A
B
Lord
as
we
come
to
your
presence,
we
are
reminded
that
you
are
the
god
of
the
universe
that
you
created.
Everything
and
Lord
I'm
still
so
glad
to
know
that
the
Bible
says
that
you
are
in
control.
I
know
that,
as
we
see
everything
that
is
taking
place
around
the
world-
and
we
wonder
what's
going
to
happen,
I
always
go
back
to
the
the
truth
from
your
word
that
that
God
is
in
control.
He's
Sovereign
and
he's
got
a
perfect
plan.
B
B
Lord
I
would
pray
father
that
you
will
be
with
these
men
and
women
today,
as
they
have
to
make
decisions
and
then
not
only
today,
but
each
day
of
their
life,
I
pray
father
that
you
will
guide
them
and
direct
them.
May
they
really
seek
out
the
the
decisions
they
make
based
upon.
What
would
be
inconsistency
that
would
honor
you,
but
also
what
would
be
benefiting
to
the
residents
of
this
County
and
then
oh
Lord
I
would
pray
the
same
for
those
on
the
Federal
level.
B
A
A
Motion
second,
that
we
approve
the
agenda
as
presented
any
discussion
on
that
motion.
Hearing.
None
all
those
in
favor,
say
aye
aye,
opposed
motion
carries
so
I
do
have
a
couple
of
public
service
announcements.
There
is
a
unusual
for
this
winter.
There's
a
call
for
a
little
bit
of
snow,
maybe
tomorrow
morning,
and
so
we
just
want
to
remind
everybody
that
be
careful.
The
loads
might
be
a
little
slippery
and
they
may
delay
schools.
Who
knows,
but
just
be
aware.
A
We
also,
unfortunately,
every
week
we
seem
to
have
too
many
of
these,
but
we
want
to
send
our
condolences
to
the
family
of
build
profit
property
private
check,
sorry
who
work
for
us
at
the
solid

compactor
site
since
2022
here
in
the
county.
He
called
this
County
his
home
for
over
30
years.
He
was
also
a
volunteer
in
our
at
the
Cavalry
Museum
I
want
to
send
their
condolences
to
his
family
and
also
to
Jim
zinnes.
Some
of
you
may
recall:
Mr
zennis
was
the
CEO
of
Calvert
Memorial
hospital.
A
Now
Calvert
Health
he
was
there
from
1987
to
2015.,
so
we
were
very
saddened
to
learn
of
his
passing.
Also
we're
getting
prepared
for
Black
History
Month.
We
encourage
all
citizens
to
take
part
in
opportunities
to
appreciate
the
rich
Heritage
and
integral
role
of
black
Americans
in
Americans
history
and
culture
such
as
Calvert's
own
Harriet,
Elizabeth,
Brown
and
last
but
not
least,
for
all
those
individuals
out
there
that
have
questions
about
their
water
and
sewer
bills,
and
we've
had
a
lot
of
discussion
here
lately
about
the
Water
and
Sewer
Service
in
the
county.

D
A
C
So
there
are
nine
million
stories
about
Jackie,
so
get
comfortable,
it's
one
that
has
to
be
told,
and
there
and
and
I'm
not
kid
and
all
of
you
know
I'm
not
telling
you
anything.
I
mean
Jackie's
touched
everybody
I
mean
from
the
first
time
I
met
her
I'm
newly
elected.
It's
Tiki.
Opening
I
go
down
there,
she's
sitting
on
a
Gator
I'm,
like
it's
a
million
degrees
out
here.
What
are
you
doing?
She's
like
I'm,
making
sure
everything's,
fine,
wow
wow
I
mean
I
mean.
Did
you
go
all
day?
C
So
you
have
to
hear
this
story
because
you
just
have
to
so.
We
have
a
presentation
from
the
Tri-County
Animal,
Shelter
and
I.
Ask
a
question
about
how
many
animals
are
put
down.
Linda
Kelly
did
not
agree
with
that
presentation.
Anybody
knows
anything
about
Linda
Kelly.
She
let
you
know
what
she
was
thinking
should
come
in
here,
full
of
fire
and
brimstone,
and
she
says
Mike
Hart.
Let
me
tell
you
what
blah
blah
blah
blah
and
I
says:
Okay
okay.
So
we
have
this
and
I'm.
C
Speaking
to
this,
we
have
this
Tri-County
meeting
on
what
to
do,
because
it's
an
Antiquated
facility.
The
animals
are
outside.
You
know
it's
it's
so
come
to
termination.
We're
gonna,
do
an
animal
shelter.
We
know
nothing
about
doing
an
animal
shelter,
nothing
so
we're
sitting
around
we're
like
well
we're
going
to
do
this.
What
do
we
do?
Let's
give
it
to
Jackie?
C
You
know
there
was
no
doubt
you
know,
give
it
to
Jackie,
because
she's
going
to
figure
it
out.
There
are
people
you
meet
in
life
that
you
have
to
go:
hey,
how's
everything
going.
How
no
you
give
it
to
Jackie
and
it's
handled
you
don't
call
to
check
up.
You
don't
have
to
hey
what
no,
no,
no!
No
she
handles
it
and
quicker
than
you
ever
think
could
be
handled.
C
She
comes
back.
She
says:
okay,
I'm,
ready
to
hire
a
staff.
You
are
she
handles
it.
You
go
over
there
today.
It
is
the
best
in
the
state
of
Maryland
I
mean
the
compassion
she
has
the
caring
she's,
so
intelligent.
It's
insane!
There's
nothing!
You
can't
give
her.
She
can't
figure
out
and
I
kid
you
not.
She
you're
not
supposed
to
have
favorites.
Everybody
knows
how
I'm
I
love
Jackie
to
death
I
over
this
last
eight
years.
C
She
has
been
such
a
valued
source
for
me.
If
I'm
talking
to
somebody
and
I
call
Jackie
I
know
it's
gospel,
there's
never
a
doubt
in
my
mind,
she's,
just
an
incredible
human
being
I'm,
so
glad
you're
going
to
be
back
in
another
capacity
because
you
are
truly,
they
see
your
people
aren't
Irreplaceable
she's,
Irreplaceable
I
said
everybody.
I
can
so
easily
be
replaced.
I
mean
there's
plenty
go
when
you
thought
we
got
rid
of
him
last
time.
You
know,
but
I
mean
you
know
there
are.

The
opportunity
to
work
with
Jackie
through
the
control
center
as
a
deputy
on
the
other
side,
she
was
on
the
other
end
of
the
radio.
A
lot
for
me,
so
I've
done
meant
a
lot
to
me.
There
Jackie
worked
her
way
up
through
the
ranks,
as
we
know
public
safety
director,
and
we
worked
on
a
radio
project
together.
F
After
serving
our
citizens
for
29
years,
Jackie
was
promoted
to
public
safety
director
and
whereas
Jackie
was
in
charge
of
the
Calvert
County
Emergency
Operations
Center,
and
served
as
a
volunteer
with
the
local
fire
departments
and
rescue
squad
in
on
numerous
boards
and
committees,
including
the
fire
rescue
commission,
Chiefs,
Council,
executive,
hazardous
executive,
hazardous
material,
Response,
Team
committee
and
animal
matters.
Hearing
board
Jackie's
boots
on
the

provided
a
first-hand
experience
for
all
aspects
of
Public
Safety.
F
She
continues
to
serve
on
the
Calvert
County
government,
Sheriff's
Office
pension,
Board
of
Trustees
and
the
Calvert
County
government,
employee
retirement
plan
of
trustees
and
whereas
Jackie
led
the
effort
when
a
notable
large
project,
including
replacement
of
the
public
safety,
800,
megahertz,
Digital
radio
communication
system,
the
construction
and
opening
of
the

F
G
H
F
It
is
without
question
that
Jackie
has
served
the
citizens
of
Calvert
County
the
board
of
Calvert
County
Commissioners,
the
Department
of
Public
Safety
staff
in
all
County
departments,
with
the
utmost
understanding
and
integrity.
She
has
managed
supervised,
guided,
directed
and
developed
a
team
of
Public
Safety
professionals
who
are
forever
indebted
to
her
service.
A
K
K
K
78
percent
more
likely
to
volunteer
regularly
in
a
hundred
and
thirty
percent,
more
likely
to
hold
leadership
positions
and
whereas
in
Calvert,
County
87
percent
of
all
students
report
that
at
least
one
adult
in
the
school
cares
about
them
and
80
percent
of
all
high
school
students
report
feeling
comfortable
seeking
help
from
one
or
more
adults,
besides
their
parents,
if
they
had
an
important
questions
effect
in
their
life
and
whereas
National
Metrolink
month
is
a
time
to
celebrate
Elevate
and
encourage
mechanine
across
our
state
and
recruit
caring
adult
mentors
in

County.
K
Now,
therefore,
be
it
proclaimed
by
the
board
of
County
commissioners
of
Calvert
County
that
the
month
of
January
2023,
be
it
known
as
National
Metrolink
month
in
Calvert
County.
Be
it
further
proclaimed
that
all
citizens
are
urged
to
actually
support
and
participate
in
mentioning
activities
now
and
throughout
the
year,
given
our
hands
and
a
seal.
This
31st
day
of
January
2023,
signed
by
all
five
commissioners,
so.
K
Want
to
point
out
two
things
in
this
important
pieces
in
this:
the
first
one,
it
says:
80
percent
of
high
school
students
report
feeling
comfortable
seeking
help.
So
we
got
another
20
we
can
do
better.
The
second
one
is
down
here
says
that
all
citizens
are
urged
to
actually
support
and
participate
in
mentoring
activities
now
and
throughout
the
year.
K
K
H
What
we're
finding
is
that
adult
need
that
young
people
need
more
than
one
adult
I
need
multiple
adults
and
as
many
as
possible
over
the
course
of
their
life,
and
the
young
people
are
reporting
that
recently,
a
new
data
that
right
there
are
times
when
they
did
be
an
adult
and
that
sometimes
they
had
it
and
sometimes
they
didn't.
Because
again
it's
going
to
take
more
than
one
it's
going
to
take
a
lot
of
us,
so
yeah,
I'm,
gonna
I
got
this
claim.
Well,
let's
go
let's
connect
with
somebody
today.
So
thank
you.
H
Thank
you
very
much
for
backing
National
mentoring
month,
every
January
and
hopefully
we'll
be
back
next
anyway.
D
Thank
you.
Thank
you.
Jennifer
Moreland,
director
of
Community
Resources
I,
just
want
to
do
a
plug
for
our
local
mentoring
opportunities.
Since
you
have
that
challenge,
which
is
wonderful.
Thank
you
so
much,
commissioner
Cox.
So
in
Calvert
County,
a
lot
of
our
schools
have
mentoring
programs.
If
you
reach
out
to
your
schools,
you
can
ask
what
mentoring
programs
are
available
there.
D
We
also
have
very
active
Scouts
4-H
groups
and
two
big
adolescent
programs
in
in
Calvert
County,
the
boys
and
girls
club
and
East
John,
youth,
center's,
adolescent
Clubhouse,
so
those
are
just
a
handful
of
opportunities
and
if
you
need
contact
information,
reach
out
to
Department
of
Community
Resources
and
we'll
be
happy
to
connect
our
citizens.
Thank
you.
Thank
you.
So
much
foreign.
L

you

we
have
any
questions,
I'm
sure
he
is
breathing
a
big
sigh
of
relief
back.
M
I
know
we
just
can't
keep
him
quiet.
The
next
division
shown
here
is
for
career
EMS
at
one
million
four
hundred
twenty
four
thousand.
We
have
division,
Chief,
Kenneth,
Miller.
E
Yes,
sir,
so
in
the
1.4
million,
what
we're
looking
at
apparatus
in
general
is
two
transport
units
that
will
be
fully
equipped
ALS
transport
units.
Currently
we
have
a
total
of
three
units
that
are
in
service.
E
One
of
them
already
been
out
of
service
for
two
months
since
we've
received
it
because
of
a
major
transmission
issue
and
we're
also
asking
for
two
new
utility
Chase
style
vehicles
and
the
primary
reason
for
that
is
because
we
have
also
requested
buy
requests
from
the
volunteer
chief
of
cows,
another
medic
to
be
reassigned
there
in
this
year's
budget,
24
7..
E
So
with
that
being
said,
what
we
have
asked
for
with
the
addition
of
inquiring
with
the
chief
of
his
recommendation-
and
he
agrees
to
it-
is
we're
finding
a
need
that
County
employees
should
be
staffing
county
apparatus
and
we're
running
into
that
significantly.
So
that's
what
you're
getting
is
two
transport
units
and
two
Chase
car
utility
style
vehicles.
A
Not
that
much
but
they're
they're
there
to
support
the
how
many
units
do
you
currently
have
currently.
E
We
have
a
total
we
right
now
in
possession.
We
have
a
total
of
three.
We
have
two
additional
ones
on
order
which
would
bring
us
up
to
five
with
the
turnaround
time
of
probably
15
months
is
what
we're
looking
at
just
for
a
cab
and
Chassis
build
time
is
roughly
700
days
from
start
to
finish.
A
So
we
have
trying
to
add
up
in
my
head
six
paid
Crews.
A
E
Can
only
speak
on
behalf
of
my
requester
what
I'm
requesting
and
the
main
reason
why
I
can
give
you
a
little
bit
of
background
on
why
I'm
asking
for
County
units
for
County
Employees?
Basically,
what
I'm
trying
to
do
is
we've.
When
I
took
over
this
division
there
was
some
significant
issues
with
insurance
costs
for
incidentals
and
things
of
that
nature
and
coming
out
of
their
operational
budget.
It
was
caused
by
the
career
staff.
Things
of
that
nature.
E
There's
been
some
recent
things
that
have
come
up
into
light
with
the
MS
supervisors
on
a
daily
operational
duty
of
where
we
have
no
units
down
south
because
of
call
volume.
We
like
to
transfer
you
and
when
we
do
that,
we
run
into
a
problem
where
they
don't
the
volunteer
Chiefs,
don't
necessarily
prefer
us
to
take
their
unit
from
their
Department
to
send
it
to
St
Leonard
to
keep
coverage
in
that
area.
A
E
E
A
E
Yes,
sir
one
of
them,
so
cows
has
requested
through
the
mou
that
they
would
like
to
have
a
24
365
paramedic
back
at
their
station
again.
So
I
put
that
in
my
budget
for
this
year
and
talking
to
Chief
Shannon
the
same
exact
thing:
if
we're
going
to
have
a
County
employee
I
would
prefer
them
to
be
an
accounting
Response
Unit.
We
are
a
new
Division
and
we
don't
have
a
fleet.
That
is
our
biggest
problem
right
now.
Our
Fleet
is
very
small.
E
We've
been
down
three
apparatuses,
which
means
we
have
no
County
units
on
the
street,
we're
borrowing
units
from
volunteers.
We
sometimes
don't
have
any
trouble
at
all
other
times,
there's
a
lack
of
units
available,
so
we
run
into
a
significant
issue,
so
the
second
Chase
vehicle
would
be
for
a
newly
requested
position
in
this
year's
budget
as
well,
which
is
a
position
of
Captain.
That
would
also
be
a
24
7
365
position
of
three
total
hires
four
total
hires.
E
My
apology
and
with
that
being
said
that
would
give
myself
some
additional
executive
leadership
as
of
right
now.
I
am
the
only
executive,
leadership
and
I
have
no
one
else
to
answer
a
telephone
call
or
assist
me
both
administratively
and
operationally.
So
that's
what
we
were
asking
for
the
second
vehicle.
E
I
apologize,
we
are,
we
have
grown
substantially
since
we
come
out.
I.
Think
you're,
all
aware
of
that,
since
just
in
my
year
and
a
half
here,
we've
our
tenure
here,
we've
substantially
grown
responsibility,
wise
call,
volume
wise
and
we
still,
if
you
listen
daily,
have
a
lack
of
ALS
service
in
this
County
and.
C
E
A
E
E
M
G
A
M
N
I
can
run
down
through
music
24.
We
want
to
talk
about
for
the
first
Department
North
Beach
no
apparatus
in
2024.
N
for
Prince
Frederick
fire
department
company,
two
brush
command,
two
was
moved
out
to
2025,
so
it
was
in
the
2023
CIP.
It
was
slated
for
2024..
It
was
deferred
to
2025.
N
for
Solomon's
1.4
million
for
boat.
Three
that
was
actually
had
been
deferred
in
previous
years
out
to
24.
command
3A
would
be
is
being
deferred
out
to
25.
So
in
the
23
budget
there
was
funds
for
for
command
3A
at
73,
000
I
believe
it's
moved
out
to
25
at
77.
N
for
Prince
Frederick
Rescue
Squad
company
4.
There
were
two
ambulance
slated
for
replacement,
one
is
being
deferred
to
25
and
the
other
is
being
replaced
in
24
asking
to
be
replaced
in
24.
N
N
N
Well,
I
I,
say
minor
because
it's
a
specific
item,
that's
being
replaced.
It's
not.
You
know
going
over
the
whole
piece
of
apparatus,
the
truck's
about
12,
13
years
old,
so
we're
you
know
it's
a
lifespan
of
25
so
and
for
what
company
10
the
medic
unit?
There
was
one
apparatus
that
was
deferred
to
25,
so
there's
no
funding
in
24.
the
dive
team,
the
company
12.
You
have
a
a
new
boat
for
265
000
and
a
utility
for
73
000.
N
N
Well,
the
the
current
boat
is
29
years
old
and
that's
part
of
the,
but.
A
N
P
So
the
cost
that
came
up
for
the
vessel
was
put
out
by
the
maritime
committee,
so
they
made
recommendations
for
the
area
under
the
maritime
study.
That's
what
came
out
of
it.
They
gave
us
size
specific
vote
that
they
wanted
to
see
put
because
of
the
bay
response
and
the
river
response.
So
that's
the
monies
that
we
accepted
for
that
who.
P
So
we're
looking
at
something
probably
a
little
different
I'm,
not
a
part
of
the
committee
when
it
comes
to
that
boat.
What
we're
looking
at
is
something
that's,
probably
a
little
smaller.
They
gave
us
the
funding
for
that
vessel
to
where
it
stands,
to
be
equivalent
to
the
boat
that
North
Beach
has
we're,
probably
looking
at
something
a
little
bit
smaller
in
the
range
because
we
run
the
river.
We
have
a
lot
of
smaller
tributaries
of
getting
in
and
out
of
so
we're,
probably
looking
at
something
in
probably
the
30
to
32
foot
range.
P
They're
in
the
process
now
of
putting
their
committee
together
to
get
specs
I
know
they've
been
to
a
couple.
Different
vendors
I
can't
speak
on
the
behalf
of
what
exactly
they
are
because,
like
I
said,
I'm,
not
a
part
of
that
committee,
but
they're
on
the
Avenue
of
probably
looking
at
roughly
about
eight
hundred
thousand
to
a
million
dollars
for
a
boat.
P
This,
if
it's
anything
like
other
apparatus
or
I,
know
that
fire
apparatus
right
now,
you're
looking
at
a
minimum
of
two
years.
So
by
the
time
you
get
the
spec
process
done
that's
roughly
six
months
to
a
year
and
then
you
submit
it
to
a
vendor
so
you're
at
the
mercy
of
goods
and
things
like
that
and
how
they're
ready.
So
we're,
probably
looking
at
two
and
a
half,
maybe
three
years
out
before
you
actually
get
the
vessel.
P
The
only
thing
that
we
could
potentially
go
after
maybe
as
a
county
and
maybe
as
a
department,
would
be
the
state
Waterway
Grant
I'm,
pretty
sure
that
North
Beach
had
a
little
bit
of
funding
that
added
to
their
to
their
boat
when
they
got
it.
But
that's
where
we
stand
with
that.
We
haven't
secured
any
grants
or
anything
like
that,
because
we're
waiting
to
find
out
where
that
project
lines
up
to
date,
because
we
can't
go
out
after
a
grant.
That's
three
years
out.
N
There
was
actually
a
study
that
was
commissioned
by
the
County
Commissioners
back
in
2014,
a
maritime
incident,
Response
Group
did
a
study
and
those
recommendations
were
were
is
what
they
were
developed
on.
There
is
a
committee
that
continues
to
meet
to
to
work
on
following
through
with
what
that
study
recommended
and
the
funding
was
recommended,
like
I,
say
initially
as
a
vote,
comparable
to
what
North
Beach
would
purchase
and
and
North
Beach's
boat
several
years
old
and
I
want
to
say
that
it
probably
would
be
more
than
1.4
million.
N
Today,
given
the
increased
costs,
you
know
there
was
questioned
about
the
amount
of
money
and
the
thought
was
just
with
not
knowing
what
the
market
will
bear.
They
didn't
want
to
be
in
a
position
where,
even
though
they're
getting
a
boat,
that's
smaller,
that
the
funding
wasn't
available.
N
N
The
maritime
committee
is
mem,
just
members
of
the
different
department,
Chiefs
Bobby
Hall,
chairman
of
the
Chiefs
Council,
sits
on
that
committee
as
well,
and
they
meet
probably
about
quarterly
just
to
go
over
kind
of.
It
was
a
an
idea
to
try
to
have
a
common
county-wide
plan
for
water
responses,
as
opposed
to
you
know,
different
departments
going
off
in
different
directions
and
looking
at
resources
that
were
out
there
as
a
county-wide
response.
Based
on
that
2014
study.
A
N
P
Anne
arundel's
got
a
boat,
that's
similar
to
it,
but
that's
not
our
County,
currently,
there's
two
operating
that
are
in
service
boats.
There's
currently
two
boats
that
operate
on
the
Chesapeake
Bay.
So
if
you're,
looking
at
27
mile
span
between
North
Beach
and
Solomons
and
Solomon,
is
also
responsible
for
the
river
they're,
also
the
only
two
fire
boats
in
Cabra
County,
so
any
area
box
where
there's
a
house
on
the
water
or
some
type
of
structure,
those
boats
are
added
to
it.
P
A
It
one
day,
so
we
better
have
it
so
I
understand
from
company
one
that
there's
quite
a
significant
amount
of
training
to
get
a
license
to
operate
these
boats
and
nobody
here
from
company
one
but
I
hear
they're
struggling
to
get
people
to
operate.
The
boat
I
think
Solomon's
going
to
have
no
problem.
Finding
people
trained
to
run
this
boat
I.
P
Would
tell
you,
sir,
as
a
volunteer
in
the
county,
I
can't
ever
guarantee
you
100
I
do
know.
We
have
six
to
seven
operators
for
the
vessel
that
we
have
now
stepping
up
inside
so
I
bow
to
that
size
which
we're
kind
of
not
really
looking
into.
One
of
those
reasons
is
for
that.
A
F
P
So
we
we
run
a
little
bit
different
than
the
beach
does
they're
pretty
much
in
the
bay
we've
got
the
river
a
lot
of
tributaries.
We
run
all
the
way
up
to
Huntingtown,
where
the
flats
are
and
stuff
like
that,
so
a
big
big
boat,
like
they
have
is
probably
not
conducive
for
us
because
of
the
tributaries
that
we
run
into
so
to
say
that
that
1.4
is
what's
going
to
be
spent.
It
was
a
place
marker
for
US
that
we
had
to
operate
within,
but
I
don't
see
it
going
that
far,
but.
G
P
We
do
we
currently
have
a
slip
down
at
the
pilot
station
on
the
island,
so
it
sits
on
a
lift.
That's
the
other
consideration
we
were
looking
at
if
we
go
with
this
super
wide
beam
boat
as
big
as
that
is
we'd,
never
get
it
on
a
lift.
That's
a
maintenance
problem
for
us
in
the
long
run,
and
that's
what
we're
saying
with
that.
We're
trying
to
stay
within
that
lift
capacity
to
get
a
boat.
A
N
Given
our
call
volume,
we
should
probably
probably
have
about
20
available
to
have
reserves
in
service,
because
we
do
have
issues
where
we're
having
you
know
out
of
service
times
and
and
maintenance
is
unbelievable.
Just
like
you
know,
Chief
Miller
was
talking
about
an
ambulance.
They
have
to
put
out
of
service
for
three
months,
because
Parts
can't
aren't
available
so
we're
finding
it
terrible
at
this
point
to
to
keep
things
in
service.
N
So,
yes,
I,
believe
at
some
point
as
the
career
ambulances
are
replaced
and
Dunkirk
would
be
a
good
example
of
that
they
replaced.
They
have
a
career
ambulance
and
a
volunteer
ambulance
there
and
there's
two
ambulances
there.
So
we
actually
took
the
allotment
or
Dunkirk
gave
that
allotment.
For
that
volunteer,
ambulance
up
and
I
would
say
at
some
point.
Some
of
the
other
departments
may
do
the
same
thing.
Once
we
have
a
sufficient
a
number
of
ambulances
in
the
total
Fleet.
N
N
N
N
Our
sure
yeah
and
we
we've
never
had
a
problem
with
the
Department's.
You
know
if,
if
it's
needed
in
another
department
and
they
accept
it,
they
will
move
those
around.
It
has
not
been
an
issue.
G
N
Sir,
they
currently
have
a
zodiac.
This
is
a
new,
a
new
funding
request
that
came
in
six
years
out
and
has
worked
its
way
in.
This
was
a
result
of
that
study
that
was
done
in
2013-14,
a
platform
to
which
would
give
them
more
surface
area.
More
of
a
a
dive
platform
than
some
of
the
votes
that
are
out
there
now.
N
N
Sorry,
dive
team
in
24
is
a
boat
for
265
and
a
utility
for
73.
N
We
have
it
in
a
classification
of
plus
or
minus
28
feet,
but
that
really
doesn't
fall
into
what
I've.
What
I've
been
told
is
more
of
almost
like
a
a
flat
bottom,
bigger
deck,
wide
beam
boat
that
can
handle
and
offload
divers
and
equipment.
B
M
Okay,
our
next
slide
is
the
new
facilities
that
are
being
requested
by
fire
rescue
and
Public
Safety
Jr
cosgro
is
in
the
audience
and
can
come
up
and
answer
any
questions
you
may
have
about
those
facilities
as
well
as
Public
Safety
is
requesting
a
new
facility.
That
was
a
brand
new
request
that
came
in
last
year,
so
it
started
out
in
FY
2029
and
it's
going
to
move
up
through
the
years.
Q
Acting
director
of
Public
Works,
so
right
now
for
the
public
safety
facilities
in
FY,
24
we're
looking
for
a
1.3
million
to
start
the
design
and
funding
the
construction
for
company
seven
and
St
Leonard's
with
the
following
years,
adding
to
the
construction
for
hopefully
starting
construction
for
a
couple
years
out
of
getting
design
and
then
the
same
thing
for
Solomon's
in
fy26.
We're
looking
starting
to
get
a
a
e
money
and
FY
26
and
following
by
construction
money
in
fy27
and
28..
Q
So
the
assumption
is
when
we
start
designing
an
FY
for
single
for
same
lender,
so
we
start
designing
FY
20.
for
and
it
would
take
us
probably
a
good
12
months
to
get
permitting
and
bids
out
and
so
forth
and
we'd
be
able
to
start
construction
and
and
25
moving
into
26.
Q
Q
M
This
is
an
overview
of
our
expenditures
and
revenue
summary
for
fy24,
and
this
shows
you,
where
public
facilities
Falls
in
second
line
and
the
funding
sources
we're
going
to
be
using
Pago
debt
and
debt
are
primary.
The
ambulances
don't
have
a
long
enough
life.
A
lot
of
their
equipment
to
debt
fund
is
pieces
of
equipment,
are
bonds
for
this
or
paid
back
on
a
15-year.
M
G
R
So
we're
still
on
track
for
a
late
summer,
early
fall
delivery
of
the
building.
We
have
walls,
we
have
interior
walls
too
windows.
R
K
So
so,
can
you
give
me
a
you're
saying
late
summer
fall
is
when
is
a
contract
date
up
and
deliverable
September
September
is
deliverable.
C
R
Different
things,
so
things
are
slowly
trickling
in
so
we
have
seen
some
deliveries
that
have
been
earlier
than
anticipated.
So
that's
you
know
the
the
good
part
about
some
of
it,
like
some
of
the
electric
panels
and
stuff
have
been
delivered
earlier,
but
some
we
get
later
dates
just
depending
on
what
that
requirement
is
so
I
will
go
ahead
and
read
the
memo
background
Department
of
Parks
and
Recreation
collects
revenues
and
fees
for
many
programs
and
Facilities
throughout
Calvert
County.
R
This
includes
everything
from
summer
camp
swim,
lessons,
camping
reservations,
daily
admission,
food
sales
and
more
ccpr
formalized
the
collection
of
these
fees
through
the
creation
of
a
policy
and
manual
to
guide
collection,
analysis,
refunds,
waivers
grants,
donations
and
scholarship
programs.
The
policy
and
manual
were
adopted
by
the
board
of
County
Commissioners
on
October
29
2019
and
are
consistent
with
chapter
82
of
Calvert
County
code,
the
Parks
and
Recreation
ordinance.
R
A
A
G
T
The
department
of
Parks
and
Recreation
has
drafted
a
revenue
enhancement
policy
to
develop
and
Implement
market-based
approaches
for
generating
incremental
revenue
and
offsetting
operating
costs,
while
improving
services
and
increasing
public
satisfaction
and
enjoyment
of
services
with
reduced
taxpayer
subsidization
I've
been
tripping
up
on
that
word
discussion.
The
revenue
enhancement
policy
practices
will
include
but
are
not
limited
to
the
following:
advertising:
placement,
affiliate,
marketing
collaboration
agreements,
commissions,
Cooperative
marketing,
in-kind
exchange,
performance
agreements,
promotions,
promotional
programs
and
sponsorships.
T
This
policy
applies
to
all
formal
agreements
for
which
the
department
of
Parks
and
Recreation
receives
incremental
revenue
or
budget
relieving
cost
offsets
in
the
form
of
goods,
Services,
promotional
considerations
or
funds.
The
policy
additionally
addresses
items
which
are
not
acceptable
for
the
program
to
ensure
Mission
and
values
are
still
upheld.
Fiscal
impact.
The
fiscal
impact
will
vary
year
to
year.
T
However,
by
having
a
formalized
policy
and
procedure,
it
guide
staff
to
encourage
and
facilitate
continued
and
increased
public
use
of
Parks
and
Recreation
amenities,
programs,
facilities
and
properties,
while
maintaining
the
exceptional
image
of
the
Department
of
Parks
and
Recreation,
the
board
of
County
Commissioners
and
the
community
as
a
whole
among
citizens
of
and
visitors
to
Calvert.
County
conclusion
recommendation
staff
recommends
that
the
board
of
County
Commissioners
adopt
the
revenue
enhancement
policy.
R
It
could
so
we
are
looking
at
potentials
for
advertising
in
the
Parks
and
Recreation
quarterly
guide,
as
well
as
potentials
for
the
the
golf
course
in
Breezy
Point.
Other
programs,
such
as
those
primarily
and
being
able
to
offer
sponsorship
opportunities
for
special
events,
in-kind
agreements
for
events
that
sort
of
thing
to
be
able
to
offset
some
of
the
operating
costs
of
the
department.
A
U
That's
less
true,
but
we're
creating
a
commercial
Enterprise,
and
it
is
one
that
is
going
to
be
for
gain
financial
gain
for
the
county
and
be
less
viewed
as
a
as
a
public
forum
where
freedom
of
speech
would
be
allowed
without
charge.
You're
going
to
pay
to
have
your
commercial
speech
placed
here
or
political
speech
placed
here.
So
while
we
may
not
be
able
to
regulate
the
free
space,
we
will
have
more
ability
to
regulate
the
paid
space.
A
A
G
U
R
I
could
go
through
those
if
you'd
like
to,
but
we
do
have
those
set
up
in
the
policy
to
where,
if
we
receive
an
advertisement
that
has
profanity
in
it
or
something
that's
inciting
violence
or
shows
something
that
depicts
violence
which
I
I
believe
some
of
those
those
signs
did
show
many
or
some
of
those
things
they
would
not
be
eligible
to
advertise
within
our
programs.
A
I
mean
I,
understand,
you're,
trying
to
generate
revenue,
and
you
know
we're
all
about
Revenue,
but
I
don't
want
to
create
a
situation
and
a
message
goes
up
because
we're
going
to
get
the
phone
calls
understood
along
with
you-
and
you
know,
just
to
be
specific.
We
had
a
discussion
back
during
the
campaign
season
about
you
know,
campaign
materials
being
distributed
through
County
resources,
and
you
know
if
we
did
that
citizens
would
say,
wait
a
minute
you're
using
County
a
County
resource
to
campaign.
So
you
know
you
know
where
I'm
going
and.
C
The
concern
I
have
is
it's,
you
know
well,
this
one
did
it
I
have
to
do
it.
So
we've
seen
politicians
have
zero
control
of
themselves
with
putting
out
signs
right
everywhere
and
anywhere
right,
away's,
state
roads,
we've
seen
it
right.
So
that's
no
mystery
to
anybody.
I
mean
if
they
could
find
a
square
inch
right.
I'm
part
of
that
group
right
find
a
square
inch.
It
gets
put
there
now
you
got
a
ballpark
14
people
running
for
office.
C
F
U
F
R
We
could
absolutely
do
that
if
that's
the
pleasure
of
the
board
at
this
point,
what
it
would
be
based
on
would
be.
Are
they
meeting
the
requirements
of
the
policy?
Do
they
have
any
of
those
prohibited
items
in
their
their
advertisement?
R
You
know
because
we
would
see
them
before
they're.
You
know
allowed
to
be
put
up
or
distributed
or
anything
along
those
lines,
so
it
would
be
staff
that
would
be
be
doing
that
review.
But
if
it's
the
pleasure
of
the
board,
we
can
absolutely
do
that.
Okay,.
R
Staff
yeah,
our
staff,
would
do
that.
We
currently
do
that
with
the
the
signs
for
the
advertising
signs
for
the
non-profits
that
are
at
the
front
of
the
park.
We
maintain
those
and
we
we
schedule
those
we
make
sure
that
they
don't
stay
up
longer
than
they're
allowed
to.
R
So
we
we
already
have
a
procedure
for
for
doing
that.
Internally.
C
And
commissioner
Hanson's
point
is:
is
spot
on,
you
know
current
members
sitting
here
and
there's
a
sign
somewhere
I
mean
the
the
perception's
horrible.
You
know
we're
here
today
talking
about
it,
you're
hearing
our
thoughts
but
the
guy
who
just
drives
up
and
down
the
road
he
doesn't
tune
into
this.
He
pulls
it
to
a
ballpark
and
there's
a
huge
I.
Like
Mike
sign
he's
like
look
at
this
turkey
here,
you
know
I
mean
oh
I,
guess
he's
having
his
people
put
up.
You
know
the
perception
is
just.
It
looks
like
an
abuse
of
power.
C
F
C
S
A
A
C
And
there's
there
should
be
limits
too,
because
we
see
the
abuse,
even
even
with
the
private
business,
just
call
it
business
a
how
many
business
a
signs
do
I
have
to
see
at
an
intersection
of
the
same
exact
thing.
You
know,
and
you
know,
and
that's
what
you
fall
trapped
to
too
is
now
business
a
has
50
of
them
going
into
Halloween,
Point,
Park
and
50
of
them
down
the
football
field
and
I
mean
there's
got
to
be
a
limitation
or
a
designated
area,
or
something.
C
Is
yeah
but
they'll
take
they'll
exploit
it.
We've
seen
that
I
mean
you,
take
a
law,
that's
written
for
good
intent
and
boy.
Somebody
works
hard
to
find
a
way
to
exploit
it
and
go
well
that
you
know
I
gotta
have
that
because
he
has
that
I
mean
you
know
how
many
phone
calls
I
have
field
is
where
business
Aces
will
will
business
B
has
that
over
there
and
the
county
says
you
know
what
I
mean
and
now
we're
in
this
war
in
boy.
R
Yeah
understood,
and
especially
just
starting
out
the
amount
of
programs
I'll
call
them
will
be
limited
to
see
what
the
appetite
is
for
for
this
service,
and
if
we
don't
have
a
an
availability
of
an
advertising
opportunity,
then
there's
not
an
opportunity
for
said
business
to
advertise
any
way
that
they'd
like
to
that's,
not
the
intent
of
this
this
program.
They
will
all
have
to
sign
an
agreement
to
to
either
do
a
sponsorship
with
an
event
or
something
like
that
or
do
an
advertisement.
R
So
there
will
be
an
agreement
that
will
be
be
drafted,
and
you
know
looked
at
for
legal
sufficiency
with
the
county
attorney's
office
to
offer
those
opportunities
and
within
those
agreements
it
will
specifically
State
what
they're
allowed
to
do.
My
goal
is
to
not
sign
up
parks.
That's
not
the
intent
of
this
at
all
now
it.
R
It
doesn't
specifically
prohibit
that
at
this
point,
but
that
would
be
a
program
as
a
part
of
this
policy
and
if
that
makes
the
board
more
comfortable,
that
we,
that,
with
the
policy,
any
programs
that
are
going
to
be
advertised,
if
that
goes
back
to
the
board,
to
to
review
that
this
is
a
program
that
you're
okay
with.
R
We
can
absolutely
do
that
as
a
part
of
this.
As
part
of
this
policy,
counselor.
U
We
ran
across
this
issue
when
advertising
on
the
buses
came
up
some
quite
some
time
ago.
How
do
you
define
what
a
business
is?
What
is
commercial
free
speech?
What
is
acceptable
commercial
speech
that
we're
willing
to
have
in
in
Calvert
County
I?
Don't
know
that
I
can
give
you
a
good
definition
of
what
is
a
business
today,
but
it
is
something
we
can
look
further
into.
K
U
U
U
The
cause
that
we
have
offered
up
is
one
that
will
provide
a
day
two
days
notice.
Now
what
that
does
to
the
value
of
that
advertising
and
what
somebody's
willing
to
pay
if
the
next
day
it
can
be
torn
down.
I,
don't
know
it's
probably
significant,
because
if
you're
going
to
invest
in
a
in
a
banner
you're
going
to
spend
hundreds
thousands
of
dollars
in
a
banner
that
could
be
coming
down
the
next
day,
because
somebody
complained
well.
C
I'm
not
trying
to
be
negative,
just
past
experiences,
no
matter
what
you
could
put
up.
You
know
a
sign
that
says
sunshine
on
it,
someone's
going
to
complain
and
then
whoever
that
complaint
goes
to
is
going
to
need
to
be
Versed
and
all
of
these
things
that
we're
talking
about
so
I
think
is.
You
know,
I
love
that
kiss
method,
keep
it
simple.
C
I
think
is
as
simple
as
we
could
make
this
the
better,
because
you
know
the
interchangeable
parts
that
you
have
I
mean
people
don't
stay
forever
and
you
have
more
we're
just
talking
about
Parks
but
you've
got
you
know.
Beaches
and
I
mean
you,
you
touch
everything,
I
mean
so
boy,
it's
it's
a
big
camera
opening
I,
don't
think
something
that
we
can
do
today.
C
I
think
you're
going
to
have
to
come
back
with
some
more
specific
language.
Just
my
20,
because.
U
So
this
morning,
commissioner,
Cox
and
I
met,
and
we
did
draft
up
a
revision
to
the
motion
that
was
requested.
That
requires
that
the
revenue
stream
be
identified
in
the
Department's
budget,
so
that
you
see
where
the
money
that
comes
in
is
being
spent
and
two
would
have
a
termination
for
convenience,
Clause,
that
without
penalty
to
the
county,
your
agreement
to
advertise
could
be
ended.
On
a
days.
One
day's
notice.
C
U
C
Prefer
that
means
I
know
I,
know
and
I'm
reading
between
lines.
That's
why
I
say
I,
don't
I,
don't
know
I,
don't
know,
I
mean
granted.
There's
there's
nothing
in
our
hands
right
now,
anyway,
there's
no
like
20
people
waiting
to
do
this,
but
we
can
always
pull
the
plug
on
the
program.
Yeah
I
I
mean
I
mean
if
you're
just
looking
for
a
motion
just
to
move
forward.
I.
K
I
move
that
we
approve
and
adopt
the
recreation
and
parks
and
Revenue
enhancement
policy,
as
recommended,
provided
that
the
expenditure
of
the
revenue
is
set
forth
into
Department's
budget
approved
by
the
board
and
that
agreements
contained
a
termination
without
calls
Clause
allowing
prompt
termination
by
the
county
without
penalty.
K
R
U
Yes,
so
that
motion
was
to
a
proven
adult
recreation
in
Parks.
Revenue
enhancement
policy
is
recommended,
provided
that
the
expenditure
of
Revenue
set
forth
in
the
Department's
budget
is
approved
by
the
board
and
that
the
agreements
contain
the
termination
without
cause
Clause,
allowing
prompt
termination
by
the
county
without
penalty
and
adding
political
speech.
A
V
V
Workday
projects
allows
organizations
to
plan
track,
manage
and
analyze
projects
synchronously
with
the
workday
HCM,
that's
human
Capital,
Management
and
financial
modules,
thus
allowing
for
the
creation
of
streamline
project
plans
for
the
county
in
one
platform,
some
of
the
features
of
projects
will
assist
in
our
project
timelines,
Staffing
management,
budget
forecasting
and
grants.
Specifically,
it
will
allow
for
tracking
of
entire
Capital
Improvement
project
costs,
which
span
over
numerous
years
fiscal
impact.
V
C
P
F
C
Mr
President,
yes,
sir
I
make
a
motion
that
we
approve
the
purchase
of
workday
projects.
C
G
A
R
G
R
R
So
a
little
bit
of
history
on
what
has
been
originally
known
as
the
Prince
Frederick
Community
Center
now
is,
which
is
lovingly
known
as
the
Harriet
Elizabeth
Brown
Community
Center
project
back
in
2010.
R
What
is
the
current
Harriet
Elizabeth
Brown
Community
Center
was
dedicated
on
dares
Beach
Road,
it's
a
little
bit
of
information
about
Prince
Frederick.
We
have
two
Title
One
schools
in
Prince
Frederick.
Both
are
free
summer
lunch
program
eligible
and
looking
at
the
Alice
report,
which
is
a
study
on
financial
hardship
in
the
area
which
includes
at
that
time,
32
434,
Calvert
households
within
that
and
then,
as
of
2018,
showing
the
differences
in
both
Calvert
and
Prince
Frederick.
R
G
R
R
So
history,
on
the
capital
Improvement
plan,
where
this
project
has
gone
over
the
last
number
of
years,
so
we
had
funding
for
the
facility
or
planning
for
the
facility
back
from
2019
after
the
property
was
purchased
back
in
FY
18
with
different
funding
amounts.
Through
that
time
we
had
funding
deferred
a
few
different
years,
and
then
we
also
had
the
well.
We
also
had
covid
and
then
we
also
had
the
prices
increasing
just
about
everywhere
and
then
in
FY
22.
R
We
were
able
to
conduct
the
project
master
plan
which
was
adopted
in
April
of
2022.
The
costs
estimates
for
the
the
park
and
building
total
build
out
was
just
under
40
million
dollars,
and
we
have
at
that
point
allocated
funding
for
fy24
for
starting
the
planning
process
for
design
of
the
the
park
itself.
R
After
that
Master
Plan
adoption,
it
was
determined
that
we
should
start
phasing
with
the
park
itself
rather
than
the
building
first,
due
to
the
extreme
costs
of
the
building,
and
that's
why,
in
fy24,
an
allocation
of
one
million
dollars
was
put
for
future
CIP
for
fy24
400
of
that
from
program,
Open
Space
funding
to
sign.
R
To
start
the
design
of
the
park,
so
this
was
the
original
conceptual
plan
of
the
facility
when
we
first
looked
at
it,
which
was
kind
of
a
a
bigger
building
expected
to
house
large
event,
space
graduations
that
sort
of
thing.
When
we
came
back
with
that
design,
it
was
then
looked
at
to
reduce
the
size
of
the
building
to
minimize
costs
as
best
as
possible,
and
then
knowing
that
Fairground
Road
would
not
be
very
conducive
for
large
amounts
of
traffic
for
a
larger
facility
in
that
area.
R
So
we
looked
at
what
the
community
was
looking
for,
as
well
as
what
we
might
be
able
to
do
to
meet
that
need
and
still
minimize
cost
as
best
as
possible.
So
we
looked
at
approximately
fifteen
thousand
square
foot
of
gymnasium
space
would
which
would
be
about
the
size
of
two
full-size
basketball,
courts
and
20
000
feet
square
feet
of
programming
and
operational
space,
as
well
as
outdoor
recreational
opportunities
to
create
an
entire
park
atmosphere.
And
then
we
figured
that
more
public
input
was
needed.
So
we
did
go
through
that
process
as
well.
So.
R
C
Yeah,
that's
just
such
a
shame
and
I
I
mean
I,
get
it
I,
get
it
it's
just
to
not
be
able
to
graduate
our
own
kids
here
has
always
bothered
me.
R
So
after
we
we
looked
at
that
conceptual
input,
we
did
public
input
before
we
went
through
the
entire
master
plan
process
and
we
had
a
survey
that
was
open
from
January
to
June
of
2021.
With
over
a
thousand
participants.
We
had
specific
surveys
for
Youth
and
adults.
R
I
I
still
assume
that
some
adults
participated
in
the
youth
participation
study,
but
we
definitely
wish
we
had
more
youth
participation
in
that
survey
effort.
But
that's
what
we
were
able
to
to
come
out
with.
We
had
an
online
Town
Hall
Forum
within.
G
R
S
R
R
Thank
you
absolutely
so
the
master
plan,
again
the
public
input
was
done,
the
first
part
of
2021
and
then
we
went
through
the
master
planning
process
from
September
of
21
through
April
of
2022.,
just
as
far
as
a
planning
timetable
goes,
architectural
design
and
permitting
could
probably
take
12
to
18
months,
and
then
future
planning
depended
on
a
funding.
Strategy
of
that
can
take
those
time
frames
for
those
particular
areas.
R
So
the
park
master
plan,
looking
at
the
entire
facility
with
the
27
Acres
that
we
have
allocated
on
Fairground
Road
it.
The
master
plan,
included
that
it
would
include
a
community
center
part
green
area
for
food
trucks,
playground
a
Harriet,
Elizabeth,
Brown,
Memorial
site,
tennis,
pickleball
basketball,
Pavilions
and
a
potential
Trailhead
to
to
an
aclt
trail
that
is
fairly
nearby,
not
connected
to
the
property
but
fairly
nearby,
with
a
possible
easement
in
the
future.
R
The
building
master
plan,
so
it
would
be
two
floors
at
this
point,
based
on
the
master
plan
and
again
I
would
preface
by
saying
a
master
plan
is
a
vision.
It
doesn't
have
to
be
that
it
can
be
whatever
that
goes
into.
The
it
would
be
whatever
goes
into.
The
design
would
be
what
the
building
would
actually
look
like.
R
So
this
is
still
conceptual
things
might
change
as
far
as
square
footage
or
number
of
rooms,
mechanical
space,
HVAC
space,
those
types
of
things,
but
in
the
master
plan
it
includes
amenities
such
as
a
harried,
Elizabeth,
Brown,
Museum,
two
full
court
side
by
side,
basketball
courts
in
the
gymnasium,
where
the
gym
could
hold
basketball,
volleyball,
pickleball,
I'm
sure
a
lot
of
different
different
types
of
activities
in
that
area,
as
well
as
a
meeting
a
mini
gym,
meeting
rooms,
exercise
rooms,
art
a
kid
Zone
locker
room
facilities.
C
Then,
how
about
the
one
that's
down
in
the
beaches
that
two
level
one
there
is
that
or
is
that.
R
G
R
This
is
the
potential
of
what
the
the
facility
would
look
like.
The
one
brought
to
the
public,
the
General
Public
preferred
a
more
traditional
style,
Building
look
rather
than
more
modern,
so
this
is
what
came
of
that
that
public
input
to
to
look
at
what
the
facility
could
potentially
look
like.
R
And
for
the
fun
slide,
so
this
is
the
potential
costs
of
the
total
estimate
of
the
facility.
What
we
did
talk
about
when
the
master
plan
was
adopted,
was
to
be
able
to
phase
out
this
approach
and
what
that
would
be
able
to
to
look
like
phasing
in
smaller
pieces
at
a
time
since
we
were
not
able
to
do
that
in
the
master
plan.
That
would
be
part
of
the
design
process,
I'm,
usually
in
the
design
process.
R
We're
able
to
work
with
the
Consultants
on
a
phased
approach
and
cost
estimates
of
those
phased
approaches
in
that
design.
Again.
The
first
plan
for
funding
when
received,
would
be
to
look
at
the
design
of
the
park
itself,
excluding
the
building
to
be
able
to
do
that
in
pieces.
So
if
first
looking
at
getting
the
infrastructure
in
the
the
parking
and
the
roadways
and
the
lighting
and
that
sort
of
thing,
so
it's
ready
for
amenities
and
then
looking
at
whether
we're
adding
the
that
section.
R
That
has
the
basketball
courts
of
the
section
that
has
the
tennis
and
pickleball
courts
or
the
Pavilion
areas
or
the
playground
or
the
green
space,
so
that
those
parts
would
be
phased
as
well,
rather
than
it
wouldn't
be
trying
to
build
the
entire
park
at
one
time.
Those
would
be
phased
as
through
the
design
process
that
we
would
then
be
able
to
put
in
the
CIP
for
potential
future
funding.
R
As
far
as
Staffing
for
the
new
park,
so
this
is
the
majority
for
the
park
itself,
not
the
building,
which
would
include
two
facility
coordinators,
which
are
hourly
positions,
a
park
maintenance
specialist,
which
is
a
merit
position
and
then
seasonal,
Grounds
Maintenance
workers,
which
are
also
well
seasonal,
hourly
positions
as
well.
R
Probably
the
facility
coordinators
would
not
be
required
until
we're
actually
doing
programming
at
the
at
the
park,
whether
it's
tennis
or
pickleball,
or
basketball
in
one
of
those
outdoor
amenities.
Those
would
not
be
needed
until
that
point
and
then
the
custodian
would
not
be
needed
until
the
building
is
built.
S
R
Yes,
so
with
the
Staffing
costs
for
the
facility
coordinators,
including
benefits
that
would
be
30-
and
this
is
as
of
FY,
23,
payroll
or
pay
grade
costs
will
be
thirty,
seven
thousand
two
hundred
and
thirty
one
dollars
the
part
maintenance
specialist,
which
is
a
merit
and
I
accidentally,
have
it
as
a
16
on
there.
But
it's
actually
a
grade
15
with
Benefits.
That
would
be
sixty
thousand
nine
hundred
and
thirty
four,
the
seasonal
grounds
maintenance
worker,
which
is
approximately
972
hours
annually.
R
That
would
be
18
616
and
then
a
custodian
would
be
52,
000
20,
and
that
includes
benefits.
K
So
my
concern
is
Shannon.
That
is
this:
a
multi-use
facility.
Can
we
have
two
basketball
games
going
going
on?
Can
we
have
batting
cages
going
on
at
the
same
time
as
a
pickleball
and
another
smaller
gym?
I
know
in
Huntingtown
high
school
we
ran
into
situations
on
hanging
the
Nets
up
there
for
batting
cages,
so
I
just
want
to
make
sure
we
get
this
right
when
we
have
a
plan
for
a
multi-use
Center.
So.
R
K
R
G
R
Those
could
be
programmed
pretty
much,
for
you
know
anything,
that's
that's
needed
a
mini
gym,
I
mean
we
have
larger
classes,
go
on
because
Northeast
Community
Center
has
a
has
a
mini
gym
at
that
that
facility
as
well,
and
we're
able
to
do
quite
a
few
things
in
there.
R
The
ceiling
height
is
not
tall
enough
for
for
pickleball,
but
as
this
is
a
master
plan,
we
absolutely
could
look
at
the
potential
for
having
higher
ceilings
in
that
area,
for
something
like
that
now,
the
feasibility
on
how
that
would
affect
roof
pitch
or
anything
like
that
would
have
to
be
looked
at.
You
know
with
the
engineer,
but
it's
absolutely
something
that
we
can
look
at.
C
C
A
Foreign,
so
just
a
little
history
for
the
new
Commissioners.
When
I
came
on
board,
you
know
there
was
a
campaign
to
get
the
center
and
we
definitely
need
a
senator
in
Prince
Frederick
I'm,
not
opposed
to
that.
The
issue
was
that
we
were
told
seven
million
dollars
would
do
it
and
we
did
fine,
seven
million
dollars
we're
going
to
put
that
in
last
year's
CIP
and
we'd
be
building
today.
A
The
issue
is
that
when
we
came
to
last
year's
budget,
I
think
we
were
almost
done
the
budget
and
we
had
a
presentation
and
the
cost
went
from
7
million
to
39
million
dollars,
and
we
couldn't
do
that.
I
mean
if
you
look
at
the
CIP.
This
is
more
than
a
firehouse,
so
we
had
to
back
up
and
regroup
and
figure
out
how
we're
going
to
work
this
into
CIP.
For
that
amount
of
money,
that's
going
to
be
the
challenge.
A
A
W
Thank
you
Commissioners.
My
balance
is
not
what
it
used
to
be,
and
our
commissioner,
so
you
sure,
brought
some
class
to
this.
T
W
Know
I
I
was
watching
earlier
when
there
was
an
award
given
for
mentorship
or
I
I.
Think
that's
what
it
was
I
had.
My
hearing,
aids
and
I
started
thinking
about
Guthrie
Smith,
who
was
the
father
of
mentoring
in
this
County
and
I
went
back
and
I
started
thinking
about
myself,
you
know
was
I
the
same.
You
are
the
same.
You
know
you
do
what
you
can
to
Mentor
young
people.
W
There
was
talk
about
we
needed
a
place
in
the
second
district
as
a
community
center.
Forget
the
recreation,
because
you
know
a
lot
of
when
you
say
Recreation
first
thing,
people
think
about
are
sports,
but
there
are
other
things
in
Recreation,
because
not
all
youth
want
to
participate
in
sports.
You
know
there
are
other
things:
it's
a
Gathering
Place,
it's
a
place
to
be
mentored
by
different
people,
whether
it's
Boy
Scouts
girl,
scouts
or
or
someone
in
arts
and
crafts,
or
there's
a
number
of
things
that
we
think
about.
W
But
you
know
I'm
I'm,
not
so
far
back
in
the
woods,
I
know
what
you're
facing
budget
wise.
You
know
and
it
happens
all
the
time
you
have
five
departments.
You
have
You.
W
Law
Enforcement,
you
have
roads,
you
have
you
don't
know
if
you
may
have
five
hundred
thousand
dollar
snowstorm
next
week
and
I'm
not
kidding
about
that
amount
of
money
which
can
really
cost
you,
however,
I
think
when
you
talk
about
this
community
center
now
Margaret
wrote
some
nice
notes,
but
I
never
read
notes.
I
just
run
my
mouth
I
hope
I,
don't
offend
people,
but
at
any
rate
you
know
long
ago
myself
engulfing
spoke
about
a
community
center
before
Harry
Elizabeth
Brown.
W
G
W
But
I
I
think
when
you
you,
you
you're
in
an
area
that
it's
bad
enough,
Transportation
wise
okay,
but
we
have
to
have
a
place
that
is
a
community
center
and
the
name
hired
Elizabeth
Brown
is
so
important.
It's
a
vital
part
of
this
County's
history
and
believe
it
or
not.
Even
when
I
was
on
the
school
board,
did
you
know
there
were
some
Educators
didn't
know
who
Harry
Elizabeth
Brown
was
until
I
brought
it
up?
But
anyhow,
that's
that's
here
that
that's
already
been
settled
when
I
was
the
commissioner.
W
So
here's
I
knew
you
got
a
lot
on
your
plate
and
I
know
things
are
bad,
but
please
don't
load,
throw
a
shovel
of
snow
dirt
over
meat
before
you
dig
a
a
piece
of
dirt
to
you
know
make
this
this
come
alive
to
you
know
down
here.
Prince
Frederick
is
Prince,
Frederick
is
really
growing,
I
mean
you
know.
There
was
a
time
on
the
weekends.
You
know
you
could
do
better.
W
On
Friday
nights
you
were
going
to
have
a
wait
to
get
through,
but
that's
every
night
now
and
but
that's
life.
This
is
the
place.
People
want
to
be,
and
you
know,
I'll
watch
the
news
every
day
and
when
my
time's
up
John
just
say,
I'll
stop
when
you
know
you're
watching
news
and
it's
not
not
easy
to
watch
the
news.
C
Hey
Kushner,
let
me
say
this
too.
You
know
thank
you
for
your
time
here,
school
board
and
with
this
project
you
never
stop.
Thank
you.
Thank
you.
For
that.
You
know
you
talk
about
mentorship
program,
I
sat
there,
you
sat
here
and
school
was
in.
You
know
and
I
used
to.
You
know
I
used
to
say,
commissioner
Nutter
man,
I
heard
all
these
stories.
As
I
was
a
kid.
You
know
you
could.
You
know,
pick
up
buildings
and
all
this
kind
of
stuff
you
know
I
mean
he
was
I
kid.
You
not
I.
C
When
I
was
a
little
kid,
you
know
it's
like
a
superhero
and,
and
it
hasn't
changed
and
you're
absolutely
right
with
Mr
Smith.
You
know,
Mr
Smith
has
always
been
I
mean
you
talk
about
the
the
how
it's
done.
You
know
he
he
is,
he
is
spot
on
talk
about
mentorship,
I
mean
Mr.
Smith
has
has
always
been
an
awesome
example,
so
I
just
want
to
say
thank
you.
W
C
Know
I
asked
her
about
that,
but
sounds
like
we're
we're
going
what
we're
looking
for
college
here
right
yeah.
Thank
you.
Thank
you.
Thank
you.
O
O
I
hope
I
gave
five
okay
good
morning,
Commissioners
staff
to
our
County
Commissioners
commissioner
hands
Commissioner
of
heart.
Commissioner
Cox
commissioner
grasco
and
commissioner
Ireland
I
bring
you
greetings
from
the
Calvert
County
branch
of
the
NAACP
Mr
Michael
Kent,
who
is
our
president,
is
unable
to
attend
today
because
of
a
prior
commitment.
O
I
am
Joyce
Freeland,
the
former
president
of
the
Calvert
County
Branch
I,
am
also
a
member
of
the
Heritage
Elizabeth
Brown
task
force,
along
with
the
chair,
Margaret
Dunkel
and
members,
including
commissioner
Pat
Nutter,
a
lieutenant
colonel
Dave
McDowell
former
commissioner
Wilson
Perrin
gopher
Smith,
who
just
heard
about
him:
Senator
Michael,
Jackson,
Dr,

Curry
and
Malcolm
fund.
Who
was
our
vice
president,
one
of
our
vice
presidents
for
the
NAACP
who's
deceased.
O
Now,
as
you
already
may
know,
Harry
Elizabeth
Brown
was
a
teacher
at
Mount
Hope
Elementary
School,
which
was
a
colored
School
in
Sunderland
Maryland
in
1930s.
In
1937,
Harry
Elizabeth
Brown
discovered
that
white
teachers
were
making
almost
twice
the
salary
as
black
teachers
who
had
the
same
education
and
experience
while
teachers
had
white
teachers.
Salaries
was
one
thousand
one
hundred
dollars
annually
and
black
teachers.
O
Annual
salary
was
600
Ms
Brown
reached
out
to
the
NAACP
attorney
Thurgood
Marshall
attorney
Marshall
worked
with
her
to
sue
the
county
based
on
the
violation
of
the
14th
Amendment
to
the
U.S
Constitution
two
days
after
Christmas
on
Monday
December
27
1937.
This
case
was
settled
at
that
time.
The
Calvert
County
Board
of
Education
agreed
to
equalize
the
salaries
of
both
white
and
black
teachers.
O
The
task
force
with
the
help
of
Senator
Mike
Miller
Senator,
Michael,
Jackson,
delegate,
Mark
Fisher,
and
also
when
he
was
delegate
delegate,
Tony,
O'donnell
and
others
were
able
to
get
some
of
Harry
Elizabeth
Brown's
projects
done
on
November,
1st
2016
Harriet
Elizabeth
Brown
Memorial
Parkway
was
dedicated.
It
runs
from
the
intersection
of
Route

and
you
all
made
on
Route
4,
I'm,
sorry
N2
into
Anne,
Arundel,
County
I.
Think
it's
about
four
point
something
miles:
oh
and
on
March.
O
The
1st
2016
was
the
dedication
of
the
interim
Harry
Elizabeth
Brown,
Community
Center,
and
in
2019
we
had
the
unveiling
of
the
commission
portrait
of
Harry
Elizabeth
Brown
at
the
Circuit
Court
in
Prince
Frederick.
Now
it
is
time
past
time
for
the
Harriet,
Elizabeth,
Brown,
Center
and
park
to
become
a
reality.
The
Calvert
County
Branch
of
the
naac
wants
to
support
the
Harry
Elizabeth
Brown
Community
Center
and
park
to
be
a
permanently
located
on
the
27
Acres,
where
it's
located
now
the
center
will
serve
the
whole
Community,
young
and
old
alike.
O
O
Her
former
students
take
pride
in
explaining
why
the
community
center
has
been
named
for
her
Miss
Brown
gave
us
a
great
opportunity
to
learn
by
using
the
second
hand,
material
she
had
available.
Now
is
the
time
for
the
Harriet
Elizabeth
Brown
to
be
placed
in
a
new
vicinity.
We
are
asking
that
money
be
put
back
into
the
budget,
this
year's
budget
for
the
center
and,
as
earlier
stated,
that
many
members
of
the
NAACP
remember
Miss
Brown,
but
the
youngest
group
of
them
now
are
probably
in
their
70s.
O
The
sooner
the
building
is
designed
and
built
the
sooner
those
who
knew
her
can
pay
our
respects
for
what
she
did
for
Calvert
County
and
the
state
of
Maryland.
Now
we're
asking
you
to
support
the
community
center
for
at
least
one
million
dollars
back
put
it
back
into
this
year's
budget
for
planning
and
Design
This
would
certainly
help
us
move
along
since
the
sense
of
removal,
since
the
Border
County
Commissioner's
removal
last
summer
of
7.5
million
dollars
earmarked
for
the
center
for
2024.
O

Y
Y
Park
in
the
heart
of
our
County,
with
the
walking
trails
and
playgrounds
and
other
amenities
residents
of
all
ages
could
enjoy
respite
from
our
hectic
lives.
It
will
strengthen
wholesome
aging.
Our
County
could
develop
and
enhance
creative
and
integrated
methods
of
transportation
to
the
center
and
park
and
reduce
social
isolation.
Y
Residents
of
all

could
be
provided
the
opportunity
to
contribute
their
volunteer
talents
in
meaningful
ways
to
the
center
and
park
and
have
enhanced
access
to

I
also
fondly
recall
our
many

in
this

when
I
chaired
our
County's
2020
census,
complete
count
committee
with
directors,
Mary,

and
Jennifer

and
Jenny
Palmer

our
County's
Asian

is
so
grateful
for
your

last

To
celebrate
our
cultures
therefore,
may
I
take
this
opportunity
as
aarp's
Asian,

to
present
you
with
a
heads
up
for
our
Tri-County
Asian
American
Pacific

festival
at
our
Calvert

Fairgrounds
on
Saturday
April
15th
I
have
invited
my
dear
friend
and
fellow
indian-american,
lieutenant
governor
Aruna
Miller,
to
greet
our
participants.
I
hope
you'll
be
able
available
to
join
us
and
enjoy
our
cultural
dances
and
music,
and
we
will,
of
course,
send
a
formal
request
for
commissioner
president
Hance
to
greet
us.
Thank
you
for
your
support.
C
W
I
Good
afternoon
I'm
Margaret
Dunkel
I
chair
the
legislatively
appointed
Harry
Elizabeth
Brown
commemoration
task
force.
This
is
the
report
that
we
put
out
in
2015.
two
of
our
three
recommendations:
the
portrait
of
Ms
Brown
downstairs
and
the
the
hairless
Brown
Memorial
Parkway
have
already
been
fully
implemented.
We
look
forward
to
working
with
you
to
fully
implement
the
third
recommendation:
a
Harry,
Elizabeth,
Brown,
Community,
Center
and
park
in
your
District
commissioner
Cox.
I
It's
also
your
District
commissioner
Ireland
and
commissioner
Hance,
since
you
were
at
large
and
it
will
serve
the
northern
part
of
the
County
as
well
as
the
southern
part
of
the
county,
because
it's
centrally
located
my
colleagues
have
said
everything
that
I
think
needs
to
be
said,
except
we
look
forward
to
working
with
you
to
follow
up
to
make
it
a
reality.
We
realize
the
budget
figures
did
not
come
in
as
we
had
hoped
they
would
or
as
they
would
have
had.
I
This
been
implemented
back
in
2015
when
we
made
the
recommendation,
but
what
is
is-
and
we
want
to
work
with
you
to
make
the
Harry
list
of
brown
Community,
Center
and
Park
the
reality
that
Calvert
County
deserves
that
Ms
Brown
deserves
in
her
honor
and
we
look
forward
to
doing
that.
Thank
you
so
much
thank.
G
U
Thank
you,
sir.
The
board
adopted
a
resolution
in
1989
intending
to
maintain
the
order
in
decorum
of
the
governmental
process
copy
is
found
here
to
my
right.
The
ethics
commission
has
asked
us
that
we
remind
speakers
of
public
comment
that
lobbyists
include
those
who
seek
to
influence
public
policy
and
lobbyists
are
required
to
register
in
advance.
The
floor
has
been
open
for
public
comment
from
persons
in
the
meeting
room
and
they
begin
making
their
way
to
the
microphone.
U
Then
those
joining
virtually
all
speakers
must
identify
themselves
and
whether
speaking
as
an
individual,
will
you
be
allocated
two
minutes
or,
as
the
designated
representative
group,
where
you'll
be
allocated
five
for
those
attending
virtually
you
may
press
star,
9
or
use
the
raise
your
hand
function.
Virtual
speakers
will
be
identified
either
by
the
last
four
digits
of
their
phone
number
or
screen
name
and
unmuted
one
at
a
time
and
if
necessary,
Beyond
mute
yourself
by
pressing
star
six.
Z
Z
So
I'm
Kevin,
Greenwell
and
I'm
here
with
Kevin
marilat
and
Shane
Wyckoff.
All
three
of
us
are
pool
builders
here
in
Calvert
County
and
we're
here
to
discuss
the
ongoing
issues
that
we're
having
with
obtaining
a
swimming
pool
permit.
Just
a
few
short
years
ago,
a
swimming
pool
permit
was
a
one
day,
walk-through
permit.
We
could
walk
down
on
a
Tuesday.
We
could
walk
through
from
the
Department
to
department.
Z
Z
A
permit
taking
six
months
has
greatly
impacted
the
way
that
we
can
do
business.
You
know
week
in
and
week
out,
I'm
very
fortunate
to
have
other
branches
of
my
business,
but
some
of
these
guys,
you
know,
building
pools
is
what
they
do
and
it's
all
they
do,
and
you
can't
wait
six
months
to
do
that.
I
mean
we.
We
build.
You
know
30
40,
50,
60
80
pools
a
year
and
we
have
a
very
short
window
to
do
that.
We
can
only
do
that
from
March
to
October.
Z
You
know
before
building
comes
to
a
stop
because
of
weather,
so
it's
extremely
extremely
important
that
we're
able
to
obtain
them,
but,
like
I
said
you
know,
we
need
to
seek
change
in
the
requirements,
the
process
and
the
time
frame
to
obtain
a
building
permit
Calvert's
one
of
the
only
jurisdiction
requiring
engineered
plans.
We
don't
get
engineer
plans
in
Anne,
Arundel,
Prince,
George's,
Montgomery,
St,
Mary's
Howard,
any
counties
on
the
Eastern
Shore
or
in
King
George
Virginia,
which
were
licensed
and
built
there
as
well.
Z
We
don't,
we
don't
have
to
have
engineered
stamp
plans
for
any
of
those
jurisdictions.
This
Engineering
Process
and
getting
those
engineered
plans
in
itself.
I
have
one
one
single
customer:
that's
had
their
engineered
plans
with
our
local
Engineers
since
last
November,
so
so,
we've
also
created
by
by
requiring
the
plan.
We
have
created
a
huge
backlog
in
what
our
Engineers
are
able
to
accomplish
and
they
can't
overcome
that
backlog
themselves.
So
so
our
Engineers,
you
know
these
requirements.
Z
Like
I,
said:
they've
created
a
backlog,
you
know
they're,
they
have
staffing
issues,
as
you
guys,
probably
know
two
of
our
Engineers
essentially
just
merged.
You
know
mainly
due
to
staffing
issues.
So
you
know
getting
these
things
done
and
getting
them
through.
The
engineered
process
is
is
extremely
difficult.
Please.
Z
Z
Yeah
so,
like
I
said,
I
just
asked
for
someone
to
take
a
look
at
it,
see
what
they
can.
You
know
see
what
they
can
do.
It's
added
also
added
thousands
of
dollars
to
the
permit
process
for
the
customers
and
Engineering.
You
know
you're,
looking
at
fifteen
hundred
to
three
thousand
dollars
in
engineering
costs
and
then
you're
looking
at
if
things
are
required
to
change
another
three
five,
even
ten
thousand
dollars
to
the
construction
of
the
pool.
Z
So
it's
also
added
five
to
tens
of
thousands
of
dollars
to
every
single
job
and
the
County's
not
benefiting
from
that
five
to
ten
thousand
whatsoever,
and
neither
is
the
homeowner
who's
trying
to
improve
their
project.
So,
like
I,
said
I'm
just
I'm
just
asking
for
you
guys
to
to
look
into
it,
we're
asking
for
change.
We
need
your
help
and
you
know
we
really
need
to
to
make
this
process
more
streamlined.
X
Good
afternoon
my
name
is
Kevin
marilat
I'm,
the
owner
of
Maryland
pools,
we've
been
in
business
in
Calvert
County
for
48
years
now
we're
one
of
the
oldest
companies,
along
with
Stevenson
pools
as
well
right
behind
me,
one
I
want
to
thank
and
congratulate
the
new
board
members
and
specifically
I
want
to
thank
you,
commissioner.
Hart
I
listened
to
you
a
couple
of
weeks
ago,
when
you
were
speaking
about
the
local
preference
bill,
that's
going
to
go
to
Annapolis
and
how
important
it
is
for
our
County
to
stand
up
for
our
local
County
Contractors.
X
X
I
hold
in
my
hand
an
email
from
2019,
in
which
case
I'm,
saying
to
Mark
Willis
and
Mary
Beth
cook
I'm
in
dire
need
of
getting
these
permits
out.
Therefore,
I
will
be
going
to
the
Public's
work,
Public
Works
office
today
to
try
to
get
them
moving.
X
X
Comments,
I
will
finish
my
statement.
Thank
you,
sir.
So
at
any
rate,
it
goes
through
all
of
these
different
things.
The
only
accessory
structure
that's
listed
on
here
is
in-ground
swimming
pools.
That
is,
discrimination
causing
homeowners,
as
was
alluded
to
thousands
and
thousands
of
dollars
in
order
to
obtain
a
building
permit.
X
So
I
just
want
to
real
quick
run
one
by
you.
This
is
a
building
permit
that
just
got
its
final
signature.
Today
it
was
filed,
October
2021..
This
is
January
2023..
The
same
issues
that
you,
commissioner,
Hans,
are
speaking
of.
As
far
as
this
Harriet
building
and
the
increased
costs.
Imagine
the
conversation
I'm
going
to
have
to
have
with
that
homeowner
when
we
have
to
sit
down
and
talk
about
the
fact
that
your
project
was
priced
for
2021.
Yet
now
it's
2023.
is
a
company
supposed
to
honor
that
contract
and
lose
money.
X
That's
not
a
surviving
business
proposition,
so
I'm,
not
here
by
myself
today,
bring
no
when
you
have
all
the
competitors
lining
up
in
here
to
speak
to
you.
This
is
a
serious
thing.
So,
let's
get
it
going!
This
isn't
new!
This
didn't
start
yesterday,
it's
2019
when
I
sent
my
first
email
regarding
all
of
this
problems.
So
please
and
thank
you.
We
would
appreciate
you
standing
behind
us
as
local
contractors,
with
the
same
spirit
that
you
plan
to
stand
behind
the
other
local
contractors
and
for
the
local
preference
Bill.
AA
I've
been
in
business
in
this
County
with
my
concrete
business
since
probably
83.
My
father
was
down
here
the
permit
issues
for
the
pools,
I
started
in
this
business
about
seven
years
ago.
What
Mr
Greenwell
said,
Mr
merrillette
said
I
used
to
walk
in,
get
a
permit
within
a
day,
then
it
became
a
two-week
period.
It's
no
big
deal.
Two
weeks
is
fine.
AA
We
deal
with
weather
constantly
we
deal
with
homeowners
that
need
this
done,
as
you
guys
are
discussing
you're
trying
to
get
another
area
for
homeowners,
to
have
accessibility
and
have
played
place,
an
area
for
kids
and
stuff
to
do
something.
I've
had
people
walk
away
from
their
contracts,
three
and
four
hundred
thousand
dollar
contracts.
I've
lost
because
of
this
permit
process,
it's
frustrating
for
them.
AA
They
think
that
we're
doing
the
wrong
steps.
The
problem
is
from
what
I'm,
seeing
the
steps
are
not
even
clarified
of
what
we
need
to
do.
They
just
added
this
Engineering
Process
like
had
to
happen
recently.
The
Twister
Greenwell
said:
that's
adding
approximately
four
thousand
dollars
to
a
job
when
you're
trying
to
buy
something
as
a
homeowner
and
four
thousand
dollars
is
not
they
get
nothing
out
of
it.
What
good
does
that?
Do
then?
AA
File
every
pool
that
I
build.
It's
100
that
simple
I
go
in
I,
get
my
permit
I'm
in
and
out
a
couple
weeks.
It's
it's
very
hard
to
try
to
do
business
this
way
and
it's
making
us
look
bad.
We
need
to
find
a
way
to
streamline
it.
Also,
on
a
personal
note:
I
was
getting
an
apartment
to
build.
My
personal
home
took
me
over
a
year
to
get
a
permit
on
a
regular
lot
in
Calvert
County
by
the
time
I
went
through
engineering
and
back
and
forth
to
the
permit
process.
AA
What
you
guys
would
understand
when
you
say:
oh
it's
it's
time.
Well,
interest
rates
went
from
Two
and
a
half
percent
to
seven
percent
to
five,
it's
unbelievable.
What
this
is
doing
to
people,
especially
in
the
pool
industry.
We
literally
had
increases
like
Mr
Merlot
just
said:
I've
had
to
go
back
to
two
homeowners
when
I've
gotten
the
permit
I'm
sorry,
but
your
price
has
now
increased
by
ten
to
fifteen
thousand
dollars,
because
the
things
that
have
happened-
and
that
makes
you
look
bad
because
you
can't
honor
your
price
when
this
happens.
AA
AA
U
J
Employees
live
in
Calvert
shop
in
Calvert,
recreate
Calvert,
but
I
can't
because
they
don't
make
a
living
wage
that
affords
them
that
opportunity.
I'd
love
to
say
that
all
those
full-time
employees
finish
their
seven
or
eight
hour
shift
and
go
home
to
spend
time
with
their
family,
but
I
can't
because
many
of
them
go
to
a
second
job
to
make
ends
meet.
J
How
can
we
expect
these
employees
to
buy
into
our
community
join
the
PTA
volunteer
or
coach
when
they
have
to
commute
across
the
Thomas
Johnson
or
Benedict
Bridge
or
Drive
North
to
Brandywine
or
Edgewater
to
find
somewhere
to
live?
How
can
we
ask
them
to
engage
with
mentorship
programs
when
they
don't
have
any
more
hours
of
the
day
to
give
Commissioners
I'm
urging
you
to
support
your
constituents?
J
Your
taxpayers,
your
fellow
employees,
and
work
for
the
board
event
to
fund
a
budget
that
allows
all
staff
to
be
compensated
the
way
they
deserve
when
the
bus
drivers,
all
private
contractor
employees
went
on
strike,
we
saw
the
immediate
impact
when
the
governor
and
the
health
department
shut
down
in-person
learning.
We
saw
the
immediate
impact.
We
know
that
the
180
days
our
children
are
in
school
are
important
to
the
future
of
our
community.
J
You
can
follow
the
letter
of
the
law
and
on
fund
increases
for
certified
teachers,
but
that
doesn't
cover
the
entire
category
of
support
staff
that
makes
their
job
possible
that
doesn't
acknowledge
the
hundreds
of
support
staff,
employees
like
nurses,
building
service
workers,
Food
Services
and
instructional
support
staff.
Look
at
your
own
County
staff,
who,
among
them
that
support
you,
your
County
administrator
or
your
county
attorney.
Would
you
consider
not
worth
a
living
wage
to
do
the
Daily
Business
