A
A
B
B
Five
of
them
are
on
the
caribou
side
of
the
road.
The
other
six
are
on
the
conner
side
of
the
road,
but
presently
the
cable
only
extends
up
about
a
quarter
mile
and
you
know
I,
don't
know
what
spectrums,
how
many
houses
they
want
in
and
what
amount
of
distance
but,
like
I,
said:
there's
11
homes
and
7
tenths
of
a
mile,
and
currently
the
cable
only
comes
up
I'm
going
to
say
a
quarter-mile
up
the
street,
so
there's
five
houses
that
can
get
spectrum,
cable,
the
other
six
houses
and
when
I
had
contacted
them.
B
D
You
may
recall,
mayor
and
council
that
we
hired
a
consultant
to
do
that
for
us
and
we
have
engaged
spectrum
we've
just
in
the
last
month.
There's
been
I
know
some
back
and
forth
between
spectrum
and
the
consultant
as
far
as
getting
an
accurate
map
of
the
number
of
homes
and
users
that
they're
serving
on
our
different
roads,
and
so
that's
wherever
out
right
now,.
A
A
D
If
I
know
that,
there's
right
now,
legislation
that's
being
looked
at
that
would
require
service
at
15
homes
per
mile
and
I,
don't
know
for
sure
how
they
look
at
on
the
Iman
Road,
where
you
have
a
splitting
of
the
city
boundaries
if
they're
looking
at
well,
those
five
homes
are
in
Caribou
and
that's
only
five
homes
per
710.
Some
would
have
to
look
at
that.
A
B
G
E
A
A
Would
you
do
okay,
okay,
I'd,
like
to
counsel?
These
ladies,
have
asked
to
have
something
placed
on
the
council
agenda
tonight:
a
tax
abatement
that
is
not
on
your
schedule
under
new
business
I'm,
going
to
ask
the
council
for
permission
to
place
it
on
the
agenda.
I'll
put
it
on
the
agenda
under
new
business,
okay,.
E
A
D
A
D
H
Don't
know
how
many
years
of
training
it
takes,
but
the
general
assistance
program
has
two
certifications:
they
have
this
first
one
of
fundamentals
and
then
they
have
the
advanced
and
I
have
a
goal
of
having
both
before
I
retire
in
2020.
So
I
got
certified
this
this
year
and
next
year,
hopefully
I'll
get
the
advance.
H
A
A
and
now,
therefore
be
it
resolved
in
sincere
gratitude
and
appreciation
that
the
following
individual
is
hereby
recognized
for
their
exemplary
citizenship
and
outstanding
achievements
and
honors
brought
upon
this
community.
Through
their
efforts
and
example.

the

I've
asked
Paul
to
meet
with
you
Dennis.
So
he
understands
the
proper
format
of
which
he's
to
run
these
meetings.
A
D
I
A
A
A
D
Of
the
60
access
highway
building
their
indication
was
that
we
needed
to
get
a
general
appraiser
to
do
the
work
of
the
building
and
have
it
done
in,
as
is
condition,
meaning,
not
necessarily
a
fair
market
value.
But
if
you
put
the
building
out
there,
knowing
all
the
repairs
that
need
to
be
done
to
it,
what
would
be
the
value
of
the
building
and
we
received
three
bids
and
I'm
I'm
gonna
have
to
reload
this
agenda
I'm.
Sorry,
it's
not
coming
up.
D
D
A
D
E
A
Well,
I
got
a
comment
so
here
we
go.
I
wanted
to
do
this
because
I
wanted
Carl
to
understand
my
no
vote
tonight.
I
no
vote
on
the
financial
report
is
not
to
be
interpreted
as
an
indication
that
you
car
over
administration,
has
improperly
tabulated
any
of
these
numbers
or
that
they
are
improperly
stated.
A
As
a
city,
councilor
I
did
not
vote
for
the
2019
expense
budget.
As
the
city
councilor
I
did
not
vote
for
the
revenue
budget.
2019
honor
before
the
second
meeting,
and
this
coming
June
council
will
be
asked
to
set
the
mill
rate
for
the
2019
tax
year
at
councils
last
update
on
the
mill
rate.
The
projection
was
that
it
could
possibly
be
1.7
million
Crees.
A
A
D
G
G
F
D
K
K
A
J
A
C
We
have
currently,
let
me
just
do
a
quick
definition
of
unfunded
liabilities.
It's
a
future
debt
that
has
not
been
set
aside.
Funding
for
and
we
have
one
account.
It's
called
compensated.
Abin
SURS.
The
reserve
has
170
thousand
in
it
now
and
decompensated
balances
that
we
have
due
to
employee
vacation.
Sick
banks
are
five
hundred
seventy
five
thousand.
So
it's
an
unfunded
liability
about
four
hundred
five
thousand
dollars.
L
C
A
G
Comments
I
mean
if,
if
you're
gonna,
if
you're
gonna
make
this
chart,
that's
all
fine
and
good,
but
I'd
like
to
know
what
the
monthly
paints
are,
what
the
yearly
payment
is.
What's
what's
going
to
come
out
of
this
year's
budget,
you
know
we.
We
owe
six
hundred
seventy
nine
thousand
five
hundred
eleven
dollars
on
the
biomass
boilers,
but,
what's
going
to
come
out
for
this
year,
know.
C
G
F
D
So
right
now
the
street
lights.
That
is
a
lump
sum
based
on
the
investment
grade,
audit
information
that
we
had
and
that
is
being
updated.
So
we
can
bring
those
revised
numbers
back
to
you,
the
River
Road.
That
would
be
again
a
lump
sum
for
the
project
based
on
the
current
scope,
which
may
be
changing,
and
so
that
certainly
would
be
an
annual
payment.
We
estimated
around
one
hundred
and
fifty
thousand
dollars,
depending
on
the
terms
and
the
of
course,
the
principal
that.
F
C
D
I
F
C
Mean
the
auditors-
and
you
know,
I-
mean
you'd
like
to
try
and
get
close
to
the
number.
That's
on
the
books,
but
I
mean
make
cuts
where
we
have
to
make
coats
right.
We
try
to
cover
at
least
current
year,
expenditures
that
we
know
of,
for
instance,
Connie
this
year.
So
we
know
a
couple:
people
out
retire
possibly
next
year,
so
fun
to
at
least
not
dropped
170,
but
at
least
maintain
right.
C
C
I
C
A
A
H
K
A
A
J
D
As
I
understand,
it
they're
a
piece
of
property
that
was
acquired
in
2017
due
to
taxes
owed
from
2015
we've
owned
the
property.
Now,
for
a
couple
of
years,
it
was
put
out
to
bid
following
our
procedures
for
disposing
of
tax
acquired
property.
We
received
no
bids
through
that
process
and,
as
I
understand
it.
These
ladies
would
like
to
pay
all
of
the
back
taxes
that
were
owed
on
it
plus
the
two
years.
D
The
taxes
that
would
have
been
in
place
had
they
owned
it
and
have
the
deed
put
back
into
their
father's
name
and
as
I
understand
it,
they
came
in
today
and
tendered
all
of
those
funds
just
a
matter.
If
the
council
was
willing
to
accept
those
funds
as
his
payment
and
put
this
back
into
the
end
of
their
father's
name,
the
minimum
bid
price
was
$15,000
for
the
property.
All
the
back
taxes
owed
came
out
to
roughly
forty
four
hundred
dollars
from
the
I
think
from
in
talking
with
Carl
and
myself.
A
J
J
Name's
Michelle
grant
his
daughter
had
nothing
to
go
to
the
hospital
today
and
she
was
really
ill.
She
had
to
get
antibiotics
and
stuff,
so
we
came
in
her
behalf
to
put
her
side.
We
did
not
know
she's.
My
cousin
and
I
did
not
know
that
it
was
actually
in
this
whole
ordeal,
but
I
wanted
to
keep
it
in
the
family.
So
we
we
accomplished
to
get
all
the
funds
together
to
keep
it
in
the
family,
because
her
father's
not
doing
that
good
and
we've
already
lost
enough.
A
F
D
We
we
give
the
prior
owners
a
period
of
time
in
which
to
pay
all
of
those
taxes,
typically,
that
is
by
a
February
31st
following
our
acquisition.
If
that
doesn't
take
place,
then
we
put
it
out
to
bid.
If
we
don't
get
any
bids,
then
the
city
is
able
to
entertain
the
funds
that
come
in
on
the
progress.
The
only
thing
that
arguably
could
be
said
this
was
out
of
order
tonight
was
that
it
wasn't
on
the
agenda
ahead
of
time.
You
could
put
it
on
the
next
agenda.
C
A
D
The
discussion
was
to
take
out
requirements
for
them
to
make
bathroom
improvements
and
also
be
responsible
for
the
roof.
The
exterior
walls
of
that
portion
of
the
building
that
they
would
be
leasing,
and
so
this
lease
agreement
basically
does
that
everything
else
stayed
the
same.
The
rent
that
would
be
owed.
The
only
difference
is
that
they'd
be
responsible
for
any
damages
that
they
might
cause
or
any
repairs
or
maintenance
that
they
would
have
for
their
own
operations
within
the
space
that
it
would
be
occupying.
A
M
N
9.0
repairs
and
maintenance,
it
still
looks
like
it
says:
Leslie
shall
be
responsible
for
all
the
maintenance
and
repairs
necessary
within
the
premises
and
desired
for
lis.
Alessi's
use
of
the
space
Leslie
shall
also
be
responsible
for
any
damages
caused
by
employees,
volunteers
or
patrons
associated
with
the
lessees
use.
So
it
looks
like
to
me
that
you're
still
saying
that
they're
gonna
be
responsible
for
all
maintenance
and
repairs
which
could
be.
D
N
Thanks,
it
almost
sounds
like
you're
saying
that
they're
gonna
be
responsible
for
all
maintenance
and
repairs
in
that
in
that
space,
and
if
the
ceiling
falls
down,
I
mean
if
it's
something
that
they
cause.
That's
one
thing,
but
we're
back
to
the
same
thing
that
we
talked
about
before
this
is
wear
and
tear
or
act
of
God
or
wear
that
this
should
not
be
something
that
they
should
be
responsible
for.
N
N
But
that
what
it
says
is
that
they
would
be
responsible
for
all
the
maintenance
and
repairs
necessary
within
the
premises,
whether
that
premises
is
defined
in
this
lease
and
shows
you
what
that
premises.
Is
it's
still
saying
that
they're
going
to
be
responsible
for
all
maintenance
and
repairs
after
a
while
something's
gonna
have
to
be
repaired
because
it's
getting
old
or
or
there
is,
you
know,
accidental
suffering
I
can
see
if
they
break
a
window
with
their
elbow
go
through
or
their
employees,
or
something
like
that
even
accidental.
N
N
M
N
D
M
G
G
D
G
Before
they
occupy
this
space,
the
fire
marshal
has
to
go
through
correct
right.
So
is
this
something
that
we
and
I'm
just
kind
of
throwing
this
out
there?
This
is
something
we
wait
on
until
the
fire
marshal
goes
through,
because
sign
leases
all
day
long,
but
until
the
fire
marshal
comes
through
and
says,
okay,
this
is
what
you
got
to
do,
folks,
I
mean
and,
and
that
might
open
up
another
can
of
worms.
A
Well,
I
have
a
statement
I
like
to
read
that
I
am
in
favor
of
development
of
a
new
general
lease
agreement
for
all
the
tenants
going
into
the
sixty
access
highway
building
I'm
in
favor
of
the
new
edited
bathroom
and
external
fixture
Clause
that
is
different
from
the
old
contract.
The
sixty
access
highway
building
has
been
allowed
to
stand
for
some
ten
to
twelve
years
as
either
a
cold
storage
/,
not
a
public
use
facility.
A
This
building
has
not
been
developed
or
maintained
as
a
building
that
would
allow
it
to
be
open
to
the
public.
We
now
have
a
request
for
space
from
the
food
pantry,
which
wants
access
to
their
rented
space
for
the
public.
In
my
opinion,
through
no
fault
of
this
council
or
administration
regulations
have
been
placed
on
this
request,
which
may
or
may
not
have
Anna
financial
impact
on
the
city,
it's
more
than
just
the
bathroom
issue,
which
is
a
known
number.
A
It's
the
unknown
regulation
with
the
unknown
number
that
has
me
concerned
this
contract
has
a
$1
per
square
foot
per
year,
price,
which
a
which
is
a
low-cost,
cold
storage
price
I
cannot
support
a
$1
per
square
foot
price
for
public
access
space
without
knowing
the
cost
of
developing
that
space
I'm,
not
against
exploring
the
option
of
a
public
use
building.
But
that
takes
time
once
offered
as
a
public
space.
It
will
be
the
responsibility
of
the
city
to
meet
all
those
unknown
regulations.

Call
me
we
can
assign
this
tonight.
Are
we
gonna
do
any
action,
I'm
saying
that
this
is
gonna,
be
it
or
can
we
make
suggestions
to
Dennis?
This
is
what
we'd
like
to
happen
as
a
suggestion
you
rewrite
it,
send
it
to
all
of
us.
We
all
read
it
within
the
next
two
weeks.
Say:
okay,
we're
happy
with
this,
and
once
the
fire
marshal
comes
through
then
we'll
say:
okay,
this
is
it
today's
point.
Have
it
ready
so
at
that
point,
pull
the
trigger.
D
L
F
N
A
F
L
K
M
F
D
H
E
D
D
F
D
So
that's
where
we're
at
all
that
real
term
is
going
to
prepare
a
one
page
update
to
their
previously
prepared
investment-grade
audit
report
with
these
new
numbers,
in
the
hopes
that
we
can
have
this
back
on
the
council's
agenda.
The
first
meeting
in
May
for
additional
discussion
and
impossible
action,
I've
listed
then
in
the
memo.
There
are
several
steps
that
we
still
need
to
have
done
before
we
can
move
forward
with
changing
out
all
of
the
street.
D
Then
there
needs
to
be
some
discussion
on
which
sensor
we're
going
to
be
using
on
the
lights
and
if
we're
going
to
include
new
lights
with
the
project
or
if
we're
going
to
just
change
out
the
existing
lights
and
when
I
say
that
existing
lights
includes
anything.
That's
out
there
right
now
on
the
poll,
whether
it's
on
or
off,
based
on
past
decisions.
D
C
D
Road,
the
portions
of
the
road
that
we
filled
in
with
dirt
in
the
fall
have
now
dropped
to
the
level
they
were
at
before.
We
filled
the
holes
in
last
year
and
we've
also
seen
some
separation
cracks
appearing
on
the
west
side
of
the
River
Road,
where
there
weren't
any
previously.
So,
basically,
that
would
cause
almost
the
whole
road
to
start
shifting
down.
D
Besides
the
one
that's
been
proposed,
so
there
will
likely
be
some
additional
design
work
involved
and
that
revision
to
the
costs
that
we've
been
looking
at.
So
we'll
have
to
have
some
more
discussion
after
this
week
and
we'll
keep
the
council
updated
on
what
we're.
Looking
at
there.
Any
questions
on
that
or.
I
D
The
bid
is
not
actually
gone
out.
We
thought
it
was
old,
closing
the
road
yeah
at
this
point,
the
the
road
has
been
narrowed
even
further.
We
moved
the
concrete
barricades
in
another
five
to
six
feet
so
that
they
are
on
what
appears
to
be
solid
ground.
So
there
is
still
a
passable
one
lane
road
there
right
right.
J
D
A
O
Think
that
it's
really
important
that
we
understand
that
when
the
road
was
closed
last
year,
the
hole
was
six
feet
deep.
It
was
serrated,
there
really
was
no
backing.
There
was
nothing
to
hold
up.
What
was
there?
The
road
was
closed.
Late
fall.
We
opened
up
the
road
after
putting
approximately
five
hundred
yards
of
material,
which
was
my
intent
was
just
to
hold
it
to
back
it
up,
so
that
one
foot
slivers
couldn't
fall
off.
We
went
through
the
winter
I
kept
an
eye
on
it
throughout
the
winter.
O
Once
we
started
getting
large
amount
of
snows,
it
was
next
to
impossible
to
watch
as
soon
as
the
snow,
melted
I've
been
making
two
trips
a
day
out
there,
and
we
have
noticed
that
the
dirt
that
we
put
on
top
is
doing
the
same
slide.
That
originally
happened
at
this
point,
the
jersey
barriers
were
placed
on
to
the
dirt
I.
Did
that
purposely
so
that
if
it
did
start
to
slide
or
tip
we'd,
see
movement
in
the
jerseys?
O
So
I
done
this
morning
as
I
pulled
all
the
jerseys
back
up
and
I
put
them
on
the
hot
top
I
personally
do
not
feel
that
we're
in
any
danger
with
the
traveling
traffic,
yet
keep
in
mind
that
I
go
twice
a
day
to
look
at
it.
I
know
where
the
new
cracks
are.
The
only
concern
I
have
is
the
one
at
the
Fournier
house.
G
O
We
are
not
to
the
point
where
that
can
happen
or
I
mean
anything
can
happen,
but
that
road
is
not
going
anywhere.
Yet
it
has
not
moved
enough
for
that
song.
I
guess
I'm
asking
if
you
want
to
use
my
judgment
I
will
keep
it
open
for
longer.
If
you,
as
a
council,
decides
to
close
it
I'll
close
it
first
thing
in
the
morning:
I'll
do
whatever
you
guys
want.
O
N
O
O
With
there's
there's
a
lot
of
worst-case
scenarios
that
we
could
do
on
a
lot
of
places
had
I
not
been
watching
this
for
the
past
month
on
a
daily
basis.
There's
probably
nobody
that
knows
that
road,
better
than
I
do
in
that
section.
I
did
have
some
concerns
about
that
crack
on
the
west
side
of
the
road
or
the
east
side,
but
it
hasn't
I
noticed
that
last
Friday
and
as
of
today,
it
still
hasn't
gotten
any
larger.
So
that's
the
one
that
I
need
to
keep
the
eye
on
Dave.
M
M
O
O
N
O
N
O
Last
night,
it
was
probably
six
o'clock
when
I
was
there
and
we'd
already
seen
some
signs
of
the
slide
continuing
as
a
whole.
It
is
worse
than
that
second
lot
down.
That's
where
the
original
started.
That's
where
the
worst
was
it's
back
in
the
same
place
where
it's
still
continuing
to
slide
I
believe
a
little
bit
further
down
into
what
we'll
call
lot
three.
As
you're
heading
north,
there
was
a
dip
there
that
one
has
gone
down
a
little
bit,
but
there's
a
large
tree
that
I
think
is
holding
that
up.
O
But
the
whole
thing
has
shifted,
I
mean
and
there
again,
two
of
the
barricades
that
I
had
put
well
I,
put
all
of
the
jerseys
27
of
them,
I
put
them
all
or
90%
of
them
into
the
dirt
that
Public
Works
had
put
there
last
fall
and
they
were
all
sinking
and
this
morning,
when
I
went
there
at
about
7
o'clock,
maybe
it
was
a
little
bit
earlier.
Two
of
them
had
actually
fallen
over
so
immediately
we
went
out
with
some
equipment.
O
We
just
picked
them
up
and
we
brought
them
all
back
up
onto
the
hot
top.
I
think
it's
important
that
we
understand
that.
If
there's
any
movement,
there
will
see
movement
in
the
jerseys
as
well,
and
if
we
lose
another
4
feet
or
3
feet
of
slab,
then
we'll
probably
have
no
choice
but
to
close
the
road
just
my
opinion
at
this
point
that
we
are
in
less
danger
now
than
we
was
all
last
summer.
Leaving
that
hole
the
way
it
was.
F
J
D
The
area
of
the
River
Road
that
we
know,
as
has
failed,
is
there
in
red
across
from
those
homes.
So
what
day's
been
talking
about?
Is
this
section
on
the
east
side
of
the
River
Road?
That's
again,
this
is
the
the
worst
part
of
it,
and
now
we're
showing
signs
on
that
east
side
that
could
collapse
well,
the
design
that
they
have
was
to
simply
put
the
road
on
the
east
side
of
those
power
lines.
D
Well,
if
that,
if
that
crack
were
to
continue
to
move,
then
the
road
would
still
be
within
six
feet
of
the
failure,
so
it
seems
that
that
is
probably
not
the
design
we
want
to
go
with
for
a
long-term
solution,
and
we've
also
observed
about
300
feet
to
the
South
another
section
of
the
road.
That's
now
beginning
to
subside
a
little
bit
and
we've
seen
about
a
inch
and
a
half
to
six
inches
of
displacement
down
in
that
area.
So
this
this
is
just
a
picture.
D
It's
not
you!
You
have
to
be
on
the
ground
to
really
see
this
track,
but
roughly
from
the
the
power
pole,
you
can
see
this
crack
that's
running
through
the
yard
now
and
I'm
talking
with
Dave.
This
morning's
understand
it.
The
road
side
of
that
crack
was
about
one
to
two
inches
higher
than
the
west
side
of
the
crack,
and
then
we
had
the
major
failure
occur
on
the
east
side
of
the
the
west
side
of
the
road
and
I
think
what
happened?
D
F
G
O
First
of
all,
I
I
do
not
believe
that
this
failure
had
anything
to
do
with
the
water
level
in
the
rivers
that
that
ground
is
a
long
ways
up
from
where
that
is
so.
I
do
not
believe
it
was
that
at
all,
I
believe
that
it
was
ground
saturation
saturation
from
the
the
east
side
up
through
the
fields
that
they're
gone
now.
So
what
we
would
have
now
is
rain.
O
So
it's
just
my
opinion
that
the
worst
is
over
for
what
we're
gonna
see
for
movement
and
there
again,
if
I
wasn't
going
there
twice
a
day,
you
know
I'd
be
concerned.
If
I
was
leaving
for
a
week
somewhere,
I
would
say:
let's
close
the
road,
because
there's
really
not
anybody
else
to
watch
it
like
I
have
been
so
yeah,
don't
go.
G
O
G
G
O
I
think,
with
the
new
failure
that
I
found
on
that
East
Side
I
think
somebody
with
more
education
and
experience
in
that
needs
to
make
the
decision
what
should
be
done,
that
crack
was
not
there.
It
is
now
I
did
see
a
shift
where
the
road
side
actually
went
up,
but
it
has
come
back
down
there
almost
level
now
I,
don't
know
what
that
means.
To
be
honest
with
you,
I
wouldn't
bet
my
life
savings
on
it,
but
I
do
not
see
any
danger.
I
mean
keep
in
mind.
O
I
had
a
forty
thousand
pound
loader
there
today
I
had
a
dump
truck
with
some
material
and
it
probably
weighed
another
thirty
thousand
pounds,
and
there
was
no
failure
in
that
section,
but
it
looks
scary
to
look
over
and
see
this
part
down
two
feet:
three
feet:
two
and
a
half
feet.
I
do
believe
that
jersey,
barriers
are
up
onto
the
hot
top
I,
don't
think
we're
going
to
see
any
more
failure
there,
but
I
am
more
than
willing
to
close
the
road.
O
G
I'm
I'm
gonna
ask
the
question
guys
man,
it's
a
very
serious
and
question:
are
we
gonna
fix
this
road
this
year?
We're
going
to
come,
they're
gonna
have
to
re-engineer
that
and
I
don't
know
if
they
can
do
it.
Posthaste
now
we're
now
we're
getting
into
sending
bids
out
and
maybe
June
late
May
June.
All
the
contractors
already
have
their
work
lined
up
for
the
summer
and
yeah.
G
O
My
opinion
is:
we
really
need
to
see
what
the
engineers
say
Wednesday
night,
when
they
look
at
that
crack
and
say
that's
just
the
subsurface
we're
good
to
go.
Our
plan
is
good.
They
could
put
that
out
to
bid,
and
in
three
weeks
you
can
have
you
can
have
bits
back
if
they
look
at
that
and
say:
oh,
my
goodness,
this
is
not
good
and
that
has
to
be
redesigned
I'm
with
you.
O
O
There's
there's
a
there's,
a
three-phase
power
line
that
goes
up
through
there.
We
can't
move
that
far,
so
we
are
starting
to
limit
any
potential
alternatives
other
than
just
moving
the
road
that
we
do
not
or
at
this
point
we're
not
sure
if
it's
feasible
to
do
that,
they
may
come
back
and
say
lead
the
road
where
we
have
a
design.
But
let's
lower
everything,
eight
feet
which
would
mean
moving
that
sewer
line.
I,
don't
know
what
they're
gonna
come
up
with
I.
Just
don't
we
don't
have
a.
M
M
O
That
that's
right,
so
that
is
our
intent
to
make
sure
that
they
fully
aware
of
it.
I
think
they
were
aware
of
it
before,
but
felt
it
wasn't
bad
enough
to
do
anything
with
I
know
that
they
I
explained
it
to
him
and
I
showed
it
to
him
from
last
year.
I
honestly
believe
that
they
felt
as
though
that
was
going
to
stay,
but
it
hasn't
it's
shifted
again.
O
That's
the
second
lockdown
I
really
believe
that
that's
going
to
be
the
one
that's
going
to
stop
the
project
from
this
summer
and
I
don't
want
to
be
the
bearer
of
bad
news,
but
I
think
that's
what's
going
to
happen,
and
we
should
be
thankful
that
it
we've
seen
it
now
before
it
went
out
to
bid,
and
we
have
to
say
sorry,
you
can't
do
this.
Let's.
O
D
P
Imagine
off
Friday
they're
back
on
site
the
coordinating
with
DNN
metals
and
on
the
scrap
end
of
it,
so
McGill
ins
going
to
mount
the
big
heavy
sheers
on
their
excavators
and
they're
gonna
aid,
the
scrappers
and
getting
the
metal
off
the
site.
They
still
need
to
knock
down
the
old,
where
the
all
the
effluent
is
that
old,
digester
building
needs
to
come
down
to
ground
level.
P
There's
some
metal
standing
that
I
think
Gary
would
like
to
use
for
trail
making
so
some
big
giant,
culvert
type
stuff
and
also
on
the
same
note
McQuillen
will
be
on
Liberty
Street
to
tear
down
25
Liberty.
You
didn't
want
to
put
his
excavator.
Those
track
vehicles
will
chair
part
of
West
Street,
so
you
didn't
want
to
put
that
down
there
before
the
street
dries
out
a
little
bit
we're
ready
to
go
on
York
Street.
D
Bringing
up
the
asbestos
issue
I
need
to
backtrack
on
the
River
Road.
We
did
find
out
from
the
state
DEP
that
each
of
the
buildings
that
we
anticipate
tearing
down
will
have
to
have
a
certified
asbestos
inspector.
Go
through
that
and
verify
that,
what's
in
there
or
not,
and
so
that
we
have
informed
the
engineers
that
that
would
be
added
to
the
cost
of
the
project
as
well.
D
Flora,
Dale
Park,
we've
been
doing
a
lot
more
digging.
The
latest
is
that
local
surveyor,
Dale
Blackstone
recalls
having
done
some
work
around
this
property
and
his
his
research
indicates
that
there
may
be
some
paper
roads,
meaning
references
that
there
there
might
be
some
public
right
of
ways
through
this
property
and
if
we
were
to
sell
this,
we
have
to
actually
clean
up
the
paper
roads
first
before
we
can
dispose
of
the
property,
so
I'm
still
waiting
for
his
information
in
order
to
bring
that
back
to
you
for
for
any
action
or.
D
Dunkin
Donuts
planning
boards
granted
conditional
approval
to
Dunkin
Donuts
week
and
a
half
ago
the
fire
fire
chief
SUSE
is
reviewed.
It
he's
approved
the
plans
she
Hagan
is
still
looking
at
it
from
the
public
safety
side
and
the
lighting,
and
then
I
still
have
to
go
through
it
for
some
additional
comments.
As
far
as
screening
and
some
landscaping
elements,
but
did
we
actually
get
the
d-o-t
letter
of
approval?
Yes,.
P
The
site
design
review
was
approved
and
signed
duly
signed
by
the
Planning
Board
with
conditions
and
part
of
that
document
is
the
d-o-t
approval
of
the
transportation
plan
for
that
business,
also
with
their
conditions,
so
they're
looking
out
for
our
best
interest
to
make
sure
the
storm
waters
taking
care
of
things
like
that,
handicapped
access
is
one
of
the
things
that
we
were
looking
at.
The
handicap
ramp
involved
with
the
new
sidewalk
such
a
small
scale.
We
couldn't
really
see
if
it
was
going
to
be
suitable
for
for
that
application.
D
D
The

building,
is
down
and
nearly
cleaned
off
of
the
site.
As
we
understand
it,
they're
going
to
leave
a
lot
of
material
on
site
is
fill
material
and
so
I.
What
I'd
like
to
do
is
meet
with
the
excavator
and
maybe
look
at
how
we
can
shape
that,
rather
than
just
create
a
nice
flow
or
a
straight
flat
piece
of
ground.
Maybe
we
can
shape
that
create
some
uniqueness
to
the
property.
D
The
we've
talked
a
lot
about
the
60
access,
highly
renovation
already,
recognizing
that
we
need
to
have
a
State
Fire
Marshal
come
through
and
and
do
their
inspection
on
that
a
couple
other
items
just
to
to
make
you
aware
of
the
hose
tower
that
you
can
see
through
this
window
behind
us,
that's
falling
apart
or
the
the
skin
is
falling
off.
The
building
we've
received
a
budget
estimate
for
a
metal
paneling
to
go
across
the
hose
tower
at
forty
five
to
fifty
thousand
dollars.
F
D
Long-Term
material
but
really
comes
down
to
what
do
we?
How
do
we
want
to
fix
that?
And
how
long
do
we
want
to
have
it
in
place,
so
we
can
bring
back
some
other
options
for
you,
but
just
so
that
you're
aware
that
that
numbers
been
given
to
us
so
far,
the
airport
you
know
is
doing
really
well
right.
Now,
it's
open
daven
for
me
this
morning
that
our
fuel
tanks,
all
they
can
hold
up
to
eighty
five
hundred
gallons
of
fuel,
we're
now
down
to
about
3,500
gallons.
D
So
over
the
last
year,
we've
been
very
busy
of
getting
that
out,
which
is
a
good
thing
to
resolve
some
of
the
concerns
we
had
there.
The
airport
is
also
wondering
we've
there's
been
some
representatives
from
the
Civil
Air
Patrol
wondering
about
coming
back
in
an
occupying
space
at
the
airport.
Apparently
there
are
accommodations,
you
know
in
another
community
or
are
not
ideal
and.
F
D
Out
running
into
issues
with
that
they're
wondering
if
the
city
of
caribou
will
entertain
hosting
them
again
in
our
facilities,
if
there's
some
direction
from
the
council
on
that,
I
appreciate
it,
but
right
now
the
indication
is
that
they
don't
have
funds
to
to
pay
for
any
piece
of
the
space.
Just
well,
if
we'd
be
willing
to
entertain
that.
F
N
They
weren't
taking
very
good
I,
mean
they
were
leaving
messes
when
they
were
up
there.
They
were
you
know,
picking
up
after
themselves.
It
was
mm,
you
know,
and
they
were
basically
the
only
ones
that
were
using
it.
So
I
don't
know
the
problem
if
they
have
maybe
an
agreement
or
something
that
they
can
do
some
service,
and
you
know
instead
of
paying
for
any
leased
space,
but
they've
got
to
do
better
than
they
did
when
they
were
there.
The
first
time,
because
it
was
very
good.
N
G
A
F
E
A
E
D
F
L
G
D
F
O
So
the
Washburn
Road
is
the
same
scenario
as
high
street.
Here
city
is
responsible
for
maintenance.
The
d-o-t
is
responsible
for
infrastructure.
We
first
was
aware
of
the
problem
last
summer
spring
right.
After
almost
this
time
of
year,
there
is
no
infrastructure
left,
the
pipes
are
gone,
the
d-o-t
said
they
had
no
money
for
any
repairs,
but
they
would
put
it
in
the
2019
budget,
which
I
believe
they
did.
O
The
water
that
came
down
through
there
over
the
weekend
was
phenomenal.
It
washed
me
the
Moose,
gravel
out
and
this
morning
so
Saturday.
It
was
enough.
I
put
one
cone
up
behind
the
curbing
and
I
put
one
on
top
of
the
grate.
It
had
sunk
a
little
bit,
but
I
knew
traffic
would
be
alright.
My
equipment
was
sweeping
streets
here
this
morning
and
went
around
my
cones.
Everything
was
good
by
the
time
you
found
it.
Half
the
Lane
was
gone,
no
question
about
it.
O
No,
nobody
called,
but
anyway,
back
to
the
story,
I
called
the
d-o-t.
It's
their
infrastructure,
it's
their
failure.
They
must
have
been
in
meetings
down
in
Augusta,
because
I
could
not
get
a
hold
of
number
one
or
number
two
at
Presque
Isle,
so
I
called
then
the
main
man
here
in
caribou
he
went
inspected
he's
got
an
inside
number.
O
D-O-T
would
not
do
anything
with
it.
They
said
that
it's
still
maintenance
and
until
they
get
it
repaired,
it's
our
responsibility
which
I
do
not
agree
with,
not
even
the
slightest,
but
we
cannot
let
travel
to
a
traveling
public
run
across
that.
So
I
went
with
a
load
of
gravel
and
fill
that
in
this
afternoon.
O
O
Iii
I
have
a
hard
time
with
you
know.
If
the
top
of
the
basin
would
have
been
bad
yeah,
you
know,
I
can
go.
Fifty
fifteen
call
out
maintenance,
but
when
the
pipes
underground
are
rotted,
they
had
someone
actually
inspect
it
last
year.
They
put
it
in
their
work
plan
for
this
year
and
the
failures
there
now
and
the
traveling
public
is
in
a
problem
who
should
be
fixing
it?
Not
us
it
should
be
them.
They
should
have
done
the
temporary
fix
until
they
could
get
the
job
properly
done.
O
O
It
is
that's
right
there
yeah
right
so
when
you
come
down
Meadowbrook,
which
is
the
street
that
goes
up
into
that
neighborhood.
The
water
splits
goes
both
sides
and
it
pawns
on
the
left-hand
side
as
you're
coming
down
and
there's
a
there's.
A
pipe
that
goes
to
an
angle,
goes
to
one
catch
basin
and
across
the
street
and
then
down
into
the
little
Brook
and
the
piping
underneath
there
is
absolutely
nothing
left.
I.
O
G
O
F
O
O
They
were
just
going
through
the
last
little
bit
of
formalities
with
Trombley
industries,
he's
seen
no
problem
with
them
and
told
me
that
we
can
count
on
Trombley
issues,
industries
doing
the
job
out
front,
so
it
has
not
been
posted
on
their
website
yet,
but
all
systems
are
go
and
as
soon
as
d-o-t
is
done
with
their
project,
the
city
of
caribou
will
we'll
start
with
theirs,
which
is
nil.
Everything,
new
sidewalk
on
City
Hall
side
and
new
pavement
at
two
and
a
half
inches
thick.
O
All
being
new
as
part
of
the
project
for
the
d-o-t
they'll
have
to
destroy
that
sidewalk
in
order
to
replace
them
pipes
in
the
ground.
The
only
thing
we're
not
sure
about
on
and
if
they
don't
pick
it
up,
we
will
from
glen
street
to
bennett
drive
on
that
side.
They
don't
anticipate
replacing
the
pipe.
So
I'm
not
unless
they
have
some
kind
of
catch
basin
problems
where
they
have
to
do
it.
That
sidewalk
there's
a
potential
that
they're
not
going
to
do
nothing
with
that
portion.
O
But
when
we
do
the
sidewalk
on
our
side,
we'll
just
jump
right
over
and
keep
in
mind
that
we
entered
into
an
agreement
with
them
for
a
50/50
cost
on
the
mill
and
fill
in
sidewalk,
and
we
are,
we
can
go
up
to
$190,000,
90,
yeah
I
think
it's
190,
which
would
be
shared
between
us
anything
that
we
go
over.
The
hundred.
Ninety
thousand.
The
city
is
responsible
for
a
hundred
percent
and.
O
So
if
the
contractor
finishes
the
first
of
July
two
weeks
from
there,
we
start
or
or
or
less,
but
no
more
than
two
weeks
for
our
start
point
from
us.
If
they,
if
the
do
T's
project
doesn't
finish
till
July,
15th
it'll
be
July
28th
before
we
start
ours,
but
I
don't
anticipate
ours.
To
be
that
long.
A
project
should
be
able
to
mill
that
in
a
day,
Dane
yeah,
probably
a
day
day
and
a
half
while
the
mill
machine
is
in
town
I'm.
O

E
A
Their
contact
and
then
a
heads
up
we
got
to
go
through
the
mill
rate.
We've
got
some
other
issues
sometime
in
August
I
guess
we
ought
to
start.
If
the
department
heads
could
come
to
the
council
and
give
us
their
assessment
on
their
assets,
buildings,
equipment,
I,
suppose
Dave
would
give
an
assessment
on
roads.
A
D
A
Let's
discuss
that
a
future
meeting,
maybe
we
would
maybe
we
would
I
just
want
to
get
the
ball
rolling.
That
sometime
were
first
meeting
in
August.
If
we
had
one
or
two
department
heads
come
in
because
that
will
be
all
part
of
the
capital
improvement
budget
that
we
have
to
go
through
and
gee
I.
Don't
know
why
we
couldn't
wrap
that
one
up
earlier
this
year
than
normal.
