location

project

light
industrial
use
consistent
with
the

zoning

property

analysis
was
further
refined,
based
on
the
project
information
provided

the
applicant,

floor
plans

proposed
square
footage
and
uses
tailored
to
CPS
as
the
anticipated
user
of
the
building.

identified
three
areas
of
potential
significant
impact.
These
were
biological,
cultural
and
tribal
and
transportation
related.
However,

impacts
were
were
reduced
to
less
than
significant
levels,
with
the
implementation
of
mitigation
measures

environmental
document

included
as
conditions
of
approval.

compiled

public

comments
solicited

during
the
review
period

the
final

to
be
largely
non-material
and

updated

project
having

the

That
was
a
supplemental
letter
that
was
filed
with
the
city
today,

all
I
want
to
thank
the
staff
and
all
of
the
the
folks
who
worked
on
this
environmental
review.

know
that
these
types
of
documents
and
assessments
require
a
lot
of
time
and
energy
and
they're
never
simple,
and
also
appreciate
that
a
local
business
is
expanding
and
therefore
that's.
The
underlying
purpose
for
the
proposed
construction
of
the
facility-
and
you
know,
smart
growth,
I
know
is-
is
supported
by
the
city
as
well
as
protecting
the
the
welfare
and
the
character
of
our
community,
as
provided
for
by
our
our
local
state
and
federal
laws.

And
you
know,
the
growth
of
the
applicant,
of
course,
can
bring
strong
economic
benefits,
including
jobs.
So
I
want
to
just
start
by
saying
I
appreciate
all
of
the
benefits
that
can
come
and
my
comments
are
that
will
follow-
are
to
ensure
that
our
community
members
are
also
also
receiving
the
protections
by
our
environmental
laws.

purpose
of
sequa
is
to
ensure
that
the
public
is
provided
with
proper
information
about
the
scope
of
a
proposed
project,
so
that
one
it's
informed
into
a
May
comment
if
it
wants
to
participate
and
that
any
possible
significant
environmental
impacts
are
identified,
assessed
any
mitigation
measures
and
Alternatives
can
be
identified,
and
here
the
project
description,
which
is
a
core
element
of
sequa.
That
provides
that
the
the
project
will
demolish
the
existing
parking
lot
and
construct
a
light.

facility,
totaling,

decipher

and
that
goes
to
what's
the
nature
of
the
operations
and
the
the
again
the
specific
proposed
use,
and
so
the
the
known
proposed
purposes
and
uses
you
know
will
of
course
determine
potential
significant
impacts.

answer

report
states
that
the
facility
will
accommodate
the
grain
business,
but
it's
not
clear
what
those
are,

so
that
information
has
not
been
provided

operations

actually
take
place

impacts
may
happen.

did
look
up
the
website
of
the
the
applicant
and
so
therefore
learned
a
little
bit
about
the
business
which
is
focusing
on
packaging
supplies
and
custom
boxes.

proposed
growth,
which
is
now
a
shift
in
our
economy

we
all
use
and
benefit
from,
but
also
can
have
impacts
in
communities.

wondering
what

is
like
the
scope
of
it,
whether
it
requires
substantial
water
use.

there's
one
appendix
that
describes
it
as
a
packaging
facility,
which
is,

open

interpretation

document
does
indicate
that
it
will
be
operated
seven
days
a
week
and
will
provide
daily
shifts

given
all
of
this
and
the
fact
that
a
project
description
must
account
for
the
entirety
of
a
project
rather
than
some
smaller
portion
of
it.

to

prepare

MMD.
So
today
we
had
some
calls
to
discussion
two
with
the
staff
to
try
to
discuss
the
approach
and
understand
how
to
present
this.
So,
as
Michael
mentioned,
we
did
have
a
site
plan
and
details
about
the
project
and
those
are
included
in
the
analysis,
perhaps
not
perhaps
not
mention
every
detail
of
the
operations
in
the
project
description.

But
the
goal
too
was
to
be
able
to
cover
a
project
that
could
be
housed
in
this
facility
and
make
sure
that
we
have
not
underestimated
any
impacts.
So
so,
in
other
words,
we
have
taken
each
issue
area.
We've
looked
at
the
standards
used
to
professional
by
the
professional
groups
that
support
each
technical
study.
For
example,
Transportation
uses
the
Institute
of
trans
of
Institute
of
Transportation
Engineers
guidelines
for
the
use
type.

They
specifically
mention
a
packing
facility
and
they
selected
light
industrial
as
the
use
in
many
of
the
analyzes
one
has
to
pick
the
most
applicable
category
that
the
profession
looks
at
for
that
issue
area
and
the
goal
is
to
address
things
in
a
sufficient
Manner
and
not
underestimate,
impacts
or
always
have
that
in
mind,
so
we
very
thoroughly
have
looked
through
in
each
issue.
That's
just
one
example

area
to
look
at
in
detail
and
make
sure
that
we
have
justification
for
the
impacts.
This
ultimately
is
an
industrial
building.
It's
only
partly

the
goal

understand

a
generalized
project

that

haven't
underestimated
any
impacts
at
the
project
site.

understanding

the
proposed
project,
particularly
given
the
proximity
understanding
that
this,
the
zoning

the
industrial
zoning

surrounding
homes
and
a
school
a
bit
over
2
000
square
feet
away
and
I
also
was
left
wondering
given
the
increase
of
e-commerce
and
the
explosion
of
the
logistics,
Logistics
operations
and
goods
movement,
whether
it's
foreseeable
that
additional
growth
will
also
happen
in
in
this
area,
and
there
will
be
cumulative
impacts
again.

within
the
context
of
welcoming
economic
benefits
and
job
growth
in
our
community,
but
ensuring
that
our
community
is,
you
know,
understands
potential
significant
impacts
and
that
they
are
identified
and
mitigated.
So
the
the
project
description
here
you

has
to
account
for
what's
known
and
we're
now
talking
about
the
nature
of
the
you
know,
the
packaging
and
still
don't
haven't
accounted
for
the
manufacturing
and
I
I.
Think
that
that's
required,
you

comment
letters
and
they
did
address
some
issues
about
impacts
on
the
project.
The
main
point
one
would
try
to

one
needs
to
substantiate
is
whether
there
were
whether
all
the
significant
effects
were
appropriately
evaluated
and
even
after
reviewing
these,
these
comments,
we've
come
to
that
conclusion,
and
the
project
has
all
impacts
are
less
than
significant,
with
only
three
topic
areas
requiring
mitigation
measures
to
reduce
them,
also,
I
should
say
on
a
more
individual
project
basis.

flagship

company

have
moved
most
of
our
staff,
but
not
totally
vacate

Technicolor
complex

on
to

are

consistent

interpretation

recommends

more
heavier

would
