County's
bills
paid
and
payroll
delivered.
During
the
recent
rash
of
check
fraud
cases,
appointment,
Stuart
Gibson
was
appointed
and
Eugene
Farrell
was
reappointed
to
the
gambling
permit.

2024
Community
partnership,
agreement,
all
consent
agenda
items
were
adopted
as
presented
in
new
business
department
of
Parks
and
Recreation
fee
schedule.
Update
for
calendar
year
2024.,
the
department
of
Parks
and
Recreation
P
and
R
collects
revenues
and
fees
for
many
programs
and
Facilities
throughout
Calvert
County.
This
includes
everything
from
Summer
Camps
swim,
lessons,
camping
reservations,
daily
admissions,
food
sales
and
more.
The
fiscal
impact
will
vary
year
to
year.
However,
having
a
formalized
fee
schedule
guides
the
department
and
the
proper
collection
of
those
fees
and
allocation
of
revenues.

After
discussion
staff
recommended
and
the
bocc
adopted
the
calendar
year,
2024
fee
schedule
for
implementation
on
January,
1st
2024
Department
of
Parks
and
Recreation
youth,
Mentor,
Grant
budget
adjustment,
the
department
of
Parks
and
Recreation
received
a
seventy
thousand
dollar
cost
reimbursable
Grant
from
the
U.S
department
of
justice,
Office
of
Juvenile
Justice
and
delinquency
prevention
through
the
national
Recreation
and
park
Association
in
RPA
to
develop
a
youth
mentoring
program
over
a
two
and
a
half
year
period
to
support
youth
affected
by
substance.
Misuse
in
Calvert
County.
A
The
county
will
receive
funds
through
a
cost
reimbursable
model,
submitting
quarterly
Financial
reports
to
the
nrpa
program
officer
that
will
contain
an
invoice,
itemized
transactions
and
receipts
for
all
expenses
to
the
nrpa.
A
budget
adjustment
in
the
amount
of
seventy
thousand
dollars
is
requested
to
support
this
program,
which
is
fully
reimbursable
by
the
nrpa
after
discussion
staff
recommended
and
the
bocc
authorized
and
approved
signature
of
the
agreement.
A
Department
of
Public
Safety
creation
of
a
public
safety
chapter
in
the
county
code
and
proposed
text
amendments
to
the
Calvert
County
zoning
ordinance
in
July
2020,
the
jurisdiction
over
the
addressing
function
for
Calvert
County
was
transferred
from
the
Calvert
County
Department
of
Planning
and
Zoning
to
the
Department
of
Public
Safety
emergency
communications
division.
The
transfer
of
the
addressing
function
to
the
new
department
has
resulted
in
a
gap
in
Authority
within
the
Calvert
County
zoning
ordinance.
A
Furthermore,
the
Department
of
Public
Safety
Communications
division
commissioned
a
15-site
p25
public
safety
radio
system
in
2021
that
employs
radio
microwaves
to
facilitate
communication
between
the
15
tower
sites.
The
circumstances
necessitate
the
establishment
of
a
public
safety
section
within
the
Calvert
County
code
to
address
the
departmental
changes
and
Safeguard
the
Integrity
of
microwave
Transmissions.
After
discussion,
the
bocc
directed
staff
to
schedule
a
work
session
with
the
Planning
Commission
to
initiate
the
public
adoption
process
as
a
public
safety
exception.
A
Allowed
by
ordinance
Department
of
Finance
and
budget
fiscal
year,
2024
Health
Department
salary,
stipends,
the
Calvert,
County
Health,
Department
cchd
functions
in
this
respect
as
our
Behavioral
Health
Services
Infectious,
Disease
Control
and
emergency
preparedness,
State
salary
rates
that
determine
cchd
employee
compensation
are
insufficient
in
certain
critical
areas.
This
has
led
to
vacancies
and
high
staff
turnover
in
some
essential
positions.
Currently,
Calvert
County
government
pays
stipends
for
two
CC
HD
positions.
Some
local
governments
extend
supplements
to
multiple
Health
Department
positions.
The
cchd
will
receive
a
four-year
Workforce
Development
Grant.
A
It
was
proposed
that
Calvert
County
government
match
a
portion
of
cchd's
grant
funding,
roughly
40
percent
of
the
cost
over
the
next
four
years
to
provide
supplements
for
key
cchd
positions
and
allow
improved
Recruitment
and
Retention.
After
the
grant
period
ends.
Calvert
County
government
will
pick
up
the
full
cost
of
the
supplements.
The
combined
Calvert
County
government
stipends
for
19
CC
HD
positions
will
be
256
500.
These
stipends
should
be
adjusted
in
line
with
future
salary
increases
afforded
to
Calvert
County
government
staff.

discussion,
staff
recommended
and
the
boccc
approved
stipends
be
increased
in
the
FY
24
budget.
In
the
amount
of
101
500
through
a
budget
adjustment
which
increases
the
Health
Department's
County
contribution
spend
category
and
increases
interest
and
dividends.

lasting
a
total
of
90
days.

Safety

urging
residents
to
prioritize
heat
safety
to
protect
themselves
and
their
loved
ones.
Extreme
heat,
particularly
when
combined
with
high
humidity,
can
lead
to
serious
health
risks,
including
heat
related
illnesses.
Vulnerable
populations
such
as
the
elderly,
infants
and
children,
and
those
with
chronic
illnesses
such
as
asthma,
are
at
higher
risk
to
combat
the
dangers
of
extreme
heat.
