the
city

Proclaim
September
17th
through
the
23rd
as
Constitution
week,
and
ask
our

citizens
to
reaffirm
the
ideas
of
the
framers
of
the
constit
ution,
had
in
1787
by
vigilantly
protecting
the
freedoms
guaranteed
to
us
through
this
guarding
of
our
liberties
and
I.
Believe
we
have
some
representatives
of
the
daughters,
the
now
I'll
come
down
here
and
you
guys.

mayor
and
Council,
so
we're
going
to
start
out
with
a
couple
rec,
employee
recognitions
and
it's
kind
of
the
the
circle
of
life
up
here
for
us
tonight.
We're
going
to
show
off
our
new
recruits
and
then
our
20
received
his
20
years.
I've
spoke
about
the
these
two
young
men
at
our
Council
meetings
before,
but
it's
officer,
Daniel
M,
madr
and
officer
Jesse
vau.

They
just
got
graduated
the
academy
and
officer
Von
actually
won
the
academic
award
in
the
academy
so
but
both
of
them
did
a
really
good
job
for
us
at
the
Academy,
I
I
told
them
at
the
swearing
in
the
other
day
that
they
did
such
a
good
job
and
had
such
a
great
image
there
that
actually
a
lot
of
their
classmates
have
been
calling
us
trying
to
come
over
to
the
Canton
Police.
They
were
really
good
recruiters
for
us,
but
we're
very,
very
thankful
and
blessed
that
they
selected
us
as
I
told
them.

When
I
started
39
years
ago,
police
departments
used
to
make
it
make
you
feel
like
you
were
lucky
if
they
picked
you,
where
the
philosophy
nowadays
is
we're
very
fortunate
that
you
picked
us
so
we're
very
blessed
officer.
Andr
is
bilingual,
so
that
will
help
out
our
Spanish
Community.
Both
of
these
officers
were
at
our
Multicultural
event
this
couple
weeks
ago
and
really
enjoyed
that
and
actually
put
on
the
road
maps
that
they're
looking
forward
to
being
a
part
of
the
next
Multicultural.

they've
got
the
great
spirit
that
we're
looking
for,
and
the
attitude
that
we're
looking
for.
So
we're
very,
very
happy
and
thank
you
both
for
being
a
part.

Of
and
then
Captain
Jeffrey
Tucker,
who
is
over
our
administrative
Bureau,
is
he
just
hit
his
20
years
with
us
now?
He
has
prior
service
back
in
Michigan,
but
he
did
his
20
years
with
us
and
he
is
one
of
his
one
of
his
responsibilities
is
all
those
greatl
looking
vehicles
that
we
got
out
there.
He
has
to
chase
down
the
car
dealers
to
get
those
to
US
during
this
since
the
pandemic.

has
not
been
as
easy
a
job
as
it
once
was,
but
when
I
came
here
several
years
ago,
so
I
asked
him.
He
was
a
lieutenant
I
asked
him
to
do
something
and
he
did
it
right
away
and
I
said
that's
great
and
he
said
super
service,
sir,
and
that
has
been
the
tagline
for
him
for
the
last
nine
years.

time
he
does
something
he

City

Canton,
as
as
we
are
blessed

these
two
officers
with
us,
the
City
of
Canton,
has
been
very
blessed
to
have
a
dedicated
officer
like
Captain
Tucker,

so

20
years

we
have
a
plaque
for
you.

2,500
donation
from
the
German
Shepherd
Dog
Club

North
Georgia
and
the
German
shepher
Club

Atlanta,

a
future

$7,500
from
the
American
Kennel
Club
I
always
love
those
big
checks
coming
in
to
City
Hall.
So,
instead
of
going
out,
that's
always
a
good
day
in
the
city.

They
gave
me
the
real
checks
a
few
minutes
ago
and
I've
been
a
nervous
wreck,
so
thank
You'
all
again
and
we
have
the
German
Shepherd
Club
of
North
Georgia
and
the
German
Shepherd
Club
of
Atlanta
Inc.
They
are
both
G,
giving
us
$11,000
250
for
a
combination
or
a
total
of
$2500.
In
conjunction
with
that,
we
will
be
applying
for
a
grant
from
the
AKC,
which
will
be
an
additional
$7,500,
so
for
our

our
total
of
$10,000.

reached
out
to
us
and
have
we
really
appreciate
that,
of
course,
as
y'all
all
know,
this
is
a
program
I'm
very
excited
about
about
starting
our
K9
program
and
I
was
discussing
with
them
about
the
different
types
of
dogs
that
we're
looking
at.

I
really
appreciate
the
support
that
they
are
giving
us
and
so

the

council
approve,
first
of
all
the
donation
tonight
for
$2,500

we
are

give
you
an
update
on
History,
Cherokee
and
and
the
history
centers
and
first
I
want
to
say.
Thank

I
want
to
say
thank
you
for
all
that
you
guys
do
to
preserve
canton's
history,
not
every
city.
Does
that
and
you
guys
have
made
a
conscious
choice
to
do
so.
I
And
I
yeah
I
mean
you,
do
it
in
your
signage?
You
do
it
in
your.
You
know
your
mission,
even
your
emails,
that
I
circled
that
I
got
the
other
day
when
I
saw
Pres
res
erve
in
there.
For
so
I
know
it's
a
conscious
choice
and-
and
we
do
just
really
want
to
say
thank
you
for
all
that
all
that
you
have
done
to
preserve
cans
in
Cherokee,
County's,
history
and
I
want
to
say
thank
you
for
your
commitment
to
the
History
Center.
You
know
we
felt
your
support
from
the
beginning.
I
You
know
and
the
fact
that
you
guys
sold
us
that
the
police
department
building
just
really
made
this
all
possible.
So
so
again,
thank
you
so
much
for
that
and
for
being
our
partner
in
in
the
project
project-
and
you
know
now
that
now
that
we've
been
here
a
year,
I
kind
of
wanted
to
share
share
the
final
costs
in
in
the
investment
that
that
we
have
made
in
in
downtown.
I
You
can
see
it
was
a.
It
was
a
big
project.
I
Certainly
bigger
than
than
we
had
anticipated,
we
started
off
with
a
a
budget
of
2.5
million
and
obviously
went
above
that
very
quickly.
Co
certainly
had
something
to
do
with
that
building
cost
escalations,
but
but
anyway,
there
there
it
is
and
I
hope
everybody
is
pleased.
Pleased
with
the
results.
I
think
you've
all
been
there
right.
Everybody
everybody's
seen
it.
If
you
haven't,
then
please
please,
come.
I
But
luckily
we
were
fortunate
that
the
community
supported
the
project,
and
so
we
were
able
to
fund,
raise
and
raise
$4.8
million
for
this
project,
which
again
we
did
not
think
we
were
going
to
be
able
to
do.
Joellen
was
joelan
was
a
big
part
of
it,
working
that
second
job
she
has
with
us,
but
really
the
community
rallied
and-
and
we
were,
we
were
fortunate
to
to
have
that.
I
So
we
are
again
just
very,
very
thankful,
but
now
that
we've
been
open
a
year,
I
did
want
to
share
with
you
guys,
since
you
are
one
of
our
partners
and
you
do
have
a
big
investment
in
our
success.
What
the
first
year
has
been
like
with
our
successes
and
also
our
challenges,
pardon
me
I
find
a
screen
that
I
can
actually
read.
I
First,
our
challenge
is
the
attendance
and
awareness
a
little
harder
than
we
thought
to
bring
people
through
the
doors
we
thought
we
would
open
the
doors
and
they
would
just
flood
in
not
so
much
so
we
we've
really
been
struggling
with
getting
the
word
out.
You
know
about
the
History
Center
that
it
is
here
that
we
are
open
for
business
operating
costs.
You
know
remember
when
we
first
looked
at
purchasing
the
building.
Nathan
was
great
and
gave
me
oh,
this
is
how
much
it
cost
us
well.
Apparently
running.
I
A
museum
is
a
little
more
expensive
than
running
a
police
department.
I
think
it
has
something
to
do
with
all
the
lights
that
we
have
in
there
and
maybe
a
couple
extra
HVAC
units
organizational
structure.
You
know
we've
been
around
for
a
while,
but
we've
been
spending
a
lot
of
time,
setting
up
policies
and
procedures.
You
know,
we've
got
new
staff
new
store,
you
know
more
public.
We
just
want
to
make
sure
we
we
offer
a
safe
and
inviting
space
for
for
the
public.
I
So
that's
taken
up
a
bit
more
time
than
we
thought
and
then,
of
course,
the
ongoing
Financial
stability.
We
realized
we're
going
to
need
an
endowment
fund.
You
know
that
first,
that
first
shot
of
fundraising,
we
did
was
great.
You
know
to
fund
the
initial
construction,
but
to
help
of
operating
costs,
we're
going
to
need
we're
going
to
need
an
endowment.
So
that's
going
to
be
phase
two,
but
for
the
successes
that
we've
had
and
when,
when
we
are
able
to
get
people
in
the
door,
it's
it's
wonderful
to
see.
I
It's
wonderful
to
see
the
impact
that
we
have
on
the
kids
and
the
public.
It's
been
overwhelmingly
positive.
Everybody
who's
been
through
the
building
and
gone
through
the
exhibits.
So
that's
that's
very
rewarding
to
see
to
see
the
impact
on
that
this
one
I
believe,
is
a
Homeschool
Group
that
came
through.
We've
got
activity
sheets
for
them
to
do
so
they
can
Buzz
right
through
we've
had
different
of
our
own
events.
I
We
had
our
free
admission,
Saturday
sponsored
by
chamber
house
I,
think
that
we
brought
in
250
people
in
that.
In
that
day,
which
was
great,
we've
been
doing
our
what's
up
Wednesdays
programs
once
a
once
a
month
for
kids
up
to
age,
five,
where
they
do
an
activity
and
my
favorite
one
was:
they
were
learning
about
the
trains
and
got
to
make
their
own
little
train
conductor.
Hats,
our
education
manager,
Harvey,
does
a
great
job.
I
Setting
up
all
these,
you
may
have
heard
we're
now
going
to
actually
rent
out
the
space
rent
out
the
the
main
hall
in
our
classroom.
So
we've
hosted
a
number
of
events.
The
one
on
the
top
right
corner
was,
of
course,
your
own,
your
own
conference
that
you
guys
had
here
that
we
hosted
a
session
over
there,
but
the
elected
officials
reception.
We
had
there
with
the
chamber
and
then,
of
course,
our
own,
our
own
programs,
our
temporary
exhibits.
We
do
have
three
temporary
exhibits,
a
Year
again
to
keep
people
returning.
I
This
one
is
up
through
I
think
the
date
I
cannot
quite
read
it
at
the
end
of
January
January
at
the
end
of
January.
So.
I
Sorry
I
was
looking
at
the
picture

that's
the
yeah,
so
we
have
currently
the
businesses
businesses
booming,
which
is
going,
which

what
are
the
pictures
are

that
closes
next

but

opening
reception,

hope
all
you
guys

be
getting
your

for

we've

lots
of
programs
coming
up

things

planned
from
the
beginning.

our

exhibit,
which
is
going
to
go
in
our
front
Jason
Dickerson
Garden
space.
We
are
partnering
with
the
KSU
to
their
Mastercraft
class,
I
believe
to
to
install
this.
So
it's
going
to
be
again.
You
know
an
an
exhibit
about
the
edwa
river
that
you
can
learn
about
without
even
having
to
come
inside.
So
that
should
be.
We
should
be
having
a
ribbon
cutting
by
the
end
of
this
year
about
that
top
Corner.
I
We're
going
to
try
to
put
some
kind
of
garden
space
adjacent
to
the
park
in
front
of
our
sculptures,
those
outdoor
sculptures
that
we
have
next
to
the
park.
You
know
just
to
again
encourage
people
that
there
is
something
to
see
there.
You
know
we've
kind
of
blocked
off
the
parking
lot,
but
it's
not
really
very
inviting
so
maybe
get
some
benches
or
again
some
kind
of
activity
that
we
can
have
in
front
of
those
sculptures
to
really
draw
attention
to
them.

You
guys
have
been
great
to
help
us
so
far
with
everything
that
we
have
done.

publicity

Lauren's
wonderful,
to
to
share
our
events,
but
we
want
to
just
keep
reminding
you
you
know,
promote
our
events,
promote
us
as
a
tourist
attraction
which
I
think
again.
You
already
do
if
you
can
sponsor
an
event
or
tourism

sponsor
an
event
or
program.
That
would
be
great.

We
would
love
some
more
way:
fairing
signage,
downtown
somewhere,
telling
people
that
we're
down
here,
if
that's
possible,
because
people
just
don't
know
once
they're
on
Main
Street
that
we're
down
the
block,
and
so
there
are
some
partnership
opportunities
that
we
are
coming
up,
and
these
are
programs
that
we
have
coming
up.

are
looking
at
doing

free
admission
for
Veterans
Day
the
month
of
November,
we're
going
to
have
a
gingerbread
Village
display
with
his

gingerbread
houses
of
historic
buildings
in
Cherokee
County
for
the
month
of
December
working
on
a
black
history,
driving
tour
We've,
already
partnered,
with
Kristen
the
theater.
To
do
the
we
will
speak
documentary
about
the
Cherokee,
we're
partnering
with
the
funk
and
the
Trail
of
Tears
to
host
that
we're.

Gonna
want
to
do
sensory,
friendly,
Sundays,
working
on
our
history
camps
and
living
history
days,
but
I
also
want
to
throw
out
there
the
interpretive
signage,
which
are
those
two
photos
down
there.
That's
the
one
on
the
left
is
one:
we've
worked
with
the
city
of
Woodstock,
it's
in
ROP,
Mill,
Park,
and
then
the
one
on
the
right
is
in
ballground,
along
Valley
Street.
So
we
would
love
to
you
know,
as
you
guys
are
possibly
working
on.
You
know
your
edwa
River
Trail
or
something
along
those
lines.

If
there's
a
way
we
can
partner
to
get
some
interpretive
signage,
it
doesn't
have
to
look
like
this.

be
an

be
whatever.

the
river
trail,
you
do
have
those
fish,
weers

them
between

hearings
tonight

we
proceed
with
our
business
meeting
and
first
public
hearing
is
to
discuss
the
disposition
of
the
increase
in
occupational
tax
revenue,
Miss
Forester.

Good
evening,
mayor

Council
we're
holding
a
public
hearing
today,
because
state
law
requires
us
to
quoting
from
the
official
code
of
Georgia
in
any
year
when
revenue
from
occupation
taxes
is
greater
than
revenue
from
occupation
taxes
for
the
pre
for
a
local
government.
The
local
government
shall
hold
one
or
more
public
hearings
as
part
of
the
process
of
determining
how
to
use
the
additional
Revenue
I'd
like
to
point
out
that
the
agenda
for
tonight's
council
meeting
includes
an
excerpt
from
our
fiscal
year.

15,34,
that's
less
than
fiscal
year.
2022
we're
in
the
process
of
auditing
occupation,
tax
certificates
and
current
findings
lead
us
to
anticipate
revenues
near
$1,595
th000.
This
number
is
included
with
the
proposed
fiscal
year
2023
budget
amendments
later
on
the
evening.
It's
important
for
us
to
have
an
accurate
accounting
of
business
occupation
taxes
because
it
helps
us
with
Revenue
diversification
and
it
serves
as
an
alternative
to
property.
Taxes
ensures
compliance
with
local
ordinances,
such
as
zoning,
and
provide
citizens
with
an
additional
level
of
protection
from
fraud
and
misrepresentation.

spend
some
of
the
Surplus

does
a
lot
of
things
to
try
to
attract
visitors,
which
is
all
fine
and
dandy,
but
there's
more
than
just
Main
Street
in
downtown
to
the
City
of
Canton.
If
I'm,
a
visitor
and
I
come
in
on
Saturday
evening
and
I,
have
a
nice
dinner
on
the
Square
and
I
Meander
on
down
to
the
mill
spend
a
little
time.

I
might
decide,
oh,
what
a
cool
little
town,
let's
go,
drive
around
and
see
more
of
it,
so
they
drive
within
a
half
a
mile
turn
onto
a
residential
street
and
they
see
weeds
seven
feet
tall
growing
right
on
the
right
in
the
middle
of
a
neighborhood,
or
they
see
trash
bins
that
are
out
seven
days
a
week
or
they
go
down.
Scot
Mill,
Road
and
see
more
cars
parked
in
the
yards
and
across
the
sidewalks
and
the
driveways
are
empty.

This
just
makes
no
sense
to
me,
but
more
than
that,
we
need
a
code
enforcement
officer
residential
only
for
your
residents
who
have
a
right
to
expect
that
the
city
will
enforce
its
own
ordinances
and
I.
Don't
think,
there's
any
better
way
to
teach
people
that
the
city
has
these
ordinances
than
to
enforce
them.
I
mean
I.
Understand
people
get
a
warning.
First,
a
little
here,
you're
doing
this
wrong.
You
have
so
much
time
to
fix
it.

That's
education
and
the
word
will
spread
in
neighborhoods
if
they're
told
they
can't
park
on
the
grass
anymore,
go
up.
Marrietta
Road,
there's
a
truck
P
parked
on
the
grass
is
lard
large
enough
to
be
a
billboard,
and
it's
been
there
for
weeks
and
I
I
can't
understand
why
we
don't
enforce
our
code.
I
think
the
residents
have
a
right
to
expect
that
the
city
will
enforce
its
and
there's
no
better
way
of
doing
that
to
for
for
the
residents
it's
a.

It
would
be
a
great
favor
to
me,
although
I
believe
I
deserve
it
and
I
believe
every
city,
not
just
Main
Street
I
mean
every
street.
Not
just
Main
Street
deserves
that
the
code
will
be
enforced
if
you
want
to
build
great
neighborhoods
enforce
the
code,
but
you
can't
build
great
neighborhoods
if
you
have
a
neighbor
calling
code
enforcement
and
having
to
tell
on
another
neighbors
I
believe
I've,
experienced
and
I've
also
expressed
to
you
code
enforcement
needs
to
be
proactive,
not
reactive.

They
need
to
be
out
there
nipping
things
in
the
bud
before
a
neighbor
has
to
call
and
say
my
neighbor
is
doing
this,
or
this
truck
was
parked
in
the
front
yard.
For
three
weeks
now
that
shouldn't
be
necessary,
we
just
need
one
fulltime
residential,
only
code
enforcement
officer
that
is
well
trained
and
understand
what
the
code
means
in
regard
to
residential
property.

Only
and
I
I've
talked
to
enough
people
that
I
think
one
of
the
biggest
problems
we
have
is
parking
issues
just
going
along
and
fixing
those
issues
in
in
our
streets
in
our
neighborhoods
would
help
immensely.
So
please
I,
don't
you'll
keep
hearing
from
me
forever.
If
I
never
get
this,
you
will
continue
to
hear
from
me
residential,
only
code
enforcement
off
greatly
appreciated
by
me
and
I
believe
by
a
lot
of
other
residents.

revenue

learn

better
appreciate
the
administrative
recommendation
that
has
been
made
by
your
city,
manager's,
Finance,
director,
Miss
Melissa,
and
how
she
would
like
to
see
and
the
administration
would
like
to
see
those
proceeds
expended.

know
that's
slated
for
an
additional
agenda
item
later,
however,
echoing
the
sentiments
from
Mr
stanson
I.
Suppose
we
all
when
it
comes
to
money.
Everybody
wants
something.
I
know
that
it's
not
Christmas
yet,
but
I
would
ask
that
the
City
of
Canton
do
something
that
Washington
DC
can't
seem
to
do.

Canton
already
balances
its
budget,
which
is
required
under
state
law,
but
I
would
ask
count
to
do
one
better
and
use
the
addition
proceeds
that
should
meet
with
council's
approval
to
U
exhaust
any
any
debt
that
may
be
incurred
or
to
appropriate
These
funds
to
any
potential
debt
or
to
offset
any
debt
that
may
have
already
been
incurred
by
the
city
and
get
ahead
of
the
bell
curve
there.

that's

industrial,

would
have
it
rezoned
as
plan
development,

master
plan

consider
having

piece
of
property
with

zoning

eye
popping
to
me
and

understand
it's
rezoning.

opportunity

but
in
this
particular
situation,

the
residents

ability

know

want

sure

residents
know

Office

Economic
Development
to
have
a
really
awesome
light.

property
is

Owners
to
agree
to

that
property
is
in
our

sewer

wood
to
do
that

redesign
and
incorporate
those
plans
as
part
of
the
overall
project,

one
contractor
will
will
deal
with
the
utilities,
as
well
as
the
overall
Street
skate
project.

project,

this
the
one
we've
talked
about
also
burying
the

development

prominence,
Point,
Parkway,
has
has
grown,

that
there's
been

traffic

we've
had

lot
more
complaints.

have,

accidents

intersection.
The
Publix,
so
Kenwood
has
submitted
a
proposal
to
do
a
traffic
study,
along
with
some
potential
concept
layouts,
depending
on
the
traffic
analysis.
The
total
cost
of
that
study
with
the
concept
layouts
is
$35,800
that
will
be
paid
for
with
spast
and
impact
fees.

this
intersection

apartments
were
going
in
which
are
an
amazing
housing
solution
for
our
residents,
but
that
this
conversation
took

about

intersection

wasn't
something
that
could
be
done
at
that

time

for
in
our
development
code,
it
states

developer
is
required

traffic
study
if

residents

the
apartment
complex
has
closer
to

odd

high
hundreds,
it's
like
low
hundreds,
so
we
could
not
request
that
they
complete
a
traffic

to
see

was
actually
happening

was
built

at

intersections

up

potential

conflict

vehicles
and
turning

things

has
had
a
long
and
distinguished
career
in

enforcement

our

for

retire

know

heart

our
public
servants.

was

to
them.

think
our
meeting
went
about
an
hour
and
a
half

him

the

that
have
occurred
in
his
tenure

he

started
with
us

February

2015,

not
mean
much
to
anybody
on

here

here

time

I've
been
here
and

with

and

him

passion

profession

department
