least
do

better
to
make

impact

Sunday,
kids
stream
hosted
a
upcycling
event
at
our
library
and
it
showed
kids
how
to
use,
take
their
old
cereal
boxes
and
make
it

super
superhero
masks.

library
will
continue
to
offer

Workshop
every
month
until
June.
The
next
Workshop
is
composting
101,
with
the
queen
of
compost
herself,
who's,
local
and
it'll,
be
held
at
a
community
room
on
February,
8th,
the
City
of
Camarillo.

History
Month,
the
library
will
host
Los
Angeles
author
Michael
stradford
on
February
18th
he'll,
discuss
his
book's
mile
style,
the
fashion
of
Miles
Davis
at
our
library
and
throughout
the
month,
we'll

also
celebrating
Black
History
Month
by
doing
a
creating
a
Unity
Reef
for
children,
as
well
as
a
quilt
poster
for
teens.

addition,
our
Russell
Fisher
business
collection
coordinator
will
host
a
diversity
at
work,
presentation
for
small
business
owners
and
entrepreneurs.

for
the
city
on
other
matters
and
then
I
have
to

In
20,
in
May
of
20
or
2000,
I
became
the
deputy
City
attorney
and
then
in
in
May
of
20
2001
became
a
City
attorney.
So,
for
22
years
it's
been
wonderful,
I'm,
going
to
tell
you
about
the
645
things
I
worked
on,
but
I'm
going
to
narrow
it
down
to
three
that
are
kind
of
special
two
of
them
involved.
The
library
one
is
the
construction
of
the
new
library.

I
worked
on
many
items
on
that
library,
from
the
funding
to
the
property
acquisition
to
the
construction,
with
Sean
Leonard
as
a
project
manager
to
going
to
the
ground
breaking
to
going
to
the
ribbon
cutting
to
going
to
the
party.
It
was
all
great
so
and
the
people
were
told
that
we
were
told
at
the
time
I
think
the
council
at
the
time
was
said.
Why
are
you?
Why
are
you
spending
all
this
money
on
a
library
nobody's
going
to
go
to
it?
Everybody
does
their
research
online?
Well,
obviously,
they're
wrong!

time
you
drive
by
that
Library,
the
parking
lot
is
full
of
cars.

So,
there's
that
the
second
thing
I'll
mention
is
the
former
Library,
which
is
now
been
transferred
to
kidstream
and
will
hopefully
be
the
site
of
a
children's
museum
in
the
in
the
not
too
distant
future
and
I've
worked
extensively
on
that
project
with
staff
and
Council
and
the
last
one
that
I'll
mention
is
the
desalter
project.

see
that
the
city
I
see
Dave
clotsels
in
the
in
the
audience
has
now
started
to
produce
water
and
that's
going
to
be
a
tremendous
benefit
to
the
city,
especially
given
the
drought
and
we've
had
a
lot
of
rain,

obviously
having
that
water
source
is,
is
a
great
benefit.

two
City
attorneys
that
I've
intimately
worked

one

Bob
flandricks,

big

guy

second

Brian.
Pirick
and
I
didn't
know
a
whole
lot
about
attorneys,
but
in
the
25
years
that
I've
worked
with
Brian
ethics
and
you
don't
always
hear
that
in
a
lot
of
walks
of
life
well
Brian's
about
as
ethical
as
they
come
and
I'd
call
Brian
at
night.
Sometimes
nine
ten
o'clock,
sometimes
midnight
and
Brian
would
call
me
back
right
away.

he
was
a
Hands-On
City
attorney,
and
you
know
they
once
said
that
all
good
things
have
to
come
to
an
end
and
I
guess
this
is
this
is
kind
of
what
happens
here,
but
20
some
odd
glorious
years

serving
Camarillo

love
affair
of
Camarillo
and
your
advice
that
you
gave
Brian
your
coaching
abilities.

you

break
down

complex
issues
into
a
layman's
term,

somebody
like
myself
could
understand,
was
unparalleled
and
I'm
going

miss
you

this
city
in
the
last
20
years
is
in
no

funding,

noted

staff
recommends
the
formation
of

ad
hoc
committee

guide
staff
during
this
process
and

homelessness

other
available
funding
at
this
time.

Mayer

requests
of
staff
and

city
council

that
that
you
establish

formation

hoc
committee
to
address
the
matters

vulnerable

mayor

the

presenting
the
second
triennial
review
of
General
plan.
Amendment
number
2017-3
historically
known
as
the
Roadrunner
project.

The
project
is
located
near
240,
South
Glenn
Drive
here
on
the
map
is
240,
South,
Glenn
Drive,
and
the
project
is
to
redesignate
this,
approximately
four
acres
of
land
adjacent
to
it
from
agricultural
to
Industrial.
This
property
is
agricultural,
but
has
been
it's.
We've
been
notified
that
this
railroad
spur
that
goes
along
here
makes
it
difficult
for
the
farmers
to
access
it,
and
so
it
hasn't
historically
been
farmed.

So
what
the
intent
of
this
would
be
is
that
on
the
general
plan,
we
have
this
property,
which
is
a
land
designation
of
agricultural,
and
it
would
be
to
change
this
to
industrial
use
like
the
adjacent
Transit
bus
facility
and
then
for
zoning.
It's
currently
agricultural
exclusive,
and
it
would
be
to
change
it
to
M1
zoning
again
like
the
adjacent
bus
facility.

Currently,
the
status
of
the
project
is
referred
in
2017.
There
was
an
application
filed
by
the
applicant
in
April
of
2018,
along
with
their
companion
applications,
those
being
a
personal
map
and
a
zone
change
map.
The
first
triangular
review
was
in
January
of
2020..
Technical
studies
were
submitted
in
March
of
2021.
A
second
middle
of
the
parcel
map
with
engineering
was
submitted
in
July
of
2022,
and
a
third
submittal
has
recently
this
last
month
been
submitted
and
is
currently
been
routed
to
City
departments
for
review
and
will
be
processed
moving
forward.

So
the
concept
of
this
plan
is
that
this
shows
the
existing
bus
yard
as
it
exists
today
with
a
maintenance
and
office
building
on
the
property
that
handles
bus
maintenance.
Additionally,
there
is
a
property
to
the
north
of
it,
which
actually
belongs
to
the
apartment
complex
north
of
this,
but
the
applicant
has
a
lease
agreement
with
this
property
that
allows
access
for
Vista
buses
along
the
Southern,
Pacific,
Railroad,
easement
and
then
through
this
property
and
onto
the
site,
so
that
the
buses
don't
have
to
travel
through
the
old
town
area.

This
red
line
is
then
the
actual
General
plan
Amendment
the
subject
of
the
general
plan
Amendment
and
then
the
conceptual
improvements
would
be
here
where
they
would
be
expanding
into
this
area
and
then
they're
actually
also
including
an
access
road
along
here
that
goes
up
to
the
city
yard
access
road,
and
this
would
give
the
city
the
ability
to
have
a
secondary
access
in
the
event
that
something
happened
to
the
main
access
road.
So
we
would
have
that
agreement
with
them
to
be
able
to
move
through
that
space.

This
is
the
Glen
Drive,
where
it
ends
on
the
access
road.
This
is
how
the
employees
currently
get
to
the
property
and
how
they
would
continue
to
get
through
to
the
property.
The
applicant
has
agreed
that
they
could
build
a
private
road
that
is
publicly
accessible.
That
would
improve
that
area
for
the
employee,
access
onto
the
property
as
well.

what's

taken

this
length
of
time
the
existing
building,

facility

submitted
for
a
building
permit
to
expand
that
facility
to
meet
the
needs
of
the
Vista
bus
transportation
for
their
maintenance,
that
application
was
applied
for
in
2015
and
it
took
until
2022
for
them
to
finalize
those.
The
city
has
been
working
with
them
diligently
to
help
them
to
finalize
those
permits
and
get
that
facility
permitted
and
a
certificate
of
occupancy
on
that
property.
So
that's
really
what's
taking
this
amount
of
time.

We've
been
working
on
this
project
for
a
very
long
time.
Over
the
last
couple
years,
we've
spent
over
five
hundred
thousand
dollars
to
upgrade
close
out
old
building
permits,
but
also
upgrade
the
facility
to
meet
the
new
standards
of
storm
water,
which
was
a
significant
Improvement
to
the
project.

This
project
brings
environmentally
sustainable
infrastructure
for
the
Ventura
County
Transportation
Commission
bus
service.
The
future
is
to
Electrify
the
buses,
and
this
project
will
provide
bus
ports
and
harvest
the
sun
to
provide
the
energy
for
us
to
be
able
to
Electrify
our
transportation
system
here
in
the
county,
and
we've
been
working
on
this
project
for
a
very
long
time.
This
is
great
infrastructure
for
the
City
of
Camarillo
and
it's
great
infrastructure
not
only
for
the
city
camera,
but
for
the
county
as
well.

This
project,
when
we
bought
the
property
back
in
2006,
so
we
had
a
vision
to
create
a
Transportation
Center
here
for
the
county,
because
it's
a
beautiful
Transportation
Center
that
we
do
have
there
that
we
do
need
to
improve,
and
we
then
took
over
the
Ventura
County
Transportation,
Commission
bus
service
and
and
from
there
we
wanted
to
improve
the
property.

We
brought
over
150
jobs
from
the
city
of
Oxnard
to
the
City
of
Camarillo
with
that
project
and
we're
hoping
to
expand
this
facility
harvest
the
Sun
and
provide
environmental,
sustainable
infrastructure
for
this
vctc
for
their
electric
buses
coming
in
the
next
year.
So
those
buses
will
be
quiet
and
sustainable
for
our
community
and
that's
about
it.
So

least

the
docket

2017

understand
that
there's

water

reason
why
I
asked
that
question

complexity,
because
I
wanted
to
get
a
better
feel
about
how
complex
it
was
to
build
this
facility
I'm
going
to
support
this,
but
I'm
also
going
to
throw
out
there
that
I'd
like

see
some
movement
on
this.

complexities

we've
been
dealing
with
for
the
most
part
have
been
dealt
with
and
I'm
really
looking
forward

seeing
this
year
in
particular,
if
we
can
see

movement
on
this,
it's
a
much
needed
project

difficult
and
very
challenging
times,
I
understand
all
that,
but
I
think
we've
been

talking
about
this
enough.

lot

money,
that's
spent

this

if

happen

project

there
I

opportunity

attend
the
league
of
California
cities,

it
was
a
great
experience
overall

I

also
like
to
take
this
time
to
honor
the
100th
birthday
of
a
special
person
in
our
community.

Lynn
ramban.

Just
a
little
bit
about
her.
She
met
her
husband,
Vern
in
Los
Angeles,
while
working
for
the
war
department,
and
he
was
on
leave
for
camp
San,
Luis
Obispo
they
married
and
were
married
for
53
years
until
his
until
he
passed
away
in
1997.,
Lynn
and
Vern
had
three
children,
that's
Ronald,
Terry
and
Vicki
and
Lynn
was
an
executive
secretary
for
many
years,
and
that
is
a
job
that
she
really
enjoyed.

She
then
retired,
and
when
her
husband,
retired
in
and
then
they
were
living
in
North
Hollywood,
they
moved
to
Camarillo
in
1979.
So
she
has
been
a
member
of
this
community
for
44
years,
which
is
the
time
that
I've
been
alive.

Lynn
is
a
passionate
bridge
player
and
she
has
played
bridge
for
over
70
years
and
still
enjoys
the
game.
She
proudly
states
that
when
she
played
her
team
always
took
the
hand
and
won
the
game

and
her
husband,

Church

Camarillo
for
many
years,
and
they
worked
with
senior
citizens
and
teaching
Sunday
school
and
teaching
classes
to
Elementary
age
children.

She
also
taught
Sunday
school
for
over
30
years
at
various
churches
throughout
the
City
of
Camarillo,
while
working
with
senior
citizens,
Lynn
developed
a
program
called
m
m,
more
and
mature,
and
what
they
did
is
they
planned
outings,
lunches
and
other
types
of
events.
She
was
also
a
member
of
the
Republican
women's
group
in
Camarillo,
acting
as
official
Secretary
of
the
group
for
a
number
of
years.
Lynn
is
interested
in
politics
and
enjoys
political
discussions
with
her
children
and
grandchildren.

words
about
this
remarkable
individual
see.
If
we

he
is

I
want
to
talk
just
a
little
bit
about
RT,
then
I'm
going
to
talk
to
you
just
a
very
small
story
about
my
personal.

My
first
meeting
with
rt
RT
was
a
retired
World
War
II
veteran
in
support
of
many
camriel
community
activities.
He
was
actually
born
in
Ohio,
but
he
moved
here
to
Camarillo
in
1965,
with
the
Oxnard
Air,
Force
Base
and
back
in
those
days
a
lot
of
the
military
individuals
that
served
at
the
at
that
base.
When
it
closed,
many
of
them
stayed
in
Camarillo,
because
if
you
talk
to
those
folks,
they'll
tell
you
Camarillo
is
their
best
assignment
in
the
Air
Force
and
they
loved
Camarillo
in
those
days.

So
many
of
them
stayed
here
and
RT
was
one
of
them.
I
just
want
to
talk
just
a
little
bit
about
RT's
background
he
enlisted
in
the
United
States
States
Army
in
1943
and
following
basic
training
and
an
extensive
testing.
He
was
accepted
into
the
special
Cadet
program
for
the
Tuskegee
Tuskegee
Army
Airfield.
Many
of
us
know
that
that
was
that's
a
world
famous
world
famous
and
he
graduated
as
a
pilot
in
January
of
1944
and
the
highlight
of
his
army
Air
corps
career
during
World.

War
II
was
flying
the
c-46
aircraft
over
the
hump
and
that's
the
Himalayan
Mountains
in
China,
Burma
and
India
area
of
operation.
And
if
you
made
that
flight
you
were
a
star
that
was
a
very,
very
difficult
flight
to
maneuver
back
in
those
days.
So
after
RT
retired
he
became
a
permanent
resident
of
Camarillo
and
he
loved
the
city.
He
loved
the
people
of
the
city
and
he
loved
the
council.

He
always
wanted
to
know
what
was
going
on
with
the
council
and
I
want
to
tell
you
a
little
story
about
how
I
met
RT
and
I
was
first
elected
to
the
Camarillo
City
Council
and
Stan
Daly
was
our
mayor
and
RT.
Usually
he
would
pretty
much
emcee
the
Veterans
Memorial
Day
celebration
at
the
cemetery
here
in
Camarillo
and
I
was
a
newly
council
member
and
Stan
Daley
said
Kevin
I
want
you
to
go
and
support
the
city
at
the
Veterans,
Day
celebration
and
I
said
well
Stan.

veteran

don't
feel
I'm

He

2015

I

a
really
hard
Road
getting
here.
But
this

city

love
this

there

list

I

three
pages
like
front
and
back
of
people
that
have
impacted
my
life
and
helped
me,
and
what
I'm
wanting
to
do
is
open
a
seed
bank,
because
food
sovereignty
is
very
important
to
me.

Choctaw
Indian
and
Irish
and
I
have
in
my
possession
seven
of
the
Choctaw
The
Sovereign
seeds
that
were
carried
from
Mississippi
to
Oklahoma
on
the
Trail
of
Tears,
and
they
were
recently
revived
when
we
were
quarantined
and
it
was
shelter
in
place.
A
close
friend
of
mine
was
doing
food
delivery
and
she
said
that
she
could
tell
a
lot
of
times
that
the
person
had
ordered
the
healthiest
thing
on
the
menu.

But
it
was,
you
know,
like
you,
know
fast
food
and
she'd
get
there,
and
it
would
be
for
law
enforcement
or
a
hospital
worker
that
was
just
completely
exhausted
and
I
thought.

Camarillo

so
rich
with
so
many
herbs
and
fruits
and
vegetables
and
stuff
I
just
thought
that
maybe
we
could
do
a
little
bit
better
in
that
department,

okay,

just
enrolled

culinary
school

I'll
be

main
goal
is
to
get
nourishment
in
bellies.

idea
was
to
have
a
food
truck
and
do
crisis
response,
because,

it's
somebody
that's
mentally
ill
or
coming
down
off
drugs
or
the
officers
or
the
mental
health
workers
that
are
serving
them.

sharing
some
really
uplifting
news
and
I.
Think
some
of
you
may
know
what
I'm
here
to
talk
about
natural
gas
bills
for
yourselves
the
city
and
also
your
constituents
will
be
higher,
have
been
higher
in
January
and
I
wanted
to
provide
some
comments.
Why
is
that
the
case
and
what
can
an
individual
do
to
possibly
lower
their
expenses?
I
So
I'm
going
to
read
some
notes
and
then
I'll
probably
weave
in
some
additional
comment
to
that.
So
there's
been
unprecedented
factors
beyond
our
control
that
have
impacted
the
price
of
natural
gas.
Customers
may
see
their
natural
gas
bill
double
or
triple
in
January
compared
to
a
year
ago,
the
high
bills
are
result.
Historically,
High
natural
gas
prices
in
the
Western
United
States
SoCalGas
doesn't
set
the
price
for
natural
gas
and
set
natural
gas
prices
are
determined
by
national
Regional
markets.
I
Socal
Gas
buys
natural
gas
in
those
markets
on
behalf
of
residential
business
customers
and
that
cost
of
that
gas
is
built
to
those
customers
with
no
markup
meaning
SoCal
Gas,
not
profit
from
the
gas
commodity.
Coming
up
so
to
explain
that
a
little
further
when
people
look
at
their
bills,
the
fees
that
they're
being
assessed,
they
are
pay
the
natural
gas
commodity
for
what
we
we
paid
for
it,
but
that
additional
fee
happens
to
be
the
cost
of
transmit
transport
that
natural
gas
through
our
infrastructure.
I
So
that's
the
fee,
that's
associated
with
it,
the
natural
gas
service.
So
what
kind
of
what
can
an
individual
do
to
perhaps
lower
their
natural
gas
bill?
So
I
like
to
say,
save
energy
save
save
costs,
so
a
couple
of
things
is
lower:
thermostat,
three
to
five
degrees,
install
proper
Caulking
and
weather
stripping
that
could
save
10
to
15
percent
of
heating
and
cooling
bills,
wash
clothes
and
cold
water
and
reduce
the
temperature
on
your
water
heater.
I
That's
something
I
also
typically
do
when
I
go
on
vacation
to
120
degrees,
and
you
can
limit
the
use
of
non-essential
appliances
like
or
equipment
like
your
natural
gas
heat
pool
heater,
for
example.
So
a
couple
of
other
things,
silicon
gas
does
have
programs
to
assist
income.
Qualified
customers
I'd
ask
folks
to
visit
SoCalGas
backslash
assistance
if
somebody's
having
a
challenge,
paint
or
natural
gas
bill.
There
are
bill
assistance
and
also
forgiveness
programs,
so
I
would
encourage
people
who
are
having
a
challenge
to
visit
our
site.
So
I
do
think
you
you
for
your
time.

like

this
a
temporary
or
do
you
think,
as
we
get
further
into
the
year,
that
the
price
will
start
to
some
to
a
certain
extent?

know
level
off
or

asking

You

is

we

gas

buy
at

positive

the
commodity
price
is
going
down.

I

sit

and
say
today:
oh
it's
going
to
be
it's
not
going
to
be
high
in
February.

not
going
to
be
high
in
March

Couldn't
make
that
kind
of
determination
or
announcement,
but
I
can't
say
it's
looking
favorable,
so
I
want
to
do
the
whole
knock
on
wood,
like
let's
hope
and
continue
that
the
commodity
price
does
go
down,
because
once
that
takes
place
and
residents
will
see
their
natural
gas
bill
lower.
