the
film
that
we
can
do
and
with
this
Raptor
then
hopefully
we'll
get
right
where
we
need
to
be
and
be
able
to
submit
those
items
and
move
forward.
F
D
Mr
Carrera,
just
a
quick
question:
are
these
films
pretty
translucent
or
can
you
see
through
them.
F
Yes,
they're
they're,
very
transl.
You
can
see
through
them
there's
different
levels:
the
the
levels
that
we're
going
with
right
now,
what
we're
proposing
is
the
higher
bullet
resistant
still,
so
you
can't
shoot
out
if
necessary,
but
going
in
It's
Gonna
corrected
quite
a
bit.
So
it's
it's
a
really
special
film
and
then
looking
at
this,
the
alternate
ones
where
we're
looking
at
other
places
other
than
entry.
F
We
can
have
some
cost
savings
where
it's
just
Riot
proof
where
it's,
where
you
still
can't
bang
through
it
and
get
entry,
so
there's
different
levels
of
it.
So
that's
what
we
have
to
look
at
too.
As
far
as
once
we
identify
the
high
ends,
entry
points
and
then
looking
at
the
secondaries.
F
So
there
are
some
options
that
we
have
to
to
look
at
different
costs,
but
schools,
yes,
okay
and
we're
working
on
the
the
both
entry
to
add
Jefferson
and
Global
high
school
and
those
are
also
included
in
this
proposal
as
well.
So
those
entry
areas
will
also
have
the
film
on
those.
So
those
are
included.
A
C
A
F
F
Speaking
of
this
car's
looking
at
different
locations
to
identify
on
where
those
other
mice
would
be
the
best
okay,.
A
Gotcha
all
right
I
would
like
to
ask
for
a
motion
to
approve
the
the
sof
Grant.
E
A
G
This
is
just
basically
about
our
benefits.
This
is
our
agreement
with
Marie
group,
our
12-month
contract,
so
our
contract
is
up
August
31st.
This
would
just
renew
us
for
another
year.
G
This
is
everything
tied
to
the
benefits
that
were
approved
in
negotiations
and
kind
of
how
that
flows
through
Murray
group
and
the
agreement
with
the
benefit
Trust,
all
the
legalities
I'm
trying
to
get
to
them
right
now,
the
good
part,
the
the
two
sheets
that
just
explain
the
benefits
which
match
everything
that
we
were
approved,
like
I,
said
approved
in
negotiations
or
negotiated
through.
G
There
was
a
little
bit
of
change
in
the
HSA
benefit
option,
but
the
the
Blue
Cross
PPO
was
the
same.
Just
the
HSA
deductible
was
set
at
5000,
so
it
it's
actually
an
advantage
to
participants
that
were
in
HSA
or
choose
to
go
to
HSA.
G
The
district
does
contribute
a
little
bit
more
than
in
the
past
because
of
the
difference
in
rates.
I
was
trying
to
pull
up
the
rate
sheets,
because
I
print
opened
up
everything
else.
I
think
you
guys
have
the
rate
sheets
there
in
front
of
you
is
that
part
of
the
document?
G
Yes,
okay,
they're,
tiny,
they're,
very
tiny
I
was
trying
to
look
at
them
and
sign
it.
I
think
it's
the
second
sheet,
where
it
kind
of
has
words
over
words,
that
is,
that
change
she's,
noting
on
there
that
we're
eliminating
this
option.
Five
thousand
dollars
HSA.
G
A
G
Okay,
we
just
have
to
approve
it,
Dr
French
can
sign
it
or
or
you
can
sign
it
for
both.
A
C
A
All
right,
okay
I,
would
like
to
ask
for
a
motion
to
approve
the
Idaho
school
benefit,
trust,
employee
participation,
agreement.
A
Okay,
all
right
I'd
like
to
ask
for
a
vote
all
those
in
favor,
please
say
aye
and
any
lease,
please
say
name
and
any
abstaining
Okay,
so
I
always
wanted
to
do
that.
C
A
Right
so
then,
at
this
time
we
are
going
into
executive
session.
So
I
would
like
to
ask
for
a
motion
to
enter
into
executive
session.
So
if
I
could
have
trustee
Butler,
could
you
please
make
the
motion
and
then
the
reason
why
we're
going
into
executive
session
Jerry.
E
Madam,
chair
I,
moved
to
enter
into
executive
session
for
Idaho
code
74-2061b
to
consider
the
evaluation,
dismissal
or
disciplining
of
or
to
your
complaints
or
charges
brought
against
a
public
school
officer.
Employee
staff,
member,
individual
agent
or
public
school
student
tonight
would
be
employee
number.
G
A
A
Okay,
welcome
back.
We
are
coming
out
of
executive
session,
so
at
this
time,
if
I
could
have
trustee
Butler,
let
us
know
why
we
went
into
executive
session
and
then
his
motion,
please.
E
Sure
per
we
entered
executive
session
per
Idaho
code,
74-206
1B,
to
consider
the
evaluation,
dismissal
or
disciplining
of
or
to
hear
complaints
or
charges
brought
against
a
public
officer.
Employee
staff,
member
individual
agent
or
public
school
student
tonight
was
employee
number
2023-10-04a
and,
with
that
I'd
like
to
make
a
motion
to
accept
the
recommendation
of
the
district
at
this
time,.
