two
of
Calvert
Hills
Apartments
phase
one.
You
heard
a
little
bit
about
that
today
and
I
believe
some
of
you,
if
not
all
of
you,
have
gotten,
perhaps
read
the
my
notes
to
you
about
that
particular
property
and
what
it
did
to
the
environment.
You
have
to
understand
that
pollution
isn't
just
asbestos
or
oil.

The
sediment
from
that
phase,
one
specifically
from
the
the
stockpile
create
a
ravine
that
was
easily
over
a
hundred
yards
of
sediment
that
doesn't
count
the
sediment
that
came
off
of
the
came
off
of
the
stockpile,
so
I
would
say,
that's
probably
double
and
you
saw
what
it
does.
Downstream
kills
trees
if
we
had
a
macro
invertebrate
sample
you'd
find
that
that
would
probably
look
skewed
and
not
healthy
and
I.

know
if
there's
anything
you
all
can
do
about
it,
but
I

don't

the
opinion
that

been
on
the

should
the
stockpile

location
be
there,
but
the
specific
storm
water
management
required
to
handle
such
a
feature
should
have
also
been
part
of
the
site
plan
that
was
not
done.

Consequently,
I
filed
a
complaint
with
mde.
They
came
out
and
agreed
that
there
were
serious,
serious
lack
of
Maintenance
lack
of
attention
and,
in
fact-
and
this
is
all
part
of
the
record
so
I'm
not
making
any
of
this
up-
there
were
faked
reports,
they're
supposed
to
be
self
governing
to
some
extent
and
nde
was
not
able
to
do
their
job
either
because
they
didn't
have
the
personnel.

So
what
I'm
trying
to
say
here
is
they
have
serious
damage
done?
Not
all
the
damage
was
fixed,
such
as
the
Ravine
that
the
outflow
and
what
what
happened
this
particular
design
was.
You
have
a
big
area
like
this,
and
you
saw
the
the
we
probably
haven't
seen
before
after
unless
I
included
it
I've
done
it.
In
many
other
cases,
forest
was
wiped
out
and
if
you
take
a
funnel
and
cut
it
in
half,
it
goes
down
like
that.
That
was
the
initial
Exit
Plan
for.

Of
the
water
and
sediment
and
whatever
else
could
flow
down
there,
a
very
poor
design
not
well
maintained
the
first
time
I
saw
it.
The
super
silk
fence
was
bent
over
about
35
40
degrees
and
completely
topped
over
by
by
sediment
that
went
down
the
stream,
so
I
guess
what
I'm
saying
is
in
the
future.
You
know
demand
to
know
what
they're
doing
to
manage
all
storm
water.
Now,
on
the
other
side,
you
look
back
towards
the
apartments.
They
did.

A
beautiful
job
as
far
as
I
can
tell
time
will
tell,
but
they
had
all
the
bells
and
whistles
that
they
needed.
You
turn
the
other
direction
and
you
see
something
that
most
assuredly
not
only
harmed
the
environment
but
is
almost
unfixable
because
to
fix
it
would
have
required
heavy
equipment
and
probably
more
damage
than
it
was
worth
so
ask
those
questions.
You
know
if
you
have
anyone
that
you
want
to
pay
special
attention,
maybe
they'll
listen
to
you
to
to
make
sure
that
this
doesn't
happen.

I
know,
commissioner
Hance
is
has
a
heartfelt
need
to
do
better
than
we've
done
in
the
past,
as
he
as
he
voiced
at
the
Bernie
Fowler
weighed
in
and
I
know,
we
can
do
better,
but
we
have
to
be
vigilant.
We
can't
just
accept
good
enough.
We
have
to.
We
have
to
make
sure
we're
on
our
toes.
So

they've
gotten
better,
they
lost
a
lot
of
people
due
to
retirement
and
pregnancy
that
happens
and,
and
they
were
also,
they
didn't
replace
those
people.
It
was
kind
of
part
of
the
gutting
of
mde
that
I'm
sure
we've
all
heard
about
and
they're
starting
to
build
up,
but
it
can't
be
instantaneous,
but
they
have
added
people
and
I've
been
in
touch
with
the
people
that
are
in
this
area
and
they're.

Job
but
the
people
doing
the
work
also
knew
that
mde
didn't
have
enough
people
and
they
took
advantage
of
that.
So
trust
if
you
will
but
check
and
I,
really
think
that
our
public
works
department
ought
to
also
re-engage
every
now
and
then
to
check
to
see
the
mde
is
doing
their
job
because
actually,
after
all,
they
are
a
subcontractor.
