All
should
have
several
documents,
I
think
with
you.
I've
got
a
presentation
on
the
screen
here,
we'll
be
going
through,
but
you
also
should
have
or
will
receive
if
you
haven't
already
I,
think
you've
got
a
copy
that
you're
you
can
draft
form,
at
least
of
the
annual
comprehensive
financial
report
and
there's
a
couple
letters
in
there.
Most
all
of
my
time
will
be
spent
on
the
presentation.
F
However,
I
am
happy
to
answer
questions
on
any
any
of
the
documents
that
Jeff
I
actually
brought
on
also
a
a
bound
copy
of
the
presentation
if
you
want
to
flip
along
rather
looking
on
the
screen
either
way
is
fine
before
I
get
started
going
through.
The
presentation.
I
first
want
to
thank
you
all
and
thank
your
your
team.
F
Obviously,
we
bother
some
of
your
folks
a
little
more
than
others,
but
we
do
visit
most
offices
and
and
ask
a
lot
of
questions,
request
a
lot
of
documentation
and
by
and
large
they
all
they
all
provide
that
and
do
it
with
a
smile.
So
we're
appreciative
of
that.
A
lot
of
work
goes
into
the
audit.
F
We
feel
like
we're
pretty
thorough,
but
we
are
appreciative
of
the
team
and
and
everything
during
the
audit
went
very
well
so
I
mentioned
we,
we
do
bother
Melissa
and
the
finance
team
a
little
more
than
others,
but
but
all
your
staff
are
very
helpful
and
we're
appreciative
of
that
all
right.
So,
looking
at
the
report,
we'll
start
first
with
our
independent
audience
report,
which
you'll
find
on
pages
one
through
three
of
the
act
for
we'll
call
it
the
annual
comprehensive
financial
report.
F
So
a
little
change
there
on
this
letter
for
this
year
nothing
changed
as
far
as
really
the
substance
of
the
letter,
but
they
did
arrange
that
letter
a
little
differently.
So
now,
when
you
think
about
the
independent
audience
report,
the
main
goal,
the
main
item
in
that
Independent
Auto
support
is
the
audit
opinion.
That
is
now
the
first
thing
you
see
in
that
letter
and
I'm
pleased
to
present
that
for
2022
we
have
an
unmodified
or
clean
opinion
on
the
financial
statements.
F
Nothing
came
to
our
attention
during
the
audit
would
prohibit
us
from
issuing
that
unmodified
opinion.
We
do
follow
with
the
city
being
a
municipality
here.
We
do
follow
government
auditing
standards
during
our
audit
and,
of
course,
these
financial
statements
we're
talking
about
are
the
responsibility
of
the
city
of
canton's
management.
Our
our
responsibility
as
your
auditor
is
to
opine
upon
give
an
opinion
that
those
financial
statements
are
not
materially
misstated,
whether
due
to
air
fraud
and
as
I
mentioned
I
am
pleased
to
present.
There
was
an
unmodified
opinion
are
in
this
entire
report.
F
100
page
report
I'm
sure
it's
a
lengthier,
414
Pages.
There
are
really
just
two
statements
in
there,
though,
that
bring
together
all
activities
of
the
city
together
in
one
on
the
full
accrual
basis
of
accounting,
and
that's
your
government-wide
statements.
That's
your
statement
in
that
position,
which
is
found
on
pages
13
to
14
and
your
statement
of
activities
which
is
found
on
page
15..
So
when
you
think
about
this,
this
is
going
to
be
all
funds.
Your
general
funds
lost
funds.
F
Your
water
fund,
all
funds
all
here
on
on
these
two
statements
as
far
as
those
activities,
so
a
few
numbers
from
those
statements,
as
you
can
see
there
for
I've,
got
a
five-year
history
for
you,
2018
through
2022
fiscal
years.
Your
net
position
or
Equity
of
the
city
broken
down
to
three
categories.
You've
got
net
investment,
Capital
assets,
it's
going
to
be
your
land
buildings
equipment,
less
accumulated
depreciation
on
those
assets,
less
any
debt
utilized
to
acquire
those
assets.
156
million
292
304
you've
got
restricted
net
position
good
example.
F
There
would
be
splos
funds
or
other
restricted
funds
you've
received
from
outside
sources
that
have
not
yet
been
spent.
At
your
end,
eight
million
twenty
five
thousand
six,
fifty
nine
and
then
your
residual
there,
your
unrestricted
in
that
position
of
27
million
52
000
415,
gives
you
total
net
position
of
191
370
378.
F
for
fiscal
year,
2022
you'll
see
your
total
net
position,
increased
18
million
four.
Ninety
eight
and
I've
mentioned
there
that
most
of
those
variances
from
year
to
year
to
year
typically
caused
from
consumption,
demand
type
revenues
like
charges
for
services
on
the
water,
water
utilities
and
then
sales
tax
revenue
sales.
Tax
revenue
has
been
something
we've
been
seeing
across
the
board,
at
least
most
of
the
north
north
Georgia
part
of
the
world.
Here,
where
those
sales
tax
revenues
have
really
increased
over
the
last
several
years,
all
right.
F
Looking
at
your
general
fund,
of
course,
the
general
fund
is
the
chief
operating
fund
of
the
city
for
most
of
your
operations.
This
is
where
you
all
spend
a
lot
of
time.
I
know
talking
about
the
general
fund.
For
the
year,
your
revenues
increased
2
million,
eight
forty,
two
zero,
zero,
nine
or
about
17
percent.
F
F
on
the
expenditure
side,
those
also
increased
9
million
four
sixty
four
eight
thirty,
it's
a
large
percentage
increase
and
a
large
dollar
amount,
but
that
was
largely
due
to
land
purchase,
which
of
course,
was
paid
for
with
American
Rescue
plan
act,
funds
that
were
transferred
into
the
general
fund.
So,
as
you
can
see
there,
the
next
category
I've
got
there
transferred
from
other
funds,
increased
9
million
four.
Ninety
three,
thirty:
three,
that
that
was,
as
you
can
see,
the
items
contributed
to
the
increase
in
expenditures
the
general
Administration
expenditures
increase.
F
That
was
that
a
capital
outlay
purchase.
We
were
just
discussing
there
and
then
also
your
police
expenditures
and
fire
expenditures
also
increased
during
2022..
Overall,
though
your
residual
fund
mounts
there,
your
unassigned
fund
balance
available
for
spending
there.
As
you
can
see
for
fiscal
year,
2022
was
11
million,
586
303,
not
perfect
science,
but
looking
at
that
unassigned
phone
balance,
comparing
that
to
your
annual
expenditures,
it's
about
44.6
percent
or
about
5.3
months
there,
which
is
healthy
in
regard
to
unassigned
fund
miles.
F
The
gfoa
recommends
at
least
two
to
three
months
of
an
unrestricted
fund
balance
which
is
going
to
be
similar
to
unassigned.
The
only
difference
there
would
be
if
you
had
any
type
of
assignments
or
commitments,
would
be
the
only
difference
between
unrestricted
and
unassigned,
but
that's
there's
largely
not
typically
much
in
those
two
categories
anyway,
so
real
similar,
but
two
to
three
months
is
recommended
at
least
healthy
at
5.3,
but
also
not
too
too
much
there
were.
F
You
know
there's
concerns
of
too
much
foam
out,
so
this
slide
a
little
distorted
here
only
because
you've
got
that
one
as
I
mentioned
purchased
there.
So
you,
you,
notice
your
revenues
and
expenditures
there
hard
to
see
there
blue
line
being
revenues,
Green
Line,
being
expenditures.
Let's
cut
off
there,
25
million
994
557
versus
19
million
517
780..
Again,
that's
solely
revenues
and
expenditures.
Your
transfers
in
and
out
would
be
under
the
other
financing
sources
and
uses
category
which
would
not
fall
in
this
category.
F
I,
don't
know
how
I
did
there
I
think
I
did
pretty
good.
I
can't
see
that
very
good,
but
water,
small
numbers,
I,
look
at
numbers
all
day,
but
and
I
wish
I
could
tell
you
I
had
them
all
memorized
for
the
city
here,
but
if
I
did
you'd
be
scared,
I
promise,
because
I'll
look
at
a
Million
numbers
a
day,
all
right,
Water
and
Sewer
fun,
operating
revenues
decrease
359,
927
or
about
2
percent.
As
you
can
see
there,
that's
largely
on
the
sewer
fee
side.
F
They
decrease
512,
236
or
about
5.2
percent.
Your
water
fees
were
actually
up
144,
776
or
2
percent
on
the
operating
expense
side.
Those
increase
a
little
over
1.4
million
or
about
17.6
percent
largely
do
some
repairs
and
maintenance
there
on
the
cost,
cost
of
sales
and
services
increased
one
million
two.
Fifty
six,
forty
seven
depreciation
expense
on
your
Capital
assets
and
the
water
fund
increase
159
852.
F
interest
expense
similar
to
the
prior
year.
I
always
like
to
show
that
your
interest
expense
was
up
a
little
there,
as
you
can
see:
1.4
million
versus
a
little
over
a
million
the
prior
year,
nice
bonds
there
contributing
to
the
large
part
of
that
increase
your
unrestricted
in
that
position,
a
residual
net
position
we
caught.
We
talked
about
fun
bounce
a
minute
ago
for
the
general
fund,
it's
handled
on
the
modified
accrual
basis
of
accounting,
whereas
your
water
fund's
full
accrual.
F
So
you
have
net
position
in
one
and
fun
bounce
in
the
other,
we're
talking
about
equity
in
both
both
funds,
which
unrestricted
net
position:
12
million
330
448
in
the
water
and
sewer
fund.
F
Here
we
have
a
slide
just
showing
you
a
three-year
history
on
your
water
and
sewer
fund,
your
operating
revenues
and
expenses,
and
then
that
bold
line
that
bold
blue,
dark
blue
line,
I
should
say,
is
the
operating
income
number,
which
is
just
going
to
solely
be
your
operating
revenues.
Less
your
operating
expenses.
As
you
can
see
there,
your
operating
income
for
2022
is
7
million,
371
115.
F
All
right,
I
mentioned
our
independent
Auditors
report.
To
start
with
this,
this
is
our
second,
the
second
part
of
our
the
report.
Here,
that's
the
product
of
your
of
your
auditor
here
and
not
necessarily
your
financial
statements
and
that's
our
report
on
internal
control,
compliance
and
other
matters,
so
I
know
Pages
107
to
108.
F
as
you'll
see
there
during
a
governmental
audit,
we
do
have
to
assess
and
consider
the
internal
controls
amongst
all
your
processes.
Us
as
a
firm
Russian
is
a
firm
are
big
on
processes
and
procedures.
As
you
all
know,
several
years
working
with
the
city,
we
did
have
one
material
weakness.
However,
I
will
fully
disclose
that
that
was
really
a
required
finding
due
to
a
prior
period
adjustment,
so
it
wasn't
anything
related
to
a
downfall
in
controls,
or
you
know
any
type
of
issue
as
far
as
processes
are
concerned.
F
It's
just
if
we
have
a
material
adjustment
of
the
prior
year,
which
we
had
actually
a
couple.
This
year,
one
was
related
to
a
pension
actuary
evaluation
that
was
reissued
had
to
go
back
and
adjust
prior
for
that
so
A
few
of
those
that
those
were
that's
the
required
finding,
we'll
call
it
there.
There
were
no
significant
efficiencies
and
no
instances
of
material
non-compliance
for
the
city
in
some
years.
We
have
a
third
letter
in
this
report,
and
that
is
any
year
in
which
the
city
expends
more
than
750
thousand
dollars
in
federal
funds.
F
I
talked
about
the
American
Rescue
plan
act
funds
earlier
those
are
federal
funds,
so
obviously
the
city
did
expend
more
than
750
000
this
past
fiscal
year,
so
we
had
to
perform
what
we
call
single
audit
and
look
at
the
compliance
in
relation
to
those
Federal
award
programs.
So
we
did
perform
that
for
2022
and,
as
you
can
see,
we
had
no
material
weaknesses,
no
significant
efficiencies
and
no
material
non-compliance.
In
relation
to
the
major
federal
programs
that
we
have
audited,
these
next
few
slides
I'll
run
through
pretty
quickly
but
I
wanted.
F
We
always
like,
as
your
auditor,
to
keep
you
all
abreast
of
what's
changed
and
what
is
changing
as
far
as
auditing
standards
or
accounting
standards.
As
far
as
your
financial
reports
are
concerned,
I've
been
talking
about
this
one
for
several
years,
so
I
won't
spend
a
whole
lot
of
time
on
it,
even
not
only
with
me.
You've
probably
heard
about
this
one
for
for
a
long
time
here
and
I
know
I've
been
presenting
on
it
for
probably
10
years.
It
seems
like
covet
kind
of
delayed
it.
F
So
we've
been
talking
about
it
for
a
long
time,
but
Gatsby
87
was
required
to
be
implemented
during
fiscal
year
did
affect
the
City
of
Canton
matter
of
fact.
Actually
you
all
had
leases
in
which
both
the
city
served
as
the
lessor
releasing
to
someone
else,
and
those
were
I
think
a
couple
cell
tower
leases
if
I
recall,
and
then
you
also
had
some
vehicles,
I
think
or
some
equipment
that
you
were
leasing
in
that
the
city
was
serving
as
the
lessee
you're
releasing
from.
F
So
we
had
some
of
each
that
were
recorded
for
the
city,
I,
actually,
don't
have
a
audit
50,
60
governments
and
I.
Don't
know
that
I
have,
but
one
or
two
that
actually
had
both.
So
that's
impressive,
I
shouldn't
say
they
had
them.
They
had
them
that
were
material
every
government
we
have
pretty
much
had
leases
at
least
that
they
were
leasing.
They
were
serving
as
a
list
lessee,
but
to
actually
have
material
less
or
transactions
and
material
SC
transactions
was
not
very
common.
We've
got
some
large
large
counties
and
cities.
F
We
audited
that
we
had
that,
but
you
did
have
some
to
record.
However,
I
will
say
they
ended
up
being
material,
but
they
were.
You
were
near
the
end
on
the
lessor
transactions
as
far
as
the
end
of
the
leases
on
those,
so
the
the
magnitude
was
not
extremely
large
for
either
relationship
what's
coming,
so
that
was
what
happened
this
year
was
coming
in
2023
fiscal
year
is
Gatsby
96,
which
is
what
we
call
sabitas,
which
is
subscription-based
information
technology
Arrangements.
F
The
good
news
here
is
these
are
accounted
for
similar
to
what
we
did
with
leases.
So
we
got
our
training
wheels
off
now.
We
know
how
to
record
these,
but
these
are
Information
Technology
subscriptions
so
like
purchasing
software.
Many
softwares
you
buy
today
are
now
purchased
on
a
subscription
basis
where
you
pay
a
monthly,
quarterly
or
annual
fee
to
utilize
software.
To
have
access
to
it
for
the
right
to
use
is
really
what
we're
looking
at,
instead
of
just
buying
the
software
outright
and
having
it.
You
know
on
your.
F
F
The
next
one
is
Gatsby
101,
it's
a
few
years
off
here,
September
30
2025,
it's
not
near
as
significant
as
what
we
talked
about
for
leases
or
sabitas.
This
is
just
talking
about
compensated
absences
and
the
main
things
that
are
changing
here.
This
is
really
rolling
forward
some
terminology.
When
we
look
at
compensated
apps,
that's
going
to
be
vacation
time.
It's
accrued,
it's
a
liability,
that's
a
40!
This
is
replacing
a
40
year
old
standard.
So
when
you
think
about
just
time
off,
you
know
used
to
be
called
vacation.
F
Now
it's
called
PTO
or
various
different
terminology
and
it's
handled
various
different
ways,
and
so
this
is
basically
updating
all
that
and
it
does
change
a
few
disclosure
requirements,
actually
lessons
and
believe
it
or
not.
We
don't
usually
have
very
many
things
that
lessen
the
work,
but
it
lessens
things.
So
that's
that's
coming
in
2025
just
to
keep
you
abreast
of
that,
and
that
concludes
my
presentation.
F
F
It
would
if,
if
I
did
have
as
I
led
this
off
to
say
that
we
didn't
have
any
problems
performing
this
audit,
everybody
was
very
helpful.
Had
we
had
any
kind
of
issues
or
anything
like
that,
that
would
be
where
it
will
be
communicated
to
you
in
writing.
I
promise,
I,
wouldn't
wait
till
now,
I'll
be
communicating
that
to
you
would
know
already,
but
it
would
be
required
to
be
in
this
letter.
This
also
has
some
other
common
boilerplate
information
like
new
standards
that
were
implemented.
F
We
just
talked
about,
and
probably
the
most
important
thing
in
that
letter
is
the
management
representation
letter.
That
is
a
letter
signed
by
management.
That
says
that
we
that
they
did
not
intentionally
withhold
anything
from
us
or
answer
things
incorrect
on
purpose
and
they
change
our
opinion
and
I
do
assure
you.
We
have
that
letter
signed
in
our
files,
but
other
than
that
everything
else
in
there
for
the
most
part
boilerplate,
but
it
is
required.
So
I
want
to
make
sure
to
disclose
you
that
that
is
there
for
you.
F
D
Great,
thank
you
Mr
Pilgrim.
We
appreciate
it
always
good
to
get
a
excellent
report.
I
think
our
financial
team
for
their
great
work
and
audit
any
questions
for
Mr
pilgrim.
D
You
two
have
one
public
hearing
this
evening
before
we
get
into
our
business
meeting,
and
this
is
a
public
hearing,
a
five-year
update
to
canton's
comprehensive
plan.
This,
of
course,
is
required
on
for
to
maintain
a
qualified
local
government
status
and
Miss
Anderson.
Would
you
introduce
this
item?
Please.
H
Our
plan,
the
purpose
of
this
hearing,
is
to
inform
those
who
will
be
involved
in
this
process,
what's
to
come
to
update
this
plan,
to
broadcast
opportunities
for
public
participation
in
the
development
of
this
plan
and
to
obtain
input
on
the
proposed
planning
process.
Once
the
public
comments
are
addressed,
if
there
are
any,
the
community
can
begin
to
develop
this
plan
after
the
plan
has
been
developed
with
the
community
involvement.
A
second
public
hearing
will
be
held
for
review
prior
to
submitting
to
Arc
upon
completion
of
the
plan.
H
Atlanta
Regional
Commission
will
then
notify
interested
parties
of
the
availability
of
the
plan
for
their
review
and
comment
as
well,
and
then
both
Arc
and
the
Department
of
Community
Affairs
will
review
the
plan
and
provide
all
findings
and
recommendations,
and
then
we
will
revise
the
plan
if
needed,
and
then
it
can
be
adopted
by
Council.
The
deadline
set
by
DCA
to
update
and
adopt
this
plan
is
February
28th
of
2024..
H
The
plan
elements
that
are
significant
to
this
update
that
we
must
update
and
or
provide
includes
identifying
Community
goals,
identifying
needs
and
opportunity,
updating
the
community
work
program
or
short-term
work
program.
Updating
the
capital
Improvement
Elements,
which
is
required
to
be
updated
annually
and
staff,
is
currently
working
on
this
update
and
we'll
bring
that
before
you
for
review
Once.
The
projects
have
been
identified.
H
We
must
also
update
the
economic
development,
land
use,
Transportation,
housing
and
Broadband
elements,
as
well
as
provide
an
updated
report
of
accomplishments,
which
is
just
stating
the
status
of
current
activities
from
the
previous
Community
work
program,
which
was
from
2019
to
2023.
H
H
We
will
be
at
First
Friday
tomorrow,
so
if
anyone
is
out
there,
please
stop
by
our
table
and
provide
some
feedback.
Please,
and
our
next
step.
Over
the
next
couple
of
months,
staff
will
conduct
a
citizen
survey
and
engage
the
community
as
well
as
the
city's
boards
and
committees
for
feedback
and
input
that
will
be
used
to
update
the
plan
and
staff
will
provide
updates
to
Administration
city
council
and
the
public
as
needed
throughout
this
process.
D
Okay,
thank
you
Miss
Anderson,
so
at
this
point
we
will
open
up
the
public
hearing
for
five
year
update
to
canton's
comprehensive
plan.
We
had
no
one
sign
up
to
speak
at
this
public
hearing,
so
I
will
close
the
public
hearing
and
I
will
open
up
to
council
for
any
questions
from
Miss
Anderson.
Our
discussion,
Ms
McGrew.
A
Miss
Anderson
Where
will
your
table
be
so
that
we
can
tell
people
General
Larry
to.
H
A
D
The
other
question
look
forward
to
the
process:
Miss
Anderson.
Thank
you.
We'll
move
into
our
business
meeting
now
you
have
in
your
packet
the
draft
minutes
from
our
council
meeting
on
July
20th.
Are
there
any
changes,
revisions
or
motions.
D
J
J
Basically,
we
are
nine
months
through
the
fiscal
year,
so
any
revenues
we
hope
to
exceed
the
75
percent
mark
on
the
percentage
used
in
the
financials.
We
would
hope
to
see
expenditures
less
than
the
75
percent
Mark
and
where
there's
some
differences
will
be
coming
to
you
next
month
with
some
budget
amendments
where
revenues
have
exceeded
or
underperformed
what
we
anticipated
when
we
prepared
last
year's
budget
and
then
the
same
with
expenditures,
if
you
have
any
questions,
I'll
be
glad
to
address
those.
D
Can
we
I
know
we
have
this
portable,
whatever
it
is
down
there
I
know
it
maybe
is
to
keep
us
cool,
but
it.
G
D
K
Am
here
to
update
you
on
the
West
Main
pedestrian
Corridor
project,
so
we're
about
a
month
to
two
months
from
being
finished
with
design.
I
did
want
to
update
you
on
the
utility
estimates,
so
we
received
and
I
will
ask
for
some
action
later
tonight,
but
we
received
an
estimate
from
Georgia
power
in
the
amount
of
it
was
a
around
900
000.
Our
original
estimate
was
for
a
million
on
the
other
utilities
such
as
like
at
T
Comcast
Windstream.
We
had
originally
thought
it
would
be.
K
So
I
will
be
requesting
information
later
tonight
to
try
to
determine
the
direction
we
want
to
go
with
the
utilities,
because
the
relocation
obviously
is
going
to
end
up
being
around
1.4
million
dollars
in
the
project,
which
would
bring
the
total
to
about
2.8.
So
I
just
wanted
to
kind
of
give
you
an
update
on
where
we
were
financially
with
the
estimate
so
that
you
kind
of
think
about
those
things
and
then,
in
a
few
months,
I'll
be
asking
for
direction
on
those
utilities
and
I'll
be
happy
to
answer
any
questions.
D
K
Yes,
so,
as
you
may
recall,
a
few
months
ago,
we
had
Atkins
back
to
discuss
what
gdot's
comments
were
and
we
had
requested
some
additional
pedestrian
counts.
We
did
not
get
many
more
pedestrians,
however.
I
do
have
some
good
news.
Gdot
has
now
let
us
know
that
they
are
in
agreement
with
The
Pedestrian
Crossing,
as
we
have
requested.
So
they
have.
Let
us
know
that
we
can
proceed
with
design
and
permitting
so
I
have
let
Atkins
know
to
begin
design,
and
then
we
will
move
forward
with
permitting.
D
D
Just
want
to
remind
everyone
that
first
Friday
is
tomorrow
night,
beginning
at
6,
PM
in
downtown
I
believe
the
band
is
Elton,
live
Elton
John
tribute
so
please
come
join
us
in
downtown
for
another
great
first
Friday
10
minute
public
input.
Tonight
we
have
one
citizen
signed
up
to
speak
Mr,
Jacob
Watson,
so
please
come
forward
state
your
name
and
address.
L
L
All
right,
so
they
are
the
amount
of
parking
that
a
business
needs
to
operate
legally.
They
are
usually
a
guesstimate
of
the
peak
capacity
that
a
business
needs.
So,
for
example,
if
you
have
a
restaurant,
then
for
every
75
square
feet
of
that
restaurant,
you
need
one
parking
space
and
that
adds
up
really
quickly.
So
what
you
end
up
with
is
large
lots
of
buildings,
surrounded
by
like
25
to
100
parking
spaces,
farsley
spread
out
throughout
the
entire
city
and
in
terms
of
culture.
L
They,
Don't
Really
reflect
the
history
or
aesthetic
of
the
area,
they're
very
interchangeable,
with
everywhere
else,
in
America,
they're,
sparse
and
spread
out,
they're
defoated,
a
central
place
for
people
to
gather
at
and
and
just
like.
The
parking
lots
themselves,
they're
totally
devoid
of
culture,
they're
places
where
people
don't
remember,
they
don't
want
to
be
in.
L
They
don't
really
care
about
at
all,
and
I
want
to
contrast
that
with
Main
Street
and
the
historic
district
in
general,
which
Emma
has
a
distinctive
style
and
which
has
which
come
out
where
we
hold
events
and
which
has
a
lot
of
our
local
businesses
and
that's
sort
of
the
point
of
this
whole
talk.
L
I
want
to
argue
that
that
kind
of
development
is
better
for
culture
and
finances
for
on
finances.
You
can
generally
denser
mixed-use
developments
like
Main
Street
produced
most
tax
revenue.
If
you
want
to
look
up
a
visualization,
if
this
Urban
three
has
a
great
comparison
between
all
main
streets,
all
over
America
versus
things
like
strip
malls,
and
it
just
blows
them
out
of
the
water.
The
smaller
lot
sizes
are
a
lot
more
affordable
for
small
businesses.
L
This
Council
has
set
out
eight
guiding
principles
to
guide
City
for
the
next
10
15
years
and
of
the
seven
guiding
principles
into
which
parking
minimums
are
applicable
if
it
goes
against
all
of
them
for
advancing
Regional
economic
success,
it
requires
larger
lot
purchases
from
small
businesses
and
that
increases
the
startup
costs.
It
also
encourages
trips
to
big
box
stores
that
offer
a
lot
of
variety.
So,
for
example,
my
that
variety
could
be
matched
by
a
lot
of
small
stores
in
a
small
area
but
again
legal
to
build.
L
So
instead,
if
you
want,
if
you're
trying
to
purchase
local
stuff,
you
have
to
choose
between
a
15-minute
errand
to
a
large
store
or
a
45-minute
trip.
Bouncing
around
town
am
I
visiting
all
these
local
stores
for
enhancing
a
historic,
downtown
Canton,
it's
around
the
district.
It's
a
lot
of
non-descript
buildings
and
architecture,
disconnected
from
everything
else.
It
reduces
the
district
to
a
blip.
You
know
a
sea
of
asphalt
for
sustaining
our
natural
environment.
L
It
increases
the
distance
to
rural
areas,
slowly
replacing
with
these
sparse
buildings
and
parking
lots,
and
it's
and
all
the
chemicals
in
the
runoff
of
all
the
roads
that
we're
building
and
all
the
green
space
that
we're
moving
environmental
issues
for
I'm
a
connecting
citizens
to
Parks
and
Recreation.
That
specifically
mentions
am
I
connecting
them
by
bike,
walking
public
transit
whatever,
but
I'm
a
it's,
not
just
where
we're
building
the
parks.
It's
also
where
we're
building
the
housing.
So
my
as
that
gets
farther
away
from
from
Parks
biking
takes
a
lot
longer.
L
All
of
the
infrastructure
needs
to
run
longer
in
order
to
serve
the
same
number
of
businesses,
and
that
requires
a
lot
more
maintenance
and
failure
to
repair
the
that
stuff,
degrades
the
character
and
livability
of
the
city,
but
can
be
very
expensive,
and
it
leads
to
a
situation
where
you
either
have
a
large
swath
of
the
city
that
are
degrading
and
mean
maintenance
or
a
huge
increase
in
taxes.
In
order
to
pay
for
all
of
that.
L
For
celebrating
the
diversity
of
our
community,
everything
requires
a
car,
and
that
is
very
expensive
because,
just
because,
in
addition
to
actually
purchasing
the
car,
you
also
need
to
consider
gas.
Insurance
maintenance
repairs,
any
accidents.
The
cost
adds
up
quickly
and
you
can't
just
think
about
like
as
we're
thinking
about
affordable
housing
and
things
like
that.
We
can't
just
think
about
the
price
of
the
housing
itself.
L
It's
housing
plus
transportation
for
and
then
finally,
for
creating
great
neighborhoods
as
Things
become
more
spread
out
again
all
the
time,
the
time
to
do
any
of
errands
outside
of
the
neighborhood
increases,
and
it
also
decreases
significantly
the
independent
mobility
of
kids
because
they
have
to
be
ferried
around
by
their
parents
everywhere.
Even
if
we
build
out
the
public
infrastructure
for
biking
and
whatever
my
no
parent
is
going
to
entrust
their
kid
to
go
an
hour
away
from
home
and
try
to
do
that
now.
L
I
know
that
parking
is
mentioned
as
a
community
concern.
It
seems
like
we
never
have
enough
parking
and
who
really
knows
how
much
parking
Canton
has
I
do
because
I
counted,
it
is
38
619
that
does
not
include
dirt
parking
that
doesn't
include
detached
housing
or
single-family
homes,
and
it's
also
from
a
map
from
two
years
ago.
It's
actually
probably
more
like
forty
four
thousand
forty
seven
thousand
right
now
and
I
hope
that
impresses
on
YouTube,
not
at
a
lack
of
parking,
we
have
more
parking
than
people.
L
L
People
are
parking
cars
more
parking
spaces
are
taken
up
my
less
parking
available
for
everyone
now
for
the
solutions
for
that
city
council
is
already
implementing
these
in
some
way
or
another,
but
just
to
reiterate
them
encouraging
walking
bike
in
public
transit,
because
every
single
person
arriving
at
somewhere
by
these
methods
is
one
person
out
of
the
card,
one
plus
person
in
traffic
I'm
gonna,
and
we
can
build
Flex
parking
that
serves
an
entire
Street
or
area
and
I'm
gonna,
because
businesses
have
different
peak
hours.
L
You
can
consider
the
P
the
peak
of
just
a
Street
at
a
general
time,
rather
than
the
sum
of
the
peaks
of
every
single
individual
business
like
you
would
find
on
a
strip
mall
where
there's
just
a
massive
parking
lots
that
are
never
fully
used.
You
can
also
meter
street
parking
with
variable
rates
so
that
there's
always
two
to
three
spaces
available
on
all
streets
and
my
generally
have
parking
easy
to
find
and
I
ordered
these.
L
My
in
the
general
order
that
they
should
be
implemented
because
it
doesn't
really
make
sense
to
start
by
just
metering
every
single
parking
space
in
in
say
in
Downtown
Canton
right,
because
it's
just
punishing
people
for
using
the
only
viable,
Transportation
method
that
we
have
right
now
before.
We've
implemented
all
of
our
transportation
stuff.
L
Now,
for
ask
ask
for
why
I'm
personally
up
here,
I
I
moved
into
Canton
about
a
year
and
a
half
ago,
I
moved
into
Laurel,
Canyon
and
I
know
that
the
population
is
expected
to
double
future
development
is
going
to
be
coming
closer
and
closer
to
my
neighborhood
and
I.
Don't
want
Laurel,
Canyon
and
great
Sky
to
be
surrounded
by
a
sea
of
asphalt.
I
wanted
more
places
like
Main
Street
across
Canton.
L
I
want
to
be
able
to
I'm
going
to
go
three
five
minutes
out
out
of
my
neighborhood
and
be
in
a
place
where
people
want
to
be,
and
just
in
general
I
want
to
live
in
Canton,
not
in
not
15
minutes
away
from
Canton,
but
you
don't
have
to
believe
me
on
any
of
this.
I
mean
you
really
don't
you
can
go,
you
can
go
look
on
the
internet,
there's
plenty
of
Articles
and
research
and
reports
on
cities
everywhere,
my
just
railing
against
parking
minimums.
L
You
can
also
go
ask
the
city
council,
the
mayor
or
the
Amazonian
directors
of
Dunwoody
Georgia,
Snellville,
Georgia,
Fayetteville,
Arkansas
or
Jackson
Tennessee.
All
of
them
are
similar
sizes
to
Canton,
all
of
them
repealed
parking
minimums
in
recent
years.
I'm
gonna
just
ask
them
why
they
repealed
it.
What's
happened
since,
as
for
final
recommendations
and
just
general
actionable
items,
remove
the
parking,
minerals
and
accelerate
the
transportation
master
plan
because
of
timely
implementation
of
those
other
things
will
decide
the
character,
culture
and
financial
position
of
Canton
for
decades
to
come.
Well,
past
2040.
L
M
Yes,
sir
Mr
mayor
council
members,
as
you
all,
were
called
city
council
or
requested
staff,
to
have
a
discussion
with
the
Canton
housing
team,
which
is
a
part
of
our
Georgia
initial
community
housing
ongoing
project
in
regards
to
North
Canton
Cottage
Village
in
the
attachments
attachment
number
three
is
a
list
of
items
or
steps
that
staff
feels
that
would
be
required
to
move
that
project
along
and
towards
completion.
M
M
Second
recommendation,
if
you
will
after
a
motion
and
a
vote,
was
for
city
council
to
consider
the
possibility
of
you
utilizing
Canton
Housing
Authority
as
the
agency
in
conduit
to
if
you
will
dispose
of
the
residential
units,
so
that
would
be
built
with
this
project.
Part
of
the
discussion
about
that
there
was
discussion
on.
Can
build
an
authority
since
that
meeting
I
have
also
thought
about
if
the
City
of
Canton
does
move
forward
with
Cherokee
County
with
a
land
bank?
M
That
could
also
be
another
option
for
city
council
to
consider
in
regards
to
that,
but
the
steps
to
move
forward
would
be
obtained
bids
for
a
design
firms
to
do
the
construction
engineering
drawings
based
upon
the
concept
plan
that
was
submitted
by
Lou
Oliver.
If
you
want
me
to
go
through
all
the
rest
of
the
steps,
there
was
a
lengthy
discussion
in
regards
to
building
in
the
residential
units.
M
There
was
not
a
motion
or
a
vote,
but
it
was
consensus
of
the
housing
team
that
city
council,
if
they
desire
to
move
forward,
should
obtain
additional
bids.
M
If
you
will
for
the
pricing
of
those
residential
units
and
not
rely
on
just
the
one
Builder
and
price
that
had
been
proposed
through
the
concept
plan
I'm
here
to
answer
any
questions
you
might
have
in
regards
to
the
process
and
like
I
said,
if
you
want
me
to
read
through
the
full
list
of
steps
or
items
I'm
more
than
happy
to
do
so,.
D
No
I,
don't
think
that's
necessary,
I
appreciate
that,
but
we
we
all
have
that
in
our
packets
and
it
was
posting
the
agenda
online
I
mean
first
of
all,
I
want
to
want
to
thank
the
housing
committee
for
for
looking
at
this
for
them
recommendations.
It's
certainly
what
we
asked
them
to
do.
I
appreciate
it.
We
asked
them
for
their
input
on
this
project.
It's
something
we've
been
looking
at
and
talking
about
for
a
long
time.
I
want
to
start
by
saying.
D
You
know
that
that's
when
we're
looking
to
do
something
different
and
Innovative
and
we're
we're
starting
from
scratch
here
it
it's.
It's
not
easy
and
it's
challenging,
but
we
do
want
to
thank
them
for
the
recommendations
and
I
know,
there's
been
a
lot
of
talk,
and
you
know
conversation
about
this
project.
D
I
just
wanted
to
start
tonight
by
covering
how
we
got
to
here
and
also
just
mentioned,
where
I
think,
where
Council
left
it
off
the
last
meeting
to
make
sure
that
we're
all
in
agreement.
Is
that
that's
what
we've
discussed
and
the
the
facts
of
this
project,
and
that
is
that
the
city
has
around
500
000
in
land
costs
to
date
from
the
original
site.
D
Work
on
this
property,
which
was
for
a
fire
station
before
we
Consolidated
with
with
the
county
and
City
contracted
with
Lou
Oliver,
to
design
a
neighborhood
layout
for
this
site?
That
concept
that
the
city
council
approved
and
light
included
nine
single-family
homes,
one
of
those
homes
having
also
included
an
Adu
at
Adu,
accessible
dwelling
unit.
D
The
city
and
Council
objectives
with
this
project
were
to
increase
the
tax
base
by
placing
this
unused
property
back
on.
The
tax
rolls
to
develop
the
site
for
residential
use
in
a
manner
that
is
less
dense
and
dense
than
adjacent
Residential
Properties
surrounding
that
property,
which
are
all
apartments
and
multi-family
to
develop
residential.
D
But
we
also
didn't
want
to
lose
money
on
the
development
or
you
know
to
give
the
property
away
if
I
mean
that's,
that's
kind
of
high
level,
I
think
what
we've
discussed
to
date,
I
just
wanted
to
consider
I
just
wanted
us
to
to
make
sure
that
are
we
all
agreement
on
those
of
a
stating
thing
incorrectly
or
no
leave
any
high
level
things
out?
D
If
we
agree
on
that,
then
I
would
like
to
recommend
that
that
that
we
direct
the
city
manager
and
the
City
attorney
to
look
at
this
and
bring
back
an
outline
of
the
process
that
allows
the
city
to
move
forward
with
a
project
that
meets
that
criteria
that
we've
talked
about,
because
I
think
we're
just
really
now
looking
at
a
process.
How
do
we
do
that?
I
think
we
all
agree.
This
was
not
not
a
Canton
Housing
Authority
project.
That's
not
what
the
Kenton
Housing
Authority
does
as
far
as
missing
middle.
D
E
B
But
we're
trying
to
figure
that
out
the
issue
we
have
is
the
city
can't
just
sell
a
piece
of
property.
We
have
to
bid
it,
we
have
to
put
it
out
for
bidding,
so
you
could
go
through
an
authority
and
avoid
that
I
think
we're
going
to
end
up
doing
some
kind
of
bid
process,
no
matter
what
we've
talked
a
little
bit
about
it,
but
we
don't
have
to
use
the
Housing
Authority.
We
don't
have
to
use
any
Authority.
The
city
can
do
it
directly.
We're.
I
E
D
Yes,
yes,
no
well,
for
all
of
us,
so
I
mean
I,
know,
we've
been
talking
about
this
a
long
time
and
and
and
that's
why
I
just
want
to
make
sure
that
we
agreed
and
also
for
the
public
that
this
is.
This
is
what
we're
talking
about,
and
just
to
reiterate
that
that
we
agreed
that
the
goal
for
this-
and
we
really
all
like
the
Lou
Oliver
design,
but
we
also
realized
that
that
was
a
understanding
missing
mental
product
and
not
necessarily
an
affordable
housing
solution
in
this
location.
So
based
on
the.
A
E
D
C
I
think
what
I
see
what
I'm
hearing
is,
we
will
take
the
goals
that
you've
outlined.
City
attorney
and
I
will
evaluate
what
potential
processes
we
could
follow
to
make
that
happen.
Bring
those
back
to
you.
It
may
be
a
menu
of
choices
for
you
to
decide
how
you
want
to
proceed,
but
we
will
try
to
get
you
from
start
to
finish
in
one
or
two
or
three
different
options,
and
let
you
decide
which
option
you
want
to
go
with.
O
I'm
intrigued
by
the
you
know,
having
an
authority
of
some
sort
dispose
of
the
property.
I
love
the
idea
of
a
land
bank.
With
one
caveat
I
know
we
don't
have
an
agreement
in
place
with
Cherokee
County.
It
requires
a
county
and
at
least
one
city
to
have
a
resolution
in
place.
If
it
looks
if
it
looks
like
that's
going
to
take
another
four
to
six
months,
I
would
I
would
say,
let's
find
a
faster
path
because,
as
the
mayor
and
others
have
talked
about,
we
have
been
talking
about
this
for
a
long
time.
O
There's
been
a
lot
of
chatter
out
in
the
community.
I
think
it's
something
that
by
and
large
for
the
most
part
people
are
excited
about
it
will,
it
will
add
a
you
know:
nine
homes
and
an
Adu
at
a
more
affordable
price
and
is
the
average
in
the
city.
Currently,
so
I
would
say
that
my
goal
in
speaking
up
here
is:
let's
do
what
we
need
to
do
to
move
this
on
along,
so
that
we
can
eventually.
A
This
may
not
be
the
appropriate
time
to
ask
these
questions.
So
don't
shut
me
down
until
I'm
done
and
then
tell
me
you
can't
answer
them
now,
but
we'll
you
define
missing
middle
Please,
Mr
Patton.
M
Well,
missing
middle
is
a
housing
option
that
sort
of
fits
between
single
family
detached
and
multiple
family
emit
Rising
high-rise.
If
you
think
about
communities
and
housing
that
was
built
in
the
30s
40s
50s,
you
had
a
lot
of
duplexes
triplexes
quad,
flexes
Cottage,
Court
concept,
homes
that
were
all
built
within
those
communities,
then
that
the
market
sort
of
got
away
from
a
mixture
of
those
housing
types
and
styles
and
missing
middle
his
term
that's
been
coined
to
try
to
bring
that
housing
a
top
back
into
the
market.
If
you
will
thank.
A
A
Arpa
funds
and
did
that
meet
the
audit
as
an
appropriate
use
for
the
arpa
funds.
Yes,.
D
A
Okay,
and
will
this
project
be
eligible
for
the
down
payment
plan.
D
B
H
D
We
were
talking
about
300,
350
versus
200,
250
that
we
were,
you
know
looking
for
on
some
other
projects,
so
it
may
be
between,
in
that
sweet
middle
spot
there
that
that
so
again,
just
trying
to
get
some
clarification
there.
So,
but
we'll
look
forward
to
see
what
what
next
steps
are
to
some
processes
here.
So
thank
you.
Mr
Patton
appreciate.
P
P
There
were
several
Maps
two
of
them
that
shows
the
current
growth
boundary
area
or
one
showing
the
current
gross
boundary
area,
the
second
one
showing
what
the
county
has
proposed
on
the
county
proposal.
They
are
taking
out
that
area
that
is
currently
within
the
agreement
that
is
just
North
of
575
and
kind
of
southwest
of
the
airport,
and
they
have
proposed
a
another
area
on
the
south
side
of
575.
P
in
that
area.
There
we
included
some
maps
that
showed
the
flood
plain
and
the
future
flood
plain,
as
I
noted
in
the
memo,
that
would
seem
like
a
pretty
good
area
being
with
its
proximity
to
the
railroad.
However,
looking
at
the
floodplain
areas
and
the
creeks
and
streams
that
might
hinder
development
of
that
area
in
front
of
you
tonight,
I
laid
out
some
packets
that
include
two
updated
Maps,
the
ones
that
were
in
the
council
packet
agenda
in
the
block
area.
They
referenced
that
this
was
the
growth
boundary
for
ball.
P
Ground
I
noticed
that
this
afternoon
and
contacted
the
county
and
they
updated
that
block
or
to
reference
the
Canton
growth
boundary.
There
are
two
maps
in
there.
One
is
labeled,
as
exhibit
one
and
it's
my
understanding
that
the
mayor
and
Council
would
like
to
maintain
the
current
growth
boundary
area,
maintaining
that
area
close
to
the
airport
and
also
incorporating
that
area
that
the
county
had
showed
on
their
proposed
new
growth,
boundary
area,
the
memorandum
of
understanding
and
the
resolution.
P
They
have
been
updated
to
reflect
some
current
dates,
as
the
previous
dates
on
them
were
dated
2022,
as
I
said,
this
has
been
going
on
for
a
while.
Now,
if
you
do
decide
to
take
action
on
this
and
as
I
said
with
my
understanding,
you
want
to
have
the
the
counties
proposed
area
included
with
the
current
growth
area,
a
reference
exhibit
one
that
is
what
is,
is
referenced
in
the
growth
boundary
resolution.
D
So
I
think
we've
talked
about
this,
so
you're
saying
if
we
want
to
adopt
that
is
the
current
growth
boundary
agreement.
It's
exhibit
one.
Yes,.
P
That
I
placed
on
in
front
of
you
tonight
also
includes
an
area
that
is
highlighted
in
yellow.
That's
the
area
that
the
county
wanted
to
swap
for
the
current
area
there
by
the
airport
and
in
the
resolution,
I've
I've
referenced
that
that
area
in
yellow
is
to
be
included
as
well.
So
that
would
actually
expand
to.
D
P
C
C
C
C
This
is
the
same
standard
agreement
that
they
have
adopted
now
with
Woodstock
Holly
Springs.
Have
they
adopted
the
one
in
Ball
Ground
yet,
or
is
it
very
close
to
it?
I
can't
remember
that
I'm
not
aware
of
we
were
the
only
city
that
had
a
growth
boundary
agreement,
because
ours
did
not
have
an
expiration
date,
but
they
have
improved
the
communication
process.
So
we
want
to
move
forward
with
updating
the
agreement
so
that
we
have
that
part
in
place.
In
this
particular
case,
we
do
want
to
keep
that
area.
C
That's
closer
to
the
airport
in
our
growth
boundary,
because
it
directly
impacts
citizens
that
are
adjacent
to
it,
that
are
City
residents
in
town,
Mill,
summer
walk
and
Park
Village.
We
would
want
to
be
able
to
communicate
to
the
county
concerns
that
we
might
have
on
development
in
that
area.
Should
it
not
Annex
into
the
city.
E
E
P
The
expiration
is
2054,
I,
believe.
H
B
E
I
D
G
D
E
D
G
C
Just
quickly
we
had
earlier
this
year
adopted
to
stay
with
Cherokee
County
for
Community
Development
block
grant
funds,
they
receive
an
allocation
from
the
federal
government.
We
can
apply
to
them
for
funding.
One
of
the
issues
that's
come
back
to
us
is
in
the
agreement
that
they
sent
us
to
approve.
They
left
some
language
out
in
that
agreement
about
home
funds,
home
funds
or
HUD
related
funding
source
that
is
tied
with
Community
Development
block
grant.
Without
that
language,
in
there
we
don't
have.
C
D
D
Little
Motion
in
a
second
any
further
discussion,
all
in
favor,
say
aye,
aye
opposed
name.
All
members
voted
for
the
motion
out
of
me,
discussion
and
possible
action
on
task
order,
four
to
practical
design,
partners
for
East,
Main,
Street,
sidewalk
and
pedestrian
Crossing
survey
and
staking
in
the
amount
of
Thirteen
thousand
one
hundred
thirty
dollars.
Miss
Watson.
Thank.
K
You
so
we
had
a
public
hearing
a
few
weeks,
not
a
public
hearing,
a
public
input
meeting
a
few
weeks
ago
on
the
East
Main
Street,
sidewalk
competition,
Crossing
project
and
one
of
the
items
that
we
discussed
was
having
PDP
do
some
surveying
and
staking
so
that
the
property
owners
there
could
Envision
or
decide
what
was
going
to
be
and
also
see
where
the
right-of-way
is
is
currently
located.
So
PDP
did
provide
us
with
a
proposal
to
do
that
work.
K
This
would
be
something
that
we
would
be
doing
anyways
if
we
do
move
forward
with
the
project,
so
it
wouldn't
be
anything
additional
than
we
would
would
be
doing
already.
So.
Staff
does
recommend
approval
task
order,
4
to
PDP
for
the
East,
Main,
Street,
sidewalk
and
pedestrian
Crossing
survey
and
staking
in
the
amount
of
Thirteen
thousand
one
hundred
thirty
dollars
and
I'll
be
happy
to
answer
any
questions.
D
I
just
want
to
kind
of
confirm
and
discuss
that
that
this
is
what
we
discussed
with
the
citizens
who
attended
that
meeting,
that
we
would
proceed
with
the
surveying
and
staking
out
showing
them
with
the
sidewalk
location
would
be
especially
those
citizens
who
decide
what
would
come
through
the
existing
yards,
even
an
existing
right-of-ways,
but
just
show
them
a
location,
but
that
doesn't
mean
we're
making
a
commitment
to
move
forward
with
the
project.
There's
still
be
discussion
then,
based
on
you
know,
that's
taking
location.
D
K
O
D
K
I
think
I
think
so.
As
I
discussed
earlier,
we
did
receive
a
cost
estimate
from
Georgia
power.
That
was
just
a
conceptual
estimate,
and
so
in
order
for
Georgia
power
to
move
forward,
they
would
like
for
the
city
to
approve
the
non-binding
conceptual
job
cost
estimate,
and
basically
this
is
just
saying
that
we
understand
that
the
price
that
they
gave
us
was
based
on
conceptual
drawings
and
before
they
move
forward
and
and
utilize
any
Engineering
Services
that
that
the
city
does
intend
to
move
forward.
D
O
One
there's
two
questions
number
one:
do
we
know
how
long
this
895
thousand
dollar
bid
is
good
for
and
when
they
would
propose
to
get
it
knocked
out
so.
K
It's
not
a
bid,
it's
just
a
cost
estimate.
So
it's
based
on
the
drawings
by
the
engineer
that
was
sorry
I'm
trying
to
think
of
the
right
word
to
say.
So
it's
not
actually
a
bid,
so
it
the
once
they
go
through
full
engineering.
The
price
may
change.
It
may
go
up
a
little
bit,
it
may
go
down,
but
the
way
that
Georgia
Power
works
is
that
they
will
require
us
pay
the
amount
that
it's
going
to
cost
to
relocate
the
utilities
before
they
do
the
work.
K
K
I
will
say
that
on
the
harman
Park
project,
the
engineer
had
estimated
that
it
would
be
lower
than
what
Georgia
power
came
in
with
so
I
know.
That's
not
really
an
answer
to
your
question,
but
I
would
imagine
that
it's
going
to
be
pretty
close
to
this
amount.
I
wouldn't
expect
it
to
be
twice
as
much
good.
Thank.
D
C
Of
the
reason
why
Georgia
Power
does
this
process,
is
they
get
a
lot
of
requests
from
jurisdictions
about
taking
overhead
utilities
Underground
and
basically,
what
they
want
to
make
jurisdictions
aware
of?
Is
that
it's
not
cheap?
They
don't
want
to
spend
the
time
and
effort
into
creating
engineering,
drawings
and
then
get
a
jurisdiction
that
sees
the
number
and
says.
Well,
we
don't
want
to
spend
that
much
and
now
they've
devoted
the
time
to
it.
So
they
try
to
give
you
that
best
estimate
up
front
based
upon
what
they
think
they
can
see.
C
Number
of
polls
users
the
line
really
until
our
Engineers
are
completely
finished
with
the
design.
They
won't
be
able
to
give
us
a
concrete
number
for
the
work,
but
I
will
tell
you
it's
it's
definitely
in
the
city's
best
interest
in
the
long
run,
to
get
as
much
of
our
utilities
underground
as
we
can
so
that
when
we
do
have
storms
and
bad
weather
and
things
like
that,
the
impact
is
not
great
on
our
systems
as
it
is
in
in
other
areas.
Right.
D
Yeah
I
get
citizens
all
the
time
say
what
why
don't
you
bury
the
utilities
down
down
downtown
and
and
I
said.
Well,
you
know
on
weekly
season
just
something
that
one
little
Street,
what
the
conceptual
estimate
is
and
so
we'd
love
to
do
it
and
I
know,
we've
had
conversations
with
Georgia
Power
every
time
I
sit
down
with
them
about
helping
us
and
I
know
that
they'd
be
happy
to
do
it,
but
there's
tremendous
costs
involved.
D
So,
but
definitely
it
makes
sense
to
to
do
for
for
us
to
understand
what
the
potential
cost
of
that
would
be.
So
we
can
plan
funding
and
how
we're
going
to
fund
it
and
just
understand
the
the
consequences
there.
So
Mr
Schmidt.
N
D
C
Good
evening,
the
only
thing
I
really
have
tonight
is
I
wanted
to
recognize
our
employee
for
June.
That's
our
team
member
of
the
month,
Sergeant
Adam
yourkoski
who's
been
with
us
since
2017
was
selected
by
his
peers.
For
that
honor
Adam
is
a
sergeant
with
our
police
department
and
basically,
what
his
peers
wrote
about.
Him
were
the
fact
that
he
serves
with
Integrity.
He
is
always
willing
to
help
out.
C
C
When
you
deal
with
vacations,
you
know
we
had
an
opportunity
to
get
with
get
with
Adam
and
surprise
him
I
think
he
was
surprised
when,
when
he
got
his
award
and
so
I
just
wanted
to
mention
that
to
you,
I
also
wanted
to
mention
to
you,
as
we
do
every
year,
I
reached
out
to
all
of
principals
with
the
schools
that
are
in
the
city,
the
limit
before
school
started.
Just
to
let
them
know
hey
we're
here
for
you.
C
Let
us
know
if
you
have
any
particular
issues
or
there's
any
things
we
can
do
for
you.
We
have
a
couple
of
new
principles
in
new
locations
this
year
in
in
Canton,
and
so
the
response
is
always
overwhelming.
They
appreciate
the
hard
work
of
the
city,
the
things
that
that
we're
able
to
get
done
during
those
summer
months
when
we
can
get
projects
completed-
and
you
know
we
always
say
if
you
need,
if
you
need
somebody
to
come,
read
to
a
class
or
you
want
to
see
some
of
our
equipment
in
action.
C
You
want
to
take
a
tour
of
our
facilities
if
we
can
make
a
theater
available
to
you
or
a
park
available
to
you
as
part
of
a
field
trip,
we're
happy
to
work
with
you,
so
having
that
good
relationship
with
the
school
did
has
always
been
beneficial
for
us.
So
I'm
happy
to
answer
any
questions
that
you
might
have
for
me
tonight.
C
D
N
Thank
you,
Mr
Peppers.
That
just
reminded
me,
of
course,
we're
super
glad
that
we
finally
got
the
signal
in
at
Teasley,
Elementary,
School
and
I
know
it's
been
a
game
changer
as
school
started
this
year.
Could
you
remind
everyone
where
we
are
on
the
signal
at
Reinhardt,
College,
Parkway
and
Reservoir
Drive?
Yes,.
C
D
Thank
you,
Miss
reppers,
make
sure
there's
no
in
Council
introduced
items,
Mr
Smith.
N
I
just
wanted
to
update
everybody
on
the
short-term
rental
committee
that
was
formed,
discussing
short-term
rentals,
which
is
airbnbs
and
how
we
should
handle
those
moving
forward,
that
there
are
some
in
the
city
how
those
relate
to
hotel
motel
tax.
Do
we
want
them?
Where
do
we
want
them
all
that
kind
of
stuff
the
committee's
been
working
with
staff
and
attorney
Mr
Dyer,
and
we
will
have
a
draft
ordinance
recommendation
for
the
council
at
the
first
meeting
in
September.
D
Awesome,
thank
you
sure
again.
I
just
want
to
congratulate
officer
yukowski
for
his
selection
by
his
peers
lawyer
of
the
month.
Thank
him
for
his
work,
as
well
as
our
awesome.
Canton
Police
Department,
the
entire
team
for
their
work
and
again
wish
our
all
of
our
young
citizens
are.
Students
in
the
community
of
a
wonderful,
successful
year
filled
with
knowledge,
and
hopefully
a
safe
and
happy
productive
school
year
and
to
teachers
and
administrators
with
some
best
of
luck
as
well.
