My

I'm,
the
rural
planner
in
planning
and
zoning
and
I
will
be
presenting
the
rural
Legacy
area
expansion
that
has
been
proposed
for
you.
This
evening
background
the
board
of
County
Commissioners
requested
to
reconvene
the
original
transferable
development
rights
committee
established
in
2015
to
review
the
County's
preservation
efforts
and
the

H
H
H
H
On
the
screen
is
a
map
of
the
existing
rural
Legacy
areas,
the
rural
Legacy
areas.
There
are
two
areas
in
the
county.
The
first
is
the
North
Calvert
rural
Legacy
area,
that
is
the
area
shown
in
the
northwest
corner
of
the
map
in
magenta,
and
the
rural
Legacy
area
in
North.
Calvert
is
currently
comprised
of
1043
parcels
and
covers
9554
Acres.
H
H
H
It's
important
to
note
that,
should
this
expansion
become
adopted,
that
the
proposed
expansion
will
increase
the
rural
Legacy
eligible
area
in
Calvert
County
by
more
than
50
percent.
H
H
H
Sir,
this
is
a
voluntary
program.
The
expansion
of
these
areas
will
have
no
detrimental
effect
on
any
of
the
landowners
in
those
areas.
All
it
simply
does
is
provide
the
opportunity
for
any
anyone
interested
in
those
areas
to
have
the
opportunity
to
preserve
their
properties
if
they
have
not
that
they
have
not
had
before.
F
B
I
So
is
this
so.
H
Legacy,
yes,
ma'am,
that's
correct
the
rural
Legacy
program
is
the
county
operates
it
in
conjunction
with
the
southern
Maryland
RC
d,
as
a
partner
in
our
program
and
the
grants
come
via
DNR
and
currently
for
this
coming
year,
there's
approximately
3.2
million
dollars
in
grants
available
for
preservation
between
both
of
the
rural
Legacy
areas.
J
Thank
you.
My
name
is
Greg
Bowen
I
live
at
1235
Mallard
Point,
Road,
Prince,
Frederick
Maryland
speaking
as
an
individual
I,
really
appreciate
the
county
for
bringing
this
matter
forward.
I
think
it's
entirely
consistent
with
the
County's
long-term
planning.
As
a
matter
of
fact,
Calvert
County,
most
of
you
know,
was
the
first
cat
in
the
state
to
adopt
a
land
preservation
program.
The
citizens
in
the
pleasant
Peninsula
plan
many
many
years
ago,
has
made
it
a
priority
to
preserve
lands,
and
so
the
county
came
up
with
the
first
Clan
to
do
it.
Real
Legacy
is.
I
J
The
area
that
you
were
designating
as
rural
Legacy
had
to
have
at
least
50
percent
already
protected
in
order
for
you
to
create
it,
and
so
only
Parkers,
Creek
and
Battle
Creek
was
included
in
a
rural
Legacy
area.
The
next
the
county
went
and
expanded
down
the
river
to
all
of
the
lands
of
prime
farm
lands
along
Patuxent
River
until
that
was
protected,
and
then
we
moved
up
to
to
the
northern
Creeks
the
Northern
Area
to
get
that
designation.
J
F
I
Commissioners,
my
name
is
Frank
McPhillips
and
I
live
in
Huntingtown
I'm.
Speaking
to
you
today.
As
a
representative
of
the
friends
of
Honey
Creek,
one
of
several
friends
groups
in
the
county
that
advocate
for
our
watersheds,
the
friends
of
Honey
Creek,
would
like
to
applaud
the
efforts
of
the
Commissioners
and
the
county
staff
in
considering
the
inclusion
of
the
additional
priority
preservation
areas
as
new
rural
Legacy
areas
to
increase
the
number
of
properties
eligible
for
the
program.
I
The
presentation
we
saw
from
Ms
Davis
outlined
the
many
benefits
for
this
proposed
change
and
pointed
out.
That
would
be
consistent
with
a
comprehensive
plan
and
our
continued
efforts
to
retain
the
rural
character
of
the
county,
and
it
would
also
protect
ecologically
valuable
properties
that
annually
provide
millions
of
dollars
in
a
wide
range
of
ecosystem
services.
I
It
would
support
the
maintenance
of
habitat
both
in
the
waterways,
as
well
as
on
the
lands
that
surround
them,
which
benefits
everyone
from
the
folks
who
live
there.
Bird
watchers
naturalists
and
even
those
who
hunt
our
fish.
So
it's
important
to
note
that
the
preservation
status
generally
does
not
diminish
land
values
for
neighboring
properties,
but
instead
often
has
a
positive
effect.
I
Given
the
university
positive
impact
of
expanding
the
rural
Legacy
areas,
the
friends
of
Honey
Creek
respectfully
ask
that
the
county
adopt
the
proposed
expansion
of
the
North
Calvert
and
Calvert
Creek's
rural
Legacy
areas
and
continue
the
important
work
to
protect
our
precious
natural
environment
and
the
Beautiful
ice
that
is
Calvert
County.
And
lastly,
we
urge
County
staff
to
get
the
word
out
to
all
the
landowners
with
the
properties
in
these
areas,
so
they
can
become
better
educated
about
the
program
and
its
benefits
and
so
that
more
eligible
areas
will
be
preserved.
Thank
you.
Thank.
C
G
G
C
A
B
Done
Mr
President
I
make
a
motion
that
we
close
the
record,
approve
and
adopt
and
enact
the
ordinance
approving
the
expansion
of
the
North
Calvert
and
Calvert
Creek's
rural
Legacy
areas.
A
A
An
opportunity
anybody
out
there,
that's
watching
or
listening
that
has
property
I,
would
encourage
strongly
encourage
you
to
contact
the
department
of
planning,
zoning
and
look
into
preservation
opportunities.
There
are
many
programs
out
there
that,
depending
on
the
characteristics
of
your
property,
there's
a
misnomer
in
the
community
that
the
best
value
is
always
for
development.
That
is
not
true,
depending
on
the
characteristics
of
your
property.
A
There
may
be
higher
value
and
preservation,
there's
also
a
misnomer
that
you
lose
value
once
you
preserve
your
property
and
we
have
historical
data
to
show
that
that
is
not
true.
Either
preserve
properties,
depending
on
their
characteristics,
can
bring
more
money
that
after
they're
preserved,
so
there's
lots
of
opportunity
out
there
and
I
just
want
to
encourage
anybody
out
there
that
owns
property
contact,
Department
of
planning
and
zoning
and
look
into
preservation.
Thank
you.
B
Yes,
sir
Mr
President
May
make
a
motion
to
adjourn.
Second.
