A
B
Yeah,
let's
let
us
stand
for
a
prayer,
almighty
God.
We
give
thanks
to
you
for
the
gift
of
this
day.
We
ask
in
our
time
of
meeting
that
we
might
have
the
wisdom
that
only
you
can
give
and
the
strength
that
only
you
can
provide.
All
that
we
have
been
given
was
first
yours,
almighty
God,
so,
as
we
graciously
receive
and
benevolently
share,
we
give
thanks
for
all
that
you
have
given
to
us
as
Citizens
in
Calvert
County,
amen,.
A
So
we're
going
to
thank
Pastor
faith
for
joining
us
this
morning.
She
comes
to
us
from
the
lower
mover
Mount
Hermie
my
mind,
everyone
Methodist
Church,
so
we
really
do
appreciate
you
coming
down
this
morning,
Pastor
Faith.
Thank
you.
Next
item
on
the
agenda
is
to
approve
the
agenda.
Are
there
any
additions
or
corrections
to
the
agenda
as
presented.
A
A
Today
we're
going
to
do
a
proclamation
in
a
few
minutes
celebrating
by
local
week
and
I'll
talk
about
it
then,
but
there
are
lots
of
farmers
markets
in
Calvert
County
that
you
can
participate
in
and
all
around
southern
Maryland
and
support
our
local
farmers
and
Waterman,
and
we'll
get
more
into
that
when
we
do
our
Proclamation,
but
just
want
to
remind
everybody
that
by
local
week
starts
is
the
week
of
July
31st
through
August
second,
or
something
like
that.
I've
lost
my
notes,
but
you
should
buy
local
all
year
long.
A
This
is
the
message
truly
all
year
long.
We
should
support
our
local
farmers
and
watermen
and
then
the
other
thing
I
have
on
my
list
is.
We
do
have
a
meeting
with
the
Board
of
Education
next
Monday
July
31st
at
6
PM.
Anybody
that
would
like
to
attend
the
public
is
welcome.
It's
going
to
be
at
the
HEB
on
Darris
Beach
Road
and
you
can
join
by
phone
Zoom.
A
Whatever
way
suits
your
needs,
but
we
encourage
you
to
participate
if
you're
interested
in
discussion
between
the
board
of
County,
Commissioners
and
the
Board
of
Education,
and
that's
once
again
Monday
July
31st
at
6
pm.
A
A
Minute
away:
okay,
we
can,
we
can
come
on
yep,
so
we're
gonna
rotate
have
to
be
flexible
in
this
business,
so
we're
gonna.
Our
second
Proclamation
is
going
to
move
up
the
first
and
that's
to
celebrate
by
local
week.
Director.
F
All
righty,
thank
you,
so
my
name
is
Julie
oberg,
director
of
economic
development
for
Calvert
County.
This
is
by
local
challenge
week
through
August
31st,
July,
31st
and
I
wanted
to
thank
you
for
recognizing
our
local
Growers
processors,
Agriculture
and
seafood
businesses
that
are
represented
in
this
room
and
actively
working
throughout
Calvert
County.
The
Buy
Local
challenge
started
in
southern
Maryland
through
the
efforts
of
somatic,
which
is
known
as
the
southern
Maryland
AG
development.
Commission.
F
We've
got
some
representatives
from
somatic
here
today
and
has
expanded
Statewide
in
collaboration
with
the
Maryland
Department
of
Agriculture
and
the
governor's
office
over
the
past.
More
than
decade,
buying
local
adds
to
our
connections
and
community
in
Calvert.
County
provides
diversity
resilience
in
our
local
economy.
We
hope
that
as
people
add
local
products
to
their
food
throughout
this
week
that
they're
going
to
decide
that
that
tastes
great
and
they
love
it,
and
they
want
to
continue
it
all
year.
Long
and
we've
got
a
variety
of
places.
F
You
can
buy
local,
as
commissioner
Hance
had
mentioned
so
today,
I'd
like
to
invite
everybody
to
come
to
the
Calvert
Health
Farmers
Market
230
at
6
30
at
Calvert
health,
and
then
you
can
also
visit
bylocalchallenge.com
to
get
more
information
about
the
Buy
Local
Challenge.
And
then
you
can
also
visit
our
AG
website
at
calvertag.com
to
learn
more
about
where
you
can
buy
local
Calvert
County
products
from
your
friends
and
neighbors
and
there's
some
folks
who
are
here
for
the
proclamation.
H
Oh
I
did
give
you
all
a
folder.
One
of
the
things
we've
been
doing
at
our
Market
is
having
an
event
there
every
month
to
help
bring
a
little
bit
more
awareness
to
the
market.
What
it
does
and
where
it's
at
and
one
of
the
things
we've
been
working
diligently
on,
is
food
insecurity.
So
having
that
money
market
challenge
match
every
week
and
having
someone
sit
there
to
be
able
to
take
that
snap
and
turn
it
into
doubling
the
money
up
to
thirty
dollars
is
like
a
no-brainer
right.
I
Good
morning,
I'm
Shelby
watsonhampton
with
the
southern
Maryland
Agricultural
Development
commission,
happy
to
be
here
happy
to
hear
about
our
markets
using
the
Maryland
Market
money
program
match
and
just
want
to
remind
everybody
that
there's
a
fun
statistic
we
have
about
by
local
week.
So
it
is
not
just
in
southern
Maryland
or
Calvert
County,
but
it
is
Statewide.
I
If
every
household
in
Maryland
spent
just
12
dollars
a
week
for
eight
weeks
on
local
products,
we
would
put
200
million
dollars
back
in
the
pot
pockets
of
local
farmers
and
producers,
so,
like
Mr
Hance,
said,
buy
local
all
year
round,
but
especially
right
now,
while
we
have
an
abundance
of
product.
So
thank
you
so
much
and
Julie
mentioned
visiting
by
localchallenge.com.
Please
do
that.
There's
lots
of
fun
events
happening
this
week,
including
the
biological
challenge
celebration,
which
is
hosted
in
a
different
County
every
year.
I
So
it's
hosted
in
St
Mary's
that
is
Monday
evening
July
31st
from
5
to
8
PM,
it's
an
evening
family
friendly
event.
It's
only
five
dollars
for
people
to
attend
and
there's
pony
rides
and
he
rides
and
a
live
music
and
food
trucks,
and
we
want
to
come
out
and
support
the
40
or
so
farmers
that'll
be
doing
a
farmer's
market
that
night
there
as
well
so
check
out,
buy
localchallenge.com.
Thank
you.
I
J
Good
morning
my
name
is
Edward.
Goodman
I've
been
a
board
member
and
worked
with
Shelby
on
somatic.
For
about
five
years
now,
I
represent
young
farmers
in
Calvert
County.
After
having
about
17
years
of
personal
experience
in
the
green
industry,
I
chose
in
2021
to
incorporate
my
business
here
in
Calvert
County,
Goodman,
LLC
native
plants
and
conservation
consultancy.
Basically,
what
we
focus
on
is
the
Horticultural
production
of
native
plant
material,
as
well
as
ecological
consultations
for
individual
landowners.
J
E
L
M
A
So
I
want
to
thank
all
of
you
for
joining
us
this
morning
and
most
of
you
know,
I
always
brag
about
I
used
to
be
secretary.
Backer
culture
and
I
stole
somatic's
idea
for
Buy
Local,
and
we
took
it
Statewide
when
I
was
secretary
and
you
know,
Buy
Local
is
one
of
those
things
that
that
you
can
do
to
help
your
community
out
and
no
disrespect
to
grocery
stores.
A
But
if
you
ever
go
to
a
farmer's
market
and
buy
fresh
produce
and
locally
produce
meats
and
products,
there's
no
comparison
to
the
Quality
that
you
get
in
a
grocery
store
and
you
cut
out
that
middle
man
and
that
money
goes
directly
into
our
producers
Pockets.
It
keeps
our
Farmers
profitable
and
keeps
our
land
from
being
developed.
You
know,
ultimately,
that's
the
goal
here
in
Calvert
County
we're
trying
to
keep
our
Farmland
preserved
and
the
best
way
to
do
that
is
Buy
Local
and
keep
that
money
in
those
Farmers
Pockets.
A
So,
as
I
always
say,
you
want
to
shop
local
all
year,
long,
not
just
one
week
out
of
the
summer,
but
we'd
like
to
take
this
opportunity
to
highlight,
and
you
can
go
to
our
County
website
and
it'll
have
a
list
of
all
the
local
producers
in
Calvert
County
and
the
products
that
they
sell.
And
you
might
be
amazed
at
what
you
can
find
just
right
here
in
Coward
County,
without
leaving
your
backyard.
So
I
have
a
little
Proclamation
that
I'm
going
to
read.
A
And
whereas
Calvert
county
is
committed
to
promoting
its
local
agricultural
enterprise
and
calls
upon
all
citizens
to
choose
products
produced
and
harvested
in
the
Region's
farmlands
and
Waterman's
Dale
waterways
daily,
but
especially
during
the
last
full
week
of
July.
Now,
therefore,
be
it
proclaimed
by
the
board
of
County
commissioners
of
Calvert
County
that
the
week
of
July
21st
through
the
31st
2023
be
known
as
Buy
Local
week
in
Calvert
County.
A
Be
it
further
proclaimed
that
we
encourage
all
citizens
to
be
mindful
of
the
role
of
our
local
farmers,
Foresters
and
watermen
the
role
that
they
play
in
their
lives
and
buy
local
whenever
possible,
given
our
hands
and
seal
this
25th
day
of
July
2023,
signed
by
all
five
Commissioners.
Congratulations.

A
D
N
D
I
need
some
Patuxent
in
the
house
here,
yeah,
so
yeah.
It
makes
me
look
good
I
need
all
the
help.
I
can
get
so
tell
us
a
little
bit
about
here.
Tell
us
a
little
bit
about
your
the
race
and
everything
you
know
what
else
you
did.
Q
So
I
ran
I
had
all
four
events,
so
I
did
long
jump
high
jump.
One
and
two
I
did
got
third
on
one
and
then
one
and
long
jump
so
yep.
Q
Thank
you
very
good.
Two,
like
200.
D
D
Knew
all
about
it,
I'm
like
how
do
you
know
about
it?
I
didn't
even
read
it.
Yet
he
goes
oh
yeah
Dad.
We
know
so
very
good.
So
all
right,
well
I,
want
to
read
this
for
you
today
and
and
say
it
again
side
all
right
here
we
go,
whereas
the
Youth
of
Calvert
County
represent
our
most
treasured
resource.
The
accomplishments
and
achievements
and
abilities
of
these
young
citizens
deserve
the
recognition
and
praise
of
their
elders
and
whereas
Patuxent

there,
it
is

Under
the

as
the

champion
in
both
the
55

the

exhibiting
unparalleled

Tessiah's

continued
as
she
secured
the
title
of
regional

in
the
55

and
the
high
jump
during
the
indoor
season.
So
to
find
her
position
as
an
exemplary
athlete
among
her
peers.
D
Besides
outstanding
achievements
extended
the
outdoor
season
where
she
claimed
the
title
of
smack
champion
in
the
100
meter
race,
high
jump,
showcasing
her
versatility
and
dominance,
and
multiple
disciplines
to
size,
remarkable
Talent
was
on
full
display
at
the
state
meet
where
she
secured
third
place
in
both
the
100
meter
race.
The
high
jump
as
well
as
commendable
seventh
place
in
the
200
meter
race,
cooling,
her
outstanding
performance
by
emerging
as
the
state
champion
in
the
long
job
event.
How
far
did
you
jump.
G
D
That
said,
congratulations
are
hereby
extensive.
Sarah

of

on
winning
the
2023

it
further
proclaimed
that

the

and
many

in
wishing

I

for
the

maybe
30
some
years
with
regard
to
National

Out
this
year
it
is
August.
1St
I
would
like
to
introduce
some
of
our
guests
that
we
have
here
today
and
some
of
our
board
members.
If
you
will
allow
that
before
the
proclamation,
absolutely.
R
R
Have
Lieutenant
Colonel
Dave

let's
see
major
canning,
Captain

Lieutenant

and
we
also
have
the
state's
attorney
Bob
Harvey.
R
And
Lieutenant
Marin's
from
who's
the
commander
of
that
state,
police

so
I
would
like
for
all
of
those
folks
to
come
forward
if
they
would
like
we'll
start
there
and
as
we
continue
on
I,
would
like
to
thank
all
of
our
partner
agencies,
law
enforcement,
fire
rescue,
EMS.
Quite
a
few
local
agencies
that
will
be
out
at
National,
Night,

Calvert

will
be
out
at
some
of
the

the

closing
the

and
many
more
organizations.

I
just
wanted
to

with
the

I
just
wanted
to
thank
Mr

and
her
staff
I
know.
There's
a
lot
of
moving
parts
to
this
and
she's
been
doing
a
good
job
for
a
long
time.
Also
broomes

This

we
are
going

and
we
probably
have
the
best

going
this

you
gonna
feed
everybody
there
or
what

good

our

I

for
doing
what
you
do,
though
it
is
very
important
and,
as
Mr
Harvey
said,
you
know
today's
society,
a
lot
of
people
do
communicate
towards
or
through
social
media,
not
so
much
person
to
person.
Some
people
don't
even
know
their
neighbors.
Probably
so
it
would
be
a
good
opportunity
and
hopefully
all
you'll
have
a
lot
of
involvement
with
this.

AA
AA
AB
Good
morning
Commissioners,
my
name
is
Joseph
Cormier
from
Owings
Maryland
I
want
to
be
a
little
selfish.
This
morning,
Dunkirk
is
my
home
park,
so
I'm
a
little
concerned
that
the
the
restroom
project
might
be
delayed
and
I
I'm,
not
a
super
fan
of
pickleball,
but
if
the
people
love
it,
the
people
love
it.
AB
AA
So
as
far
as
timeline,
we
have
a
lot
of
projects
going
on
at
Dunkirk
park.
Right
now,
right
now
we're
getting
ready
to
start
the
tennis
and
pickleball
project
at
Dunkirk
right
now,
so
any
new
projects
at
Dunkirk
Park
would
not
be
able
to
start
immediately
anyway,
due
to
the
amount
of
construction.
That's
going
to
be
going
on
out
there
at
this
time.
So
it's
it's
feasible
to
say
that
by
the
time
money
becomes
available
would
be
the
time
that
we
would
be
able
to
do
additional
work
at
that.
AC
AA
So,
with
the
there
there's
a
couple
of
different
projects
within
this
project,
so
the
the
resurfacing
of
the
tennis
courts
would
likely
take
place
first
because
we
have
the
the
quote
and
that's
not
something
that
requires
any
additional
site,
work
or
storm
water,
or
anything
like
that.
So
that's
basically
a
purchase
order
and
scheduling
it
with
the
contractor,
so
that
likely
will
not
take
very
long
and
something
that
could
be
depending
on
scheduling
of
course,
but
something
that
could
likely
be
completed
by
Fall.
AA
As
far
as
the
master
plan
project,
that's
something
that
we
could
get
started
now,
usually
that
takes
between
nine
months,
nine
and
twelve
months
to
complete
a
master
plan
project
to
make
sure
that
we
get
the
input
that
we
need
from
the
community
which
likely
would
occur
in
the
fall.
That's
usually
when
you're
able
to
get
more
input
from
the
community
after
school
has
started
when
people
not
are
not
on
vacation.
That
sort
of
thing.
AA
So
that's
when
we'll
be
looking
for
public
input
on
that
process
and
then
for
the
pickleball
project
we
are
working
on
permitting
for
for
that
now,
pending
approval
for
the
funding
to
go
through,
and
at
that
point
we
would
likely
use
on-call
contractors
to
begin
the
work
there.
A
AC
Yes,
Mr
President
I
move
that
we
close
the
record
I'll.
A
AD
Morning,
director,
good
morning,
solicitors,
my
name
is
Jared
Cosco,
director
of
Public
Works,
we're
here
today
to
talk
about
the
water
and
sewer
rate
study
and
the
audit
process
that
we
started
22.
with
me
today
to
my
immediate
right,
I
have
Mike
Baker
he's
from
next
gen
he's
a
consultant
that
actually
performed
the
rate
study
for
us
and
to
my
far
right.
I
have
James
Ritter
the
deputy
director
of
Public
Works
Enterprise
funds.
AD
If
it's
okay
with
you
I
can
read
the
memo
or
we
can
go
straight
into
the
presentation.
We
can
just
do
the
presentation
gotcha
so
with
that
I'll
turn
it
over
to
Mike
to
go
through
our
presentation.
AE
So
I
just
have
a
brief
presentation.
If
you
have
any
questions,
feel
free
to
stop
me
along
the
way
or
we
can
wait
to
the
end.
So
the
study,
the
presentation
is
going
to
cover
just
to
study
assumptions
the
revenue
requirements,
which
is
another
term
for
the
the
cost
of
the
system.
The
revenue
required
to
be
collected
from
customers.
The
current
water
and
sewer
rates
are
projected
Water
and
Sewer
rates,
then
some
sample
bills
and
a
comparison
and
then
we'll
briefly
touch
on
some
recommendations
and
some
additional
information
on
Capital
connection
fees.
AE
AE
You
have
a
pipe
burst
or
you
know
you
need
to
quickly
do
a
rate
increase,
so
the
key
is
to
kind
of
keep
that
low
over
time
with,
hopefully
at
some
point,
inflationary
increases,
because
your
costs
are
going
up
so
keeping
up
with
those
costs
as
well.
So
the
objective
was
to
ensure
rates
are
stable
through
sound
financial
management
and
system
maintenance,
and
we
do
that
by
reviewing
the
funds
to
maintain
Financial
stability
and
then
preparing
a
long-term
financial
plan
that
includes
capital
reinvestment,
so
some
factors
that
affect
water
and
sewer
charges
and
rates.
AE
Obviously
your
maintenance
expenses
operating
maintenance.
That's
your
salaries,
your
benefits
materials
supplies,
we're
assuming
for
the
for
the
forecast
about
a
two
and
a
half
percent
escalation
rate.
I
know
it's.
Inflation
has
been
higher.
You
know
earlier
this
year
and
last
year,
but
kind
of
historically
the
past
20
30
30
years
it's
been
about
two
and
a
half
three
percent
Capital
Improvement
plans
is
going
to
be
probably
your
largest
driver
for
increases
in
costs.
So
that's
investment
in
your
treatment
distribution.
AE
You
know
the
pipes
in
the
ground,
the
water
pipes
and
then
the
sewage
pipes
to
pull
that
away
and
then
obviously
treating
that
water
and
then
treating
that
Wastewater
any
Debt
Service.
This
both
includes
existing
Debt
Service.
So
that's
principal
interest
payments
you
currently
are
paying
and
then
for
any
capital
projects
that
we
plan
on
debt
funding
if
they're
too
large
to
cash
fund
or
pay
directly
out
of
rates,
we're
assuming
a
three
percent
interest
rate
and
then
a
25-year
maturity,
we're
being
conservative
on
Con
on
customer
growth
and
usage
growth.
AE
So
we're
saying
essentially
saying
you're
fairly
built
out
we're
not
expecting
too
many
new
connections
each
year,
so
we're
being
conservative
not
being
aggressive
there
saying.
Oh
all,
these
customers
are
going
to
come
in.
So
we're
saying
no
growth
for
those
and
the
same
thing
for
any
miscellaneous
revenues,
so
that's
anything
other
than
rates
and
charges.
So
that's
interest,
you
know,
penalties
things
like
that
miscellaneous
sales
and
services
and
then
we
our
goals,
have
a
minimum
cash
balance
of
90
days
of
operating
expenses.
AE
So
roughly
25
of
your
operating
expenses
maintained
in
an
operating
Reserve,
so
I
mentioned
the
revenue
requirement
again.
This
is
just
the
costs
required
to
fund
the
system.
So
at
the
bottom
here
we
have
the
operating
maintenance
expenses.
Again,
that's
day-to-day
expenses,
salaries
and
benefits
supplies.
On
top
of
that,
we
have
any
outstanding
debt,
so
any
principal
and
interest
payments
you're
currently
paying.
AE
We
then
have
the
capital
projects
and
those
can
either
be
cash,
funded,
debt-funded,
Reserve,
funded
in
a
perfect
world,
Grant
fund
it'll
be
even
better
and
then
on
top
of,
that
would
be
any
contributions
to
reserves.
So
we
add
all
those
up:
that's
our
annual
revenue
requirement
with
less
on
any
miscellaneous
revenues
and
that's
what
we
need
to
collect
from
customers.
AE
So
the
relationship
between
user
rates
and
capital
connection
fees
is
an
important
one,
so
user
rates,
as
you
know,
that's
the
what
existing
customers
pay
in
their
bills
and
then
Capital
connection
fees
are
the
one-time
customers
that
new
customers
pay
and
so
that
green
box
in
the
top
left
the
operating
expenses.
You
have
to
collect
that
from
user
rates.
There's
really
no
other
way
to
to
fund
those.
However,
for
Capital
expenses
that
blue
box
in
the
bottom
left,
they
can
either
be
non-growth
related.
AE
So
that's
the
system,
maintenance,
like
rehab
replacement
of
pipes
and
those
can
either
be
cash
or
debt
funded
and
then,
ideally
should
come
from
user
rates
and
then
the
bottom.
We
follow
the
bottom
blue
path,
the
system,
expansion
projects
so
there's
typically
growth
related.
So
that's
expanding
the
system
or
increasing
capacity.
Those
again
could
be
cash
or
debt
funded
and
ideally
should
come
from
Capital
connection
fees
so
paid
by
new
customers
with
those
one-time
fees.
AE
There
is
a
note
there
at
the
bottom
and
you
see
that
red
dash
line
if
Capital
connection
fees
are
set
at
less
than
cost
or
anticipated
growth
does
not
occur.
Then
existing
customers
have
to
make
that
up
through
the
through
the
user
rates,
so
turning
to
water
first
and
I've
tried
to
keep
all
these
slides
on
the
same
scale.
So
you
see
that
12
million
dollar
scale
on
the
left.
AE
We
have
the
base
year
of
23,
and
then
we
have
one
two
six
six
forecasted
years
after
that,
so
the
blue
bars
you'll
see
the
the
vertical
blue
bars.
That's
your
operating
expenses
and
then
stacked
on
top
of
that
is
current
Debt
Service
you'll
see
a
little
sliver
of
purple.
There
is
a
new
debt
service,
so
that's
any
capital
projects
we're
going
to
debt
fund
and
then
the
green.
There
is
Cash
running
projects.
The
vertical
Blue
Line,
the
bottom
one,
going
straight
across.
AE
That's
how
much
revenue
you're
bringing
right
now
with
current
Revenue,
as
you
can
see
since
that's
lower
than
the
vertical
bars.
That
means
you
have
a
shortfall
in
those
future
years
and
our
proposed
revenue
is
that
dark,
blue
purple
line.
That's
kind
of
sloping
upward
to
the
right
and
the
note
at
the
bottom
that
reflects
roughly
9.6
percent
increase
for
each
of
the
next
four
years
and
then
three
percent
in
the
next
two
years.
So
I
mentioned
before
we're
trying
to
get
to
that
goal
of
having
just
inflationary
increases
every
year.
AE
All
your
bills
are
going
up.
You
know
all
your
costs
are
going
up,
so
we
try
to
do
an
inflation
increase
each
year
to
keep
up
with
those
and
then
the
impact
then
on
the
water
operating
cash
balance.
That
red
line
is
the
target
I
mentioned
before
the
90
days
operating
expenses
and
then
the
blue
bar.
So
you
can
see
you're
starting
at
about
just
over
four
million
and
we're
maintaining
it.
So
you
can
keep
that
current
balance,
so
you're
hitting
that
Target
and
then
some
so
you
have
healthy
Financial
reserves
there.
AE
AE
The
costs
are
a
little
higher
here,
but
again
we
have
those
operating
expenses
in
blue
current
debt
service
in
red,
any
new
Dead
service
in
purple,
and
then
I
mentioned
before
that
Capital
connection
fee
shortfall
that
that
red
node
in
that
previous
slide.
So
in
this
case
the
revenues
from
Capital
connection
fees
for
sewer
are
not
covering
the
costs
of
of
the
growth
related
costs
so
there
in
turn,
then
these
costs
have
to
come
from
user
rates.
AE
So
turning
to
your
rates,
so
your
current
rate
structure,
everybody
pays
a
quarterly
base
rate
and
this
varies
per
equivalent
dwelling
unit
or
edu.
So
if
you're,
a
residential,
typical
residential
customer,
you
probably
pay
this
59.34
for
water
and
11903
for
sewer
and
then
any
usage.
So
that's
really
just
cover
your
fixed
costs
and
then
anything
variable
is
292
per
thousand
gallons
and
then
632
per
thousand
gallons.
And
then,
if
you
don't
have
water
and
you're
just
unmetered,
you
pay
that
182.21.
AE
AC
AE
To
thirty
three
hundred
gallons
you'd
pay
one
rate
per
thousand
gallons,
and
once
you
pass
that
3300
anything
from
3,
300
to
12,
000
gallons
paid
a
different
tier
and
they
get
increasingly
higher,
so
tier
four
would
be
the
highest.
So
that's
really
excessive
use
at
that
point.
So
it's
really
the
more
you
use
the
more
costs
and
the
more
the
more
you
pay
and
those
percentages.
AE
So
comparing
those
those
rate
designs
for
the
next
six
years,
you
can
see
the
current
rate.
Design
This
is
just
maintaining
your
current
redesign.
What
those
rates
would
be
by
just
going
up
by
those
percentages
we
talked
about
before
and
then
alternative
redesign
through
those
tiers,
and
if
you
notice,
we
look
at
FY
2024
the
current
redesign,
you
see,
the
variable
rate
is
three
dollars
and
twenty
cents.
AE
And
then,
if
you
compare
that
to
the
alternative
redesign
in
fyf
2024,
you
can
see
the
rate
for
tier
one
and
tier
two
are
less
than
that:
320
at
222
and
277,
and
then
the
rates
for
tier
3
and
tier
four
are
higher
than
that.
So
if
you
can
keep
your
bill
less
than
twelve
thousand
gallons
per
quarter,
you'd
essentially
pay
less
under
the
alternative
rate
design
than
you
would.
If
you
paid
for
the
current.
AE
Design
and
then
those
four
tiers
and
then
there's
the
additional
unmetered
sewer,
if
you
don't
have
water,
but
you
can
see
the
same
similar
analysis
here.
So
if
you,
if
you're
within
tier
one
and
tier
two,
the
rate
is
actually
less
than
the
current
rate
design
increase
and
then
tier
three
and
tier
four
to
identify
that
higher
usage
is
higher.
AE
We
like
to
say
that
customers
don't
really
care
what
the
rate
is.
They
wonder
what
their
bill
is
going
to
be.
So
this
is
a
comparison
of
an
actual
bill.
So
this
is
a
small
residential
user
using
25,
2100
gallons
per
quarter,
a
median
residential
user
who
uses
9,
000
gallons
and
then
a
large
residential
user
using
15
600..
If
we
just
focus
on
the
middle
one,
the
median
user
at
50
percentile
using
nine
thousand
gallons
so
right
now,
their
bill
combined,
is
about
261
dollars.
AE
AE
AD
With
that,
other
works
is
here
basically
to
get
some
recommendations
from
from
you
all
Public
Works
recommends
that
you
know
we
move
forward
with
the
T
tier
field
structure
and
the
race
presented
to
consider
for
adoption
with
that.
AD
We'd
have
to
come
back
for
a
public
hearing
and
probably
about
two
two
and
a
half
weeks
in
order
to
move
forward
with
it,
if
you
so
choose
with
that
puzzle,
or
should
also
recommend
coming
back
for
an
additional
public
hearing
to
talk
about,
and
maybe
a
work
session
to
talk
about
the
capital
connection
fees,
because
that
is
a
component
we
do
need
to
address.
But
we
can
address
that
separate
from
the
rate
structure
along.
AE
AD
That
all
this
ties
into
the
resolution
that
we
need
to
modify,
which
would
be
what
the
public
hearing
is
for
and
some
language
we
like
to
keep
in
the
resolution.
We
recommend
allowing
the
director
of
Public
Works
to
be
able
to
increase
rates
up
to
five
percent
per
year
without
seeking
board
approval.
AD
That
probably
raises
some
questions,
but
the
reason
we're
putting
this
in
there
so
that
we
don't
have
to
come
back
in
front
of
you
every
year
to
look
at
negotiating
rates.
We
found
this
in
other
jurisdictions.
They
do
this
also
to
just
help
streamline
the
process,
because
that
if
we
were
to
move
forward
with
the
tier
building
structure,
the
idea
of
the
tier
business
structure
is
to
kind
of
present
and
kind
of
get
users
to
conserve
water
over
time,
because,
like
like
Mike
said,
is
you
use
more?
AD
You
pay
more,
so
we'd
like
to
think
that
would
kind
of
guide
people
to
conserve
their
water,
so
they
Falls
in
those
lower
structures.
But
at
the
end
of
the
day,
we
still
need
to
meet
that
Revenue.
We
need
to
stay
stable
as
a
business,
so
this
would
give
Public
Works
the
ability
to
adjust
those
rates
by
up
to
five
percent
if
need
be,
to
still
meet
that
Revenue,
because,
like
I
said
at
the
end
of
the
day,
we
still
need
that
value.
Whatever
that
revenue
is
to
stay,
you
know
sustainable.
We
need
it.
AD
For
commercial
businesses
only
and
we
keep
language
in
there
that
anytime
permits
are
issued
or
permits
are
requested
for
commercial
uses
that
we
are
allowed
to
do
the
audits
also
to
make
sure
that
they're
within
their
allocated
usage.
So
those
are
the
kind
of
things
we're
looking
for
some
guidance
to
move
forward.
I,
don't
know
if
you
all
have
any
additional
questions.
AC
Yes,
I
have
a
couple
of
Jr,
please
so
just
so
that
everybody
is
on
the
same
page
as
his
residential
and
Commercial
correct.
The
residential
users
are
staying
at
one
edu,
correct
and
then
the
commercial
guys
will
be
evaluated
every
year
on
their
edus,
and
that
would
be
done.
E
Elite,
correct,
correct.
R
AD
It
would
be
whenever
they
file
for
a
permit.
So
if
you
have
an
existing
Commercial,
Business
now
and
you're
running-
and
you
want
to
do
modification
inside
or
you
want
to
do,
a
build
out
to
you
know,
attend
a
fit
out
to
your
shopping
center.
That
would
trigger
an
edu
order
based
on
whatever
you
should
be,
or
whatever
fixtures,
you're,
adding
or
or
not,
and.
AD
No,
it's
not.
It
gives
us
ability.
If
we
see
that
you
know
usage
has
is
basically
reduced
because
they're
trying
to
reduce
their
bills,
we
still
need
to
end
up
with
that
same
Revenue.
To
stay.
You
know
sustainable
right
and
as
a
business,
so
it
gives
us
the
ability
to
increase
up
to
five
percent.
It
doesn't
mean
we
will
every
year
yes,
I
mean
we'll
have
to
do
analysis,
see
if
we
need
to,
but
it
gives
us
the
ability
to
do
that
right
and.
AD
Correct
so
the
way
to
work
we
come
in
for
the
public
hearing
we'd
have
to
advertise
for
about
two
or
three
weeks,
so
that
set
us
back
into
probably
mid-august.
By
the
time
we
come
back
for
the
public
hearing,
then
it's
usually
open
records
open
for
10
days.
It
would
be
back
about
two
weeks
later
for
you
to
close
it
and
adopt
it
once
adopted,
the
rates
don't
come
into
effect
until
six
months
after
the
adoption.
X
AC
Your
department,
correct
so
I,
did
see
on
page
11.
The
fixed
unmeter
sewer
so
I
see
that,
as
in
reference
to
10,
000
gallons,
why.
E
AC
AD
AD
All
they
have
is
sewer,
they
don't
have
water,
so
most
of
our
sewer
bills
are
based
off
of
water
usage.
Okay,
because
the
assumption
is
what
goes
in
must
come
out.
Okay,
now
you
can
put
in
a
subtraction
meter
that
would
subtract
out,
let's
just
say,
if
you're
doing
irrigation,
so
you're
not
paying
sewer
for
what
you're
getting
your
yard
with.
But
if.
AC
AC
AC
Okay
and
the
only
other
two
things
that
we
had
mentioned
before
in
comments,
the
changing
of
the
bills.
How
are
we
proceeding
forward
with
that.
AD
So,
as
far
as
the
the
look
and
the
change
of
the
bills,
we're
working
with
our
TS
department
and
our
vendor
for
our
billing
software
to
move
forward,
but
it's
not
a
quick
task
because
you
basically
have
to
evaluate
all
our
current
data,
bring
that
over
to
an
entirely
new
Billing,
System
and
right
now.
The
schedule
that
is
about
12
months
out
before
you'll
actually
see
the
bill.
Okay,
the
change
in
the
back
okay.
AC
AD
They
could
also
set
alerts
to
notify
them
if
they
use
over
whatever
they
said.
They
say
they
don't
want
to
only
use
300
gallons
a
day
and
they
set
it
up.
They'll
get
a
notification
that
they're
using
more
than
that,
so
it
basically
gives
more
interaction
between
the
customer
and
the
system,
so
they
know
how
much
they're,
using
instead
of
every
quarter,
they
get
more
knowledge
on
a
daily
or
monthly
basis.
It
also
gives
us,
as
the
the
business
to
know
how
much
they're
using
to
we
can
mount
it.
AD
AD
AE
AD
That
would
give
the
director
the
ability
to
increase
it
by
five
percent
each
year
if
needed.
The
way
the
tier
structure
is
set
for
us
to
get
to
that.
That
balance,
we
need
to
increase
the
sewer
each
year
by
16.8
percent,
which
is
what
we're
proposing
in
our
rate
structure,
moving
out
from
FY
24
through
29.
E
AE
You
should
ideally
come
back
each
year
and
kind
of
see.
Okay,
that's
still
the
right
number
you
know
can
it
be
hopefully
lower
or
you
know
how
our
CIP
hasn't
changed,
and
so,
but
this
is
the
financial
plan.
Looking
five
six
years
out,
there's
only
prudent
to
do
just
so
we'll
make
sure
we
don't
hit
a
cliff.
You
know,
and
so
that's
what
it
looks
like
right
now,
based
on
the
CIP.
What.
AE
So
that's
the
9
000
gallons.
That
would
be
tier
two
yeah.
C
AD
AD
E
AD
AF
D
I
think
you're
on
the
right
path
with
conservation.
You
know
more
than
just
even
water
we've
seen
with
sewer.
We
don't
want
to
be
in
the
business
to
build
a
new
sewer
facilities.
You
know
we
don't
want
to
be
in
the
business
of
getting
fined
for
over
consumption.
We
all
need
to
be
responsible,
I
mean
it's.
It's
the
moral
ethical
thing
to
do.
I
mean
I'm,
glad
we're
taking
a
real,
methodical
approach
here
about
this
I
mean
we
all.
D
You
know
as
Americans
we're
pretty
lucky
to
kind
of
do
whatever
we
want
to
do
a
lot
of
times,
but
there
is
a
cost
to
it.
Correct
so
I'm
glad
you
guys
are
taking
this
methodical
approach
to
it.
I
you
know
you,
you
know
you
look
around
the
country
and
you
see
on
the
on
the
west
coast.
They
would
kill
for
this
water
bill
right.
You
know
just
the
ability
to
to
have
you
know
these
resources
we're
very
fortunate.
D
So
hopefully,
hopefully
this
the
state
follows
suit
with
just
you
know,
protecting
it
for
the
future.
AD
AD
Well,
that's
a
difficult
question
to
answer
because
it
all
depends
on
what
that
family
fart
does
I
mean
if,
if
all
they
do
is
they're
no
more
activities
within
their
house
as
far
as
eating
shower
you
know
and
so
forth,
right,
that's
what
I
consider
a
normal
family
right!
They
should
be
somewhere
near
that
large
user,
which
would
be
a
tr3
user,
depends.
A
Well,
what
I'm
trying
to
do
is
eliminate
I'm,
not
watering.
My
yard
I'm,
not
filling
my
swimming
pool,
I
have
a
wife
and
two
kids
I'm,
just
trying
for
people
to
try
to
figure
out
where
they
fit
in
these
categories,
because
when
you're
Watering
your
yard
and
filling
your
pool
and
yeah
those
auxiliary
things,
they
are
not.
You.
AE
AD
A
AD
AE
A
AD
A
A
A
And
I
know
during
covid,
you
all
came
in
and
asked
for
an
increase
and
we
denied
it
because
of
what
was
going
on
with
covid
and
now
because
of
the
impact
of
covet,
where
everything
has
doubled
and
tripled
in
cost.
It
has
hit
you
more
so
than
a
lot
of
other
places,
because
we
didn't
take
that
action
and
I
think
it
is
good
that
we
have
some
formula
in
there
that
takes
that
away
from
these
five
chairs.
But
in
the
same
regard
there
have
to
be
you
know,
checks
and
balances.
AD
E
A
D
It's
the
same
when
we
had
grinder
pumps,
you
know
the
grinder
pump
issue
was
was
the
same
exact
thing.
You
know
we
we
didn't,
have
it
balanced
equally,
and
you
know
they
they
fail
quite
a
bit,
I
mean
so
it
was
putting
a
burden
on
the
rest
of
the
system
instead
of
where
it
should
be
correct.
So
this
is
overdue.
D
C
A
It's
just
something
that
we
can
tie
to
that:
okay,
yeah,
so
Mike
I,
don't
know
if
you
do
this
for
a
living
and
questions
were
raised
when
this
subject
first
came
up
about
the
management
of
this
systems
as
a
whole,
so
from
what
you've
seen
in
your
investigation
and
putting
together
this
study,
what's
your
take
on
the
management
of
our
water
and
sewer
systems.
AE
AE
The
capital
projects-
and
you
know,
mandates
from
EPA
and
things
like
that.
There's
there's
stuff
you
need
to
do,
and
it's
kind
of
it
goes
unseen
right.
These
pipes
are
in
the
ground.
Nobody
knows
that
this
infrastructure
is
there
so,
especially
on
the
East
Coast,
we
have
aging
infrastructure
and
it
needs
to
be
well
maintained.
So
thank
you
for
taking
the
steps
to
do
that.
A
A
AE
Mean
we've
met
frequently,
you
know
over
teams
which
has
been
nice
actually
coming
down
here,
I'm
only
in
Annapolis,
that's
not
a
long
trip,
but
it's
been
great
discussion,
interaction,
I'm,
glad,
they're
interested.
You
know
some
will
just
say:
well
you
build
the
financial
model
and
just
give
us
the
results
at
the
end,
but
here
we've
actually
been
involved
in
discussions
and
working
through
it.
A
A
I,
don't
believe
I
have
any
more
questions
be
good.
So
this
is
just
a
work
session.
Correct
you'll,
be
back
for
public
hearing.
Publix
heard
this
discussion
today
they
can
submit
questions
or
comments
ahead
of
time
if
they
want.
We
would
encourage
that
always
take
questions
and
we
still
have
some
issues.
We
have
to
tackle
edu
fees.
Definitely.
E
Z
You,
sir,

adopted
a

in

Z
E
AG
Of
the
Neil
to
State
citizens,
Association
and
I
wanted
to
come
by
and
thank
the
board
your
board
in
the
previous
board,
who,
for
your
support
on
our
living
Shoreline
project?
Back
in
October
of
2020,
we
had
one
of
this
remnants
of
hurricane
spun
through
the
area
eroded
a
lot
of
the
shoreline
threatened.
Some
of
the
houses
in
the
community
with
you
know,
literally
being
washed
away
July
of
21
we
began
working.
We,
the
association
and
some
of
the
some
other
governmental
groups,
decided
to
try
to
fortify
our
Shoreline
create
a
living.
AG
You
guys
have
been
great.
With
letters
of
support.
We've
tried
to
fund
the
whole
thing
through
grants.
We
did
get
a
35
000
Grant
from
the
Maryland
Chesapeake
Bay
trust,
which
designed
this
thirty
five
thousand
dollar
project
right
here.
If
anybody's
interested
I
can
send
you
copies
of
it,
it's
pretty
extensive.
It's
the
same
company
that
the
county
used
to
build
the
Breezy
Point
project.
Unfortunately,
the
price
tag
started
at
1.3
million
through
the
inflation
and
buying
sand.
We
have
now
increased
the
cost
to
2.5
million.
AG
AG
So
with
that
said,
I
just
wanted
to
thank
the
board
again
for
your
help
in
the
past,
and
we
haven't
given
up
we're
going
to
keep
pushing
forward
because
we
have
to
do
something.
Oh
and
one
other
point:
we
2017
the
county
commissioned
a
flood
mitigation
plan
for
the
neo-to-state
community,
which
is
one
of
the
ones
that's
most
susceptible
to
flooding,
erosion
and
every
time.
There's
a
hurricane
everything
floods.

My
name
is
Katie
Blevins
and
I
speak
for
myself.
What
I'm
about
to
say
is
the
commission's
business,
because
the
commission
helped
to
engineer
this
cover-up
and
funded.
It
I've
been
going
up
against
this
corrupt
System
since
April
of
18.
I'm
here
to
talk
about
a
pedophile
ring
in
child
sex
trafficking.
AB
Good
morning
Commissioners,
my
name
is
Joseph
Cormier
speaking
on
behalf
of
myself,
so
just
to
touch
on
a
few
things
from
today's
meeting
and
your
consent
agenda,
you
had
the
Americans
with
Disabilities
Health
assessment
budget
adjustment.
AB
I
just
wanted
to
know
if
that
budget,
if
that
self-assessment,
includes
the
Elementary
School
Playgrounds
that
are
not
ADA
Compliant,
because
they're
grandfathered,
and
at
this
point,
which
is
not
helpful
for
the
the
children
in
our
communities,
I
want
to
thank
you
for
all
your
work
on
the
Water
and
Sewer
I'm
on
septic
tanks
and
a
well.
So
it
doesn't
affect
me
directly,
but
I'm
glad
that
the
the
county
is
finally
taking
a
proactive
approach
to
bring
the
system
into
the
future.
AB
To
make
sure
that
you
know
our
water
and
sewer
infrastructure
supports
our
community
and
consider
me
radicalized
on
keeping
Calvert
country
I
just
got
back
from
Colorado
Springs
and
the
over
development.
There
has
houses
so
close
together.
That
I
could
ask
my
neighbor
for
a
cup
of
sugar
and
just
reach
through
the
kitchen
window
to
get
it
from
them.
That's
not
what
we
need.
AB
Here's
the
coverage
at
all
and
then
I
look
forward
to
your
meeting
on
Monday
the
31st,
with
the
Board
of
Education
to
go
over
their
budget
things
and
I
look
forward
to
seeing
you
all
at
the
5K
for
Calvert
alliance
against
substance
abuse
on
September
17th.
Thank
you
so
much
thank.
D
AC
You
Mr
President
just
had
two
things:
I
attended,
a
fundraiser
at
Mount,
Zion
church
and
also
this
past
Wednesday
little
Kaplan
turned
99,
said
happy
birthday
to
her.
Q
C
Attended
two
ribbon
cuttings.
The
first
one
was
for
tidy
Tails,
it's
a
mobile
pet
grooming.
It
was
actually
held
at
Beech,
Tree
Apartments.
You
see
a
purple
van
riding
around
Prince
Frederick
with
tidy
Tails
Mobile
on
it.
It's
very
young
business.
Obviously
she
has
like
12
years
experience
her
family
was
there
she's
excited
about
her
new
Venture,
and
we
wish
her
all
the
all
the
best
of
luck.
Continuing
on
with
that
and
the
second
was
at
a
natural
grow,
Salon
or
Natural
Glow
Salon,
which
is
right
across
from
Lusby
Hardware.
C
Here
in
Prince
Frederick,
it
was
a
salon
previously
I
believe
a
couple
salons
merged
and
they're.
Looking
forward
to
successful
business,
there
also
laid
firefighter
Billy
Mills
to
arrest.
Last
week,
a
very
large
family
try
to
keep
them
in
your
thoughts
and
prayers
during
this
difficult
time.
Thank
you.
AF
C
AF
D
I
just
wanted
to
wish
commissioner
Nutter
a
happy
birthday
he's
done,
such
so
many
things
for
this
County
and
he's
so
appreciated.
So
I
just
hope.
You
had
a
great
birthday
there
Pat
if
you're
watching
and
that's
all
right.
A
Thank
you.
So
last
Saturday
we
took
our
grandchildren
to
the
Chesapeake
water
park.
Anybody
that
has
children
that
has
not
been
to
the
Chesapeake
water
park
should
go.
It's
a
wonderful
facility
right
here
in
Calvert
County,
and
we
had
a
great
day
that
night
I
went
to
the
Blue
Crabs
game.
It
was
Coward,
County,
employee,
night,
I,
think
we
had
I,
don't
know
100
or
so
employees
there
that
night
it
was
a
great
night
to
go
the
ball
game.
It
was
only
like
78
degrees
or
something
like
that.
A
They
got
their
butts
kicked,
but
it
was
still
a
nice
night
at
the
Ballpark
County
night
and
somebody
had
the
crazy
idea
to
ask
commissioner
Hart
to
throw
out
the
first
pitch
and
he
did
get
it
over
the
plate.
I
don't
know
if
it
was
a
strike,
but
it
wasn't
absolute
Place.
Absolutely
they.
D
A
One
good
one,
but
no,
but
that's
all
I,
have
just
want
to
remind
everybody
again.
We
are
celebrating
by
local
week
please
get
out
and
support
the
local
farmers
in
Waterman
and
Wineries
and
breweries.
Is
that
good
commissioner.
A
All
right,
sorry,
thank
you,
but
you
should
support
those
businesses
all
year
long,
not
just
this
week,
but
we
do
want
to
highlight
them
this
week
and
I
want
to
remind
everybody
about
our
meeting
with
the
Board
of
Education.
This
coming
Monday
night
at
6
pm
at
the
Harriet
Elizabeth
Brown
Center
on
deer's
Beach
Road.
That
starts
at
6
p.m,
and
you
can
also
join
that
by
phone
or
Zoom
or
whatever
meets
your
needs.
