B
Republic,
for
which
it
stands,
one
nation
under
God,
indivisible
with
liberty
and
justice
for
all
Miss
Wilson.
Let
us
pray
o
God
of
creation.
We
praise
you
for
blessing
us
in
so
many
ways
as
we
consider
the
seasons
and
welcome
Autumn
months
May,
the
earlier
setting
of
the
sun
remind
us
to
take
time
to
rest
May.
The
changing
of
the
leaves
remind
us
of
the
order
of
your
creation.
B
A
Time
we'll
consider
approval
of
tonight's
agenda
of
any
changes,
additions,
revisions
or
motions
I.
A
A
We
have
one
informational
item
tonight.
This
is
for
your
information
only
on
coming
cases,
Mr
Green,
who
have
information,
only
presentation
of
Staff
report,
case
cup
2207-004,
Misty,
Way
and
Misty
Court
request
of
approval
for
our
296
Department
complex.
G
Thank
you,
Mr
Mayor,
emergency
Council
has
stated.
This
is
a
conditional
use.
Permit
request
for
the
for
both
departments
out
at
Misty
Way
on
your
staff
report
at
the
next
meeting.
We'll
have
a
lot
more
information
in
it
once
I
get
comments
back
from
staff
members.
As
you
may
recall,
this
has
been
before
the
council
once
it
was
denied
without
prejudice,
so
they
were
allowed
to
resubmit,
and
this
is
going
back
through
the
same
channels,
I
believe
on
September
the
29th.
G
We
may
have
a
meeting
with
Mr
Waterman
Mr
Tolan
and
Ms
Schmidt
with
the
applicant
that
is
being
set
up
for
that
type
of
information.
Meeting
I
believe
Mr
Huff
will
be
there
to
further
explain
the
improvements
that
have
been
made
to
the
plan:
the
emergency
access
route
through
the
school
property,
the
alignment
of
the
Ingress
egress
Point
onto
high
on
the
Knox
Bridge
Highway.
That
will
be
the
main
point
of
entrance,
so
you
will
get
more
information
at
the
next
staff
report
at
the
next
council
meeting.
A
Do
we
have
any
announcements
this
evening,
foreign
public
input
as
Mr
cartwheel
put
it
earlier.
It's
like
either
hot
or
cold
around
here,
so
so
so
we'll
move
right
into
Old
business
item,
a
discussion
and
possible
action
in
case
it's
MPA
805-01
and
cup2205-002
master
plan,
amendment
to
add
residential
as
an
approved
use
in
pod
J
of
the
River
Song
development
and
conditional
use
permit
approval
to
construct
a
181
unit.
Townhome
development
on
40.74,
40.74,
Acres,
Mr
Green.
All.
G
Right,
thank
you
again.
Mr
Mayor
member
Council.
As
you
stated,
this
is
a
request
for
a
master
plan
amendment
to
allow
residential
uses
at
pod.
J.
The
proposed
uses
is
the
town
home
development
of
181
units.
When
this
application
was
first
submitted,
it
was
envisioned
that
these
would
be
owner
occupied
since
the
submission
of
the
application,
the
economics
have
changed,
interest
rates
have
gone
up,
cost
of
materials
have
gone
up,
and
the
applicant
now
was
proposing
this
to
be
an
all-rental
Community.
G
They
have
made
some
changes
to
the
plan
to
include
some
different
widths
of
town
homes.
There
were
numerous
questions
asked
at
the
last
council
meeting
of
the
applicant.
Those
questions
were
forwarded
to
him.
He
responded
I
emailed
those
responses
to
you
folks
this
afternoon,
I
also
sent
you
two
pictures
or
two
slides.
That
indicated
where
the
five
foot
mulch
Trail
would
go
and
where
the
median
breaks
are
proposed
to
be
on
Bluffs
Parkway.
G
A
Okay,
so
since
I
know,
this
is
a
master
plan
amendment
to
allow
residential
and
but
the
residential
to
include
the
the
town
homes
which
are
attached,
Town
Homes
would
require
cep
so
we'll
discuss
these
these
two
together,
so
discussion,
questions
comments
from
Council
any
questions
for
Mr
Green
I.
G
Will
make
one
other
comment
if
I
made
that
in
the
staff
report,
there
was
three
staff
recommending
conditions
if
these
get
approved
tonight,
if
you
do
approve
them,
I
would
like
to
to
include
those
conditions
if
you're
so
inclined
with
the
motion.
Okay,.
F
If
there's
no
discussion
at
this
point
in
reference
to
cases,
MPA
2205-001,
scup,
2205-002
master
plan,
Amendment
and
add
to
ad
residential
and
cup
for
it
to
be
multi-family
I
motion
to
deny
second.
A
A
Cnn,
we
will
take
a
vote
all
in
favor
to
deny
both
the
master
plan.
Amendment
and
the
conditional
use
permit,
say:
aye
oppose
a
name.
All
members
voted
for
the
motion:
Item
B
discussion
and
possible
action
on
the
community
revitalization
plan,
as
requested
by
Dominion
Mr
Patton.
D
It
is
a
part
of
their
application
if
you
will
for
a
four
percent
buying
program
that
is
a
competitive,
Statewide
Bond
program
through
Georgia
Department
of
Community
Affairs,
the
community
revitalization
plan,
if
the
city
were
to
adopt
that
would
have
allowed
to
minimum
to
obtain
additional
points
towards
the
scoring
of
their
application
staff,
would
recommend
city
council
approve
and
adopt
the
community
revitalization
plan
I'm
here
to
answer
any
questions
and
there's
a
Dominion
representative
here
as
well.
If
there
are
any
questions
for
Dominion.
C
There
are
no
comments,
I'd
like
to
make
a
motion
that
we
approve
the
community
revitalization
plan,
as
submitted
by
dominium.
Second.
A
A
H
Good
evening,
good
evening,
Marion
Council,
as
you
previously
stated,
this
is
to
bring
forth
the
guardian
Alliance
technology
platform
agreement,
just
a
brief
description
on
what.
Obviously
you
have
in
front
of
you,
but
throughout
the
last
few
years,
we've
observed
a
need
to
overhaul
our
hiring
processes
in
order
to
make
it
more
efficient
and
effective.
When
selecting
our
agency's
Personnel
We
Begin,
researching
different
platforms,
and
we
observed
Guardian
Alliance
as
a
effective
and
well-organized
platform
that
we
believe
would
meet
the
needs
of
our
agency.
H
The
platform
will
take
our
outdated
paper
style
investigative
process
and
transform
it
into
a
digital
workspace
aligning
with
our
City's
tenant
of
sustaining
our
natural,
so
going
green,
no
more
big
paper
folders
to
carry
around
and
pass
through.
It
will
allow
us
to
save
time
and
money
and
make
the
hiring
process
more
expeditious,
while
keeping
the
Integrity
of
each
background
investigation.
The
platform
will
Aid,
also
Aid
Us
in
further
standardizing
our
background
investigation
process.
H
As
previously
mentioned,
the
platform
offers
a
more
cost
effective
and
time-efficient
background
process
by
eliminating
the
need
for
paper
folders,
the
passing
of
those
folders
through
a
chain
of
command.
The
need
for
storage
space
and
provide
a
more
organized
way
to
pull
previous
applicants
files
when
needed,
that
information
will
be
stored
on
the
Amazon
web
services,
govcloud
storage.
H
So,
at
the
end
of
the
the
search
for
the
best
platform
to
utilize,
we
also
saw
the
need
for
further
standardizing
our
background
process.
H
It
provides
the
platform
itself,
provides
checklists
conditional
offer
and
final
offer
reports
along
with
custom
and
trackable
questionnaires.
It'll
also
provide
us
with
equal
employment
opportunity
and
Workforce
allocation
data,
which
would
be
extremely
helpful,
so
the
cost
for
the
program
varies
based
on
the
services
that
revised
the
triage
application.
Part
of
the
platform
is
free.
We
are
not
charged
until
an
applicant
is
moved
into
the
background
investigative
process.
The
investigation
Center
is
fee
is
fifty
dollars
per
candidate.
H
There
are
no
annual
fees,
no
minimum
use,
no
data
storage
cost
and
you
only
pay
for
what
you
use.
That's
why
it's
essentially
an
agreement.
Training
and
setup
is
free,
as
you
know,
from
the
documentation
provided
there
are
other
fees
for
credit
reporting
and
social
media
screening.
If
we
choose
to
utilize
those
features,
this
is
a
simplified
Outlook,
but
overall,
to
take
our
hiring
files.
Digital
has
been
overdue
when
hiring
multiple
applicants.
H
This
platform
would
allow
us
to
keep
up
with
the
evolving
timelines
as
the
processes
go
through
with
each
applicant
as
an
investigator
who's
been
in
hiring
for
the
last
four
years.
I
see
this
as
a
major
asset
to
our
agency
to
make
this
process
more
efficient,
more
cost,
effective,
accessible
and
standardized
for
us.
F
You
hi,
do
you
have
an
estimate
on
how
many
times
a
year
you
might
be
using
this.
H
Potentially
up
to
50
times,
15.-
that's
15,
yes,
ma'am,
so
potentially
15
candidates
that
we
would
utilize
it
for
now,
if
we
didn't
so
that's,
essentially
what
we
budgeted
for
if
we
did
not
use
all
of
those
15
positions
or
candidate
positions
within
the
platform,
those
monies
would
roll
over
to
the
next
year
and
we
would
not
have
to
add
in
that
additional
cost
in
the
next
budget.
Thank
you.
You're
welcome.
C
You
have
a
couple
of
discount
questions
now.
First,
congratulations
I
think
we
celebrated
National
women
police
officer
day
this
week.
Yes,
so
thank
you
for
your
service
and
city.
Thank
you.
I'm
very
familiar
with
applicant
tracking
systems.
Come
haven't,
come
out
of
the
executive
search
business.
This
sounds
like
it's.
A
applicant
tracking
system
on
steroids,
really
with
that's.
G
C
H
H
It's
not
necessarily
a
contract,
it's
just
an
agreement
to
utilize
the
platform.
So
if
we
choose
to
only
use
say
five
candidates,
so
we've
got
five
candidates
that
go
through
the
process
and
they
move
past
the
tree
out.
H
We've
got
fifty
dollars
per
five
or
per
individual
candidate,
so
those
monies
is
be
what
we
would
pay,
and
that
is
all
that
we
would
pay
for
the
use
of
that
product
strictly.
A
E
E
B
Thank
you
for
that
very
good
presentation.
Sergeant.
Thank
you.
Ma'am
I
appreciate
that
anytime
we
can
help
the
police
department
make
their
chores
a
little
bit
less
I
think
we
should
so.
Therefore,
I
make
a
motion
that
we
approve
the
guardian,
Alliance
Technologies
agreement.
A
I
Good
evening,
Mary
Council,
usually
we
bring
disposition
of
assets
to
y'all
in
the
springtime
the
2015
Tahoe
that
you
see
on
the
list,
which
is
the
significant
item
on
that
list,
was
slated
to
come
before
y'all
in
the
spring.
But
this
decided
to
kick
the
bucket
a
little
sooner
than
expected.
He
was
having
transmission
problems
so
in
lieu
of
replacing
it
the
transmission
at
a
cost
of
four
to
five
thousand
dollars
or
or
even
higher,
we're
asking
that
Council
consider
going
ahead
and
approving
this
position
of
that
asset.
I
In
addition
to
that,
Tahoe
we
have
a
few
radios
actually
a
few
about
65
radios
that
are
part
of
the
old
system
that
we
migrated
to.
You
know
with
the
county,
so
that's
part
of
the
old
system,
so
we'd
like
to
go
ahead
and
get
approval
to
dispose
of
those
assets.
These
will
be
placed
depending
your
approval
on
gov
deals
the
website
and
it
will
be
open
for
auction
to
anyone
and
everyone.
Other
agencies
whomever
should
like
to
auction.
A
J
We
could
wait,
but
that
would
be
our
preference
by
September
30th,
and
some
of
the
reasons
for
the
budget
amendment
are
that
we
had
a
larger
pool
of
reserves
available
from
prior
years,
estimated
originally
thirty
thousand
dollars
in
reserves
we're
going
to
end
up
with
a
little
more
than
69
000
from
last
year.
We
also
are
going
to
reassign
some
funds.
We
had
originally
budgeted
in
July
of
2021
to
spend
35
000
with
the
Cherokee
County
Arts
commission.
J
J
Is
increasing
Reserves,
our
Reserve
estimates
and
re
reshifting,
some
of
our
expenditures
and
all
the
total
amendments
are
just
38
297
dollars
and
approval
of
these
amendments
will
result
in
a
payment
to
Canton
tourism
of
123
297
dollars
and,
if
you'd
like
me
to
go
through
how
we've
already
spent
certain
funds
in
the
hotel
tax
fund
this
year,
I'd
be
glad
to
go
through
that
with
you
and
also
be
glad
to
go
over
the
rules
regarding
our
spending
restrictions
on
this
special
Revenue
fund.
If
you'd,
like
some
more
information.
A
Just
to
confirm
the
funds
we
had
allocated
for
the
Cherokee
Arts
commission,
Center
that
that
Center
has
dissolved,
and
so
those
funds
are
obviously
no
longer
needed.
So
we
are
moving
those
into
the
Canton
Arts
commission
to
be
just
been
on
on
the
city,
arts
project
so
and
art
and
funding
for
our
Master
Arts
plan
and
other
projects
included
in
that.
So
just
want
to
make
sure
that
that's
clear
for
any
citizens
who
may
be
watching
or
in
the
audience.
D
K
A
K
I
just
wanted
to
briefly
make
a
couple
of
comments
on
October
the
6th.
We
will
be
having
an
open
house
for
the
public
for
our
transportation
master
plan.
That's
the
second
one
it'll
be
here
in
the
auditorium,
starting
at
3
30..
Additionally,
that
day
at
five
o'clock
we'll
be
doing
the
ribbon
cutting
over
the
parking
deck
and
the
solar
canopy
at
the
same
time,
and
then
we
have
a
council
meeting
that
night,
so
our
citizens
that
want
to
be
engaged
at
City
Hall
from
3
30
until
whenever
the
meeting's
over
there's
lots
of
opportunities.
K
That
evening,
additionally,
we
had
a
wonderful
Multicultural
Festival
on
Saturday
that
we
could
not
have
done
without
a
lot
of
hands
on
deck.
Our
our
Police
Department
was
heavily
involved
with
that
great
leadership
there
from
those
employees
assistance
from
our
from
our
our
friends
from
the
faith
community,
especially
Pastor
Brando
sponsorship
of
Canton
tourism,
among
others.
K
If,
if
you
got
to
go
out
to
the
event,
it
was
just
a
wonderful
opportunity
for
families,
I
tried
some
food
I
have
never
had
before
and
it
was
delicious
and
I
think
everybody
had
a
good
time
with
that.
We
had
lots
of
visitors
from
all
over
the
region,
and
so
it
was
a
wonderful
event,
and
so
that's
really
all
I
have
unless
you
have
any
questions
for
me,
questions
for.
A
Mr
peppers
awesome.
Thank
you.
Leave
me
alone.
I
just
want
to
reiterate.
I
want
Mr
pepper
said
it
was
a
great
Multicultural
Festival
in
the
city,
and
it
was
just
very
impressive
and
very
proud
of
the
city.
I
did
present
a
proclamation
at
the
festival
for
Hispanic
Heritage
Month,
which
today
is
the
first
day
so
happy
Hispanic,
Heritage
Month,
which
will
run
through
October
16th,
and
we
had
a
large
constituent
of
Hispanic
heritage
residents
who
families
and
children,
and
it's
just
a
great
day.
A
You
had
a
great
crowd
who
who
pres,
who
accepted
the
proclamation
we
presented,
both
in
English
and
Pastor
Brando
presented
in
Spanish,
who
who's
Spanish
is
a
little
bit
better
than
mine.
So,
but
it
was
a
great
great
day
and
I
was
happy
to
present
that
that
Proclamation
so
and
that's
all
I
have
this
evening.
So
with
that,
we
will
I'll
entertain
a
motion
to
adjourn
in
record
time.
So
wow.
