City

endowed
scholarship
just
want.
To

A
little
bit.
You
have
been
such
a
wonderful
supporter
of
California
State,
University,
Channel
Islands.

We
are
definitely
a
campus
that
is
envious
of
our
sister
campuses,
for
the
amazing
amazing
partnership
that
we
have
from
our
hosting
City,
and
it
does
not
go
unnoticed,
and
this
scholarship
is
proof
of
that.
This
year
we
awarded
nine
scholarships.
We
have
three
of
the
recipients
here
today.
Each
one
received
thirteen
hundred
dollars.
That
is
a
tremendous
support
to
them,
but
enough
for
me
I'm
going
to
let
you
hear
from
them
a
little
bit
coming
up
guys.

I
specifically
wanted
to
thank

City
of
Camarillo
and
the
city
council
for
allowing
me
to
continue
my
education
at
CI,
if
it
weren't
for
you
or
through
I,
wouldn't
be
able
to
continue
my
education

many
opportunities
that
have
helped
me

paths

one

my
name

Zachary
Drake
I'm,
a
computer
science,
major
and
I'm
actually
graduating
next
month,
I
plan
on
working
as
a
software
engineer
for
a
couple
years
to
get
some
real
life
experience
and
then
I'd
like
to
go
on
to
grad
school.
To
get
my
Master's
truly
want
to
thank
each
and
every
one
of
you
for
the
scholarship.
You
provided
me
the
opportunity
to
not
only
further
my
education,
but
to
spend
time
with
my
family

two-year-old

I
actually

twins
on
the

plan

become
hopefully
about
a
year

now

elementary
school
teacher,

teach

eventually

that

I

focus

learning

to
be
a
better
teacher

future

regards

what
this
scholarship
has
done.
Since
its
Inception
in
2007.,
we
have
awarded
55
students,
the
City
of
Camarillo
endowed
scholarship.
Thank

Each
student
has
received
a
scholarship
ranging
from
a
thousand
dollars
up
to
thirteen
hundred
dollars
each
this
year
in
total,
since
2007,
we
have
awarded
over
66
thousand
dollars
in
the
name
of
the
City
of
Camarillo.

the

are
grateful

trust

have
put

continue

I

called
Camario
home.
My
entire
life
I
am
currently
attending
California
State
University
Channel
Islands
as
a
first
year
student
in
the
nursing
program
to
earn
my
Bachelor's
of
Science
in
nursing.
I
am
passionate
about
mother
baby
Pediatrics,
as
well
as
psychiatric
nursing
and
hope
to
work
in
one
of
these
Specialties
as
a
nurse.

massage
business
establishments,
and
I
am
going

let
vice
mayor
tremley,

As
a
second
reading
of
the
initial
ordinance
that
was
approved,
the
first
reading
was
approved
on
March
22.,
and
so
let
me
offer
some
contextual
comments
before
I
before
I
go
to
the
Amendments
that
I'm
offering
I'm
operating
I'm,
offering
some
limited,
isolated
and
I
think
very
clear
amendments
to
the
draft
ordinance
focused
on
licensed
Health,
Care
Professionals,
the
focus
of
the
ordinance
and
the
focus
of
this
whole
effort
by
City
staff
has
been
to
focus
on
the
illicit
activities
of
some
massage
establishments
and
we're
all
and
I
know.
N
N
I
support
it
in
terms
of
going
after
or
having
a
more
robust
enforcement
mechanism
for
to
try
to
stop
some
of
these
illicit
activities.
I
think
it's
also
helpful
to
note
that,
with
respect
to
when
we're
talking
about
this
I
think
we
need
to
remember
that
there
are
many
massage
therapists
and
many
massage
practitioners
out
there,
who
are
quite
responsible,
who
are
quite
upstanding,
who
are
quite
legitimate
and
I,
want
to
make
sure
that
they
don't
interpret
this,
as
you
know,
somehow,
demonizing
them.

But
here
my
focus
is
regarding
licensed
Health
Care
Professionals
and
by
licensed
Health
Care
Professionals
I'm
talking
about
physical
therapists,
chiropractors
and,
and
those
that
are
are
mentioned
specifically
in
section
5.16.030
of
the
ordinance
and
if
we
could
go
Chris.
If
we
go
to
page
six,
I
think
it's
page
six
of
16
and
again
it's
5.1
6.030
and
the
concern
that
I
have
here
is
I.
N
Do
not
want
this
ordinance
to
unfairly
impinge
on
their
on
a
licensed
health
professionals,
care
of
their
patients,
while
at
the
same
time
it
wouldn't
be
offering
any
additional
public
safety
protection.
So
my
focus
is
on
two
issues
and
I've
offered
two
specific
amendments
in
5.16.030
a
and
at
the
very
end
of
that
section.
It's
a
non-lettered
paragraph,
but
the
first
is
that
it's
the
intent
and
I
believe
it's
our
Collective
intent
that
licensed
health
professionals
and
by
the
way
I'm.
N
You
know
in
a
licensed
Health
Care
setting
we're
talking
about
licensed
professionals
who
are
licensed
by
the
state
of
California,
so
whatever
goes
on
within
their
within
their
offices,
is
subject
to
potentially
a
risk
of
loss
of
licensure
if
some
sort
of
illicit
activity
or
we'll
call
it
misbehavior
goes
on
and
that's
at
risk
in
in
their
offices,
and
that's
that
is
unlike
and
I
would
say
that
is
distinguishable
from
massage
establishments
here.
We're
talking
about
Health
Care
Professionals.
N
N
The
second
sentence
there,
though,
is
with
respect
to
whether
or
not
such
an
individual
would
need
a
camtc
certificate
and
likewise,
whether
it's
an
employee
or
an
independent
contractor,
they
are
working
under
the
direct
supervision
of
that
licensed
State
licensed
health
care.
Professional
Whose
license
is
always
you
know
at
risk.
If
something
bad
happens
in
my
opinion,
they
should
not
be
required
to
obtain
a
camtc
certificate.
Why
do
I
say
that
first
of
all,
I
don't
think
it's
necessary?
Secondly,
I.
Don't
think
it
adds
to
any
public
safety
protections.
N
Thirdly,
I
think
it
impinges
on
the
operations
of
the
licensed
health
care,
professional
and,
fourthly,
I
think
it's
an
impediment
to
the
people
who
are
working
for
the
health
care,
professional
and
so
again,
and
apologize
for
being
redundant.
The
license
of
the
medical
professionals
always
at
risk
for
activities
of
the
people
who
work
for
them.
So
let
me
give
you
a
couple
examples.

The
first
is:
let's
say
you
have
a
physical
therapist
who
has
someone
working
for
them?
Usually
someone
young
working
for
them
as
a
physical,
therapist
technician
and
they're
working
in
their
office
and
lots
of
times
what
happens?
Is
those
young
people
are
in
the
process
of
applying
to
physical
therapy
school
to
a
postgraduate
curriculum
to
become
a
licensed
physical
therapist?
And
what
happens
my
understanding
is
what
happens
is
in
that
case
those
professional
schools
require
the
young
person
the
applicant
to
have
hands-on
experience
under
the
professional
supervision
as
part
of
their
application
process.
N
So,
in
my
view,
requiring
a
young
person
to
go
out
and
get
a
camtc
certification,
not
only
is
an
impediment
for
the
employer.
It's
an
impediment
for
the
young
person.
Why
do
they
need
to
go?
Do
that
it
doesn't,
in
my
view,
add
anything
from
a
public
safety
protection
standpoint
it
one
of
the
things
that
I
note.
Our
definition
of
massage
under
this
ordinance
is
really
Broad
and
and
that's
the
way
it
should
be
I'm
very
comfortable
with
that.

That
licensed
professional
may
also
have
their
technician,
touch
that
knee
or
help
massage
it
in
that
sense,
and
that,
strictly
speaking,
is
within
the
definition
of
Massage
under
this
ordinance.
Well,
in
that
case,
does
someone
does
the
technician
need
a
cimtc
certificate
in
order
to
allow
them
to
assist
the
licensed
professional
I?
Don't
think
that's
our
intent
and
I.
Don't
think
that's
the
way
it
should
be.

So
what
I
did
was
to
draft
that
language
to
say,
notwithstanding
any
provision
to
the
contrary
in
this
chapter,
and
forgive
me
as
a
lawyer,
I'm
damaged
goods
I've
used
that
clause
in
so
many
different
contracts,
but
in
just
in
case
somebody
reads
it
differently.
That's
why
I
say
notwithstanding
any
provision
of
the
contrary,
such
persons
are
not
required
to
possess
the
camtc
certificate.

So
I
would
ask
my
colleagues
to
add
that
language
to
a
and
then
Christy,
if
we
could
proceed
to
the
end
of
the
paragraph,
I
also
think
that
it's
not
as
clear
to
me
as
I
would
like
that
these
exempt
licensed
professionals
that
are
described.
It's
not.
It's
not
clear
enough
to
me
that
what
we
are
saying
is
they're
not
massage
businesses,
as
defined
in
the
ordinance
and
they're,
not
massage
establishments,
as
defined
in
the
audience,
and
therefore
they're
not
subject
to
this
chapter,
which
is
why
I
drafted
that
additional
language.

And
this
is
the
lawyer
and
me
taking
over
I
think
from
a
Clarity
standpoint,
if
we're
going
to
say
each
massage
therapist,
there's
a
separate
definition
for
massage
practitioners.
I
think
we
need
to
add
that
in
order
to
make
that
language
clear
and
then
finally,
if
we
could
go
to
page
11
of
16
and
it's
under
the
operational
requirements,

a
register
of
employees
I
really
had
a
tough
time.
It's
at
the
bottom
of
page

Think
I
really
had
a
tough
time
sledding
through
that
registered
employees.

Now
remember,
this
is
a
register
of
employees.
This
doesn't
apply
I'm,
not
talking
about
licensed
Health
Care
Professionals
now
I'm
talking
about
when
folks,
like
massage
businesses
are
maintaining
register
employees
I
had
a
really
difficult
time.
Reading
that
and
trying
to
figure
out
does
that
apply
to
employees,
does
that
apply
to
independent
contractors
and
I
tried
to
make
it
clear
that
applies
to
both
whether
they're,
an
employee
or
an
independent
contractor,
and
then
just
trying
to
do
some
cleanup
language
so
that
the
ordinance
doesn't
suffer
from
a
lack
of
clarity.

If
somebody
reads
it
so
I
would
ask
the
council
to
approve
these
amendments
to
the
massage
ordinance
and
ask
that
if
the
council
is
willing
to
do
that,
then
I
would
ask
based
upon
emotion
that
the
City
attorney
would
reintroduce
it
for
adoption
for
first
reading
tonight
with
those
changes
included,
and
then
it
would
come
back
to
us
in
second
reading,
as
at
our
next
council
meeting.

just
have
a
couple
comments.
First
off
I,
don't
necessarily
disagree
with
what
vice
mayor,
trembly
saying
but
I
feel,
like
the
exceptions
under
5.16.030.

I
think
that
going
to
the
ex
and
and
I
don't
mean
to
use
the
word
extreme,
but
I'm
going
to
the
point
that
someone
that
is
working
for
a
physical,
therapist
and
I
see
one
in
the
office
that
has
touched
my
knees
and
stuff
before,
but
they
have
technicians
and
I
believe
the
technicians,
by
definition,
are
working
under
the
Direct
Care
I've
never
had
a
technician
at
a
physical
therapy
office
in
camriel.
That's
taken
me
into
a
private,
closed
room
and
given
me
a
massage
their
gen
generally
at
open
beds.

Unless
you
have
some
part
of
your
Anatomy
but
they're
under
the
direct
supervision
of
a
licensed.
Almost
all
physical
therapists
now
I
believe
have
doctorates
in
physical
therapy.
That's
the
only
way
to
become
a
physical
therapist,
so
I
don't
think
we
need
to
go.
Quite
as
far
as
vice
mayor,
trembly's
recommendation
is
because
I
think
these
technicians
are
covered
under
the
exceptions.
That's
that's
my
read
on
it
and
going
to
my
background
I'm,
not
a
lawyer.

I've
spent
32
years
debating
with
lawyers
as
a
law
enforcement
officer
trying
to
get
them
to
file
cases,
and
one
of
the
things
I
always
look
at
is
the
spirit
of
the
law,
which
is
what
we
are
trained
from
in
day.
One
of
a
Law
Enforcement
Academy
is
you
enforce
the
spirit
of
the
law,
not
necessarily
the
letter
of
the
law
and
I?

Think
the
spirit
of
the
law
in
this
ordinance
is
very,
very
clear:
we're
not
going
after
chiropractors
doctors,
surgeons,
physical
therapists,
we're
trying
to
end
something
that
is
a
scare
urge
on
our
community,
and
that
is
human
trafficking,
sexual
trafficking
and
things
like
that.
I
can
agree
with
most
of
what
vice
mayor,
Tremblay
says,
but
I
think
we
go
a
little
bit
too
far
in
trying
to
put
more
verbiage
into
it.
But
that's
the
difference
between
a
lawyer
and
a
cop.

Yeah
that
and
that's
the
difference
between
a
lawyer
and
a
cop
and-
and
you
know
very,
very
respectfully,
councilmember
Tennyson
now
I
hear
exactly
what
you're
saying
the
difficulty
that
I
have
is
that
the
way
that
the
language
is
drafted-
and
this
is
not
intended
as
any
critique
of
Staff
or
or
City
attorney,
who
have
done
you
know
an
awful
lot
of
work
on
this
is
I
interpret
that
as
focused
on
the
licensed
health
care,
professional
and
that's
it.

It
doesn't
say
anything
either
under
a
or
b
in
that
section
about
employees
or
independent
contractors
or
technicians,
basically,
technicians
who
are
working
for
them
under
their
license
and
that's
why
I
want
some
clarity
to
this,
and
and
so
that's,
why
I
respectfully
I
don't
think
it
goes
too
far.
I
think
it
actually
helps
clarify
what
we
mean.
It
helps
clarify
the
spirit
of
that
ordinance
and
since
I'm
trained
to
look
at
ordinances
literally,
that's
the
perspective
that
I
have
I
think
it
actually
helps
us.

just
to
add
to
that
I
don't
disagree
with
adding
a
blurb
that
says
an
employee
or
a
private
contractor
working
under
the
direct
supervision
of
one
of
these
things.
I
just
think
all
of
the
other
amendments
become
unnecessary.
At
that
point,
so
a
15.16.30
were
were
changed
to
cover
an
employee
or
a
private
contractor.
Working
specifically
for
one
of
these
Health
Care
officials,
then
I
think
you
and
I
both
would
have
the
ordinance.
We
could
agree
on
I'm
done,
Mr.

Well,
I
tried
to
draft
language
that
would
do
that
so
at
the
risk
of
maybe
it
was
inelegantly,
stated
or
not
as
well
articulated,
but
certainly
when
it
says,
and
persons
working
under
their
direct
supervision,
including
independent
contractors,
that
that
is
that
that
gets
to
the
I
think
the
nub
of
what
you're
after
council
member
Tennyson,
the
the
other
sentence
is
with
respect
to
the
camtc
certificate
issue.
So
you
have
two
segregable
issues
but
they're
intertwined.

an
expectation,

technician

an
employee

for

Care

ancillary

working
under

doing
a
knee,
massage
or
shoulder
massage
is
part
of
physical
therapy.

think
their
title

their

their
job
is
a
massage
therapist

physical
therapist
employs
someone
whose
primary
job
is
100
percent,
massage
therapy

think
they
should
have
the
camtc.
But
if
he
has
someone,
that's
you

rubbing
my
shoulder
and
putting
the
Ice
Complex
presses
and,
and
he
likes
using
electricity
and
trying
to
make
you
jerk
and
they're
doing
that
kind
of
stuff
and
they're
doing
some
of
the
definitions
under
massage.
That's
not
a
massage,
therapist
and
I.

Don't
think
they
should
be
required,
but
if
he
employs
someone
that
does
nothing
but
massage
therapy,
then
I
believe
they
should
have
the
CM
camtc,
so
I
think
we're
in
agreement.
It
depends
upon
what
the
physical
therapist
hires
the
person
for
versus
you
know
a
technician
and
things
like
that.
Their
job
is
not
massage
therapy,
so
they're
not
licensed
as
a
massage
therapist.

So
if
I
may,
under
our
definitions
in
our
proposed
ordinance,
we
have
employee
is
already
defined
as
including
independent
contractors.
So
I
don't
see
the
need
to
continue
to
add
that
language
throughout
it
is
section
5.16.010
in
definitions.
Page
two
employee
in
quotes
includes
independent
contractors.

My
priority
for
today
is-
and
maybe
that
differs
with
somebody
with
a
psychology
background
right-
is
sent.
Who
are
we
centering
with
this
ordinance?
We
are
centering
our
community.
We
are
centering
victims
who
are
victims
of
human
trafficking,
and
it's
also
important
to
note
like
this
is
a
Law
Enforcement
issue,
a
public
safety
issue.

So
my
priority
really
is
to
pass
this
ordinance
as
it
is
I.
Don't
think
there
is
such
a
thing
as
a
perfect
policy
or
perfect
ordinance,
but
I
would
definitely
be
willing
to
look
at
staff,
maybe
in
a
couple
of
months
or
so,
and
get
feedback
and
see.
If
you
know
we
can
amend
it
or
change
anything
to
it
to
make
it
even
stronger.
Maybe
more
issues
will
be
coming
up
to
tell
you
the
truth.

did
not
know
much
about
human
trafficking
when
I
first
read
this
ordinance
and
because
of
that
I
took
it
upon
myself
to
try
to
learn
more
about
what
is
happening
happening
in
the
City
of
Camarillo
and
throughout
our
County
I'm
thankful
to
Chief
Tennyson.
The
wonderful
thing
about
Chief
tennis
and
he's
he's
also
an
expert
in
human
trafficking,
and
so
I
think
we
really
are
are
grateful
to
yeah
as
a
city
to
have
that
expertise.

went
ahead
and
I
also
spoke
to
our
district
attorney,
Eric
nazarenko
and
to
his
chief,
and
actually,
they
submitted
a
letter
in
support
of
our
current
ordinance
as
well,
and
we
all
received
that
on
our
desks
now
and
so
all
in
all,
I
think
my
priority
is
just
to
go
ahead
and
pass
it
as
it
is
and
then
later
on.
If
we
think
that
you
know
we
can
we
want
to
make
any
amendments,
then
we
would,
you
know,
definitely
return
to
that.

own
issues
with
some
things
and
I'm
like
well,
we
you
know

add

at
the
city
of
Irvine's,
ordinance
and
thinking
of
ways
that
we
can
make
it
stronger,

wait
on
that

couple

see
up
here
I
think

spot
on
exactly
what
we
need.

be

burden

workers
are
trained
by

company

part

their
work
experience
that
makes
them
eligible

physical
therapy
school
application
in
the
first
place,

these

already

prerequisite
courses
and
don't
have
the
time

likely
don't
have
the
money
along
with

themselves

are

supervision

licensed

finding

retaining
healthcare
workers

is
sufficient
regulation

space

homes

shortfall
to

12-hole
replacement
course
will
never

built,

net
loss

it's
not
funded.

concern

concern

on
your
individual

Nui
plan
fails,
it's
the
entire
City's
concern,

breach

dikes

elevated
pads
or
plugging
of
underground
drainage
pipes,

the
untested
flapper
gate
will
indeed
flood
the
CCV
homes.
Insurance
won't
pay.

new
HOA
won't
pay,
so
who's
left
to
pay

approved
the
plan,

in
the
2014
mudslides
in
the
springs
HOA
the
city
paid
Millions
to
repair
plus
a

they
originally
approved
the
housing
below

mountain
and

by
the

pay

asked

right
flood
control
questions
of
the
consultant,
who
was
reviewing

last
flood
control

flood
control

a

the
city
gave
Nui
another
chance
to
correct
their
failures
with

corrected
flood
control

has
now
prompted

be
released
this
summer,

Nui
had
ignored

questions

first

area

course,
since
the
90s
oil's
been
reported
bubbling
to
the
surface
of
the
course
and
has
resulted
in
numerous
deaths
of
a
variety
of
bird
species,
a
sad
fact,
but
also
a
violation
of
the
migratory
bird
treaty,
Act
of
1918.

a
futile
effort
to
find
a
solution
concerned.
Community
members
reached
out
to
different
parties,
including
the
city,
the
various
course
owners,
Animal
Control
and
as
well
as
other
local
and
non-local
agencies,
as
it
happened.
Eventually,
someone
took
matters
into
their
own
hands
in
the
spring
of
2019.
The
killer
Pond
is,
as
it's
referred
to,
was
finally
exposed.

more
than

identified
oil
wells,
it's
almost
certain
that
more
leaks
will
occur
if
the
developers
plan
to
sell
the
proper
property
is
realized.

the
moment
the
zoning
change

will
pay
for
the
oil
and
other
maintenance
issues.

the

are
worried
that
local
taxpayers

exotic

year
come
to
stay
during
the

season

of

for
centuries
they
have
visited
our
Springs.
Our
little
Oasis
is
safe
and
sustaining
to
their
flocks.

ponds

Prophets,

deer,
Fox's
Bobcats,
coyotes
and

will
be
pushed
farther

experience

needs

Springs
is
an
amazing
community
and
a
host
to
a
landmark
Golf
Course.

an
integral
part
of
the
community.
The
course
increases

value

homes.
It
provides
a
centerpiece
for
sports
Recreation
and
it
brings
significant
income
and
value
to
the
community.
It's
also
our
planet
home.
For
our
future
veteran
disabled
therapeutic
golf
funded
by
the
Veterans
Administration,
everyone
wins
when
the
course
is
maintained
at
the
highest
levels
and
up
to
the
standards
of
a
professionally
maintained
course.

concern

falling
into
disrepair
the
course
falling

some
state
of
closure

obsolescence
puts
the

women

risk

value

lived
near

effort

that
within
a
year

a
half

possession
was
taken,
that
facility
became
the
summertime
Hallmark
of
the
town
of
Westlake.
That
is
the
Fourth
of
July,
show
that
Westlake
has
is
centered
around
that
facility,
and
I
saw
that
become
a
key
point
to
the
whole
city.

authority

approve

modest
number
of
single-family
homes,
restricted

seniors,

frequently
only
have
one
car

retired,
have
no
kids
in
school
and
generate
minimal
traffic
patterns.

seniors
like
ourselves,

lots
of
time
and
money
in
leisure
activities,
with
friends
going
to
movies
eating
out
remodeling
buying
Furnishing
for
our
homes.

fear
is
if
this
Council
denies
this
project

project
goes
fallow,
the
state
could
potentially
override
City
Planning,
which
they're
now
doing
requiring
multiple
low-cost
housing
in
a
vacant.

such
as

buildings

wouldn't
want

walk
around

place

you'd
be
afraid
that
a
beam
could
fall

losing

beauty
and

project
fails,

leader

opposed
movement.

response

in
writing

would

little
presumptuous

hoc
organization

opposed
Camarillo
Springs,
to
have
plans
for

private
golf
course
owner's
property.

over

and
other

the
council

I
appreciated
his
support
and
that
not
in
all
of
this

have
I
needed

call

directors

stands

housing
opportunities
made
easier.
It's
a
camarillo-based
non-profit,
addressing
housing
in
Ventura
County,
the
home
organization,
along
with
the
board
of
directors
and
staff,
unequivocally
support
The
Greens
at
Camaro,
Springs,
Senior,
Living
project.

This
project
provides
sensibly
priced
homes,
much
needed
in
today's
housing
crisis
and
works
towards
camarillo's
1376
Arena
allocation.
That's
rhna,
the
homes
are
moderately
priced
and
sized
certainly
more
affordable
than
some
of
the
other
projects
that
we
see,
including
the
Upland
home
Shea
project.
It
promotes
a
trickle-down
housing
effect
whereby
empty
nesters
downsize,
fraying
up,
then
their
larger
family
homes
for
first-time
buyers
and
younger
families,
which
in
turn
vacates
then
apartments,
condos,
public
housing,
freeing
up
existing,
affordable
housing
stock
for
those
truly
struggling
to
find
a
home.

targets
active,
seniors,

and
over,
which
is
the
largest
and
fastest
growing
segment
in
the
county.

don't
know
if
you
know
that
statistics,
but
I
just
wanted
to
bring
that
up.
It
also
reduces

mitigates

significant
environmental
concerns
like
flooding
and
oil
seepage
and
because
of
its
smart
design,
plan
has
upgrade
and
adding
retail
recreational
food
and
Community
Gathering
spaces.
The
project
improves
the
livability
factor
for
this
rather
isolated
neighborhood.

gonna

for

Camaro
Springs
sounds
good
to

spend
my
brunch
dollars
and
my
gas
money
in
Ventura
so
I
think
economically
having
a
municipal
golf
course
here
makes
sense.

homes

able

the
bill

fixing
that
course

know
what
renovating
my
bathroom
cost
you're
not
going

do
this
on
the
cheap.
That
looks
like
millions

dollars

Clubhouse
is
gonna
fall
down.
You
guys
really
need
to
see
that
for
yourself,
so
I
think
economically
bringing
in
some
senior
homes
I'm
a
senior.
It
sounds
good
to
me:
I'd
love
to
look
at
those
homes.

going

nice

the

over

last
six

signatures
from
80
percent
of
the
homeowners
that
live
either
on
the
water
or
on
the
golf
course
are
willing
to.
Let
it
go
to
let
it

back
to
Wild.
If
that
be
the
case,
we
know
they
can't
fence
it.

know
they
can't
the
fire
department
won't.

they're

maintain

owner

going

little
bit

background
in
2017,
the
city
acquired
the
project
where
the
property,
rather
for
the
purpose
of
developing
a
mixed-use,
affordable
housing
project
on
it.
In
2018,
the
city
council
approved
a
Professional
Services
agreement
with
RRM
Design
Group
for
the
design
of
the
project
in
2019
and
2020.
The
city
received
submittals
from
RRM
for
the
proposed
mixed-use
project,
but
Corrections
were
required
on
the
submittals
in
2022.

City
staff
received
the
third
submittal
and
found
this
middle
to
be
complete,
so
staff
has
brought
forth
the
general
plan:
Amendment
GPA
2019-2
change
of
Zone
CZ
329
and
negative
declaration
2023-1
to
allow
for
the
future
consideration
of
the
actual
mixed-use
project,
which
is
cup
400.
We
need
to
get
all
this
stuff
in
place.
First,
before
we
can
consider
a
cup
400
cup.
400
is
a
proposed
development
consisting
of
nine
multi-family
units
and
500
square
feet
of
commercial
space
in
two
separate
buildings.

Some
information
on
the
current
land
uses
or
designations
rather
so
project
site
is
General
commercial.
The
zoning
designation
is
commercial
plan,
development
to
the
North
and
South,
both
General
commercial
and
Commercial
plan
development
to
the
east,
medium
density,
residential
and
its
residential
plan,
development
to
the
West
Commercial
mixed
use
and
in
the
Camarillo
Commons
mixed
use.
Zone.

So
the
general
plan
amendment
is
to
change
the
land
use
element
designation
from
General
commercial
to
commercial
mixed
use.
The
change
of
zone
is
to
change
the
zoning
designation
from
commercial
plan
development
to
Village
commercial
mixed
use.

There
were
no
significant
impacts
found
in
the
negative
declaration,
so
the
O'neill
Road
mixed
use
project
is
consistent
with
the
general
plan.
That's
Community
goals
and
economic
development
strategic
plan.
The
proposed
mixed
use
project
was
committed
to
in
program
18
of
our
housing
element
and
we've
already
counted
it
towards
our
Regional.
Housing
needs,
allocation
or
Rena,
and
our
housing
element.
Approval
of
the
GPA,
ND
and
CZ
will
allow
for
the
consideration
of
this
project.
As
I've
already
said,
the
proposed
project
would
finish
off
the
existing
sidewalk
there.

It
adheres
to
the
Heritage
Zone
standards
and
that
it's
Spanish
mission
style
as
I
said
the
two-story
building
fronting
our
Neil
would
include
commercial
space
and
community
space
for
residents
on
the
ground
floor
and
two
one-bedroom
residential
units.
On
the
second
floor,
the
two-story
back
building
would
provide
it.
Two
two
bedroom
units
and
five
one
bedroom
units
on
February
28,
2023
staff
presented
the
proposed
GPA
and
dncz
to
the
Planning
Commission.
We
received
three
verbal
comments
from
neighboring
business
owners
in
opposition
and
one
written
comment
in
support
of
the
proposed
project.

The
Planning
Commission
voted
to
recommend
approval
of
the
project
to
the
city
council,
so
the
suggested
actions
are
to
adopt
a
resolution
approving
the
negative
declaration,
adopt
a
resolution
approving
the
general
plan
Amendment
and
request
a
reading
of
the
title
of
the
ordinance
and
introduce
the
ordinance.
That

mixed-use

that

leading
to
the

only
concern

that

next

busy

that

right

health

unit

Road
jail

run

competency-based
programming
out
there,

county
instead
of
sending
inmates
that
have
found
incompetent
to
stand
trial,
waiting
for
beds
in
state
hospitals,
they'll

to

least

believe
work

10
inmates.

they've
