senior
citizens

social
health

turn

which
I've

friends

don't

we
survive

this
world.

bring
together
diverse
people

communities

humanities

gathered
suggestions
from
the
general
public,

Librarians
schools,

and
other
partners
based
on
an
annual
theme,

the
theme

this
year

connection
is
a
super
important
thing
for
our
well-being.

that
the
2023-1
Maryland
one
book
selection
is
there

by

are

wonderfully
captures

year's
theme
of
connection?
It
was
released
in
2018
and
it
tells
the
interconnected
stories
of
a
cast
of
12
Native
Americans
from
across
generational
lines
as
they
converge
toward
the
big
Oakland
pow-wow.

contend
with
sobriety
and
mental
health,
While
others
desire
to
preserve
cultural
dance
and
history,
and
meanwhile,
a
few
others
plan
to
rob
the
powwow's
contest
cash
prize
through
these
multiple
facets
filled
with
pain,
humor,
sorrow
and
ambition.
Tommy
orange
give
readers
a
riveting
modern
portrait
of
the
urban
Native
American
Experience
there.
There
was
one
of
the
New
York
Times
book
reviews,
10
best
books

the
year

won
the
center

devices
program.

are
identified

according
to
FCC
cable
franchise
agreements,
they
do
address
provisions

cable
television
service

exchange
for
use
of
the
public
right-of-way,
but
they
do
not
address
Broadband
or
Internet
services.
They
do
cool
kind
of
hand
in
hand
can.

just
for
those
out

That
may
not
know
what
what
what
we're
talking
about
I'm
going
to
give
you
a
little
background
because
we're
very
proud
of
this
in
2017,
the
board
voted
to
extend
cable
service
to
every
household
in
Calvert
County.
At
that
time
we
had
no
assistance
from
outside
Revenue
sources.

Restaurant
parking
lots
to
get
Wi-Fi,
so
their
children
could
do
their
school
work
and
the
board
at
that
time
was
given
a
proposal
to
extend
cable
to
every
household
in
the
county,
and
at
that
time
we
were
given
a
fiscal
note
of
three
and
a
half
million
I
believe
it
was
a
little
under
4
million
dollars.
We
believe
that
was
the
widest
investment
and
that
we
were
going
to
move
forward.
I
am
going
to
take
credit.

We
were
the
first
county
in
the
state
of
Maryland
to
agree
to
do
that
once
covet
hit
and
money
started
pouring
in
from
federal
and
state
resources,
a
lot
of
counties
started
to
identify
and
try
to
do
the
same
thing
we
were
doing,
but
we
were
first
and
while
we
were
told
this
process
was
only
going
to
take
about
a
year
and
a
half
more
people
signed
up
than
we
thought
and
because
of
issues
with
supply
issues
during
covid
and
the
additional
homes
that
came
online.

got
extended
and
extended,
but
I
think
we're
getting
pretty
close
as
you're
going
to
hear
in
the
this
presentation.
But
I
heard
that
last
week
there
was
a
local
radio
station
talked
about
how
local
governments
didn't
use,
Arbor
wanting
to
really
arpan
running
to
you
really
put
in
infrastructure
to
help
their
citizens,
and
we
had
already
done
that
without
Arbor
money.
So
I'm
going
to
take
credit,
and
while
it
wasn't
this
board,
the
previous
board
took
a
big
step
and
what
what
weird
doing
today
is
working
towards
finalizing
this
project.

and
I'll
go
on
that,
so
yes,
we,
we
did
think
that
it
was
going
to
be
a
shortened
timeline
to
do
this
whole
build
out.
And
yes,
there
are
some
factors
that
have
kind
of
gone
into
this
process
to
extend
it
but
kind
of
at
a
higher
level.
It
is
the
materials
and
it
is
the
fact
that
our
neighboring
Counties
have
gotten
funds
that
they
are
now
utilizing
so
now
icps,
which
are
internet
service
providers.

They
are
doing
search
then,
so
we
utilize
Comcast
the
most.
So
they
are
kind
of
deployed
in
all
these
different
counties
throughout
Maryland.
So
it
is
difficult
to
to
be
dedicated,
but
I
am
very
fortunate
that
we
do
have
a
dedicated
team
here
in
Calgary
for
Comcast
build
out
and
I
will
expand
some
more
on
the
timeline
slide
that
it's
down
to
as
well
as
well.

So
again,
the
franchise
agreement
that
we
have
with
Comcast
was
signed
in
2018..
That's
a
10-year
franchise
that
we
have
with
them
and
it
does
include
a
five
percent
franchise
fee
that
does
revert
back
to
the
general
fund.
It's
about
1.6
annually.
It
does
outline
the
density
requirement
to
maintain
15
homes
per
mile.
It
extends
the
length
of
standard
drop
from
125
to
300
so
prior
to
2018.
If
a
home
resided,
125
feet
or
Beyond
distribution
line,
they
did
have
a
customer
contribution
cost.

So
we
did
kind
of
close
that
Gap
a
little
bit
by
extending
it
to
300
feet,
and
it
does
also
provide
a
cost
sharing
formula
for
when
it
does
exceed
that
300
feet
and
again
it
is
a
10-year
franchise.
So
it
is
up
for
expiration
renewal,
so
the
build
out
to
date.
We
do
have
to
go
back
to
2021
when
we
did
start
all
of
these.
These
great
initiatives,
so
in
the
spring
Comcast
awarded,
was
awarded
2.2
million
via
the
FY
21
infrastructure

bocc
temporarily
removed
at
300
feet
limitation
enabling
service
to
anybody,
which
is
what
commissioner
Hans
was
and
then
in
November
of
2021.
The
bocc
approved
to
reimburse
constituents
between
gen
1
and
December
31st,
who
had
made
customer
contribution,
Investments,
which
totaled
about
twenty
nine
thousand
dollars,
which
we
paid
out
of
arpa
funds
and
then
in
August
of
2022.

We
did
allocate
additional
arpa
funds
for
funding
phase
three,
so
we
do
have
an
earmarked
total.
Now
we
have
started
to
utilize
those
funds,
but
at
the
very
end
of
it
we
had
about
4.7
million
allocated
by
September
2022
phases,
one
and
two
were
completed,
and
then
by
October
we
signed
an
agreement
with
Comcast
to
complete
phase
three
and
com
gas.
Beginning
began,
surveying
designing
and
formulating
our
Construction.

now
in
April
Comcast
was
awarded
an
additional,
nearly
a
million
dollars,

942
000
via
the
FY
23
infrastructure
Grant,
and
that's
going
to
help
service
about
36
homes
throughout
the
county.
So
it
is
a
nice
little
buffer
of
funds
that
we
don't
have
to
utilize
our
before
and
then
in
may.
We
signed
the
final
Grant
distribution
agreement
which
closed
out
phases
one
and
two
completely,
and
then
we
did
establish
a
cutoff
date
for
June
30th
for
citizens
to
sign
up
for
free
connection.

and

we
did
have
state
funding,
which
was
that
2.2
that
was
mentioned
earlier,
and
then
we
did
have
a
county
contribution
of

and
then
phase

We

sole
use
of
franchise
fees

originally
budgeted
tip
on
this
project,
however,
because
of
arpa
funds,
Stan
estate,
Grant
funds
and
things
like
that,
we've
had
to
defer
the
need
for
that
so
overview
of
phases.

and
this
was
a
slide
that
was
presented
to
you
guys
back
in
my
May
update.

do
like

have
this
in

just
for
reference,
because
it
was
a
big
haul.
We
connected
325
homes
across
the
county
that
was
completed
by
fall
of
2022.
It
does
outline
the
project,
so
we
have
our
Barstow
build,
which
connected
161
homes,
and
then
we
have
phase
two,
which
is
all
of
the
preceding
projects
that
were
kind
of
smaller
pockets
of
projects
throughout
the
county.

citizens
signed
up

now
on

phase
three,

we
began
Construction
in
Spring
of
2023.
We

409
homes
that

identified

connect
within
phase
three
as
to
date,
as
the
eighth
they've
completed
98
homes,
which
is
13.9
miles
of
infrastructure,
13.6
is
going
to
be
underground,
which
is
going
to
be
the
bulk
of
what
the
work
is
and
then
approximate
cost
of
what
that's
going
to
be
is
1.6
million.
So
that's
where
we're
at
right
now.

far
as
the
cost,
we
haven't
got
an
official
invoice,
yet
they
want
to
bill
us
on
either
a
six-month
basis
or
an
annual
basis,
but
they
are
giving
us
recurring
costs.
So
we
have
an
idea
of
how
much
we're
spending
today
so
that
that
is
very
helpful.

One
of
the
issues
that
we
are
having
is
easements
and
I
will
highlight
that
a
little
bit
more
in
my
next
slide,
but
about
200
properties
have
been
identified
as
needing
easements
to
build.

this
college
causing
major
setbacks,

it's
it's
really,
because
citizens
are
completely
just
denying
easements
and
we
can't
control
that
we
are
trying
to
do
Outreach.

educating
we're
doing
site
visits
myself
included
with
Comcast,
doing
site
visits
to
kind
of
Remedy
any
questions
that
homeowners
may
have,
but
that
is
going
to
be
a
hurdle,
and
that
is
going
to
Bar
some
citizens
from
being
able
to
receive
connection
if
ultimately,
they
do
not
get
easements.
So
that
is
causing
major
setbacks
and
that's
really
contributing
to
the
timeline
as
well.
So
that's
the
major
thing
that's
more
at
a
closer
level
as
as
opposed
to
high
level.

throughout
this
process
of
identifying
these
homes
that
have
signed
up
prior
to
the
June
date.
Staff
has
identified
additional
unserved
homes
that
could
be
integrated
into
the
current
designs
of
phase
three.
It's
going
to
be

variable
additional
costs.

are
some
situations
that
would
be
favorable,
so
there
is
going
to
be
bocc.
Action
needed
to
proceed
with
those
particular
cases
and
I
can
certainly
expand
on
that
a
little
bit
better
when
we
get
to
that
slide.

construction
process-
and
this
is
really
this-
is
of
course,
for
you
Commissioners,
but
this
is
also
for
the
citizens
at
home
that
don't
understand.
What's
going
to
happen
once
they've
been
identified
or
an
easement
is
needed
in
order

connect
their
neighbor.
Perhaps
so
a
project
is
identified,
meaning
an
address.
Somebody
signs
up
lets
us
know
that
they
want
connection.
Then
the
project
is
surveyed.

Sometimes
we
need
three
or
four
easements
just
to
connect
a
home
and
if
we
don't
receive
all
four
of
those
easements,
we
cannot
proceed
with
connection,
so
this
has
actually
barred
some
residents
from
receiving
connection
and
again,
that's
not
something
that
we
really
have
much
control
over,
because
it's
in
well
within
a
citizen's
right
to
deny
an
easement,
but
there
are
negative
consequences
of
that
and
that's
going
to
be
denying
access
to
broadband
to
some
individuals
who
may
have
families.

know
small
children
at
home
that
need
you
know.

Internet
access
in
order
to
get
school
work
done
things
like
that.
So
it's
it's
really
a
it's
unfortunate.
But
again
it's
something
that
you
know
we
try
our
best
to
educate,
persuade
you

talk,
answer
questions
things
like
that,

the
end
of
the
day,
if
an
easement
is
not
granted,
Comcast
cannot
do
connections,
but
once
all
of
the
proper
paperwork
is
obtained,
then
they
start
construction.

they
complete
the
construction
and
then
they
do
their
last.

connected

the
project

released

citizen
can
sign
up
for
whichever
service

County
Administrator

build

needed

Administrator

incorporate

homes

case-by-case

facing
with
right

right
now

one
home
that
has
signed
up
and
their
neighbor
actually
owns
the
right-of-way
to
the
driveway.

extension
as
well.

an
additional
couple
hundred
feet
of
connection
and
is
actually
going
to
connect
the
home.
That's
already
signed
up,
so
that
that's
one
case.

we
would
need
to
extend
somebody
that
wasn't
already
signed
up
in
order
to
gain
access
to
the
person
that
has
signed
up.

support

the
local
preference.

Authority
again
restricts

requesting

county
live

county

a
principal
place
of

in

or
business
and
may

solicit
or
stand

could

donations

the

but

would

more
solicitation

is

increase
the
formal
bid
limit
from
thirty
thousand
to
fifty
thousand.

inflation

think
it's
a
larger
matter
and
it
needs
to
have
some
serious
looking
into

I
took
the
matter
over
to
John
Norris,
the
accounting
attorney,
and
he
says
it's
a
perception
that
we're
looking
to
remove
a
perception
of
you
know
back
room
dealing
or
whatever
it's
not
a
perception.
It
happened.

We
paid
a
hundred
and
twenty
five
thousand
dollars
to
the
county
to
our
attorney
to
try
to
rectify
this
in
the
courts
and
the
reason
why
I'm
here
today
to
just
illuminate
you
all
is
that
when
I
got
the
Supreme
Court
opinion
The
Supremes,
the
seven
Supremes
said
that
they
cannot
overturn
state
law,
there's
no
way
that
they
can
do
it
they're
not
able
to
do
it.
They
are
limited
in
that
in
that
manner
they
did
recognize
that
there
is
a
problem
between
voting
under
two
state
laws
and
they're
called
Sugarloaf
and
kimwood.

They
were
put
into
effect
by
Mike
Miller
back
in
the
80s.
The
first
one
was
in
the
late
80s
at
Sugarloaf,
then
Kim
would
came
a
little
later
on
in
the
early
90s.
Mike
God
bless
him.
It's
no
longer
here.
Mike
is
gone
now
and
this
needs
a
look.
You
need
to
see
I
believe
we
need
to
seriously
look
at
these
cases,
because
these
two
case
laws
are
inefficient
and
deficient
when
it
comes
to
the
code
of
ethics.
So
this
is
what
the
Supremes
said
to
us
in
a
29-page
ruling.

This
needs
to
be
done.
They
said,
unfortunately,
we
cannot
help
you
because
of
the
law,
but
this
needs
to
be
done
legislatively,
and
that
was
them
telling
our
group
that
you
need
to
work
on
this,
because
it
does
need
to
be
changed,
or
we
wouldn't
tell
you
that
it
needs
to
be
done
legislatively
so
in
in
following
what
they
have
the
ruling
that
they
gave.
I
don't
know
if
you
all
got
a
chance
to
read
the
whole
thing,
but
I
know
John
Norris
did.

What
obviously
happened
is
that
a
county
commissioner
from
past
board
voted
his
own
property
and
he
seconded
his
own
motion
that
one
of
the
other
Commissioners
made
on
his
behalf,
and
so
that's
what
set
up
a
five-year
well.
Actually
it
was
just
three
years
three-year
lawsuit,
five
years
in
going
through
the
process
of
the
comp
plan
and
then
three
years
going
into
court
and
that's
what
caused
the
citizens
so
much
money,
but
they
believed
because
they
did
give
funds
to
us.

They
believed
that
it
was
worth
fighting
because
Sugarloaf
and
Kenwood
state
that
you
can
vote
your
own
property
in
or
vote.
Even
if
you
have
a
conflict
of
interest,
don't
worry
about
it.
The
the
ethics
code
does
not
apply
in
zoning.
That's
the
nuttiest
thing!
I've
ever
heard
and
I
actually
knew
about
that
case
law
Sugarloaf
a
long
time
ago
and
Sugarloaf
was
that
a
board
member
and
the
Montgomery
County
Board
Commissioners
that
that
time
he
voted
for
a
Pepco.
Pepco
was
going
to
put
a
receiving
station
up
there.

Well
he
only
owned
stock
in
the
corporation.
That
was
it.
So
that's
why
Mike
put
that
law.
Mike
Miller
Senator
Miller
started
that
law,
but
then
it
went
further
in
Baltimore
and
Kenwood
cemented
it.
Kenwood
is
the
law
that
has
made
it
possible
for
people
to
own
property
and
buy
property
in
an
area
Commissioners
who
have
to
vote
in
an
area
where
they
know
that
one
they're
going
to
use
their
inside
transactional
ability
voting
here
to
put
their
property
into
into
town,
centers
or
rezone
the
property.

So
that
is
the
problem
that
we
have
and
that's
where
the
conflict
comes,
and
that's
where
why
commissioner
McConkey
sits
someplace
else
now
he's
not
even
nobody's
even
heard
about
him,
but
that's
what
happened?
That's
where
we
are
and
I
need
you
all
to
understand
that
this
is
the
citizens
coming
to
ask
you
to
stand
up
for
the
code
of
ethics
and
for
them.

Decades-Long
effort,
it'll,
probably
Outlast
the
time
that
you
all
want
to
continue
to
be
Commissioners.
You
have
to
have
a
far
view,
otherwise
you'll
be
completely
overwhelmed
by
the
problems
now
one
one
thing
that
is
happening
these
days,
though,
is
that
there
seems
to
be
more
grant
money
available
for
that,
and
my
group
is,
is
looking
into
that
as
well.
To
help
fix
a
few
things
and
you
all
can
too
you've
got
a
new
grant.

and
plenty
of
people.
That
probably
would
be
willing
to
help
with
that.

what
we
need
to
do,
long-term,
Vision
chip
away
at
the
problem
and

that'll
affect

culture
as

fix

things,

just
throw
up
our
hands
and

just
like
fighting

mentioned

parallel

our

making
these
things
more
robust,
these
ordinances,
that
we
have
do
not
work
currently,
and
we
know
that
I
believe
there's
efforts
to
to
fix
those,
but
they
don't
need
to
just
match
the
minimum
required.

turn
our
back

too

didn't

got
to
look
at
each
property,
it's
not
just
slope,
there's
a
there's,
a
five
degree
slope
that
I
know
of-
and
you
know
of
it
too
out
at
Holly
Hills
that
results
in
a
50-foot
dive
into
the
sandy

area.
You've
got
to
consider
not
just
slope
but
the
condition
of
of
that
slope
in
terms
of
the
fragility
of
the
property,
and
where
does
this
water
go
after?
It
leaves
the
property
over
there
at
Calvert.
Hills
mde
tells
me
well
off
that

stockpile.

a

kill

many

needs

an

where

competitive

sculpture

sculpture,

will
be
unveiled

4-H
kids

their
4-H

health

we

able

First
of
all,

we

on
it's

be
used
for
cancer
patients,
it's
my
understanding
and
what
we
were
able
to
do
was
we
were
able
to
put
our
hands
into
this
machine
and
simulate
at
a
very
minute
level
surgery,
and
we
did
it
through
these
different
exercises
of
taking
little
rings
off
and
moving
them
and
putting
them
on
small
or
larger
objects.

But
the
objects
were
small
and
it
will
it's
a
non-invasive
surgery,
it's
even
better
than
laparoscopic
surgery,
where
the
physician
can
go
in
and
perform
surgery
on
the
minutest
level
on
a
cancer
patient,
and
it
was
really
it
I
mean
it
was
just
phenomenal
to
think
in
Calvert
County.

we've
watched
our
health
care,
System
really
grow,
but
to
have
this
in
Calvert
county
is
just
phenomenal
so
that
that
was

really

great

commissioner
Hans
and
commissioner
Ireland
were
there
as

gosh
I
didn't
realize
on
a
bill
in
actual
currency
that
all
of
this

of
our
states
are
listed

they
showed
us

Republican
women
leaders

Calvert's
meeting
and
it

very
interesting

speaker

this
County
then,
and

phenomenal
and

it

just
I
mean
you
you'd
have
to
spend
a
weekend
with
him

really

pick
his

heard,
we
did
go
to
the
hospital

week
before
Labor
Day

got

play

the

Vinci
machine,

our
office

surgery

the
three
of
us,
we'll
gladly
remove
your
appendix
kidneys.
Whatever
you
need
done,
you
can
feel
safe
in
our
hands.

it's
pretty
amazing
to
think

little

hospital

they
haven't,
finalized
the
deal
yet

they
told
us
that
day
they

to
make
the
decision

machine
costs

million

state's
providing
a
grant

to

our
delegation
for

Grant

think
was

they've,
given
them

play

and
they
allowed
us
to
come
up
and
play
with
it,
and
it's
pretty
amazing

ask
that

you
recoup
your
cost?

got

charge
more
for
the
surgery
and
our
insurance
company's
going
to
pay,
and
they
said
the
insurance
companies
have
no
problem
because
recovery
time
is
cut
down
to
zero
or
in
half.

most
cases,
people
thought
laparoscopic
was
amazing.
This
is
even
finer
than
that
because
they
showed
us.
As
commissioner
rashford
said,
the
magnification
when
you
look
through
it
is
so
tremendous.

think
your
hand
is
steady
when
you
hold
it
under
that
mag
magnifying
glass,
your
hand
you're
shaking
like
a
leaf
in
a
hurricane
and
so
using
this
robot.
You
know
laparoscopically,
you
think
you're
steady
but
you're
not
and
to
use
this
robot
everything
is
so
precise.
The
the
one
surgeon
there
took
a
five
dollar
bill
and
using
that
robot
he
folded
that
thing
up
into
a
little
half
inch.

it
was
pretty
amazing
and
we
did
have
fun
playing
with
it.
So
just
can't
say
enough
about
Calvert
Health,
the
board
there,
the
staff-
you
know
those
of
us
that
grew
up
here
know
what
that
hospital.
All
the
progress.

paired
patients

a
great

is
an
independent
hospital.
They
have
certain
challenges
because
they're
an
independent
hospital,
it's
very
hard
for
independent
hospitals
to
operate
in
this
country,
especially
in
the
state
of
Maryland,
with
all
the
rules
and
regulations,
but
I
think
it's
very
important
to
have
an
independent
hospital
where
the
board
is
made
up
of
County
Citizens.
You
know
they
make
decisions
based
on
our
citizens
and
our
needs
and
they're
in
the
community.

you
know
it's
it's
a
lot
different
when
you
have
Hospital
run
by
some
major
corporation,
that's
based
in
Los,
Angeles
or
Chicago.
So
we
need
to
support
our
local
hospital
as
best
we
can
to
make
sure
they
remain
independent
and
that
that
is
their
goal.
You
know
they
have
certainly
get
requests
all
the
time
to
merge
and
they've
resisted
those
attempts.
So
we
need
to
greatly
support
our
Hospital.
All
two
went
to
the
taste
of
the
beaches.
I
want
to
thank
mayor
Mahoney
for
hosting
a
wonderful
event.

took
away
from
that
day
was

Finally,
got
meet
Senator,
Jackson's,
wife,
Senator,
Jackson's
wife
has
the
same
philosophy
as
my
wife.
She
doesn't
really
attend
many
functions,
but
she

day
and
so
I
got
to
meet
her
for
the
first
time
in
all
these
years.

but
we
did
have
a
good
day
there.
