City

Canton
for

treatment
plant
in
combination
with
H2
Innovations,
so
the
Gold
Award
is
actually
an
award
that
recognizes
a
plant
that
has
had
no
violations
of
the
Safe
Drinking
Water
Act
for
the
entire
year,
while
talking
to
David
and
Jordan.
Today,
they
told
me
that
actually,
this
plant
has
not
had
any
violations
for
seven
years.

They've
only
recently
become
a
member
of
gawps
and
they
have
won
the
Gold
Award
for
three
years
straight
for
us.
If
they
continue
on
the
streak
that
I
have
no
doubt,
they
will
they're
going
to
actually
receive
a
platinum
award
in
two
more
years.
That's
five
years
with
no
violations
of
the
safe
drinking
water.
It's
a
very
difficult
achievement.

Operators
for
this
plant,
that
is,
the
actual
Foundation
under
which
the
City
of
Canton
thrives.

depend
upon
that
water,

though
you
can't
see
it
and
when
I
was
talking
to
David
and
Jordan.

they

don't
really
notice
it
until
you
don't
have
it.
So
it's
really
a
pleasure

As

this
is
an
informational
item.
Only
on
this
particular
use
is
an
allowed
use
in
the
journal
commercial
zoning
District.
However,
it
is
also
a
conditional
use,
so
the
applicants
are
going
through
that
process.
They
have
not
had
their
Community
input
meeting
yet,
but
that
will
be
happening
very
shortly.

So,
as
you
know,
on
May
18th,
the
city
learned
that
we
were
awarded
two
grants
for
the
improving
neighborhood
outcomes
and
disproportionately
impacted
communities,
one
for
South
Canton
park
and
one
for
Canton
Creek,
pedestrian
bridge
and
sidewalk
improvements.
Both
products,
both
products.
Both
projects
were
awarded
the
maximum
award
in
the
amount
of
2.2
million
dollars
each
there
is
no
match
required.

However,
I
will
go
into
a
little
more
detail
on
that
later
on
before
I
go
into
what
these
Grant
funds
will
go
forward
towards
I
wanted
to
go
over
what
the
grant
program
stands
for
the
improving
Nash,
the
improving
neighborhood
outcomes
in
disproportionately
impacted
communities.

Sorry,
that's
a
lot
of
research.
The
2.2
million
dollars
funded
for
South
Canton
park
will
be
utilized
to
create
a
new
park.
Currently,
there
isn't
a
public
park
or
playground
within
three
miles
by
way
of
sidewalk
or
car
of
the
location
of
this
newly
proposed
Park,
one
of
the
City
of
Canton
tenets
connecting
citizens
to
Parks
and
Recreation
directly
calls
out
the
need
for
the
creation
of
a
dog
park
and
to
increase
playground
equipment,
including
options
for
adults
and
all
ability
needs.

This
grant
will
help
fund
a
new
all
abilities,
playground,
creating
opportunities
for
kids
and
adults
with
disabilities,
a
gazebo
with
park
benches
and
table
a
public
dog
park,
restroom
facilities
and
a
10-foot
multi-use
Trail.
I
do
also
want
to
point
out
that
while
there
will
be
additional
features
at
the
park,
this
is
what
the
grant
will
specifically
fund
the
2.2
million
dollars
funded
for
the
Canton
Creek
pedestrian
bridge
and
sidewalk.
Improvements
will
be
utilized
to
create
a
safer
route
from
the
area
and
on
a
sunny
side
to
the
Downtown
Canton
area.

The
mill,
as
well
as
the
shopping
center
on
Marietta
Road,
not
as
cantonville.
Currently,
the
only
access
over
Canton
Creek
for
pedestrians
is
a
four
foot
sidewalk
on
the
Canton
Creek
vehicular
Bridge,
which
is
fairly
narrow
as
it
is.
This
grant
will
fund
a
new
140
foot,
prefabricated
pedestrian
bridge,
as
well
as
an
additional
250
foot
of
eight
foot,
wide
sidewalk
and
crosswalk,
with
a
rapid
Beacon
across
Marietta
Road.
The
goal
of
this
project
is
to
provide
safe
access
to
Affordable
food
clothing
supplies
and
Medical
Care
for
the
2.2
million
dollars.

want
to
thank
you
on
behalf
of
the
council
for
the
great
work
you
did
secure
these
grants
and
remind
our
citizens
that
the
City
of
Canton
was
only
one
of
three
cities
out
of
535
cities
in
the
state
of
Georgia
to
be
recognized
by
Governor
Kemp's
office
to
receive
more
than
one
grant
for
this
funding
and
4.4
million
dollars
out
of
I
think
235
million
total
State
funding
is
quite
an
accomplishment,
and
a
lot
of
that
is
due
to
your
hard
work
and
submitting
these
grants.

The
next
item
you
have
in
your
packet
also
the
April
Financial
reviews,
Miss
Forster,.

I
43
percent
of
the
increase
is
due
to
residential
and
commercial
construction
and
356
new
Parcels
in
the
city.
56
percent
of
the
increase
is
associated
with
inflation,
as
is
everything
else
that
we're
seeing
on
a
high
note
for
the
citizens.
The
2022
last
year's
senior
tax
exemption,
save
taxpayers
over
1.7
million
dollars
in
taxes.
It
is
estimated
that
the
2023
senior
tax
exemption
will
save
residents
over
1.9
million
dollars.
That's
a
10
increase.

We
have
had
numerous
discussions
in
regards
to
the
Canton
down
payment
assistance
program
over
the
last
year,
or
so
the
Canton
housing
team,
which
is
part
of
our
Georgia
initiative,
Community
Housing
Initiative,
has
recommended
city
council
consider,
adopting
and
implementing
the
Canton
down
payment
assistance
program.
I
did
email
you
out
an
updated,
amended
copy
of
the
down
payment
assistance
program
which
included
the
2023
information
that
I
could
find
relative
to
HUD
and
home
prices.
Things
of
that
nature,
that
was
one
of
the
recommendations
from
the
housing
team,
was
to
update
it
for
the
2023
numbers.

You
will
see
that
there
was
quite
an
increase
in
home
prices
within
the
information
that
I
could
find
it's
a
little
different
than
what
was
in
the
previous
version,
with
the
existing
home
prices
and
new
construction
home
prices.
I
could
not
find
that
data,
so
what
I
did
was
included
information
from
FHA
in
regards
to
a
maximum
home
prices
available
and
then
Fannie
Mae
Freddie
Mac
loans
with
their
maximum
home
prices.
I'll
continue
looking
for
that
existing
new
construction,
but
I've
not
found
that
anywhere.

As
of
yet
question
that
is
always
I
asked
and
if
you'll
recall
and
discussions
regarding
the
down
payment
assistance
program
and
when
I
proposed
at
the
council
in
the
previous
meetings
of
Retreats,
the
intent
was
to
look
at
utilizing
the
funds
from
the
Housing
Trust
Fund
that
has
been
established.
Currently,
none
of
the
developer
contribution
monies
that
have
been
placed
into
that
Housing
Trust
Fund,
so
as
a
means
of
funding.

If
you
will,
if
city
council
does
want
to
move
forward
and
implement
this
program
now,
I
got
with
Miss
Foster
the
CFO.
There
are
currently
a
one
million
one
hundred
eighty
nine
thousand
one
hundred
ninety
four
dollars
of
uncommitted,
arpa
funds
that
could
be
available
if
you'll
recall,
I
had
taught
with
City
Council
in
terms
of
the
potential
to
do
20
approvals
for
down
payment
assistance
with
loans
that
sort
of
thing,
because
the
developer
contribution
monies
have
not
come
in
that
sort
of
thing.

you
want
to
reduce
that
back
to
10
a
year,
if
you
want
to
consider
that
that
would
be
your
option,
but
there
are
monies
that
are
uncommitted
that
could
go
towards
implementing
this
program.

County

city
council
wishes

adopt

the

The

amount

there's
one
project
that
agreed
to
provide
one
hundred
thousand
dollars
in
funding.
They
have
not
submitted
for
any
land
disturbance
or
construction
plans
for
permitting,
as
of
yet
the
other
project
agreed
to
800
dollars
per
residential
unit
to
be
assessed
as
an
add-on
Fiat
issuance
of
building
permits
with
that
project.
It's
my
understanding
that
phase
one
and
talking
with
Steve
and
Bethany
phase,
one
of
that
project
for
their
land
disturbance,
permit
construction
plans
has
been
submitted
and
is
in
the
review
process.

So
expectations
are
that
some
of
those
funds
should
start
coming
in
later
on
this
year
and
continue
into
next
year
with
the
abeyance
coming
off
the
books
towards
the
end
of
this
year.
Expectations
are
that
there
will
be
a
quite
a
few
applications
going
through
the
public
hearing
process.

city
council
will
be
able
to
continue
discussions
with
development
interests
for
additional
contributions
to
the
housing
fund.

in
support
of
that,

that's
really

only

comment

I

make
about
it.

resident
question
whether

not
these
kinds
of
programs
encourage
irresponsibility
and
foreclosure
on
the
part
of
homeowners.
Is
that
something
that
you
have
found
to
be
true
in
researching
plans
like
this.

There
are
five
other
communities
in
the
state
of
Georgia
that
have
down
payment
assistance
programs
I've
not
seen
a
if
you
will
a
large
number
foreclosures
and
discussions
with
the
county
attorney
in
regards
to
the
Canton
down
payment
program.
Since
it
is
a
forgivable
program,
we
would
place
a
security
deed
part
of
the
closing
documents
relative
to
this
five-year
period
that
they
have
to
stay
in
the
home.
That
sort
of
thing
in
regards
to
being
able
to
recoup
monies
if
the
home
is
lost
during
that
five-year
period.

wanted
to
clarify
I've
had
a
couple
of
residents.
Ask
me
about
this
program
and
it
seems
that
maybe
they've
gotten
some
information.
That's
not
correct.
The
Lending
institution
is
not
the
City
of
Canton.
They
have
to
apply
for
their
loan
with
a
bank
or
a
lending
institution.
We
simply
provide
assistance
with
the
down
payment
that.

within

copy
of
both
of
the
copies
we
did
have
meetings
with
a
mortgage
lending
institutions?
We
do
have
a
list
of
some
lending
institutions
that
are
in
agreement
to
partner
with
the
city
in
regards
to
this
program.
Hopefully,

more
word
becomes
available
about
our
program.
Other
lending
institutions
will,
if
you
will
step
up
to
the
plate
and
partner
with
the
city,
as
I
have
spoken.

Envision
this
process
that
the
lending
institutions
would
notify
the
city
basically
me
that
they
have
an
applicant
that
would
be
a
candidate
for
the
down
payment
assistance
program.
They
would
Supply
information
to
the
city
in
regards
to
that.
I
had
thought
that
city
manager,
counselor,
Tolan
and
I
might
be
a
Review
Committee.
If
you
will
of
what
the
lending
institutions
send
to
us
to
review
to
approve,
if
you
will
providing
that
assistance
to
get
them
over
the
hump,
so
to
speak
so
that
they
could
close
and
become
homeowners.

If
I
could
make
just
a
couple
of
comments
as
well,
one
of
the
discussion
items
that
that
came
up
when
this
process
was
reviewed
with
lending
institutions
was
the
importance
of
the
creation
of
an
educational
component
that
coincides
with
down
payment
assistance.
A
number
of
the
individuals
who
would
qualify
for
this
program
have
not
been
homeowners
before
and
what
was
discussed
was
the
opportunity.

A
lot
of
banks
already
have
certain
programs
that
they
utilize
for
individuals
who
take
advantage
of
this
type
of
product,
but
we
also
talked
about
the
fact
that
we
can
offer
some
additional
things
as
part
of
that
these
are
going
to
be
homeowners
in
our
city.
We
want
them
to
know
what
Code
Compliance
looks
like
and
how
they
can
make
sure
that
their
properties
are
kept
up
with
the
standards
we
have.
As
a
city,
we
have
a
wonderful
building
department.

Yeah
and
just
to
reiterate
these
are
these
are
currently
citizens
in
our
city
that
are
renting,
that
we
want
to
transition
into
Home
Ownership
and
assist
them
quite
often
they're,
paying
in
rent
more
than
they'd,
be
paying
in
a
mortgage,
but
quite
often,
the
path
to
ownership
that
obstacle
getting
into
ownership
is
often
that
down
payment
that
that
they
can't
can't
afford.
So,
it
is
to
assist,
create
more
single-family
home
ownership
inside
the
City
of
Canton.
So
as
far
our
citizens.

more
comment:
yeah,
it
actually
came
up
with
this
Revision
in
the
home
prices
in
Canton,
Mr
Patton
had
done
some
due
diligence
relative
to
the
amount
of
time
it
takes
the
average
couple
or
person
to
save
the
money
to
afford
a
down
payment.
It
was
nine
nine
years
last
year.

of
this
question

in
terms
of
the
roles
and
responsibilities
of
the
applicant
and
or
just
the
application
process
is
a

a
criminal
background,
part

institution
and
their
application
requirements
that
sort
of
thing
they
would
send
copies
of
that
information
to
the
city
that
we
would
review.

talked

requirements

a
home
ownership,
education
being
a
part
of
it,
habitat
North
Georgia
is
one
of
the
Canton
housing
team
members
and
I've
had
discussions
with
them
there
in
the
process
of
sending
a
letter
to
the
city
in
regards
to
another
matter
and
in
which
they
participate
with
a
homeownership
program
through
habitat
that
we
can
partner
with
them
on
plus
I've
also
had
the
discussions
with
the
Canton
Housing
Authority
about
creating
a
home
ownership
education
program
in
conjunction
with
the
Canton
Housing
Authority.

just
one
other
comment:
I
had
the
opportunity,
maybe
four
months
ago,
to
listen
at
a
Civic
club
meeting
to
a
mayor
of
another
Community
here
in
Cherokee
County
talk
about
the
importance
of
home
ownership.
What's
really
interesting
is
we're
not
just
talking
about
it?
We
have
a
program
to
actually
get
it
done
and
that's
something
that
doesn't
exist
here
in
Cherokee,
County
and
I
hear
a
lot
from
residents
who
are
concerned
about
the
amount
of
rental
product
that
comes
into
the
community.

Part
of
that
is
because
there's
not
enough
opportunities
for
home
ownership,
so
we
are.
We
are
actually
putting
the
work
to
the
table
to
get
this
done,
that
nobody
else
in
the
county
is
doing
and-
and
we
don't
know
how
successful
the
program
is,
but
the
staff
is
committed
to
trying
to
get
more
homeowners
in
our
city,
and
we
think
this
is
a
good
first
step
at
that.

couldn't
agree
more
so
I
certainly
applaud
the
staff
and
Council
counselor
Tolan
everyone
involved
in
this
initiative.
It
certainly
supports
archana,
leading
with
Excellence
this
and
the
next
agenda
item,
or
certainly
not
off
the
off
the
off-the-shelf
items
that
improve
and
create
great
neighborhoods
or
increase
home
ownership
or
housing
opportunities
for
our
citizens.

the
budget

as
to
what
you

October

concept
plan

comments
from
the
council

that
sort

steps
moving

sort

thing

mentioned
to
Mr
Peppers
earlier
today.
One
change
that
I
would
recommend
Council.
Consider
with
that
latest
concept
plan
is
flip.

Those
parking
spaces
in
the
Adu,
as
the
amended
site
plan,
shows
the
Adu
on
the
other
side
from
units
one
and
two
there
would
have
to
be
a
Ingress
egress
easement
if
you
will
for
the
driveway,
so
that
that
Adu
could
be
shared
with
that
unit.
If
you
move
Adu
to
where
those
six
shared
parking
spaces
are
remove
those
parking
spaces
forward,
then
that
Adu
could
be
on
the
same
lot
with
that
other
unit.

seems
to
make
sense
to
me
and
I
know
you
you
did
send
out
the
the
plan
and
I
I
mean
I,
think
everyone
had
a
very
positive
reaction
to
the
planet
itself
and
I
know
again,
it's
another
another
item
that

work

good
thought

certainly
Mr
Oliver's
experience
and
expertise
has
been
greatly
appreciated.
This
is
a

exciting
project
and
Innovative
project.

advances

what

issues,

things

passed
to
me
today

concerns
or
questions.
If
you
will
relative
to
providing
additional
information
to
the
city
council,
one
of
the
items,

you

a
what,
if
any
other
additional
zoning
requirements,
are
going
to
be
needed
to
move
the
project.
Along
from
my
perspective,
nothing
city
council
amended
the
Laurel
Canyon
master
plan
on
June
17
2021
to
allow
the
property
to
be
developed
for
residential
purposes.

These
are
detached
homes,
so
there's
not
a
requirement
for
conditional
use,
permit
or
anything
of
that
nature
in
all
of
the
presentations
with
Mr
Oliver.
If
you
will
and
discussions
about
this
concept,
it
had
always
been
talked
about.
The
city
handling
all
of
the
site,
development
construction
costs
that
sort
of
thing
to
that
measure
within
the
urban
Redevelopment
budget.
There
currently
is
five
hundred
thousand
dollars
towards
site

rate

some
of

that

As
long
as
as
well
as
some
of
our
Revenue
sources
in
the
general
funds
on
July
6,
we
would
concentrate
more
on
our
Capital
funds,
so
funds
such
as
flossed
impact
fees,
hotel
tax
rental,
car
tax,
Water
and
Sewer
funds
at
that
time
and
then
go
over
any
question
or
comments
from
the
first
meeting
with
any
follow-up
information
and
then
on
July
20th.

include
the
approval
of
the
final
millage
rate,
as
well
as
the
adoption
of
the
budget.
At
that
time.
The
millage
rate
would
then
be
provided
from
the
city
to
the
Board
of
Commissioners
for
approval
by
the
end
of
July
for
the
county
tax
bills.
Tax
bills,
as
always,
will
go
out
in
September,
and
they
are
due
back
in
November
to
the
Cherokee
County
Tax
Commissioner.

budget
would
then
go
into
effect
on
October
1st
for
fiscal
year
2024..

The
second
item
I
wanted
to
update
you
on
is
about
the
advance.
As
you
know,
we
we
put
in
advance
into
effect
in
November
for
applications
for
for
a
year.
I
did
want
to
give
you
an
update
on
some
of
those
things.
Your
staff
is
currently
working
on
zoning
categories
and
narrowing
those
down.
We
believe
that
there
are
somewhere
between
five
and
seven
zoning
categories
that
can
either
be
eliminated
by
the
zoning
table.

The
staff
is
also
currently
working
on
planning
for
the
midterm,
update
to
the
comp
plan,
due
in
February
prioritization
of
Transportation
projects,
utilizing
the
recently
completed
Transportation
master
plan
awaiting
the
proposals
under
the
RFP
for
our
Parks
and
Recreation
master
plan
and
updated
the
council
last
month
on
the
progress
of
our
water
pollution
control
plan.
Since
the
abeyance
was
first
put
in
place,
the
transportation
master
plan
has
been
adopted,
an
update
to
our
Canton
housing
needs
assessment
and
market
analysis
was
completed
and
the
city
began.

Participation
in
the
Georgia
Initiative
for
community
housing
staff
is
currently
reviewing
the
public
hearing
application
and
rezoning
and
annexation
staff
reports
we'll
be
working
to
bring
back
a
potential
sample
of
these
changes
in
early
July.
A
separate
staff
group
is
also
working
with
our
GIS
mapping
group
to
determine
a
better
platform
to
Showcase
projects
online.

One
item
that
staff
would
like
further
consideration
from
the
council
would
be
City
initiated
rezoning
of
plan
developments
that
have
not
been
developed.
For
example,
there
is
a
plan
development
at
wash
Shoals
that
predates
all
of
the
involved
staff
and
the
City
attorney.
It's
been
there
for
a
long
time.
There
are
currently
three
Property
Owners
out
there
and
they
don't
work
very
well
together,
but
they
are
under
a
plan
development
and
so
it's
very
difficult
for
any
one
of
those
three
Property
Owners
to
do
anything
without
the
other
two.

This
might
be
a
case
where
the
city
needs
to
initiate
a
rezoning
to
help
those
individual
property
owners
have
access
to
use
their
property,
but
also
wipe
off
the
books,
a
dated
master
plan
that
just
simply
can't
be
built
and
isn't
what
the
city
wants
built
to
begin
with.
So
things
like
that
are
going
to
be
what
we
need
more
input
from
Council
on
as
it
relates
to
the
abeyance
we
have
had.

I
have
had
conversations
with
all
three
of
the
property
owners
over
the
last
several
years
and
given
them
options,
and
they
just
they
can't
work
it
out
and
and
I
feel
for
them,
because
they
kind
of
hold
each
other
hostage
and
they've
all
been
told
by
companies
who
want
to
buy
the
site.
We
can't
we
can't
build
what
you
were
approved
for
that
was,
that
was
a
20
year
old
plan.

That's
not
how
development
occurs
these
days,
so
you
know
that
might
be
the
one
that
we
want
to
consider
and
there's
a
thousand
plus
residential
units
that
are
wrapped
up
in
that
master
plan
that
could
be
eliminated
with
rezoning
and
then
allow
those
Property
Owners
to
come
back
and
seek
rezone
with
different
master
projects
in
the
future.
So
that's
one
thing
that
we're
considering
I'm
happy
to
answer
any
questions
you
might
have
on
the
faith.

other

and
film
related
things,

we're

excited

she
was

we've

five

had
six
of
six
years
where
we
have
had
an
individual
who
is
a
part
of
the
City
of
Canton,
be
recognized
through
that
particular
program
and
the
program
I
think
is
in
its
11th
year.

our

Council

be
hearing
from
our
department
heads
what
their
budget
requests
are

the
year
and
again,
that's
a
public
work
session

means

budget
process
is
totally
open
to
the
public,
totally
transparent,
unlike
many
cities
and
and
County
commissions.

reasons
behind
that
earlier

Forster,

anyway
it
is
an
open
process.
It's
a
lot
of
work.
Our
entire
team
and
staff
and
and
Council
certainly
spends
a
lot
of
time
on
this
very
important
matter.
