it

wonderful
to
welcome
so
many
young
people

the
guild
hall.

terms
on
the
council
and
in
may
have
decided
not

stand
for
the
election,
Marjorie
Airport,
counselor,
Marjorie
Airport
had
resigned.
Also,
all
of
you
have
been
outstanding
and
you
have
given
her
great
service
to
your
words
and
you
have
been
fantastic
and
excellent
on
CASL
committees
we're
losing
some
extremely
able
people
and,
on
behalf
of
the
council.

It
is
with
great
sadness
that
I
inform
members
of
the
passing
of
Alan
Carter
former
managing
director
of
the
Housing
Development
Agency
Hallett
joined
the
City
Council
as
head
of
strategic
housing
in
February
of
2008
and
was
managing
director
of
the
Housing
Development
Agency
from
April
2016
until
he
led
the
castle
in
the
summer
last
year,
Alan
contributed
much
to
the
council,
and
one
of
his
major
achievements
was
helping
to
secure
the
seventy
million
housing
devolution
deal.
I
understand.
Consumer
Price
would
like
to
say
a
few
words
about
Alan.

Many
members,
and
indeed
former
members
of
the
council,
will
have
known
Anand
for
longer
than
me
and
I'm
sure
formal
accounts
and
former
councillor
Catherine
Smart,
who
worked
very
closely
with
Alan
when
she
was
the
exec
Consular
for
housing
will
also
be
deeply
saddened.
I
began
working
closely
with
Alan
when
I
became
exact
counsellor
for
housing
in
2014,
and
in
that
time
we
met
at
least
monthly
in
his
office,
which
were
any
of
you
that
have
been
in
there
or
had
been
in.

In
the
intervening
four
years,
a
great
deal
was
happening
on
the
housing
front,
an
Allen's
level
of
enthusiasm
and
not
to
mention
optimism
for
projects
and
new
ideas
was
infectious.
A
testament
to
Allen's
professionalism
in
the
face
of
tragedy
was
when
he
lost
his
son
to
bone
cancer
a
few
years
ago.
Yet,
despite
the
level
of
grief,
he
was
suffering
he
continued
to
draw
on
his
levels
of
enthusiasm,
optimism
and
professionalism.

As
the
managing
director
of
the
housing
development
agency
that
was
set
up
by
the
great
the
Cambridge
City
deal,
he
was
determined
to
deliver
housing
in
the
city
and
the
Greater
Cambridge
area.
When
Allen
was
first
diagnosed
with
cancer
last
year,
he
wanted
no
fuss
made
when
he
had
chemotherapy
treatment.
He
was
specific
about
time
away
from
his
office.
He
insisted
on
working
from
home
when
he
was
unable
to
get
to
the
office.

associate
myself
and
the
side
of
the
chamber
with
them
with
councillor
prices
remarks,
it
was
a
real
shock
to
hear
this
news
today
and
Alan
Carter
was
was
a
cap.
Was
it
was
an
officer
who
was
seemed
equally
comfortable
in
the
world
of
local
governments
and
council
officialdom
and
the
sort
of
the
real
business
of
housing
and
land
and
I
think
everyone
who
worked
with
him
was
very
grateful
for
that
experience
and
great
grateful
for
his
warmth
and
humanity.

deal
with
the
easy
bit
first,
which
is
the
the
cost
of
the
last
last
three
elections.
This
is
this
year.
2018
is
the
first
year
since
2012
that
we've
only
had
city
elections
every
other
year.
There's
been
another
election
going
on.
On
the
same
day,
when
that
happens,
the
costs
are
divided
up
and
the
government
reclaim
some
back
on
the
government
and
from
other
authorities.
However
2015
the
cost
was
114
thousand
20
signal
that
was
parliamentary
and
local
elections.

We
can't
go
to
halves
because
we're
a
council
that
go
in
thirds
or
we
go
all
up,
so
we
only
have
to
have
the
two
options,
so
we
would
discount
that
one
completely
when
we
would
discuss
in
the
end
and
disk
considering
the
situation
with
the
the
regularity
of
Elections,
we
consider
a
number
of
factors.
This
is
going
to
be
maybe
a
bit
muddled,
because
I
didn't
get
this
notification
of
this
tool
very
much
at
the
last
minute.
So
if
I
start
going
off
track
pulled
me
back
very
very,
very
quickly.

We've
got
a
very
high
turnover,
an
electorate
in
this
city
by
the
nature
of
the
city,
a
lot
of
people
come
and
a
lot
of
people
go
within
two
or
three
years.
We
took
that
into
generation,
and
it
was.
It
was
discussed
throughout
the
council,
not
just
through
one
through
one
group,
but
across
party
discussions.
We
took
that
into
consideration
when
we
would
take
into
consideration
whether
we
would
go
for
all
up
elections
or
once
every
every
three
years
in
thirds.

We've
also
got
because
of
the
nature
of
Cambridge
are
very
sophisticated
electorate
every
and
a
very
politicized
electorate.
Every
Ward
in
this
city
is
contested.
Every
Ward
in
this
city
has
three
four
five
candidates
coming
up
coming
up
every
year.
What
this
does
when
we
go
over
every
three
years?
It
means
we
keep
some
form
of
continuity
on
the
council.
If
we
went
for
once
every
all
ups,
every
four
years
there
could
be
violent
change
in
the
way
the
council
is
run.

One
of
the
advantages
and
the
main
advantages
in
my
mind,
of
the
the
going
by
thirds
is
the
continuity.
Yes,
there
has
been
change
on
the
council.
It's
now
a
labour
run
Council.
It
was
a
liberal
Democrat,
run
council
I've,
seen
three
changes
in
my
25
years
as
a
count
as
a
councillor,
but
those
have
been
gradual
changes.
It
gives
the
councillors
who
are
coming
in
to
take
control
of
the
council
time
to
really
understand
their
brief.
It
would
help
some
authorities
that
change
there.

They
go
for
all
ups,
every
four
years
to
follow
our
model,
because
what
happens
there,
if
you
get
a
particular
fed
and
fashioned
in
politics,
just
picking
something
randomly
to
our
hat?
Let's
say
you
Kipp
prior
to
prior
to
the
prior
to
the
referendum,
if
they're
all
ups,
they
probably
wouldn't
happen
in
Cambridge,
because
we
know
what
Cambridge
is
like
you
keep,
could
have
swept
the
board
in
some
or
some
authorities
that
can't
happen
in
Cambridge.
There's
gradual
change
if
Harold
Wilson
said
a
week
is
a
long
time
in
politics.

Four
years
is
a
really
long
long
time
in
politics
and
what
the
all,
what
the
elective
in
the
third
does.
It
allows
the
councilors
to
revise
their
strategy
and
revise
their
policies.
Every
year
every
year,
all
of
the
political
parties
are
fighting
on
a
new
manifesto.
A
manifesto
that
takes
into
consideration
things
that
are
happening
now
and
not
what
happened
for
four
years
ago.
We
also
know
from
councils
that
go
that
elect.

You
know
in
all
ups,
that
all
the
rubbish
is
dealt
with
in
the
first
two
years
and
the
lollipops
come
out
in
the
second
and
the
third,
the
third
and
the
fourth
years
that
can't
happen
in
Cambridge.
We
would
never
get
away
with
it
electorally
in
Cambridge,
because
even
a
ruling
group,
with
a
large
majority
and
I've,
been
in
to
large
majority,
is
not
in
opposition
to
him
to
a
large
majority
dan.
Take
that
risk
of
taking
the
taking
the
city
for
granted,
because
they
know
they
could
lose
their
majority
at
the
next
year.

To
me,
shop
ability
charge
is
this:
this
is
an
under
a

Pound
annual
subscription
is
really
a
major
deterrent
to
people
on
fixed
incomes
to
absorb
5
pound.
A
visit
represents
a
really
difficult
choice
for
some
people
when
deciding
whether
to
leave
the
house
to
go
into
town,
which
is
already
a
big
physical
effort.
I
read
the
report
that
went
to
the
committee
in
January.
Your
office
has
told
you
to
expect
a
reduction
in
usage
of
at
least
20
percent.

We
are
talking
here
about
a
lifeline
service
for
people
already
suffering
the
disadvantages
of
not
being
able
to
get
around
easily
on
their
own,
the
ones
who
will
fall
out
of
using
it
are
obviously
the
people
who
will
have
difficulty
affording
it.
So
this
is
a
change
that
will
hit
people
affected
by
being
in
an
unequal
position
twice
over
having
a
physical
disability
and
not
being
very
well-off.
When
I
work
to
be
council,
this
would
be
a
double
alarm-bell
and
it
will
real,
no,
no
something
to
be
avoided,
almost
any
cost.

I
know
the
council
provides
a
great
a
grant
funding
scheme
to
reduce
isolation
and
which
helps
which
is
excellent,
but
shop
ability
does
this
too
by
extending,
whose
independence
to
make
their
own
arrangements,
making
it
easy
for
people
get
out
and
about
around
the
shots
or
meeting
up
with
friends
the
fewer
barriers
we
have
to
that,
the
better
the
easier
and
cheaper
we
make
it
the
better,
because
we
will
all
reduce
the
number
of
who
are
left
out.
It
seems
to
me
that
these
charges
you've
made
I'll
move
in
the
wrong
direction.

I
was
very
angry
about
the
way
this
decision
was
made.
It
seemed
to
me
and
others
that
your
consultation
was
going
through
the
motions.
At
best
it
seemed
as
if
you
had
made
up
your
minds
already
before,
listening
to
what
the
users
have
to
say.
It
wasn't
properly
posted
on
your
website
and
your
big
notices
in
the
shop
ability.
Reception
areas
were
declaring.

It
was
going
to
happen
on
the
1st
of
April
anyway,
and
there
is
no
evidence
of
how
the
responses
we
got
were
evaluated
or
what
impact
they
had
on
your
decision
to
go
ahead.
This
is
indeed
for
poor
government
and
it's
disrespectful
to
the
users
of
shop
mobility
service.
It
looks
like
Cambridge
has
overnight
gone
from
amongst
the
most
open
place
to
disabled
people,
with
the
fewest
barriers
to
being
amongst
the
most
expensive,
with
one
of
the
hind
of
highest
financial
barriers.

would
like
to
ask
you
if
that's
where
you
want
to
be
with
the
capital
enormous
income
from
car
parking
I,
don't
think
it's
credible
that
you
couldn't
have
found
another
way.
It's
not
even
that
users
might
not
be
prepared
to
accept
some
charges
to
defray
some
of
the
cost,
even
if
the
service
didn't
continue
to
be
completely
free,
but
you
didn't
even
have
the
conversation
with
us
and
didn't
even
seem
to
want
to
hear
what
we
have
to
say
so
I
would
ask.
Are
you
willing
to
look
at
this
again?

We
were,
after
pick
up
a
shortfall
in
funding
two
years
ago,
when
the
county
council
withdrew
their
third
of
the
funding.
We
continued
to
pick
up
that
funding.
For
the
last
two
financial
years.
Last
year,
we
attempted
to
try
and
obtain
some
sort
of
contribution
from
sponsors
from
retailers
from
other
people
within
the
city
to
help
us
offset
some
of
that
cost.
It
was
apparent
that
we
weren't
going
to
get
a
positive
reply,
certainly
from
the
retailer's,
and
we
have
correspondence
with
them
to
such
to
say
so.

Therefore,
we
as
a
responsible
group
looking
to
the
future
in
terms
of
how
we
sustain
this
service
over
a
much
longer
period
of
time,
a
service
which
we
are
committed
to.
We
have
to
look
hard
and
passed
at
the
financial
reality
and,
yes,
the
council
could
dip
into
reserves
on
every
year
from
now
until
whenever
and
and
continue
to
prop
it
up,
but
that
is
not
a
sound
financial
footing
on
which
to
to
base
this
service
and
not
a
sound
financial
footing
to
base
on
other
other
areas
of
the
council
provision.

We
sought
advice
from
the
National
Federation
for
Shop
ability.
Federation.
There
are
charges
in
place
in
most
cities.
Some
of
them
yes,
are
lower
than
ours,
but
ours
is
a
service
that
clearly
has
a
lot
more
to
it
than
just
a
basic
hire
service.
We
have
discussed
this
both
at
the
Environment
scrutiny
committee,
as
well
as
the
full
council
in
terms
of
it's
deliberation,
and
yes,
we've
reluctantly
decided
to
put
a
charge
into
operation
as
of
this
year.

We
will
see
how
that's
received.
We
still
invite
comments.
Now.
We've
left
open
the
invitation,
computer
comment
for
user
to
comment
and
clearly
yourself
and
other
people
have
commented
post
the
decision
on
the
for
council
meeting
and
we
will
listen
and
take
those
into
account,
but
it
is
very
much
a
decision
made
in
the
financial
climate
in
which
local
authorities
are
at
the
moment,

Jean,
when
I
was
manager
of
the
shop
mobility
service,
I
was
one
of
the
first
members
of
staff.
When
the
service
started
20
years
ago,
I'm
appalled
about
the
new
charge,
as
the
council
have
introduced
in
Cambridge
I.
Don't
think
Council
of
us
appreciate
just
how
their
new
charges
stand
in
relationship
to
shop
mobility,
services
elsewhere.
You've
been
told
that
most
of
all
schemes
through
the
county
make
a
charge.

But
did
you
know
that,
among
those
that
don't
are
some
significant
places,
some
tokens
if
switch
Chelmsford
like
Leicester,
share
Coventry
Oxford
Camden
brink
cross?
Did
you
know
that
the
National
Federation
for
shop
mobility,
where
the
council
officers
have
got
their
numbers
from,
is
not
a
governing
body,
as
described
in
the
report
that
was
written
to
your
committee
and
that
there
are
estimated
60
other
providers
who
aren't
even
members?
They
obviously
encourage
providers
to
make
charges
if
the
alternative
is
really
to
close
the
service.

If
there
is
no
charge
in
Haverhill
embarrassin
Edmonds,
there
are
very
low
five
pound
annual
membership
and
a
fee
of
only
150
per
visit
in
Bedford.
The
annual
subscription
is
also
half
Cambridge
at
twenty
four
pound
and
it
costs
only
two
pound
per
trip.
It's
free
and
Newmarket
in
Luton.
There's
another
annual
supper,
ten
pound.
A
year
and
free
only
one
pound
of
visits,
I
think
you
will
agree
that
this
puts
a
very
different
complex
on
the
matter
and
I
have
been
told
that
this
is
also
justified,
because
the
council
offers
other
free
services.

Users
parking
pick
up
from
dial-a-ride
in
the
company
shopping,
but
a
lot
of
our
users
don't
use
the
car
park
or
have
blue
badge
in
Cambridge.
The
free
parking
is
not
limited
to
shop
ability,
users,
a
shop
mobility
users
should
not
be
subsidizing,
others,
dial-a-ride
users
aren't
all
shop,
mobility,
users
and
their
buses
can't
access
the
actual
car
park.
So
we
have
to
visit.
Did
the
accept
account
to
realize
the
council
here
was
embarrassing
itself
by
bringing
in
these
high
prices?
Will
they
agree
to
withdraw
them
and
look
again?

that
final
point:
first,
since
we
only
agreed
the
charges
at
the
February
council,
meeting,
Jean
I
think
it'd
be
inappropriate
to
look
at
them
without
seeing
how
they
have
impacted
or
affected
any
service
provision
at
this
sort
of
early
stage.
It's
a
case
where
all
this
other
council
services
that
the
bearer
charge
are
reviewed
at
appropriate
time
and
looked
at
in
terms
of
of
their
impacts
and
whether
there's
a
degrees
of
change
necessary
or
not.
In
this
case
this
this
changes.

We
need
to
do
this
financial
year
and
I
think
it's
far
too
early
for
us
to
be
looking
at
any
review
of
that.
We
need
to
see
how
it
works
through
in
terms
of
the
the
charges
across
the
Condor
I.
Don't
want
to
get
into
a
sort
of
nitpicking
sort
of
point
about
which,
which
city
charges
which
and
which,
which
town
charges
something
else
I
mean
there
are
a
whole
raft
of
charges
that
were
put
in
front
of
comparison.
Charges
were
put
in
front
of
members
across
the
country,
I'm
not
gonna,
be
selective.

I
don't
wish
to
do
that,
but
there
are
some
far
higher
than
the
ones
you
just
quoted.
That
said,
I
respect
the
fact
that
your
dedication
of
this
service
over
many
years
clearly
is
something
that
you
feel
you
need
to
defend
and
I
understand
that,
and
that
is
something
I
think
everybody
would
would
respect
and
and
accept.
But
I
come
back
to
the
original
point.
We
are
an
authority
with
responsibility
to
taxpayers
across
the
city.

We
are
happy
to
subsidize
the
service
to
100,000
pounds
out
2/3
as
it
is,
but
since
there
are
charges
in
place
across
other
parts,
the
country
in
other
cities,
it
is
something
we
have
to
look
at,
because
that
fifty
thousand
pound
shortfall
is
something
we
can't
just
ignore.
It
is
something
that
we
have
reluctantly
decided
to
to
plug
the
gap
by
by
by
blowing
a
charge,
and
that's
where
we
are
thank.

exercising
my
discretion
under
the
castle
procedure,
rule
4.2.1
to
change
the
order
of
the
agenda
to
take
the
ship
mobility
motion
next,
so
that
the
members
of
the
public
do
not
wait
too
late
into
the
evening.
We

item

under

procedure

Thirteen

one
notice
has
been
given
of
the
names
of
at
least
five
members
of
the
council
to
hear
this
motion.
I
call
on

big

move
the
ship
mobility
motion,
and
do
you
have
a

Cambridge
fair
for
all
it's
a
slogan:
that's
probably
now
sticking
in
the
craw
of
disabled
and
less
mobile
people,
mobile
people
in
Cambridge,
they're,
more
interested
in
action
rather
than
words,
I
hope
that
members
offers
it
were
not
consciously
taking
shop
mobility
in
our
city
from
a
completely
free,
accessible
service
to
one
of
the
most
expensive
in
the
country.
I
do
hope
this
has
been
a
terrible
mistake
rather
than
nothing
else.

Yet
the
new
forty
pounds
annual
subscription
and
five
pounds
per
visit
fee
from
the
beginning
of
this
month
marks
a
clear
departure
officers
already
warned
that
the
charges
may
reduce
usage
by
at
least
20
percent.
You
can
already
count
the
people
who
won't
be
able
to
come
to
the
city
so
much
or
maybe
at
all,
as
this
public
speaker
has
said,
if
this
is
not
people
who
suffer
the
the
double
inequality
of
lack
of
mobility
and
being
hard
up
who
on
earth,
is
it
that's
going
to
be
suffering
and
not
making
those
trips?

Borrowing
a
mobility
scooter
to
get
around
the
city
center
is
something
we
should
be
positively
encouraging
to
work
against
social
isolation,
to
help
people
get
out
around
the
shops
or
meet
friends
or
just
watch
the
world
go
by.
It's
an
important
part
of
social
policy.
I
have
put
down
this
motion
mr.
mayor
to
give
members
another
chance
to
consider
the
matter
for
two
important
reasons.

Firstly,
because
their
responses
to
the
council's
consultation
exercise
have
now
been
made
publicly
available,
you
can
see
them
on
page
27
to
31
of
the
members,
information,
packs
and
they're.
Given
an
answer
to
my
written
question
to
this
meeting,
mr.
Beth,
this
was
a
shambolic
consultation
exercised
by
any
standards.
It
was
conducted,
as
the
speakers
have
said,
while
enormous
banners
were
unfurled
in
the
shop
mobility
reception
areas,
stating
the
clear
fact
that
the
charges
would
anyway
be
introduced
on
the
1st
of
April.

It
wasn't
properly
advertised
on
the
council,
City
Council's
website
and,
finally,
there's
no
evidence
of
any
process
by
which
these
Profis
responses
have
been
considered
at
all.
So
what
were
the
responses?
Well,
you
can
read
them
for
yourselves,
but
you
can
see
that
every
one
of
them
was
hostile
to
the
changes.
Interestingly,
in
sharp
contrast
to
what
councilor
bird
told
the
full
council
last
February,
she
said
we
had
a
good
response
from
people
who
said
they
didn't
mind
paying.
Well,
they
weren't
responding
to
this
consultation.

You
will
note
that
many
of
the
people
in
that
consultation
from
what
they
say
they
are
not
saying
no
to
charges
of
any
kind.
They
are
giving
ground
to
a
meaningful
conversation
which
could
arrive
at
a
fair
outcome
that
satisfies
them
and
the
City
Council,
but
sadly,
no
conversation
like
that
has
been
allowed.

Cambridge
is
now
in
place,
including
Luton
Peterborough,
Bedford,
Barrie,
you've
heard
the
list.
This
starts
to
put
over
paint
a
very
different
picture
on
on
the
matter.
A
lot
of
store
has
been
made
about
what
the
Federation
of
shop
mobility
has
told
the
council,
but
as
many
as
60
providers
around
the
country
aren't
even
members
of
this
Federation
and
if
any
operator
asked
them
whether
they
should
close
their
service
down
or
start
charging
for
it.
Of
course,
they'll
suggest
charges
should
be
considered.

Much
has
been
made
or
the
extra
services
that
are
provided
in
association
with
Cambridge's
shop
mobility,
free
parking,
pick
up
from
a
dial
and
ride
stops
and
a
shopping
escort,
but
but
no
analysis
has
been
produced
of
exactly
what
is
provided
in
this
respect.
Elsewhere,
a
sweeping
assumption
has
been
made
that
nowhere
else
provides
free
car
parking

mobility

the
car

provider

it

the
free
car
parking
is
also
available.

here
is

to
people
who
don't
use
the
shop
ability
service
at
all,
making
it
quite
unfair
to
expect
shop
mobility
users
to
subsidize
the
free
parking
of
others.
The
dollar
I'd
pick
up
is
necessitated
in
Cambridge,
because
in
practical
terms,
the
dollar
ID
vehicles
can't
get
into
our
car
parks.
Do
you
know
whether
this
is
even
needed?
In
other
places,
let
alone
provided
and
we're?

aware
that
the
majority
of
shop
mobility
users
aren't
arriving
through
dollar
ID
anyway
accompany
shopping
is
certainly
a
much
valued
service,
buy
some
shop
mobility
users,
but
we're
told
by
people
who
know
the
people
you've
heard
here
that
this
is
a
minority
of
them.
So
it
seems
unfair
to
use
this
as
a
justification
for
these
exorbitant
charges
to
people
who
just
want
to
borrow
a
mobility
scooter
unaccompanied.

But
when
you
go
back
to
the
report
that
the
offices
originally
wrote
on
this,
you
realize
that
there
actually
wasn't
an
attempt
to
pitch
shop
mobility
charges
here
fairly
in
relation
to
anywhere
else.
The
process
seems
to
have
been
our
yes,
hardly
anywhere
offers
a
free
service
and
I've
already
said,
I
think
that's
overstated,
but
then
so
it
must
be
okay
to
charge
in
Cambridge,
whatever
we
need
to
bridge
the
gap
in
our
budget.

Mr.
Mayer,
this
isn't
a
fair
way
to
approach
this
service
or
its
users.
It's
an
accountants
way,
but
the
users
and
the
wider
public
aren't
fooled.
The
service
we
all
know
is
integrated
with
the
council's
car
parks,
and
these
make
millions
of
pounds
of
surplus
for
this
council,
so
the
gap
in
the
budget
is
rather
of
an
artificial
construct.
Anyway,
in
the
budget
process.
On
this
side,
we
propose
one
way
out
of
this
mess
to
suspend
these
charges
to
make
really
concerted
attack
to
gain
commercial
sponsorship.

does
happen,
I'm
told
in
some
other
places,
but
there
could
be
other
ways
of
doing
this.
Have
a
proper
conversation
with
users
do
some
proper
benchmarking
with
other
places
and
come
up
with
a
park
charging
part
increased
subsidy
model.

important
thing
is
to
stop
digging
now
retreat.
While
we
can
put
something
fair
together
and
get
it
in
place,
you've
absorbed
the
cost
of
this
service
unbudgeted
for
two
years
already,
you
could
do
so
for
a
third.

this
service
are
justifiably
angry
with
the
way
this
has
been
done,
and
today
you
can
start
afresh
and
set
the

slate
clean
later
on
this
agenda.

appropriately

honoring
Cambridge's,

famous
disabled
person,
Stephen
Hawking,
surely
at
the
same
meeting
we
should
be
making
sure
we're
being
as
respectful
to
the
needs
of
all
the
other,
less
distinguished
disabled
people
in
our
community.

for
supporting
the
changes
to
the
budget
in
the
environment
scrutiny
committee
stage,
because
I
was
taken
in
somewhat
by
the
offices
report,
which
said
that
the
charges
were
fair
based
on
a
sample
of
other
places,
but
I
should
have
known
from
seeing
the
officers
report
on
market
charges
elsewhere,
that
the
samples
aren't
always
representative
and
fair
know
that
I've
learned
the
facts
of
the
matter.

feel
horrified
to
have
allowed.

change

budget
even
before
I
knew
that
I
was
persuaded
to
support
this,
because
I
found
that
the
council
hasn't
explored
as
many
avenues
as
I
would
have
liked
to
find
alternative
funding
for
this

partners

council

could
have
been
asked
to
to
donate
to
this,
or
perhaps
the
sponsor,
and
there
are
plenty
of
organizations
that
operate
in
Cambridge
with
a
CSR
budget.

the
long
statement
made
by
the
leader
of
the
Opposition
about
our
sympathy
for
people
with
disabilities.
Of
course
it
is
right
that
in
public
car
parks,
disability
spaces
should
be
close
to
lifts
and
that
disability
spaces
should
be
free
to
the
user.
Since,
as
a
group,
disability
people
are
more
likely
to
need
to
traveled
by
car
than
our
able-bodied
people.

So
that
seems
to
me
to
be
entirely
fair,
but
I
want
to
put
this
in
the
form
of
a
question
rather
than
a
statement
and
I
hope.
Some
of
you
will
be
able
to
help
me
understand
it.
Is
there
any
evidence
that
people
with
disability
constitute
a
discrete
economic
social
group
that
is
in
any
way,
disadvantaged
financially
now,
I'd
leave
that
as
an
open
question.
If
there
is
evidence
that
disabled
people
are
poorer
as
a
group
than
the
rest
of
the
population,
then
of
course
they
must
be
given
special
consideration.

But
if
it
is
the
case
that
disabled
people
constitute
a
group
similar
to
the
population
at
large,
then
I
would
like
someone
to
explain
to
me
on
what
grounds
we
feel
that
we
have
to
allow
a
service
such
as
the
service
we're
discussing
today,
why
that
should
be
free.

I
want
to
make
it
perfectly
clear
that
I
asked
this
question
sincerely
in
ignorance
of
the
answer.

to
make
a
few
statements
that
make
quite
plain
how
disadvantaged
disabled
people
are.
They
are
an
average
poorer,
the
more
disabled.
They
are
the
poorer
they
are
and
the
more
isolated
they
are.

charges

highest
impact
on
the
most
poor
and
will
isolate
them.
The
most
the
most
disabled
are
least
able
to
respond
to
such
consultations.

them

afford

internet,

spent

time

much

impairment
reduces

usability

we
are
doing

this

disadvantaging

disadvantaged

it's
despicable.

funds

fund

cuts,

got
to
raisins
or
that
you
got
three
reasons

one

reasons,
because
the
election
coming
up
and
you're
so
concerned

people,

party

affects
a
lot
more
people.

amazed,
and

by
this

issue
there's
a
recent
report
which
I'm
sure
councilor
hip
King,
as
well
as
everybody
else
will
be
interested
in
that
came
from
scope
that,
on
that
says,
on
average,
disabled
people
face
extra
costs
of
seven
hundred
and
fifty
pounds
a
month's
related
to
their
impairment
or
condition.
So
that's
on
top
of
welfare
payments
designed
to
help
them
meet
their
costs,
so
that
that's
one
piece
of
information
that
I
think
we
should
bear
into
account.

talk
about
this
disabled
people,
we're
talking
about
all
ages
and
working
in
education
as
I.
Do
I
see
the
fantastic
efforts
that
have
put
in
to
try
and
make
children
equal
and
the
efforts
that
go
in

sure

going

extra
mile
when
children
turn
16,
they
don't
maybe
have
the
support
of
schools,
but
they
still
they've
learnt
to
be
sociable.
They've
learned
to
be
outgoing,
they
don't
have
money,
but
they
still
want
to
be
included.

things
that
16
18
year
olds
do
is
they
go
out
they
meet
in
town,
they
go
shopping.
What
we're
doing
here
is
charging
them
for
their
day-to-day
ways
in
which
they
socialize
and
grow
up.
It's
not
just
about
old
people,
it's
about
being
and
lit
living
a
normal
life
that
chill
that
children
of
all
abilities
and
their
adults
wish
to
live.

cost
is
huge,
it's
not
something
that
you
might
go
to

time

shops

I
do
I
jump
on
my
bike
and
get
there
for
people
who've
got
time

it's
something

and

it
inaccessible.

be
looking
at
how
any
money
that
was
being
spent

we
grow
it.

accepting

percent
of

have

you'd
like

see
it

you're
increasing
the
costs,
because
that
would
bring
even
more
money

the
council,

clearly
won't
be
achievable.

He
explained
that
he
receives
considerable
handouts
from
the
government,
but
clearly
because
of
his
age,
and
that
this
is
not
means-tested,

he
is
right
that
these
days,

over
60
are
no
longer
the
most
deprived
or
the
poorest
section
of
the
population.
That
is
a
significant
change
that
has
taken
place
in
the
last
20
years.
It
is
now
absolutely
clear
that
the
disabled
are
in
a
different
category.
They
are
far
more
likely
to
be
in
the
bottom
income
quartile.

The
County
Council
have
also
been
working
on
ways
to
grab
back
much
of
the
personal
independent
payments
and
the
disability
allowance
from
those
who
receive
those
payments
because
they
are
disabled.
They
receive
those
payments
because
being
disabled
gives
you
very
significant
additional
costs
and
those
payments
should
not
be
grabbed
back
by
councils
such
as
this
one.

are
there
to
help
people
who
are
desperately
in
need
of
help
that
I'm
sure
there
are
some
disabled
people
who
are
perfectly
able
to
pay
the
forty
pound
charge,
but
there
are
many,
many
others
for
whom
this
will
be
a
significant
burden,
and
this
council
should
not
be
making
such
a
charge
to
some
of
its
most
vulnerable
residents.

is

disproportionate
impact
on
especially
disabled

revise

decision
and

exact
reasons
why
the
county
got
rid
of
the
charge
we
haven't
made
any
cuts
at
all
we're

keep

system

the
county
walked
away

when
all
charges
two
years
ago,
we
said
this
was
happening
two
years
ago,

didn't
count

big
stand
up

this

disgraceful.

should
pay

this

of

Lib
Dem
standing
up
and
saying
this
grace.

percent
of
the
users
aren't
from
Cambridge,
so
one
way
around
we
could
do
is
to
say
wheelchair
double
the
price
for
non
Cambridge
residents,

we're
not
that's
not
fair
and
I'm
glad

see.

when
we
talk
about
discrimination,
you'd
realize
the
bedroom
tax
was
a
really
bad
discrimination
against
everybody.
We've
been
hearing
about
how
we
need
people
to
get
about
and
be
you
know,
socialized,
and
it's
very
critical
to
do
that.

yet
we've
got
a
party
opposite
who
were
very
keen
to
bring
in
a
congestion
charge
that
would
stop
people
who
families
getting
into
this
city.
Stop
people
have
a
job
in
this
city
because
they
can't
afford
to
get
in.
So
they
need
to
think
long
and
hard
when
the
cherry-pick
certain
items
to
talk
about
were
making
cuts,
we're
not
making
cuts,
we're
trying
to
keep
a
service
going
that
we
believe
in
and,
as
it's
been
said
earlier,
we
will
continue
to
look
and
monitor
what
we're
doing
so
again.
There
is
no
cuts.

I
like

quote
the
manifesto
which
which
says
we
will
postpone
the
new
charges
for
shop
mobility,
to
enable
a
concerted
campaign
to
secure
commercial
sponsorship.
Council
blenker
has
already
stated

reply

the
public
speaker
that
efforts
have
been
made
to
try
and
find
alternative
sponsors
to
make
up
the
shortfall
to
no
success.
So
if
we
assume
that
the
Liberal
Democrat
alternative
policy
on
in
this
area
is
unworkable,
can
councillor
Beck
confirm
to
this
council
in
detail
how
he
will
plug
the
gap
without
affecting
other
council
services?

alternative
policy,
because
it's
all
very
well
being
opposed
to
a
policy?
That's
fine,
but
if
the
opposition
do
not
have

workable
alternative
in
place
to
plug
the
gap
that
makes
the
service
sustainable

long
term

serves

people
of
this
city.
Now
the
criticisms
are
just
platitudes
and
unconstructive.

figures
are

policy

disabled

Living
alone
are
in
poverty.
The
employment
rate
for
those
with
disabilities
is
46
percent
versus
80
percent
of
the
general
population,
and
48
percent
of
people
in
a
household
with
someone
with
a
disability
are
in
poverty.

political
priorities,

about
choosing

want

spend

councils

ruling
group
have
told

they've
run
this
administration,
that

people

most

disadvantaged,

share

of
the
riches

our

councillors
opposite
saying.

difficult
choices.
We
do
live
in
a
difficult
world,
we
do
live
in
a
world
where
funding
is
is
cut,
but
you
made
political
decisions
in
your
budget.

told
us
those
decisions
were
based
on
focusing
on
the
vulnerable
people
of
this
city,
but
actually
you
missed
out
one
of
the
most
vulnerable
groups
of
this
city
and
surely
now
you
should
pause.

should
vote

support

motion

postpone
the
charges,
to
look
at
fundraising
to
look
at
sponsorship
and

hear

look
at
sponsorship.

actually,
miss

illustration

event
which
used
to
be
fully
funded
by
the
council,
which
is
now
funded
by
the
private
contributions
and
that's
the
fireworks.

cannot

find
private
funding
for
that

find
funding
for
shop
mobility
from
third
party
sponsors
and
actually
mr.
mayor

would
go
further
that
actually,
regardless
of
what

County
Council
choose

cut
and
not
cut
I'm,
not

Tory
up
in
Chaya
Hall.
Actually,
you
have
a
moral
responsibility
to
these
people.

he
thinks
firstly,
as
a
council,
we
have
about
13%
of
a
budget.
The
County
Council
clearly
has
vastly

superior
funds
to
us.
What's
curious
about
this
case
is
that
it
was
your
government
who
passed

central
grant
fund
to
the
County
Council,
which
forced
them
to
do
the
cut.
For

very
thing
that's
in
front
of
us
today
and
the
vampiric
way
in
which
you're
now
claiming
that
you're
now
the
party
disability,
the
party
obviously
were
more
than
happy
to
charge
triples
of
tuition
fees
with
disabled
students
here
may
for
disabled
students.

2,000
people
died
within
a
year
of
being
passed,
fit
for
work
under
your
government.
I
find
it's
absolutely
shocking.
We
all
know
the
reality
that
when
you
come
to
this
council,
especially
at
this
level
where
we
take
13%
the
budget,
you
have
to
make
tough
decisions.
No
one
here
wants
to
do
anything
to
hurt
people
who
are
disabled
people
who
are
old
people
who
are
most
in
need,
but
the
reality
is
when
your
budget
is
slashed
year-on-year
since
2010.

you
started
the
trend
and
fully
signed
up
to
it,
we're
stuck
here
and
now
we
have
to
make
such
hard
decisions,
so
I
think
it's
for

a

if
councillor

believes
that
this

funded

private
source
of
income
has
he
met
with
the
bid
and
if
so,
what
was
the
conclusion
of
that
meeting?.

good
numbers
of
people
who
are
less
well-off.

believe

you
made
this
gesture,
it
would
not
break
the
bank

believe
that
it
would

money
well
spent,
and
it's

only
about
money.

about
the
perception
that
by
applying
a
charge
such
as
this,
the
council
does
not
care
as
much
as
it
should.

generosity

ways

find

close
down

can't

believe
that
strongly

would
ask

executive
councilor

charge

reality
of
Cambridge
matches

vision

financial
pressures

from
the

financial
pressures

unique
on
Cambridge
City
Council
and,

fact,

you

comparison

is
a
pretty
affluent
council
in
a
pretty
affluent
City.

don't
think
that

a
very
good
reason
for
us
to
live
with
these
exorbitantly
high
charges.

welcome
the
support
that
members
around

chamber

given,
though,
to
this
motion,
including
councillor
Gillespie,
to
councillor
bird

hoped
would
be
telling
us
who
these
people
were
that
he
was
quoting
in

needed

aspects

growth

city

touch

our
communities

serving
residents,
and
given
that
we've
grown
in
population.

population

population

the
councillors
of
all
the
residents
here,
whether

they're
electors

believe,

they
can.

working

believe
that
we
could.

it

needs
to
be
borne
in

that
Cambridge
is
one
of
the
fastest
growing
cities
in
the
country
and
that
with
a
growing
population,
it
would
be
silly
to
reduce
the
number
of
councils

workload
would
become
impossible.
Now
we
all
know
that
councillors
vary
in
the
degree
of
their
commitment
to
serving
their
residents.
I

hope
this
will
not
be
misunderstood,
but
there
are
some
counselors
who
work
doggedly
on
behalf
of
their
residents
and
there
are
some
who
less
doggedly
managed
to
make
their
way
through
through
the
year.

So
I
think
we
should
bear
in
mind
the
hardest-working
counselors
and
assume
that
everybody
on
this
council
aspires
to
become
a
hard-working
counselor.

also
want
to
thoroughly
endorse
the
notion
that
this
city
is
made
up
of
extremely
critical
people,
articulate
people
and,
as
this
city
changes
it's
the
fastest
changing
city
in
the
world
in
the
country
and
the
planning
issues
that
I
speak
with
care
of
planning.
The
planning
issues
are
complex
and
never-ending,
and
I
am
constantly
being
approached
by
residents
asking
for
advice
on
how
they
should
proceed
with
planning
issues
and
I.

the
view
of

that

dogged
fight
that
women
had
to
put
in,

the
colleges

university
were
some
of
the
most
resistant
and
some
might
say
backward
in
terms
of

still
recorded
on
the
chain
that
the
mayor
wears.

right

It
was

case

we
were
addressing
in
cam
vote,

that

were

levels

colleges
we

periods
when
women
did
exactly

a
degree
but
were
not
able
to
be
awarded
one
and
clearly
there
was
a
complete
gender
inequality
in
this
city.

the
opportunity
to
obtain
external
sponsorship,
then
that
would
be
welcomed

if,

there

an
opportunity
to
add
something
within
the
mayoral
regalia
that
were
effective
and
adapt
it

right

back

history

was
the
case

years

this
institution

wholly
male

steadily

more

more

the
County
Council
on
a
more
regular
basis

partnerships

do
have
discussions,

Campbell
doesn't
come
out
as
much
as
you
used
to
do.

think
he's
in
a
little
bit
bruised
by
some
of
the
public
meetings
he's
probably
been
to
in
recent
years,
but
in
terms
of
their
nuts
and
bolts
how
users
of
the
services
are
informed
of
both
changes
to
roofs
changes
to
times.

it's
fair
to
say
that
not
every
bus
stop
still
has
a
sort
of
digital
screen,
I'm
sure
there's
someone
I've
used
that
lacking
in
those
now
you'll
think
in
the
modern
technological
age
in
Cambridge,

more
use
of
that
digital

it's

decisions

roofs

changed

be

for
those
people

the
service
on

cambridge
part

stagecoach

invested

money
in

their

service

county

cambridge
partnership
to
pop
them
up
all
the
time.

sector
in
Cambridge
provides
homes

around
25%

residents,

unusually
high
figure
in
an
unusually
buoyant
market.
The
arguments
are
about
our
broad
rental
market
area
are
well
rehearsed

to
elected
members,
as
is
the
fact
that
the
gap
between
market
rents
and
their
local
housing
allowance
is
widening.
There
are
limits
to
how
much
local
authorities
can
do.
In
this
context,
however,
we
are
being
proactive
and
have
taken
the

actions
introduced:

Benefit,
plus
a
scheme
to
top-up
the
basic
level
of
Housing
Benefit

because
they
did
not
feel
that
the
proposals

allowed

access
to

their

engines

was

by
the

project

stage

artist-in-residence

celebrates

river

celebrate

communities

along

want
local
communities
to
be
involved
in

project
and

artists

as
possible,

why
the
first
part
of

funded

services

residency

budget
setting
in

previous
system
of
rents
was
overly
complex

required
manual
adjustments
to

setting,
was
to
create
a
much
simpler
process
to
reduce
the
cost
of
administration
and,
at

time,
to
ensure
rents
were
set
fairly.

greening

shocked

see
the
level
of
Ivy
growing

roof

internal
structure
of

men's
toilet
at
Cherry,
Hinton
Hall.

clear
that
that
Ivy's
not
being
cleared
away
for
over
six
months,
because
the
dead
ivy
was
there
from
the
previous
year
and
the
new
growth
was
growing
across
the
roof.

what
concerns
me
is
that
this
is
a
public
toilet
that

used
extensively
by
the
public
and
clearly
that
Ivy
was
having
damage
to
the
concrete
ceiling
of
the
of
the
toilet
and
eventually
will
become
dangerous.
So

hope
that
the
executive
councilor
could
explain
to
me
why
this
occurrence
happens.

home
secretaries
have
admitted
that
the
home
office
isn't
operating
properly
on
Cambridge,
related
issues
and

Think
it's
worth
adding
the
couple
of
those.
There
are
1500
an
estimated
1,500,
unaccompanied
children,
asylum
seekers
who
largely
came
in
on
the
back
of
lorries
into
the
Southeast
of
England
and
there's
virtually
no
transparency
about
what's
happening
to
those
children.
I,
don't
think
they
are
hitting
y'all's
wood
but,
as
has
been
said
at
one
end
of
this
inhumane
system,
you've
got
permanent
detention
on
till
exclusion
from
the
country
or
unless
they
win
their
case.

And
obviously
a
number
of
people
who
are
detained
do
get
refugee
status
after
all
of
the
that
him
in
humanity.
So
I
I'd
say
that
we
that
what
we've
had
is-
and
it's
similar
in
a
way
to
wind
rush
is
that
we
already
had
a
bad
system
and
then
now
we've
got
a
government
that
wants
to
victimize
migrants,
calls
them
illegal
migrants,
including
children
in
northern
France.
So
it
is.
It
is
part
of
a
state
system
which
doesn't
answer
the
issues
on
small
issues.

we've
raised
issues
in
relation
to
Syrian
refugees,
the
home
office
took
seven
months
on
things
like
a
family
reunion
or
on
the
rights
of
someone
to
visit
another
Syrian
refugee
in
Germany
and
said
no,
so
the
whole
system
doesn't
add
up
in
terms
of
fairness.
There
I'm
afraid
what
we've
got
is
a
government
that
wants
to
vilify
migrants,
and
this
is
just
the
worst
part
of
it.
So
we
support
the
emotion,
I
think.

time

in
Kings.
That
is
where
a
woman
who
was
at
the
time
looking
after
her
niece,
they
were
from
Bangladesh
and
the
niece
became
sick
with
cancer

with
cancer
and
he
was
terminal
ill.
So
she
engaged
my
help
to
get
the
nephews
family
over
from
Bangladesh
to
meets
him
again
before
he
died
and
I
worked
with
her
every
afternoon
after
she
finished
at
nursery
to
arrange
what
we
could
to
happen.

only
way
that
this
could
have
happened
would
be
if
the
family
were
very
rich.

they
had
thousands
of
pounds

to

last

what
became

clear

not
only

he
clearly
liked,
as
I
already
knew
from

people

us

the

role
that
he

but
also
he
was
much
loved
by
his
carers
and
the
people
who

closest
to
him
as

also
had

sense

I'm
trying
to
do

this

just
stay
focused
on
what
is
actually
here
in
front

the
upcoming
elections.

about
Bing
collections,
the
state
of
the
roads.
More
importantly,

rose

issue

brexit

raised

issue

brexit
and
the
impact

it
was
having
on
her
life
here
in

city,
how
she
felt
all
of
a
sudden
as

belong

anxious
about

status

country
as
an
EU
national.
Despite
the
promises
that
the
government
are
giving

she
was
starting

think
that
perhaps
she
should
actually
relocate
back
to
Spain
and

conversation
illustrates
how
brexit
is
having
a
dramatic
impact
on
the
residents
of
this
city,

city
where
we
saw
a
ward
with
the
highest
vote
anywhere
in
the

Four
remain,

Market
Ward,

city

character
and
outlook
truly
reflects
the
euro
spirit,
European
spirit
of
openness,
tolerance
and
unity,
and
a
city
whose
economy
is
intimately
connected
with
Europe,
particularly
in
relation
to
the
knowledge
economy
and
the
technology
sectors.

since

referendum,

mayor,
we
have
seen
the
overall
UK
economy
stall,

have
seen
the
value
of
money
in
people's
pockets
fall
dramatically,
whilst

cost
of
daily
basics
such
as
food,

utilities,
have
increased
materially
and
this
government.
This
government
is
bent
on
pursuing
a
disastrous
course,
regardless
of
the
clear
evidence
of
the
negative
impact
of
brexit,
ignoring
whatever
form
brexit

impact
will
be
negative
on
the
UK
on
this
region,

Cambridge
and
on
the
people
of
this
city.

been
left

in

dark

rights

nationals

here
are
protected,
but

recent
appalling
treatment

Windrush
generation

subjected

hands,

through
design

complete

heard

evening,
calling

referendum
on
leaving

EU
was

catastrophic
decision
based
on

abdication

Dems

supported

hurt

division
across
the

are

views

labour

Dems
overall,
their
voices

leave

Dems

hurt.

government

I

game

money

now
deciding

never
had
a
lot
of
money,

it

good

far

help
people
who've
become
trapped
in

addictions

NHS
spends
a
huge
sum
dealing
with
the
side
effects
of
addiction.
As
an
aside

they
spend
anywhere
near
enough
for
dressing
the
root
causes
of
addiction,
but
the
modern
that
the
motion
stays

mental
health
funding.

these

companies
are
aiming

profit
maximization
with
little
concerns

societal
impact

their

world

meat

habitat

animal
agriculture
industry
leads
to
to
biotic
resilience
and
danger
of
being
unable
to
medicate
ourselves
against
disease.

health
implications
have

strain

the

the
health
service

meat
fundamentally
involves
killing.
The
animals
suffer
the

animals

of
the

to

young

chicks
into

grinder
because
they
don't
lay
eggs
and
they're
not
useful
to
the
industry.
It
causes
enormous
harm,
psychological,
economic,
health-wise
and
habitat
loss,
the
architect
of
the
sugar
tax,
which
has
recently
come
into
effect.

now
looking
at
event,
tax,
there's
a
follow
up
because
of
the
consequences
of
eating
meat
and
it's
schemes
like
the
sugar
tax,
the
ban
on
plastic,
cotton
birds,
the
above
deposit
schemes
that
make
me
believe
we
can
get
new
things
into
effect.
If
we
act
now,
if
we
take
the
opportunity
to
engage
people
and
say,
are
you
up
for
doing
a
bit
more?
Can
we
help
you
in
some
way
to
live
differently?

Cambridge
independent
also
said
Cambridge
poised
to
be
a
leader
in
sustainable
food,
which
is
actually
a
bit
more
than
I
was
expecting
because
I
just
thought
we
should
have
a
policy
that
really
governs
all
of
this
and
means
the
future
policies
aren't
so
all
over
the
place
and
so
spaghetti
lank.
But
actually,
why
not
try
to
become
a
leader
in
sustainable
food,
yeah
being
a
gold,
sustainable
food
city
could
be
possible.

got

the
leaders
in
the

chain
of

they
hope
will
be
in

sights

high
with
this,

are

things
that
we
do

think
the
local
plan
attitude

providing

is
fairly
