director

Safety
retired,

January

After
dedicating
42
years
of
faithful
and
loyal
service
to
the
citizens
of
Calvert,
County
Jackie
started
her
career
as
a
police,
Communications
officer
with
the
Maryland
State
Police,
and
transferred
to
Calvert
County
government
in
November
1982.
As
a
communication
officer
with
the
Calvert
control
center
Jackie
Rose
to
the
ranks
within
the
Department
of
Public
Safety,
serving
as
a
senior
Communications
officer,
Public
Safety,
dispatcher,
Public,
Safety,
Communications
supervisor
and
the
Calvert
County
control
center
division
Chief
in
2011.
After
serving
our
citizens
for
29
years,
Jackie
was
promoted
to
public
safety.
A
Director
Jackie
was
in
charge
of
the
Calvert
County
Emergency
Operations
Center,
and
served
as
a
volunteer
with
the
local
fire
departments
and
rescue
squads
and
on
numerous
boards
and
committees,
including
the
fire
and
rescue
commission,
Chiefs
Council,
executive,
hazardous
material,
Response
Team
committee
and
the
animal
matter.
Hearing
board
Jackie's
boots
on
the
ground
approach
provided
a
first-hand
experience
for
all
aspects
of
Public
Safety.
It
is
without
question
that
Jackie
has
served
the
citizens
of
Calvert
County,
the
bocc
and
the
Department
of
Public
Safety
staff
and
all
County
governments
with
the
utmost
care,
understanding
and
integrity.

She
has
managed
supervised,
directed,
guided
and
developed
a
team
of
Public
Safety
professionals
who
are
forever
grateful
for
her
service
and
mentorship.

of

month
recognition,
January
2023
marks
the
21st
anniversary
of
national
mentoring
month,
an
annual
campaign
to
focus
attention
on
the
positive
benefits
of
mentoring.

Calvert
County
honors
volunteer
mentors
who
support
for
Young
People
by
consistently
demonstrating
their
commitment
to
helping
them
strive.
Quality
mentoring
promotes
healthy
relationships
and
communication,
positive
self-esteem,
emotional
well-being
and
relationship
growth
for
young
people.
Students
who
regularly
meet
with
their
mentors
are
55
percent
less
likely
than
their
peers
to
skip
a
day
of
school.
78
percent
more
likely
to
volunteer
regularly
and
130
percent
more
likely
to
hold
leadership
positions
in
Calvert
County.

87
percent
of
all
students
report
that
at
least
one
adult
in
their
school
cares
about
them
and
80
percent
of
high
school
students
report
feeling
comfortable
seeking
help
from
one
or
more
adults,
besides
their
parents.

proclaimed
the
month
of
January
2023,

National
mentoring
month
in
Calvert
County
appointment,
Keith
gross
and
Timothy
Manley
were
appointed
to
the
economic
development
advisory
committee.

requests,
total

Public
Safety
includes
the
sheriff's
department,
Detention
Center
Career
EMS
fire
rescue
and
Emergency
Medical
Services
apparatus
requests.
Public
safety's
request
also
includes
the
replacement
of
two
firehouses
St
Leonard
and
Solomons,
as
well
as
a
request
for
the
development
of
a
public
safety
facility.

informational
presentation
is
to
prepare
the
boccc
for
the
six-year
Capital
Improvement
plan
costs
for
Public
Safety
and
seek
the
bocc's
direction
on
these
projects
as
part
of
the
annual
budgeting
process,
Department
of
Parks
and
Recreation
Chesapeake
Hills
golf
course:
clubhouse
rental
fees,
the
department
of
Parks
and
Recreation
CCP
ER,
collects
revenues
and
fees
for
many
programs
and
Facilities
throughout
Calvert
County.
This
includes
everything
from
Summer
Camps
swim,
lessons,
camping
reservations,
daily
admissions,
food
sales
and
more
ccpr
inadvertently
left
off
the
fee
schedule
rates
for
the
Chesapeake
Hills
golf
course.
Clubhouse.

During
the
December
13
2022
bocc
meeting
the
fee
schedule
rates
were
introduced
to
the
bocc
on
November
29
2022..
The
clubhouse
is
scheduled
for
completion
this
calendar
year
and
will
contain
a
rental
facility
that
patrons
can
use
for
weddings
parties,
special
events
and
meetings,
staff
recommended
and
the
bocc
approved
the
rental
fees
for
the
Chesapeake
Hills
golf
course
clubhouse
and
directed
staff
to
include
in
the
approved
calendar
year,
2023
fee
schedule
for
ccpr
Department
of
Parks
and
Recreation
Revenue
enhancement
policy.

In
coordination
with
the
office
of
the
County,
Attorney
and
Department
of
Finance
and
budget,
the
department
of
Parks
and
Recreation
has
drafted
a
revenue
enhancement
policy
to
develop
and
implement
market-based
approaches
for
generating
incremental
revenue
and
offsetting
operating
costs,
while
improving
services
and
increasing
public
satisfaction
and
enjoyment
of
services
with
reduced
taxpayer
subsidization.
The
revenue
enhancement
policy
practices
will
include,
but
are
not
limited
to
the
following:
advertising:
placement,
affiliate,
marketing
collaboration
agreements,
commissions,
Cooperative
marketing,
in-kind
exchange,
performance
agreements,
promotions,
promotional
programs
and
sponsorships
after
discussion.

The
bocc
approved
and
adopted
the
Parks
and
Recreation
Revenue
enhancement
policy,
as
recommended,
provided
that
expenditure
of
Revenue
is
set
forth
in
the
Department's
budget
approved
by
the
board,
and
that
agreements
contain
a
termination
without
cause
Clause,
allowing
prompt
determination
by
the
county
without
penalty
and
add
political
messages
to
the
list
of
excluded
content.
Old
business
department
of
Technology
Services
purchase
of
workday
module
projects.
The
department
of
Technology,
Services,
finance
and
budget
in
human
resources
are
currently
in
the
process
of
implementing
workday
the
new
Financial
Human
Resources
management
application.
A
Workday
project
allows
organizations
to
plan
track,
manage
and
analyze
projects
synchronously
with
the
workday,
HCM
and
financials
modules,
thus
allowing
for
the
creation
of
streamlined
project
plans
for
the
county.
In
one
platform,
some
of
the
features
of
projects
will
assist
in
our
project
timelines,
Staffing
management,
budget
forecasting
and
grants.
Specifically,
it
will
allow
for
tracking
of
entire
Capital
Improvement
project
costs,
which
span
over
numerous
years
staff
recommended
and
the
boccc
approved
the
purchase
of
workday
projects,
presentation
Department
of
Parks
and
Recreation
Harriet,
Elizabeth,
Brown,
Park
and
Community
Center
project.

2020
seek
grant
funding
from
other
sources,
research
public-private
partnership
opportunities
and
solicit
public
input
for
the
Harriet
Elizabeth
Brown
Community
Center.
The
master
plan
for
the
project
was
approved
by
the
bocc
April
12
2022.
This
includes
a
footprint
of
approximately
35
000
square
feet
with
the
total
square
footage
of
just
over
forty
thousand
square
feet.
The
park
would
include
outdoor
basketball,
tennis,
pickleball
yard,
games
area,
playground,
Trail,
space,
Harriet,
E,
Brown,
Memorial
area,
green,
slash
event,
space
and
parking.

The
informational
project
update
was
to
provide
an
opportunity
for
new
bocc
members
to
review
the
Project's
history,
and
current
status
staff
has
previously
been
directed
to
investigate
the
phasing
of
this
project
due
to
overall
cost
estimated
in
the
master
plan.

much
as
possible
and
wearing
multiple
layers
of
warm
clothing
locations
throughout
the
county
are
open
for
people
who
need
a
warm
dry
place
to
take
temporary
Refuge
from
the
cold
County
community
centers
and
the
public
libraries
are
available
during
regular
operating
hours.
