C
C
A
Good
evening,
would
you
pray
with
me
Heavenly
Father.
We
come
to
you
today
asking
for
your
guidance,
wisdom
and
support.
As
we
begin.
This
meeting
help
us
to
encourage
in
a
meaningful
discussion,
allow
us
to
grow
closer
as
a
council
and
nurture
our
bonds
of
community.
We
pray
in
the
name
of
our
Lord
Jesus,
amen.
C
F
C
C
We
Have
Tonight
Miss
Waters
is
here
tonight
to
have
some
employee
service
and
achievement.
Recognitions
welcome
Miss
Waters.
G
I
just
want
to
take
just
a
brief
few
moments
of
your
time.
I
feel
Excellence
I
wanted
to
bring
forth
to
you,
hopefully,
each
month,
the
years
of
service
that
we
may
have
with
our
employees,
starting
at
10
plus
years,
as
well
as
any
certifications
that
may
have
been
obtained
in
the
last
30
60
days.
So
I
can
kind
of
keep
you
up
to
date
and
current
as
of
October.
We
have
Ms
Linda
Petty,
which
is
our
accounts
payable
coordinator,
we'll
pay.
G
Our
coordinator
she's
been
with
us
10
years,
Clint
jeans,
which
is
our
sub
heart
maintenance
supervisor.
He
has
been
with
us
10
years,
Rodney
Campbell
chief
of
Maryfield,
brought
up
last
last
time
for
20
years
as
well
as
Jerry
Randall
Pope
he's
offered
our
public
works
department
he's
at
our
side.
He
has
35
years
of
service.
G
He
started
to
work
with
us
when
he's
17
years
old,
and
you
may
or
may
not
know
that
with
our
employees
on
the
five-year
increments,
we
give
them
a
service,
pin
a
service
award
check
which
is
ten
dollars
per
year
of
service
and,
of
course,
the
Mr
Pope's
situation.
We
did
have
something
small
over
at
the
public
works
department.
Mr
hope
is
very
strong,
introvert
and
a
little
bit
shy.
So
we
didn't
want
him
to
feel
uncomfortable,
but
I
wanted
him
to
recognize
him
for
his
service.
G
So
we
do
appreciate
the
ability
to
be
able
to
do
that.
In
addition
to
those
people,
I
did
want
to
might
mention
our
very
own
Mr
Nathan
Ingram
will
be
with
us
at
11
years
this
month,
as
well
as
sergeant
Ben.
Gillen
will
be
four
months.
24
years.
Excuse
me
11
years
and
24
years
as
far
as
certifications
I,
we
have
with
us
tonight
miss
Haley
simmerleaf,
which
has
only
been
with
us.
This
June,
however,
in
amongst
getting
married
this
past
weekend,
she
has
obtained
her
building
a
residential
building
certification.
That's
the
certification.
G
It
takes
a
good
amount
of
time.
It
is
a
proctored
exam
to
our
exam.
So
we
wanted
to
recognize
her
achievements.
She's
proceeding
on
to
her
next
certification
as
well
as
Merritt
McClure
he's
been
with
us
over
10
years.
I
think
he's
been
with
us
over
15..
He
got
his
commercial
residential
inspector
certification
and
then
both
Felicia
and
I
have
obtained
our
certified
employee
benefits
system
certification,
which
is
a
of
exams
to
get
through.
That
was
going
to
pull
our
hair
out,
but
almost
two
years
to
get,
but
along
this
we
just
feel
like.
C
Definitely
great
because
at
least
installed
I
think
it's
important
for
our
citizens
to
know
how
long
our
staff
and
employees
have
been
here
and
the
great
work
they're
doing
and
continue
to
to
so
congratulations
to
miss
Petty,
Mr,
Gene,
Mr,
Campbell,
Mr,
Pope,
Mr,
McClure,
Mr
Ingram,
this.
Similarly
Miss
Wright
and
Miss
Waters
and
did
I.
Was
there
one
more
in
there.
C
You
have
in
your
packet
the
council
draft
minutes
from
October
6
meeting.
Do
we
have
any
changes.
C
I
Mayor
members
of
council,
just
as
you
stated,
this
is
informational-
only
I
expect
to
have
comments
back
from
the
Departments
next
week.
This
these
two
items
will
be
on
the
November
3rd
agenda
as
a
public
hearing
I'm
hoping
to
have
comments
from
the
county.
However,
they're
scheduled
to
discuss
this
on
November
the
1st,
according
to
an
email
that
I
got
from
one
of
the
county
staff
members.
So
hopefully
I
won't
have
their
comments
in
as
well
and,
as
you
said,
it's
for
2.38
Acres,
the
signs
have
been
posted.
The
county
has
been
notified.
I
The
ads
been
running
the
paper
so
far,
I've
only
had
one
phone
call
from
a
resident
on
Roland
Road
and
it
and
it
was
actually
Debbie
Roland
I
guess
the
road
is
named
after
his
family
and
she
was
concerned
that
the
city
was
going
to
extend
a
road
from
Cherokee
Toyota
on
to
Roland,
Road
and
I,
explained
to
her
no
ma'am.
This
is
Cherokee
Toyota,
looking
to
use
the
property
as
vehicle
storage.
Only
there
will
not
be
a
road
going
through
there
to
connect
to
Rolling
Road
and
she
seemed
to
be
satisfied.
C
B
Already
ahead
again
so
on
the
third
quarter:
crime
stats,
we
look
at
and
we've
had
this
discussion
on
the
violent
crime
we
still
and
I
meet
with
our
criminal
investigation
division
weekly
to
go
over
our
numbers,
the
we
still
are
seeing
the
family
violence
that
last
year
would
have
been
misdemeanor,
simple
assaults,
and
you
can
see
simple
assaults
are
down
31,
that
due
to
the
new
law,
which
is
a
much
needed
new
law,
the
strangulation
is
a
felony
and
is
a
crimes
against
person
that
that
we
have
on
here.
B
I
would
also
and
I
thought
when
I
was
looking
at
the
numbers,
and
this
is
a
discussion
we
have
sometimes
and
I.
Don't
think.
We've
ever
had
this
discussion
that
maybe
you
do
or
don't
know,
but
because
we
have
a
major
hospital
and
an
emergency
room
in
the
City
of
Canton.
It's
not
uncommon
for
us
to
get
dispatched
there
to
someone
due
to
their
level
of
intoxication
or
drug
use.
B
It
says
a
certain
thing
occurred,
but
they
don't
know
exactly
where
and
because
they're
in
the
city
of
a
Canton
when
they
make
that
report,
unless
we
can
prove
where
that
occurred
and
that
it
didn't
occur
in
the
City
of
Canton,
then
that
is
ours
to
investigate.
So
some
of
those
cases
do
occur
and
just
the
same
as
some
people
show
up
at
the
hospital
intoxicated
saying
something
may
occurred
to
them
that
a
week
or
so
later
the
investigators
say
I,
don't
really
think
that
did
occur.
However,
we
can't
absolutely
prove
it
didn't
occur.
B
So
then
we
keep
the
investigation
and
we
keep
the
stat
going
down
to
the
property
crimes.
The
one
thing
that
stood
out
to
me
was
the
the
burglary,
non-forced
and
I
think
this
is
a
great
example.
First
of
all
we
talked
about
during
the
pandemic.
Our
burglars
were
down
because
people
were
home
and
then
again
on
this
one,
it's
non-forced,
which
is,
is
kind
of
frustrating
it's
kind
of
frustrating.
B
C
E
I
just
wanted
to
let
make
sure
everybody
knew
that
we
are
moving
forward
on
our
bowling:
Park
basketball,
court,
Improvement
project,
the
Court's
already
been
resurfaced
and
re-striped,
and
we
our
Cultural
Arts
commission
and
a
local
artist.
Rob
Walker
bundo,
we're
fortunate
enough
to
partner
with
a
group
called
Art
in
the
paint
that
specializes
in
redoing
basketball
courts
with
murals
for
mostly
underserved
communities,
but
they
sort
of
fell
in
love
with
what
we
were
doing
here
and
are
partnering
with
us
to
do
that.
E
So
it'll
be
closed
next
week
and
painted
hopefully
Tuesday
through
Thursday
and
then
at
some
point.
After
that,
we'll
schedule
a
ribbon
cutting
great.
C
Next
we
have
our
10-minute
public
input
and
we
have
two
members.
The
public
signed
up
to
speak
Mr,
Robert,
Rhodes,.
J
There
are
now
two
medical
buildings
that
were
built
that
are
now
in
use
that
are
across
the
street
from
our
exit
and
entrance.
There
is
a
problem
when
they
built
our
subdivision.
We
do
not
have
another
exit
or
entrance
to
it.
So
there
is
a
problem.
There
is
quite
a
way
to
get
out
of
the
subdivision
and
exit
and
the
people
speed
up
the
hill
from
the
from
575..
J
The
amount
of
traffic
going
both
ways
makes
it
hard
to
exit
from
the
subdivision
going
either
way
we
have.
We
have
to
wait
at
least
10
minutes
15
minutes
to
get
out
of
the
subdivision,
and
the
problem
is
that
when
the
traffic
goes,
that
fast
you're
afraid
to
even
get
out
on
the
in
the
traffic,
it's
just
bad
news
because
they
speed
like
hell
going
up
that
hill
I
I
think
you're
a
policeman
probably
know
about
that.
J
The
traffic
light
would
be
a
definite
safe
proposition
that
that
is.
That
is
what
I'm
asking
for
to
consider
a
traffic
light.
At
that
point,
you
got
the
medical
buildings.
You
have
our
exit
and
entrances
it.
It's
a
mess,
try
to
get
out,
I,
I,
I'm,
afraid
actually,
of
course,
I
speed,
so
fast
up
the
hill
that
one
of
these
days,
somebody's
going
to
have
a
bad
accident
and
the
traffic
light
would
would
stop
that
right.
Thank
you.
E
C
Okay,
so
we
have
a
motion
to
adjourn
to
executive
session,
discuss
potential
litigation
and
a
second
any
further
discussion,
all
in
favor,
say
aye
all
opposed
name,
so
we
will
be
adjourning
to
Executive
session.
Of
course,
returning
we
would
need
a
motion
to
re-enter.
C
Second,
to
enter
our
regular
council
meeting,
all
in
favor,
say:
aye
aye,
hostname,
okay,
we
are
reitering
our
council
meeting.
We
will
pick
up
with
old
business
item
a
discussion
and
possible
action
on
case
cup
2207-004
Misty
Way
and
Missy
Court
request
for
approval
of
a
296
unit
apartment,
complex
Mr,
Green.
I
I
I
I
The
first
condition
is
the
native
plant.
Rescue
Society
shall
be
allowed
access
to
property
prior
to
any
land
disturbance
in
order
to
search
for
and
rescue
any
endangered
plants.
The
owner
developer
shall
contribute
250
dollars
per
unit
to
the
Cherokee
County
School
District.
As
noted
in
William
J
sebring's
later
dated
April
27
2022.
I
Let's
see
prior
to
the
auditions
of
a
land,
disturban
land
disturbance,
permit
a
relocation
plan
for
current
residents
shall
be
furnished
to
the
mayor
and
Council
for
review
and
approval.
The
development
shall
adhere
to
the
international
fire
code.
The
owner
developer,
should
control
shall
contribute
800
per
unit
to
the
Canton,
affordable
housing
fund.
I
I
The
development
shall
be
limited
to
a
maximum
of
286
residential
units,
and
the
owner
developer
shall
provide
an
easement
within
the
stream
buffers
for
possible
expansion
of
the
City
of
Canton
trail
system.
This
will
consist
of
a
minimum
temporary
30-foot,
wide
construction
easement
and
a
20
foot
wide
permanent
easement
of
the
trail
itself.
D
And
just
to
clarify
the
the
item
for
the
800
contribution
to
the
housing
fund
would
come
at
building.
Permit.
C
So
we
have
any
questions
for
Mr
greeny
comments
open
up
for.
H
L
A
M
C
K
N
C
C
K
C
O
Now
we
get
to
the
fun
stuff
yeah,
so
we
just
want
to
move
forward
cleaning
our
Allen
pond
so
that
we
can
actually
clean
our
our
set
basins
at
the
at
the
water
plant.
They
need,
they
need
cleaning
pretty
bad
so,
and
this
this
cost
of
500
and
30
000
is
is
based
on
a
certain
tonnage.
I
think
it's
450
tons,
so
that
could
go
up
or
down
depending
on
what
they
pull
out.
O
And
all
this
material
will
be
land
applied
on
denali's
property
in,
as
agreed
to
with
the
Department
of
Agriculture.
O
O
Well,
last
time
we
did,
it
was
10
years
ago
moving
forward,
I'm
hoping
this
will
be
the
last
time
because
we
may
have
a
a
new
plant
in
the
future
that
will
have
a
solid
handling
facility
on
it
or
we
could
put
it
as
a
maintenance
project
and
do
it
every
couple
years.
So
that's
a
lot
easier
to
deal
with,
but
we
can
do
it
one
way
or
another,
but
not
not
too
often.
O
A
C
C
C
L
C
All
members
vote
for
the
motion:
new
business.
We
have
three
items
item
a
discussion
toward
task
order:
number
six
to
Black
for
design
and
construction;
Administration
services
for
the
new
Brown
industrial
water,
booster,
Pump,
Station,
Mr,
Tavian,.
O
Yeah
this
project
was
identified,
I
believe
in
the
master
plan
that
was
completed
back
in
2018.
This
project
will
give
us
more
reliable,
Water
Service
to
all
of
the
East
Canton
area.
It
will
allow
us
to
take
the
Big
Oak
tank
or
East
Canton
tank
down
for
for
service
to
do
washouts
and
things
like
that,
and
it
will
replace
a
very
aged
station.
That's
I
think
it's
on
North
Crystal
street,
but
it's
some
reason.
It's
known
as
the
Coker
Street
Station,
but.
H
O
H
Do
you
have
Mr
Potato
I
think
I
understand
that,
once
if
we
decide
to
move
forward
that
station
there
on
North
Crystal
would
be
demolished.
Yes,.
O
Well,
at
least
it'll
be
decommissioned,
I,
don't
know
if
they'll
take,
they
can
take
it
out,
I'm,
not
sure,
but
the
the
existing
ground
tank
next
to
the
library
will
be
demoed,
and
that's
where
this
new
station
will
be.
This.
O
N
Is
how
much
area
is
that
land
ballpark.
O
I've
got
a
it
would
either
be
one
of
two
ways
we
can
have
it
done
in
conjunction
with
those
three
tanks
on
East
Main,
Street
I've
got
quotes
on
that
or
we
could
include
it
in
the
construction
of
the
station
itself.
O
N
C
P
You
very
much
so
this
is
a
proposal
for
the
West
Main
pedestrian
Corridor,
as
you
can
see
in
your
packet,
PVP
did
supplies
the
concept
of
the
project
and
this
contract
would
be
for
Design
Services
as
well
as
construction
management
timeline
is
designed,
10
months
utility
permitting
and
right-of-way
acquisition,
eight
months
and
then
construction
24
months.
P
The
reason
for
the
long
construction
time
is
due
to
the
utility
relocations,
putting
the
power
and
fiber
cable,
Underground
and
I'll
be
happy
to
answer
any
questions.
H
I
do
have
one
question:
Miss,
Watson
I,
remember
a
discussion
about
this.
Forgive
me
I'm
not
very
good
at
reading
these,
but
isn't
the
iteration
that
we're
considering,
wouldn't
it
be
wider
on
the
let's
see
this
I
guess
is
that
the
north
side
of
the
street,
the
side
that's
away
from
the
holler
and
opposite
from
the
holler
and
and
Menagerie
on
Main.
P
Sure
so,
the
reason
why
we
decided
to
put
the
sidewalk
on
that
side
of
the
street
is
is
because
it
would
keep
people
from
having
to
cross
the
road
from
coming
from
downtown.
P
There
is
enough
room
on
the
other
side
of
the
roadway
to
put
a
five
foot
sidewalk.
If
we
decided
to
do
that,
we
did
want
to
do
that.
Okay,.
C
D
Pedestrian
bridge,
so
here
in
Council,
we
had
a
received
Outreach
from
Department
of
Community
Affairs
and
Appalachian
Regional
Commission
staff
member
at
DCA,
about
putting
in
an
application
for
funding
as
part
of
their
cycle
for
projects
and
Angie
Busby
works
specifically
on
this,
with
Bethany
Watson
and
Mr
Ingram
and
Melissa
Forrester,
and
we
provided
an
application
to
them
for
30
percent
funding
for
a
pedestrian
bridge
across
from
the
new
Trail
section.
That's
under
construction.
D
D
D
It
would
be
Recreation
impact
fees,
Recreation
Port
of
splice
Tad
could
fund
it
if
it
needed
to.
E
I
just
wanted
to
I
think
she
had
to
leave
but
wanted
to
give
a
shout
out
to
our
director
of
Tourism
and
economic
development.
If
you
just
celebrated
her
one
year
anniversary
here-
and
this
is
a
really
big
deal-
that
she
was
able
to
fit
this
Grant
and
it's
a
really
big
game,
changer
for
downtown
and
really
exciting,
so
I
would
move
to
approve.
C
So
we
have
a
motion,
a
second
any
further
discussion,
all
in
favor
say:
aye
opposed,
nay,
all
Mayors
voted
for
the
motion,
it's
very
exciting
and
it
will
connect
to
our
new
extension
of
the
West
Trail
extension,
so
very,
very
exciting
news
so
be
great
to
get
this
project
underway.
So
Mr
Peppers.
D
Just
a
few
items
there
are
two
public
hearing
cases
that
I
need
to
make
you
aware
of
that.
The
applications
coming
came
in
in
October.
These
will
come
before
you
for
a
public
hearing
on
December
1st.
The
first
is
related
to
a
zoning
zoning
text,
Amendment
22
1004
Park
Village.
D
This
is
the
other
half
of
Park
Village
that
the
county
owns
So
Below,
the
the
piece
that
we
just
went
through
the
zoning
part
on
with
Becker
the
application
is
being
made
by
the
Cherokee
County
Development
Authority,
and
the
proposal
is
to
replace
the
allowed
residential
uses
with
office
and
Industrial,
which
would
tie
into
Bluffs
court.
So
that
will
be
coming
to
you
on
December
1st.
The
second
one
is
for
a
rezoning
r,
rzon
2209006
and
a
conditional
use
permit
2209.007,
and
that
is
that
three
addresses
1250
and
70
Marietta
Circle.
D
This
is
from
West
Latimer
a
request
to
rezone
the
property
from
ra-6
to
ort
for
the
development
of
24
residential
units,
single-family
detached
duplex
and
quad
Plex.
So
those
both
will
come
to
council
December.
1St
I
did
want
to
bring
one
item
to
you.
That
is
not
on
the
agenda,
but
will
show
up
on
the
agenda
in
November
discussion
in
action.
If
you'll
recall,
we
did
several
months
ago
provide
a
task
order
for
Atkins
to
go
out
and
do
some
water
line.
D
Relocation
designs
for
us
at
Avery,
Road
in
State,
Route,
140
GDOT
in
Cherokee
County
have
some
road
work
projects
out
there.
This
is
an
area
where
the
city
provides
water
service,
but
it's
outside
the
city
limit
and
as
part
of
gdot's
project.
They
require
that
they're
utility
providers
provide
relocation.
D
We
did
provide
the
relocation
plans.
We
did
go
out
to
bid
cam
Contracting
with
the
low
bid
at
563
969.
We
do
have
to
pay
to
relocate
the
so
we'll
be
bringing
that
contract
to
you
at
the
next
meeting,
but
we
will
need
action
at
the
next
meeting
so
that
they
can
meet
their
notice
to
proceeds
on
that
particular
project.
D
D
We
have
had
public
works
out,
pulling
Waste
Management
containers
that
remain
in
the
area,
some
of
those
full
of
garbage.
We
have
been
relocating
those
to
our
Ridge
Road
facility
and
keeping
up
with
that.
We've
been
keeping
up
with
our
costs
associated
for
recovering
Waste
Management
items,
and
we
will
of
course
be
reaching
out
to
waste
management
with
their
last
Bills
to
let
them
know
how
much
that
cost
was.
D
In
general,
the
commentary
from
the
public
has
been
that
when
an
issues
come
up
and
we've
notified
Waste,
Pro
or
they've
notified
Waste
Pro,
it's
been
handled
appropriately
in
a
timely
manner.
Our
utilities
staff,
if
we've
had
a
concern,
come
in
we've,
been
able
to
reach
out
we've
got
really
great
response
from
the
new
provider.
D
We
know
that
anytime,
you
have
basically,
you
know,
12
to
14
000
carts
that
are
moving
in
and
moving
out.
It's
not
going
to
be
an
easy
trends,
but
at
this
point
it's
a
much
cleaner
transition
than
we've
experienced
before
that
doesn't
make
it
easier
for
someone
who's
experienced
an
issue
and
we
understand
that
encourage
them
as
always
to
reach
out
to
the
city,
and
let
us
see
what
we
can
do
to
help
with
that
particular
situation.
D
We've
had
just
a
tremendous
amount
of
work,
that's
been
laid
at
our
utility
department
and
in
our
public
works
department,
and
they
have
done
a
great
job
of
trying
to
meet
that
challenge.
So
I
really
appreciate
their
hard
work.
We've
put
out
as
much
communication
as
we
can.
We've
just
put
out
a
new
flyer:
I,
don't
have
a
copy
of
it
with
me
tonight,
but
on
one
side
it
it
lists
specifically
the
things
that
Waste
Pro
collects
and
and
what
they
handle
with
recycling.
D
D
That
that's
a
good
point.
We
had
received
a
call
last
week
from
Waste
Pro.
Currently,
our
back
door
service
in
the
city
is
on
Mondays.
Monday
has
is
also
a
heavy
route
day
in
that
it's
mostly
River
green
diamond
ridge.
In
that
particular
area,
they
had
requested
the
ability
to
change
the
route
day
to
Friday.
We
specifically
asked
them
if
they
were
going
to
do
that,
to
give
a
period
of
notice
of
couple
plus
notify
the
residents,
but
their
contract
allows
them
to
swap
days.
L
F
F
D
You
sure,
and-
and
you
know
that
that
particular
location
we've
talked
about
it
at
the
staff
level.
You
know
it's
a
it's
an
example
where
the
city's
on
one
side
of
the
road-
and
you
have
an
unincorporated
area
on
the
other
side
of
the
road
and
the
county,
approves
a
project
on
the
unincorporated
side,
really
without
a
whole
lot
of
input
is.
D
D
D
If
we
need
to
do
a
warrant
analysis,
I
think
the
county
should
pay
for
at
least
half
of
it,
because
you
developed
on
half
the
road
after
our
project
was
already
in
and
if
a
light
does
need
to
be
placed
in
there
and
Council
decides
that
that's
an
important
use
of
of
taxpayer
dollars
and
GDOT
won't
pay
for
it,
then
I
think
the
county
should
pay
for
half
of
that
as
well.
So
I.
C
We
had
no
cancel
entrees
items
or
gender
approval
points,
making
sure
have
nothing
to
report
tonight.
I
do
want
to
thank
everyone
in
attendance
for
their
patience
tonight,
our
short
little
recess
there.
Sometimes
we
do
have
to
have
to
pause
and
make
sure
that
we
are
being
responsible
and
and
making
the
best
decisions
possible
for
our
residents
and
I
want
to
thank
my
colleagues
on
Council
for
their
civil
and
thoughtful
discussion
this
evening
and
as
a
very
every
evening
and
every
day
that
we
serve
our
citizens
in
their
best
interests.
